In 1871 the Scottish-born magistrate John Hosack (1809–87) was described as ‘the chivalrous and most recent defender’ of Mary, Queen of Scots. After writing a popular historical account of her life, he had presented a plaster cast bust of her Westminster effigy to London’s National Portrait Gallery, which it then used to create an electrotype sculpture with the help of Elkington & Co. This article interrogates the ‘value’ of this sculpture as a cultural heritage object by retracing its history. It places Hosack’s desire to replicate and commemorate Scottish heritage alongside his family ties to Jamaica, including the parallel life of his half-brother William and the wealth John derived from his father’s sugar profits, which relied on African enslavement. It argues the importance of understanding how such legacies enabled individuals to participate in cultural philanthropy in the Victorian period, which simultaneously distanced them from their Atlantic pasts. It also considers how, in its transformation into an electrotype, Hosack’s cast became part of a wider effort by museums and galleries to replicate national heritage using manufacturing methods indebted to the industrial economy intertwined with the British Empire. Sculpture offered a powerful medium through which to fortify national history, but its commemorative capacity can, and should, be unpicked to better understand British legacies of enslavement and colonialism.

Case overview This teaching case outlines the historical background, successes and challenges of the national airline of Jamaica. It shows how a national airline, which is a heritage asset and one that has provided nostalgic and sentimental value to the Jamaican people and its passengers, had to be divested. The airline has been faced with several challenges; the major one being high-operating costs, especially in light of the global economic recession. The case also highlights the various procedures carried out by the Government of Jamaica before and after the divestment arrangement and also by the acquirer, Caribbean Airlines. Expected learning outcomes The student should be able to: first, differentiate among the various strategic management terms and concepts used in the case; second, explain the importance of strategic decisions versus emotional decisions; third, assess the environmental factors that impacted Air Jamaica's operation; fourth, analyse the environmental factors that should have been considered by Caribbean Airlines before making the decision to acquire Air Jamaica; fifth, carry out a comparative analysis of the various corporate-level strategies to identify the best option for the Government of Jamaica; sixth, propose reasons why Caribbean Airlines acquired Air Jamaica. New projects to organise the Gallery’s Archives and make them more accessible for research, and to open a sponsored Centre for the Study of Irish Art in 2002-3, show the Library’s revived interest in reaching its potential users.

Il concetto di Brand Community non è nuovo, ma appare ne testi di Muniz e O’Guinn tra la fine degli anni ’90 e l’inizio del 2000. Tuttavia nel tempo, la letteratura scientifica sull’argomento brand community è aumentata, e il digitale, il mondo virtuale e le ICT hanno provveduto ad apportare ulteriori modifiche e cambiamenti. Lo studio analizza e descrive la brand community delle organizzazioni culturali, nello specifico di due musei situati nel Regno Unito. Tate e The National Gallery sono messi a confronto per descrivere come un museo multi sede e un museo mono sede inglese, abbiano attivato differenti comunità di marca in loco, virtuali, social e online. Per rincorrere sia una valenza teorica che empirica del concetto, dopo una presentazione generale sul tema, la metodologia di lavoro si concentra sullo studio complessivo dei due Musei e ne descrive le differenze, utilizzando i dati a disposizione degli ultimi anni. Il tema della brand community e del digitale, del virtuale, dei social, della post millennial community, ha una forte struttura in un museo multi sede, che vede differenti collezioni, consumatori, territori, membership, associazioni coinvolte. La National Gallery londinese ha una community digitale più concentrata sulle esposizioni temporanee, meno sulla collezione permanente, dove tuttavia si concentrano i patrons, i fedelissimi del marchio, e non ha ancora attivato una young community chiara come quella alla Tate. L’epidemia del 2020 ha messo in luce potenzialità e carenze nell’online dei due Musei, spingendo entrambi ad una maggiore informatizzazione e digitalizzazione, al fine di rincorrere e servire tutti i pubblici, creare vincenti brand community e strutturare quelle esistenti.

