Purpose – The purpose of this paper is to reset the performance bar for the Caribbean professional through the identification and classification of core competencies and skills sets for academic librarians at The University of the West Indies (UWI), Mona Campus. Design/methodology/approach – Competency documents published by various library profession organizations and academic libraries across various geographic regions were content analysed to identify the major skills and competencies of highly skilled professionals. Findings – Core competencies selected for The UWI Mona Library are: first, uses professional knowledge and practice to lead staff and manage resources; second, identifies emerging trends and supports innovations; third, demonstrate willingness to embrace change and utilize best practices in service delivery; fourth, analyses situations for appropriate solutions; fifth, interacts positively and effectively with others; sixth, develops an environment that leads and manages change; seventh, manages and mentors staff; eight, sets clear goals and objectives while providing specific performance and feedback. Research limitations/implications – The competencies profile developed reflects the unique compositions of competencies required by academic librarians working in a twenty-first century, Caribbean, regional, academic/research environment. Practical implications – This framework will effectively guide the exercises of employee selection and succession planning within the library organization. Ensuring that the best employees are selected augurs well for succession planning within an organization. Social implications – A competencies profile provides rationale for the provision of transparent employee selection criteria. The framework is intended to set meaningful professional development goals and align those goals with the vision, mission and objectives of organizations. Originality/value – This paper presents the English-speaking Caribbean context for core competencies formulation and a listing of required competencies for The UWI, Mona Library professional.

Underwater wireless sensor networks have grown considerably in recent years and now contribute substantially to ocean surveillance applications, marine monitoring and target detection. However, the existing deployment solutions struggle to address the deployment of mobile underwater sensor nodes as a stochastic system. The system faces internal and external environment problems that must be addressed for maximum coverage in the deployment region while minimizing energy consumption. In addition, the existing traditional approaches have limitations of improving simultaneously the objective function of network coverage and the dissipated energy in mobility, sensing and redundant coverage. The proposed solution introduced a hybrid adaptive multi-parent crossover genetic algorithm and fuzzy dominance-based decomposition approach by adapting the original non-dominated sorting genetic algorithm II. This study evaluated the solution to substantiate its efficacy, particularly regarding the nodes’ coverage rate, energy consumption and the system’s Pareto optimal metrics and execution time. The results and comparative analysis indicate that the Multi-Objective Optimisation Genetic Algorithm based on Adaptive Multi-Parent Crossover and Fuzzy Dominance (MOGA-AMPazy) is a better solution to the multi-objective sensor node deployment problem, outperforming the non-dominated sorting genetic algorithm II, SPEA2 and MOEA/D algorithms. Moreover, MOGA-AMPazy ensures maximum global convergence and has less computational complexity. Ultimately, the proposed solution enables the decision-maker or mission planners to monitor effectively the region of interest.

In modern warfare, the comprehensiveness of combat domain and the complexity of tasks pose great challenges to operational coordination.To address this challenge, we use the improved triangular fuzzy number to express the combat mission time, first present a new multi-objective operational cooperative time scheduling model that takes the fluctuation of combat coordinative time and the time flexibility between each task into account. The resulting model is essentially a large-scale multi-objective combinatorial optimization problem, intractably complicated to solve optimally. We next propose multi-objective improved Bat algorithm based on angle decomposition (MOIBA/AD) to quickly identify high-quality solutions to the model. Our proposed algorithm improves the decomposition strategy by replacing the planar space with the angle space, which helps greatly reduce the difficulty of processing evolutionary individuals and hence the time complexity of the multi-objective evolutionary algorithm based on decomposition (MOEA/D). Moreover, the population replacement strategy is enhanced utilizing the improved bat algorithm, which helps evolutionary individuals avoid getting trapped in local optima. Computational experiments on multi-objective operational cooperative time scheduling (MOOCTS) problems of different scales demonstrate the superiority of our proposed method over four state-of-the-art multi-objective evolutionary algorithms (MOEAs), including multi-objective bat Algorithm (MOBA), MOEA/D, non-dominated sorting genetic algorithm version II (NSGA-II) and multi-objective particle swarm optimization algorithm (MOPSO). Our proposed method performs better in terms of four performance criteria, producing solutions of higher quality while keeping a better distribution of the Pareto solution set.

