The effectiveness of Kenyan government ministries in delivering their mandates has long been a concern. This raises an issue with type of leadership approach that has always been adopted by these government ministries. A notable case, has been seen at the Ministry of Lands, Public Works, Housing and Urban Development. It is foreseeable that in reality, competent management and leadership have determined successful or unsuccessful operations in many other agencies and organizations at large. The purpose of this study was to ascertain whether and to what degree democratic style of leadership affect performance of Ministry of Lands, Public Works, Housing and Urban Development Government. This study looked at the effect of transformational leadership style on the performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. This study relied on transformational leadership theory, path goal theory, team leadership theory and leader member exchange theory frameworks. This study used a descriptive research approach and targeted 188 employees at the Ministry of Lands, Public Works, Housing and Urban Development in the government of Kenya. Primary data was collected using structured questionnaires and thereafter analyzed descriptively using statistical packages for social sciences (SPSS) version 26. The findings from the study revealed that employee motivation had a significant positive effect on organizational performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. The study found that 36.7% in variation of performance was attributable to employee motivation. However, the study found that employee work commitment had a moderate negative significant effect on organizational performance of Ministry of Lands, Public Works, Housing and Urban Development in Kenya. Lastly, the researcher found that employee creativity significantly and positively affected organizational performance of the Ministry of Lands, Public Works, Housing and Urban Development in Kenya. the study found that 62.4% in variation of performance was aa a result of employee creativity. The therefore concluded that employee motivation and employee influenced organizational performance whereas employee work commitment negatively influenced organizational performance. The researcher therefore recommended that management and policy makers need to emphasize on the need for strategy and policy formulation that fosters creativity among employees for them to achieve better performance. Future research was recommended to be done on the effect of leadership attributes on sustainable performance of government ministries in Kenya.

Abstract This article summarizes the results of the preparation, realization and financing of the road infrastructure in Slovakia. Inconsistencies exist when working with costs, budgetary indicators, etc., resulting in the creation of unrealistic cost indicators that are unusable in practice. The results are not reliable, and their use for cost planning in construction preparations, comparisons of construction costs, etc., can be problematic. The proposed solution would be to harmonize the recommended classification of construction works (Methodical Guidelines of the Construction and Regional Development Ministry No. 1/2004) with the classification of the construction features in the Ministry’s Decree No. 83/2008.

Background: Implementation of electronic medical records in health facilities is still very rare. The issuance of Regulation No. 24 of 2022 by the Minister of Health, which requires electronic medical records, means that all health facilities in Indonesia must be prepared to use electronic medical records. The results show that the format of electronic medical records, especially in dental facilities, is incomplete and non-standardized. Objective : The purpose of this study is to create an electronic medical record application for dentistry according to the standards of the Ministry of Health and works well. Method: The methods type is research and development with an action research approach. The method used to create the application is SDLC (Systems Development Life Cycle), which includes problem identification, design, application development, testing, implementation and maintenance. Result:, The results of dental electronic medical record system application has 100% complete formats according to the minimum requirements of the minister of health regulations, including patient identity formats, patient medical record formats, odontogram formats, medical treatment formats, supporting examination upload formats, and informed consent upload formats . Conclusion: This research has succeeded in creating an web-based application for an electronic medical record system for dentistry that has standard specifications of the Ministry of Health

Monitoring and evaluation are the jobs that are often done by the Payakumbuh Public Works Department to maximize work in the field. The Payakumbuh Public Works and Public Housing (PUPR) Office itself is experiencing difficulties in monitoring and evaluating work in the field that is currently underway and the activities carried out have been realized. So far, office work has been monitored manually one by one because the Payakumbuh (PUPR) does not have an information system that can monitor and evaluate all work simultaneously and provide an overall target picture yet. In activities, especially work at the Payakumbuh PUPR Service, it applies the application of gender mainstreaming ("PUG"). The Ministry of Public Works of the Republic of Indonesia as the target for PUG implementation is the integration of a gender perspective into the internal culture of the Ministry of Public Works (at the central and regional levels) to produce an institutional culture that is sensitive to gender issues. To monitor this, applications are developed using the Agile Development software system development methodology. Researchers designed this website application to overcome this problem. The system was built using the PHP programming language with the Laravel Framework. The results showed that the application of reports on the implementation of gender mainstreaming activities with the Laravel Framework helped website developer performance to be more effective and efficient than using the static PHP programming language. The Laravel framework supports is object oriented and supports all databases. The Uniform Resource Locators (URL) structure used in Laravel is much more flexible and much easier to change in routing.

