Si l'hôpital est un bon exemple pour saisir, dans leurs rapports complexes, les différentes strates par lesquelles se sont constitués, dans les sociétés contemporaines, les dispositifs les plus institués de la prise en charge du malheur, c'est notamment parce qu'il renvoie, simultanément, à deux caractéristiques importantes de ces sociétés, quoique rarement pensées ensemble. Il s'agit tout d'abord de sociétés biomédicalisées : on y délègue à la médecine le soin d'identifier une part importante des malheurs, de les hiérarchiser, et de les apaiser ; et l'on délègue de surcroît à la recherche biomédicale, lorsque la médecine n'a pas de réponse satisfaisante à proposer, le soin de trouver à terme les remèdes adéquats. En deuxième lieu il s'agit de sociétés dans lesquelles la question sociale a acquis, littéralement, droit de cité, et d'une manière telle qu'elle se pose, sous des formes historiques variées, comme un problème récurrent, au coeur même de la société, l'accessibilité aux soins pour les personnes malades en constituant, depuis longtemps, un aspect important.

L’article propose une généalogie de la formation d’un problème public de santé. Apparue au milieu du dix-neuvième siècle, d’abord à l’intérieur de l’espace de la médecine, la lutte contre l’alcoolisme va largement se diffuser à d’autres espaces sociaux, notamment celui de la politique, par l’intermédiaire de la théorie de la dégénérescence. Cette thématique de la dégénérescence de la « race » qui met en danger l’ordre social est, en effet, reprise par de nombreux réformateurs sociaux tout empreints de visions du monde directement issues de l’hygiénisme, qui est alors devenu le point de concours de toute une nouvelle morale sociale. Lutter contre l’alcoolisme, c’est aussi, dans l’esprit des élites dirigeantes de la Troisième République, moraliser les classes populaires et ainsi contrôler leurs modes de vie.

Wine is a social object, established in the Old World and later migrated to the New World. Champagne is an internationally important and famous French sparkling wine, significantly present worldwide. Brazil, a New-World wine producer, has a recent but expanding history of sparkling wine production and consumption. As to its social aspect, this product has different representations and roles in both these countries. Therefore, this study aims to understand how culture and social status influence the organization of social representations associated with sparkling wines in Brazil and France. Thus, we used the Social Representation approach, a theory of knowledge and communication. For content collection, we carried out a verbal association task. Two hundred and thirteen Brazilians and one hundred ninety-eight French participants provided the first four words which came to mind after hearing four inducted words. The verbal associations were categorized using semantic contextualization. Then, we performed a Correspondence Factor Analysis. The results supported our hypothesis that culture, social status, and social origins all influence social representations associated with sparkling wine, revealing this kind of wine to be a product of social distinction and affluence.

AbstractThis paper presents a joint position of the UK-France Genomics and Ethics Network (UK-FR GENE), which has been set up to reflect on the ethical and social issues arising from the integration of genomics into routine clinical care in the UK and France. In 2018, the two countries announced enhanced cooperation between their national strategies, Genomics England and Plan France Médecine Génomique 2025, which offers a unique opportunity to study the impact of genomic medicine and relevant policies in different national contexts. The paper provides first insights into the two national strategies and the norms, values and principles at stake in each country. It discusses the impact of genomic medicine on established relationships and existing regulations, and examines its effects on solidarity and trust in public healthcare systems. Finally, it uses the social contract as an analytical lens to explore and redefine the balance between individual rights and collective duties in the context of genomic medicine. This paper leads to three key observations: (1) despite each country’s strategy being at a different stage of implementation, the two countries face similar ethical issues; (2) each country tries to solve these issues by (re-)defining individual rights and collective duties in its own way; (3) the social contract presents a useful tool to analyse the ways the UK and France address the ethical challenges raised by genomics. This overview lays the groundwork for future in-depth comparison, and drive collaborative research, between the UK and France.

