Evolutionary and genetic knowledge is increasingly being valued in conservation theory, but is rarely considered in conservation planning and policy. Here, we integrate phylogenetic diversity (PD) with spatial reserve prioritization to evaluate how well the existing reserve system in Victoria, Australia captures the evolutionary lineages of eucalypts, which dominate forest canopies across the state. Forty-three per cent of remaining native woody vegetation in Victoria is located in protected areas (mostly national parks) representing 48% of the extant PD found in the state. A modest expansion in protected areas of 5% (less than 1% of the state area) would increase protected PD by 33% over current levels. In a recent policy change, portions of the national parks were opened for development. These tourism development zones hold over half the PD found in national parks with some species and clades falling entirely outside of protected zones within the national parks. This approach of using PD in spatial prioritization could be extended to any clade or area that has spatial and phylogenetic data. Our results demonstrate the relevance of PD to regional conservation policy by highlighting that small but strategically located areas disproportionally impact the preservation of evolutionary lineages.

Australia possesses a distinctive national parks and conservation reserves system, in which it is the State Governments rather than the Federal Government which owns, plans, and manages, national parks and other conservation reserves.Most Australian States declared their first national parks in the latter quarter of last century, Australia's first national park being declared in New South Wales in March 1879. These critical declarations were followed by a slow accumulation of parks and reserves through to 1968. The pace of acquisition then quickened dramatically with an eight-fold expansion in the total area of national parks between 1968 and 1990, at an average rate of over 750,000 ha per annum. The present Australian system contains 530 national parks covering 20.18 million hectares or 2.6% of the land-mass. A further 28.3 million hectares is protected in other parks and conservation reserves. In terms of the percentage of their land-mass now in national parks, the leading States are Tasmania (12.8%) and Victoria (10.0%), with Western Australia (1.9%) and Queensland (2.1%) trailing far behind, and New South Wales (3.92%) and South Australia (3.1%) lying between.The Australian system is also compared with the Canadian and USA systems. All three are countries of widely comparable cultures that have national parks covering similar percentage areas, but Canada and the USA have far fewer national parks than Australia and they are in general of much greater size. In addition, Canada and the USA ‘resource’ these parks far better than the Australians do theirs. The paper concludes that Australia needs to rationalize its current system by introducing direct funding, by the Federal Government, of national park management, and duly examining the whole system of reserves from a national rather than States' viewpoint.

This paper explores how landscape research can contribute to our understanding of why integrated protected area concepts like biosphere reserves get less recognition than national parks. In this regard, we analysed policy documents and online communication of biosphere reserves and national parks, conducted qualitative interviews with conservation professionals and volunteers as well as participant observation in order to identify and compare narratives that guide the communication and perception of both protected area categories. The results show how national parks offer a clear interpretation of space by building on landscape stereotypes and creating landscape legibility and experience-ability through touristification. National Parks also experience conflicts about proper management and combine a variety of goals, often including regional development. Nevertheless, their narrative is unambiguous and powerful. Biosphere reserves, on the other hand, have an image problem that is essentially due to the difficulty of communicating their objectives. They confront the difficult task of creating a vision that combines development and conservation while integrating contrarious landscape stereotypes. We argue for a fundamental engagement with protected area narratives, as this improves understanding of protected areas’ transformative potential.

The integration and optimization of nature reserves is an important part of the new round of land and space planning, and it is also an important part of building a system of nature reserves with national parks as the main body. This article takes Gannan Tibetan Autonomous Prefecture, which has many nature reserves and relatively complex conditions as an example, to summarize and study the technical and operational issues involved in the integration and optimization of 30 different types of nature reserves, natural parks and scenic spots in the region. We propose an integration and optimization plan that fits the region, focusing on the treatment of the overlapping and distributed residential land, basic farmland, and major construction projects of each protected area, and provide reasonable suggestions for the integration and optimization of the construction of natural reserves with Chinese characteristics.

