Defence industry may be defined as a system of factories and organisations developing, manufacturing and selling military equipment, weapons and ammunition. In the case of the Russian Federation the terminology of “defence industry” and “military industry” is often used as an equivalent to the Military-Industrial Complex (MIC). The Military-Industrial Complex is a segment of the state industry involved in manufacture of the military equipment and performance of research-development projects in the defence sector. Typical feature of the Military-Industrial Complex is that the state is always its customer. Level of development for the Russian MIC plays a crucial role for maintaining the safety of the state and beside the supplies for the army it is responsible in a great degree for technical equipment of main segments of economy (medicine, transport, education, fuelenergetic complex, etc.). The governing board of the MIC in-cludes 18 persons led by the President of Russian Federation - Vladimir Putin.

The article is dedicated to the achievements and problems of the Chinese military-industrial complex and its role in the economy building during the Xi Jinping` s term (2012–2017). The evolution of the problem is particularly interesting in the context of the realization of the National Security modernization Program of China 2050. The author provides a description of the current state of military-industrial complex fields. Chinese atomic industry has been growing rapidly during the last years. There are significant achievements in the field of the rocket and space industry. Aviation industry, and in particular the aviation engine construction, has been traditionally considered as underdeveloped in comparison with the American, Western European and Russian aviation. In this sense, the Chinese government endeavors to improve the situation. Microelectronics, which has also been rather underdeveloped, is expected to obtain a new quality. The shipbuilding industry in China nowadays gives positive examples of design and building heavy-tonnage vessels, such as nuclear-powered submarines. Apart from the military and technological achievements, many efforts are put in order to reduce the level of the Chinese dependence on the import of foreign technologies. The author stresses the significance of the military industry conversion practices, which used to be one of the main driving forces of the China`s economic growth in 1980–1990s. The so-called military civil integration is one of the most effective strategies aimed at overcoming the technological backwardness of the military- industrial complex. It contributes to the technological growth in the fields of security due to the practices of redirection the civil technologies into the military field. Such an approach allows China to avoid the Western military embargo.

AbstractTaiwan was subjected to the longest period of martial law in history, from 1948 to 1987, and for this period of time the fishing industry of Taiwan was closely controlled and monitored by the government and the military. From 1951 to 1982, the fisheries authorities of Taiwan were controlled to a large extent by high-ranking military officers. Besides this, the military also used a variety of methods to track the movement of fishermen in distant waters. Under such strict control and surveillance of the government, only a few politicians were willing to speak on behalf of the interests of Taiwan's fishing industry. The situation did not improve until two young men from the local fishing industry were elected into the national parliaments in 1972.

The paper examines the current situation and issues of the development of the defense industry of the United States. The article examines the key areas of activity of the industry: military shipbuilding, aircraft construction and the armored industry. The main problems of the military-industrial complex are highlighted: the lack of specialists, the rupture of economic ties, the loss of key competencies and technologies. Possible methods of solving the current system challenges facing the American defense industry have been identified.

This study is devoted to the study of the state of the military-industrial complex under the influence of the Ukrainian conflict, problems and prospects of development. The work is relevant due to the escalation of the conflict in Ukraine and the use of American weapons by the Armed Forces of Ukraine against Russian units during a special military operation. The article investigates such issues of the military-industrial complex as the gap between the civilian and military industries of the United States, the dependence of the American defense industry on foreign manufacturers and developers, the lack of complete chains of weapons creation and the unsuitability of American models for high-intensity conflict. The study particularly considers the relationship between civil and military production and the importance of a developed industry for the military-industrial complex. The paper focuses on the ideology of the creation and production of products of the American defense industry and their inconsistency with the conditions of a high-intensity conflict. The work emphasizes the need for serious financial injections and socio-economic reforms in any possible scenario for the development of the US military-industrial complex.

