Research objectives: This article presents a critical analysis and deconstruction of historiographical ideas about the reasons for Kiev Metropolitan Maxim’s move to Vladimir. Much attention is paid to comparing the prevailing opinions in Russian scholarship with the data of ancient Russian sources and archaeology. The most plausible reasons and motives that prompted the Russian hierarch to change his place of residence are exa­mined, and the circumstances of the metropolitan’s relocation are substantially clarified. Research materials: Old Russian sources and Russian historiography. Results and novelty of the research: The prevailing view for the reasons and circumstances behind the move of Metropolitan Maxim to Vladimir, an even described in Russian church historiography, is based on the erroneous opinion of Prof. E.E. Golubinsky. The source data and the sequence of events allow us to conclude that the metropolitan’s move was a well-planned action designed to solve many problems. Following the death of Nogai, and in the face of the growing political ambitions of the Galicia-Volyn princes, Byzantium tried to draw closer to Sarai. In Kiev, the inhabitants feared the attacks of disparate Tatar detachments, but were most afraid of being at the epicenter of the war between the Horde, Lithuania, and Galich over Kiev. Relations between the metropolitans and the South Russian episcopate remained extremely difficult. Under such conditions, the move of the Metropolitan to Vladimir became a logical and well-thought-out response.

Анотація:
Because of the important position of metropolitan areas in the national economy, this paper puts forward the important responsibility of metropolitan areas in a country’s emission reduction task. Taking Chicago Metropolitan Area, Manchester Metropolitan Area and Tokyo Metropolitan Area as the research objects, this paper discusses the action of reducing emissions in international metropolitan area from three aspects: formulation of emission reduction targets, specific emission reduction strategies and regional coordination mechanism. Then, by comparing the emission reduction actions of the Yangtze River Delta, the Pearl River Delta and the Beijing-Tianjin-Hebei metropolitan areas in China, this paper analyses the Enlightenment of the emission reduction of the international metropolitan areas to China, and puts forward the areas that need to be further strengthened in the emission reduction of the metropolitan areas in China.

The essay explores why and when metropolitan governments collaborate beyond the assumptions of the Institutional Collective Action (ICA) framework. It claims that metropolitan governments not only create collaborative arrangements after comparing their costs and benefits, or when spontaneously their agendas get aligned. This article argues that the success of metropolitan interlocal collaboration also rests on the proclivity to collaboration of independent local governments’ institutional structures, which, in turn, depends on how local governments and their management capabilities have been shaped and evolved, both individually and comparatively with neighboring governments. Additionally, the article classifies and explains four basic models of metropolitan collaborative arrangements.

Territory and population of Guadalajara metropolitan area has grown in recent decades, to address the challenges that come along with planning, management, and urban development. Public policies are building by the local government, however, the loss of geographical and social limits, the actions generated by local government have a direct impact on other districts. To achieve tan equitable and sustainable metropolis, its necessary the metropolitan governance, to make a collaborative work and clearly guidelines to action. Faced with a clear problem at the metropolitan scale with solutions at the local level and uncoordinated forces to build and implement public policies; this paper analyzes the exercise of governance on the integral management of urban waste to the construction of sustainable and equitable public policies in the Metropolitan Area of Guadalajara. The research is based on a Delphi method, interviews with representative actors of different involucrate sectors and a documentary review for a comprehensive analysis. Finally, the knowledge of the research presented here; has increased in importance given the recent approval of the Metropolitan Climate Action Plan. The municipalities that make up the metropolis must align themselves and unite their efforts for a sustainable development.

Abstract A form of metropolitan government in Italy was originally introduced in 1990. After 25 years, the approval of Law 56/2014 has opened a new season of experimentation, full of expectations but at the same time not exempt from critique. The paper presents and discusses the elements of innovation and path-dependency that have shaped the current normative framework, explaining in particular the climate under which the new law was adopted. The author critically focuses on three main problematic aspects of the law that institutes the new città metropolitana, i.e. the definition of boundaries, the nature of the new institution, and its competences and tools for action, considering their ability to deal with the challenges related to the processes of regional urbanisation affecting contemporary Italy.

The relations between the two great metropolitans of the Ukrainian Churches – Andrei Sheptyts’kyi and Ivan Ohiienko – were an important factor not only in the socio-political and religious life of the interwar twenty years, but also in Ukrainian culture in general. Hilarion, the future Metropolitan of the Ukrainian Greek Orthodox Church in Canada, would not have been able to pub-lish the magazine («Ridna Mova») «Native Language» in Warsaw in 1933-1939 without the fi nancial support of Metropolitan Andrei.In the article «On the Philosophy of Culture», written at the request of Professor Ivan Ohiienko, Metropolitan Andrey Sheptytskyi described his vision of the anthropology of culture, publicized the doctrine of cultural philosophy, in which the proper place was given not only to science, art, human work, but also to human being, which is of special value human life and human freedom, which resonate with the doctrine of the Ukrainian national liberation movement «Freedom to people, freedom to man». Анотація:
The article highlights the views of prominent Russian Orthodox Church hierarchy for the Jewish people. Specified on the causes and characteristics charges Jews in changing attitudes towards Jesus Christ from the standpoint of Scripture and explaining Metropolitan Anthony. The article followed Bishop belonging to the Black Hundreds organizations, foundations, principles of their activities and views on the Jewish question. These basic ideas concerning the causes of restricting the rights of the Jewish people, and are examples of metropolitan public appeals to the public to prevent the spread of anti-Semitism and pogroms. The author reflects the Metropolitan's thoughts on the place that Jews can occupy in society. The analysis of the Metropolitan's activities, his statements and attitudes toward the Jewish population has led to the publication's findings, which highlight Metropolitan Anthony's figure as rather contradictory and his views on Jewry polar. He is a follower of imperial politics in the vision of the limited place and role of Jews in society, and considers it a natural and just phenomenon, while in line with the general policy of the state and the indulgence of existing stereotypes. As a clergyman who, imbued with Christian values, served his congregation, he guarded his wards, condemning the violence in their direction. At the same time, the Metropolitan did not manifest itself as an outspoken anti-Semite and did not proclaim on behalf of the church calls for such action.

