Australia possesses a distinctive national parks and conservation reserves system, in which it is the State Governments rather than the Federal Government which owns, plans, and manages, national parks and other conservation reserves.Most Australian States declared their first national parks in the latter quarter of last century, Australia's first national park being declared in New South Wales in March 1879. These critical declarations were followed by a slow accumulation of parks and reserves through to 1968. The pace of acquisition then quickened dramatically with an eight-fold expansion in the total area of national parks between 1968 and 1990, at an average rate of over 750,000 ha per annum. The present Australian system contains 530 national parks covering 20.18 million hectares or 2.6% of the land-mass. A further 28.3 million hectares is protected in other parks and conservation reserves. In terms of the percentage of their land-mass now in national parks, the leading States are Tasmania (12.8%) and Victoria (10.0%), with Western Australia (1.9%) and Queensland (2.1%) trailing far behind, and New South Wales (3.92%) and South Australia (3.1%) lying between.The Australian system is also compared with the Canadian and USA systems. All three are countries of widely comparable cultures that have national parks covering similar percentage areas, but Canada and the USA have far fewer national parks than Australia and they are in general of much greater size. In addition, Canada and the USA ‘resource’ these parks far better than the Australians do theirs. The paper concludes that Australia needs to rationalize its current system by introducing direct funding, by the Federal Government, of national park management, and duly examining the whole system of reserves from a national rather than States' viewpoint.

REGARDLESS of the merits and values of individual national parks and nature reserves, Australia's conservation reserves do not ensure the survival of the continent's biota. There are many reasons for this. Reserves, even the largest, are too small and vulnerable to broad area disturbance. Consider that, in January 2003, fires burnt more than two-thirds of Kosciuszko National Park, which at 690 000 ha is the largest park in New South Wales and one of the largest in Australia. This shows how even the largest conservation reserves are at risk of catastrophic disturbance. The much smaller Nadgee Nature Reserve (21 000 ha) in southeastern New South Wales has burnt almost in its entirety twice in the 35 years I have worked there. The Nadgee fires and those in Kosciuszko were started by lightning and were the result of prolonged drought, events common across the continent. When small size is coupled with isolation, the long-term survival of populations and the exchange of propagules within the reserve system becomes problematical. Small size and isolation do not leave much scope for plants and animals to adapt to long-term climate change, either through dispersal or by evolution. Even reserving 10 or 15% of land for nature conservation, as recommended by some international conservation agencies, will be inadequate; a target of 30% would have better ecological credentials, but even this could prove inadequate unless the nature conservation reserve system was designed to allow for long-term evolutionary change, which it is not (see Archer 2002; Recher 2002a,b).

The continued access to land for exploration by the petroleum and mineral industries in Australia has been increasingly impeded by State and Commonwealth legislation aimed at dedicating Crown Land for single land uses.In September 1986, South Australia's Minister for Mines and Energy, Ron Payne, announced a Cabinet decision for 'a package of recommendations designed to foster multiple land-use concepts and to ensure that no land is alienated from exploration without careful consideration of the sub-surface mineral/petroleum potential, relevant economic factors and the existing and potential sub-surface rights'.In this one innovative and potentially far-reaching move, the South Australian Government has:provided a framework to reconcile conflicting interests;indicated a willingness to listen and act upon the expressed legitimate concerns of industries of vital economic importance to the State;made it necessary for the proponents of reserve areas such as National Parks to be more accountable and to provide balanced, scientific substantiation;indicated its intention to make legislative changes to allow for the adoption of multiple land-use principles; andredressed the imbalance where, in the words of the Minister, 'Legislation providing for Aboriginal land rights, the creation of national and conservation parks, and State Government heritage areas have, to varying degrees, created unforeseen consequences for the resources industry'.The first practical test of this new Government policy is the proposed declaration of the Innamincka Regional Reserve, currently a 14 000 sq km pastoral lease within some of the most productive areas of PELs 5 & 6 held jointly by Santos Ltd. and Delhi Petroleum Pty. Ltd.It is intended that this new form of reserve will allow for the protection of specific areas of environmental sensitivity and of cultural, scientific and historic value, while still allowing for the continuation of pastoral, tourist and petroleum exploration/ production activity within the major part of the reserve area.

