The negative multinomial distribution appears in many areas of applications such as polarimetric image processing and the analysis of longitudinal count data. In previous studies, general formulas for the falling factorial moments and cumulants of the negative multinomial distribution were obtained. However, despite the availability of the moment generating function, no comprehensive formulas for the moments have been calculated thus far. This paper addresses this gap by presenting general formulas for both central and non-central moments of the negative multinomial distribution. These formulas are expressed in terms of binomial coefficients and Stirling numbers of the second kind. Utilizing these formulas, we provide explicit expressions for all central moments up to the fourth order and all non-central moments up to the eighth order.

The current work investigates the behavior and strength of T-shaped cross section ring deep beams through a Finite element parametric study. Currently, ring diameter, loading type, concrete compressive strength and number of supports are taken into consideration. It is found that increasing ring diameter of beam by 12.5-25% leads to increase the maximum positive moment, maximum negative moment, maximum torsional moment and midspan deflection by 1.1-2.2%, 2.2-4.3%, 3-6% and 16-33%, respectively, while the load ultimate capacity increases by 11-17%. The positive and torsional moments at midspan and midspan deflection decrease by 23-36%, 3-11% and 6-14%, respectively when the loading type varies from concentered to full uniformly load over a span length of 33, 50, 67 and 100%, respectively. In a related context, this change in load type leads the negative moment at support and the load ultimate capacity to increase by 2-21% and 6-85%, respectively. The midspan positive moment, negative moment, torsional moment and load ultimate capacity increase by 20.4-71.3%, 20-69.7%, 15.6-43.8% and 21-73%, respectively, whereas deflection decreases by 1.4-11%, when increasing the compressive concrete strength by 45-190%. Finally, it is found that the load ultimate capacity increases by 82-348%, when number of supports increases by 25-100%, while torsional moment, maximum positive moments, maximum negative moments and midspan deflection decrease by 11-50%, 38-76.4%, 38.6-76.8% and 14-39%, respectively due to this increase in the number of supports.

Behaviour of precast-prestressed hollow core slabs has been extensively studied when these slabs are subjected to positive bending moments, a practical application typical of hollow core slabs. However, in many projects it may be required to have an overhanging part of the roof to act as a cantilever. In doing so, and using precast-prestressed hollow core slabs, the slabs would be subjected to negative moments, atypical for hollow core slabs. In this paper, the behaviour of precast-prestressed hollow core slabs is experimentally investigated when they are subjected to negative bending moments. A proposed strengthening detail to increase the negative moment resistance of hollow core slabs using bonded carbon fibre reinforced polymer (CFRP) strips is presented. The CFRP strips were bonded to the top side of full-scale precast-prestressed hollow core slabs in the negative moment zone in different configurations. In two of the tested slabs the bond between the prestressing strands and the concrete was initially broken (during casting of the slabs) in the negative moment zone. The slabs with the bonded CFRP strips were tested to failure and the load–deflection behaviour was recorded. The results of the tests are presented and the strength enhancement of the hollow core slabs using the proposed technique is reported. The increase in the negative moment resistance of the CFRP-bonded hollow core slabs experimentally determined is also compared with the CSA-S806-02 prediction for the moment resistance of concrete elements with bonded CFRP strips.Key words: carbon fibre reinforced polymer (CFRP) strips, hollow core slab, flexure strengthening, prestressed concrete, precast slabs, prestressing strands.

This paper analyzes the stochastic stability of a damped Mathieu oscillator subjected to a parametric excitation of the form of a stationary Gaussian process, which may be both white and coloured. By applying deterministic and stochastic averaging, two Itô’s differential equations are retrieved. Reference is made to stochastic stability in moments. The differential equations ruling the response statistical moment evolution are written by means of Itô’s differential rule. A necessary and sufficient condition of stability in the moments of orderris that the matrixArof the coefficients of the ODE system ruling them has negative real eigenvalues and complex eigenvalues with negative real parts. Because of the linearity of the system the stability of the first two moments is the strongest condition of stability. In the case of the first moments (averages), critical values of the parameters are expressed analytically, while for the second moments the search for the critical values is made numerically. Some graphs are presented for representative cases.

AbstractIn the present note we consider the Hipp approximation to the convolution of a finite number of probability distributions on the non-negative integers. It is shown that the moment up to and including order r of the rth order approximation are equal to the corresponding moments of the exact distribution. We also give a relation between the exact and approximated (r + 1)th order moments and indicate how similar relations can be obtained for higher order moments.