The domestic military-industrial complex (MIC) is a set of research, testing and production enterprises, the task of which is to develop, produce, store, put into service military and special equipment, ammunition and other military products. It functions in the interests of state power structures (the Russian Ministry of Defense, the Ministry of the Interior, the Federal Security Service, etc.), which are its main customers. Planning and management of the development of the defense industry take place in constantly complicated and unstable economic conditions. Scientific and technological progress is accelerating, especially in the field of military technologies, new external threats appear, and all this is against the background of sanctions and limited budgetary resources. The issue of choosing and implementing a planning and management policy in the defense industry is especially updated and takes on a problematic nature. Today, the system is underdeveloped economically. The real problem is how to rebuild, how to develop the system and methods of strategic planning and management of the sustainable functioning of enterprises and branches of the defense industry in modern conditions, as well as ensure economic security in the military-industrial complex, which is the basis of military security.

Taking into account the scale and structural complexity of the system of regulatory and legal regulation of measures of state support for enterprises of the military-industrial complex, the aim of the work is to systematize existing measures of state support for the defense industry, the formation of their structure. Under the conditions of sanctions pressure from unfriendly countries, the country faces an important strategic goal to achieve technological sovereignty, which indicates a high level of relevance of the research being conducted. Organizations of the military-industrial complex with the support of the state can fully contribute to its achievement. The paper considers individual mechanisms of state support for the military-industrial complex, including by industry affiliation of enterprises and individual economic entities. Based on the analysis of the regulatory and legal support mechanisms for state support of organizations of the military-industrial complex, a classification of state support measures is given, which is mainly of a financial nature in the form of cost recovery. The problems hindering the sustainable development of the military-industrial complex are highlighted. The authors noted the need both to expand measures of state support for the defense industry at the regional level, and to attract personnel to «rejuvenate» the industry and train specialists in priority areas to achieve a scientific and technological breakthrough in the defense industry.

Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. The development of the defense industry in Western Europe is of particular interest to political-academic research. This area has become especially relevant in the context of the escalation of the European security crisis in the spring of 2022. The study of the country’s defense industrial complex allows us to analyze the goals and objectives that are currently faced by the German political and military leadership. Procurement and R&D are a key focus of the study. The tasks set before the German DIC indicate the new plans of the country’s politico-military leadership for the development of the Bundeswehr. Their analysis may make it possible to predict the future development of the military-industrial complex. The purpose of the study is to analyze the current state of the German DIC. The hypothesis of the study is that the country’s military industry has many attributes indicating the country’s leadership in the organization of military-industrial cooperation between allies and partners, collective military and security policy in Europe. This article is a structured analysis of the development of the German DIC and is intended to fill the lack of information regarding future scenarios for the development of the German DIC.

In the end of the 19th century, after the Civil War and its consolidation as an industrial power, the United States also suffered the consequences caused by overproduction. Looking for a way out of it and in spite of its isolacionism and politicals critics on European imperialism, the United States ingeniously began its own imperial expansion, favored by military events which allowed them to incresase its economical, political and cultural influence all over the world. The expansion performed by the United States is a form of dominance that emerged in the last decades as result of political and military interests, added to all technological transformations that humanity has been through, being quite distict from the political power exercised over men in past eras: it has no limits or frontiers; it comprises all the world and involves the lives of entire populations, affecting their bodies, minds, ideals and religiosity. Never before a political order has taken such a dimension or has exercised such a control over the world. In this context, the old and traditional disciplinary society and its political conventions had to give way to a new society of control, ready to rule all over people through a net of defensive military basis set quietly and regularly over all continents, and through communications systems, high-tech information nets and deadly potent armaments. This work is, therefore, dedicated to collect data and explain the historical evolution of this expansion and is focused in the connection among the political theory of realism, the escalation of militarism in the United States and in the close relations that tie some sectors of the government to the economical conglomerate of defense industries.

