In a perfect world, the health public sector would be completely efficient and effective. In reality, managers, policy-makers,politicians, academics, public sector employees and business representatives are constantly searching for newways to orientate the public sector towards being more cost-effective, accountable, results- and outcome-orientated, task-specificand better organised and structured. In New South Wales (NSW), this has been most apparent in endeavoursto bring about a change towards the philosophy of 'new managerial thinking' or corporate management. This paperexplores the hypothesis that managerialism has significantly influenced the culture of the New England Area HealthService (NEAHS) and its relationship with its staff. To test this hypothesis, between 1996-1997 a self-administeredquestionnaire survey form was sent to a sample of the NEAHS staff across all work sites and all levels. It is concludedthat during this time, the organisation was struggling with change management issues and the successfulimplementation of managerialist philosophy and its elements as evidenced by staff confusion, doubt and 'cultural shock'.

Public libraries make an important contribution to the wellbeing of local people often acting as community hubs by reducing the isolation felt by vulnerable members of society through promoting social interaction and supporting the wider needs of local communities. However, access to libraries is threatened in Wales, as elsewhere in the UK, by uncertainty stemming from changes in local government service delivery models, austerity-driven cuts in public spending, changing demands on the service from the public and the potential impacts of new developments in digital services and technologies. Drawing on network-based analysis of changes to library services in a predominantly rural authority in South-West Wales, the aim of this paper is to demonstrate how Geographical Information Systems can be used to monitor the impacts of alternative models of provision currently being considered by library authorities. By examining the spatial impacts of changes in services following a period of re-configuration in this library authority, we point the way to methods that enable levels of provision that meet community needs to be sought during times of budgetary pressures and proposed changes to the delivery of public services.

Immediately following the review of the New South Wales (NSW) Kangaroo Management Program (KMP) in 1997, the NSW National Parks and Wildlife Service initiated a strategic planning process involving the NSW Kangaroo Management Advisory Committee. In April 2000 the strategic planning process progressed into a full review of the KMP 1998-2002 and various reports were commissioned. The draft KMP 2002-2006 was released for public comment on 14 July 2001. Key issues considered when preparing the new program were the legislative framework, the inclusion of goals and objectives that can be audited, the merits of damage mitigation as a rationale for commercial kangaroo use and the format and writing style of the KMP 1998-2002. Following analysis of submissions on the draft KMP 2002-2006, the program was finalised and submitted to the Australian Commonwealth Government for approval. The KMP 2002-2006 was approved by the Commonwealth and is valid from 1 January 2002 to 31 December 2006. The KMP 2002-2006 has a single overarching goal to maintain viable populations of kangaroos throughout their ranges in accordance with the principles of ecologically sustainable development. This goal is serviced by six new management-based objectives, each of which is covered by a specific section in the new management program. The new management program no longer relies on identification of damage as justification for commercial kangaroo use, and facility for an adaptive management approach has been added for the first time. Specific arrangements for ongoing program audits, periodic full program reviews and community awareness and participation are further additions to the new management program.

PurposePeople with intellectual disability (ID) experience high rates of physical and mental health problems, while access to appropriate healthcare is often poor. This cohort was established to develop an epidemiological profile related to the health, health service use, disability services, mortality and corrective services records of people with ID.ParticipantsThe cohort contains 92 542 people with ID (40% females) with a median age of 23 years (IQR: 12–43 years) and 2 004 475 people with a neuropsychiatric or developmental disorder diagnosis (50% females) with a median age of 51 years (IQR: 29–73 years) from New South Wales, Australia. The whole sample contains records for 2 097 017 individuals with most data sets spanning financial years 1 July 2001 to 30 June 2016. A wide range of data from linked population data sets are included in the areas of disability, health, corrective services and targeted specialist support services in public schools, Public Guardian and Ombudsman services.Findings to dateThis study includes one of the largest cohorts of people with ID internationally. Our data have shown that the presence of ID is significantly associated with emergency department presentations and psychiatric readmissions after the first psychiatric admission based on a subcohort of people with a psychiatric admission. Adults with ID experience premature mortality and over-representation of potentially avoidable deaths compared with the general population.Future plansWithin the health service system, we will examine different components, that is, inpatient, emergency adult services, children and younger people services and costs associated with healthcare as well as mortality, cause and predictors of death. The neuropsychiatric and developmental disorders comparison cohort allows comparisons of the physical health, mental health and service use profiles of people with ID and those with other neuropsychiatric disorders.