Hollow-core flooring units are designed as simply supported members. However, frequently in construction, continuity is established between the units and supporting structure by the addition of insitu topping concrete and steel reinforcement. This change in structural form can result in negative bending moments and axial forces being induced in the floor by seismic and other structural actions. Significant negative moments are induced by load combinations that include the effects of seismic forces due to vertical ground motion. The focus of this research was two failure mechanisms possible under these loading conditions, a flexural failure and a shear failure. Both failure mechanisms were investigated analytically and experimentally. A brittle flexural failure was observed experimentally in a sub assembly test that contained starter bars and mesh reinforcement in the insitu topping concrete. The failure occurred at loads lower than those predicted using standard flexural theory. It appears that, due to the prestressing and low reinforcement ratio of the topping concrete, the assumption that plane sections remain plane is not appropriate for this situation. It is proposed that a strain concentration factor be introduced to account for the effects of tension stiffening. This factor improves the correlation between observed and predicted flexural strength. The second failure mode investigated was a flexure shear failure in a negative moment zone. Flexural cracks reduce the shear strength of a reinforced concrete member. Analytical predictions suggest that some hollow-core floor details could be prone to this type of brittle failure. A flexure shear failure was not observed experimentally; however, this does not eliminate the possibility of this failure mode. A summary of other failure mechanisms possible in hollow-core flooring is also presented. All failure modes should to be considered as part of establishing a hierarchy of failure in the design or retrofit of hollow-core floors.

Cette thèse explore les perspectives algorithmiques de la marche aléatoire branchante et du modèle continu d'énergie aléatoire (CREM). Nous nous intéressons notamment à la construction d'algorithmes en temps polynomial capables d'échan¬tillonner la mesure de Gibbs du modèle avec une grande probabilité, et à identifier le régime de dureté, qui consiste en toute température inverse bêta telle que de tels algorithmes en temps polynomial n'existent pas. Dans le Chapitre 1, nous fournissons un aperçu historique des modèles et moti¬vons les problèmes algorithmiques étudiés. Nous donnons également un aperçu des verres de spin à champ moyen qui motive la ligne de notre recherche. Dans le Chapitre 2, nous abordons le problème de l'échantillonnage de la mesure de Gibbs dans le contexte de la marche aléatoire branchante. Nous identifions une température inverse critique bêta_c, identique au point critique statique, où une tran¬sition de dureté se produit. Dans le régime sous-critique bêta < bêta_c, nous établissons qu'un algorithme d'échantillonnage récursif est capable d'échantillonner efficace¬ment la mesure de Gibbs. Dans le Chapitre 3, nous portons notre attention sur le même problème d'échan¬tillonnage pour le modèle continu d'énergie aléatoire (CREM). Dans le cas où la fonction de covariance de ce modèle est concave, nous montrons que pour toute température inverse bêta < à l'infini, l'algorithme d'échantillonnage récursif considéré au Chapitre 2 est capable d'échantillonner efficacement la mesure de Gibbs. Pour le cas non concave, nous identifions un point critique bêta_G où une transition de dureté similaire à celle du Chapitre 2 se produit. Nous fournissons également une borne inférieure de l'énergie libre du CREM qui pourrait être d'un intérêt indépendant. Dans le Chapitre 4, nous étudions le moment négatif de la fonction de partition du CREM. This thesis explores the algorithmic perspectives of the branching random walk and the continuous random energy model (CREM). Namely, we are interested in constructing polynomial-time algorithms that can sample the model's Gibbs measure with high probability, and to indentify the hardness regime, which consists of any inverse temperature bêta such that such polynomial-time algorithms do not exist. In Chapter 1, we provide a historical overview of the models and motivate the algorithmic problems under investigation. We also provide an overview on the mean-field spin glasses that motivates the line of our research. In Chapter 2, we address the sampling problem of the Gibbs measure in the context of branching random walk. We identify a critical inverse temperature bêta_c, identical to the static critical point, that the a hardness transition occurs. In the subcritical regime bêta < bêta_c, we establish a recursive sampling algorithm is able to sample the Gibbs measure efficiently. In the supercritical regime bêta > bêta_c,we show that we cannot find polynomial-time algorithm that belongs to a certain class of algorithms. In Chapter 3, we turn our attention to the same sampling problem for the con¬tinuous random energy model (CREM). For the case where the covariance function of this model is concave, we show that for any inverse temperature bêta < to infinity, the recursive sampling algorithm considered in Chapter 2 is able to sample the Gibbs measure efficiently. For the non-concave case, we identify a critical point bêta_G that similar hardness transition as the one in Chapter 2 occurs. We also provide a lower bound of the CREM free energy that might be of independent interest. In Chapter 4, we study the negative moment of the CREM partition function. While this is not connected directly to the main theme of the thesis, it spins off during the course of research. In Chapter 5, we provide an outlook of some further directions that might be interesting to investigate