Technological developments drive growth in the industrial revolution and digital transformation era. Technological developments during the industrial revolution 4.0 affect characteristics, especially in work. In responding to the change in technological developments in employment, the Ministry of Public Works has the task of conducting public works affairs in the government environment in an orderly manner to support the president in administering state government. XYZ Polytechnic is a state university as a new pilot under the Ministry of Public Works, Republic of Indonesia. As a basis for future development as well as towards a smart campus and then getting policy directions for the development of smart campus governance at the XYZ Polytechnic, it is necessary to design IT governance, especially in the reconstruction of adaptive and responsive policies and the development of structured governance with structured information systems. This study uses COBIT 2019 as the framework for governance design. With the method from the field preparation stage, interviews then assessed and evaluated existing policies and conditions of field activities to create governance designs according to COBIT 2019. The research results contained a technology governance management design with 17 processes. Based on the capability assessment and gap analysis results, recommendations were made for XYZ Polytechnic, as discussed in the results section. The suggestions are in the form of recommendations related to people, processes, and the use of technology. The recommendations act as evaluation material to improve organizational performance by providing good smart campus governance to students and internal members of XYZ Polytechnic.

Masters in Public Administration - MPA
The modern public sector and system of administration in Ethiopia began at the time of the imperial period, in the early 1960s. But this sector and the tradition of administration itself, compared with other countries, is not yet strong enough to play its role as a catalyst in the development and growth of the country. This study explores the wide array of public sector administration and reform practices in other countries and compares them with Ethiopia. More specifically, it looks into Business Process Re-engineering, a recently adopted type of reform, which originated in the private sector. Commonly termed BPR, Business Process Re-Engineering is a reform mechanism to uproot age-old systems of thinking and functioning in any organization and replace them with new paradigms and more efficient and lean systems that will lead to visible results. The literature reveals that it has had mixed results of improvement, both in the private sector and in the public sector in many countries. This study sets out to analyse whether this is just another fad of reform being adopted in order to fulfil a completely different objective of political reform, or whether it is a real effort to bring about changes in the way the public sector conducts its business. From its wide application in the country, two varying sectors have been chosen for this analysis. One is a service-giving institution in the Ministry of Trade and Industry, which has frequent interaction with citizens and, most importantly, investors and business organizations. The other sector is the policy, programming and legal framework designing institution in the Ministry of Works and Urban Development, an institution that depicts one of the core tasks of the public sector. As a result, the findings indicate mixed results in its application. In an institution where there are clearly defined tasks and deliverables, the BPR application seems to have generated visible results with potential continuity. On the other hand, in core public sector tasks, where government plays the regulatory and policy guiding roles, the initial outcomes of the re-engineering process do not look that promising. The newly designed and presented processes seem to be quite superficial, contrary to the principles of the BPR concept. In conclusion, re-engineering is not an across-the-board application when it comes to the public sector, as there are core functions of the government to which it does not apply. In addition, this leads the study to the conclusion that reforms are appropriate in the public sector, so long as they generate tangible results and changes.