Dans les sociétés postindustrielles, les nouveaux modes de vie, caractérisés par la facilité des communications matérielles et immatérielles entraînent un rapport à l'espace radicalement nouveau. C'est cet aspect de la postmodernité (notion fort polysémique) qui intéresse les géographes. On peut se demander si la mondialisation, qui semble inhérente aux sociétés postindustrielles, n'entraîne pas, par choc en retour, des replis identitaires, des «reterritorialisations», des retours à des conceptions de l'organisation de l'espace qui semblaient disparues à jamais. En France, le retour du pays (un des concepts fondateurs de la géographie française) comme cadre spatial et social d'aménagement et de développement local, tel qu'il est prévu par la Loi d'orientation pour l'aménagement (1995) connaît un succès étonnant. Malgré de fortes ambiguïtés, c'est peut-être l'amorce d'une revitalisation de la vie locale, échappant à un découpage administratif que l'on croyait intangible.

Cette recherche porte sur les conditions de possibilité d’une pratique médicale : l’alcoologie. La monographie d’une institution hospitalière en alcoologie, basée sur une enquête empirico-qualitative met en évidence quatre conditions : la constitution d’une institution, avec des pratiques spécifiques, et la production d’un savoir en alcoologie par des professionnels autoproclamés « alcoologues ». Il est ainsi nécessaire que préexiste à l’alcoologie un lieu d’encadrement d’une population alcoolique, où se constitue un savoir professionnel autonome transmis sous forme scolaire à l’individu alcoolique, qui apprend à devenir malade alcoolique. Ce savoir et son apprentissage sont intimement liés aux pratiques en usage dans l’institution. Ces pratiques, qui tendent à s’homogénéiser, reposent alors sur une production savante diffusée au sein d’un espace savant hétérogène, auquel les professionnels participent pour être reconnus comme spécialistes et légitimer leur autoproclamationThis research concerns the possibility’s conditions of a medical practice: the alcohol science. The monograph of a hospital institution of alcohol science, based on an empirical and qualitative inquiry brings to light four conditions: the constitution of an institution, with specific practices, and the production of a knowledge in alcohol science by self-proclaimed professionals "alcoologues". It is thus necessary as preexists before the alcohol science a supervision’s place of an alcoholic population, where constitutes an autonomous professional knowledge transmitted in the school’s form to the alcoholic individual, who learns to become sick alcoholic. This knowledge and its learning are inextricably linked to the institutional practices. These practices, which tend to homogenize, rest then on a production scholarly spread within a heterogeneous scholarly space, in which the professionals participate to be recognized as specialists

Based upon a servey of the Université libre de Bruxelles medecine museum anatomical waxes collection, my Phd aims to study in an historical context the anatomical waxes fron the 18th Century to the 20th Century. We demonstrated who the didactical items created by sculpture ways appeared throw their successif uses from medical teaching to the prevention of the diseases of the time in the anatomical fairground attractions.Sur base d'une étude de la collection des cires anatomiques du musée de la médecine d'Erasme, ma thèse de doctorat vise à l'étude contextuelle de la production de cires anatomiques depuis la fin du 18e siècle jusqu'au 20e siècle. Nous avons montré comment ses objets didactiques, produits par des moyens sculpturaux, ont été perçu à travers leurs usages successifs depuis l'enseignement médicale jusqu'à la prévention sociale des maladies d'époque, au sein des musées anatomiques forains.