Abstract From space, the Pacific glitters in ocean blue. What might the world’s largest ocean contribute to missio Dei? A spiral methodology is used to trace connections between the baptism of Jesus, early Christian art, recent legal (Treaty of Waitangi Tribunal) research and indigenous knowing, including ocean voyaging, ancestor understandings of whirlpools, Māori water rites and oral history of river beings (taniwha). The argument is that indigenous Oceanic (Māori) understandings of water, in conversation with baptismal narratives, present missio Dei as an immersion in God. Mission is located not in the activity of the church – and hence mission expansion as part of European colonisation – but in the being and becoming of God. Creation and redemption are interconnected and an environmental ethic is expected. Children of the waters (ngā tamariki o te Moana nui a Kiwa) listen to creation’s voice (taniwha speaking) and act for the life (waiora) of water.

We summarize an interesting set of solar system predictions that we have recently derived for modified Newtonian dynamics (MOND). Specifically, we find that strong MOND behavior may become evident near the saddle points of the total gravitational potential. Whereas in Newtonian theory tidal stresses are finite at saddle points, they are expected to diverge in MOND, and to remain distinctly large inside a sizable oblate ellipsoid around the saddle point. While strong MOND behavior would be a spectacular "backyard" vindication of the theory, pinpointing the MOND bubbles in the setting of the realistic solar system may be difficult. Space missions such as the LISA Pathfinder, equipped with sensitive accelerometers, may be able to explore the larger perturbative region.

O uso de veículos aéreos não tripulados (VANTs) tem se tornado cada vez mais comum, principalmente em aplicações de uso civil. No cenário militar, o uso de VANTs tem focado o cumprimento de missões específicas que podem ser divididas em duas grandes categorias: sensoriamento remoto e transporte de material de emprego militar. Este trabalho se concentra na categoria do sensoriamento remoto. O trabalho foca a definição de um modelo e uma arquitetura de referência para o desenvolvimento de sensores inteligentes orientados a missões específicas. O principal objetivo destas missões é a geração de mapas temáticos. Neste trabalho são investigados processos e mecanismos que possibilitem a geração desta categoria de mapas. Neste sentido, o conceito de MOSA (Mission Oriented Sensor Array) é proposto e modelado. Como estudos de caso dos conceitos apresentados são propostos dois sistemas de mapeamento automático de fontes sonoras, um para o caso civil e outro para o caso militar. Essas fontes podem ter origem no ruído gerado por grandes animais (inclusive humanos), por motores de combustão interna de veículos ou por atividade de artilharia (incluindo caçadores). Os MOSAs modelados para esta aplicação são baseados na integração de dados provenientes de um sensor de imageamento termal e uma rede de sensores acústicos em solo. A integração das informações de posicionamento providas pelos sensores utilizados, em uma base cartográfica única, é um dos aspectos importantes tratados neste trabalho. As principais contribuições do trabalho são a proposta de sistemas MOSA, incluindo conceitos, modelos, arquitetura e a implementação de referência representada pelo sistema de mapeamento automático de fontes sonoras.
The use of unmanned aerial vehicles (UAV) has become increasingly common, particularly in civilian applications. In the military scenario, the use of UAVs has focused the accomplishment of specific tasks in two broad categories: remote sensing and transport of military material. This work focuses the remote sensing category. It address the definition of a model and reference architecture for the development of smart sensors oriented to specific tasks. The main objective of these missions is to generate thematic maps. This work investigates processes and mechanisms that enable the automatic generation of thematic maps. In this sense, the concept of MOSA (Mission Oriented Sensor Array) is proposed and modeled. As case studies, we propose two automatic mapping systems for on-the-ground generated sound sources, one for the civilian case and one for the military case. These sounds may come from the noise generated by large animals (including humans), from internal combustion engine vehicles or from artillery activity (including hunters). The MOSAs modeled for this application integrate data from a thermal imaging sensor and an on-the-ground network of acoustic sensors. The fusion of position information, provided by the two sensors, into a single cartographic basis is one of the key aspects addressed in this work. The main contributions are the proposed MOSA systems, including concepts, models and architecture and the reference implementation comprised by the system for automatic mapping of sound sources.