Globally, areas of high-quality wildlife habitat of significant environmental value are at risk of permanent damage from climate change. These areas represent social-ecological systems that will require increasing management intervention to maintain their biological and socio-cultural values. Managers of protected areas have begun to recognize the inevitability of ecosystem change and the need to embrace dynamic approaches to intervention. However, significant uncertainty remains about the onset and severity of some impacts, which makes planning difficult. For Indigenous communities, there are intrinsic links between cultural heritage and the conservation of place and biodiversity that need to be better integrated in protected area planning and management. In New South Wales, Australia, management of public conservation reserves and national parks is the responsibility of a State government agency, the National Parks and Wildlife Service (NPWS). This paper describes the outcomes of a participatory planning process with NPWS staff to, firstly, identify the options available, the available ‘tool kit’, to manage biodiversity and cultural heritage in protected areas; secondly, explore how the selection of management actions from the ‘tool kit’ is associated with the level of climate risk to biodiversity or cultural heritage assets; and thirdly, to understand how the form of individual management actions might adapt to changes in climate risk. Combining these three elements into a series of risk-based, adaptive pathways for conservation of biodiversity and cultural heritage is a novel approach that is currently supporting place-based planning for public conservation areas. Incorporation of the trade-offs and synergies in seeking to effectively manage these discrete but related types of values and the implications for conservation practice are discussed.

Abstract ContextFeral cat predation has had a significant impact on native Australian fauna in the past 200 years. In the early 2000s, population monitoring of the western ground parrot showed a dramatic decline from the pre-2000 range, with one of three meta-populations declining to very low levels and a second becoming locally extinct. We review 8 years of integrated introduced predator control, which trialled the incorporation of the feral cat bait Eradicat® into existing fox baiting programs. AimsTo test the efficacy of integrating feral cat control into an existing introduced predator control program in an adaptive management framework conducted in response to the decline of native species. The objective was to protect the remaining western ground parrot populations and other threatened fauna on the south coast of Western Australia. MethodsA landscape-scale feral cat and fox baiting program was delivered across south coast reserves that were occupied by western ground parrots in the early 2000s. Up to 500000ha of national parks and natures reserves were baited per annum. Monitoring was established to evaluate both the efficacy of landscape-scale baiting in management of feral cat populations, and the response of several native fauna species, including the western ground parrot, to an integrated introduced predator control program. Key resultsOn average, 28% of radio-collared feral cats died from Eradicat® baiting each year, over a 5-year period. The results varied from 0% to 62% between years. Changes in site occupancy by feral cats, as measured by detection on camera traps, was also variable, with significant declines detected after baiting in some years and sites. Trends in populations of native fauna, including the western ground parrot and chuditch, showed positive responses to integrated control of foxes and cats. ImplicationsLandscape-scale baiting of feral cats in ecosystems on the south coast of Western Australia had varying success when measured by direct knockdown of cats and site occupancy as determined by camera trapping; however, native species appeared to respond favourably to integrated predator control. For the protection of native species, we recommend ongoing baiting for both foxes and feral cats, complemented by post-bait trapping of feral cats. We advocate monitoring baiting efficacy in a well designed adaptive management framework to deliver long-term recovery of threatened species that have been impacted by cats.