Il s'agit de rendre compte des modalités concrètes selon lesquelles sont exercées les activités médicales dans une ville universitaire de province (ici Dijon 1983-1991). Pour comprendre la logique et la sociologie de ces pratiques, il est nécessaire de raisonner en termes structuraux, c'est-à-dire en présupposant la permanence, parfois la transformation,de structures sociales qui ne sont pas toujours facilement conçues, mais qui immédiatement perçues par les agents, expliquent les tendances des itinéraires et des choix individuels. La démarche n'est pas neuve en terme de sociologie générale, mais elle a été ignorée par la sociologie médicale. Elle est testée ici systematiquement. Conclusions: une telle structure a une forte autonomie locale (2) les spécialités médicales ont elles-mêmes une forte autonomie relative (3) les noeuds de cette structure sont les centres hospitalo-universitaires, lieux de conversion des différentes espèces de capitaux en jeu. On peut alors identifier les effets de la division sexuelle du travail médical ou la reproduction des différences d'origine sociale dans l'apprentissage et la pratique de la médecine. Les sources analysées proviennent d'administrations (préfectures, INSEE, credoc, credes, crep, sesi, cnamts, inserm, drass, dep, dpes) et d'entretiens auprès de médecins dijonnaisThe aim of the study is the analysis of the concrete conditions exercise of the medical practices in a french provincial town equiped with a medical school. The logic and the sociology of these practices have to be understood under a structural hypothesis which presupposes the permanency and the long term transformation of social structures immediatly perceived by social agents so that cursuses and individual choices can be explained. Such an hypothesis has not been developped so far in medical sociology. Conclusions (1) a property of such a structure is its high level of local autonomy (2) the medical specialities can be characterized too by a specific autonomy but not local the noddles of the structure are the hospitals specialized in the training of medical students (centres hospitalouniversitaires) where various conversions of the capitals associated with each autonomy are possible. Therefore some elements proper to the logic of the social division of medical labor by gender are shown as some effects of social origins among the medical students. Le sens commun et le discours scientifique traitent de l'apprentissage du corps biologique et de l'experience de corporeite comme deux modes de connaissance opposee : le premier aurait un caractere objectif et le deuxieme subjectif et illusoire. Or, nous considerons que l'un et l'autre s'articulent entre eux en relation au corps culturellement institue. Plus precisement c'est par rapport a la medecine qu'on essayera d'etudier les representations du corps soit a cause du lieu direct qu'elle etablit entre le social et l'individu soit a cause du statut privilegie que notre societe lui assigne en tant que discours sur le corps. La sterilite n'est pas percue comme une maladie, mais une marque, un signe, un handicap qui s'inscrit dans le corps. Le malaise que la femme sterile ressent, est la consequence de l'idee d'etre differente, inferieure, par rapport au groupe, pas tellement parce qu'elle n'a pas d'enfants, mais parce qu'elle n'arrive pas a les avoir quand elle le veut. Maitrise de soi, selon l'ideologie qui affirme qu'il suffit de vouloir. Le corps est percu selon une conception mecanique et la femme attribue sa propre condition a des causes physiques, localisees et organiques. Le corps non plus coupable, mais handicape : le defaut s'inscrit dans le corps comme lettre de la difference, stigmate du dereglement, mais ce deplacement ne va pas sans produire une representation du corps meme : corps rejete, refuse d'autant plus que la cause est physique. La perception du corps interne mediatise par la medecine est acceptee a un niveau bien plus profond que celui d'une simple adequation au langage medical ou d'une simple reprise pour son compte de categories medicales. La medecine non seulement va a l'encontre du deplacement, qui permet de sauvegarder sa propre indemnite en affirmant sa propre non-responsabilite par un clivage moi-corps, mais c'est le discours medical qui le permet.

Depuis les années quatre-vingt la logique de projet est l'un des vecteurs majeurs de transformation des organisations privées ou publiques. Avec la loi n°91-748 du 31 juillet 1991 portant réforme hospitalière les établissements publics de santé sont dans l'obligation de produire un projet d'établissement. Lors de la fabrication de cet objet, le directeur, le président de la commission médicale d'établissement, mais aussi les élus locaux et représentants de l'Etat sont au devant de la scène. Cependant, les infirmières surveillantes (cadres de santé) comme encadrement intermédiaire occuperaient une position centrale dans les démarches de transformations organisationnelles. Avec une approche socio-anthropologique, l'auteur, à partir d'une étude comparative entre un Centre Hospitalier Régional Universitaire et un Centre Hospitalier, cherche à savoir si l'introduction du projet d'établissement comme objet de communication écrit dans les processus de communications organisationnelles vient modifier les places qu'occupait l'infirmière surveillante dans les dispositifs de travail et d'écriture

