Today, a brand new strategy that can foster agricultural production is being shaped based on IT solutions. The paper characterizes the state and prospects for the development of digital farm management, the challenges of mastering digital innovations by agricultural enterprises and ways to tackle them at the present stage. A study is relevant due to the lack of a conceptual approach to the evolution of information digital systems in the sector of ameliorative economy in the context of growing requirements for environmental safety and competitiveness of agricultural production. The solutions to create a common information environment uniting an enterprise with suppliers of resources and consumers of products (services) are also increasingly relevant today. A methodological toolkit rests on some general scientific approaches, including analysis and synthesis, methods of deduction and systems analysis, cluster approach. After careful evaluation of automated processes at reclamation enterprises, there can be no doubt that it is necessary to improve the efficiency of information and technological support for management decisions by digital systems. The challenges are related to: lack of proper concept and methodology of modern digital systems, as well as procedures for the integration cooperation of information resources and a digital management system operations for managing them; unified algorithms for handling information; automation operations that meet the present management requirements; qualified experts encouraged to improve the use of digital technologies. The basic procedures for enhancing digital systems at enterprises include: analytical evaluation of current production situation, development of a functional design and model of the integrated digital system; creation of a mechanism for its implementation. In the process of transforming digital support for managerial actions, the following actions are possible: modification of the structure of existing processes; automation of conventional technological and organizational production procedures; alignment of existing processes subject to the technologies being integrated; identification of new opportunities for operations.

Abstract The modernization of reservoir management is of great significance to the coordinated development of the region. There are many factors affecting the modernization of reservoir management, and there is a certain degree of ambiguity, randomness and uncertainty among the factors. It is difficult to evaluate the modernization of reservoir management comprehensively by traditional methods. This study first studies the connotation of reservoir management modernization under the concept of coordinated development; that is, securitization, economization, scientificalization and greenization. On this basis, a modernization evaluation system and AHP-Fuzzy evaluation model for reservoir management are constructed. Then, an empirical study is conducted with six large reservoirs in Jiangxi Province of China. The results show that the modernization level of large-scale reservoir management in Jiangxi Province is generally above the middle level, and the economic management and engineering management level of some reservoirs is relatively low, resulting in a low scientific and economic level of reservoir management, which is a key factor restricting the process of reservoir management modernization.

Purpose – to analyze the management of technological modernization of the national economy, identify areas for its implementation, current issues of management of technological modernization of the regional economy and consider proposals on the issue.Methodology – the study used the "methodology for calculating the dynamics of production capacity", theoretical and empirical research methods.Originality / value – that the expansion of market relations, recent changes in the system of economic management have had a significant impact on the place and role of regions in the economic system. In this regard, the issues of management of technological modernization of the region's economy, state regulation of their development will undoubtedly become relevant.Findings – the directions, criteria and methods of managing the technological modernization of the economy of the Zhambyl region are investigated and structured. In the technological modernization of enterprises in the region, the organization of technical cooperation between business and government has established itself as one of the options. Given that currently the main economic activity is carried out in the regions, it is important to ensure adequate financial independence to meet the challenges of economic and technological modernization. In this regard, the issues of delimitation of powers between the levels of management of technological modernization of the Zhambyl region, regulation of interbudgetary relations were considered as the main conditions for economic growth in Kazakhstan. The solution of such important issues is directly related to the development of regional economic management.

The Constitution of Ukraine recognizes that the safety of a person, his life and health is the highest social value. Every citizen of Ukraine has a constitutional right to a safe environment for life and health. These inalienable constitutional rights and freedoms of man and society in general are objects of national security of Ukraine. In addition, Ukrainian legislation on the protection and management of atmospheric conditions is represented by an extensive system of regulations, most of which are bylaws. This includes 12 technological regulations, 2 instructions, 2 procedures, 2 lists, and at least 4 other regulations. All of them exist to ensure the regulation of a wide range of environmental issues, including the management of atmospheric air.