Los resultados han sido interpretados en el contexto de la producción de WIMPs (Weak Interactive Massive Particles), un modelo de grandes dimensiones espaciales adicionales (ADD), y la producción de gravitinos ligeros en asociación con un squark o gluino en teorías Supersimétricas. This thesis presents results on the search for new phenomena in mono-jet events using proton-proton data collected by the ATLAS experiment at LHC collider with center-of-mass-energies of 7 TeV (in 2010 and 2011) and 8 TeV (in 2012). The results have been interpreted in the context of the production of Weak Interactive Massive Particles (WIMPs), a model with Large Extra Dimensions (ADD), and the production of light gravitinos in association with a squark or a gluino in Supersymmetry. The full 7 TeV dataset and nearly half of 8 TeV one have been used, and the results led to two papers and two public notes within the ATLAS collaboration.

This thesis examines the interplay between autonomy and dependence in domestic relations in a north Queensland urban Aboriginal community. Autonomy and dependence are mutually related principles of sociality which structure not only gender roles in Aboriginal domestic life, but also the relationships Aboriginal people establish with Europeans. This thesis offers a different view of the nature of households and the dynamics of gender relations in Aboriginal households from the prevailing emphasis on matrifocality as a dominant form in contemporary Aboriginal domestic life. Although matrifocality may be a feature of certain of the mundane dynamics of households, the model fundamentally misrepresents power relationships. In this thesis Aboriginal domestic relations and household organisation are approached through an appreciation of the historical circumstances which have influenced gender roles within the Aboriginal family. The contemporary Aboriginal family, it is argued, is more complex in its internal dynamics than was previously thought and cannot be understood without considering both the relationship between Aboriginal people and the State, and the specific cultural patterns of household life. Today the majority of Kuranda Aboriginal households depend on welfare income with little opportunity for wage labour. Women appear to be materially advantaged by welfare benefits and to have a potential for consolidating this advantage through their prominence in domestic life. But in practice Aboriginal men dominate domestic relations and succeed in monopolising the material resources of others, particularly those resources belonging to women. Cultural ideals about gender roles in domestic life cast women as nurturers who look after children and men, as their dependents. Through these ideals men legitimate their relationships with women and lay claim to women’s goods and services. In the same cultural process women themselves expect to look after and provide for others. Autonomy in such relationships emerges as the ability to appropriate and command the resources of another, but paradoxically this is achieved often through a position of dependence. Consequently, a woman with many resources is constantly under pressure from claims by dependent men to relinquish her resources. Thus she loses any capacity for, or means to control the accumulation of goods and services. The same principles structure wider Aboriginal social relations. Aboriginal people in Kuranda often became dependents of Europeans in a boss-dependent relationship where the primary aim of the relationship from the Aboriginal point of view, is access to the goods and services of their boss. In the domestic sphere the Aboriginal boss is usually a woman who must care for her dependents. Similarly, Aboriginal people structure their relationships with Europeans by seeking a European boss, who is also like to be female, as an extension of the same principle of dependency and autonomy. Aboriginal people develop gender relationships of this kind within their own community and they work successfully, but the same relationships with Europeans, even within the same sex, lack a mutual understanding of the basis and expectations of the arrangement. Subsequent cultural misunderstandings ultimately marginalise, not maximise, the knowledge and involvement of Aboriginal people with the wider society.

