This article evaluates the effects certain interventions, namely various types of third party peacekeeping missions, have had on the future human rights practices of countries experiencing civil conflict. I argue that peacekeeping with (a) an un mandate or (b) a strong civilian or humanitarian focus are the only types of missions that should cause gains in human rights performance; these missions are aligned with R2P goals. Using a cross-national sample of countries experiencing civil conflict from 1960 to 2013, I find much evidence that R2P-aligned peacekeeping missions can be a positive force for future human rights performance within countries that have experienced civil conflict, even after we account for the factors that led to the mission in the first place. Advocacy efforts in support of R2P must be careful to call for only interventions with un support and/or clear humanitarian objectives.

This article offers a general overview of civilian crisis management in the EU, its mechanisms and instruments, the nature of civil-military cooperation (coordination), and an overview of civilian crisis management missions. Particular attention will be paid to the EULEX Mission in Kosovo as a case-study of how participating civilian experts judge both the mission itself and the mission preparations (i.e. selection and training of personnel, mission strategy, mission related activities, the problems identified etc.). The article will argue that seemingly trivial operational details, such as personnel selection, the quality of pre-deployment training and advance preparation are important factors which, if not properly coordinated, could jeopardise EU goals in the field of crisis management. The author also presumes that unregulated civil-military cooperation and coordination can lead to the failure of crisis management operations.

After Josephine Beckwith and DeLaris Johnson broke the color barrier at two southern missionary training schools in the 1940s and 50s, their religious vocations led them and other African American women on a trajectory of missionary service resonate with what we recognize today as civil rights activism. While histories of African American women's mission organizing and those of their civil rights organizing typically are framed as separate endeavors, this article teases out the previously unexamined overlaps and connections between black women's missionary efforts and civil rights activism in the 1940s and 50s. In doing so, it bridges a disjuncture in African American women's religious history, illuminating the ways beliefs about Christian mission shaped the community work of black missionary women so that narratives of civil rights organizing and Christian missions are no longer discrete categories but are seen in historical continuity. In shedding light on the ways mission organizing and service served as a site for cultivating leadership and engaging segregation and racism, a new vision and practice of mission for the civil rights era is revealed and our understandings of the religious lives and activism of African American women are greatly enriched and expanded.

What today increasingly tends to be characterized as the growing unity and identity of the continent of Europe is a consequence of developments and events at the end of the twentieth century. Until then, for Europe (and for today’s EU member states) more distinctions, antagonisms and different interests were characteristic than the common objectives or the common spirit of a common security policy and co-operation. The ESDP is a unique EU project that belongs to the second pillar of the EU, and aims, based on military and civil capabilities, to manage the various crises in the region and beyond and to have a diplomatic role in managing the economic, political and military crises. In the Western Balkans, the ESDP was politically and militarily engaged. In this context, the ESDP mission would be seen as a positive mission. Until today, six missions of the European security and defense policy in Macedonia, Bosnia and Herzegovina and Kosovo have been made, of which one military and two civilians. Operation Concordia in Macedonia was undoubtedly the first NATO military mission under the EU/ESDP leadership in the framework of the “Berlin Plus” Agreement. Mission “Proxima” as a continuation of the mission “Concordia” was a civilian mission within the Macedonian police to support this and focus on the fight against organized crime. Mission “Proxima” continued to focus on the gradual stabilization of the country. In Bosnia and Hercegovina, under the EU-ESDP umbrella were two missions, a military one under the name “EUDOR -Althea” and one police mission under the name EUPM. Both the police and military missions were succeeding NATO missions. This agreement and the story of ESDP were the results of the BERLIN plus agreement. Finally, the EU-ESDP is represented with a mission in Kosovo as an agreement between UNMIK-NATO-EU/ESDP. The EULEX mission (deployment) is a civilian mission whose main purpose is to assist and support Kosovo's authorities in rule of law, especially in the police, judiciary and customs field. This is a technical mission that will monitor, instruct and advise while retaining a limited number of executive powers. EULEX acts in a general framework of United Resolution 1244 and has a unified chain of command in Brussels.

