Remittances are basically a self-enforcing contractual arrangement betwc the individual migrant and the family. This idea of working abroad looks like tha may be a Pareto-superior strategy for the household when a member migra elsewhere either as a means of risk sharing or as an investment in excess to hig] earning streams. Remittances may then be seen as a device for redistributing gai with relative shares determined in an implicit arrangement struck between 1 migrant and the remaining family. The migrant adheres to the contractl arrangements as long as it is in his interest to do so. This interest may be eitl altruistic or more self-seeking, such as concern for inheritance or the right to retu home ulitmately in dignity.

This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and industry, to industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium.

The ever-growing worldwide phenomenon of transnational labor migration has resulted in the increase of families formed by migrant workers in destination countries. While scholarly attention has mainly focused on the transnational families of migrant workers, the formation of mixed families involving migrants in host countries has rarely been studied. Based on a qualitative and quantitative study of the Filipino migrant worker community in Israel, this paper explores the dynamics of mixed families within this community. The family formation of Filipino migrants in Israel reveals two main categories of mixed families: one consisting of a migrant worker and a local citizen, and the other consisting of two migrant workers of different origins. I proposed the terminologies “suspect mixed families” and “fragile mixed families” to emphasize the crucial impact of migration policies on the dynamics of these families.

The purpose of research deals with leading questions regarding migration, concentrating on migration remittances, and management relating to remittance. The survey was conducted in 2018. Five hundred and eleven migrant workers from these source countries-Cambodia, Myanmar and Lao, were interviewed. This research applies probit regression analysis. The results show that repeated migrants who are not first-time migrant, are a highly specific group with 54.74%. First-time migrants are most likely to send remittances home while working in Thailand, accounting for 2,826 Baht per month. However, this number decrease with the second-time migrants send remittances about 2,331 Baht per month. Saving behavior is similar between first-time migrants and second-time migrants, who save a portion of their earnings. However, this number increases to 50% in the cases of third and subsequent migrants. The estimation of sending remittances of all migrant's nationalities. The variables that have the influence on remittances in the positive direction are these variables: being Cambodia migrants, burden of family, social assistance, being Myanmar migrant and household size, respectively. On the other hand, the variables that effect on remittances in the opposite direction are attain below primary school, education (in year), real estate owned, and number of migrating household members in Thailand, respectively. The results show that those who finished below primary school are more likely to send remittances, compared with those who finished above primary school. Main policy recommendations are: bank should decrease money transferring cost; employers should pay salary through banking accounts; migrants should remit money through formal channels. The objective of this paper is to determine whether social support and acculturative stress were related to obtaining antenatal and postpartum care for pregnant female migrants, as well as access to health care for migrant children. The study utilized data of 987 migrant workers in Thailand who originated from hill tribes and mountain communities in Myanmar and Cambodia. Regression analysis showed that the language barrier, a crucial factor behind acculturative stress, adversely influenced access to maternal care. Social support reduced the impact of acculturative stress. Migrants with support are more likely to access health care. Based on the Multidimensional Scale of Perceived Social Support, more sources of support either from friends, family members, or other supporters who are significant could increase health care access. Besides friends and family, the support from the Migrant Health Worker Program and Migrant Health Volunteer Program allowed the formal health sector to utilize the informal social networks to improve care for migrants.

Remittances are a vital source of income for poor migrant sending countries. The purpose of research is to identify the determinants of remittances of migrant workers in Thailand, that are, Cambodia, Myanmar and Lao migrants. Data collection of 511 migrant workers in central region of Thailand. Methodology uses probit regression analysis. Research results present that the migrants are classified into three groups, which are, first time migration (45.21%), second times migration (26.81%) and third or more times migration (27.98%). Determinants of remittance of Cambodia migrants are first time migration, be registered or documented migrant, single status, household size and number of migrating household members in Thailand. Remittance of Myanmar migrants rely on social assistance, be documented migrant, number of months visit home in the last two years, length of stay in Thailand and number of migrating household members in Thailand. For Lao migrants, remittances are influenced by saving, male status, Income, be documented migrant, household size, real estate owned, and burden of family.