Конституція України визнає, що безпека людини, її життя та здоров'я є найвищою соціальною цінністю. Кожен громадянин України має конституційне право на безпечне середовище для життя та здоров'я. Ці невід’ємні конституційні права та свободи людини та суспільства загалом є об’єктами національної безпеки України. Крім того, українське законодавство про охорону та управління атмосферними умовами представлено розгалуженою системою нормативних актів, більшість з яких є підзаконними актами. Це включає 12 технологічних регламентів, 2 інструкції, 2 процедури, 2 списки та принаймні 4 інші нормативні акти. Усі вони існують для забезпечення регулювання широкого кола екологічних питань, включаючи управління атмосферним повітрям.

Through a series of three standalone yet related essays, this thesis theorizes effects of the government administration context in developing countries on situated IT-enabled practices. It develops arguments on the capacity of the institutional logics perspective for explaining complex interactions between the broader social context and IT-enabled practices carried out by situated actors in the public administration of developing countries. We theorize IT-enabled rationalization—a process through which inefficiencies, and dysfunctional institutionalized practices are transformed through IT—as the hybridizing outcomes from the resolutions in practice of often incompatible institutional logics of administration with those introduced by IT. Through a case study of IT modernization initiatives at Ghana’s customs organization, these arguments are developed by identifying historically formed administration logics and the consequences of their interplay with idealtypic public administration logics introduced through IT. We find that rather than forcing out dysfunctional practices and replacing them with IT-driven ones i.e., replacing old logics with new, as is often an implicit goal of IT adoption in such settings, the two sets of incompatible logics are instead comingled in practice through a process identified as blending. This suggests that IT adoption in the public administration of developing countries might enable rationalization, although not independently of countervailing broader institutional context.

Strategic planning can be a critical business process for today’s organizations, especially for IT organizations that are facing continually changes in technology. This research was designed to investigate IT organizations’ use of strategic planning and determine if the organization uses their strategic plan to set project priorities. The second part of this research was to determine if the IT strategic plans are aligned with the overall organization’s strategic plan. This research was conducted using a mail-type survey to IT Executives from organizations with sales/revenues under 100 million dollars, a maximum of 5000 employees, and SIC codes of 201 thru 399. The selected organizations were mailed a survey packet followed by a phone call for all non-responding organizations. The findings that resulted from this research showed that there is statistical evidence to support that organizations do perform the business process of developing a strategic plan. This research also showed that IT organizations do develop an IT strategic plan. However, there is not a high correlation between the organization’s strategic plan and the IT strategic planning process. If the IT organization has a strategic plan, then the plan is reviewed on a regular basis, referenced for project prioritization, and the IT employees are familiar with the plan.

This thesis focuses on the implications of New Public Management and Modernization reform policies in the National Probation Service. In an attempt to understand how National Probation Service employees .make sense of those reforms, actors' organizational context, their organizational identity and roles have been explored. The study takes interpretivist, qualitative approach. It is based on ethnographic data, collected over a one-year period in an English regional probation service (RPA). In the course of the fieldwork, forty. five employees were interviewed. Data were also collected through participant observation, and analysis of formal documents. Empiric,al and theoretical contributions emerge from this thesis. The former relate to control, organizational identity, and role issues in the probation service, while the latter relate to resistance.

For decades, the United States (U.S.) Department of Defense (DoD) has developed, deployed, and operated hundreds of different types of systems as components of systems-of-systems. Achieving and maintaining joint systems-of-systems interoperability as new systems are added is a constant problem. The Army, Navy, U.S. Marine Corps, and Air Force each develop requirements, budgets, and acquire, field and operate systems that function as part of joint systems-of-systems. Technology and threats are rapidly evolving. These globally deployed systems and systems-of-systems employed by combatant commanders must be continuously modernized or risk becoming obsolete, resulting in potential mission failure and loss of life.