The end of the Cold War signaled hard times ahead for both public and private manufacturers in the Nation's Defense Industry. Army-controlled manufacturing Arsenals, subject to Governmental control and requirements to maintain excess mobilization capacity, found themselves increasingly unable to compete with private industry on cost. Set-aside protectionist legislation, especially the Army Arsenal Act and the Stratton Amendments, played an increasing role in the ability of the Arsenals to obtain work. The Army Arsenal Act applies to "make or buy" decisions and the Stratton Amendment restricts the transfer of large-caliber cannon technology to foreign nations. The LW155 Joint Program Office has dealt with both statutes because it manages a multi-national weapon system with a large-caliber cannon and is scheduled for production by the Army. This report uses the LW155 Program as a case study to examine three areas of importance to a Program Manager: the application of the Army Arsenal Act to joint service programs; the prime contractor's ability to control the origin of component parts; and the constraints upon multi-national production caused by the Stratton Amendment.

The continued existence of the Russian defence and arms industry, known as the Oboronnyi Promyshennyi Kompleks (OPK), was called into question following the disintegration of the Soviet Empire in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. The most telling factor was the sudden removal of considerable government subsidies and high defence industry wages that had traditionally buttressed the industry's economic viability and encouraged the cream of Russia's workers into the sector. It was a crippling blow. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy. In order to gauge the future prospects for the OPK, it is necessary to examine the domestic and external drivers that have either underwritten its success to date or are still required to ensure its long term endurance. Domestically, continued success demands a closer collaboration between the OPK and the Russian armed forces. It also requires serious efforts to curb endemic corruption, further consolidation of the defence industry and continued development of the Russian domestic market for arms. Externally, the strength of the state arms exporter, Rosoboronexport, global market diversification and joint military ventures with strategic partner countries are essential ingredients for long term OPK success. Cultivating and maintaining the economic and political momentum vital for the OPK's progress will be a daunting undertaking for Russia. However, Russia's accomplishments in these key areas since 2000 suggest that continued success is a genuine prospect and that the OPK could potentially grow to be the proverbial 'phoenix from the ashes'. China and India constitute approximately eighty percent of the total Russian arms transfer market. Trading and cooperation with these two countries has provided Moscow with the finances to sustain its defence industry through continued orders and valuable finance for research and development programmes for military hardware. However, post 2015, the Chinese market will be nearing total saturation and the Indian market will have contracted somewhat, as the indigenous defence industries of these nations can be expected to usurp the demand for Russian equipment. This scenario, together with a more active foreign policy under Putin has seen Russia launch aggressive marketing campaigns into the Middle East, South East Asia and Latin America. The strategy has already begun to pay dividends with large contracts being signed by Algeria, Indonesia, and Venezuela. The Russians hope that large sales to these countries will trigger further sales within the respective regions. The realised or potential contracts for arms from Libya, Saudi Arabia, Malaysia, Mexico, and Brazil suggest that this strategy is producing the desired result. The short term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products such as cruise missiles and air defence systems as well as cost effective and user friendly Russian aircraft, ships, submarines and land systems. Flexible financing options offered by Rosoboronexport will stimulate demand in new markets such as Algeria and Indonesia and sustain the economic viability of the OPK for at least the next decade.

Companies see business opportunities and attractive technology on the other side of the Atlantic Ocean. Governments advocate in a public discourse that transatlantic defence industry integration is highly desirable and that it would benefit all concerned. This supportive discourse is compared to the action; the corporate integration that has occurred. The aim of the thesis is to understand and explain the level and nature of the transatlantic defence industry integration and its driving forces and inhibitors. A combination of three focal theoretical concepts has been used: integration, discourse and organizational field. The thesis shows that there is a marked discrepancy between the discourse for and the actual extent of transatlantic defence industry integration. This discrepancy and the nature of the corporate integration is analyzed and explained through the combination of discourse and integration within an organizational field. The thesis shows that defence companies’ in transatlantic acquisitions achieve very limited influence over the acquired company’s strategy and operations, and that synergies and rationalization are strongly disencouraged by governments. The processual integration within trans-national groups and in transatlantic defence materiel collaboration is highly restricted by governments. The thesis also shows that the defence innovation largely is separated between the U.S. and Europe. The defence market is an example of a political market showing a very different corporate rationality compared to ideal models of corporate rationality as the SCP paradigm. The findings suggest that defence companies’ strategy and integration appear non-rational in isolation, but become rational when understood through the lens of the defence market seen as an organizational field – a perspective that emphasizes the influence of the government field. His research focuses on the defence market, defence procurement, Europeanization and the transformation within political markets. Martin also works as defence market and defence procurement analyst and deputy research director at the Swedish Defence Research Agency (FOI).