A method is presented for optimizing burnt fuel and flight time of civil aircraft missions, under the scope of a full-scale free route airspace implementation as well as usage of actual environmental data, focusing on ambient temperature and pressure. A computational analysis model, using online available aircraft data is considered, for flight envelopes defined by the user, is used as the base tool. The model is validated over real flight data, before it is used as the main tool for optimization of flight missions. Flight paths are analyzed by considering both their vertical and horizontal aspect. Optimal paths are derived, for each chosen mission, through an optimization process that takes advantage of the flexibilities that become available by implementation of Free Route Airspace. Vertical flight path is shown to play very important role in achieving optimal flights, while horizontal paths also offer optimality possibilities, with a strong dependence on weather conditions.

Peacekeeping mitigates killing, but nonlethal violence also influences both positive peace and stability. We evaluate peacekeepers’ effect on one such type of abuse, sexual violence. We posit that peacekeepers raise the cost of abuses and foster institutional and cultural changes that curb violence. We find that missions both reduce the chance of any violence and limit its prevalence; larger deployments and multidimensional missions are more effective. Governments curtail violence more quickly than rebels do in response to military contingents; rebels are especially responsive when missions include large civilian components. These findings contribute to our understanding of peacekeeping in three primary ways: we expand the evaluation of peacekeeping to consider nonlethal violence; we draw attention to mission size, capacity to use force, and civilian-led programming as determinants of effectiveness; and we demonstrate how addressing nonlethal violence requires similar tools as lethal violence but is further enhanced by specific civilian-led initiatives.

Mission planning is the guidance for a UAV team to perform missions, which plays the most critical role in military and civil applications. For complex tasks, it requires heterogeneous cooperative multi-UAVs to satisfy several mission requirements. Meanwhile, airborne sensor allocation and path planning are the critical components of heterogeneous multi-UAVs system mission planning problems, which affect the mission profit to a large extent. This paper establishes the mathematical model for the integrated sensor allocation and path planning problem to maximize the total task profit and minimize travel costs, simultaneously. We present an integrated mission planning framework based on a two-level adaptive variable neighborhood search algorithm to address the coupled problem. The first-level is devoted to planning a reasonable airborne sensor allocation plan, and the second-level aims to optimize the path of the heterogeneous multi-UAVs system. To improve the mission planning framework’s efficiency, an adaptive mechanism is presented to guide the search direction intelligently during the iterative process. Simulation results show that the effectiveness of the proposed framework. Compared to the conventional methods, the better performance of planning results is achieved.

Au cours des dernières décennies, la dimension civile est devenue un maillon essentiel des opérations de paix. En 2010, l’onu déployait 20 000 civils dans des missions de paix, tandis que l’ue et l’osce faisaient appel à 2 000 et 3 000 civils. Cette dimension se situe aussi au coeur de la Force africaine en attente de l’Union africaine. Cet article dresse un état des lieux préliminaire du renforcement des capacités civiles pour les opérations de paix ; un sujet assez peu étudié par la littérature, sinon à travers le prisme plus global de la consolidation de la paix. À cette fin, il revient sur le concept de « dimension civile » en considérant l’évolution du maintien de la paix, puis analyse son émergence lente et laborieuse. Enfin, il décrit certains des principaux défis opérationnels liés à son développement.

This study elaborates the conflict management framework of unmanned aerial vehicles, focusing on the identification of the spatiotemporal interdependencies between them, with consideration of the future scalability problems in highly dense traffic scenarios. The paper first tries to justify the applied separation criteria among small cooperative unmanned aerial vehicles based on their performance characteristics and the planned missions’ type. The adopted criteria, obtained from the simulations of 160 missions, present a testing asset, referring to a current lack of the spatiotemporal requirements and a need for extending the research in this area to provide a more rapid integration of these vehicles into the civil controlled airspace. The paper then elaborates the computational framework for the conflict detection and resolution function and operational metrics for causal identification of the spatiotemporal interdependencies between two or more cooperative vehicles. The vehicles are considered as a conflict mission system that strives to achieve an efficient solution by applying certain maneuvering measures, before a loss of separation occurs. The operational trials of five local, short-range missions, supported by the simulation scenario, demonstrate the potential for a time-based complexity analysis in the conflict resolution processes with less demanding and more efficient coordinated maneuvers. The results show that those maneuvers would not induce any new conflicts and disrupt the cooperative mission system when the spatial capacity only might not be favorable in provision of the avoidance maneuvers within an available airspace.