In the late 1980s the Ugandan Government decided to dedicate a fifth (3000 sq km) of the country's 15,000-sq-km forest estate to management as Strict Nature Reserves (SNRs)for the protection of biodiversity. The Forest Department subsequently undertook a 5-year programme of biological inventory and socioeconomic evaluation to select appropriate areas for designation. Sixty-five of the country's principal forests (including five now designated as National Parks) were systematically evaluated for biodiversity, focusing on five ‘indicator’ taxa (woody plants, birds, small mammals, butterflies and large moths). A scoring system was developed to compare and rank sites according to their suitability for nature reserve establishment and 11 key sites were identified, which, when combined with the country's 10 national parks, account for more than 95 per cent of Uganda's species. In order to satisfy multiple-use management objectives, the Man and the Biosphere model of reserve design is being applied at each forest, by designating a centrally located core area as SNR, with increasingly intensive resource use permitted towards the periphery of each reserve and adjacent rural communities.

The Rushworth Forest is a Box and Ironbark open sclerophyll forest in central Victoria that has been subject to a long history of gold mining activity and forest utilisation. This paper documents the major periods of land use history in the Rushworth Forest and comments on the environmental changes that have occurred as a result. During the 1850s to 1890s, the Forest was subject to extensive gold mining operations, timber resource use, and other forest product utilisation, which generated major changes to the forest soils, vegetation structure and species cover. From the 1890s to 1930s, concern for diminishing forest cover across central Victoria led to the creation of timber reserves, including the Rushworth State Forest. After the formation of a government forestry department in 1919, silvicultural practices were introduced which aimed at maximising the output of tall timber production above all else. During World War II, the management of the Forest was taken over by the Australian Army as Prisoner of War camps were established to harvest timber from the Forest for firewood production. Following the War, the focus of forestry in Victoria moved away from the Box and Ironbark forests, but low value resource utilisation continued in the Rushworth Forest from the 1940s to 1990s. In 2002, about one-third of the Forest was declared a National Park and the other two-thirds continued as a State Forest. Today, the characteristics of the biophysical environment reflect the multiple layers of past land uses that have occurred in the Rushworth Forest.

AbstractThis paper gives an account of the recent history and the international and national policy background with respect to the planning and administration of Bhutan's nine national parks, nature reserves and sanctuaries, and sheds light on their current problems. Although more than 25 per cent of Bhutanese territory has been declared protected area over the last three decades, little data is available on the local population's perception of the aims, present status and the benefits of national parks, and their future role in the regional political setting and national resource use policy. Local communities are exposed to the legal limitations of resource use. A national park regime faces the problems of integrating issues of local management with the international community's demands on biodiversity preservation and conservation, and with the objectives of a national resource use concept.

The integration and optimization of protected areas is an important part of the construction of a protected areas system centered around national parks. How to best integrate and optimize protected areas is the most urgent problem in the reform. This paper analyzes the spatial overlap and continuity of protected areas in China on a national scale and proposes a collection of candidate areas for national parks. The results show that ➀ 52.9% of the protected areas overlap, with nature reserves, forest parks and scenic areas showing the most overlap, and the maximum number of overlaps is five. ➁ There are 1145 groups of contiguous protected areas that form continuous boundary areas, accounting for 58.9% of the total number of protected areas analyzed in this paper. Of these continuous zones, 48.55% consists of only two protected areas. There are 51 continuous areas with more than 10 protected areas, showing point continuous and/or patchy continuous boundary characteristics. ➂ According to the identified continuous areas, overlapping degree, protection levels and function, the candidate areas of national parks in China are proposed. Continuous areas with comprehensive ecosystem services, high-intensity protection levels, and high overlap intensity are selected as preliminary candidate areas for national parks. These are further refined based on their co-location with four types of key areas. A total of 41 areas are recommended as potential national parks. These continuous areas are highly consistent with the national “two screens, three belts” strategy, and nine of them are essentially consistent with the current national parks pilot. These results indicate that the recommended areas selected according to this research method are reasonable, and can provide a scientific basis for determining the spatial layout of China’s new protected areas system and the establishment of national parks.

Two parks are studied as successful examples of protected natural areas in developing countries to demonstrate the importance of addressing local human needs while caring for the park ecosystem. Nominated as successful in a survey of park experts, Pakistan's Kirthar National Park and Nepal's Royal Chitwan National Park are presented as case studies. Strategies reported to be successful in dealing with conflicts with local human populations in 28 protected areas in 18 countries are also discussed. The need for cultural sensitivity by land use planners and managers in protecting and creating sustainable natural areas is stressed.