The monograph, based on the identification of trends and problems of changes in the demand and supply of skills, as well as the study of modern mechanisms of their formation and actualization, substantiates the priority areas of human resources development in the Russian Federation that meet the strategic challenges of the period of digital transformation of the labor sphere. The authors identify and systematize current and future trends related to changes in the demand for professions and skills in the Russian and global labor markets. The directions of transformation of the demand for skills and professions in the conditions of digitalization of the economy, skills and professions of the future are determined. Quantitative and qualitative imbalances and trends in labor supply and demand in the Russian labor market are identified (based on statistical analysis of data from 2009-2019). The features and problems of supply and demand of professions/skills in the segments of the Russian labor market covered by Internet recruitment are identified (based on data from resume parsing and vacancies of Internet recruitment portals in 2018 and 2020). Methodological approaches to identifying widely-and poorly-demanded skills are proposed and tested during the competence analysis of labor supply and demand using Big Data technologies.the competence profile of the vacancies of the professional core and extra - skills. An innovative author's approach to assessing the potential of skills capitalization — a possible increase in the salary of an applicant due to the expansion of the set of skills that he has-is proposed and tested. The current policy directions of formation and improvement of skills of the population in the Russian Federation are identified and systematized. The strategic challenges of the period of digital transformation of the labor sphere facing the Russian Federation and the priority areas of human resources development that meet these challenges are identified. The conclusions and recommendations can be used in the work of the Ministry of Labor of Russia, Rostrud, the Ministry of Education and Science of Russia, the Ministry of Education of Russia, government authorities, employment services of the Russian regions, as well as organizations of the professional education system.

AbstractDuring the health emergency generated by Covid-19, EAFIT University has worked closely with the National Ministry of Education (MoE) and its Vice-Ministry of Preschool, Basic and Secondary Education, providing ideas and guidelines to 96 certified Secretaries of Education (In Colombia, Secretaries of Education are responsible for managing resources and activities for the educational sector at the province and municipality level. Province governments coordinate educational service in all their municipalities except those over 100,000 inhabitants, which can apply to be certified and become autonomous in the management of their resources) in Colombia and strengthening their capacities to autonomously address the emergency in educational institutions. This work includes the development of a national project focused on collectively defining the actions needed for the successful return to academic activities.This experience is derived from the development, since 2012, of the UbiTAG (The name UbiTAG derives from “ubiquitous learning,” followed by tecnología–aprendizaje–gestión (“technology”–“learning”–“management”). The label was introduced in Zea et al. (2012)) model, a holistic approach to digital maturity and change management in schools that has been implemented through ongoing long-term projects in the Itagüí municipality (24 schools) and the Bogotá Capital District (383 schools). This case study will focus on the work that EAFIT has been doing during the emergency, supporting both the MoE and specific Secretaries of Education. In addition, the case will describe some aspects of the UbiTAG model that have helped to address the educational communities’ current challenges.

AbstractDuring the health emergency generated by Covid-19, EAFIT University has worked closely with the National Ministry of Education (MoE) and its Vice-Ministry of Preschool, Basic and Secondary Education, providing ideas and guidelines to 96 certified Secretaries of Education (In Colombia, Secretaries of Education are responsible for managing resources and activities for the educational sector at the province and municipality level. Province governments coordinate educational service in all their municipalities except those over 100,000 inhabitants, which can apply to be certified and become autonomous in the management of their resources) in Colombia and strengthening their capacities to autonomously address the emergency in educational institutions. This work includes the development of a national project focused on collectively defining the actions needed for the successful return to academic activities.This experience is derived from the development, since 2012, of the UbiTAG (The name UbiTAG derives from “ubiquitous learning,” followed by tecnología–aprendizaje–gestión (“technology”–“learning”–“management”). The label was introduced in Zea et al. (2012)) model, a holistic approach to digital maturity and change management in schools that has been implemented through ongoing long-term projects in the Itagüí municipality (24 schools) and the Bogotá Capital District (383 schools). This case study will focus on the work that EAFIT has been doing during the emergency, supporting both the MoE and specific Secretaries of Education. In addition, the case will describe some aspects of the UbiTAG model that have helped to address the educational communities’ current challenges.

The historical phase we are living, which is characterized by change management and the continuous redefinition of skills (Fiore et al. 2021), invites the university to question itself on the central role it plays for the formation of current and future. The work of the European Commission to address the improvement and adaptation of the skills of European citizens provides clear guidelines on which Higher Education is also called to commit. Among them, this paper focuses on the development of entrepreneurial skills, i.e. the ability to act on opportunities and ideas and to transform them into value for others. The Commission calls for the development of these competences at all levels of education, giving rise to entrepreneurial education training offers (Lackéus 2015). For this reason, and in order to respond to this need, since 2013 the Italian Ministry of University has established the Contamination Labs, places of contamination between students, teachers and local stakeholders aimed at developing interdisciplinary entrepreneurial education, which is also the subject of this research.