Using a wireless telecommunications interface standard case study, this research developed a unique method of planning systems-of-systems modernization using a system dynamics (SD) approach. This approach: a) accounts for key factors that influence the dynamic behavior of systems-of-systems modernization, impacting the ability to modernize systems-of-systems, and b) enables what-if analysis, and decision-making support of systems-of-systems modernization planning options. This research used a mixed-methods approach to demonstrate that the SD model is measurably superior to past practice. Quantitative statistical analysis was performed on 20 years’ (2001–2020) of data. A qualitative, scenario-based approach was used to develop an SD model. The results demonstrate that engineers, managers, and senior decision makers in the DoD can realize statistically significant gains by using an SD model to develop and explore systems-of-systems modernization planning options. This research’s original contribution to knowledge is the development and validation of an SD model for planning systems-of-systems modernization using a mixed-methods research approach.

Pastoral nomadism in arid and semiarid regions has evolved over many centuries as a rational response to uncertain climatic conditions and fragile ecosystems. Nomads are the main inhabitants of the bast area of marginal rangeland in Saudi Arabia. However, in the past few decades, modernization, in the form of improved transportation and access to water, combined with government subsidy of supplemental barley to the nomads of regions such as At-Taisyiah in the northern part of Saudi Arabia have provided the nomadic tribes with a buffer against uncertain climatic conditions and against the consequences of increasingly aggressive grazing of the range. In this study, an integrated approach is adopted to assess the impact of modernization and government intervention on the nomads and on the health of rangelands in At-Taisyiah. The approach consisted of interview with nomads in the region, a socio economic study of the region's nomadic lifestyle, analyses of several range capability assessment studies, and utilization of stochastic simulation models. Three major areas were identified in need of major improvements. These are the nomads' perception of range land resources, use of rangeland, and government policies towards nomads and rangeland. Improvement in these areas will play a major role in slowing the acceleration of desertification of marginal range lands in Saudi Arabia. comparison of Monte-Carlo simulations of four different grazing intensity scenarios and 12 different levels of government subsidies confirmed that lower grazing intensities provide the only means for sustainable utilization and for the combating of desertification of the rangelands in At-Taisyiah region.

Магістерська дисертація на здобуття ступеня магістра на тему «Управління модернізацією виробничої діяльності підприємства» містить 98 сторінок, 47 таблиць, 8 рисунків, 3 додатків. Актуальність теми дослідження зумовлена тяжкими конкурентними умовами, нечисленність фінансових ресурсів та малорозвиненість в організації виробничої діяльності. Причиною цього є також відставання у розвитку інформатизації, глобалізації та адаптаційних виробничих систем. У сучасній українській економіці спостерігається відсутність узгодженості між імовірними можливостями промислових підприємств, які, з одного боку, присутні у технологіях та техніці, а з іншого боку - у методиці організації виробництва. Необхідність вирішення порушених питань потребує розроблення організаційно - економічного механізму модернізаційного розвитку підприємства. Зв’язок роботи з науковими програмами, планами, темами. Робота виконувалася згідно з планом наукових досліджень кафедри менеджменту КПІ ім. Ігоря Сікорського у межах науково-дослідної теми «Управління розвитком інноваційного підприємництва в умовах неоіндустріальної економіки» (№ ДР 0118U100598). Автором узагальнено та обґрунтовано управління модернізацією виробничої діяльності підприємства, зокрема запропоновано процедуру управління процесом модернізації. Метою магістерської роботи є узагальнення теоретико-методичних засад та розроблення практичних рекомендацій з управління модернізацією виробничої діяльності підприємства. Об’єктом дослідження є процеси модернізації виробничої діяльності підприємства. Предметом дослідження є теоретичні, методичні та прикладні засади управління модернізацією виробничої діяльності підприємства. База дослідження: ТОВ «Нібулон». У процесі виконання магістерської роботи основою магістерської роботи виступив системно-структурний підхід, що розглядає процес управління модернізацією виробничої діяльності підприємства як цілісну структуровану систему, що є одночасно частиною управління підприємством в цілому. Вирішення поставлених у роботі завдань забезпечувалося використанням основних методів дослідження, а саме методів наукової абстракції, аналізу, синтезу, систематизації, узагальнення, логічного аналізу, системного підходу. Для розв’язання визначених завдань також застосовувалися наступні методи: монографічний – при вивченні літературних джерел та нормативно-правових актів, теоретичне