The Aboriginal Legal Service, Community Legal Centres, Legal Aid NSW and private solicitors undertaking legal aid work all have a role in meeting the legal needs of disadvantaged communities in rural, regional and remote (RRR) parts of NSW. Yet there are reports that staff shortages are affecting the capacity of these services to perform this work — in some areas more than others. In order to gain a ‘snapshot’ of solicitor availability in RRR areas and to assess any regional differences in their availability to undertake community sector legal work in NSW, the Law and Justice Foundation of NSW has undertaken a census of all public legal assistance positions in NSW. The study examined whether the positions were filled or vacant, how they were filled, and the length of time that they were filled (or vacant). The research also drew upon data from the NSW Law Society and the three main public legal services in NSW to map solicitor availability across NSW against a range of indicators, including socio-economic disadvantage. In addition, interviews were conducted with solicitors working in (and who had left) ‘hard to staff’ areas with a view to better understanding differences in the recruitment and retention of solicitors across RRR areas of NSW. The major findings of the Foundation’s full research report are discussed in this paper.<br /><br />

How health care is best provided remains topical, contentious, and political. Debates continue over funding allocation and the weighting placed on preventive, curative, institutional and community services. Such debates were evident in 1973 when a new Federal Labor Government began to reform Australia's health system by implementing a national Community Health Program policy. Implementation led to the establishment of community health centres and multi-disciplinary teams. Studies have generally concluded that community health centre teams have ???failed??? to achieve the goals of this policy. This study sought to answer one broad question. How was the community health program policy implemented, in what context did this event occur, what processes were used and why, and how did generalist community nurses participate? This case study of the Hunter Region, New South Wales, between 1974 and 1989, was based on data collected from four sources: over five hundred documents and archives, including relevant literature, epidemiological studies, centre records, official government and newspaper reports; 69 in-depth interviews with practitioners and administrators; and participant observation. The findings revealed that implementation was hindered by political, administrative and professional impediments. However, practitioners established and provided a broad range of relevant new services by changing the way they practised. Generalist community nurses worked with non-government, private and public organisations offering health, educational and social services. As boundary riders they filled structural holes and created social capital. Conclusions drawn were first, that context strongly influenced how public health policies were implemented and the services offered by different discipline groups. Second, teamwork would have been improved had pre-service health professional education fostered a common understanding of the aim of health care and the broader determinants of health. Third, a preventive orientation needed reinforcing via an organisational context, administrative processes, ongoing learning opportunities and leadership. Fourth, generalist community nurses??? commitment to a preventive approach was embedded in a growing understanding of people's circumstances and health problems. Finally, while policy implementation was constrained in the Hunter Region during the study period it achieved what its architects intended, that is, a broader mix of accessible services, and collaboration between organisations and groups as the boundaries that maintained their separation were bridged.

The present study was undertaken to investigate the concerns of secondary school teacher-librarians, that the subject headings set down by the Australian Schools Catalogue Information Service (ASCIS) do not cover topics in senior sourses of study. NSW HSC Economics was chosen to test this perception. Terms were extracted from three textual sources (syllabus, textbook and examination papers) and checked against the subject headings in the ASCIS Subject Headings List. A comparison was made between terms which matched exactly, those which were only partially matched and those which had no match. The linguistic complexity of the term (single-word or multi-word) and the number of textual sources using the term were also taken into account. The results showed a varying degree of match between textual terms and subject headings. Single-word terms found in more than one textual source were much more likely to be found in the subject headings than those from only one textual source. Multi-word terms were found less frequently than single-word terms, but were also more likely to be found when they came from more than one textual source. There was a large number of partial matches in this group, and these were found to be more general in concept than the textual terms. Most of the terms were found, but the general nature of the partial matches and the lack of adequate cross references may cause problems in subject analysis and retrieval.

In the years between 1960 and 1975 in NSW there emerged a loosely connected network of women interested in modern or creative embroidery. The Embroiderers' Guild of NSW served as a focus for many of these women, providing opportunities for them to exhibit their work, and to engage in embroidery education as teachers or as learners. Others worked independently, exhibited in commercial galleries and endeavoured to establish reputations as professional artists. Some of these women were trained artists and wanted embroidery to be seen as 'art'; others were enthusiastic amateurs, engaged in embroidery as a form of 'serious leisure'. They played a significant role in the development of creative embroidery and textile art in NSW and yet, for the most part, their story is absent from the narratives of Australian art and craft history. These women were involved in a network of interactions which displayed many of the characteristics of more organised art worlds, as posite d by sociologist Howard Becker. They produced work according to shared conventions, they established co-operative links with each other and with other organisations, they organised educational opportunities to encourage others to take up creative embroidery and they mounted exhibitions to facilitate engagement with a public audience. Although their absence from the literature suggests that they operated in isolation, my research indicates that there were many points of contact between the embroidery world, the broader craft world and the fine art community in NSW. This thesis examines the context in which creative embroiderers worked, discusses the careers of key individuals working at this time, explores the interactions between them, and evaluates the influence that they had on later practice in embroidery and textiles in NSW.