AbstractFinland signed the UNESCO charter on 10 October 1956. Jaakko Numminen starts the part of his memoirs dedicated to international cultural relations by insisting on the importance of UNESCO and multilateral organizations for the Ministry of Education’s work after the late 1950s. September delegation work in Paris during the organization’s assembly was an important event for the Ministry’s civil servants involved in international relations, a moment of reflection with the Ministry for Foreign Affairs about Finland’s position in international cultural cooperation with Nordic committees on positions, programmes, declarations and so on. It was both a proud moment, when Finnish representatives could feel concretely their country’s re-integration in international circles, and a difficult moment, when the Finns could vituperate about UNESCO’s bureaucracy and disorganization. UNESCO was only one example of the multiple forms of multilateral cooperations Finland got involved with in the postwar years, from Nordic cooperation to the OECD. If UNESCO created a bureaucracy of cultural diplomacy often disconnected from the realities of Finnish culture, other forms were more pragmatic and in sync with Finland’s educational and cultural developments.

These success factors are put at risk by silo mentalities and by insufficiently pronounced cross-departmental knowledge transfers. The GASAG Group as a typical organizational layout of medium-sized enterprises in Germany has been and still is confronted with these challenges as well. In order to face them, the GASAG Group decided to work on company culture as well as to develop an open and innovative mindset, prompting it to join the ICU (ICU stands for ‘Internal Crowdsourcing in Enterprises’ and is a joint project funded by the Federal Ministry of Research and Education (BMBF) and the European Social Fund (ESF) for a period of 3 years, from June 2017 to May 2020, under the funding measure ‘Work in the Digitalised World’ and supervised by the project management organization Karlsruhe. The project goal was the development of an employee-friendly cross-industry reference model for Internal Crowdsourcing.). Research Project in 2017. The aim of this chapter is to describe the ICU approach from the practical, company perspective of the GASAG Group and to map out identified success factors as well as provide general recommendations for the implementation of Internal Crowdsourcing in a business environment.

AbstractIn the last five years in Romania, a series of measures and policies have been adopted that aimed to increase the enrolment and participation of Romanian citizens in higher education. However, we are still witnessing a decline in the number of students even though Romania has the lowest proportion of graduates (30–34 years) with a higher education diploma in the EU. Through this paper, we will follow the educational path of students in final grades in upper secondary education to analyse how many of them graduated from the national baccalaureate exam and later became students. The data come from the interconnection of two important databases from the Romanian education system, the National Student Register (RMUR) and the Integrated Information System of Education in Romania (SIIIR). Access to higher education must be viewed not only from the perspective of the admissions process but also from the perspective of generational losses that have a direct impact on the human resources eligible for higher education. Thus, we will insist on analysing the “losses” of human capital registered in the national education system in the last year of study in pre-university education, looking at the same time at the characteristics of students who manage to enter higher education. The current analysis is based on the work done within the project “Quality in higher education: internationalization and databases for the development of Romanian education” (code POCU/472/6/8/126766/21.11.2018, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in partnership with the Ministry of Education (ME).