узагальнення, порівняння та аналогії – для розкриття сутності понять “модернізація” та “управління”, балансовий та аналізу – для дослідження тенденцій функціонування підприємства, синтезу – для формування висновків та контролю господарської діяльності підприємства. Науковою новизною одержаних результатів полягає у розробленні практичних рекомендацій з удосконалення управління модернізацією виробничої діяльності підприємства, зокрема запропоновано процедуру управління процесом модернізації виробничої діяльності підприємства, що реалізується в межах розробленого проєкту. The master's dissertation for a master's degree on "Management of modernization of production activities of the enterprise" contains 98 pages, 29 tables, 10 figures, 6 appendices. The relevance of the research topic is due to difficult competitive conditions, lack of financial resources and underdevelopment in the organization of production activities. The reason for this is also the lag in the development of informatization, globalization and adaptive production systems. In the modern Ukrainian economy there is a lack of consistency between the probable capabilities of industrial enterprises, which, on the one hand, are present in technology and engineering, and on the other hand - in the methodology of organization of production. In the process of master's work the basis was a system-structural approach, which considers the process of managing the modernization of production activities of the enterprise as a holistic structured system, which is also part of the management of the enterprise as a whole. The solution of the tasks set in the work was provided by the use of basic research methods, namely the methods of scientific abstraction, analysis, synthesis, systematization, generalization, logical analysis, systems approach. The following methods were also used to solve certain tasks: monographic - in the study of literature and regulations; theoretical generalization, comparison and analogy - to reveal the essence of the concepts of "modernization" and "management"; method of analysis - to study the trends of the enterprise; method of synthesis - to draw conclusions and control the economic activities of the enterprise. The scientific novelty of the results is the development of practical recommendations for improving the management of modernization of production activities of the enterprise, in particular, proposed a procedure for managing the process of modernization of production activities, implemented within the project of modernization of production activities. The practical significance of the obtained results lies in the substantiation of the directions of increasing the management system’s efficiency of the production activity’s modernization of the enterprise. Дисертація присвячена поглибленню теоретичних положень щодо модернізації підприємств інфраструктурної сфери, обґрунтування методологічних засад та практичних рекомендацій щодо формування й імплементації імперативів модернізації підприємств в умовах інноваційного розвитку економічних систем. Сформовано авторські класифікаційні ознаки у визначенні видового різноманіття модернізації підприємств, до яких віднесено об’єктність, характер і спрямованість впливу. Виокремлено понятійні інтерпретації імперативів модернізації економічних дослідженнях, що дозволило встановити їх місце і роль в розвиткових процесах на підприємствах інфраструктурної сфери. Обґрунтовано авторські концепції формування імперативів модернізації, що розкривають інноваційній, просторові та інтеграційні засади розвитку підприємства у процесі «модернізаційні зміни» - «системні зрушення» - «реформаційні трансформації» - «інноваційний розвиток» - «модернізація». Акцентовано пріоритетність стратегічної концепції модернізації підприємств інфраструктурної сфери, що спровокована необхідністю формування базових імперативів: ресурсоефективності, інтелектуалізації та інституційнійності. Виокремлено мотиватори та каталізатори модернізації підприємств, що детермінується інноваційним розвитком. Описано роль і вплив інноваційного розвитку на трансформацію активів підприємства у процесі «ресурсозабезпечення» - «інтелектуалізація» - «капіталізація» - «модернізаційний потенціал» - «модернізація», що забезпечує конвертацію інтелекту в інноваційні технології та реалізується при наявній інвестиційноінноваційній підтримці, достатнього рівня акумульованого модернізаційного потенціалу та інституційного сприяння. Обґрунтовано методологічні засади застосування інноваційно-когнітивної парадигми в управлінні процесами модернізації підприємств шляхом формалізації гіпотези і аксіоми, детермінанти, теоретичного і методичного, практичного базису забезпечення результативності модернізації в умовах інноваційно-цифровізованої економіки та зміни парадигмальних цінностей сучасного суспільства. Аксіомічним твердженням в методологічному базисі дослідження вважаємо, що концептуальні засади модернізації підприємств інфраструктурної сфери, ґрунтуючись на закономірностях та принципах інноваційно-когнітивної парадигми розвитку підприємства, цілеспрямовано впливають на ефективність активізації модернізаційного потенціалу та інтелектуально-цифровізовану трансформацію структури підприємств