Intertidal wetland habitats in southeastern Australia have changed significantly during the past sixty years. Mangrove habitats have expanded both seawards and landwards, the latter being at the expense of saltmarsh habitats. This relatively common phenomenon is generally suggested to be an outcome of sea-level rise. Several factors potentially responsible for this change are examined, including changes in mean sealevel during the past 50 to 100 years, changes in climate, population growth, catchment landuse, and estuary type. A protocol for mapping estuarine habitats was developed and implemented, incorporating the application of geographic information systems. Spatial and temporal coastal wetland habitat changes at nine sites along the New South Wales coast are illustrated. These habitat dynamics were shown to not correlate between sites. The results demonstrate that sea-level rise in this region cannot solely account for the extent of change during the past sixty years. With the exception of one site (Careel Bay), there have been no correlations between contemporary mean sea-level rise and mangrove incursion of the saltmarsh habitats at the study sites, or with rainfall patterns, at the scale of observation in this study, which was largely decadal. The only correlations determined during this study have been between population growth and coastal wetland habitat dynamics in some sites. In spite of saltmarsh habitat loss being a regional phenomenon, local factors appear to have a profound bearing on the rates of change. Neither contemporary mean sea-level rise, rainfall patterns, estuary type, catchment landuse, catchment natural cover nor population pressure can account solely for the patterns in the spatial and temporal dynamics of the coastal wetlands of New South Wales. It seems apparent that regional factors create preconditions favourable for mangrove incursion, but that localised conditions have been responsible for the extent of these incursions from site to site. That is, despite higher sea-level and greater rainfall, the extent of change has been determined by the unique characteristics of each site. The results have important implications for current estuary management practices in the state of New South Wales. The lack of spatial and temporal trends in coastal wetland habitat dynamics point to the need for management to be conducted on a localised, rather than regional scale. Additionally, anthropogenic influences must be carefully managed, since the extent of mangrove habitat expansion into saltmarsh areas is unlikely to be a natural occurrence.

Master of Philosophy in Public Health
This thesis is about the substantial service Karitane provided in the teaching of mothercraft to guide parents in the care of their young children in New South Wales. At first called the Australian Mothercraft Society, it emerged in New South Wales as a voluntary organisation in 1923, closely allied to New Zealand’s Plunket Society founded in 1907 by Sir Truby King. Karitane was at its most active in the 1940s when it provided over a quarter of Sydney’s residential mothercraft services. Its beginnings were overshadowed by conflict and the New South Wales Department of Public Health did not acknowledge Karitane until the 1960s. Until then Karitane was absent from the public record of services for mother and baby in NSW. Sydney’s Eastern Suburbs community and the Karitane Products Society in New Zealand supported Karitane before it integrated into New South Wales’ government supported health services. Throughout it delivered on its aims of teaching mothers ways of caring for infants, disseminating knowledge about the care of young children and preparing specialist nurses. The main theme of this thesis is the ‘moving frontier’ that is the boundary between the voluntary providers of health services and governmental provision of health services. Karitane’s development has depended on the politics of health care at Commonwealth, State and local levels. The secondary themes derive from the competition for scarce resources amongst the professional groups involved; doctors, nurses and health service administrators. Karitane’s experience has not been unique; it has followed a trajectory common to voluntary organizations providing personal care services through the twentieth century and it has conformed to trends in public health. Sometimes Karitane led the trends and sometimes it trailed; it adapted to circumstances but it retains a degree of independence. Shining through all the problems with resources are the human experiences of appreciative mothers who used Karitane’s services and the dedicated staff and supporters who provided mothercentred help with the care of infants. The mother/infant relationship continues to be a central concern for public health. This study of Karitane gives a longitudinal perspective on the contribution of a small band of skilled people with a clear mission to provide services to assist mothers with their babies and young children.