Informal social support from family and friends has often been highlighted as the key form of support for migrants under different forms of transnational movement, particularly for female migrants. Drawing on the findings from qualitative and quantitative studies on Filipino and Indonesian migrant domestic workers in Hong Kong, this article applies the intersectionality framework to explore how migrant domestic workers approach different forms of support systems based on their multiple identities of gender, ethnicity, and religion. A clear distinction on help-seeking behavior is drawn between approaching formal and informal support systems with migrant domestic workers directly approaching formal support when the problem is employment related but turning to informal support when having emotional needs. Such distinction is found to be related to migrant domestic workers’ perceptions toward gender role and religious practices under transnational movements.

Purpose Given migrant workers’ critical role in the Chinese economy, the increasing number of migrant workers who leave their organizations and return to their hometown has caused severe socioeconomic issues in China. The purpose of this paper is to contribute to migrant worker literature by revealing the micro-mechanism underlying migrant workers’ return-to-hometown intention and turnover. Design/methodology/approach Data were collected from a convenience sample from seven Chinese companies that employed migrant workers (n=147). The authors used path analysis to test the hypotheses. Findings Migrant workers’ family encouragement of returning to hometown was positively related to their return-to-hometown intention, which subsequently predicted their turnover decision in six months. Further, migrant workers’ perceived career sacrifice associated with returning to hometown weakened the effect of family encouragement to return. Practical implications For organizations that need to retain migrant workers, the findings indicate that it is particularly important to take migrant workers’ family needs and their career-related concerns into account. For migrant workers, the study highlights the importance of assessing gains and losses in the process of making turnover-related decisions. Originality/value This study contributes to migrant worker literature by investigating psychological processes underlying migrant workers return-to-hometown intention and the subsequent turnover from a micro perspective.

Fenomena migrasi yang dilakukan oleh para buruh migran Indonesia di Malaysia menyisakan cerita terutama bagi anak-anak yang lahir dan ikut bersama orangtuanya bermigrasi. Orangtua yang memiliki fungsi pendidikan dalam keluarga dituntut mampu memberikan pendidikan informal kepada anak-anak mereka untuk selalu mencintai dan menanamkan jiwa nasionalisme dalam diri mereka. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh pendidikan karakter nasionalisme dalam keluarga terhadap karakter nasionalisme pada anak-anak buruh migran Indonesia di Malaysia. Studi ini merupakan penelitian korelasional yang dilakukan kepada 30 anak-anak di PKBM X Estate, Bintulu, Serawak, Malaysia. Hasil menunjukan bahwa terdapat pengaruh yang positif pendidikan karakter nasionalisme dalam keluarga terhadap karakter nasionalisme anak. Koefisien determinasi yang diperoleh dalam penelitian ini sebesar 25,50% yang menunjukkan bahwa besarnya karakter nasionalisme anak yang dipengaruhi oleh pendidikan karakter nasionalisme dalam keluarga. Hal tersebut menunjukan bahwa keluarga terutama orangtua memiliki peran yang penting dalam menciptakan dan mengembangkan karakter nasionalisme anak meskipun sedang berada dan tinggal di luar Indonesia. Kata Kunci: anak buruh migran, fungsi keluarga, karakter nasionalisme, pendidikan karakter "I Still Love Indonesia": Study of Nationalism Character Education in Families in Indonesian Migrant Worker in Malaysia Abstract The migration phenomenon conducted by Indonesian migrant workers in Malaysia leaves stories especially for children born and who are with their parents migrating. Parents who have the function of education in the family are required to provide informal education to their children to always love and instill the soul of nationalism within them. This study aims to determine and analyze the influence of character education of nationalism in the family against the character of nationalism on the children of Indonesian migrant workers in Malaysia. This is a correlational study conducted to 30 children in Community Learing Center (CLC) X Estate, Bintulu, Sarawak, Malaysia. The result shows that there was a positive correlation between character education of nationalism in the family and nationalism character of migrant labor children. It shows that family especially parents have important role to create and develop child nationalism whether they live in out of Indonesia. This article explores the impact of the Great Recession on migrant domestic workers in Spain. We argue that the domestic service sector’s relative resistance to job destruction has transformed it to some extent into a refuge activity for unemployed women from other sectors, both migrants and native Spanish workers. This leads to intensified competition over jobs and increasing stratification among domestic workers, with serious consequences both for migrant women’s opportunities to make a living in Spain and for their migration projects at an international level. Based on 90 in-depth interviews with female migrant domestic workers and stakeholders, we find that this group of workers has been seriously affected by unemployment, underemployment, and worsened job conditions. As a consequence, new and already settled migrants find the chances to gain their livelihood in Spain substantially reduced, and many of those who migrated in order to support the family back home through remittances, or to save some money and eventually return, are at present unable to do so.