In most instances people tend to think of the public sector as monopolistic entities facing captive demand, enjoying guaranteed source and levels of financing, and being relatively immune from voters, stakeholders, and political institutions such as legislatures and courts (Morris & Kuratko, 2003: 305). Entrepreneurship or intrapreneurial behaviour is commonly discussed in the context of private business. However, government departments and other organs of state have a pressing need to think entrepreneurially (Rwigema & Venter, 2005:10). Against the backdrop of legacy of apartheid in South Africa, municipalities are still faced with the challenge of extending the fundamental benefits of basic water supply and sanitation, electricity and housing to all people. It is therefore imperative in the light of these challenges for a municipality like Ekurhuleni to operate as business does, by adopting an innovative or intrapreneurial approach. The primary objective of this study was to assess intrapreneurial climate in the Ekurhuleni Metropolitan Municipality and to make recommendations to foster intrapreneurship within the organisation. The literature review was instrumental to gather secondary data on corporate entrepreneurship (intrapreneurship) and to understand its dynamics. In order to gain primary data, quantitative research was carried out. The study population comprised lower, middle and top management participants, who were requested to complete questionnaires. This was followed by statistical analysis. The empirical results indicate no practical significance in respondents' perception of their entrepreneurial characteristics in relation to their superiors. However, the results do indicate practical significant differences between the relationship between the groups of top/middle and lower management level and entrepreneurial climate. The respondents did not fully agree with the statements that the Ekurhuleni Municipality climate is conducive to foster entrepreneurial behaviour. However, it was revealed that practical significant differences were found on the relationship between management level variable and intrapreneurial climate constructs. The results of the study indicate that the respondents have divergent views of the intrapreneurial climate in the Ekurhuleni Municipality and that these views are based on the following constructs: management support, sponsor (champions), tolerance for risks, mistakes and failure, appropriate rewards, discretionary time and work, empowered teams and multi-disciplinary teams and diversity, resources availability and accessibility, and flat organisational structure with open communication and strong sense of belonging. It can thus be concluded that lower level managers are of the opinion that the climate is not conducive for a spirit of innovation to prosper. The purpose of this research was to assess the intrapreneurial climate in the Ekurhuleni Municipality. Empirical evidence shows that there is a pressing need for a shift from the current top down approach to a future of entrepreneurism and innovation among the workforce. In light of the above-mentioned empirical findings, a practical action plan was recommended to the Ekurhuleni Municipality management in order to foster an intrapreneurial climate (see Table 5.1). Subsequent to the findings, a practical action plan was proposed to the Ekurhuleni Metropolitan Municipality's management to enhance a culture of innovation and entrepreneurial behaviour.

Local authorities in the Western Cape have all initiated affirmative action policies to address past discrimination and ethnic inequalities, however ineffectual they may have been up to now. The debate arises; what kind of programme should be adopted to address issues such as discrimination, economic and social upliftment for disadvantaged groups and individuals? Oostenberg local authority organisation in the Western Cape is a functionary in the socio-economic rejuvenation of the poverty stricken, formerly deprived and most oppressed people of the Cape Metropolitan area. Transformation has not heralded the implementation of developmental strategies or the initiation of programmes, to address the huge inequalities that exist between black and white communities. This study argues that Affirmative Action should address holistic transformation of disadvantaged groups and individuals, to utilise the development potential of society to it's maximurn. The racial inequalities that pervade all aspects of life in South Africa are major factors contributing to racial hatred and civil disobedience. Apartheid has been formally eradicated from the South African Constitution, however, the vast differences between the opulent white minority and the increasing black majority is a reason for concern. Legislation has been promulgated to ensure that all private and public sector organisation adhere to, and commit themselves to the elimination of unfair discrimination in the workplace, however no amount of legislation can assure peace and harmony in a society filled with hatred. Affirmative action has been recognised as an agency to eradicate inequalities in income and status and to develop the human potential and ability. Those who benefit from affirmative action policies should be defined in terms of objective socio-economic principles, such as living conditions, education and income levels, to ensure that programmes target the genuinely disadvantaged. The growing feeling of discontent in the Western Cape is cause for concern and this is fuelled by the incorrect implementation of affirmative action. This study will utilise statistics, records, documents and interviews to obtain a detailed and descriptive analysis of strategies and policies thus far implemented in the Oostenberg Municipality. It is also the contention of this study that this organisation has applied limited policies and strategies to overcome the corrosive effects of discrimination.

Solid waste management is a phenomenon that has been researched for many years. With the development of industries and commerce, waste inputs into waste management programs are crucial, since these are the sectors responsible for the generation of waste and thus the inputs are invaluable when programs are formulated. In order to develop effective waste management strategies, it is important to identify the source of waste generation and the processes that must be followed to minimize waste. The objective of this research was to follow waste from generation to ultimate disposal and to case study why and how differences in waste disposal practices occur in the Breede River District (BRD) and the Cape Metropolitan Area (CMA).