This thesis explores Recreational Carrying Capacity (RCC). The investigation looks at the theory of RCC, and trends in recreational use and management to make a first estimate of the RCC of Garibaldi Provincial Park, British Columbia, Canada. An extensive literature review is used to synthesize the social, ecological and managerial factors called for in RCC theory; and to summarize relevant aspects of park policy and recreation trends. This review serves as a foundation for adapting a RCC model from the literature. The model is then used to estimate the RCC of the developed backcountry areas of Garibaldi Provincial Park. The emphasis of the thesis is on the ecological component of RCC: a bio-climatic zone inventory, a soil capability survey, and a visual impact assessment are all undertaken to build an estimate of the ecological sensitivity of the study area. The model also uses social influences and BC Parks policy to assist in the formulation of the RCC for the study area. The RCC estimates derived are not precise because of weaknesses in the data base. Nevertheless, the estimates do indicate that the most desirable areas for recreation within Garibaldi Park have reached or exceeded the capability of the biophysical resources of those areas to sustain the recreational activities undertaken. As important as the RCC estimation is the identification of biophysical limitations of the study area. These limitations call for careful site selection in the development and management of Garibaldi Park to protect the biophysical resources which attract recreational use. If the model is to be of greater assistance in park planning and management then more precision is required in the investigation. Increased precision requires dividing the broad bio-climatic zones into sub-zones or micro-zones to allow site and route selection for managing the study area. RCC theory and the RCC model used are useful as planning tools because of the comprehensiveness required by the theory and the explicitness of the values used within the model. However, this comprehensiveness demands a large data base which is not available in the case study of Garibaldi Park. This points to the need for further research if RCC theory and the model used are to be of utility to park planning in B.C.

This creative project investigated, planned and developed a master plan for the new National Zoological Botanical Park of Costa Rica. Based on an appraisal of the appropriate vegetation type for introduction onto a proposed study site, the flora and fauna from similar sites elsewhere in Costa Rica were identified. Placing the flora in the appropriate areas on the proposed study site allowed the fauna that has direct association with specific flora to be located. Based on slope analysis, contour formations, flora and fauna habitats, visitor and staff requirements, a master plan for the new National Zoological and Botanical Park of Costa Rica was developed.

The Eden To Addo Corridor Initiative aims to connect formally protected areas in a conservation corridor from the coastal area of the Eden District near Plettenberg Bay, Western Cape, South Africa to the Addo National Elephant Park, Eastern Cape, South Africa. The corridor will incorporate government and privately owned land, and will be an attempt to maintain ecological processes at a range of spatial and temporal scales. The Langkloof Valley lies between the Baviaanskloof World Heritage Area and the Tstitsikamma National Park; two formally protected areas that will be incorporated into the Eden To Addo Corridor. Spatial prioritization analyses allow conservation planners to select areas that should be targeted for conservation action based on a range of criteria. Historically, ecological criteria have been included mostly alone in spatial prioritization. Recently, the idea of ‘conservation opportunity’ has emerged in the field of conservation planning; the notion suggests that a range of different types of data should be included in processes to spatially prioritise for conservation. By including those data defined as ‘human’ and ‘social’ data into prioritising activities, the feasibility of conservation plans can be accounted for, but historically conservation planners have failed to do so. I conducted a literature review that demonstrated that although the importance of human and social data are acknowledged in the conservation planning literature, these data that define opportunity are rarely actually included in spatial prioritisation analyses. I then carried out a social assessment that allowed me to define the social and human context of our study area and, specifically, what stewardship instruments land managers in the Langkloof would be prepared to engage. We found that land managers were generally willing to engage, but lacked the financial capacity to adopt conservation methods. Using a subset of the social and human data that were collected in the social assessment, I trialled a new Decision Support Software to fuse those data with ecological data in a novel attempt to identify priority areas for conservation action based on ecological integrity and feasibility. We also scheduled (ranked) land managers to approach for conservation action with a focus on local champions and clusters of land managers displaying strong conservation characteristics. Two corridors were identified; a major corridor in the western region of the valley and a secondary corridor closer to the middle. The members of the Initiative have been briefed on the outcomes, which provided them an opportunity to provide feedback; it is hoped that the framework of this study can be used for planning future connections. The Eden To Addo Corridor Initiative sent out a stewardship extension officer in February 2011 to approach those land managers areas that were identified. This planning exercise is a good demonstration of how, by collaborating effectively, academic conservation planners can contribute to supporting decision making by organizations that are implementing conservation action.