This paper highlights the problem of migrant families in Ukraine and deals with the main characteristics of the Ukrainian population migration abroad. The research traces the evolution of the social institution of the family in Ukraine and analyzes how it is varied and in what way family relationships have changed under the impact of migration processes in modern Ukrainian society. Special emphasis is placed on the transformation of the role of grandmother in the modern Ukrainian family. The results obtained through the in-depth interview technique indicate that in the modern Ukrainian family the grandmother starts playing the role of mother for children in the family. She can participate in economic, political, social, recreational, cultural and other activities and spheres of family life. Thus, the grandmother becomes an active member of the family; she can also be one of the first agents of the childrens socialization. She influences them greatly and transmits certain values, traditions and customs to them. Thus the study permits us to specify more clearly the problems in the sphere of the migrant worker's families in the eastern part of the country and improve the overall employment and demographic situation in Ukraine today.

Domestic work in private households is, together with prostitution, the most significant employer of newly arrived female migrants. This thesis examines the phenomenon of the racialisation of paid domestic labour in the European Union, and begins to outline the challenges this poses to feminism, political theory and community organisations. At an empirical level it begins to map the employment of migrant women in domestic work in Europe, to describe the work they perform, their living and working conditions and their employment relations. At a theoretical level it is necessarily concerned with the inadequacy of conceptual tools designed to describe more "traditional" forms of employment (i.e. traditionally of concern to white male sociologists) or to describe the experience of "women" within the domestic sphere (i.e. the experience of white middle class women). The paid domestic worker, even when she does the same task as the wife/daughter/mother, is differently constructed, for she is expressing and reproducing the female employer's status by serving as her "foil". I argue that it is the worker's "personhood" rather than their labour power, which the employer is attempting to "buy". As well as labour cost and supply, racist stereotypes and the reproduction of such stereotypes are important in determining demand for domestic workers, and this results in a racist hierarchy which constructs some women as being particularly "suitable" for domestic work. Migrant domestic workers' relation to the state encourages and reinforces the racialisation of domestic work and personal dependence on employers. While the applying of employment contracts to domestic workers may seem to offer some way forward there are many difficulties associated with applying employment contracts to the private domain, both theoretically and in workers' real experiences.

Framed within the context of growing economic changes generated by globalisation in Europe and of the transition towards an increasingly service-based economy and therefore labour market restructuring, the present study investigates the intersecting lived experiences of work, family and belonging of intra-European migrant workers and their families in Rome and London. In particular the comparative examination focuses on the dynamics of mobility and work which Romanian women and men are embedded in and enact within the transnational geo-political space of the enlarged EU, as well as on the mechanisms and processes influencing their transnational mobilities. The analysis, based on a longitudinal multi-sited fieldwork conducted in two European locations – Rome and London - develops within three key institutional sites of migration: labour market, family and “community”/belonging. Within each of these, a specific process of migration is then explored: access to and participation in the labour market, transnational family formation and activities, formation and meanings of belonging/“community” in the two cities. The overall aim is to compare and provide an in-depth account of the various dimensions of Romanian migrants’ experiences in the context of different national and supranational policies, labour market realities, and socio-cultural institutions. Furthermore, the in-depth exploration, which combines narrative interviews and participant observation, provides empirically grounded insights into the existence of variables such as nationality, gender, class, historical experiences and long term individual or collective/family goals, which, together with social and immigration policies, labour market demands, work permit systems, and new geo-political openings of the European Union, are involved in and effectively influence migratory and settlement decisions and practices. As such, the study provides a valuable contribution to the empirical and theoretical advancement of studies on transnationalism in the current evolving space of the EU.