Antimicrobial resistance is inhibiting our ability to fight against pathogens. By selectively changing the composition and expression of influx water-filled proteins filling their outer membrane, gram- negative bacteria are able to reduce the rates at which specific polar compounds are able to permeate. A clear comprehension of the mechanism determining substrates diffusion through these pores is still missing. In this thesis, we show how biased computer simulations may offer a unique perspective in the study of molecular permeation through porins, overcoming the intrinsic limitations of both experimental techniques and standard molecular dynamics. The first test-case is Acinetobacter baumannii’s CarO. The use of substrates with varying charge and molecular weight, as well as the creation of a loop-less mutant missing the extracellular domain of the protein, allowed to determine the charge selectivity and the transition rates of polar molecules. We obtained good agreement with the results of liposome swelling assays experiments. Further, we compared the passage of two carbapenem antibiotics in a series of mutated proteins extracted from a patient undergoing long term hospital infection. We connected the mutation of few key residues to a drastic change in the internal electric field of the proteins, showing that the antibiotics follow the choreography of water molecules inside the channels. In the last section, we present a kinetic model that allows to determine for a molecule the relative probability of different conformations and the time required for the translocation through a pore. This approach allowed to connect the results of enhanced sampling MD methods with current blockages in single channel experiments.All these results together show that multiscale MD techniques can offer an exhaustive view on the mechanism of molecular diffusion through pores, helping to understand the most important charac- teristics that determine the rates of translocation of different com- pounds in gram-negative bacteria. We can use these data to com- plement experimental results and to design the next generation of antibiotics.

The Swedish Code of Judicial Procedure (Rättegångsbalken, RB) states that a judgment has binding effects and that the same matter can not be tried twice (17 ch. 11 §). The rule expresses the concept res judicata. It exists to benefit the administration of justice and to an effective economy of justice administration. It also brings security to parties in knowing a conflict has come to a final end. Moreover, the regulation is supposed to direct parties to prepare with all means required, before engaging the court with their dispute. The inconvenience with 11 § is that it is not foreseeable. It can cause a matter, that has not been examined by the court, to be covered by the binding effects – given the legal consequence of the new motion is either the same or alternative and economically equivalent to the previous one. Res judicata then prevents a new examination of the matter, even though the practical causes differ. Thus, it can be questioned if 11 § indeed provides security and predictability to disputing parties. This legal state is a consequence of a vaguely formulated law, the way it is interpreted by the Swedish Supreme Court and in legal scholar. In this essay I examine whether the rule in 11 § is better suited to be formulated by disputing parties themselves, than exclusively through hard law. Should the possibilities for disputing parties to make procedural agreements be expanded, and accordingly allowing parties to gain further insight and control over the binding effects of 17 ch. 11 § RB? The method used to answer this question is legal dogmatics. On the basis of established sources within the Swedish legal system – such as the Law, its motives, rulings from the Swedish Highest Court and legal doctrine – legal dogmatics is sufficient to establish the current legal situation, de lege lata. At the same time the method provides room for a critical perspective on the legal system and opens up for a discussion on what form the legal system should take, de lege ferenda. The conclusion presented in the essay is this. In civil disputes the conflicting parties in question have a major impact over the trial’s framework, on the basis of the principle of dispositions. In accordance with this it is logical for the legal system to allow the parties also to have an influence over the binding effects of 17 ch. 11 § RB. Conflicting parties are in some aspects well suited to make procedural agreements, especially in the form of vindicated settlements. This model, if interpreted in the procedural legal system, could result in predictability for conflicting parties and benefit the economy of justice administration.