Christian monasticism originated in Egypt and then spread to the rest of the Christian church. Coptic monks made a significant contribution to Christian theology and spirituality through their distinctive approach to the life of faith. This study by a Coptic monk analysis Coptic missionary spirituality as it flowered in the fourth and fifth centuries. Chapter 2 introduces the three main types of Coptic monasticism and the key figures in each of the three types. Chapter 3 describes the centripetal dimension of their mission, indicating how they attracted a wide.variety of people to a committed Christian life through their holiness, simplicity and humility. Chapter 4 discusses their "outreaching" mission of love: their preaching in harmony with the culture of people, their concern for the poor and oppressed, their healing miracles and exorcisms, their defense of the Orthodox faith against heresy. Chapter 5 summaries the findings of the study and identifies priorities for further research.

This dissertation presents a search for dark matter particles produced in association with a Z boson in proton-proton collisions. The dataset consists of 139 fb^{-1} of collision events with centre-of-mass energy of 13 TeV, and was collected by the ATLAS detector from 2015-2018 at the Large Hadron Collider. Signal region events are required to contain a Z boson that decays leptonically to either e^+e^- or μ^+μ^-, and a significant amount of missing transverse momentum, which indicates the presence of undetected particles. Two types of dark matter models are studied: (1) simplified models with an s-channel axial-vector or vector mediator that couples to dark matter Dirac fermions, and (2) two-Higgs-doublet models with an additional pseudo-scalar that couples to dark matter Dirac fermions. The main Standard Model background sources are ZZ, WZ, non-resonant l^+l^-, and Z+jets processes, which are estimated using a combination of data and/or simulation. A new reweighting technique is developed for estimating the Z+jets background using γ+jets events in data; the resulting estimate significantly improves on the statistical and systematic errors compared to the estimate obtained from simulation. The observed data in the signal region are compared to Standard Model prediction using a transverse mass discriminant distribution. No significant excess in data is observed for the simplified models and two-Higgs-doublet models studied. A statistical analysis is performed and several exclusion limits are set on the parameters of the dark matter models. Results are compared to direct detection experiments, the CMS experiment, and other ATLAS searches. Prospects and improvements for future iterations of the search are also presented.

Das Ziel dieser missiologischen Arbeit besteht darin, herauszufinden, welche Art von Kirche in einer globalisierten und zunehmend multikulturellen Gesellschaft gebaut werden muss, damit das Evangelium als Gute Nachricht für alle Völker gehört werden kann. Nach der Arbeitsweise der Kontextuellen Theologie wird induktiv gefragt, in welcher Welt wir im Deutschland des 21. Jahrhunderts leben. Anschließend wird die deduktive Rückfrage an die Schrift gestellt, ob sie etwas Grundsätzliches zum Thema einer zunehmend multikulturellen Gesellschaft zu sagen hat. Die Reflektion der Ergebnisse beider Schritte führt zu konkreten Gestaltungsschwerpunkten der interkulturellen Ekklesia. Auf Grund der Forschungsergebnisse werden Thesen zur (missions-) theologischen, evangelistischen, soziokulturellen und politischen Relevanz formuliert. Die vorliegende Studie will einen Beitrag für die Grundlagen des interkulturellen Gemeindeaufbaus geben. Sie zeigt die signifikanten Unterscheidungsmerkmale zwischen mono- und interkulturellem Gemeindebau auf. Sie beschreibt das evangelistische und gesellschaftstransformatorische Potenzial der interkulturellen Gemeinde und skizziert die gesellschaftlichen Auswirkungen, die ein rein monokultureller Gemeindebau in multikultureller Umgebung hat
The objective of this missiological study is to determine which kind of church needs to be built in a globalised and increasingly multicultural society, in order for all people to be able to hear the gospel as good news. In accordance with the method of contextual theology, the question is raised inductively, in which kind of world we live today. Subsequently, a further inquiry is made into the Scriptures: whether they answer fundamental questions about the issue of an increasingly multicultural society. A reflection on the results of both steps leads to the establishment of key points for the formation of an intercultural ecclesia. On the basis of the research results, hypotheses about (mission)theological, evangelistic, socio-cultural and political relevance are developed. The study presented reveals the significant, distinctive features of mono- and intercultural church development. It describes the potential of the intercultural church for evangelism and social transformation and outlines the social effects of purely monocultural church development in a multi-cultural environment