This book is published as one of the outputs of the development project titled “Enhancement of the PhD Students Potential for Qualitative Research in Ukraine“, supported by the Ministry of Foreign Affairs of the Czech Republic in collaboration with the Czech University of Life Sciences Prague and Sumy State University, Dnipro State Agrarian and Economic University, Sumy National Agrarian University, Polissia National University, Chernihiv Polytechnic National University. The project aims to enhance the potential of PhD students in Ukraine by advancing their skills and knowledge about qualitative research and providing grant funding and the environment and tools for its guided practical implementation. The goals are: 1) to advance the skills and knowledge of PhD students in Ukraine in terms of designing and conducting qualitative research, applying for grants for it, developing international cooperation and multidisciplinary research; 2) to create an environment where the PhD students will get the older mentor from their university and from abroad, mini-grant funding, an opportunity to work in an international team and access to advanced knowledge and equipment during a study tour; 3) to comprehensively support the establishment of international research teams able to design qualitative research and publish their results in indexed journals. Agrarian sector occupies a special place in the structure of the economy. The article presents the characteristics of this segment and its infrastructure in Ukraine. The transition to a market economy requires the formation of an appropriate market environment, without which the civilized market and agrarian, in the first place, cannot work normally. Agrarian producers independently choose channels for selling their products, forms of sales and sales of resources and use various intermediary structures in their economic activities. All these activities lead to the need to collect, accumulate and process growing information streams that farms have to use efficiently and in a timely manner. The harmonious development of the entire system of social production and food security of the country depends on the effective functioning of all available infrastructure components. Based on the foregoing, it is possible to understand that this topic is extremely important and require the research. The goal of the article is to investigate the condition of the agricultural market and its infrastructure in Ukraine. It was described the main problems of agriculture. To make the research about the topic, it was necessary to use data from the official site of State Statistic Service of Ukraine. It was analyzed the project Strategy for the development of the agrarian sector in Ukrainian economy for the period up to 2020. This project is developed by the Ministry of Agrarian Policy and Food of Ukraine. Also, it was needful to use synthesis, analysis, deduction, induction, and comparison methods. As a result of research, we described possible ways to resolve main problems in this sphere, made the analysis of the main statistical data which are related to the agrarian sector.

In the Russian Federation, almost 30,000 people are killed and about 250,000 people are injured in road accidents per year. Road traffic injuries rank third in the world among the causes of mortality. Road traffic injuries is a problem that occupies one of the leading places in a number of social, medical, demographic and economic problems that face society and the state. The article deals with the organization of medical care for patients with injuries of different nature, received as a result of road traffic accidents. The purpose of the work - based on the data obtained, to identify key points that will help emergency service specialists, doctors and employees of transportation services to improve the process of providing first aid and medical assistance to victims of road accidents. In this paper we have paid attention to the important, in our opinion, aspects that can help in solving this problem. The study found out that the performance of policies regarding road safety is still a problematic issue. Undoubtedly, first aid training programs for ordinary citizens should follow the principles established by WHO. It is necessary to improve the professional competence of employees of the Ministry of Emergency Situations, Ministry of Internal Affairs, road services, etc., providing first aid to victims of road accidents through mandatory cyclical training in the territorial centers of disaster medicine of the subjects of the Russian Federation.

The Republic of Moldova does not yet have a comprehensive gender budgeting framework in force. The Republic of Moldova legislative and policy framework for gender equality is expressed in Law no. 5 of 09.02.2006 on ensuring equal opportunities between women and men. Moldova’s Parliament and Ministry of Finances are responsible for its national budget cycle (planning and budgeting processes). Recently, the integration of the gender perspective was achieved in the Budget Circulars and the Methodological Set regarding the development, approval and amendment of the budget (Order of the Ministry of Finance no.209 from 2015), which was implemented for the 2022 budget. It is well known that gender budgeting can be applied to any type of budget system at all levels of government, be it central government level or regional and local government levels. Examining the factors that underline introducing gender budgeting at central government level is important because budgetary decisions on both revenue and expenditure are made at this level. Effective implementation of gender budgeting requires enabling factors: political commitment, technical capacity, disaggregated data etc. The purpose of this article is to examine the common elements needed to implement effective gender budgeting, as well as to answer how gender budgeting works in the Republic of Moldova.

In Latvia, the employment of persons with disability is two times lower than the European Union average, which indicates a marked social and income inequality in the country, as well as the dependence of such persons on national and local government support. One of the solutions for increasing the employment of people with disability is social entrepreneurship. In Latvia, 28% of a total of 189 social enterprises are work integration social enterprises, which mostly employ persons with disability. The research aims to examine the experience of work integration social enterprises in Latvia. To achieve the aim, the research performed a case study of three work integration social enterprises. It was found that the main goal of all the enterprises was to integrate people with disability into the labour market through their training and skills development. The main challenges of employing the target group were their insufficient level of education and poor professional skills, as well as the need to adapt the working environment and equipment. Depending on the degree and kind of disability, the workloads for such persons are also adapted. National, local government and other available support instruments for social enterprises are used to expand their operation, the most important of which are the grants administered by the Ministry of Welfare and the finance institution Altum, as well as a tax credit – a lower employer mandatory state social insurance contribution rate if employing people with disability