Este trabalho enfoca a análise estrutural de um dos tipos de laje que vem ganhando espaço no mercado brasileiro, que é a laje formada por vigotas de concreto protendido. O objetivo principal do trabalho é contribuir na avaliação do comportamento desse tipo de laje com relação aos momentos fletores negativos no apoio, mediante análise teórica. Esta análise foi realizada a partir da relação momento x curvatura proposta pelo CEB-90 em conjunto com a técnica do carregamento incremental para a consideração da não-linearidade física do concreto. Esse método foi avaliado através da comparação com resultados experimentais de painéis alveolares encontrados na literatura, verificando que o modelo teórico representa satisfatoriamente o comportamento estrutural de lajes formadas por elementos pré-moldados protendidos. A partir disto, fez-se análises em situações representativas de projeto de lajes formadas por vigotas protendidas, chegando-se as seguintes conclusões: a) a utilização da continuidade favorece fortemente a redução dos deslocamentos; b) os deslocamentos praticamente independem da taxa de armadura de continuidade; c) a evolução do momento fletor negativo no apoio e momento fletor positivo máximo no vão apresentou um comportamento padrão para os casos analisados; d) esse comportamento foi independente da taxa de armadura de continuidade e e) a taxa de armadura de continuidade afetou praticamente o valor da carga última.
This work aims the structural analysis in a type of slabs that is increasing its utilization in Brazil. These slabs are made by precast prestressed joists. The main objective of this work is the evaluation of the behavior of this type of slabs by theoretical analysis of the bending moments on the supports of continuous slabs. In the theoretical analysis was carried out the consideration of the non-linear of the concrete behavior through the moment x curvature relationship of Model Code CEB-90 add incremental load technique. This methodology was appraised with experimental results of panels of hollow core slabs and this methodology was able to represent satisfactorily the behavior of slabs made by precast prestressed elements. Analysis of representative cases of slabs with precast prestressed joists was carried out and the main conclusions were: a) the use of continuity aids highly to decrease the displacements; b) displacements were practically independent of reinforcement ratio on the support; c) the development profiles of the bending moments had a standard behavior to the analysed cases; d) this behavior was independent of reinforcement ratio on the support and e) the reinforcement ratio on the support affected practically the ultimate load value.

L'objet de la présente thèse était d'examiner les caractéristiques de complexité et de dynamique du momentum psychologique (MP) en sport. Une première série d'études a tenté d'explorer qualitativement (étude 1) et quantitativement (études 2, 3 et 4) ces caractéristiques en situations naturelles de compétitions sportives. L'étude 1 a mis en évidence la richesse des contenus du MP, la diversité de ses mécanismes de déclenchement (dissonance, consonance, perturbation du flux de pensées), ainsi que ses formes de développement au cours du temps (processus d'amplification). Ces résultats témoignent de l'enracinement du MP dans une histoire d'événements signifiante. Les études 2, 3 et 4 ont montré que certains contenus affectifs du MP, tels que l'anxiété compétitive et la confiance en soi, peuvent subir des changements abrupts au cours des phases de MP, ce qui suggère le caractère non linéaire du phénomène. Par conséquent, une seconde série d'études (études 5, 6, 7 et 8) a ensuite été réalisée afin de tester expérimentalement les propriétés potentielles de non linéarité et de dépendance à l'histoire du MP en adoptant l'approche des systèmes dynamiques. Ces études étaient basées sur des scénarios de performance de prise d'ascendant (momentum positif) ou de décrochage (momentum négatif) impliquant des situations d'acteur en position virtuelle (études 5 et 6) ou réelle (étude 7), ou encore des situations de spectateur (étude 8). Le MP est apparu évoluer sous la forme d'un patron d'hystérésis négative (études 5, 6 et 8) ou d'un patron de limite critique décalée (étude 7) dans le sens où le MP négatif se déclenchait plus rapidement que le MP positif. L'hystérésis négative observée chez les spectateurs (étude 8) présentait, quant à elle, une asymétrie évoquant un déclenchement plus rapide du MP positif. Ces résultats attestent des propriétés de non linéarité et de dépendance à l'histoire du MP, montrent l'influence du degré d'implication dans la situation sur sa dynamique et confirment l'hypothèse générale selon laquelle le MP est un phénomène complexe et dynamique
The present thesis aimed to examine the characteristics of complexity and dynamics of psychological momentum (PM) in sport. A first series of studies attempted to explore qualitatively (Study 1) and quantitatively (Studies 2, 3, and 4) these characteristics in natural situations of sport competition. Study 1 evidenced the richness of PM contents, its mechanisms of emergence (dissonance, consonance, and thought flow disturbance), as well as its forms of development over time (amplification processes). These findings suggest that PM is rooted in a meaningful history of events. Studies 2, 3, and 4 showed that certain affective contents, such as competitive anxiety and self-confidence, can change abruptly during PM phases, which suggests the nonlinear character of PM. Consequently, a second series of studies (Studies 5, 6, 7, and 8) was then conducted in order to experimentally test the potential properties of non linearity and history-dependence of PM through the lens of the dynamical systems approach. These studies were based on ascending (positive momentum) versus descending (negative momentum) scenarios of performance that were virtually (Studies 5 and 6) or actually (Study 7) experienced by actors, or that were seen from the point of view of a spectator (Study 8). Variations of PM displayed patterns of negative hysteresis (Studies 5, 6, and 8) and critical boundary that was lagged so that negative PM was triggered faster than positive PM. The negative hysteresis that was found among spectators (Study 8) displayed an asymmetry that reflected a faster triggering for positive PM. These findings evidence the properties of non linearity and history-dependence of PM, show the influence of the degree of involvement in the situation on PM dynamics, and support the general hypothesis that PM is a complex and dynamical phenomenon