в напрямах нарощування прибутковості, конкурентоспроможності та безпековості розвитку. На основі дослідження закономірностей та факторів модернізації виокремлено в класифікації принципів модернізації інфраструктурних підприємств інноваційноформуючі (на базі формалізації специфічних принципів) та когнітивні. Когнітивні принципи модернізації згрупуровано у мотиваційні, корпоративні, холістичні, знаннєво-компетентнісні та соціальнокультурні блоки. Це дозволяє більш глибоко структуризувати пріоритети модернізації окремих підприємств інфраструктурної сфери. Встановлено, що модернізаційний процес на підприємстві відбувається за рахунок наявного модернізаційного потенціалу. Рівень ефективності реалізації модернізаційного потенціалу та його ресурсомісткість визначають результативність розвитку підприємства. Авторкою обґрунтовано інструментарій оцінювання та градацію рівня профілю реалізації модернізаційного потенціалу на підприємствах інфраструктурної сфери. Досліджено чинники інтеграційного впливу модернізації на конкурентоспроможність підприємств в контексті ресурсозабезпечення і ресурсоефективності, що формалізовано авторкою у моделі факторного аналізу інтеграційного впливу модернізації на конкурентоспроможність за параметрами швидкості, стійкості й просторовості модернізації (модель «3S»). Просторову трансформацію модернізаційного потенціалу запропоновано візуалізувати за допомогою моделі спіралеподібного векторного моделювання (модель «SVMM»). Запропонований підхід шляхом адаптації математичного інструментарію аналізу дозволив досліджувати секторальність площин модернізації, тривалість етапів та об’єктність впливів, а також параметри ресурсомісткості, пріоритетності та результативності модернізаційного процесу. Спрямованість та кут нахилу вектору від вісі в моделі «SVMM» дозволяє аналізувати рівень реалізованості модернізаційного потенціалу, що відображає освоєність модернізаційних технологій інтелектуалізації та цифровізації, інновацій та визначає стратегічні орієнтири. Запропоновано методичний підхід до оцінювання ефективності модернізації підприємств шляхом співставлення вартісних показників капіталізованих результатів із скорегованою вартістю реалізації складових елементів модернізаційного потенціалу результативності модернізації, що на відміну від існуючих, дозволяє аналізувати секторальну реалізацію складових потенціалу в модернізаційних процесах, залученість капіталізованого гудвілу та вплив на вартісні показники якісних характеристик модернізаційних змін: інноваційності, інтелектуалізованості, цифровізації, інтегрованості, нарощування якості, безпеки підприємств інфраструктурної сфери. Запропоновано механізм управління модернізаційним процесом, який включає підсистеми забезпечення стратегічності, інноваційності, компетентності. Економічно-організаційний механізм побудовано зі застосуванням положень реалізації інноваційно-когнітивної парадигми та стратегічного управління розвитком, що базуються на інтелектуалізації персоналу, цифровізації процесів, активізації модернізаційного потенціалу та спрямовуються на забезпечення конкурентоспроможності й інноваційності підприємств інфраструктурної сфери. Механізм управління модернізацією підприємств включає характеристики суб’єктно-об’єктних відносин та забезпечує загальну ресурсно-просторову цілісність, враховує фінансові, інвестиційні, кадрові та інтелектуально-цифровізовані аспекти функціонування підприємств інфраструктурної сфери в умовах інноваційної економіки. Сформовано механізм активізації модернізаційного потенціалу інфраструктурних підприємств на засадах концепції стратегічного управління, що, в результаті проведення стратегічного аналізу за авторськими моделями, забезпечує виконання векторних напрямів реалізації стратегічного набору, програмних функцій та результатів. Запропоновано систему ексклюзивних функціональних стратегій та методичний підхід до вибору стратегічних пріоритетів модернізації підприємства на основі параметричного аналізу і оптимізації преференцій в реалізації інвестиційно-інноваційних стратегій (модель «PIIIS»). Розроблено методичний підхід до проєктування стратегічного вибору напрямів активізації резервів модернізаційного потенціалу (модель «ARMP»), що базується на побудові критеріальної ієрархії модернізаційних змін, забезпечує удосконалення процесів проєктування безпекових, цифрових, інноваційних та енергозберігаючих стратегій і програми розвитку. Це дозволить обґрунтувати форми, джерела, способи ресурсозабезпечення та пріоритетності напрямів активізації модернізаційного потенціалу. Обґрунтовано систему соціально-економічних імперативів модернізації підприємств інфраструктурної сфери, що побудовано за рівнями їх формування і прийнятності: перший рівень – безумовні та базові імперативи – включає імперативи ресурсоефективності, безпековості та інтелектуалізації; другий – розвитковий – містить імперативи інституційності, інтеграції, конкурентоспроможності; третій рівень – результуючий – включає імперативи інноваційності, стратегічності та корпоративізації. Формування системи модернізаційних імперативів підприємства проходить ряд етапів: від дослідження закономірностей функціонування і запитів середовища до контролю за виконанням поставлених стратегічних