Des universitaires considèrent que les processus de transnationalisation segmentent l’autorité politique et érodent la capacité de gouverner les territoires aux niveaux national et métropolitain. En analysant la mise en œuvre de quatre projets d’infrastructure à Londres et dans la ville de New York, dans les secteurs du transport et de l’environnement, nous cherchons à démontrer la pertinence de l’action collective dans les territoires métropolitains. Ce travail démontre que la mondialisation ouvre des opportunités de caractère structurel aux autorités métropolitaines pour réaffirmer leur autorité politique au sein du territoire et introduit la possibilité d’exercer la gouvernance par les autorités non souveraines. Il avance l’idée que la dotation d’infrastructures est un terrain où ont lieu des luttes de pouvoir entre les autorités souveraines, les autorités non souveraines et les grandes entreprises où le vainqueur conquiert des capacités budgétaires et de financement, ce qui légitime son autorité dans les sphères politiques. Les études de cas illustrent le fait que les acteurs qualifiés de la politique métropolitaine utilisent la légitimité de leurs services pour formuler des politiques et créer un environnement favorable au partenariat entre la sphère publique et les experts en financement d’infrastructures, acquérant ainsi la capacité budgétaire et financière nécessaire aux projets d’infrastructure. En conclusion, ce travail soutient que la dotation d’infrastructures publiques aujourd’hui requiert la participation d’acteurs relevant de l’État et d’acteurs locaux, pour créer les conditions de l’investissement permettant de forger des relations significatives avec de grandes entreprises et des investisseurs partageant les responsabilités, les risques et les bénéfices
Scholars suggest that transnationalization processes fragment policy authority and undermine the governability of national and metropolitan societies. This dissertation analyzes the implementation of four infrastructure projects in London and New York City’s transit and environment sectors to probe collective action capacities in metropolitan territories. It demonstrates that globalization opens structural opportunities for metropolitan governments to reassert policy authority within their territories and infuses governance at sub-sovereign scale with politics. It argues that infrastructure provision is a terrain for power struggles between sovereign and sub-sovereign governments and large firms, in which the trophy is the accumulation of fiscal and financing capacity and legitimate authority over policy spheres. The case studies highlight that skilled metropolitan policy actors use the legitimacy of their offices to formulate policies and forge stakeholder environments in which public and infrastructure finance experts produce the necessary fiscal and financing capacity for infrastructure projects. It concludes that providing public infrastructures today requires state and local actors to create investment settings that forge meaningful relationships with large firms and investors between responsibilities, risks, and rewards

The motivation for this thesis is based on my experiences during the summer of 2014, during which I had the opportunity to participate in an educational export pilot project that took place between Bangkok Metropolitan Administration (BMA) and the Extension School of Oulu University (TOPIK) concerning in-service training for BMA teachers and administrators. In addition to providing an insight into the background to the projects from the perspectives of BMA and TOPIK, and introducing the main players involved, the main aims of this qualitative study are: to work in collaboration with the stakeholders in identifying the main issues and misunderstandings that were encountered throughout the projects from their perspectives, in addition to identifying and recording the main factors identified by respondents as being responsible for overcoming these and other obstacles and issues. In order to achieve these aims an action research methodology was adopted. Qualitative data used in this research was collected via face to face interviews with the main actors, with additional data obtained from the researchers own participation in the projects, in addition to observations and field notes based on numerous conversations with participants, and relevant documentation. During the thesis process, the author also had the opportunity to spend several weeks in Bangkok during which time additional data and observations were acquired, through interviews, meetings, and a variety of visits. Theories of intercultural communication establish that when dealing with cultures as far removed from each other as the Finnish and Thai cultures, there are always going to be a number of issues which would need to be addressed during these types of educational export pilot projects. While there were a host of minor obstacles and issues that needed to be dealt with on a continuous basis, the major issues identified by participants throughout the project process were: date and format changes, practical and ethical issues concerning ‘deliverables’ and goodwill, communication issues, issues related to payments, in addition to issues concerning contracts and documentation. The factors identified by participants as being the overriding factors in overcoming these, and indeed other issues and obstacles, can be summarized as being related to authority, local knowledge and trust.

Анотація:

This research aimed to investigate the factors related to the functioning of Community Health Committees in Nelston MandelaBay Municipality. It intended to elicit information on factors which promote and inhibit their effective functioning. It used the qualitative research methods of focus group discussions, concluded with a sample of Community Health Committee members, and in depth, individual interviews with key informants. The contents of the transcriptions of all focus group discussions and in-depth individual interviews were analysed so as to identify the recurring themes and key suggestions.The findings indicated that Community Health Committees are not functioning as per their original intention and that relevant policies have not been accurately translated into practice.