Feral goats are a significant threat to biodiversity in Australia. However, goats are also harvested by some landholders for commercial benefit and this can lead to disagreements regarding control techniques. In the rangelands of New South Wales, feral goat distribution is closely linked to artificial watering points (AWP) such as tanks and bores. Previous surveys indicated that goat activity was rare more than 4 km from water. We hypothesised that constructing sections of goat-proof fencing in areas where goats were feeding on National Parks but watering on neighbouring properties, such that they had to travel more than 4 km from the AWP to access the park, would result in a significant decrease in goat abundance in these areas. We tested this hypothesis in Paroo-Darling National Park, Gundabooka State Conservation Area and Gundabooka National Park using changes in index (fresh goat dung groups per 100-m transect). We also measured kangaroo dung and ground cover index changes. Twelve months after the fences were constructed, goat dung significantly declined compared with non-treatment areas and the relationship between distance to water and goat dung broke down at the treatment sites. Kangaroo indices were not affected by the fences. The results for bare ground were the same as for goat dung, with significantly less bare ground and a breakdown in the relationship with distance to water at the treatment sites after the fences were constructed, but this was due to a corresponding increase in litter rather than live vegetation. This technique can be a significant tool for protecting biodiversity from feral goats, without removing the potential for neighbouring landholders to harvest the goats. If strategically used to create zones free of resident goats around the boundaries of conservation reserves, it should increase the effectiveness of other techniques such as trapping, mustering and shooting, by reducing post-control reinvasion. Recognition of access to water as an important management tool should substantially improve our management of feral goats in the rangelands.

To conserve its wildlife, Botswana has set aside more than 17% of its total land area as game reserves, national parks, and wildlife management areas. Despite this generous allocation to wildlife, the fauna of the country is declining in both absolute numbers and species diversity. Lack of permanent water-sources in some game reserves, obstruction of fauna migration routes by cattle fences, and a poorly-developed tourist industry, are partly responsible for this decline.In a developing country such as Botswana, tourism should yield sufficient funds for the maintenance of game reserves and national parks. But currently the tourist industry accounts for less than 2% of the gross national product. Unless the industry is encouraged to flourish and expand into dormant reserves such as the Gemsbok National Park and Mabuasehube Game Reserve, animals in those sanctuaries are likely to be driven by drought into South Africa.

The patterns of spatial distribution and abundance were investigated for moth assemblages in the eucalypt woodlands of the Sydney Basin. A total of 228 species of Lepidoptera, distributed among 25 families, were recorded from three national parks located on the perimeter of the Sydney metropolitan region.From within the eucalypt woodland habitat of the Sydney Basin, the study investigated the spatial variation of night-flying Lepidoptera present at several different scales of observation, from the trap level through to across the landscape. Assemblages varied with spatial scale, with uniformity occurring across the landscape as a whole, however becoming patchy at finer spatial scales. Multivariate and turnover analysis indicated that although heterogeneity of abundance and richness may vary significantly depending on spatial scale, sites and national parks contained their own unique suite of species in comparison to one another.The structure of the assemblages of moths in the eucalypt woodlands of the Sydney Basin can vary, and is dependant on the level of spatial scale of observation. Further study needs to be conducted at a range of temporal scales to ascertain the presence of patterns in the Lepidoptera communities in the Sydney region in order to contribute to the development of suitable conservation strategies in the Sydney Basin.

This study looks firstly at the historical background to conservation, particularly in the South African National Parks Board, and relates this to developments in interpretation in the National Parks. These are evaluated against international norms as they appear in the current literature. The aim is to establish a platform upon which future developments in interpretation may be built, avoiding the mistakes of the past, while capitalising on the strong points. Current views of what interpretation is, and what it should be, are reviewed. Knowing who the audience is, in terms of cultural background, education, needs and interests, as well as sound planning, clear objectives and ongoing evaluation of interpretive programmes, emerge as essential prerequisites for effective interpretation. Through reviewing the development and current status of interpretation in the National Parks, the study finds that although the view has been expressed by management, both past and present, that interpretation in the national parks is of great importance, the past and current status of interpretation does not reflect that view. Generally, interpretation appears to be regarded as a non-essential service. This report argues that environmental interpretation should be given a higher status in the National Parks Board and that it should form an important part of the conservation strategy and management plan for the national parks. The researcher contends that a greater investment in interpretation could lead to a decrease in the need for further, increased investment in law enforcement in the parks. The researcher is also of the opinion that interpretation aimed at all levels of personnel of the National Parks Board is at least as important as interpretation aimed at visitors.