цілей. Встановлено, що основними мотиваторами імплементації європейського досвіду регулювання модернізації підприємств інфраструктурної сфери є розвиток транс’європейських коридорів, приклади інституційного регулювання та мотивації, спільні інфраструктурні проєкти. Запропоновано методичний підхід до визначення спрямованості та мультизадачності регулювання соціально-орієнтованих реформ, інтеграції транспортно-логістичних функцій бізнесу з державними інституціями та практик стратегічного планування інноваційного розвитку інфраструктурної економіки. З метою проєктування процесів формування та імплементації імперативів модернізації розроблено економіко-математичну модель визначення векторності модернізації у спіралеподібному просторі розвитку модернізаційного потенціалу. Обґрунтовано, що базовими показниками проєктування є ефективність модернізації (висота вектору модернізації підприємства на спіралі), профіль модернізаційного потенціалу (площина та радіус витка на спіралі) та сектор реалізації модернізаційного потенціалу (градус кута витка спіралі від осі ординат в горизонтальній площині спіралі). Застосувавши метод адитивної згортки при формуванні альтернативних площин у просторі спіралеподібного розвитку, було визначено варіативні точки зміни положення вектору модернізації, що дозволяє визначити ймовірну вартість активізації модернізаційного потенціалу, сценарії та прийнятність реалізації стратегій модернізації
The thesis is devoted to deepening of theoretical positions concerning modernization of the enterprises of infrastructural sphere, substantiation of methodological bases and practical recommendations concerning formation and implementation of imperatives of modernization of the enterprises in the conditions of innovative development of economic systems. The study of approaches to the interpretation of the modernization and civilizational development theory on the basis of innovative economy allowed expanding the conceptual and categorical apparatus of the modernization theory of economic systems and the definitive content of modernization of enterprises by deepening the certain concepts essence of scientific-technological and managerial changes, implementation of innovative transformations (through positive reform of the economic system in terms of effective and high-quality application of intellectual and digital technologies, activation of economic potential, actualization of sociocommunications) and cognitive-motivational perception through adaptation to dynamic-competitive reform. interactions provide diffusion of innovations, capitalization of intellectual capital and competencies, efficiency of realization of potential of economic systems, and also integration of separate territorial their spaces in world economic progress; “Enterprise modernization” – comprehensive management of synchronized and consistent implementation at all levels of innovative changes aimed at improving the efficiency of system-forming elements of the enterprise, technical and technological renewal of assets and digitalization of business processes, intellectualization of communications and personnel, improvement of quality products, which ensures the implementation of the goals of strategic management and increasing the competitiveness of the enterprise; “Modernization of infrastructure enterprises” – is a strategically oriented management of the processes of coordinated technical and intellectual-digital renewal of the enterprise through the use of infrastructure and market innovations, which ensures the quality and safety of infrastructure services, increasing the value of both capital and competitive position, competence and motivation. and complete customer satisfaction; “Modernization potential” – a set of resources and means (opportunities) to activate them in the process of modernization with subsequent innovative renewal of assets, technical support, service technologies and management systems of the enterprise, which in the synergy of influences forms the effectiveness of economic development; “Modernization imperatives” – are conceptual economic and normative bases of regulation of dynamism and efficiency of innovative adaptation and intellectualization through management of modernization potential and tools of modernization conversion of intelligence as an element of economic capital, in technology of management of investment-innovative processes and technicalinfrastructural renewal; “Innovation-cognitive paradigm” – worldview and values that form the methodological principles of modernization of enterprises in terms of accelerating innovation development and changing strategic guidelines for economic activity to ensure innovation, integration, strategic, intellectualization, commercialization and resource efficiency of modernization potential. Based on the study of the genesis of the modernization theory, six sub-stages in the innovation-technological stage of research have been identified, which allowed a comprehensive analysis of changes in approaches and concepts of modernization process management in enterprises. The author's classification features in determining the species diversity of modernization of enterprises, which include