Mathematical formulations for the working normal clearance and rake angles along the cutting edges of a multifacet drill (MFD) are developed. The effect of point geometrical parameters of an MFD on the above two angles are described by computer plottings which are the basis for optimizing an MFD. A more precise geometrical model considering a transitional region between the inner cutting edge and are cutting edge is also presented in this paper.

Abstract The sea surface salinity (SSS) varies largely as a result of the evaporation–precipitation difference, indicating the source or sink of regional/global water vapor. This study identifies a relationship between the spring SSS in the tropical northwest Pacific (TNWP) and the summer rainfall of the East Asian monsoon region (EAMR) during 1980–2017. Analysis suggests that the SSS–rainfall link involves the coupled ocean–atmosphere–land processes with a multifacet evolution. In spring, evaporation and water vapor flux divergence were enhanced in some years over the TNWP where an anomalous atmospheric anticyclone was established and a high SSS was well observed. As a result, the convergence of water vapor flux and soil moisture over the EAMR was strengthened. This ocean-to-land water vapor transport pattern was sustained from spring to summer and played a leading role in the EAMR rainfall. Moreover, the change in local spring soil moisture helped to amplify the summer rainfall by modifying surface thermal conditions and precipitation systems over the EAMR. As the multifacet evolution is closely related to the large-scale ocean-to-land water vapor transport, it can be well represented by the spring SSS in the TNWP. A random forest regression algorithm was used to further evaluate the relative importance of spring SSS in predicting summer rainfall compared to other climate indices. As the SSS is now monitored routinely by satellite and the global Argo float array, it can serve as a good metric for measuring the water cycle and as a precursor for predicting the EAMR rainfall.

The purpose of this study was to estimate the instrument of reading and writing capability of the Qur’an in the practicum program students of the Faculty of Tarbiyah and Teacher Training IAIN Sultan Amai Gorontalo. This type of research is quantitative with an analysis approach to the generalization theory variance through the G-Study concept with a multifacet design p x r x I three facet variations. The results of the study prove the instrument of reading and reading ability of the Koran was tested, namely the estimated coefficient of reliability of the combined scores of the reading and writing assessment of the Koran from 20 students who were rated by 4 rater of 10 items which were judged by the magnitude of generalizability coefficient value of 0.82749 . The magnitude of this value indicates that the true score of the assessment results is quite high compared to the minimum reliability criteria, which is 0.70 fulfilling the reliable criteria. AbstrakTujuan penelitian ini untuk mengestimasi instrument kemampuan baca tulis alqur’an pada program praktikum baca tulis Alqur’an mahasiswa Fakultas Ilmu Tarbiyah dan Keguruan IAIN Sultan Amai Gorontalo. Jenis penelitian ini menggunakan kuantitatif dengan pendekatan analisis varians teori generalisibilitas melalui konsep G-Study dengan desain multifacet p x r x I tiga variasi facet. Hasil penelitian membuktikan instrumen penilaian kemampuan baca tulis al-Qur’an teruji, yakni estimasi koefisien reliabilitas skor gabungan penilaian kemampuan baca tulis Alqur’an dari 20 mahasiswa yang dinilai oleh 4 rater terhadap 10 item yang dinilai diperoleh besarnya nilai koefisien generalizabilitas sebesar 0,82749. Besaran nilai tersebut menunjukkan bahwa true score hasil penilaian cukup tinggi dibandingkan kriteria reliabilitas minimal yaitu 0,70 memenuhi kriteria reliabel.