This study documents the development of the Queenstown nature reserve as a cross-curricular tea~hing resource. Participants in the project included the researcher, the municipality nature conservation officer and the senior Geography and Biology teachers from five high schools in the town. A modified action research approach was adopted. Data was collected from workshops and interviews and then analyzed. The conclusion of the research was that the participants perceived that the project had been worthwhile and was to be continued. The nature reserve is now more widely and usefully used

A consistent and integrated approach to nature conservation across the landscape and regardless of tenure is widely recognised as essential in ensuring the effective conservation of biodiversity. 'Multi-tenure reserve networks', which incorporate public and private lands managed for conservation, are considered a means of achieving landscape scale conservation. Biosphere Reserves (BR) and Conservation Management Networks (CMN) are characteristic models in Australia. This thesis aims to evaluate the role of such networks in protecting biodiversity, specifically by: (1) analysing the spatial configuration (size, shape, connectivity) of networks and their individual components; (2) evaluating the contribution of networks (in real terms and in reporting procedures) to biodiversity conservation objectives; (3) analysing the influence of the attitudes and perceptions of land managers on the functionality of networks; and (4) evaluating the influence of coordinating bodies on network functionality. In order to account for deficiencies in existing classifications of conservation lands, a new classification system was developed for this thesis - the Conservation Lands Classification. This classification incorporates conservation mechanisms on public and private lands and forms the basis for comparing network components in three Australian case studies - the Bookmark BR located in the Murray Mallee of South Australia, the Gippsland Plains CMN on the eastern Gippsland Plains of Victoria and the Grassy Box Woodlands CMN across the inland slopes of New South Wales. The spatial configuration of individual components within networks was measured using spatial analysis techniques within a geographic information system (GIS). GIS was also used to measure the contribution that networks made to a comprehensive, adequate and representative reserve system through the ecosystems they protected. The attitudes and perceptions of landowners and managers within the networks were obtained using questionnaires. Questionnaires were also sent to network coordinators. Statistical and descriptive analysis was conducted on the results. The sizes of individual components varied markedly between the three networks, however within each network public reserves were on average larger than private conservation lands. Although levels of physical connectivity varied between networks, Bookmark BR and Gippsland Plains CMN showed greater similarity to each other than to the Grassy Box Woodlands CMN. The findings raise important questions about the real and perceived differences in the BR and CMN models. All networks, and particularly those components outside the public protected area estate, contributed to enhancing the protection of ecosystems unrepresented or under-represented in the reserve system, although the extent of this contribution varied between networks. Trade-offs between reserve design efficiency and a contribution to a comprehensive, adequate and representative reserve system were evident between networks. Bookmark BR was characterised by high connectivity, strong reserve design integrity but a lower contribution to protecting under-reserved ecosystems, whereas the opposite was evident in the Grassy Box Woodlands CMN. Over 88% of managers considered their involvement in multi-tenure reserve networks to be a positive or very positive experience. A lack of resources and time for management were considered major limitations of these networks. The majority (80%) of private land managers within networks were willing to be included in a national reserve system of conservation lands. This has important implications for the Australian National Reserve System, which currently incorporates mostly public land. The changing nature of the network coordination arrangements suggests an organic fluid evolution of network structures is likely, contrasting with the desire for legalistic and administrative rigidity promoted by government agencies. The thesis concludes that all the networks studied contribute in varying degrees to biodiversity conservation. The key factors influencing the current and potential contribution that such networks make are: (1) the aims, directions and restrictions set by or imposed upon the coordinating body; and (2) the biophysical nature of the surrounding bioregion and resultant historical land use and tenure pattern. Although the successful operation of such 'multi-tenure' networks ultimately relies on the willing participation of private landholders, ongoing institutional support is likely to be required for maintaining networks in the longer term. Considering networks are increasingly formed outside of the influence of government institutions, this presents a significant challenge for effective coordinated conservation.