This study is about the consequences of feminised migration on migrant women workers, on their families and on the Philippine society as a whole. The continued dependence on migration and increasingly, women‘s migration, by the Philippine government to address unemployment on one hand, and by the Filipino families on the other hand, to secure employment and a better life, has led to social change: change in migrant women‘s sense of identity and personhood; restructuring of households and redefinition of families and gender relations and the rise of a culture of migration. To understand these social changes, the study focuses on the return phase of migration situated within the overall migration process and adopts a gendered and feminist approach. Existing theories of return migration cannot adequately capture the meanings of the return of migrant women workers. Studying return through a gendered approach allows us to reflect on the extent migration goals have been achieved or not, the conditions under which return takes place for a migrant woman worker and various factors affecting life after migration for the migrant women and their families. Return of the women migrant workers cannot be neatly categorised as voluntary or involuntary. It is gendered. It is involuntary, voluntary, and mainly ambivalent. Involuntary return was influenced by structural limitations arising from the temporary and contractual type of migration in jobs categorised as unskilled. Voluntary return was mainly determined by the achievement of migration goals, the psychological need to return after prolonged absence and by the need to respond to concerns of families left behind. Ambivalent return was caused by the desire to maintain the status, economic power, freedom and autonomy stemming from the migrants' breadwinning role; the need to sustain the families‘ standard of living; as well as the apprehensions of a materially insecure life back home. The socio-psychological consequences on families and children of migrant women are deep and wide-ranging. Similarly, women migrants, though empowered at a certain level, had to face psychological and emotional consequences upon return influenced by persistent gender roles and gender regimes. By analysing the impact of gendered migration and return on the societal level, the study has broadened and deepened the conceptualisation of the phenomenon of culture of migration by bringing other elements and factors such as the role of the state, human resources, sustainable livelihood, national identity and governance.

This dissertation offers an ethnographic account of "the world's largest annual human migration": the family reunion ritual practiced by hundreds of millions of Chinese rural-to-urban migrant workers, who work in cities and travel back to the countryside during the lunar New Year (the Spring Festival) to reunite with family members. The formation and practice of this ritual is situated in the particular historical moment of China's modernization when rural migrants have gained the freedom to leave the countryside but are met with difficulties in settling in the city and becoming urban citizens. Although migrant workers have contributed directly to China's burgeoning economy, without an institutionalized system that provides them security and full social rights, they experience prolonged liminality between the city and the countryside. The Spring Festival reunion offers migrant workers a once-in-a-year chance to achieve family unity, to reconnect with scattered kith and kin, and to temporarily actualize a sense of normalcy and continuity in the rural community. Drawing on theories of cultural communication, ritual, and family communication, I conceptualize the reunion ritual as a form of "lifeworld re-embedment" on China's pathway to individualization--a social process that engages in cultural resources to cope with the risks of modernity, bridging the disjuncture between the individual and the community. Built on interviews with migrant workers and participant observation of family reunions in a village in Central China, this dissertation examines the ritual forms, meanings, and functions of the reunion. I first examine the ritualization of the Spring Festival reunion at a national level, focusing on the spectacular movement of passengers during the Spring Festival travel season. I argue that the Spring Festival homecoming has transformed from a transportation issue to a pilgrimage-like national ritual, projecting an image of the collective pursuit of family cohesion and community integration. As a response to the unequal access to urban citizenship, returning to one's countryside home has also become an alternative way for migrant workers to claim their identities and to find a sense of belonging. In communicating about the family reunion, migrant workers employ culturally distinctive languages of place attachment and collectively used discourses of displacement to construct the meaning of home, separation, and unification. In addition, I explore family rituals performed during the reunion that help migrant workers reconnect with left-behind family members, fulfill family obligations, and create family unity. This study provides a more nuanced understanding of the paradoxical process of individualization in China, in which disembedded individuals have to depend on culturally bound integration provided by the institutions from which the disembedment occurs. In this process, ritual communication not only articulates the tension between the individual and the communal, but also functions as a powerful compensatory solution to the risks of family dislocation. By analyzing the Spring Festival reunion from a micro-level with a focus on how ritualized communication constructs, maintains, repairs, and changes social reality, this study also adds to the body of literature on cultural communication and family communication.