Vladimir Stepanovich Ershov (1904–1988) is an outstanding parasitologist, closest associate and follower of Academician K. I. Skryabin, Doctor of Veterinary Sciences, Professor, Full Member of the All-Russian Academy of Agricultural Sciences, and Laureate of the USSR State Prize. 2024 marks the 120th anniversary of his birth, July 26, 1904. The main direction of scientific activities of V. S. Ershov was the immunity study in helminth infections. His works "The immunity mechanism in helminth infections", "Helminth infections as allergic diseases" and others are devoted to this problem; in total, he published over 200 works, including textbooks, study guides and monographs many of which were translated into foreign languages. An important place in V. S. Ershov’s activities was occupied with the work on veterinary service organization, veterinary and zootechnical education. In 1945, he was appointed as Head of the Main Veterinary Directorate of State Farms of the Ministry of State Farms of the RSFSR, then Head of the Main Directorate of Zoo-Veterinary Universities of the Ministry of Higher Education. In 1954, Vladimir Stepanovich became the Director of the Moscow Fur Institute, and a year later, Vice-Rector of the Moscow Veterinary Academy. In 1957, V. S. Ershov was appointed Director of the VIGIS, which he headed for a quarter of the century. Due to the organizational skills of Vladimir Stepanovich, the VIGIS quickly grew from a small team into a large center of helminthological science. V. S. Ershov took part in International Veterinary Congresses, was elected an honorary member of several foreign societies of parasitology (Washington, East Germany, Bulgaria, etc.), and an honorary member of the World Association for Advancement of Veterinary Parasitology, a member of the State Commission for Academic Degrees and Titles and the Lenin and State Prize Committee. For his enormous contribution to the development of science, V.S. Ershov was awarded Orders of Lenin, the October Revolution, the Red Banner of Labor (twice), the Badge of Honor (twice) and Peoples’ Friendship and medals. Vladimir Stepanovich passed away in 1988.

In developing countries like Timor-Leste, regular road condition monitoring is a significant subject not only for maintaining road quality but also for a national plan of road network construction. The sophisticated equipment for road surface inspection is so expensive that it is difficult to introduce them in developing countries, and the monitoring is usually achieved by manual operation. On the other hand, the utilization of ICT devices such as smartphones has gained much attention in recent years, especially in developing countries because the penetration rate of the smartphone is remarkably increasing even in developing countries. The smartphones equip various high precision sensors, i.e., accelerometers, gyroscopes, GPS, and so on, in the small body in low price. In this project, we are developing an integrated road condition monitoring system that consists of smartphones, dashcams, and a server. There are similar trials in advanced countries but not so many in developing countries. This system assumes to be used in developing countries. The system is very low cost and does not require trained specialists in the field side. The items that are automatically inspected in this system were carefully selected with the local ministry of public works and include paved and unpaved classification, road roughness, road width, detection and size estimation of potholes, bumps, etc., at present. All the inspected items are visualized in Google Maps, Open Street Map, or QGIS with GPS information. The survey results are collected on a server and updated to more accurate values by the repeated surveys. On the analysis, we use several state-of-the-art machine learning and deep learning techniques. In this paper, we summarize related works and introduce this project’s target and framework, which especially focused on the developing countries, and achievements of each of our tasks.

A promising Fiber-Optic Differential Pressure (DP) Transmitter is under development in Flexible Maintenance System (FMS) Projects that supported by Ministry of Economic, Trade, and Industries of Japan. The object of FMS projects is to improve maintenance works at nuclear power plants with latest technology. The new DP Transmitter uses optic-fiber technology of Extrinsic Fabry-Perot Sensor and Fizeau White-Light Cross-Correlator. Validation tests were performed to evaluate the tolerance of the DP transmitter in Nuclear Power Plant conditions. General requirements of PWR are accuracy (repeatability and linearity) of within +/−0.5%, pressure-proof of maximum 17.16MPa, Irradiation of 100Gy, and temperature range of 10–50 degrees centigrade at normal condition. The test results show the new DP transmitter can be expected as the next generation instrumentation in Nuclear Power Plants.