This thesis investigates federalism and civil conflict. Past work linking federalism and civil conflict has investigated the factors that pacify or aggravate conflict, but most such studies have examined the effect of decentralization on conflict onset, as opposed to the form federalism takes (such as congruent vs incongruent forms, for example). I collect data on civil conflict, the institutional characteristics of federalist states and fiscal decentralization. My theoretical expectations are that federations who treat federal subjects differently than others, most commonly in an ethnically based manner, are likely to experience greater levels of conflict incidence and more severe conflict. I find support for these expectations, suggesting more ethnically based federations are a detriment to peace preservation. I close with case studies that outline three different paths federations have taken with regards to their federal subunits.

Unmanned Aerial Vehicles (UAVs) are emerging as an ideal platform for a wide range of civil applications such as disaster monitoring, atmospheric observation and outback delivery. However, the operation of UAVs is currently restricted to specially segregated regions of airspace outside of the National Airspace System (NAS). Mission Flight Planning (MFP) is an integral part of UAV operation that addresses some of the requirements (such as safety and the rules of the air) of integrating UAVs in the NAS. Automated MFP is a key enabler for a number of UAV operating scenarios as it aids in increasing the level of onboard autonomy. For example, onboard MFP is required to ensure continued conformance with the NAS integration requirements when there is an outage in the communications link. MFP is a motion planning task concerned with finding a path between a designated start waypoint and goal waypoint. This path is described with a sequence of 4 Dimensional (4D) waypoints (three spatial and one time dimension) or equivalently with a sequence of trajectory segments (or tracks). It is necessary to consider the time dimension as the UAV operates in a dynamic environment. Existing methods for generic motion planning, UAV motion planning and general vehicle motion planning cannot adequately address the requirements of MFP. The flight plan needs to optimise for multiple decision objectives including mission safety objectives, the rules of the air and mission efficiency objectives. Online (in-flight) replanning capability is needed as the UAV operates in a large, dynamic and uncertain outdoor environment. This thesis derives a multi-objective 4D search algorithm entitled Multi- Step A* (MSA*) based on the seminal A* search algorithm. MSA* is proven to find the optimal (least cost) path given a variable successor operator (which enables arbitrary track angle and track velocity resolution). Furthermore, it is shown to be of comparable complexity to multi-objective, vector neighbourhood based A* (Vector A*, an extension of A*). A variable successor operator enables the imposition of a multi-resolution lattice structure on the search space (which results in fewer search nodes). Unlike cell decomposition based methods, soundness is guaranteed with multi-resolution MSA*. MSA* is demonstrated through Monte Carlo simulations to be computationally efficient. It is shown that multi-resolution, lattice based MSA* finds paths of equivalent cost (less than 0.5% difference) to Vector A* (the benchmark) in a third of the computation time (on average). This is the first contribution of the research. The second contribution is the discovery of the additive consistency property for planning with multiple decision objectives. Additive consistency ensures that the planner is not biased (which results in a suboptimal path) by ensuring that the cost of traversing a track using one step equals that of traversing the same track using multiple steps. MSA* mitigates uncertainty through online replanning, Multi-Criteria Decision Making (MCDM) and tolerance. Each trajectory segment is modeled with a cell sequence that completely encloses the trajectory segment. The tolerance, measured as the minimum distance between the track and cell boundaries, is the third major contribution. Even though MSA* is demonstrated for UAV MFP, it is extensible to other 4D vehicle motion planning applications. Finally, the research proposes a self-scheduling replanning architecture for MFP. This architecture replicates the decision strategies of human experts to meet the time constraints of online replanning. Based on a feedback loop, the proposed architecture switches between fast, near-optimal planning and optimal planning to minimise the need for hold manoeuvres. The derived MFP framework is original and shown, through extensive verification and validation, to satisfy the requirements of UAV MFP. As MFP is an enabling factor for operation of UAVs in the NAS, the presented work is both original and significant.