L'objet de ce travail est de poser des jalons pour une histoire de nos sociétés du risque. Il s'agit d'une enquête sur le passé de l'agir technique, sur les manières de le réguler et de le questionner. Trois ordres de questions et de terrains sont abordés : l'émergence du risque pour penser l'inoculation de la petite vérole et son échec à faire advenir un sujet désinhibé, prêt à risquer sa vie pour la sauver. Le succès de la vaccine permet d'étudier les techniques probatoires qui ont assuré l'efficacité de la biopolitique impériale des années 1800. Les dispositifs (botaniques, chimiques, hygiéniques et juridiques) qui permirent l'industrialisation en dépit des plaintes bourgeoises et dans le cadre de la médecine néo-hippocratique qui faisait de l'environnement la cause déterminante de la santé. La norme technique de sécurité, son rôle dans la clôture des controverses technologiques, la légalisation de l'incertitude et la société libérale des années 1820 fondée sur la responsabilité individuelle. Par rapport aux thèses de « la société du risque » et de la postmodernité, j'ai montré que la révolution technoscientifique des années 1800 ne s'est pas faite dans un brouillard d'insouciance. Les sociétés passées n'ont pas choisi de s'allier avec les virus ou la vapeur sans considérer avec effroi les conséquences de leurs décisions ; elles n'ont pas non plus massivement altéré leurs environnements par inadvertance. La confiance n'allait pas de soi et il a fallu produire sur chaque point conflictuel de la modernité, de l'ignorance et/ou de la connaissance désinhibante. Le discours du progrès qui magnifiait la grandeur des buts servait aussi à exorciser l'immensité des inquiétudesThe purpose of this dissertation is to pave the way for a history of risk societies across two centuries. It is an historical inquiry into the ways technological action was questioned and regulated. Three fields are studied: The emergence of risk for thinking upon smallpox inoculation and its failure to create a disinhibited subject, ready to risk his life so as to save it. On the contrary, the rapid success of cowpox vaccine allows us to study the technologies of proof which assured the efficacy of the imperial biopolitics of the 1800s. The power apparatuses (botany, hygiene, new legal regulations) which permitted the development of industrialisation despite the environmental etiologies posited by neo-Hippocratic theories and the general outcry of city dwellers. The emergence and role of safety norms for closing technological controversies, legalizing uncertainty and producing a responsible individual compatible with the liberal society of the 1820s. Ln contradistinction to the risk society and post modernity theses, I show that the technoscientific revolution of the 1800s was not accomplished in a fog of careless modernism. Past societies did not choose to ally with high pressure steam or viruses without considering, with alarm, the far-reaching consequences of their decisions; nor did they alter their environments inadvertently. Confidence was not natural: disinhibiting ignorance (and/or knowledge) had to be produced on every strategic and disputed point of technological modernity. The discourse of progress which magnified the greatness of the goals exorcised the immensity of the fears

L'investissement médical en éducation physique entre 1880 et 1950 résulte d'arrangements sociaux à la faveur desquels il s'est spécifié sous la forme d'une position collective. L'adoption de ce mode de lecture est décisive, car, habituellement, ce processus de " médicalisation " tend à être doté d'une force coextensive aux effets irréversibles, sans visage, un phénomène d'annexion au développement métronomique. Tout se passant, en quelque sorte, comme si cet intérêt s'était élaboré dans un vide social total. Il importait ainsi, au contraire, de prendre pour unité élémentaire d'analyse le passage d'un " intérêt " latent à un type empirique de groupement d'intérêt " médico-pédagogique et sportif " et, à plus forte raison encore, de suivre les inflexions qui se sont formées (et reformées) pour tracer de nouvelles lignes de partage entre divers travailleurs de la manipulation du corpsThe medical investment in physical education between 1880 and 1950 was the result of particular social conjecture favourising the establishment of a collective position. This process of “medicalisation” was a force which invested physical education in multiple ways, in an irreversible, anonymous process, a regular and insiduous annexations. It was as if this process of medicalisation was taking place in a social vacuum. This explains the basic analytical approach adopted : to examine the evolution from an underlying “medico-pedagogical and sporting” interest (still linked to an emerging reforming system) to a specialised interest group. The analysis follows the progress of this developing interest as it forms and re-forms and traces the new lines of divison established between the various actors working in the domain of the manipulation of the human body