In 2012-14 Unitec Institute of Technology (in partnership with The Innovation Workshop) carried out research into the application process for New Zealand Government Research & Development [R&D] co-funding administered by the Ministry of Science & Innovation (now Callaghan Innovation Ltd). This research revealed widespread applicant frustration with the application criteria and process. A significant problem perceived by High Value Manufacturing and Service Small Medium Enterprises (HVMS SME) businesses is the focus of R&D funding on product innovation followed by a lack of funding to support later stage commercialisation of products. This later stage of product and market development is excluded from Callaghan Innovation co-funding, leading to ‘prototypes-on-a-shelf’. Applicants also found the process time consuming, due to the complexity of the application questions and the delays in response from the funding network of regional funding partners and the Government Ministry. HVMS SME often used consultants to help manage the application, which is frowned upon by both the regional funding partners and Callaghan Innovation, despite the high levels of co-funding success from these applicants. This work has been carried out during the establishment period of Callaghan Innovation Ltd and some of the above issues may be historic and/or transitional as the institutional arrangements change. This research records the HVMS SME experience in applying for R&D co-funding. Consideration of the user experience, captured in this research, may reveal opportunities to improve the process with better outcomes for the applicants and the economy.

This Evidence Check was commissioned by the Ministry of Health to identify validated health assessment tools for physical health, mental health, development, and family violence for the Wellbeing and Health In-reach Nurse (WHIN) Coordinator program. This program is a partnership between NSW Health and the NSW Department of Education which places nurses in NSW schools to identify the health and social needs of students and coordinate early intervention and referral to services and programs. Validated assessment tools will help the nurses to identify children at risk of academic, behavioural, emotional or health-related difficulties. This Evidence Check also aims to describe how they are used in clinical practice and barriers and enablers to their effective use. Seventy-two assessment tools were found, but coverage of the areas affecting children’s wellbeing was uneven. Mental health had several promising tools, as did development for younger children. However, physical health and family violence did not have well-validated tools. There was little information on how they were used in clinical practice. Enablers for use included minimal training requirements, ease of administration and ready availability. Use of parental as well as teacher reports was seen as valuable. There is a need for further work on tools for physical health and family violence. There is also a need for information on the practicalities of the chosen tools (user acceptability, licensing, costs, and training requirements) and for clear practice guidelines.

Access to books is key to learning to read and sustaining a love of reading. Yet many low- and middle-income countries struggle to provide their students with reading materials of sufficient quality and quantity. Since 2008, RTI International has provided technical assistance in early reading assessment and instruction to ministries of education in dozens of low- and middle-income countries. The central objective of many of these programs has been to improve learning outcomes—in particular, reading—for students in the early grades of primary school. Under these programs, RTI has partnered with ministry staff to produce and distribute evidence-based instructional materials at a regional or national scale, in quantities that increase the likelihood that children will have ample opportunities to practice reading skills, and at a cost that can be sustained in the long term by the education system. In this paper, we seek to capture the practices RTI has developed and refined over the last decade, particularly in response to the challenges inherent in contexts with high linguistic diversity and low operational capacity for producing and distributing instructional materials. These practices constitute our approach to developing and producing instructional materials for early grade literacy. We also touch upon effective planning for printing and distribution procurement, but we do not consider the printing and distribution processes in depth in this paper. We expect this volume will be useful for donors, policymakers, and practitioners interested in improving access to cost-effective, high-quality teaching and learning materials for the early grades.