Substantial altimetry datasets collected by different satellites have only become available during the past five years, but the future will bring a variety of new altimetry missions, both parallel and consecutive in time. The characteristics of each produced dataset vary with the different orbital heights and inclinations of the spacecraft, as well as with the technical properties of the radar instrument. An integral analysis of datasets with different properties offers advantages both in terms of data quantity and data quality. This thesis is concerned with the development of the means for such integral analysis, in particular for dynamic solutions in which precise orbits for the satellites are computed simultaneously. The first half of the thesis discusses the theory and numerical implementation of dynamic multi-satellite altimetry analysis. The most important aspect of this analysis is the application of dual satellite altimetry crossover points as a bi-directional tracking data type in simultaneous orbit solutions. The central problem is that the spatial and temporal distributions of the crossovers are in conflict with the time-organised nature of traditional solution methods. Their application to the adjustment of the orbits of both satellites involved in a dual crossover therefore requires several fundamental changes of the classical least-squares prediction/correction methods. The second part of the thesis applies the developed numerical techniques to the problems of precise orbit computation and gravity field adjustment, using the altimetry datasets of ERS-1 and TOPEX/Poseidon. Although the two datasets can be considered less compatible that those of planned future satellite missions, the obtained results adequately illustrate the merits of a simultaneous solution technique. In particular, the geographically correlated orbit error is partially observable from a dataset consisting of crossover differences between two sufficiently different altimetry datasets, while being unobservable from the analysis of altimetry data of both satellites individually. This error signal, which has a substantial gravity-induced component, can be employed advantageously in simultaneous solutions for the two satellites in which also the harmonic coefficients of the gravity field model are estimated.

Civilian Crisis Management (CCM) is part of the European security and defence policy (ESDP), which is, on its own, an element of the broader common foreign and security policy (CFSP). CCM, ESDP and CFSP are tools of the external relations of the European Union (EU) . Civilian crisis management is a policy of the EU whose analysis requires both a theoretical and practical approach. It is indispensable to understand what civilian crisis management is, in general, and specifically in the framework of the European Union (Chapter I). Afterwards, some attention has been devoted to the investigation of the civilian crisis management initiatives of the United Nations (UN), of the Organization for Security and Cooperation in Europe (OSCE), of the Western European Union (WEU) and of the North Atlantic Treaty Organization (NATO) (Chapter I). A further step in the understanding of the CCM of the EU is the evaluation of its historical evolution from the Treaty of Maastricht up to 2006 (Chapter II and III). It is also paramount to consider how CCM missions are designed, planned and deployed (Chapter IV) and which missions have been carried trough until 2006 (Chapter V). Finally, it has been evaluated which is the current relations in-between CCM, ESDP and CFSP and which is the added value of EU's CCM compared to the initiatives of other international organizations (Conclusions).

Rates of illegal immigration recidivism by previously convicted and removed noncitizens—criminal immigration recidivists—are disconcerting. Enforcement strategies such as prosecution and removals do not appear to prevent and deter this population’s reoffending behavior as much as expected. Meanwhile, resources are continually strained—at the taxpayers’ expense—due to re-enforcement of immigration, criminal, and other laws. As a result, this thesis argues in favor of introducing civil restitution (CR) as an enforcement strategy against criminal immigration recidivism. In support of this argument, the author employed a hybrid experimental and causal design methodology to research the history of restitution as an alternative sanction in the criminal justice system. The feasibility of developing a strategy against criminal immigration recidivism modeled after restitution’s theoretical underpinnings was explored and tested. The CR strategy borrows from restitution’s focus on holding offenders accountable for the financial losses their offenses have caused to their victims, and, as per the research findings, its potential to lower recidivism rates, thereby reducing the costs of re-enforcing or reinitiating the removal process at the Department of Homeland Security’s (DHS) expense. The thesis concludes by recommending the implementation of a CR policy model strategy. The strategy will become part of the DHS Mission 3’s prevention of unlawful immigration goals and objectives.