Il lavoro è relativo allo studio dei metodi di stima dei parametri di un nuovo modello distributivo proposto recentemente da Zenga. Il modello ha come supporto l'insieme dei numeri reali non negativi, ed è finalizzato a rappresentare distribuzioni per ordine di grandezza, quali ad esempio le distribuzioni dei tempi di attesa e distribuzioni dei redditi. Il modello, dopo aver stabilito la locazione, pone l'attenzione sull'ineguaglianza della distribuzione. Di conseguenza, per la determinazione della stima dei parametri, sembra opportuno impiegare metodi di stima che considerano i valori di statistiche campionarie relative alla locazione, quali media e mediana, e relative all'ineguaglianza. Per tali ragioni, in questo lavoro, si è dato ampio spazio a metodi di stima come il metodo dei momenti e ai metodi basati sulla minimizzazione di indici di accostamento, con l'introduzione di vincoli. Sono state e effettuate delle applicazioni su dati forniti da Eurostat, nelle quali si è confrontato l'adattamento del nuovo modello con quello della distribuzione di Dagum sulla base di indici di ineguaglianza e di scostamenti relativi fra valori campionari e valori teorici di media e mediana.

Carles Riba, one of the most relevant personalities in Catalan letters, not only as a poet but also as a linguist, has been considered a difficult writer. This book aims to examine how his theoretical preparation and his ideas in linguistics influenced his work in the particular case of some early stories in which he tries “uns utilíssims exercicis de simplicitat”. Carles Riba did not present his linguistic theories in a single text in a complete and articulated way but we can evaluate them in various papers he wrote and published up until his death in 1959. The first part of this work, after an introduction which sets the author in the context of European linguistics, is a review of the ideas that can be found in the collections of essays: Escolis i altres articles (1921), Els marges (1927), Per comprendre (1937), ... més els poemes (1957), and in a few other particularly interesting papers.This part focuses also on some of the controversies in which Carles Riba is involved as a linguist during the spanish dictatorship: especially his role on the publication of the second edition of Pompeu Fabra’s dictionary in 1954 and the consequences of the prologue he wrote for the volume. Joan Coromines considers an attack on the linguist Pompeu Fabra the negative comparison Riba proposes with the honnête homme: in our research we re-evaluate this consideration and analyse the historical and semantic value of this expression belonging to 17th-century French culture.The second part of this paper is a strictly linguistic analysis of three texts, chosen among Carles Riba’s works for children. The interest of those texts is in the author’s deliberate intent of using the most simple language, which enables us to determine what he considers the basic aspects of linguistic quality. Furthermore, the existence of different editions of those texts permits a philological analysis of those versions showing Carles Riba’s ‘simple’ language in three very representative moments, from the beginning of his career as a writer to the difficult situation during the dictatorship.

AbstractMany areas of science deal with “appropriate” behaviors, estimations, and feelings. In this chapter we will describe several different concepts in (social) psychology focusing on inappropriate, misleading, and inaccurate estimations (e.g., totalitarian ego, distortions of memories; illusion of control in uncontrollable situations; illusions of well-being, inflated self-worth; egotism).Our main interests are two concepts we describe in detail: better than average (inflated confidence in one’s own worth) and unrealistic optimism (the expectation that positive events will happen to us while negative to others). These two theories are especially interesting due to the fact that we employ them during great threats and moments of crisis. In a later chapter, we present these illusions as crucial factors in dealing with the COVID-19 pandemic.

The paper explores the institute of unreliable VAT payer (Section 106a of Act No. 235/2004 Coll., on Value Added Tax), from the perspective of the issue of imposing a sanction type of inclusion of a subject in a blacklist. The paper contains a comparison of its legislation with the historical legislation of the list of persons prohibited from performing public contracts (Section 120a of Act No. 137/2006, on Public Procurement, effective until 30 September 2016), and with the current legislation of private registers of debtors (Section 20z of Act No. 634/1992 Coll., on Consumer Protection), specifically with negative registers of the SOLUS association. The aim of the paper is to identify partial moments of the legal regulation of compared institutes, which are common to these institutes, as well as those in which they differ.