AbstractTask-oriented programming (top) is a new programming paradigm for specifying multi-user workflows. To reason formally about top programs, a formal language called TopHat has been designed, together with its operational semantics. For proving properties about task-oriented programs, it is desirable to know when two TopHat-programs are semantically equivalent. This paper aims to answer this question. We show that a task can be in either one of five conditions, and for every two tasks in the same condition, we define what it means for them to be semantically equivalent. Using this definition, we study a number of transformation laws for TopHat-programs, which can be used by developers and compilers to optimise top-programs. We show that the "Image missing" operation on types in TopHat is a functor but cannot be a monad. We support our findings with proofs formalised in the dependently typed programming language Idris.

This chapter discusses the activities of the Irish Buddhist monk and anti-colonial activist U Dhammaloka in Siam (today’s Thailand), the Straits Settlements, and Federated Malay States (today’s Singapore and Malaysia) in 1903–5. It discusses his alliance with the saopha (ruler) of the Shan state of Kentung on the Burmese borders, his foundation of a bilingual school at Wat Ban Thawai in Bangkok, his finding a Chinese patron in Singapore, founding of a Buddhist school and mission there and involvement with multiethnic networks, his work in Penang, and his time in India. The chapter also discusses the plebeian cosmopolitanism which he both embodied and drew on: an everyday cooperation across supposedly fixed ethnic and racial barriers that characterized both mundane labour and Buddhist revival movements in this period.

It recounts how Pijade would become Tito's most reliable man and his most capable administrator, marking the beginning of the famous Tito-style cadre selection. It also highlights Tito's creation of his own apparatus within the apparatus, a secret group of henchmen within the global communist empire. The chapter elaborates Pijade's role as a consigliere, who carried out the most delicate missions, such as politically liquidating rivals and commanding troops and entire provinces in wartime. Pijade wrote the Yugoslav Constitution, led the highest-ranking diplomatic delegations, and was the deputy chairman of the Presidium of the Federal Assembly.

Abstract Public relations, with its distinctive language practice, is not a random development; its origins and features can be traced to its entanglement with the 1947 formation of the Mont Pèlerin Society (MPS), and key figures such as free-market economist Friedrich Hayek. Embarking on a closely guarded mission to spread the seemingly outdated MPS ideas in the United States, Hayek encountered postwar public relations and business conservatives who established links with early libertarian think tanks like the Foundation for Economic Education (FEE). These private research institutions, and the various neoliberal voices active at this time, as well as the tensions and struggles between them, established a powerful proto-narrative that expounded the virtue of an individual’s pursuit of faith, prosperity, and freedom, through the power of a market unfettered by government and regulation. This discursive dynamic with canonical power may go some way to explain the failures of public debates today.

Columnists his attention directed not only for masking or elimination of existing defects in beauty, but also on aspects of preventive maintenance of health, promoting specific patterns of clothes for girls. The suggestions contained in this guides was orienting in some way young ladies, made them realize for what they should pay special attention in daily treatments for a beautiful exterior.