On complex systems with built-in health management systems, the faults diagnosed during a mission can number in the tens of thousands. When these faults are evaluated, many are found to be false. This work has, therefore, developed a technique by which diagnosed faults can be evaluated using known system data and a system modelling technique to automatically verify their legitimacy. Petri nets (PNs) were selected as the modelling technique since they allow systems to be modelled in a componentistic and flexible way, that still provides a high level of accuracy. The PN technique was used to model the performance of an experimental facility, the BAE Systems fuel rig, which represents an aircraft fuel system. A wide range of faults were injected into the system and sensor outputs were recorded. By comparing the sensor outputs from the fuel rig to the PN predicted system behaviour, the faults were assessed as either genuine or false. The standard deviation technique is used as part of the comparison process as it provides a high level of detail with low computational requirements. A piece of software was written to automate the PN simulation and comparison of the output data. The ability of the overall technique to verify diagnosed faults was demonstrated by a thorough consideration of failure modes in the fuel rig system. First and second order faults were evaluated and the results showed that the technique was very successful at identifying both genuine and false faults. Some issues were evident when hidden failures were considered and faults which were revealed for only short periods of time were injected. The PN technique was also successfully used to model the behaviour of the fuel system of the Airbus A340 aircraft. This system contains a higher level of complexity in terms of both design and operation compared to the fuel rig. The behaviour of the system in normal operation was modelled to replicate that described in literature and a number of first and second order faults were modelled. The PN predicted behaviour of the fuel system in the presence of these faults matched well with that expected. The PN technique can be used to obtain the output of sensors when failures occur, and such information can be used in the process of system design. An approach is presented by which a sensors value can be calculated and used to select sensors in a system. The technique considers the change in the value measured by a sensor as a result of faults for single sensors and their pairs.

AbstractIn this chapter, we will examine the Self-Defense Forces’ (SDF’s) participation in the UN missions in East Timor, or Timor-Leste in Portuguese. Here we pay special heed to the Japanese peacekeepers’ activities in the United Nations Transitional Administration in East Timor and the United Nations Mission of Support in East Timor from the early to mid-2000s. These United Nations Peacekeeping Operations (UNPKOs) aimed to support independence and statebuilding in East Timor by combining peacekeeping and peacebuilding. Similar to the case of Cambodia, the Japanese delegation put the greatest emphasis on engineering, which was a good fit with the goals of these UNPKOs. In East Timor, the Japan Engineering Groups engaged in civil engineering works, not only to support the UN missions but also as direct bilateral assistance to local residents in close collaboration with Japan’s ODA (the “All Japan” approach). Meanwhile, the strict constraints in the Peacekeeping Operations (PKO) Act were highlighted again, especially in terms of the protection of Japanese nationals, when the SDF rescued Japanese citizens during a 2002 riot. In addition to military deployment, civilian police personnel also contributed to the United Nations Mission in East Timor in preparation for the referendum on independence in 1999. Similar contributions were made to resume statebuilding assistance to the United Nations Integrated Mission in Timor-Leste after the recurrence of violence in 2006.

There is a high potential for civil applications of Unmanned Aerial Vehicles (UAV) in areas such as goods transport, telecommunication, remote monitoring and sensing, surveillance, search and rescue, and disaster management. Developments in areas such as telecommunication, control and information technology offer opportunities for long range remotely or automatically piloted missions. This requires efficient and light-weight small propulsion systems. The potential of turboprop propulsion for civil UAVs using micro turbine technology has been explored and compared with existing concepts, such as piston engine driven propellers. Different propulsion concepts have been analyzed and the application areas where advanced turboprops would be superior to other systems such as reciprocating engines and electric motors, identified. However, turboprop engines of the small power capacity required for the aircraft concepts and missions considered are not currently available with competitive performance. A conceptual design study of a micro turboprop engine has been performed by downscaling an existing reference engine. Scale effects on efficiency have been taken into account, as well as effects of technological progress. Engine cycle optimization has been carried out and the effects of turbine inlet temperature, compressor pressure ratio, engine size, and component efficiency have been investigated. An aerodynamic and flight performance model of a baseline UAV has been developed in order to predict mission performance. This model has been coupled to a turboprop model to evaluate system performance with different engine configurations for the selected mission. The outcome of the study provides information about the technological improvements in terms of cycle efficiency required to make the micro-turboprop a competitive solution. The Propulsion and Power group of Delft University of Technology will pursue these R&D goals in an attempt to contribute to the development of civil UAV technology.

Abstract Low cycle fatigue (LCF) of jet engine disks is a major contributor to the maintenance costs of an engine. The current industry standard for the analysis of LCF is to use representative flight missions to reflect the in-service usage of engines. Based on the engine performance during those missions, the internal stresses and temperatures of life-critical components are calculated. These stresses and temperatures define the cyclic life consumption of a mission and determine the certifiable LCF life of the engine. The engine performance is defined by the power setting schedules of the engine, so-called engine ratings. The effect of the rated climb performance on high pressure turbine disk life is investigated for a generic two-shaft engine operated in a small twin-jet civil aircraft. LCF life is analyzed using a finite element-based cycle counting model. The aircraft climb performance resulting from the changed climb ratings is assessed with an aircraft performance model. It is shown that there are climb ratings which result in reduced LCF life consumption and climb time compared to the reference rating. Employing these ratings on in-service engines increases the certifiable life count and reduces maintenance costs.