Depuis l'Acte I de la décentralisation, au début des années 1980, l'Etat a progressivement territorialisé les politiques du logement. Ce lent processus de territorialisation a abouti à un système d'action publique complexe dans le champ de l'habitat, où s'enchevêtrent les compétences de chacun des échelons publics. Au sein de cet éclatement de la responsabilité publique dans le domaine du logement, l'échelon intercommunal (soit les Etablissements de coopération intercommunale-EPCI) s'est vu confier par le législateur le rôle de "chef de file" des politiques de l'habitat sur les scènes locales du logement. La thèse se propose d'analyser le processus d'apprentissage à l'oeuvre dans l'élaboration et la mise en oeuvre de ces politiques locales de l'habitat, au sein d'un contexte d'incertitude généralisée qui caractérise aujourd'hui l'action publique en général, et l'action urbaine en particulier. Elle s'appuie sur un travail empirique mené au sein de deux configurations locales bénéficiant d'une ancienneté dans leur pratique de la coopération intercommunale, et d'une certaine maturité dans la prise en charge des questions d'habitat par l'action locale : les agglomérations de Lyon et de Dunkerque. La thèse interroge d'abord le rôle de l'Etat dans son apprentissage des nouvelles responsabilités des EPCI. Elle montre notamment que cet apprentissage est source d'incertitudes pour les acteurs intercommunaux, l'Etat étant plus souvent perçu comme un perturbateur qu'un facilitateur. Elle décrit également la fragilisation des services déconcentrés de l'Etat qui semble s'opérer dans le champ de l'habitat. La thèse s'intéresse ensuite à l'apprentissage des EPCI et notamment aux ressources dont les intercommunalités disposent pour élaborer et mettre en oeuvre leurs politiques locales de l'habitat, ainsi qu'aux moyens qu'elles mobilisent pour contourner le déficit coercitif de ces ressources (pédagogie, technicisation, contractualisation). Enfin, elle revient sur les avancées et les limites de ce double processus d'apprentissage. Elle montre que les notions de temps et de confiance sont au coeur des processus observés et propose des pistes de réflexions
In France, since Act 1 of the transfer of power from the government to local authorities ("Décentralization") in the early 1980s, the State has gradually territorialized its housing policies. This slow process ultimately resulted in a complex network of public actions within the housing field, where the competencies of the different ruling bodies often overlap. Within this patchwork of responsabilities, metropolitan authorities ("Etablissement de coopération intercommunale- EPCI") have been appointed by lawmakers as the leading entity to implement the housing policy on a local scale. This research attempts to analyze the learning mechanisms at work in the design and the implementation oh housing policies on a local basis, in the context of uncertainty that characterizes public action in general, especially in the urban field. It draws on an empirical study of two local areas, accustomed to metropolitan cooperation, and experienced in dealing with housing issues on a local basis : greater Lyon and greater Dunkerque. This study first takles the role of the State in its understanding of the new responsabilities granted to the EPCI. It especially shows that this process can be a source of confusion for the local authorities, as the State can often be more destabilizing than hepful. It also shows the on-going weakening state of local government services. Then, the study deals with the learning mechanism of the EPCI, and notably the ressources available to design and implement their local housing policies, as well as their capabilities to by-pass the lack of coercition of these resources (education, technicization, contractualization). Lastly, it deals with the advantages and the limits of this dual learning process. Is shows that the issues of time and trust are essential, and makes suggestions for future research

La concession des services d'eau et assainissement gérée par l'entreprise privée Aguas Argentinas S. A. entre 1993 et 2006 a fait l’objet de nombreuses études et recherches qui ont mis l'accent sur la dynamique des privatisations menées en Argentine dans les années quatre-vingt-dix. Cependant, bien qu’il s'agisse d'une période de changements dans la gestion des services urbains, la concession a mis en lumière certaines constantes qui structurent la relation entre les réseaux métropolitains et l'action publique locale. Cette recherche est basée sur les interactions entre les réseaux techniques et les territoires. L’analyse met tout particulièrement l’accent sur les continuités et les ruptures des opérations du concessionnaire dans l'aire métropolitaine de Buenos Aires. L’objectif de cette thèse est de répondre à ce questionnement à travers une analyse comparée des scénarios d'interaction entre la gestion centralisée des réseaux et l'action publique locale dans trois communes en aval du bassin du fleuve Reconquista: General San Martín, San Fernando et Tigre. Ces études de cas mettent en évidence, dans des contextes hétérogènes, la versatilité d'Aguas Argentinas face aux capacités de l'action publique locale pour mettre en œuvre la concession avec un certain degré d'autonomie. The concession of water and sewerage, operated by the private company Aguas Argentinas between 1993 and 2006, was subject of numerous researches which emphasized the dynamics of privatization led in Argentina, in the nineties. However, although this was a turning point in the management of urban services, the concession revealed some constants that structured the relationship between metropolitan networks and local public action.This research examines the interactions between the technical networks and the territories. The analysis focuses on the continuities and ruptures of the operation of the concessionaire in the metropolitan area of Buenos Aires. In order to answer that enquiry, this thesis develops an analysis compared by the interaction scenarios between centralized network management and local public action in three municipalities -General San Martin, San Fernando and Tigre- that form part of the lower basin of the Reconquista River.These cases studies highlight the versatility of Aguas Argentinas, in very heterogeneous contexts against different capabilities from the local public action to implement the concession with some degree of autonomy. Also, a cross reading of these local variations reveals the construction of the strategies of aggregation of interests between municipalities. This double movement, of autonomy and association, allows to illuminate the oscillations between the public and the private, the sectorial and the territorial, the local and the central (national and global), which take place in a process of increasing territorialization of access to water services and sewerage
El ciclo de la concesión de los servicios de agua y desagüe cloacal, operada por la empresa privada Aguas Argentinas entre 1993 y 2006, fue objeto de numerosos estudios que la asociaron con la dinámica de las privatizaciones, propias de la década del noventa en Argentina. No obstante, si bien se trató de un momento de cambio en la gestión de los servicios urbanos, la concesión fue al mismo tiempo reveladora de algunas regularidades que estructuraban la relación entre las redes metropolitanas y la acción política local. Esta tesis se propone examinar las relaciones de mutua transformación que se establecen entre las redes técnicas y los territorios, centrando el análisis en las continuidades y rupturas que resultan de la formas de operar de la empresa concesionaria en el área metropolitana de Buenos Aires. Para dar cuenta de esa problemática, se efectúa un análisis comparado de los escenarios de interacción que se dirimen entre la gestión centralizada de las redes y la acción pública local en tres municipios -General San Martín, San Fernando y Tigre- que forman parte de la cuenca baja del río Reconquista. Los casos de estudio ponen en evidencia, en contextos heterogéneos, la versatilidad de la actuación de Aguas Argentinas frente a las capacidades de la acción pública local para implementar la concesión con cierto grado de autonomía. Una lectura transversal de esas variaciones locales revela asimismo, la construcción de procesos de agregación de intereses entre los municipios. AbstractAlthough urban brownfields hold significant inherent potential, especially in limiting urban sprawl, a large number of sites are still awaiting a regeneration project. Moreover, many of these projects only partially or superficially address sustainability principles. Hence, concrete courses of action are required to support the evolution of current practices towards increased sustainability. These courses of action, which rely on specific skills and adapted supports, require a complementary approach. In other words, strategies should be conducted consistently at the territorial, metropolitan, and project levels. In this regard, the present chapter provides a series of courses of action to be implemented at these levels. Our aim here is to foster the sustainable transition of metropolitan areas, and more precisely brownfield sites, into lively neighbourhoods.