Анотація:

Refugee families and their children face multiple challenges when they are resettled in the United States. Most resettlement agencies do not have the time or finances to devote to the children, as their priority must be to help the adults find shelter, obtain employment, and learn some basic language skills to retain their employment. As a result, the refugee children often feel isolated and bewildered when they enter the school system. Their chalenges include the need for academic English, an understanding of the school system, and support to overcome discrimination. Failing to meet these goals often results in a reduced potential for future functionings and capabilities, abilities that Sen argues are essential for human rights and freedom. This paper uses Sen's capability approach theory to frame the author's research at a refugee agency in an urban Southeastern state. The agency utilized a multifaceted system of programs that address children's needs for association, education, relaxation, positive identity; family's needs for understanding school expectations; and community needs for understanding refugee cultures and challenges. Observations and interviews demonstrated supports that helped refugee students overcome challenges and maintain high expectations for future goals. Sen argued that those in the position to help protect other's human rights are obliged to consider doing so. Supportive adults and programs demonstrate how constructive efforts can help refugees move beyond the potential harm that inadequate resources and discrimination may casue to their future functionings and capabilities.

Анотація:

Due to the endangerment of the June sucker (Chasmistes liorus), the lower two miles of Hobble Creek, Utah has been the focus of several restoration efforts. The portion of the creek between Interstate 15 and Utah Lake has been moved into a more "natural" channel and efforts are now being made to expand restoration to the east side of the freeway. This thesis reports on three different parts of a sedimentological analysis performed on Hobble Creek. The first part is a data set that contains information about the particle size distribution on the bed of Hobble Creek between 400 W and Interstate 15 in Springville, Utah. Particle size distributions were obtained for eleven sub-reaches within the study section. Particle size parameters such as D50 were observed to decrease from an average of 72 mm to 24 mm downstream from the 1650 W crossing and Packard Dam. Streambed armoring was observed along most of the reach. This data set can be used as input for PHABSIM software to determine the location and availability of existing spawning material for June sucker during a range of flows. The second part of this thesis compares predictions from four bed-load transport models to bed-load transport data measured on Hobble Creek. In general, the Meyer-Peter, Muller and Bathurst models overpredicted sediment transport by several orders of magnitude while the Rosgen and Wilcock methods (both calibrated models) were fairly accurate. Design channel dimensions resulting from the bed-load transport predictions diverged as a function of discharge. Once validated, the models developed in this section can be used by design engineers to better understand sediment transport on Hobble Creek. The models may also be applied to other Utah Lake tributaries. The third section of the thesis introduces a detailed survey data set that covers the Hobble Creek floodplain on the shifted section between Interstate 15 and Utah Lake with an approximate 10 foot resolution grid. Water surface elevations at two flows, along with invert, fence, saddles, and other points, are labeled in the survey. A comparison with a survey completed last year did not reveal any significant lateral changes caused by the 2010 spring runoff. Due to the potential importance of the side ponds to June sucker survival, this data set can be used to monitor sedimentation in the side ponds. It may also be used in a GSSHA model to determine the magnitude of flow that is required before each side pond will be connected to the main channel.