AbstractThis paper uses the case of prison privatization in England and Wales to scrutinize what it means to “economize the social” through numbers. It argues that we ought to be careful not to equate quantification with economization. To uncover the multiple effects of economization and quantification brought about by new public management reforms and prison privatization, one needs to set presumed dichotomies between the public and the private aside and turn instead to the multiplicity of economizing practices (curtailing, marketizing, financializing) and their implication in different forms of quantification. Ironically, numbers and state contracts governing privately managed prisons also shielded these establishments from economization (e.g. budgetary savings requests); and it is the public prisons that have been exposed the most to measures of government austerity.

Introduction: In 2018, the Australian Centre for Cannabinoid Clinical and Research Excellence (ACRE), a National Health and Medical Research Council (NHMRC) Centre of Research Excellence was funded to develop a suite of state-wide medicinal cannabis prescribing guidance documents. At this time, regulatory changes in Australia were enabling broader access to medicinal cannabis in a medical model. The initiative funded through the New South Wales (NSW) Government’s Clinical Cannabis Medicines Program enabled the development of practical resources to support NSW medical practitioners in prescribing medicinal cannabis to patients for conditions where cannabinoids are perceived to have some benefit. Aim: To provide interim guidance to support medical practitioners in the prescription of medicinal cannabis where they are perceived to have potential benefit. Methods: A team of clinical pharmacologists, pharmacists and clinicians collaborated in the development of the first tranche of prescribing guidance documents. The suite of six medicinal cannabis prescribing guidance documents covered the most common indications for which prescriptions for medicinal cannabis were being sought by NSW patients: dementia; anorexia and cachexia; nausea; chemotherapy-induced nausea and vomiting; spasticity; and chronic non-cancer pain. In 2019, the draft guidance documents underwent a comprehensive review and consultation process involving fifty key stakeholders before publication. Results: The ACRE medicinal cannabis prescribing guidance documents have been widely adopted, both in NSW and around the world. The prescribing guidance documents are now recommended as a health professional educational resource by the Australian national medicines regulator the Therapeutic Goods Administration and state health departments. The prescribing guidance on epilepsy from the second tranche of guidance documents has recently been published in the British Journal of Clinical Pharmacology. National medicinal cannabis prescribing pattern data and enquiries to the first-of-kind, state-government funded medicinal cannabis advisory service for medical practitioners informed the themes of the second tranche of six medicinal cannabis prescribing guidance documents being developed in 2022. Conclusions: ACRE medicinal cannabis prescribing guidance documents delivered interim guidance to Australian medical practitioners on the evidence-based and best-practice prescription of medicinal cannabis. Prescribing guidance document themes align with Australian medicinal cannabis prescribing patterns and areas where medical practitioners are seeking further information and advice. It is anticipated that the prescribing guidance documents will be updated periodically as further evidence becomes available. "The operational image of the Public Service is received and noted with a compromised image. It is still plagued with negative attitudes in terms of service standards, particularly customer service and ‘Batho-Pele’ principles as displayed by School Administration Clerks. There are further notable challenges underpinned on a quest for a coherent transformed, transparent, efficient and accurate responsible service delivery to the necessities of all citizens. The latter ideals are pertinently elucidated by Public Service Vision thus saying: “A better life for all South African citizens by putting people first”. The “White Paper in the context of the Public Service, articulates the following eight essential pillars, namely: Consultation on service rendered; specification of service standards in respect of quality to be rendered; unrestricted access to service delivery; courteous treatment of clients with integrity; Openness and transparency of Departmental operations and redress on failed quality standard rendered as well as assurance on the value for money within the constraints of financial budgets ‘Batho-Pele’ is a Sesotho adage meaning “people first.” This is the ideal since 1997, a government initiative to transform public service delivery to citizens enshrined on the eight basic principles alluded. The study engages the qualitative research Free Attitude Interviews (FAI) dynamics to gather data on the need for an inviting collaborative service delivery; the key points in delivering quality service; the challenges in respect of service delivery; the environment conducive to a progressive quality service delivery as well success indicators to arm inviting service couched in the eight Batho-Pele public service principles. The study composed of administration clerks at both primary and secondary schools who are male or female in gender. The base for the discussion in this study is informed by the Critical Theory as a theoretical Framework adopted. To fortify our service excellence through Batho-Pele, critical elements on both Nigeria and Botswana service chatters have formed reference base to this research argument on matters of positive human treatment for service distinction. The study concludes with the fact attentive customer listening; show of human respect; personal integrity; quality service standards and swift response to customer grievances enhance the quest for Batho-Pele service excellence. The recommendation is that clerks in new public entrance ought to be inducted in this service ideal with further research undertaken for both relevance and sustainability."