The thesis Higher Cicrcles in Defence Sector and Corruption in Defence Materiel Procurement in the Czech Republic deals with the question of presence of military-industrial complex (MIC) in the Czech society and economy after than more 65 years its constitution in Czechoslovakia by communist defence minister A. Čepička. His effort was initiated by a confidential wish expressed by J. V. Stalin in 1951 within a political meeting with defence ministers newly established people's republics in East Europa. Due to fact that MIC is usually linked with corruption, the thesis deals with the issue of corruption in acquisition of defence materiel; in particular, after 1994 when the first design of building-up the Czech military power was adapted as well as the first acquisition plan of military materiel was introduced for the next 10 years. So, the aim of the thesis is to verify the theory MIC's presence in the Czech Republic and to diagnose the stage of corruption in acquisition of military materiel at the Ministry of Defence. In modern conditions, an integrated quality management system (ISMC) that meets the requirements of several international standards and contributes to improving the efficiency of enterprise management, creating conditions for its sustainable development, as well as the competitiveness of the enterprise and its products is becoming more and more popular. The monograph considers theoretical and methodological approaches to quality management at the enterprise. The relevance of the application of an integrated quality management system, including at the enterprises of the military-industrial complex (MIC), consisting in the most effective management of the enterprise, energy efficiency and resource conservation, is justified. The assessment of the use of quality management tools at the defense industry enterprises was carried out, the trends in the development of defense industry enterprises were substantiated, a marketing approach was applied to the classification of defense industry enterprises, in particular by market type, which allows identifying potential consumers of enterprises ' products, the degree of production diversification. Organizational and economic approaches to the formation of an integrated quality management system are presented. The procedure for creating an ISMC is considered. The methodology and criteria for evaluating the effectiveness of ISMC are substantiated. The presented material is of practical importance and can be useful to specialists in quality management, graduate students, researchers, teachers.

Using archival research of publications and conference records, it charts the computer graphics research group ACM SIGGRAPH’s origins in the military-industrial-academic complex and notes the rise of a new research complex driven by media industries, with the Hollywood blockbuster playing a key role in driving investment. This chapter also studies how the economics of film industries were transformed by R&D using SEC financial filings from studios. This investigation of the economics of R&D helps explain the economic instability of the VFX industry, which has been a key topic of discussion since the closure of Rhythm and Hues and the rise of VFX worker movements.

AbstractUnder the inspiring and aspiring title: Paving the way for pushing and pursuing a “one for all, all for one” triple transition: social, green, and digital: The Three MuskEUteers, a group of remarkable co-authors and contributors have developed radically new forward-looking visions, principles, approaches, and action recommendations for an attuned indivisible social, green, and digital transition.The triple transition is aimed at helping humanity gather around a life-sustaining purpose, as opposed to life-destroying one in terms of wars of all kinds (military, economic, political, etc.); nature decay and wreckage (carbon footprint, plastic pollution, soil poisoning, etc.); human alienation (favelas, homeless persons, refugee camps, child malnutrition, poverty, exclusion of any kind); and geographic imbalances with empty rural spaces and overcrowded megacities (creating difficult access of rural and/or remote population to care, health, and other essential services; difficulty of urban population to contact with natural environments).The work highlights the urgent need to speed up a third social transition (Within this social transition dimension we understand the socio-cultural scope as any social shift implies a cultural transition and vice versa, with its very deep implications.), in addition to the green and digital transitions more widely recognised by the international community. Innovation, or a European industry-led twin transition aiming for climate neutrality and digital leadership, cannot be supported without a firm, responsive, responsible social and environmental engagement. Reinserting Cinerama in its Cold War historical context, this chapter contends that Cinerama was both a domestic cultural phenomenon and a stealth weapon in America’s battle for hearts and minds abroad. Through new archival research into Cinerama’s global exhibition, as sponsored by the U.S. State Department and armed services during the 1950s, this chapter illuminates the mutually beneficial relationship between Hollywood and the U.S. government and military. Weapons manufacturers dominated the industrial landscape during the Maoist period and prospered on ‘iron rice bowl’ guarantees for orders. But as Cold War tensions subsided and China opened its doors to economic refonns in the early 1980s, the defence industry suffered a precipitous and prolonged dec1ine in its fortunes as the PLA drastically curtailed demand for its outdated arms.