<p>Steel and concrete composite structures are widely used in both bridge and building structures due to their numerous advantages against conventional solutions. However, the design and analysis of continuous composite beams are rather complicated due to their different behaviour in positive (or sagging) and negative (or hogging) moment regions. Moreover, in the regions of negative moments,</p><p>e.g. at the internal support regions of continuous members, a large part of the composite beam section is subjected to torsional moment under certain loading conditions and curved composite structures or flyovers, thus the bottom flange and the web are susceptible to local instabilities and the concrete slab are easily to crack during its service life. In this study, a straight steel-concrete composite beam was tested to investigate their mechanical performance under pure negative bending and combined negative bending and torsional moments. Two-point loading condition with and without load eccentricities were applied to create necessary loading conditions. Load and deflection relationships, normal strain on the bottom flange of the steel main girder, and shear strain of the stud shear connectors at different sections were recorded in the test and reported in this paper. The results indicate that the classic beam design theory can be used for predicating the behaviour of a composite beam under pure negative bending moment. In addition, the failure mode and shear strain of shear connectors of the test specimen under combined negative bending and torsional moments were also discussed.</p>

Extensive research is currently being conducted by the team to understand the prestressing steel and concrete properties that cause high bonding stresses and lead to longitudinal splitting cracks, and how to mitigate this failure in future designs. One parameter of interest that affects the bonding stress is the amount of prestressing force in a crosstie. To help quantify the amount of prestress force necessary to provide a durable long-term crosstie, a study on existing crossties that have performed well in track for over 25 years was conducted to evaluate the center negative bending moment, and determine the remaining prestress force for each tie. The remaining prestress force in each tie was determined using a new proposed method in which ties are loaded in direct tension. The new test method was also conducted on new ties instrumented with vibrating wire strain gages to verify the method. The testing results reveal that a majority of the existing ties evaluated have a remaining prestress force in the range of 84–95 kips. These forces are significantly lower than the remaining prestress force after losses of newer tie designs. This can be seen when comparing the tension test results of the existing ties with the results of the new ties. Ties were loaded upside-down in four-point bending to determine their center negative cracking moments. The test setup and procedure used closely resembles the center negative bending moment test outlined in AREMA 30, with minor variations. For each different tie design in the study, the center negative design moment was calculated following the AREMA 30 procedure, and compared to the experimental cracking moments. Of the seven different existing tie designs investigated, four would meet the requirements of the current AREMA 30 center negative bending test.

This paper presents a theoretical model for analytical study of internal friction-induced whirl instability due to shrink fit and interference fit joints in rotating machines. It is the theoretical continuation of an experimental study on the effects of internal friction published in a companion paper. The theoretical study shows that the follower force internal friction model proposed by Gunter in 1965 is a physically incorrect model due to its inconsistency with Newton’s Third Law of Motion. The internal moments model proposed by Lund in 1976 to explain unstable sub-synchronous vibrations due to micro-slip in interference and shrink fit joints is physically consistent with the basic principles of mechanics and can explain rotordynamic instability due to internal friction in rotating machines. Rotordynamic simulations of the experimental single-disk and two-disk rotor based on an internal moments model are carried out using finite element based rotordynamics software. Rotordynamic simulations of the unstable experimental rotors using the linear viscous form of the internal moments model, with selected moment stiffness and damping parameters at the interface, result in correct prediction of the instabilities (negative real part of the damped eigenvalues).

In three 2010 papers, Tsujimoto, Ma, Song, and Horiguchi [1–3] discussed and explained a novel destabilizing mechanism arising in both hydraulic turbines and the back surface of vertical pump impellers. The destabilizing mechanism can be explained via a reaction force-moment model that includes both the customary radial displacement vector of an impeller plus the pitch and yaw degrees of freedom. This coupling between radial displacements and tilt plus the coupling of the shaft support structure can create negative damping. In 1993, Verhoeven, et al. [4] identified negative damping arising from U-shaped wearing-ring seals as causing a super-synchronous instability in a horizontal coke-crusher pump. However, several case studies have been presented of super-synchronously unstable pumps for which (until now) no explanation could be provided. Tsujimoto-Song started with a 2DOF model for a disk suspended vertically via a cantilevered shaft. They used an f = ma model for the lateral displacements of the disk and used flexibility coefficients to account for reaction forces and moments from the back shroud of the impeller. The present work starts with a 4DOF model that includes the disk’s displacements and pitch and yaw degrees of freedom. Guyan reduction is used to create two reduced 2DOF models, Model A that retains the displacements and discards the rotations and Model B that retains the rotations and discards the displacements. Model A produces a requirement for instability that is inconsistent with Tsujimoto-Song’s experience and predictions. However, it is useful in predicting the reaction moments produced by a nominally planar precession of the impeller. The instability requirement of Model B is consistent with Tsujimoto’s experience and predictions. A comparison of the predicted reaction moments of Model A and Tsujimoto’s reaction-moment data supports the instability predictions of Model B (and Tsujimoto-Song) that the instability arises due to coupling between the displacement and rotation degrees of freedom in the 4 × 4 damping matrix.