This study looks at aspects of the development of environmental education in South African National Parks (SANParks), in relation to the emergence of national and organisational policy frameworks. In order to put current environmental education practices into context, the study firstly looks at the historical development line of environmental education in SANParks, as well as in the broader national context. This provides a framework within which the processes of change and development can be traced in terms of social, political and economic influences on an international and national front. The study finds that the promulgation of legislation, including the Constitution, National Acts and various other policies, reflected the trends of thinking and set the pace in a democratic South Africa, which led to the emergence of more explicit processes and refined policies. Popkewitz’s finding, that education emerged in modernity, is used in the study to illustrate this tendency. It finds that these changes in South Africa resulted in the establishment of more structured environmental education processes within SANParks, and led to the expansion, diversification and strengthening of environmental education as a field of practice over time. The study traces significant processes of recontextualisation of international and national environmental education related policies according to the framework established by Bernstein (1980). These processes of recontextualisation were followed in the formulation processes of SANParks policy and strategy documents in the period from 1999 to 2005, and resulted in an official pedagogic discourse for environmental education in SANParks. The study establishes a second level of recontextualisation, that is, the official pedagogic discourse of environmental education in SANParks is recontextualised to a pedagogic discourse of reproduction. The pedagogic discourse of reproduction relates to park practices, where contextualisation within park-based programmes appears to be strong. The park-based programmes resemble a ‘curriculum in practice’, which brings us to Cornbleth’s critical curriculum approach. The study utilises this approach to explore and explain the meaning of the critical perspective taken on curriculum construction and change efforts at park implementation level (Cornbleth, 1990). The study finds that the contextualisation of park programmes and practices lead to variety in park programmes, which adds richness to environmental education programmes and activities, and further highlights the fact that environmental education practices are prolific in national parks. The study also finds that historical and contextual processes associated with specific parks strongly characterise environmental education programmes and practices in those parks, and that partnership programmes, such as the Kids in Parks programme, contribute towards, and enhance the growth of environmental education as a specialised field of practice in SANParks. The study comments on the need for environmental education practices in SANParks to be reviewed and expanded in line with the contemporary approach towards the environment as a social construct of interacting components. These components include the biophysical, social, economic and political dimensions. The study also highlights the need for the recognition and acknowledgement of the long, historical development line of environmental education in SANParks in order to build on established structures in a holistic way. The study further determines a need for strong leadership to successfully expand this specialised field of practice and encourages a participatory approach in the review and further development of this field of practice in SANParks. The study ultimately finds that environmental education in SANParks has a long and rich development profile, which has placed it in a strong position for further development. However, it concludes that there is a great need for a rejuvenated approach, which requires expert knowledge, professionalism and broad based networking approach to enable meaningful expansion within this specialised field of practice.

Playspaces bring children and adults together for fun and social interaction but are rarely designed for the inclusion of all community members. In Australia, local government authorities (councils) are responsible for parks and playspaces. The New South Wales state government launched their inclusive playspaces policy in 2017. A guideline document was proposed but a guideline does not guarantee implementation. Consequently, an inclusive design process for developing the guide became the strategy. The task was to develop a guide that explained the concepts of inclusion and universal design within the playspace context. The project took an iterative and collaborative approach to the design of the guide. Intended users were those involved in creating playspaces, not playspace users per se. The participatory governance structure involved three levels of collaboration: a small steering group of experts, a larger group with key stakeholders, and a wider group of stakeholders and interested persons. This collegial and participative process consisted of a series of meetings and workshops which fostered learning and ideation for all participants. Through this process three underpinning concepts emerged: Can I get there? Can I play? Can I stay? The process educated and informed stakeholders, encouraged participants to contribute to the outcomes and provided community-led guidance for those contracted to design the guideline. The result was an inclusive playspace guide that recognized the design guidance required by council personnel in the context of universal design. The process and governance structure provides a good working model to build on. The success of the guideline was recognized with a national award from the Institute of Landscape Architects for Community Contribution. The purpose of this paper is not to comment on or evaluate the outcome of the guidelines. Rather, it is to document the inclusive and participatory governance structure and iterative process from a professional participant perspective.