This brief summarises key considerations concerning cross-border dynamics between South Sudan and Uganda in the context of the 2022 outbreak of Ebola in Uganda, and the risk of the spread of the virus into South Sudan. It is one of four briefs exploring cross-border dynamics in the context of the outbreak, alongside Kenya, Rwanda and Tanzania. The outbreak is of the Sudan strain of Ebola (Sudan Virus Disease, SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The outbreak of SVD began in Mubende, Uganda, on 19 September 2022. At the time of writing (25 November), there had been 141 confirmed cases and 55 deaths, including seven health workers. Infections had been confirmed in nine districts in Uganda, including in Kampala – a major transport hub. Vaccines used in previous Ebola outbreaks are effective against the Zaire strain of Ebola, and vaccines that could work against the Sudan strain remain under investigation. As of November 2022, there have been no confirmed cases of SVD imported into South Sudan, although several alerts have been investigated. However, the fear that travellers from Uganda might bring the disease into South Sudan has spurred preparations by government institutions and partner organisations, building on the experiences acquired during past outbreaks, particularly Ebola and COVID-19. An EVD High Level Taskforce has been formed, chaired by the Minister for Cabinet Affairs and co-chaired by the Minister of Health. The South Sudan Ministry of Health (MoH) has activated the Public Health Emergency Operation Centre (PHEOC) and Incident Management System (IMS). A national EVD Readiness Plan has been developed and endorsed by the government. A free hotline (number 6666) is in place, which can be used either to report suspected cases or for information on Ebola. Training of staff at border entry points has started. This brief is based on a rapid review of published and grey literature, and informal discussions with the South Sudan Red Cross, IOM, academics from University of Juba, and the PHEOC. It was requested by the Collective Service and was written by Leben Nelson Moro (University of Juba) and Alice Robinson (London School of Economics). It was reviewed by colleagues at the University of Bath, the PHEOC, Internews, Anthrologica, the Institute of Development Studies and the Collective Service. The expedition AL570 with the RV Alkor was carried out within the framework of the interdisciplinary DAM MGF-OSTSEE Project “Potential effects of closure for bottom fishing in the marine protected areas (MPAs) of the western Baltic Sea – baseline observations” funded by the Ministry of Education and Research (BMBF). Within MGF-OSTSEE a consortium of scientists from various institutions investigates how benthic ecosystems in Natura 2000 areas within the German exclusive economic zone develop after the exclusion of bottom trawling. Major goals of the project are i. the initial assessment of the environmental state and its variability in- and outside the three Natura 2000 areas Fehmarnbelt, Oder- and Rönnebank under the ongoing pressure of bottom trawling and ii. the general assessment of the effect of bottom trawling on benthic communities and benthic biogeochemical functioning as well as their development after fishery exclusion. The cruise AL570 concludes a series of three previous expeditions EMB238 (2020) and EMB267/268 (2021) and aimed to survey all components of the benthic food web including prokaryotes, protozoans, meiofauna and macrofauna, as well as sediment properties and biogeochemical processes in selected working areas in- and outside of the MPA. The working program comprised 156 station activities of various gears for biological and biogeochemical sampling of sediments. Solute exchange between the sediment and the water column was investigated using Landers and a novel underwater vehicle the Deep-Sea Rover (DSR) Panta Rhei. Investigations in the water column, seafloor observation and deployments of a dredge supplemented the station work. Due to stormy weather in situ solute fluxe measurements were not performed at the Rönnebank. (Alkor-Berichte ; AL570)

This study focuses on two key initiatives spearheaded by the Ministry of Health in Ethiopia, which have contributed to improving gender equality in primary healthcare (PHC): (1) a gender mainstreaming manual; and (2) the PHC response to gender-based violence (GBV). This case was selected as a promising practice because of the significant government leadership and ownership involved in advancing gender integration within a government health system. Based on in-depth analyses of interviews and published materials, it documents the context, a number of enabling factors and challenges encountered, and some of the outcomes achieved and lessons learned, including those that might be transferable to other contexts.

This publication is one of a series of five monographs produced by the Inter-American Development Bank to take stock of the lessons learned from impact evaluations of investments supported by the IDB Group for over a decade across a wide range of economic and social development sectors. In light of increasing demand in recent years for higher-quality public services in Latin America and the Caribbean, this monograph examines programs and policies that can help governments improve how they fund and provide these services to their people. Specifically, it reviews the evidence on ways to improve government efficiency, public spending, taxation, and financial resilience. Key lessons on “what works” include using information and communication technology to improve government processes and reduce costs, increasing tax compliance through architectural or messaging “nudges,” and identifying innovative ways to encourage citizens to save.