Globally, education systems have been affected by radical social, political and economic changes. Although school principals play a pivotal role in improving student learning and attaining educational outcomes, they work under strenuous conditions to deal with multifaceted transformational issues. Principals experience great difficulty in coping with numerous changes, partly because they are inadequately prepared for their leadership position, or simply lack the necessary skills, knowledge and attitudes to lead and manage schools effectively and efficiently. Fundamentally, principals should be empowered to effectively deal with challenges facing them in the 21st century. Using qualitative research, this study explored the importance of promoting a culture of professional development that will prepare principals to confront education challenges and obstacles facing them. Fifteen principals were selected to determine their perceptions and experiences of how they were prepared and professionally developed to lead and manage schools. Findings revealed that in South Africa, there is no formal preparation for aspiring or practicing principals taking on leadership and management positions, and very few in-service professional development programmes are available. There is a dire need for education authorities to introduce compulsory training and development programmes for aspiring and practicing school leaders to lead and manage their schools successfully.

<p>Asset managers are faced with the challenge of maintaining concrete structures in coastal environment, within the financial constraints of maintenance budget allocations, such that they remain functionally and structurally safe for the remainder of their design lives. For these reasons concrete remediation is fast becoming an important component of asset management in coastal areas. This research describes remediation techniques and practice currently being employed by prominent public and private organisations responsible for maintaining concrete structures in the Illawarra region (New South Wales, Australia). These common remediation techniques range from conventional restoration, cathodic protection and structural strengthening. The research also considers the underlying factors used to evaluate the effectiveness of these techniques and practices. A model of good practice for concrete remediation in the Illawarra is developed from the literature and industry research undertaken. This model is developed for concrete suffering deterioration caused by the corrosion of steel reinforcement and is aimed to provide intelligent concrete remediation options based on sound principles and industry knowledge.</p>

The deployment of new technologies such as the Internet is often understood to positively change the way that business works. However it is important to realise that success is not automatic and a number of other factors must also be considered. In this paper it is argued that a wider range of skills is needed than just technical skills, and a wider vision is needed than just the vision of one business. Small businesses, widely considered a suitable vehicle for sustainable development, must be seen in the context of their communities, for their relationship with public sector agencies and other supporting and regulatory bodies, and as partners to much larger businesses. This paper is based on small-scale qualitative fieldwork conducted with small businesses that make extensive use of ICT located in Cape Town, South Africa and Swansea in South Wales, a deprived region of the UK. It was found that for businesses to succeed a range of competencies are by business managers needed that facilitate relationships and partnerships, these are in addition to the skills needed for simple internal operational issues. Moreover as the nature of partnerships change the mix of required competencies vary from one circumstance to another. A model is presented that shows some of the critical relationships between the Internet (on the one hand) and the stakeholders of a business and the relationships with them (on the other).

As of April 19, 2021, South Africa has recorded 1.56 million COVID-19 cases and almost 54,000 deaths - more than any other country on the African continent. The country has begun the national rollout of the Johnson & Johnson (J&J) COVID-19 vaccine, with over 292 thousand doses administered it aims to achieve herd immunity by vaccinating at least 67 percent of its population (around 40 million people) by the end of 2021. The government suspended its initial rollout of the AstraZeneca (AZ) vaccine due to concerns over its effectiveness, particularly against the new B.1.351 variant, which accounts for 90% of the infections in South Africa. The J&J vaccine was put on temporary hold in April due to concerns about rare clotting disorders. Although data show that expected acceptance of COVID-19 vaccines is relatively high, the suspension of two vaccines in South Africa, where fear of infection is decreasing, will likely influence public reactions. Understanding how individuals and population groups perceive and make sense of COVID-19 vaccines is critical to inform the design and implementation of risk communication and community engagement (RCCE) strategies, and guide interventions aiming to promote and sustain acceptance of COVID-19 vaccines, while encouraging compliance with other COVID-19 preventive measures. This review syntheses community perceptions of COVID-19 vaccines in South Africa to inform RCCE strategies and policies and provides examples of successful practice. It draws on multiple secondary data sources: scientific literature, qualitative and quantitative studies, grey literature, and mainstream and social media. The review was supported by consultation with four local expert key informants from different fields. It is part of the Social Science in Humanitarian Action Platform (SSHAP) series on social science considerations relating to COVID-19 vaccines. It was written for SSHAP by Tamara Roldan de Jong and Anthrologica on request of the UNICEF South Africa Country Office.