objectivity, nature and direction of influence. Conceptual interpretations of the modernization’ imperatives of economic research are singled out, which allowed establishing their place and role in development processes at the enterprises of the infrastructural sphere. Author's concepts of formation of modernization imperatives are revealed, which reveal innovative, spatial and integration principles of enterprise development in the process of “modernization changes” – “systemic shifts” – “reformation transformations” – “innovative development” – “modernization”. The priority of the strategic concept of modernization of enterprises in the infrastructure sphere is emphasized, which is provoked by the need to form basic imperatives: resource efficiency, intellectualization and institutionality. Motivators and catalysts of enterprises’ modernization, which is determined by innovative development, are singled out. The role and influence of innovative development on the transformation of enterprise assets in the process of “resource supply” – “intellectualization” – “capitalization” – “modernization potential” – “modernization”, which provides the conversion of intelligence into innovative technologies and is implemented with available investment and innovation support, sufficient level of accumulated modernization potential and institutional assistance. Methodological bases of application of innovative-cognitive paradigm in management of processes of modernization of the enterprises by formalization of a hypothesis and axiom, determinants, theoretical and methodical, practical basis of maintenance of efficiency of modernization in the conditions of innovativedigitalized economy and change of paradigmatic values of a modern society are substantiated. Axiomatic statement in the methodological basis of the study we believe that the conceptual principles of modernization of enterprises in the infrastructure sector, based on the laws and principles of innovation-cognitive paradigm of enterprise development, purposefully affect the effectiveness of modernization potential and intellectualization development. Based on the study of modernization patterns and factors, the classification of the infrastructure enterprises modernization principles innovation-forming (based on the formalization of specific principles) and cognitive are distinguished. Cognitive principles of modernization are grouped into motivational, corporate, holistic, knowledge-competence and socio-cultural blocks. This allows for a deeper structuring of the priorities of modernization of individual enterprises in the infrastructure sector. The factors of integration influence of modernization on competitiveness of enterprises in the context of resource supply and resource efficiency are investigated, which is formalized by the author in the model of factor analysis of influence of modernization on competitiveness on parameters of speed, stability and space of modernization (model 3S). It is established that the modernization process at the enterprise is due to the available modernization potential. The level of realization efficiency of modernization potential and its resource intensity determine the effectiveness of enterprise development. The author substantiates the tools for assessing and grading the level of the profile of realization of modernization potential at the enterprises of the infrastructure sphere. It is proposed to visualize the spatial transformation of the modernization potential with the help of the spiral vector modeling model (“SVMM” model). The proposed approach by adapting the mathematical tools of the analysis allowed studying the sectoral nature of the modernization planes, the duration of the stages and the objectivity of the impacts, as well as the parameters of resource consumption, priority and effectiveness of the modernization process. The orientation and angle of the vector from the axis in the model “SVMM” allows you to analyze the level of realization of modernization potential, which reflects the development of modernization technologies of intellectualization and digitalization, innovation and defines strategic guidelines. A methodical approach to assessing the effectiveness of modernization of enterprises by comparing the cost indicators of capitalized results with the adjusted cost of implementation of components of modernization potential of modernization, which, in contrast to existing, allows to analyze the sectoral implementation of components characteristics of modernization changes: innovation, intellectualization, digitalization, integration, quality enhancement, safety of infrastructure enterprises. The mechanism of modernization process management which includes subsystems of maintenance of strategicity, innovation, competence is offered. The economic and organizational mechanism is built using the provisions of the innovation-cognitive paradigm and strategic development management, based on staff intellectualization, digitalization of processes, and activation of modernization potential and aimed at ensuring the competitiveness and innovation of infrastructure enterprises. The mechanism of enterprise modernization management includes the