This is a study that addresses Kosovar and Albanian identity relationships, highlighting the similarities and differences of these two communities throughout their historical journey on their respective lands. The study identifies the key historical moments that have influenced Kosovar national identity branding and concludes that the occurrence of cultural and political differences within the Albanian ethnicity since the nineteenth century has been instigated by the Serbian stance regarding Kosova. The study substantiates a clear cultural and political identity of Kosova, indicating its forthcoming solidification whilst keeping Kosovar and Albanian differences distinct, despite the eventual change in Belgrade’s stance towards Kosova. Concerns are arising from some of the voices in European diplomacy that favour Tirana’s official involvement in the Belgrade-Pristina dialogue. An analysis of the progression of their historical path, however, indicates the opposite, i.e., Tirana’s involvement in the Belgrade-Pristina dialogue would only benefit Belgrade and consequently have a negative impact on the compromises between Kosova and Serbia that the US and the European Union aim for.

En tiempos de crisis, la toma de decisiones se convierte en un asunto primordial pero, a menudo, se ve influenciada por dos patrones de comportamiento muy marcados: la parálisis analítica y la aversión al riesgo. Al hacer un paralelismo entre los estudios presentados en este informe, es posible discernir la interacción entre la parálisis analítica y la aversión al riesgo en las respuestas institucionales en momentos de crisis. La investigación de la African School of Economics (ASE) examina el fenómeno de la parálisis analítica en el contexto de las instituciones democráticas. Destaca la correlación entre los derechos democráticos y la prosperidad económica a largo plazo, al tiempo que advierte sobre las consecuencias negativas de derogar estos derechos. El estudio profundiza en los posibles mecanismos que contribuyen al deterioro de las instituciones democráticas en tiempos de crisis, incluidas la limitación de la acción colectiva y la aceptación de políticas represivas. Desde la perspectiva de la aversión al riesgo, el estudio explora cómo la colaboración permitió a los gobiernos combinar recursos, conocimientos y experiencias para producir respuestas conjuntas y mitigar los peores impactos sanitarios. Pone de relieve los éxitos observados en países como Argentina, Bolivia, Chile, Colombia, Guatemala y México, donde la gobernanza colaborativa fomentó políticas con resultados eficaces, como la reducción de las tasas de mortalidad. North Macedonia has successfully conducted a national census after a twenty-year hiatus. The census shows a catastrophic demographic decline and a sharp fall in the proportion of ethnic Macedonians. It has also had an important influence on the debate regarding the country’s ethnic composition and powersharing mechanism, which has been going on for two decades. The results of the census give new momentum to the political cohabitation dictated by the Ohrid Framework Agreement and the incessant fights between the representatives of the Macedonian and Albanian communities for more political influence and resources. Despite the positive reactions of the government and the praise of the international community, the controversies that have emerged regarding the results, the negative attitude of the parties, and the hostile behaviour of many political actors will further deepen the existing political fault lines and may lead to renewed ethnic conflicts.

The COVID-19 pandemic has had a tremendous negative impact on economies of most countries around the world. COVID-19 has disrupted the ability of health systems to deliver on essential health services and has also exposed pre-existing vulnerabilities and inequities in public health systems. According to a key informant survey conducted by WHO, over one year into the COVID-19 pandemic, there still exist substantial disruptions to essential health services. This rapid review examines evidence on successful interventions that could enable adaptive approaches to help manage and respond future pandemics and mitigate the risk of collapse of the public health systems. Countries must use the opportunity provided by the deployment of COVID-19 vaccines to strengthen health services and health systems and find long-lasting solutions for similar future challenges. The review notes that there still exist gaps in preparedness and response to the Covid-19 pandemic. New variants of concern threaten the effectiveness of existing COVID-19 vaccines, vaccine hesitancy slowing rollout, including in Africa, and interrupted and limited supply of COVID-19 tools. More funding is required though to scale up adaptive measures which are working, accelerating new approaches and innovations to improve service delivery. This review also highlights briefly the plight of marginalised social groups, people living with disabilities, women and children during the pandemic. According to estimates by Global Fund, Gavi, Global Financing Facility, access to life-saving health interventions for women, children and adolescents in 36 of the world’s poorest countries has dropped by as much as 25% due to COVID-19. Countries must build on the momentum of health innovations during the COVID-19 crisis to build more resilient health systems that can withstand disruptions by future pandemics.