In the decade following the end of the Second World War, a mass migration of Italian workers came to the United Kingdom to be employed in Britain’s factories and mines. Amongst these, many were women. Thanks to official recruitment schemes drafted by the British and Italian governments of the time, young women left Italy in their thousands, to be employed as domestic workers or in factories, especially in the textile districts of Lancashire and Yorkshire. Here, they joined other migrants recruited through the European Volunteer Workers scheme, a government-led operation aimed at sourcing manpower from mainland Europe. The Official Italian Scheme was one of such recruitments, but one of the least investigated. The present research begins by studying the process of recruitment of young Italian women, within the wider context of Italy’s post-war emigration policies and its diplomatic relations with Great Britain. Subsequently, the research focuses on the entry of Italian women in the textile districts of Greater Manchester, Lancashire and Yorkshire and the process of their integration within British society. Finally, the thesis examines the attitudes of Catholic missionaries in Britain, the Italian expatriate community, the implications arising from mixed marriages and the formation of new multicultural families.

Магістерська робота присвячена висвітленню проблематики особливостей соціальної роботи з дистантними сім’ями в Україні, а також дослідженню специфіки психологічного клімату даних сімей, завдяки виокремленим відповідно критеріям, рівням та показникам. На сьогодні ми можемо стверджувати, що кількість дистантних сімей в Україні тільки збільшується, а їх ґрунтовне дослідження знаходиться все ще на низькому рівні. Це в свою чергу ускладнює становище таких родини, оскільки в більшій мірі вони не являються психологічно підготовленими як до переходу з традиційної сім’ї в дистантну, так і до можливих наслідків, спричинених тривалою територіальною відстанню між членами родини. В такому разі деталізоване дослідження психологічного клімату дистантних сімей надає змогу розкрити специфіку функціонування таких родин і на основі цього розробити актуальні методичні рекомендації для працівників соціальної сфери, задля підтримки членів дистантних сімей. У першому розділі кваліфікаційної роботи проаналізовано теоретичне підґрунтя проблематики дистантних сімей, детально окреслено їх соціальнопсихологічні особливості, а також фактори виникнення дистантних сімей в Україні. У другому розділі викладено реалізоване емпіричне дослідження психологічного клімату дистантних сімей. І як наслідок, визначено критерії, рівні та показники психологічного клімату, обґрунтовано заключні результати та висновки дослідження. У третьому розділі розроблено методичні рекомендації для працівників соціальної сфери, які працюють з дистантними сім’ями, взявши за основу результати другого етапу емпіричного дослідження «Експертне опитування щодо можливих рекомендацій по наданню допомоги дистантним сім’ям». Особлива увага приділена профілактичній роботі з членами дистантних сімей при переході традиційної сім’ї в дистантну.
The master's thesis is devoted to the problems of social work with distant families in Ukraine, as well as the study of the specifics of the psychological climate of these families, in accordance with the selected criteria, levels and indicators. Today, we can say that the number of distant families in Ukraine is only increasing, and their thorough research is still low. This, in turn, complicates the situation of such families, as they are more or less psychologically unprepared for the transition from a traditional family to a distant one, as well as to the possible consequences of long-term territorial distance between family members. In this case, a detailed study of the psychological climate of distant families provides an opportunity to reveal the specifics of the functioning of such families and on this basis to develop relevant guidelines for social workers to support members of distant families. The first chapter of the qualification work analyzes the theoretical basis of the problem of distant families, outlines in detail their socio-psychological characteristics, as well as the factors of distant families in Ukraine. The second chapter presents an implemented empirical study of the psychological climate of distant families. As a result, the criteria, levels and indicators of the psychological climate are determined, the final results and conclusions of the study are substantiated. The third chapter develops guidelines for social workers working with distant families, based on the results of the second phase of the empirical study "Expert survey on possible recommendations for providing assistance to distant families." Particular attention is paid to preventive work with members of distant families in the transition from a traditional family to a distant one.

About 45% of China’s roughly 145 million floating migrant population works in the manufacturing industry, and the majority of them were born after 1980. This was a landmark year for the country as it transform from a socialist, centralized and planned economy to a more or less market-oriented economy with so-called “Chinese characteristics.” The intersection of this new generation of migrant workers and the global market through the medium of manufacturing has become a subject of great interest to people around the world and in China, who seek to understand their unique personal and work arenas. This paper provides a comprehensive picture of the young migrant workers’ work and lives in a factory setting based on survey and in-depth interview data collected in a medium-size Shenzhen-based electronics factory in May 2010. It explores their social expectations and suffering; their satisfactions and dissatisfactions as production-line workers; and their future goals. The findings show that the new generation migrant workers migrate more out of individual preferences than family needs. They are primarily leaving home to seek independence more than economic returns, and they perceive factory work as the first stop on a long journey of establishing themselves in society. If Leaving, Remitting and Returning are the three key words that categorize the old generation of migrant workers who were born before 1980, then Leaving, Searching and Becoming are the main themes for the new generation who were born after 1980. Like their parents’ generation, they are transient in nature, but more in the sense of juggling between career choices rather than round-tripping between rural home and urban work.