Nowadays, the pollution caused by the massive use of fossil fuel is a well-known critical issue makes the design of the electrical machines a crucial task because the vast majority of the industrial or household applications are integrated with this kind of technology; hence improving the efficiency of electric motors is expected to result in an extraordinary benefit in terms of energy saving. On the other side, the increasing use of renewable energies (like wind energy, hydropower, tidal energy), combined with the distributed generation concept, call for new electric machine technology and for modern design approaches. This doctoral thesis has been mainly focused on finding analytical procedures to model and analyze some types of electrical machines which are of interest for renewable and distributed generation. The use of analytical approaches is, in some cases, fundamental because numerical methods, mostly based on Finite Element Analysis (FEA), are very inefficient in terms of required time and computation resources. The types of electrical machines considered in this work are various. The attention is first placed on the slotless surface permanent magnet (SPM) topology (with different types of rotor magnetization). Wound-field synchronous generators with both three phase or multiphase stator are then considered. For the various kinds of the machines taken into account, some modeling, design and analysis studies have been conducted in the attempt to fill some gaps in the existing technical literature. In the first part of the thesis the purely analytical modeling of slotless SPM machines is addressed. In the work, it has been considered how the stator slotless design can be combined with different surface permanent magnet rotor topologies. The main efforts of the study have been addressed to the purpose of finding an explicit analytical expression to compute slotless machine torque and no-load back-EMF, covering all the SPM rotor topologies of interest. The subsequent part of the thesis, is about the analytical computation of end-coil leakage inductance in concentric windings. For a good dynamic modeling of machines equipping this kind of winding, it is useful that their mathematical model is implemented and that model parameters are identified with good accuracy. The proposed technique shows a very good accordance compared with a 3D FEA simulation and is also validated though tests conducted on a dedicated experimental set-up. Multiphase machines are attractive for many energy-saving fault-tolerant applications thanks to their higher efficiency and intrinsic resilience to faults. A challenging task in the modeling of multiphase machines for design and simulation is identifying the self and mutual inductances due to leakage fluxes. In this thesis is also presented a novel approach for the leakage inductance determination in multiphase machines based on routine tests combined with very simple 2D magnetostatic FEA simulations. The subsequent part of the thesis is about the design of wound-field synchronous generators specifically required to operate in a distributed generation system where significant fluctuations are known to frequently occur in both voltage and frequency. Design provisions are investigated to improve the generator resilience to these grid disturbances. In the last part of this thesis the attention is focused on multiphase alternators interfaced to DC distribution systems through multiple rectifiers. As a new finding presented as a part of this investigation, it is shown that a short circuit fault occurring on AC/DC rectifier terminals generates a strongly oscillatory behavior with much larger current peaks than could be predicted with conventional models regarding short circuit transients in DC networks.

Анотація:

Some early stage NSCLC patients have a better survival prospects than others. In any event, the long-term prognosis for NSCLC patients is poor. Various measures were investigated to gain a better understanding of those patient characteristics that confer better survival or predict disease recurrence. A dataset comprised of stage 1 NSCLC patients (n=162) that underwent resection was investigated. Clinical variables (CVs) and tissue microarray (TMA) images with DNA repair protein and standard H&E expressions were investigated. Patients were dichotomized into two groups by survival characteristics and logistic regression (LR) modeling was used to predict favorable survival outcome. Various patient strata were investigated with Cox regression and Kaplan Meier survival analysis (i.e. accepted survival analysis methods). A statistical learning (SL) method comprised of a kernel mapping and Differential Evolution optimization was developed to integrate SL techniques with LR and accepted survival analysis methods by first combining various patient measures to form a hybrid variable. Younger age, female gender, and adenocarcinoma subtype confer better survival prospects, whereas recurrence confers poor survivability. The SL hybrid modeling produced greater favorable outcome associations and survival hazard relationships than the accepted approaches. Automated texture measures from the HE stained TMA images were significantly related to survival, tumor-type, and tumor-grade. DNA repair measures in isolation or in combination with CVs were not related to survival, favorable outcome or recurrence, and none of the CVs were related to recurrence. A platform was established to incorporate automated TMA analysis and SL techniques into standard epidemiologic practice, and baseline predictive models were constructed. Future work will investigate novel biomarkers and larger datasets using this established framework to construct prognostic models for clinical applications for lung cancer patients in general and to better understand disease recurrence.

Fruit texture plays a major role in apple fruit quality, and it has been major driving factor in the selection process carried out by breeders. The economic importance of texture relies on the fact that some aspects of this multi-trait feature (crispness in particular) are the reason for not liking a particular fruit, and it represents also the principal features appreciated by consumers. Aware of the great importance and attention that the scientific community is giving to phenomics, the first purpose of this work was the improvement of the apple texture variability dissection. For this reason it was investigated whether a combined and simultaneous mechanical and acoustic evaluation of fruit texture could provide a valuable methodology for the description of all the sub-traits related to apple texture, providing also a valuable link with sensory attributes. Successively, this high resolution phenotyping strategy was adopted for a Quantitative Trait Loci (QTL) analysis which identified the genomic regions possibly involved in the determination of the traits defining apple texture. A candidate gene driven association mapping approach has been afterwards employed in order to define valuable new markers suitable to predict the dissected fruit texture subtraits in apple. Finally, we also presented a preliminary functional genomic investigation addressed to target novel putative candidate genes to further unravel the complex control of fruit texture in apple