AbstractWe previously identified that urban brownfield regeneration projects are relevant strategies to limit urban sprawl while revitalizing portions of cities, namely mixed-use neighbourhoods. Moreover, these neighbourhoods in transition are opportunities to foster the implementation of sustainability objectives within European metropolitan areas. This chapter explore this subject by deepening the sustainability issues at the neighbourhood scale. To provide the basis for discussion, we first attempt to frame the urban sustainability concept and to explain how the neighbourhood scale is a means of action for cities. Then, we analyse the different sustainability issues according to a wide variety of parameters that must especially be taken into account during sustainable neighbourhood projects, and more precisely urban brownfield regeneration projects. These parameters cover the four pillars of sustainability—the environment, society, economy, and governance—and the polycentric reorganization of European metropolitan areas.

La dinámica de los procesos de urbanización adquiere una lógica diferente desde finales del siglo XX, manifestándose tanto en los fenómenos físico-espaciales (dispersión, concentración y fragmentación de los patrones de urbanización) como socio-demográficos (movilidad de población interna en el área metropolitana). Esta indagación se orienta a identificar e interpretar las lógicas de estos nuevos fenómenos, en los casos de las Áreas Metropolitanas de Rosario y de Santa Fe, en Argentina. Se propone particularizar sobre la interpretación y el comportamiento de los procesos de sustitución y renovación en las áreas centrales y en la expansión de las nuevas áreas residenciales periféricas, haciendo énfasis en la configuración de los patrones de urbanización que caracterizan esta particular forma del crecimiento urbano. La investigación desarrollada en base al estudio comparativo de tales procesos, va a poner de relieve dos cuestiones. Por una parte, la incuestionable complementariedad del espacio metropolitano como ámbito de análisis, diagnóstico y acción de ordenamiento. Por otra, la debilidad de las herramientas institucionales con que tal problemática ha sido abordada en las últimas dos décadas. From the end of the 20th century, the processes of urbanization acquires a different logic demonstrated by spatial (dispersion, concentration and fragmentation of the models of urbanization) and socio-demographic changes (mobility of population inside the metropolitan area). Peripheral expansion and densification of the center in the metropolitan areas appear as the most well-known changes. The verification of such phenomena will be realized in the cases of the Metropolitan Areas of Rosario and of Santa Fe, in Argentina. The investigation developed through a detailed and comparative study emphasizes those two aspects. On one hand, appears strongly the unquestionable compl ementarity of the metropolitan space as area of analysis, diagnosis and urbanistic action. For other, demonstrates the weakness of the institutional tools with which such problems has been approached in the last two decades.

The paper deals with identifying the circumstances of the emergence and development of metropolitan governance in Germany and France (two key EU countries with different administrative and political cultures) and to highlight both the advantages and the problems and limits of each solution. It draws on a study of German and French literary sources and interviews with German and French colleagues. The stability of the German institutional framework contrasts with the many administrative reforms in France over the last fifty years. French regions have a limited capacity for action compared to German federal states. The key actors in metropolitan governance are municipalities and cities in Germany and inter-municipal structures in France. In Germany, this is an evolutionarily slow, bottom-up process, gradually responding to emerging challenges and events, whereas in France, metropolitan governments have been institutionalised in a top-down manner. The emergence and development of metropolitan governance is a difficult process, hindered and resisted by established sub-national power structures. As the French experience in particular shows, there is a long and thorny road from theoretical vision (political legitimacy, a high degree of autonomy and relevant territorial delimitation) to practical implementation.

Based on analysis of factors that determine accessibility, availability, and acceptability of food services, this work explores the food environment in Mexico City´s metropolitan periphery. The method aims to shed light at possible integrated approaches in planning that can promote food security for vulnerable communities. The conceptual redesign of five public areas was presented in an effort to open the discussion on main challenges and opportunities related to implementation of urban garden projects, focusing on four axes: water, biodiversity, mobility and public space. The projects were done by students during the Capstone Projects II architectural studio in Fall 2020 and Spring 2021, and were supported by the Municipal Deputy Director of Urban Planning and Regulation, the Chief of Risk Information Systems of the National Center for Disaster Prevention of Mexico, and a permaculture expert. By enabling critical thinking, setting the base of action on social justice, and encouraging the use of social media, the method turns students into active agents of social change and provides an important contribution to the necessary, but still uncharted, paradigm shift in architectural education from object to people-driven design.