There are three factors that persuade a migrant to cross borders: demand-pull in destination areas, supply-push in origin areas, and network factors that connect them. On the basis of this demand-pull, supply-push, and network framework, a distinction can be made between economic migrants who are encouraged to migrate because of a demand for their labor abroad and noneconomic migrants who cross national borders to seek refuge or to join family members living abroad. Many economists argue that trade and migration have similar effects on sending and receiving countries. However, there is no solid evidence showing that more migration accelerates economic development in migrant-sending countries. The effects of international migration on development are often grouped in the 3-R channels of recruitment, remittances, and returns, each of which can operate in ways that speed up or slow down economic development. Recruitment refers to who goes abroad, remittances are the amount of the money earned by migrants abroad that is sent home, and returns focus on what migrants do after a period of employment abroad. Majority of industrial countries have national laws that require all workers to receive minimum wages and migrants to receive the same wages and benefits as local workers. From the point of view of some developing countries, minimum and equal wages are a form of protectionism aimed at limiting the number of migrant service providers. A major challenge of the twenty-first century is how to resolve this trade-off between migrant numbers and migrant rights.

Since the mid-1970s, so-called family migration has been the predominant legal pathway for migration into Europe and North America. But what has it meant for millions of people to be defined primarily through their role as “family migrants,” whether at the immigration office, in the courtroom, in the workplace, or in the family itself? Fear of the Family addresses these questions by investigating the history of guest worker migration to the Federal Republic of Germany. Ironically, West German employers initially turned to foreign “guest workers” to avoid the complications of families. Foreigners were meant to work in Germany in the prime of their productive years while raising their children and growing old elsewhere, with another country bearing the costs of their education, retirement, and medical care. But guest workers refused to offshore their family life, pressuring the state first to tolerate and later to open an official legal pathway for family reunification. The state’s perspective on the role of family migration changed over time, and debate over this form of migration also continues to this day, as politicians call for “managed migration” to capture the best brains and most in-demand skills while demanding an end to the “chain migration” that is imagined as nothing but a burden. Fear of the Family shows how these categories were established and how generations of migrant families have fought against the assumptions contained within them.

This study examines the skills-differentiated impact of a restrictive female labour migration policy in Sri Lanka using monthly departure data from 2012 to 2018 in a difference-in-difference model. The policy has resulted in decreasing departures among lower-skilled groups—female domestic, unskilled, semi-skilled, and skilled workers—and increasing departures among middle-level and professional workers. The decrease in departures of lower-skilled groups is consistent with the objectives of the policy and existing impact evaluation studies, while the increase in higher-skilled workers is consistent with the literature on Family Background Report-related corruption and mis-reporting of skills to avoid the policy. Thus, the Family Background Report policy is associated with higher involvement of lower-skilled workers in recruitment-related corruption, higher exposure to recruitment-related vulnerability, and lower foreign employment opportunities. The study also finds that it was appropriate to exempt the 45–49 year age group from the Family Background Report requirement in 2017.

AbstractChapter 10.1007/978-3-030-91971-9_3 examined the gendered nature of a migrant division of labour. In this chapter we turn to family migration, traditionally associated with women as dependents and followers of men. The term is used to categorise the international movement of people who migrate due to new or established family ties. People moving for family reasons constitute the largest group of migrants entering OECD countries, ahead of labour and humanitarian migration (OECD, 2019). To move for family reasons may encompass an array of different kinds of migration trajectories, from the adoption of a foreign child to family members accompanying migrant workers or refugees, as well as people forming new family units with host country residents or family reunification (when family members reunite with those who migrated previously).