The concept of sustainability has emerged as a response to the most stringent problems of humanity. Initially defined in the Brundtland report published by the World Commission on Environment and Development in 1987 as the “development that meets the needs of the present without compromising the ability of future generations to meet their own needs” (United Nations, 1987:43), sustainable development constituted the main topic of the Conference on Environment and Development in Rio de Janeiro in 1992. The conference distinguished itself in the world of academia by establishing the principles of sustainable development and the indisputable relation between three fundamental pillars: environmental protection, social equity and economic development (Scrobota and Vosylius, 2013). This dissertation is composed of three essays. Essay 1, “Sustainability: The State of the Art and Emerging Perspectives”, analyzes the current academic literature on sustainability, first, with elaborative documentation and, second, using bibliometric analysis supported by the Science Mapping Analysis Software Tool (SciMat) open source software (Cobo, Lòpez-Herrera, Herrera and Herrera-Viedma, 2012b) to gain insight on this body of knowledge and to investigate which topics are associated with this subject and considered to be the most relevant. Essay 2, “What Happens to Well-Being and Happiness by Combining with Sustainability?”, originates from the results of Essay 1 and develops an analysis of the relationship between sustainability, well-being and happiness. Indeed, as outlined in Essay 1, a considerable amount of literature has focused on environmental and economic dimensions, but there is little systematic research on how sustainability can interact with these factors as new paradigms for individuals, communities, and organizations. Essay 2 contributes to extending the existing theories on the three pillars of sustainability and identifies well-being and happiness as new driving factors. Essay 3, “Sustainability as a Matrix of Experiential Marketing”, examines the current role of sustainability as a matrix of experiential marketing to understand how a memorable, emotional and responsible connection between consumers and sustainable brand can generate customer loyalty and affect the purchase decision through a case study (Yin, 1984; Eisenhardt and Graebner, 2007; Siggelkow, 2007; Yin, 2009) that analyzes an ecological campaign called “The Fun Theory”. This work contributes to strengthening this new theory, according to which “fun” is best for changing the bad habits of people in a responsible and sustainable manner. Collectively, the three essays provide a general picture for a more holistic understanding of sustainability that creates new possibilities for more focused and effective sustainable development policies. A broader perspective on sustainability can maintain or improve the well-being and happiness of human beings. Reaching this objective is possible if the restrictions of individual freedoms, resource use and the ability to undergo experiences are compensated by improvements in the other determinants of wellness, and such improvements can be an effective motivator for sustainable behavior.

Recent studies have shown that different free will beliefs affect moral behavior. The purpose of the current study was to investigate whether different free will beliefs also influence moral judgment. College students (N = 56) were randomly assigned to one of three framing manipulations: free will, determinism, or neutral. They then read three morally questionable scenarios that differed by situational context. Following each scenario, participants completed a moral judgment questionnaire that measured four moral constructs: moral evaluation, moral responsibility, justification, and punishment. Finally, participants completed a Free Will & Determinism Questionnaire (FWD-Q) that measured their lay beliefs in free will and determinism. For analysis, we grouped participants according to their reported FWD-Q scores into one of three groups: free will, determinism, or compatibilism. We found that different free will beliefs influenced moral judgment to a small degree, but not in the ways that we predicted. Our results show that situational context affects moral judgment much more than lay philosophical beliefs regarding free will. Future studies should examine whether this still holds true for older adults with more developed worldviews.