Entre 1919 et 1973, les conceptions et les mises en œuvre de l'entraînement en athlétisme subissent de nombreuses transformations. Lesquelles et comment les interpréter ? A partir d'une analyse de sources fédérales et médicales, il apparaît que la transformation de l'entraînement suppose une redéfinition de sa signification hygiénique qui ne se produit qu'à la faveur d'une prise de pouvoir des techniciens au niveau fédéral en 1939. D'autre part, les pratiques d'entraînement ne sont jamais l'application directe de théories, scientifiques ou non, mais plutôt l'expression de l'état des mentalités des entraîneurs et des conditions matérielles et institutionnelles dans lesquelles elles se développent. Progressivement, après avoir été dominés par les médecins dans une première période, les entraîneurs élaborent eux-mêmes un corpus de connaissances spécifiques qui leur permet de fonctionner au quotidien

La thèse propose de voir dans l'histoire et l'actualité des pratiques de dopage, ainsi que dans l'organisation de leur contrôle, le produit d'interactions répondant, historiquement, à des rapports de force mettant aux prises les acteurs sportifs, les représentants des pouvoirs publics et les médecins. Plus précisément, répondant à des référentiels différents, le dopage et sa régulation peuvent être appréhendés comme le résultat de l'affrontement entre des représentations plurielles, des systèmes de normes singuliers et des actions hétérogènes. A ce titre, le Tour de France cycliste de 1998, par l'ampleur des événements qui lui sont associés, semble consacrer la reconfiguration de ce système de régulation du dopage. A la domination jalouse et exclusive des acteurs sportifs succède, en effet, celle des médecins qui imposent désormais leur logique professionnelle dans le traitement et la prise en charge de la question. Dès lors, le processus législatif de 1999 consacré à la protection de la santé des sportifs et à la lutte contre le dopage constitue l'illustration de cette redistribution des rôles et marque l'ouverture d'une nouvelle période de régulation caractérisée par la prédominance de la perception sanitaire et médicale du phénomèneThis doctoral thesis suggests that the organization of controls for performance-enhancing drugs should be studied as the result of historical interactions involving sportsmen and women, representatives of public authority and doctors. More precisely, in respect of different policy paradigm, performance-enhancing drugs and their controls should be grasped as the result of confrontation between several representations, standards systems and various actions. From this perspective, the main story behind the 1998 Tour de France concerns a reconfiguring of the system for controlling the use of such drugs. In fact, the doctors who now dominate professional practice and the cognitive frameworks governing the treatment of this question have taken over from the representatives of sporting organisations who previously held power in this issue area. AbstractThis chapter presents and characterises the way in which, in the twenty-first century, after years of feminist struggles inside and outside of institutions, gender relations are organised in the different countries of the INCASI project (on the European side, Spain, Italy, Finland, France and the United Kingdom, on the side of the South American Southern Cone, Argentina, Brazil, Chile and Uruguay). It pays special attention to the implementation of feminist issues on political agendas, and in particular the assignment of women to unpaid care work—an aspect of the power continuum that we look to relate to other aspects. Gradually and for almost a century all countries in both continents have granted women the status of subjects, citizens and employees. However, the conditions, challenges and timelines of this process differ considerably from one continent to another, so they need to be addressed separately. The neoliberal era did not have the same impact in Europe as it did in South America (nor was it exactly the same between particular European countries or among South American ones).

As coastal zones are subjected to cumulative human pressures, it is vital to protect these productive and sensitive marine ecosystems. Artificial Reefs (ARs) are recognized as useful tools to overcome certain challenges to these ecosystems, if managed and regulated appropriately. While ARs were originally used for fishery purposes, for almost two decades they have also been widely used in ecological restoration to recover specific habitat functions. Most assessments of ARs focus on their biological and physical results: few have investigated how stakeholders contribute to their outcome. This chapter seeks to shed light on this aspect, examining the role and characteristics of stakeholders in ARs using social network analysis.