characteristics of subject-object relations and provides general resource-spatial integrity, takes into account financial, investment, personnel and intellectually digitized aspects of the functioning of infrastructure enterprises in an innovative economy. The mechanism of activation of modernization potential of infrastructure enterprises on the basis of the concept of strategic management is formed that, as a result of carrying out the strategic analysis on author's models, provides performance of vector directions of realization of a strategic set, program functions and results. A system of exclusive functional strategies and a methodical approach to the choice of strategic priorities of enterprise modernization on the basis of parametric analysis and optimization of preferences in the implementation of investment and innovation strategies (“PIIIS” model) are proposed. A methodical approach to designing a strategic choice of directions for activating the reserves of modernization potential (model “ARMP”), based on the construction of a criterion hierarchy of modernization changes, improves the design of security, digital, innovative and energy saving strategies and development programs. This will justify the forms, sources, methods of resource provision and priorities for activating the modernization potential. The system of socio-economic imperatives of modernization of infrastructure enterprises is substantiated, which is built on the levels of their formation and acceptability: the first level – unconditional and basic imperatives – includes imperatives of resource efficiency, security and intellectualization; the second – developmental – contains the imperatives of institutionality, integration, competitiveness; the third level – the resultant – includes the imperatives of innovation, strategy and corporatization. The system formation of modernization imperatives of the enterprise goes through a number of stages: from the study of patterns of functioning and demands of the environment to monitoring the implementation of strategic goals. It is established that the main motivators for the implementation of European experience in regulating the modernization of infrastructure enterprises are the development of trans-European corridors, examples of institutional regulation and motivation, joint infrastructure projects. A methodical approach to determining the direction and multitasking of the regulation of socially-oriented reforms, integration of transport and logistics functions of business with state institutions and practices of strategic planning of innovative development of the infrastructure economy is proposed. In order to design the processes of formation and implementation of modernization imperatives, an economic-mathematical model for determining the vector of modernization in the spiral space of development of modernization potential has been developed. It is substantiated that the basic design indicators are the efficiency of modernization (height of the modernization vector of the enterprise on the spiral), the profile of the modernization potential (plane and radius of the spiral) and the sector of realization of the modernization potential (degree of the spiral angle from the ordinate axis). Applying the method of additive convolution in the formation of alternative planes in the space of spiral development, the variable points of change of the position of the modernization vector were determined, which allows to determine the probable cost of activation of modernization potential, scenarios and acceptability of modernization strategies

Today, mainframes contain a considerable portion of business applications worldwide. It is estimated that the current inventory of production COBOL running on mainframes is 150 to 200 billion lines of code. Despite the efforts to change within the mainframe environment, these mainframes, nowadays, face major problems for host organizations due to a combined set of financial, business related, technical and organizational problems. Moreover, the factors like diminishing resources (COBOL programmers), lack of documentation, inability to integrate with other systems, increasing maintenance costs, etc. have caused the organizations search for migration solutions. To overcome this problem within the context of modernization, over the years several main migration approaches that ranges from simple screen scraping methods to complete re-write of applications or re-hosting of platforms have been developed. To contribute to the solution of this overall problem, this thesis proposes a methodology framework specifically for the COBOL/CICS based mainframes. The research studies in this topic within this field are mainly focused on the technical aspects whereas our concentration is covering not only that but the other essential aspects of the problem domain. These are organizational view, project management view and process view. Within the thesis study, a special interest is given to the modernization strategy selection among migration, rewrite, packaged and do-nothing alternatives. Experimental results are also provided within the thesis to prove the usability of the approach for this selection.