My employment in the Paintings Section of the Conservation Department of the Australian National Gallery began in June 1983, however my internship did not begin until March 1984 under the supervision of Allan Byrne. At that time, the paintings section was divided, rather arbitrarily, into: paintings pre-1940, headed by Ilse King and; paintings post-1940, headed by Allan Byrne. Because of the departure of the then senior curator of conservation Dr Nathan Stolow, Allan Byrne became acting senior curator. When Allan Byrne took up the position of lecturer in paintings conservation at C.C.A.E., Ilse King then became acting senior curator and my supervisor; the division within the painting section was then disbanded. Jac Macnaughtan departed temporarily from the department to undertake study and to work at the Tate Gallery and at the Courtauld Institute in London leaving me with the paintings section. I was fortunate enough to have at first one assistant Simon Hartas, then two assistants, Mark Henderson and Les Cormack to help with the task of backing, framing and restretching paintings. There was no formal training programme for an intern - work was undertaken as it came into the department and as it was allotted. For the sake of simplicity and ease of handling the dissertation is divided into 3 parts: Part 1 includes the Functions and Facilities of the conservation department. Part 2 includes an outline of painting conservation practice within the gallery and details of conservation work undertaken. Part 3 comprises a project on some of the properties of hardboard. As the gallery has in its collection a considerable number of paintings on hardboard, to augment my knowledge and perhaps give some insight into the nature of hardboard, this project was undertaken in conjunction with the internship.

ENGLISH ABSTRACT: This research report is a case study of a rural agricultural cooperative bank, the People’s National Cooperative Bank (NPCB). The NPCB has its foundations in the early 1900s and today operates 37 branches across the island of Jamaica. Notwithstanding its history, the NPCB has continued to suffer from issues related to overall profitability and therefore has undergone various transformations and amalgamations of branches over the years. This study involves a comparative analysis of branch performance based on branch-specific financial data. Best and worst practice banks are identified along with their key characteristics in order to pinpoint areas of operations that may benefit from improvement. It is suggested that the variance in the level of efficiency with which resources are employed and incomes earned are factors which affect the level of performance of individual branches. The findings of the research indicate large variations in branch expenses, incomes and lending rates and suggest the need for further examination of branches on a case-by-case basis in order to better facilitate improvements in their respective levels of efficiency.

This paper describes the conceptualization, development and implementation of the National Health Fund in Jamaica. Established in 2003, the NHF provides direct assistance to patients for drug purchases and funding support to private and public organizations for approved projects. The NHF marks a new strategic approach to the introduction of national health financing schemes utilizing the EHPO© analytical model. EHPO© (Evaluating Health Policy Options) helps policymakers develop strategies and options and includes an interactive, dynamic computer model that is used to evaluate benefit coverage options and their financial risks. The paper examines the desirable features of national health financing systems, the Jamaica public policy context and the role of EHPO© in analyzing health benefits and coverage, financial risk and liability. It suggests lessons to other countries for the design of healthcare benefits coverage, financing, provider payment mechanisms and public policy implementation.

This essay uses the context of the Inter-American Development Bank's (IDB) tripartite collaboration meetings between the Caribbean's civil society groups, governments and international development partners (IDPs) to discuss the role of public scholarship in a country's pursuit of modern development. We define public scholarship as collaborative knowledge-making with, for and about various publics and communities. It derives its importance from the appreciation that meeting the challenges of modern national development requires holistic, comprehensive and synergistic collaboration between differently-experienced and endowed stakeholders, and between formal disciplines and experiential knowledge and knowledge-makers. Its utilization encourages modern development thinking to reach beyond the wisdom of conventional thoughts and approaches, and to become grounded in societal issues such as justice, equity, democratic inclusiveness and community empowerment. This approach and framework are necessary if the aspirational goals of various publics and communities are to meaningfully influence national development in the face of internal dislocations resulting from the pressures of globalization, rapid technological change and demands for sustained improvements in citizens' well-being.