The construction of European Higher Education Area had urged the Higher Education providers to improve their operations for readability, trade and mutual recognition. The recent socio-economical phenomena had raised difficulties: a new and more constraint frame (funds reduction, greater profitability, autonomy of universities in France); evolution of the public's expectations symbolized by the “digital natives” (entirely connected urging instant satisfaction) and change of paradigm for actors facing complexity. These issues enhance the necessity of Quality Management for sustainability; by obligation or voluntary initiative, it is an opportunity to develop innovative trainings relying on the collective and intercultural skilled workforce. This paper shows how HE providers implement Quality Assurance; mainly focusing on organization. A feedback on trainings with distinct history will stress the operational aspect; bringing out good practices: trainers are customers too! Finally, a prospect will be done by focusing on social responsibility to involve the workforce in the process.

In his time, Napoleon Bonaparte of France commanded the ideological environment which made nationalism grow and helped to turn the idea of the ‘nation’ into one of the most powerful political forces in the nineteenth and twentieth centuries. Napoleon's conquests, and the strong reactions they provoked in England, Spain, Germany, Poland, and Russia, intensified and diffused the civic ideas of national autonomy, unity, and identity across Europe and throughout Latin America. It is this aspect of Napoleon's historic impact which, more or less by accident, and only in a few instances deliberately, helped to spread a new political culture or, indeed, a new political cult whose origins can be traced back to the French Revolution. The new political culture which arose out of the Revolution focused on the concept of the democratic, sovereign nation as a novel political and social unit for the organisation of society. National aspirations turned against Napoleon and his rule over Europe, and helped substantially to bring him down, instead of lending him support in consolidating his overstretched empire.

In the second round of the presidential elections of 2017, some four million French citizens went to the polls and spoiled their ballot papers, either by casting a blank vote, or adding comments which incur invalidation. This was an unprecedented example of a largely hidden, but entrenched aspect of voting in France which is now becoming more visible, not only on account of its increasing scale, but also because images of the practice are appearing on social media. It has been referred to as ‘civic abstention’, in so far as the voter visits the polling station, only to record negative verdict, since neither blank nor annotated ballots count towards the result. This behaviour has a long history, which indicates disaffection and represents a form of protest, not simply aimed at specific candidates, or the alternatives on offer in a referendum, but questioning the electoral process itself. The French have learned to subvert as well as support their culture of elections in order to express an opinion, or make an objection, which the system of representative democracy denies them.

The most salient empirical results can be summed up in a few points. First, despite the complexities and necessary distinctions, the consensual democracies with coordinated economies tend to have redistributive policy solutions and to correct inequalities. Second, the salience of the migration issue derives either from the consequences of the economic crisis (Italy, Spain, and France) or from basic ideological orientations (Poland). Third, with the Great Recession, the presence of new parties and populist parties became a distinguishing aspect of our six countries. Greater dissatisfaction and the growth of the new protest parties pushed the incumbent leaders to be more responsive. Fourth, we distinguish between a revendicative populism (leftist or inclusionary) and an identitarian populism (rightist or exclusionary). Identitarian populism mainly prevailed in Poland—but has a specific salience also in other countries: from France, with the Front National, to Italy with the League of Salvini, the United Kingdom with UKIP and also with Boris Johnson, and, to a more limited extent, Germany with AfD, and lastly Spain with Vox. Revendicative populism became politically and electorally relevant where the economic crisis was felt most, as Southern European democracies. Fifth, the relationship between the vote of the left parties (moderate and radical) and the trend of inequality shows a rather random connection. It is possible to identify a few patterns in the six countries. Finally, the connection between protest movements and the related institutionalization is different from case to case, with Germany, the United Kingdom, and Poland, where there are no relevant social movements.