During the second half of the 20th century, in the metropolitan area of Barcelona, single-family housing plots proliferated. Without being officially planned, such developments came to take up large portions of land in geographically unfavourable places, only poorly connected to minor towns in the metropolitan area. Despite their inefficiencies and difficulties, these areas expanded all around the suburbs and have now become a substantial part of the metropolis. There is no doubt that the complexity of the situation cannot be tackled with easy answers or common solutions. On the contrary, it seems that various methods and actions at different scales must be applied. Along these lines, we put forward a method that could prove to be effective: a balanced improvement in accessibility as a resource for these areas, with different types of solutions adapted to each particular case. Vinieron a ocupar áreas extensas de suelo en lugares de geografía desfavorable, conectadas de manera precaria a las distintas ciudades menores de la región metropolitana. Con todas sus deficiencias y dificultades, estas áreas se reiteraron hasta alcanzar a ser hoy una parte nada desdeñable de la metrópolis. No cabe duda de que la complejidad de la situación no se presta a soluciones fáciles o comunes, sino que se necesitarán métodos variados y suma de acciones de escala distinta. The fast-urbanizing Indian cities are grappling with rising ecological challenges. Pollution, water insecurity, urban heat, and flooding have increased the vulnerability of the urban population. There is a need to look at urban settlements as a functioning natural ecosystem delineated by administrative boundaries and to evaluate their health regularly through a comprehensive, easy to adopt, structured approach. This study aims to track and evaluate the ecosystem health of three different categories of urban settlements: a group of metropolitan wards, a growing peripheral city, and an emerging town, through adaption of Pressure- State-Response (PSR) framework developed by the Organisation for Economic Co-operation and Development (OECD)’. The methodology includes indices-driven change detection of ecosystem components and pressure points on the same, by using spatial and non-spatial data, developing an impact matrix, and prioritized eco plans for action. Increasing built-up surfaces in the peripheral city (11%) and the metropolitan wards (23%) show increased pressure on their ecosystem in the form of reducing pervious surfaces. Increasing water turbidity, land surface temperatures, and aerosol content in the air depict pressure hotspots requiring mitigative, restorative, and preventive action. A significant decrease observed in heavy vegetation in the metropolitan wards (58% in the last 5 years) and an increase in industrial activities and aerosol is observed in conjunction with increasing air temperatures and this points towards an impending change in its livability index due to anthropogenic pressures and climate change. The study concludes that a structured approach can aid in agile and sustainable management of our towns and cities and nature-based solutions provide an opportunity to restore the ecosystem balance. The transformation of the transport system towards sustainability is a manifold challenge on many levels. While there are many debates and approaches for large cities on the one hand and rural regions on the other, substantial parts of traffic originate in suburban small and medium-sized towns in agglomeration areas, where viable and specific concepts for a more sustainable mobility system have been lacking up to now. With the project "Suburban New Mobility", mobility-relevant data and parameters from small and medium-sized cities in the Rhine-Main-Region were systematically collected and processed and their specifics in the relevant dimensions of transport supply, demand and organisation were elaborated. Thus, the project builds a data-based foundation for practical support as well as action concepts as a stepping stone to promote the transition towards sustainable mobility in small and medium-sized cities. This paper presents the project results and the derived requirements for action for transport policy, planning and consulting.

This article analyzes the process of coastal landscape management in the Mexican tourist region from the transformation of the landscape of Punta de Mita. This peninsula is part of the interstate metropolitan zone of Puerto Vallarta - Bahía de Banderas, located between the State of Jalisco and State of Nayarit. It is one of three coastal metropolitan zones of Mexico. This research has a qualitative approach and adopts the concept of the landscape defined by the European Landscape Convention as “any part of the territory, as perceived by people, whose character is the result of the action and interaction of natural and/or human factors” (Council of Europe, 2000). The units of analysis were the peninsular zone of Punta de Mita and the actors who participated in their transformation. The information was collected through semi-structured interviews with key informants selected using the snowball technique, qualitative observation, review of official documentary sources (plans, projects, reports) as well as historiographical and aerial photographs. The identification of the participation of each type of actor is highlighted in the transformation of the landscape: the State provides the land and enables for tourism investment; economic actors take ownership and monetize their aesthetic values; social actors are deprived of the use and enjoyment of the landscape. The symbols printed on the territory are mainly touristic and, in the second instance, natural whose conservation represents a point of agreement between the state and the residents.

En base a un urbanismo racionalista, los modelos de expansión metropolitana aumentaron los límites de la ciudad tradicional y transformaron la idea de urbanidad. Este trabajo pretende aproximarse a una comprensión de este término y entender cómo procesos de metropolización contemporáneos, identificados en la ciudad de São Paulo, afectan a algunos de sus espacios de interacción ciudadana más significativos. Con ello se pretende comprender la importancia de esa expresión aparentemente ambigua para pensar en los espacios de acción de la vida pública en nuestras ciudades del mañana. The concept of urbanity is difficult but essential for studying the contemporary urban world, analyzing spaces that structure socially and functionally the city. Based on a rationalist urbanism, metropolitan expansion models increased the limits of the traditional city and transformed the idea of urbanity. This work aims to approximate to a comprehension of this term and understand how processes of contemporary metropolis, identified in the city of São Paulo, affected some of its most significant public spaces of interaction. Understanding the importance of this apparently ambiguous expression, the aim is to think about the action spaces of public life in our cities of tomorrow.