This policy brief answers three main questions with respect to the no-user-fee policy adopted across public health centres in Jamaica: (i) Has the policy improved health status among working age adults? (ii) Has the policy influenced labour market dynamics? (iii) Has the policy had differential effects by age groups? Evidence suggests that the policy improved overall health status, as the likelihood of suffering illnesses associated with inability to carry out normal activities decreased by 28.6 percent. In addition, the number of days where people were unable to perform normal activities due to illnesses suffered within the previous four weeks decreased by 34 percent. Regarding labour market dynamics, no effects are found on the likelihood of being employed or contributing to the National Insurance Scheme. However, consistent with a reduced number of days lost due to illnesses, we find a positive effect of 2.15 additional weekly labour hours. Finally, we find that all of these positive effects are concentrated within adults in the 40-64 year-old age range. Overall, these effects suggest that the policy added a yearly average of US$PPP 26.6 million worth of net real production to the Jamaican economy during the period 2008-12.

The Global Engagement of Museums in Canada examines Canadian museum diplomacy, assessing the international activities of Canadian museums to consider the ways these institutions act as cultural diplomats on the global stage. The report presents the results of a multi-partner collaborative research project addressing the work of ten institutions, including the Art Gallery of Alberta; Aga Khan Museum; Canadian Museum of History; Canadian Museum of Immigration at Pier 21; Montreal Museum of Fine Arts; Museum of Anthropology at UBC; National Gallery of Canada; Ottawa Art Gallery; Pointe-à-Callière, Montréal Archaeology and History Complex; and the Royal Ontario Museum. Focusing on the period of 2009 to 2019, this report highlights new activities and methods within museum practice, while also grounding these within the context of developments in the last decade. Drawing on archival research, document analysis, and interviews with museum professionals, this research establishes baseline data on the global reach of Canadian museums and identifies best practices to share with the museum sector and cultural diplomacy community. Comprised of three sections, the report begins by presenting the framework for the project, explaining the logic behind the selection of institutions and the pedagogical considerations that informed our collective methodology. Second, the report provides a review of the literature in the field of cultural diplomacy, situating the research project. And third, the core of the project, are ten studies of specific institutions, drawn from the fieldwork conducted by the team. These institutional reports demonstrate the ways in which museums engage with a range of global activities and actors. They further address developing trends in the sector, while also suggesting future avenues for research. The Global Engagement of Museums in Canada is a research project led by Primary Investigators Jeffrey Brison and Sarah E.K. Smith. Funded by a Mitacs Accelerate Grant, the initiative is a collaboration between the Montreal Museum of Fine Arts and Queen’s University.