This collection of essays brings together a range of critical approaches, from varying disciplinary backgrounds, to provide an in-depth overview of the past and current status of small-scale fisheries in Japan. The book attempts to map out some of the major themes relating to community-based fisheries-management systems, environmental sustainability, lottery systems for allocating fishing spots, fishing livelihoods, local knowledge, social vulnerability to environmental hazards, socioeconomic factors affecting small-scale fisheries development, history of destructive fishing practices, women’s entrepreneurship in the seafood sector, traditional leadership systems, religious festivals, and power relationship between local communities and government agencies. The Atlas of Territorial Heritage in the Municipality of East Havana is a useful tool in order to reach a complete knowledge of an extended Cuban municipality belonging to Havana, Cuba. At the same time the atlas is useful to generate analytical bases for future urban planning interventions and transformations, which can be focused on the idea of territorial heritage as an essential resource for a self-sustaining development. The main objective is to explain the tangible and intangible components of the heritage and try to stimulate and strengthen the community’s awareness on the richness of territory and its potential. Thus communities can express themselves in the adaptation to environmental, climatic, demographic and economic changes. The Atlas was developed by an Italian/Cuban team of experts in different phases and has been updated recently. It contains the results of a deep and accurate analysis and cataloging, made up of a large number of data concerning the various areas of research. The data were organized in typologies and punctually located in maps. The multifaceted and dense richness of Cuban culture finds in this volume a confirmation, and makes possible to put into practice cognitive tools for safeguarding and valorization, a strong point for new challenges of contemporaneity.

The monograph highlights the main stages of the formation and development of the dynasty of Irkutsk merchants Sibiryakovs, the participation of its representatives in the life of the region in the context of modernization processes that took place in the country as a whole and in Siberia in particular. The multifaceted entrepreneurial, social, research and charitable activities of all generations of the Sibiryakovs in the Siberian region in the period from the XVIII to the XX century are considered within the framework of local history. The author analyzes the structure of the dynasty, the order and rules of inheritance of property, the system of family ties, individual and group social and economic mobility, social functions of the sexes, socio-political and cultural representations, formal and informal means of influence within the family, the economic activity of the dynasty as a whole. It is addressed to teachers, methodologists, students of historical faculties, everyone who is interested in the history of Siberia. The materials and main provisions of this research can be used in the preparation of educational and methodological manuals, for the development of special courses on the history of the region and the creation of generalizing works on the economic development of Siberia, programs on historical and local history, economic and cultural education, patriotic education of the younger generation.

AbstractOver the years, compliance has come to be closely associated with integrity. Originally, compliance foremost had been understood as abiding by (financial) law and regulation as a prerequisite to pursuing an organization’s operational goals. In response to societal developments and corruption scandals this perspective gradually has shifted. Despite the increased importance and consecutive academic attention of the seemingly self-evident relationship between compliance and integrity, a dedicated analysis of this relationship is still lacking. Such an analysis not only will increase our theoretical understanding of the underlying concepts and how they evoke each other, but practically its insights may also help to increase the effectiveness of managing compliance and integrity within organizations. This contribution, therefore, conducts a conceptual analysis into the relationship between compliance and integrity. First, the meaning of compliance and integrity as individual concepts is discussed, followed by a comparison of the two concepts. The commonalities and differences that come to the fore then act as a stepping stone to unpack the various ways the concepts of compliance and integrity invoke each other. Based on this discussion a basic analytic framework is drawn up that summarizes the different valuations of the relationship between compliance and integrity. To illustrate their practical relevance, the different valuations depicted by the framework are illustrated with an example drawn from the defence industry. It concludes by discussing the implications of the analysis and suggesting some possible routes for further research.