This work investigates the potential to reduce fuel consumption associated with civil rotorcraft operations at mission level, through optimization of the engine design point cycle parameters. An integrated simulation framework, comprising models applicable to rotorcraft flight dynamics, rotor blade aeroelasticity and gas turbine performance, has been deployed. A comprehensive and computationally efficient optimization strategy, utilizing a novel particle-swarm method, has been structured. The developed methodology has been applied on a twin-engine light and a twin-engine medium rotorcraft configuration. The potential reduction in fuel consumption has been evaluated in the context of designated missions, representative of modern rotorcraft operations. Optimal engine design point cycle parameters, in terms of total mission fuel consumption, have been obtained. Pareto front models have been structured, describing the optimum inter-relationship between maximum shaft power and mission fuel consumption. The acquired results suggest that, with respect to technological limitations, mission fuel economy can be improved with the deployment of design specifications leading to increased thermal efficiency, whilst simultaneously catering for sufficient performance to satisfy airworthiness certification requirements. The developed methodology enables the identification of optimum engine design specifications using a single design criterion; the respective trade-off between fuel economy and payload–range capacity, through maximum contingency shaft power, that the designer is prepared to accept.

It is anticipated that the contribution of rotorcraft activities to the environmental impact of civil aviation will increase in the forthcoming future. Due to their versatility and robustness, helicopters are often operated in harsh environments with extreme ambient conditions and dusty air. These severe conditions affect not only the engine operation but also the performance of helicopter rotors. This impact is reflected in the fuel burn and pollutants emitted by the helicopter during a mission. The aim of this paper is to introduce an exhaustive methodology to quantify the influence of the environment in the mission fuel consumption and the associated emissions of nitrogen oxides (NOx). An Emergency Medical Service (EMS) and a Search and Rescue (SAR) mission were used as a case study to simulate the effects of extreme temperatures, high altitude and compressor degradation on a representative Twin-Engine Medium (TEM) weight helicopter, the Sikorsky UH-60A Black Hawk. A simulation tool for helicopter mission performance analysis developed and validated at Cranfield University was employed. This software comprises different modules that enable the analysis of helicopter flight dynamics, powerplant performance and exhaust emissions over a user defined flight path profile. The results obtained show that the environmental effects on mission fuel and emissions are mainly driven by the modification of the engine performance for the particular missions simulated. Fluctuations as high as 12% and 40% in mission fuel and NOx emissions, respectively, were observed under the environmental conditions simulated in the present study.

Abstract Fighter aircraft constitutes a well-defined class of aircraft. Their extensive use on a daily basis by operators stands as a strong motive behind studies that concern their rate of “exhaustion ”. For an aircraft operator either civil or military, it is very important at any point in time to have a clear view of the engines’ and the aircrafts’ operating condition. This is valuable information in order to foresee undesired incidences and in order to schedule missions in accordance to the actual and anticipated maintenance needs. For the latter, the operator would also need to know the rate of the engine and the aircraft life consumption per mission. The current study concerns the F-16 Block 52M aircraft, powered by the Pratt and Whitney F100-PW-229 engine. Aircraft is continuously subjected to crack growth mechanisms while flying. On the other hand, engines also go through Low Cycle Fatigue (LCF) cycles and creep prominent conditions while being in operation. The engine and the aircraft structural condition are continuously monitored, based on real time data recordings. To the extent of the authors’ knowledge, that is a common practice for most F-16 users. However, what was found to be missing from the international literature was a study to quantify any potential correlation between the aircraft loading and the engine loading for all typical mission types an aircraft of this type undertakes. For users that have already installed an aircraft loading monitoring system like “Aircraft Structural Integrity Program” (ASIP) it would be very useful to set a “rule of thumb” aside regarding the degree of correlation between aircraft and engine loading. Engine life consumption rate was estimated based on the creep and LCF failure mechanisms applied on the most critical engine section, the turbine. Engine recordings were picked from an arbitrary sample of 200 flights of a certain aircraft, wherein most typical mission types could be found. Turbine and subsequently blade temperature as well as blade stress were calculated using a very narrow time step. These data along with blade material data were fed in the Larson Miller model, to set an algorithm for estimating life consumption due to creep. Engine Total Accumulated Cycles (TACs) which account for LCF loading, are directly measured by the engine recorder, based on an embedded algorithm. Aircraft loading is calculated based on the accelerations the aircraft structures encounter during flight. These are also recorded under a very narrow time step. Last step was the correlation of the engine life consumption against the aircrafts’ loading for typical mission types. Scatter diagrams and statistical measures were used, in order to define the degree of correlation between them.