Im Kontext des Wandels des fordistischen Wohlfahrtsstaates, hin zu einer neoliberalen Formation von Staatlichkeit, werden seit den 1980er Jahren Veränderungen der sozioökonomischen Strukturen von Städten, wie auch innerhalb des Städtesystems, beobachtet. Das politische Argumentationsmuster der Städtekonkurrenz ist ein Resultat dieser Veränderung, wobei es in die Verantwortungen der Städte verlagert wird, sich als Standort profilieren zu müssen, indem Aufwertungsmaßnahmen durchgeführt und städtische Potenziale ausgebaut werden (Heeg und Rosol 2007: 492). Bob Jessop spricht in diesem Zusammenhang von einer Naturalisierung der neoliberalen Prinzipien, die auf der Ebene der Stadt zur Folge hat, dass Städte als chancengleich und damit selbstverantwortlich für ihre ökonomische Lage, d.h. für ihr Wohlergehen und die Möglichkeit attraktive Orte für Unternehmen und Bevölkerung zu sein, gesehen werden (Jessop 2002: 468). Folglich verschieben sich auch die Prioritäten der Stadtplanung, so dass nicht mehr die Versorgung der Bevölkerung und der Abbau von sozialräumlichen Disparitäten als Ziel der Stadtplanung an erster Stelle stehen, sondern das Hauptziel zunehmend darin besteht, die fiskalische und wirtschaftliche Wettbewerbsfähigkeit der Städte selbst zu erhalten (Schneider-Sliwa 1996: 318). Um im Wettbewerb zu bestehen, gilt es eine prosperierende, attraktive Innenstadt als Aushängeschild der Stadt vorweisen zu können bzw. herzustellen. In Rüsselheim wird die Situation der Innenstadt, gemessen an der wirtschaftlichen Lage, momentan sehr negativ beurteilt. Auch Zeitungsartikel zeichnen ein pessimistisches Bild der Rüsselsheimer Innenstadt1: So druckt die Frankfurter Rundschau, um ein Beispiel heraus zu greifen, eine großformatige Kollage, bestehend aus den Schaufenstern der vielen leerstehenden Ladenflächen (Frankfurter Rundschau 27/28.02.10: R24). Die Sanierung der Innenstadt befindet sich bereits seit den 1990er Jahren in der Vorbereitung. Von der Stadt in Auftrag gegebene Studien attestieren dem gesamten öffentlichen Raum eine erhebliche Beeinträchtigung seiner Funktion als Geschäftsstandort, da die städtebauliche Gestalt nicht der für den Einzelhandel erforderlichen Aufenthaltsqualität und Atmosphäre gerecht wird. Dem soll mit umfassenden Sanierungsmaßnahmen begegnet werden, die als Antwort auf den Städtewettbewerb und die Standortkonkurrenz zu verstehen sind, in denen sich die Stadt besser aufstellen möchte. Die Planungen sind, so meine These, ausgerichtet auf eine Zielgruppe, die noch nicht vor Ort ist, d.h. Maßnahmen sollen die Stadt, insbesondere die Innenstadt, für eine „gewünschte Bevölkerung― erst attraktiv machen. Die derzeitigen Nutzungen und BewohnerInnen entsprechen nicht den Vorstellungen einer repräsentablen Innenstadt, worauf mit einer Umdefinition des Stadtraumes reagiert wird, um bestimmte Nutzungen zu verdrängen. In meiner Diplomarbeit möchte ich mich mit dem Diskurs um die Innenstadtsanierung in Rüsselsheim beschäftigen. Rüsselsheim erscheint mir für dieses Vorhaben sehr interessant, da sich die Diskussionen in dem großen Widerspruch zwischen Hoffnungen und Visionen für die Planung mit dem Ziel der Herstellung einer prosperierenden Stadt und der Ohnmacht, ob der unlösbaren (finanziellen) Situation, bewegen. Zudem spielt das Verhältnis der Stadt zu Opel eine Rolle, da die Wahrnehmung der Stadt verknüpft ist mit der Wahrnehmung der Situation des Unternehmens Opel und auch Stadtentwicklung und Unternehmensentwicklung miteinander verschränkt sind, was sich im Stadtbild wieder findet. Womöglich lässt das den Diskurs um Planungen im Bezug auf den Wandel vom Fordismus zum Postfordismus besonders deutlich zu Tage treten, da Rüsselsheim zu Zeiten des Fordismus massiv expandierte und heute in diesem Zusammenhang stehende, strukturelle Probleme zu bearbeiten hat. Diese Situation ist mitbestimmend für die Diskussion um die durchzuführenden Sanierungsmaßnahmen.