AbstractThis chapter focuses on entry conditions for family members and recognition of qualifications that are considered secondary policy areas, yet could still influence migrants’ willingness to engage in circular migration. The chapter commences with an analysis of the transposition of the Family Reunification Directive into Polish and Bulgarian law. It then moves on to explore its implementation dynamics through the eyes of the migrant workers who participated in the focus groups as part of this study. As a second step, the chapter examines national instruments in the field of academic and professional qualifications. It takes physicians and nurses as case studies in order to present the challenges associated with practicing regulated professions in the context of circular migration. The chapter concludes with an assessment of existing instruments against the study’s benchmarks in these two policy areas, namely the conditions for family reunification and for migrant workers to have their diplomas and professional qualifications recognised.

Abstract. Based on field survey data of 1448 households in 50 villages in Q area, this paper uses the endogenous transformation regression model (ESRM) to analyze the impact of farmers joining professional cooperatives on family welfare under counterfactual scenarios, and further examines its mechanism of action. The study found that: (1) Farmers’ participation in professional cooperatives produces spillover effects and promotes the increase of farmers’ welfare; (2) The welfare effects of joining farmers’ professional cooperatives are also related to the differences in the farmers’ own family endowments, with higher family knowledge and cultural levels and more labor, Farmers with a large number of migrant workers have higher welfare effects of participating in cooperatives, otherwise the welfare effects will be lower; (3) The number of patients in farm households, the number of farmers, the size of the family, the number of elderly people, whether to borrow money, education level, etc. Factors have a significant role in promoting the participation of farmers in the decision-making of farmers' professional cooperatives, while factors such as the number of laborers, the number of workers, and age have a significant inhibitory effect on farmers' participation in the decision-making of farmers' professional cooperatives; (4) The increase in the number of workers, the number of farmers and the decline in the number of laborers indicate The efficiency of cooperatives in this area is low, and there are unnecessary losses; therefore, farmers should be encouraged to participate in cooperative operations.

Pandemic of virus COVID-19 posed numerous and unprecedented challenges to citizens and authorities which required shift in behavior and actions of all segments of society. Representing Ombudsmen Institution of Bosnia and Herzegovina, authors shared their experience in monitoring implementation of the decisions of all levels of government and presented challenges in striking the right balance between interests of public health and protection of rights of vulnerable groups. Public authorities in Bosnia and Herzegovina have passed emergency measures aimed at containing the spread of virus, but some of them failed to maintain human rights standards. Following the decisions of crisis centers to limit the freedom of movement, it was necessary to secure rights of children to education, protection from domestic violence and neglect in the family context. In introducing online education, authorities were asked to adapt recognition and grading system to the children in different conditions and circumstances, especially to the children with difficulties in development, children living in poverty and on margins of society such as Roma children or those living in institutions. Ombudsmen Institution registered increase in the number of domestic violence cases because measures limiting freedom of movement had impact on victims' ability to seek help from trusted sources, usually members of immediate family or representatives of law enforcement agencies. Having in mind that large number of citizens could not afford access to the official gazettes in any form, Ombudsmen requested that all enacted legislation be accessible online recommended that the decision banning reporters from conferences be reconsidered, guided by the right of citizens to be informed of their government actions. Examining the practice of placing COVID stickers on mail by the Post Office, Ombudsmen issued recommendation to stop such practice as it was deemed disproportional to the right to privacy and protection of personal data, while the protection of postal workers could have been ensured by other protective measures. It also became evident that national budgetary capacities had to be increased in order to prevent deterioration in provision of basic public services such as health and social protection, since economic consequences of the pandemic were disproportionally felt by the groups exposed to poverty, such as Roma, refugees or migrants. Drawing conclusion from concrete cases, authors offer review of particular emergency measures, analyze their adequacy, justifiability and timeliness, while presenting authorities’ response to Ombudsmen’s findings in formulating more adequate and efficient but, at the same time, least intrusive measures taken in response to the disaster. In search of common response to such widespread phenomenon, governments should recognize the intention of Ombudsmen Institutions to be in „permanent session“ over protection of vulnerable groups and should more actively involve it in discussions on emergency measures and their effect on human rights and freedoms. It proved to be better suited to act quickly, to apply more effective remedies and to correct government actions thanks to its knowledge of the local context than traditional institutions for protection of human rights, such as constitutional courts, international courts or treaty bodies.