The paper deals with the problem of research related to the systemic problem of optimal management related to the military process industry in the environment covid-19. The developed model enables the application of soft mathematics technology to make reliable decisions related to the field of business of the military process industry. Using the method of analogy, the developed model for optimal process industry management can be used for systems in other areas as well. Unlike various models that were developed before the covid-19 pandemic, this model puts the health safety factor in the first place in terms of evaluation.With the appearance of the covid-19 pandemic, a security factor in the military industry, and above all the process is further complicated, and thus the system optimization of management. The paper shows the possible application of the model on a specific production system in the field of military process industry. Research shows that at all levels of management in the conditions of the covid-19 pandemic, there was no systematic approach to management optimization in which the safety factor is in the first place.Successful modeling of such complex systems is not possible without the application of multidisciplinary knowledge such as: engineering-technical, medical-health, security, economic, socio-psychological, educational and soft mathematics. In the education system, developmental changes are needed in the function of educating a larger number of staff who possess multidisciplinary knowledge.

Classical training scenarios in exercises and practices in the defense industry, focus on realism, where complex scenarios are simulated to achieve maximum impact on unit training. Thousands of hours are being spent to train units and provide real-life scenarios, to improve on survivability and efficiency of units, if and when the time comes, for proven organizational and practical efficiency. Using Augmented Reality and Artificial Intelligence to create real-life simulated environments would create a totally new learning platform, which provides a new learning experience and approach, for specialized situations in the defense industry. Many other solutions have tried to provide for interactive content, without achieving the much needed interaction between subjects participating in training courses, where complex environmental relations need to be analyzed. Artificial Intelligence algorithms may help identify patterns and may be trained to provide for specific input on human interaction. The Augmented Reality environment may provide for the much needed interaction and practices that are normally required for real-life situations. Combining both elements into a single eLearning platform, may provide for a totally new paradigm in the training of military and intelligence units, by reducing costs on an already expansive military budget, providing a safer training environment and ultimately improving the available methods of training for a special domain. The present work makes an analysis of available technology, software and hardware, to provide for such a scenario where Artificial Intelligence and Augmented Reality is united to create a new e-learning concept. A functional architecture will be presented, with the identification of the most probable already existing technologies that could be used to reach a proof-of-concept solution.

Canada has not had a focused military shipbuilding program for some years and one of the outcomes from this is that uniformed and civilian staff within the Department of National Defence have not managed to acquire the skillsets necessary to support large acquisition programs in an effective manner. In addition to this, in recent years, numbers of former Department of National Defence staff have transitioned to Industry, often in senior positions as Industry wish to make use of the information held by these staff. The logical extension is that many sectors in the Canadian Industrial base also lack the skillsets to support large acquisition programs and have to rely on foreign third party support where they are able to call upon it. The paper will discuss the concept of providing a set of Workshops, “Think Tanks” and provide feedback to Project Teams on their approaches linked to likely outcomes with the aim of transferring knowledge to the project team members and empowering the project teams with a “Systems Thinking” culture.