The potential for significant MOSA benefits appears unachieved to date. Recently, the requirement to use a MOSA has been made statutory and regulatory (Ref. 1-5). Previous work (Ref. 6) suggested that a customer-controlled component architecture is a necessary activity to achieve MOSA technical and business benefits across multiple programs. This paper extends that premise while previewing the concept of an Enterprise Product Architecture (EPA) for use in an acquisition environment where there is a requirements organization is contractually separated from the development organization. The requirements organization is composed of an enterprise that is responsible for multiple subordinate programs, and each subordinate program is responsible for developing major systems with their suppliers. Industry product line approaches developed the concept of an EPA (Ref. 7). This paper explores how an EPA can be used to set an enterpriselevel MOSA to increase opportunities to achieve expected MOSA benefits in the context of a multi-tiered acquirer with multiple programs using different contracts with different suppliers. This paper is a preview for a more detailed version of this concept planned for a future publication. The technical approach previewed in this paper leads to a product line strategy for the enterprise focused on software and data. This paper defines key terms used for the development and application of an Enterprise Product Architecture (EPA). Products to be acquired would be accomplished through the interaction of the subordinate programs and their supplier(s). The development of the EPA begins with the establishment of functional boundaries. Interfaces between functional boundaries will be defined as a result of operational analysis that recognizes how different functional groupings interact to accomplish operational behaviors. Interfaces between functional groupings will be defined at a logical level to enable the incorporation of diverse products to accomplish requirements in the functional grouping. This paper previews the use of three independent categories of functional product groupings: Mission, Utility, and Infrastructure. EPA development includes the establishment of functional groupings that enable capabilities to be agnostic of the underlying infrastructure, hence the reason for the separately categorized Infrastructure functional groupings. Utility functional groupings represent a class of applications that provide operational functionality used by more than one Mission functional grouping. The Utility functional groupings facilitate integration and orchestration of Mission functions. Mission functional groupings represent the rest of the non-infrastructure capabilities needed for the programs to accomplish their operations.

This paper presents the application of advanced optimization techniques to Unmanned Aerial Systems (UAS) Mission Path Planning System (MPPS) using Multi-Objective Evolutionary Algorithms (MOEAs). Two types of multi-objective optimizers are compared; the MOEA Non-dominated Sorting Genetic Algorithms II (NSGA-II) and a Hybrid Game strategy are implemented to produce a set of optimal collision-free trajectories in three-dimensional environment. The resulting trajectories on a three-dimension terrain are collision-free and are represented by using Be´zier spline curves from start position to target and then target to start position or different position with altitude constraints. The efficiency of the two optimization methods is compared in terms of computational cost and design quality. Numerical results show the benefits of adding a Hybrid-Game strategy to a MOEA and for a MPPS.

Simple and efficient methods for the purification of functionally active clotting factors in good yields are still missing. The purpose of the present study was to design a chromatographic procedure for the isolation of protein C (PC) and its snake venom activators taking advantage of the high resolution, high speed of analysis and sensitive detection of high performance liquid chromatography.PC was purified from a human plasma concentrate containing vitamin Kdependent proteins using a Mono Q anion exchanger. Electrophoretic titration curve was used to serve as a guide for finding approximate conditions for separations. Elution profiles for vitamin K-dependent proteins were determined. PC was assayed by both immunological and functional methods. For the latter methods, protein C activators (PCA) were isolated from snake venoms of Agkistrodon c, -contortrix (ACC) and Agkistrodon c, mokasen.Both venoms (pooled samples)were found to contain at least two different PCA. AtpH 6.5> by simple one step procedures either an acidic PCA (on a Mono Q) or a basic PCA (on a Mono S) was isolated. A great diversity was found among venom samples from specimen originating from a small geographic area near Philadelphia (USA). In six out of the nine analysed ACC venoms only the acidic PCA was present.In conclusion, an optimum separationof protein C onthe Mono Q at pH 8.0 was proposed (usual recovery 90-95%).Optimalization of the salt gradient was considerably more effective than the pH changes. A great individual variability has to be taken into account when snake venoms are used as a source of protein C activators.