Climate and hydrology are major drivers of ecosystem structure and function, particularly in arid and semi-arid ecosystems. Understanding changes in climate, groundwater, streamflow, and water quality is central to assessing the condition of park resources. This report combines data collected on climate, groundwater, and springs at Big Bend National Park (NP) to provide an integrated look at climate and water conditions during water year (WY) 2019 (October 2018–September 2019). However, this report does not address the Rio Grande or its tributaries. Annual precipitation was higher than normal (1981–2010) for Big Bend NP at four of the five National Oceanic and Atmospheric Administration Cooperative Observer Program weather stations: 111% of normal for Chisos Basin, 122% of normal for Panther Junction, 155% of normal for Persimmon Gap, and 124% of normal for Rio Grande Village. Castolon had 88% of normal annual precipitation. All five stations had higher than normal rainfall in October and December, while rainfall totals were substantially below normal at all stations in November, February, and March. Monthly precipitation totals for April through September were more variable from station to station. Mean monthly maximum air temperatures were below normal in the fall months, with Panther Junction as much as 7.5°F below normal in October. Monthly temperatures from January through July were more variable. Temperatures in August and September were warmer than normal at every station, up to +9.4°F at Rio Grande Village and +8.7°F at Chisos Basin in July. The reconnaissance drought index values indicate generally wetter conditions (based on precipitation and evaporative demand) at Chisos Basin since WY2016 and at Panther Junction and Persimmon Gap since WY2015, except for WY2017. This report presents the manual and automatic groundwater monitoring results at nine wells. Five wells had their highest water level in or just before WY2019: Panther Junction #10 peaked at 99.94 ft below ground surface (bgs) in September 2018, Contractor’s Well peaked at 31.43 ft bgs in November 2018, T-3 peaked at 65.39 ft bgs in December 2018, K-Bar #6 Observation Well peaked at 77.78 ft bgs in February 2019, and K-Bar #7 Observation Well peaked at 43.18 ft bgs in February 2019. This was likely in response to above normal rainfall in the later summer and fall 2018. The other monitoring wells did not directly track within-season precipitation. The last measurement at Gallery Well in WY2019 was 18.60 ft bgs. Gallery Well is located 120 feet from the river and closely tracked the Rio Grande stage, generally increasing in late summer or early fall following higher flow events. Water levels in Gambusia Well were consistently very shallow, though the manual well measurement collected in April was 4.25 ft bgs—relatively high for the monitoring record—and occurred outside the normal peak period of later summer and early fall. The last manual measurement taken at TH-10 in WY2019 was 34.80 ft bgs, only 0.45 ft higher than the earliest measurement in 1967, consistent with the lack of directional change in groundwater at this location, and apparently decoupled from within-season precipitation patterns. The last water level reading in WY2019 at Oak Springs #1 was 59.91 ft bgs, indicating an overall decrease of 26.08 ft since the well was dug in 1989. The Southwest Network Collaboration (SWNC) collects data on sentinel springs annually in the late winter and early spring following the network springs monitoring protocol. In WY2019, 18 sentinel site springs were visited at Big Bend NP (February 21, 2019–March 09, 2019). Most springs had relatively few indications of natural and anthropogenic disturbances. Natural disturbances included recent flooding, drying, and wildlife use. Anthropogenic disturbances included flow modifications (e.g., springboxes), hiking trails, and contemporary human use. Family violence is a critical development challenge in low- and middle-income countries (LMICs), carrying high health, social, and economic costs and increasing the risk of perpetuating the cycle of violence across generations. Parenting programs have improved parenting practices in high-income countries. However, evidence for LMICs is sparse. This study evaluates an intervention to reduce coercive parenting implemented by the Ministry of National Security of Jamaica, which targeted caregivers of children aged 6 to 15 in vulnerable communities in the country. Treated caregivers were visited by a parental trainer for six months and invited to three sessions of a group training workshop during that period. We conducted a randomized controlled trial (RCT) to evaluate the interventions impact. Using data from a follow-up survey completed six months after the intervention, we find robust evidence of reduced coercive parenting practices among treated caregivers compared to the control group. The improvement is due to a reduction in the reported likelihood of caregivers yelling and beating their children for misbehaving. The effect is greater for caregivers with higher pre-intervention levels of coercive parenting. The results provide evidence that parenting interventions can effectively reduce coercive parenting among caregivers of school-aged children in highly violent middle-income settings.

Most studies of total factor productivity (TFP) and long-term production functions use capital stock time series obtained from ad hoc estimates of the rate of depreciation and the initial capital stock. This paper introduces a methodology that allows the simultaneous econometric estimation of the capital stock, the production function parameters, the rate of depreciation, and the initial capital stock. The proposed methodology, using the underlying cost function to the production function, allows for the incorporation of information about the relative prices of the factors of production and the possibility of having variable depreciation rates over time. The proposed methodology is applied to the case of the Bahamas, Barbados, Jamaica, and Suriname for the period 1989-2019 using national accounts data published by the statistical services of these countries.

This is a report of a first-stage project sponsored by UNESCO and the Commonwealth of Learning to map the extent, range, and impact of transnational, private, and for-profit tertiary education provision in a sample of countries. The data, collected from readily available public sources and verified by in-country experts, was first used to create country case studies for Jamaica, Bangladesh, Malaysia, and Bulgaria. A summary report was then produced that drew comparisons across countries in relation to five topics: overviews of each country; national education systems and policies; regulatory frameworks, accreditation, and quality assurance; transnational, private, and for-profit provision; and local perceptions of impact. The summary report also provides a comparative analysis across countries, with reference to the wider literature, and draws out a series of policy implications from the study for governments, institutions, and agencies, both national and international.