We are facing a national scenario of disadvantaged communities, not only in the interior of the Republic, but also in the metropolitan periphery of Greater Asunción; whose ethnocultural components, different from the social homogenization of the capital, as well as the implication of cultural factors that affect the female population, largely mark the situation of vulnerability and social risk of exclusion in the face of development opportunities in the current system. Existing social inequalities configure spaces for differentiated social development, at the same time as they feed each other, making territorial development necessary that takes into account the action of these social groups and their forms of cultural relations.

Amid the rising climate change concerns, California enacted Senate Bill 375 (SB 375) to tackle transportation greenhouse gas (GHG) emissions. SB 375 requires Metropolitan Planning Organizations (MPOs) to develop a Sustainable Communities Strategy (SCS), a regional transportation and land use vision plan, to reduce GHG emissions. Meanwhile, a local government can develop a Climate Action Plan (CAP), a non-binding, voluntary plan to reduce GHG emissions that may align with the regional SCS. Recent progress reports indicate California is not making sufficient progress to meet SB 375 emissions reduction targets, which raises important questions: (1) Are the transportation and land use strategies and targets in SCS plans reflected in the local plans to build sustainable communities? (2) Does the alignment of regional and local transportation and land use strategies mitigate GHG emissions through vehicle trip reduction? (3) How different are the effects of independent local action and alignment of local and regional actions on vehicle trip reduction? Through an in-depth content analysis of plans and policies developed by five MPOs and 20 municipalities and a quantitative analysis of the impact of local and regional strategy alignment on vehicle trip reduction over time, this study shows that the patterns of local and regional climate policy are diverse across the state, but poor alignment is not necessarily a sign of limited climate action at the local level. Cities with a long climate-planning history and the capacity to act innovatively can lead regional efforts or adopt their own independent approach. Nonetheless, there are clear patterns of common strategies in local and regional plans, such as active transportation strategies and planning for densification and land use diversity. Well-aligned regional and local level climate-friendly infrastructure appear to have the most significant impact on vehicle-trip reduction, on average a 7% decrease in vehicle trips. Yet, many local-level strategies alone, such as for goods movement, urban forest strategies, parking requirements, and education and outreach programs, are effective in vehicle-trip reduction. A major takeaway from this research is that although local and regional climate policy alignment can be essential for reducing vehicle trips, local action is equally important.

This brief summarises key considerations concerning cross-border dynamics between Tanzania and Uganda in the context of the outbreak of Ebola (Sudan Virus Disease, SVD) in Uganda. It is part of a series focusing on at-risk border areas between Uganda and four high priority neighbouring countries: Rwanda; Tanzania; Kenya and South Sudan. The current outbreak is of the Sudan strain of Ebola (SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The current outbreak began in Mubende, Uganda, on 19 September 2022, approximately 240km from the Uganda-Tanzania border. It has since spread to nine Ugandan districts, including two in the Kampala metropolitan area. Kampala is a transport hub, with a population over 3.6 million. While the global risk from SVD remains low according to the World Health Organization, its presence in the Ugandan capital has significantly heightened the risk to regional neighbours. At the time of writing, there had been no cases of Ebola imported from Uganda into Tanzania. This brief provides details about cross-border relations, the political and economic dynamics likely to influence these, and specific areas and actors most at risk. It is based on a rapid review of existing published and grey literature, previous ethnographic research in Tanzania, and informal discussions with colleagues from the Tanzania’s Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), Tanzania National Institute for Medical Research (NIMR), Uganda Red Cross Society, Tanzania Red Cross Society (TRCS), International Organization for Migration (IOM), IFRC, US CDC and CDC Tanzania. The brief was developed by Shelley Lees and Mark Marchant (London School of Hygiene & Tropical Medicine) with support from Olivia Tulloch (Anthrologica) and Hugh Lamarque (University of Edinburgh). After completing active duty, nearly one-fourth of veterans, or about 4.7 million people, reside in rural areas. Generally, veterans are more highly concentrated in rural areas, with 8.5% residing in non-metropolitan areas versus 6.8% residing in urban areas nationally. Given that geographic barriers often exacerbate inequities in care, and that veterans with service-connected disabilities may have multiple comorbidities, it is essential to understand the challenges faced by rural veterans.