This paper presents an integrated approach, targeting the comprehensive assessment of combined helicopter–engine designs, within designated operations. The developed methodology comprises a series of individual modeling theories, each applicable to a different aspect of helicopter flight dynamics and performance. These relate to rotor blade modal analysis, three-dimensional flight path definition, flight dynamics trim solution, aeroelasticity and engine performance. The individual mathematical models are elaborately integrated within a numerical procedure, solving for the total mission fuel consumption. The overall simulation framework is applied to the performance analysis of the Aérospatiale SA330 helicopter within two generic, twin-engine medium helicopter missions. An extensive comparison with flight test data on main rotor trim controls, power requirements and unsteady blade structural loads is presented. It is shown that, for the typical range of operating conditions encountered by modern twin-engine medium civil helicopters, the effect of operational altitude on fuel consumption is predominantly influenced by the corresponding effects induced on the engine, rather than on airframe–rotor performance. The implications associated with the implicit coupling between aircraft and engine performance, are discussed in the context of mission analysis. The potential to comprehensively evaluate integrated helicopter–engine systems within complete three-dimensional operations, using modeling fidelity designated for main rotor design applications, is demonstrated. The proposed method essentially constitutes an enabler in terms of focusing the rotorcraft design process on designated operation types, rather than on specific sets of flight conditions.

Among other things, they committed to raise the number and share of seconded personnel in civilian CSDP missions to at least 70 per cent and to promote a better representation of women at all levels. The compact has been regarded positively despite mixed results. Personnel secondments have not substantially increased and there remains significant variation in burden sharing between EU member states. The share of seconded personnel actually decreased overall—from 66 per cent in 2018 to 60 per cent in 2022—and in almost every mission. Women’s representation has increased modestly in recent years and reached 24 per cent in 2022. Civilian CSDP is at a critical juncture. EU member states will adopt a new Civilian CSDP Compact by mid 2023. Several trends that were not conducive to raising the share of seconded personnel continued during the implementation of the current compact, but some of these may be reversing. This paper makes recommendations on how EU member states can renew and complement their commitments on increasing secondments and women’s representation, based on the ongoing need to strengthen civilian CSDP missions and on lessons learned from the current compact.

The Engineer Research and Development Center (ERDC) is the premier civil works engineering and environmental sciences research and development arm of the U.S. Army Corps of Engineers (USACE). As such, it partners with the Army, Department of Defense (DoD), federal agencies, and civilian organizations to help solve our Nation’s most challenging problems in civil and military engineering, geospatial sciences, water resources, and environmental sciences. A special government knowledge center, ERDC Information Technology Laboratory’s Information Science and Knowledge Management (ISKM) Branch is critical to ERDC’s mission, fulfilling research requirements by offering a variety of editing and library services to advance the creation, dissemination, and curation of ERDC and USACE research knowledge. Serving as the publishing authority for the ERDC, ISKM publishes all ERDC technical publications to the Digital Repository Knowledge Core, sends a copy to the Defense Technical Information Center (DTIC) and creates a press release about each publication on the ERDC website. The Forefront seeks to provide an additional mechanism for highlighting some of our technical publications to the ERDC, USACE, Army, and DoD communities. This publication also encourages those outside ERDC to contact us about using ERDC editing services. This study examines how the political interruptions in Nigeria between 1970 to about 2003 altered policies, institutional norms, governance structures, and attitudes in the education sector. Particular attention is given from 1973 to 2003, a period after the civil war, when the Federal Government became fully involved in managing primary and secondary schools (taking over schools from missions and private owners) up to 2003 when the first successful democratic transition took place. Further disruptions to the country’s democracy have been experienced since then, and have continued to inform the political economy of education sector development.