This rapid literature review collates available literature on the impact of the Ukraine crisis on international climate and environment commitments and considerations. The review draws on a range of sources predominantly blogs, opinion pieces and snap analyses. Given the nature of the conflict, its myriad impacts and uncertain end point, this report should be reviewed with a degree of caution. As the analysis draws heavily on opinion pieces and snap analyses, these will likely be outdated relatively quickly, and some assumptions shown to be flawed. Similarly, as events evolve, some analysis will become redundant. The impact of Russia’s invasion of Ukraine on international climate and environment commitments and considerations will be complex and multifaceted and likely to evolve over time, key themes emerging in this report are as follows: Strategic cooperation or competition of states towards climate-related goals has long been anticipated to drive global political developments in the coming century. The nature of these volatile relationships has a determining factor on the scale, speed and final form of the transition to net zero, impacting politically, environmentally and economically. Climate change is not an isolated area of strategic concern; rather it should be understood as a pervasive condition with implications for most other areas of interstate competition and cooperation, from global trade to regulatory standards. In this sense, actors have climate-related incentives and imperatives to either cooperate or compete according to specific issue areas such as the economy or national security.

The paper in question outlines the main peculiarities of the phenomenon of headlines in terms of English discourse. Headlines are thought to be a critical component of journalism and media, as they shape initial readers’ impressions of a story serving as the first point of their contact. Using a corpus of headlines from various English-language publications (to be more precise, those of The Daily Mail and The New Yorker) the paper studies the linguistic features and strategies used in them. According to the conducted analysis it has been revealed that a range of linguistic devices, such as puns, alliteration, and rhyme are typical for headlines the use of which is justified by the desire to grab readers’ attention and make the headline more catchy. Additionally, headlines frequently employ exaggeration, hyperbole, and sensationalism to appeal to readers’ emotions and generate clicks. However, the study also finds that headlines can vary significantly across different genres and publications. For example, tabloid newspapers tend to prioritize sensationalism and entertainment value, while more serious publications tend to employ more understated and informative headlines. The relevance of the study is determined as well by the significant expansion of the influence of the media on society, as well as the growing interest in the methods by which this influence is strengthened. Overall, the paper sheds light on the complex and multifaceted phenomenon of headlines implemented in English discourse. By understanding the linguistic and rhetorical strategies employed in headlines, readers can better assess the accuracy and credibility of the suggested information and gain a more nuanced understanding of current events.

This rapid review updates a previous report (Fraser and Martineau-Searle, 2018) with evidence from 2018 onwards. It finds an evidence base on online gender-based violence (OGBV) covering a wider range of countries than the previous report. Some key findings on the nature and prevalence of OGBV include: The most recent surveys show a prevalence of OGBV ranging from 16% to 58%; Men and boys also experience online abuse in high numbers, but it is less likely to be gender-based; Several studies from different countries identify Facebook as the top location for incidents of OGBV; Higher levels of online harassment and abuse are faced by people with intersecting inequality factors; According to victim-survivors, perpetrators are more likely to be unknown and acting alone, but large numbers are known to the victims. Perpetrators themselves report divergent, multifaceted and often over-lapping motivations for their actions; Analysis of underlying drivers of OGBV highlights an overarching theme of power and control, and heteronormative expectations around gender roles and sexual practice. Many authors recommend that OGBV be understood as part of a continuum of abuse where normalised behaviours, such as sexual harassment in public spaces, shade into behaviours widely recognized as criminal, such as physical assault. The societal impact of OGBV includes: Media freedom is compromised; Democracy being undermined; Economic losses resulting from lost productivity; A ‘climate of unsafety’ prevails. Evidence base: The number of surveys about self-reported experiences with online harassment has increased rapidly. The majority of the research found during the course of this rapid review came from international and domestic non-governmental organisations and think-tanks. Academic research studies were also found, including several literature reviews.