A recent study in the Chattahoochee River National Recreation Area (CHAT) indicated that dogs were a primary source of fecal contamination in the Chattahoochee River and that at least some of the contamination in the river was coming from locations outside of CHAT. The study herein sought to determine if dog parks in the CHAT watershed were sources of dog fecal contamination in streams within the watershed. Escherichia coli (E. coli) data were compiled from the Chattahoochee Riverkeeper Neighborhood Water Watch (NWW) program for sites within the CHAT watershed. Information about dog park locations within the Atlanta metropolitan area was compiled through online searches. Wilcoxon rank-sum tests, forward stepwise linear regression, and Spearman rank correlations were used to investigate the relations between seasonal E. coli levels (E. coli concentration and the proportion of samples that exceeded the U.S. Environmental Protection Agency beach action value [BAV]) and dog parks within the drainage basins. NWW sites with dog parks within the drainage basins had higher E. coli concentrations in the summer and winter, and samples exceeded the BAV more frequently in the winter than sites without dog parks within the drainage basins. Escherichia coli levels in the summer and winter were positively correlated with the number of dog parks within the drainage basins, indicating that E. coli concentrations and the frequency of BAV exceedances were seasonally higher at sites with more dog parks than at sites with fewer dog parks within the drainage basins. Escherichia coli concentrations in the summer were negatively correlated with distance to the nearest dog park in the drainage basin, indicating that sites with at least one dog park in close proximity had higher E. coli concentrations in the summer than sites for which the closest dog park was more distantly located. However, results of this study may have been influenced by the high degree of spatial autocorrelation in the data caused by overlapping drainage basins. Additionally, E. coli occurs in the gut systems of many species, so concentrations of E. coli may not represent levels of dog fecal contamination. Dog waste in residential yards and neighborhoods is a possible source of contamination in the watershed that could be investigated in future studies on sources of fecal contamination in the CHAT watershed. Utilizing dog-specific genetic markers in future studies would help reduce ambiguity in data interpretation.

What determines the feeling of insecurity with respect to crime and what can be done about it? This study proposes and tests a correlational model that combines different theoretical determinants of insecurity and the fear of crime. The test was carried out both in the country as a whole and in the Mexico City Metropolitan Area. The sources of information are the National Victimization Survey and Perception on Public Security (ENVIPE) of 2011 and the Victimization Survey and Institutional Effectiveness (ENVEI) of August 2010 and January 2011. The findings suggest that actions to promote civility in neighborhoods and towns and efforts to develop a relationship of trust with the local police should be implemented in order to significantly reduce the feeling of insecurity.

This paper addresses the following general questions: What kind of consumption patterns (e.g., land, carbon footprint, traveling) are generated by the more compact and traditional structure of Curitiba vis-à-vis the modernist urban sprawl of Brasilia?; What kind of urban and transport policies and actions can help these cities to become less resource and carbon intensive?; and, what can city or metropolitan governments do to help cities achieve these goals? The paper will show how the carbon footprints of Curitiba and Brasilia - in regard to land use distribution and transportation - are reflected in their motorized and fuel consumption rates and will suggest what can be done in policy terms to improve the cities' performances in terms of carbon and resource efficiency. The central premise is that the shape of a city affects its energy patterns, and that there is a relationship between its urban form, block structure, size, density, and land use with its travel behavior, split transportation modes, and carbon footprint. This paper was presented at the 45th ISOCARP International Congress held in Porto, Portugal on October 18th-22nd, 2009.

Investments in transportation have the potential to significantly affect public health outcomes. Decisions to build highways, transit, or bikeways, for example, influence how residents and visitors move around a metropolitan area. Personal travel habits and proximity to transportation infrastructure play a role in how likely people are to be physically active or be exposed to dangerous traffic and toxic pollution. For this study, the research team reviewed the literature that links transportation infrastructure, the surrounding built environment context, and public health outcomes such as chronic heart and lung diseases, obesity, and death. The team then researched publicly available data that planners could use to inform decision-makers about the public health effects of funding certain investments. Finally, the team reviewed the guidelines of existing discretionary grant programs administered by the California Transportation Commission (CTC), and proposed improvements that would better incorporate available data on public health for consideration. These steps can positively influence funding decision-making for better public health outcomes in California.

El mercado laboral venezolano ha sido afectado en los últimos años por el colapso económico, la hiperinflación y leyes que tienen efectos perjudiciales en la productividad y movilidad laboral. La participación laboral de Venezuela es una de las más bajas de América Latina y ha habido un aumento en la informalidad. El bajo nivel de salarios tiene un impacto en la capacidad de adquirir bienes y servicios y, por lo tanto, en las condiciones de vida de los venezolanos. Este estudio evalúa la evolución de la tasa de ocupación, desocupación y salarios en Venezuela durante el período 2020-2021 y también introduce el ndice de Remuneraciones de Alta Frecuencia (IRE-AF) para medir la evolución de las remuneraciones en el sector de comercio y servicios en el área Metropolitana de Caracas. Los resultados muestran una caída anual del 6,8% en la población económicamente activa, con una tasa de actividad que ha pasado del 58,7% al 53,8%, y una tasa de desempleo del 40,3%. También se observa una dolarización creciente de las remuneraciones y transacciones en el AMC.

Bendigo, where the traditional owners are the Dja Dja Wurrung people, has capitalised on its European historical roots. Its striking architecture owes much to its Gold Rush past which has also given it a diverse cultural heritage. The creative industries, while not well recognised as such, contribute well to the local economy. The many festivals, museums and library exhibitions attract visitors from the metropolitan centre of Victoria especially. The Bendigo Creative Industries Hub was a local council initiative while the Ulumbarra Theatre is located within the City’s 1860’s Sandhurst Gaol. Many festivals keep the city culturally active and are supported by organisations such as Bendigo Bank. The Bendigo Writers Festival, the Bendigo Queer Film Festival, The Bendigo Invention & Innovation Festival, Groovin the Moo and the Bendigo Blues and Roots Music Festival are well established within the community. A regional accelerator and Tech School at La Trobe University are touted as models for other regional Victorian cities. The city has a range of high quality design agencies, while the software and digital content sector is growing with embeddeds working in agriculture and information management systems. Employment in Film, TV and Radio and Visual Arts has remained steady in Bendigo for a decade while the Music and Performing Arts sector grew quite well over the same period.