The timber industry complex of Russia has no less potential than the recognized flagships of the Russian industry – the oil and gas sector, the metallurgical and military-industrial complex. The potentialities of the Russian woodworking industry and such a traditional industry as sawmilling are especially great. According to available forecasts, despite significant growth in the production of panel materials, cardboard and paper, the demand for sawnwood will increase, especially in Europe. The recommendations for improving sawmill production emphasize the need to increase the volume of sawn timber drying, expand the range of products by producing targeted dry sawn timber, and bring the requirements for the quality of sawn timber drying to consumer requirements. Specific issues related to quality management of woodworking products have basically been resolved. At the same time, there are a number of bottlenecks in the management of drying quality that cannot be solved at once. This is especially true for issues related to the significant instability of the properties of wood subjected to drying. The system of controlled moisture exchange proposed by the authors makes it possible to largely neutralize the influence of the scatter of the initial properties of wood on the entire drying process. This applies to both the moisture removal process itself and the development of internal stresses in the wood with the provision of the required margin in order to avoid wood cracking. Fast technology development (Industry 4.0/5.0) and the increasing complexity of systems/equipment, combined with limited resources, increasing inflation rates and reduced capital investment opportunities, require the implementation of systems that include high reliability and availability, with minimal life cycle costs. This imposes new requirements regarding the technological processes of production, operation and maintenance. In addition, modern complex systems/equipment are mostly based on computers due to rapid technological advances in microelectronics, microprocessors and computing. Investment in the process of modernization and further development of systems/equipment and/or maintaining the level of their availability is often carried out on a large scale. Complex systems/equipment include: various military and commercial C3 systems, nomenclature systems, production systems, production control systems, eco-product development process, complex medical equipment... Such systems also include water supply systems for drinking water supply, which are managed by water supply organizations. Before starting any modernization of a complex system/equipment, it is necessary to assess its quality and only then, based on the quality analysis, approach its modernization. For the purposes of evaluating the quality of a complex system/equipment, it is necessary to divide it into a series of basic objects: documentation, personnel potential, personnel education, hardware, software... Quality assessments of individual basic objects, taken with a certain weight, give the possibility to evaluate the quality of the observed complex system/equipment. The quality assessment of each object of a complex system/equipment is performed according to a hierarchical model with three levels. Quality factors (correctness, reliability, efficiency...) are at the highest level. At the intermediate level the quality criteria representing the properties of the facilities are necessary in order to satisfy the required quality factors (consistency, traceability, operability, standardization, possibility of training...). At the lowest level is the quality metric (requirements, questions, quantitative relations, etc.), which provides a quantitative assessment of the considered object. The paper will specifically consider the basic facility of the water supply system: the technical system for water delivery (raw water pipelines, main drinking water pipelines, water network of pipes to consumers, water pipe installations in commercial/residential buildings...).

Abstract The rotorcraft industry is a roughly $5B/year segment of aerospace, with a 4:1 military to civil sales ratio, that delivers on the order of 5000–6000 aircraft per year. The earliest rotorcraft had composite primary structure: bonded wooden main and tail rotor blades. The first advanced composite main rotor (M/R) and tail rotor blades (bonded glass/epoxy D-spars, honeycomb afterbodies, and fabric skins) went into production in the early ’70’s. Thus, the rotorcraft industry has been designing and certifying nonredundant bonded primary composite structure for over 25 years. More recent design innovations for rotor components include 4-inch-thick solid molded bearingless M/R hubs and yokes (joining the blades to the mast) and a 1.5-inch-thick complex curvature fiber placed carbon grip for the Bell/Boeing MV-22 Osprey tiltrotor. With roughly 50% of its empty weight consisting of glass and carbon reinforced composites, the V-22 probably has the highest weight-percentage of composites of any manned military production aircraft. This degree of composites usage will likely be surpased by the Sikorsky/Boeing RAH-66 Comanche scout/attack helicopter when it goes into production. As with the V-22 and RAH-66, composites are also seeing increased usage in civilian rotorcraft airframes. Specifically, the Bell 427 and MD Helicopter MD900 Explorer light twin helicopters feature all-composite fuselages, while the Bell-Agusta BA609 civil tiltrotor will have carbon epoxy wings, fuselage and empennage much like the V-22. In the future, composite structural applications will become more widespread as designers gain insight and confidence. Repair, maintenance and support of these structures will become the focus of much engineering R&D effort.