Population growth, increasing prosperity and changing consumer habits globally are increasing demand for consumer electronics. Further to this, rapid changes in technology, falling prices, increased affordability and consumer appetite for new products have exacerbated e-waste management challenges and seen millions of tons of electronic devices become obsolete. This rapid literature review collates evidence from academic, policy focussed and grey literature on the technical aspects e-waste value chains. The report should be read in conjunction with two earlier reports on e-waste management1. E-waste is any electrical or electronic equipment, including all components, subassemblies and consumables, which are part of the equipment at the time the equipment becomes waste. The exact treatment of Waste from Electrical and Electronic Equipment (WEEE) can vary enormously according to the category of WEEE and technology that is used. Electrical and electronic items contain a wide variety of materials. As a result of this complex mix of product types and materials, some of which are hazardous (including arsenic, cadmium, lead and mercury and certain flame retardants) multiple approaches to WEEE are required, each with specific technical guidelines. This report is structured as follows: Section two provides an introduction to the technical aspects of e-waste management, including a reflection on the challenges and complexities of managing a range of product types involving a range of components and pollutants. Section three provides an annotated bibliography of key readings that discuss elements of the technical aspects of managing e-waste. This bibliography includes readings on national guidelines, training manuals and technical notes produced by the Basel convention and courses. WEEE recycling can be a complex and multifaced process. In order to manage e-waste effectively, the following must be in place Legislative and regulatory frameworks Waste Prevention and minimisation guidelines Identification of waste mechanisms Sampling, analysis and monitoring expertise Handling, collection, packaging, labelling, transportation and storage guidelines Environmentally sound disposal guidelines Management is further complicated by the speed of technological advance with technologies becoming redundant much sooner than initially planned. Case studies show that the average actual lifetimes of certain electronic products are at least 2.3 years shorter than either their designed or desired lifetimes.

The study was not designed to undertake an evaluation of the success or failure of reform. Nor was it specifically about the desirability or defects of the policy reform choices. It took these reform choices and the policy context as a given. It is important to note that the Delhi reforms had its share of criticisms (Kumar, 2016; Rampal, 2016). However, our goal was not to comment on whether these were the “right” reforms or have their appropriateness measured in terms of their technical capability. This study sought to understand the pathways through which policy formulations, designed and promoted by committed leaders (the sound and functional head of the flailing state), transmit their ideas and how these are understood, resisted, and adopted on the ground. In essence, this is a study that sought to illuminate the multifaceted challenges of introducing change and transition in low-capacity settings. Its focus was on documenting the process of implementing reforms and the dynamics of resistance, distortion, and acceptance of reform efforts on the ground. The provocative claim that this report makes is that the success and failure, and eventual institutionalisation, of reforms depend fundamentally on how the frontline of the system understands, interprets, and adapts to reform efforts. This, we shall argue, holds the key to upending the status quo of “pilot” burial grounds that characterise many education reform efforts in India. Reforms are never implemented in a vacuum. They inevitably intersect with the belief systems, cultures, values, and norms that shape the education ecosystem. The dynamics of this interaction, the frictions it creates, and reformers’ ability to negotiate these frictions are what ultimately shape outcomes. In the ultimate analysis, we argue that reforming deeply entrenched education systems (and, more broadly, public service delivery systems) is not merely a matter of political will and technical solutions (although both are critical). It is about identifying the points of reform friction in the ecosystem and experimenting with different ways of negotiating these. The narrative presented here does not have any clear answers for what needs to be done right. Instead, it seeks to make visible the intricacies and potential levers of change that tend to be ignored in the rush to “evaluate” reforms and declare success and failure. Moving beyond success to understand the dynamics of change and resistance is the primary contribution of this study.

Анотація:

The “Study on Disaster Risk Management A macroeconomic cost-benefit analysis for reducing the socio-economic risk of coastal erosion”, a dynamic modelling approach was developed to quantify the macroeconomic costs and benefits of investment in disaster risk reduction. The goal of the developed tool was multifaceted, with emphasis on assessing mixes of disaster risk reduction and financial protection instruments, and with a focus on addressing shortfalls in current disaster risk modelling methods. This work serves as the final report of the project and presents the results of an application of the developed Dynamic Model of Multi-hazard Mitigation Co-benefits (DYNAMMICs) framework to the country case of Barbados, demonstrating the applicability of the approach through empirical assessment of DRR investment options to combat coastal hazards facing the island country.