The new military programs push for better products, faster development time and low development costs. It became almost impossible for major hardware changes to be initiated after prototypes were built and tested. Defense industry is forced to use analytical tools to stay competitive in a tough market. The use of simulation and modeling tools in evaluating vehicle performance is becoming an integral part of the design development process in the defense industry. Moreover, building prototypes of complex systems is expensive and it is difficult and time consuming to develop them. Consequently, it is extremely beneficial to know as much as possible about the mechanism and to optimize its dynamic characteristics before the first physical prototype is built. without the need for physical prototypes, it takes the use of simulation and modeling tools to analyze product performance, conduct trade-off studies, and understand design alternatives. Based on simulation and modeling tools, whose target is to facilitate design innovation for the suspension systems without the need for physical prototypes. It takes the use of a Vehicle Dynamics simulation model (VEHDYN), used in conjunction with statistical tools to analyze the vehicle performance, while traversing a various type of terrains at a defined speed for the parameters of interest.

The aim of the article. Establishment and development of the USSR rocket weapons for the period of the New Economic Policy and industrialization is one of the most interesting and poorly researched problem of the USSR military industry. The USSR first researches in the field of rocket weapons and ammunition creation, their features and results are poorly investigated by national historical science and just they are observed in the paper. Methodology. General principles of historism and objectivity are the theoretical-methodological base of this work. Author also use special historical methods: logic, systematic, chronological, actualisation and periodizing. Results. The paper is written by using the declassified documents for Official Use Only, by military technical documents, stored in the Russian National Library, little known memories of direct participants and some published researches. By considering these documents and materials it become clear that in the USSR before the Great Patriotic War a complex of problems on rocket weapon implementation were conditioned by objective and subjective reasons. The consequence of this was the adoption of some unfounded species of reactive weapons before the Great Patriotic War, who received an overestimated assessment and not justified all expectations and hopes assigned to them during the fighting. As a result, only by the end of the war these systems began to be used for their true purpose. Practical application. Practical significance of this work is as follows: facts shown in the article and conclusions drawn on them can be used for further research of USSR rocket weapon establishment and development in 20-40th years of XX century and also for Soviet history in general.

Revolutionary advances in microelectronics continue to drive innovations in communications, information technology, health care, military systems, transportation, energy, and infrastructure. The potential for microelectronics to create transformational change is growing exponentially as they become smaller, faster, and more sophisticated—delivering unprecedented performance. Next-generation systems, devices, and related technologies are critical to addressing society’s most urgent needs. The nation that leads in microelectronics research, development, and manufacturing will lead in defining and reaping the benefits from dynamic shifts in technology. The ability to cost-effectively manufacture complex next-generation microelectronics devices and integrate them in novel systems and packages is a growing challenge, compounded by ever-greater requirements for performance, functionality, and security. To strengthen the U.S. position in semiconductors, Congress authorized a set of programs known as the Creating Helpful Incentives to Produce Semiconductors for America Act (CHIPS Act) as part of the William M. (Mac) Thornberry National Defense Authorization Act (NDAA) for Fiscal Year 2021 (Pub. L. No. 116-283). These programs would help restore U.S. leadership in microelectronics manufacturing and ensure America’s supply of leading-edge products by providing incentives and encouraging investment to expand production capacity and grow the innovation ecosystem for microelectronics research and development (R&D). Leveraging decades of experience in next generation devices, systems, and related technologies, NIST has a specific role authorized under the CHIPS Act to undertake critical metrology R&D that will strengthen the domestic semiconductor industry.