Notre contribution se propose d’aborder la question du statut accordé au savoir de type sociologique dans la société française contemporaine à l’aune de la pandémie de la Covid-19. On voudrait en effet montrer que dans certaines réactions politiques à la pandémie s’est rejoué le rapport très étroit qui avait caractérisé l’émergence de l’État social français entre sociologie et épidémie, sous une forme qui témoigne cependant cette fois de la crise que traverse le savoir sociologique. Nous montrerons d’abord ce qui lie si étroitement épidémie et sciences sociales à travers un retour à la sociologie durkheimienne. Celle-ci est en effet fondée sur l’idée qu’il y a en tout Homme deux êtres, un être biologique et un être social, et qu’à mesure que la division du travail social s’accentue, l’être social, tout en restant aussi présent, en vient à être masqué derrière l’être biologique, sous la figure de l’individu. Si Durkheim assigne à la sociologie le rôle de lever le voile de cette illusion individualiste, il est des moments où cette démarche est rendue plus aisée en ce que la pertinence de l’épistémologie sociologique acquiert une sorte d’évidence. Parce que la maladie contagieuse concerne un virus tout aussi invisible que l’est devenu l’être social en modernité, qui ne s’exprime que par une contrainte sur le corps qui prend le nom de symptômes là où elle apparait sous la forme de régularités statistiques pour la sociologie, et qu’elle ne se déploie qu’à travers des interactions sociales, l’épidémie est sans doute, parmi tous les événements, celui qui entretient avec l’épistémologie de la sociologie les liens les plus étroits. En témoigne la spécificité de l’épidémiologie en médecine, fondée sur une approche statistique qui rompt avec le principe de l’absoluité du patient individuel pour n’aborder la maladie que dans son existence collective, à travers les risques différenciés qu’elle induit d’un point de vue populationnel. C’est ce lien que nous mettrons en lumière en étudiant comment la tuberculose a été utilisée par le courant solidariste pour donner à cette conception durkheimienne toute sa portée en la transformant en un véritable projet politique, celui de l’État social, au début du XXe siècle. On tentera ainsi de montrer qu’une fois prouvée cette proximité entre épidémie et sociologie, il devient possible d’établir à partir des réactions qu’a suscitées la Covid-19 un diagnostic sur la situation des sciences sociales en France. Or, parce que les sciences sociales sont indissociables d’un courant politique organisé autour de l’État social que l’on nomme socialisme, c’est aussi un diagnostic politique que l’on peut réaliser en suivant les mobilisations et les rejets du thème de la solidarité auxquels a donné lieu la survenue de cette épidémie. À cet égard, ce sont les adresses officielles du président de la République, qui ont ponctué les premiers mois de la crise, que nous mobiliserons, en montrant que si la première d’entre elles a consisté en un surprenant encensement de l’État social, cette référence a vite été remplacée par d’autres, aux antipodes de l’épistémologie sociologique. On s’intéressera donc au sens de cette mobilisation, puis de son rejet et des termes qui sont venus la remplacer, en les plaçant au cœur de notre diagnostic sur le statut des sciences sociales dans la France contemporaine. Ce faisant, la savoir de la société apparaitra comme celui pouvant être extrait de l’expérience pandémique d’une façon particulière, car c’est sa place dans l’organisation sociale qui peut directement être évaluée à cette aune, et, avec elle, les implications politiques que charrie son épistémologie.

La pandémie de Covid19 a été qualifiée de « fait mondial total ». C’est dans la presse que ce terme est apparu en mars dernier. Edgar Morin (TRUONG 2020), Etienne Klein (KLEIN 2020) et beaucoup d’autres l’ont employé pour décrire l’ampleur de la pandémie : elle touche toutes les dimensions de la vie de tous les êtres humains. Ce point de départ appelle une réflexion approfondie. Comment concevoir un « fait mondial total » ? Autrement dit, de quelles conceptions du monde et de la totalité ce concept est-il l’expression ? Et pourquoi cette épidémie appelle-t-elle à forger un concept nouveau ? Tout d’abord, il s’agit de replacer l’expression de « fait mondial total » dans son appartenance à l’anthropologie. Référence directe au concept maussien de « fait social total » (MAUSS 1923), il convient de discuter le déplacement de « social » à « mondial ». En quel sens faut-il comprendre l’expansion de l’un à l’autre ? Le « mondial » renvoie-t-il à l’ensemble des sociétés humaines ? Le « fait mondial total » sera confronté aux nombreux débats (WENDLING 2010) qui portent sur le « fait social total » chez Marcel Mauss. Il ne doit pas faire l’économie des définitions de « société » et de « totalité ». Ensuite, le « fait mondial total » doit être resitué dans son contexte médical d’émergence. Rappelons en effet, qu’en cela déjà, il diffère du concept maussien qui est né pour rendre compte du phénomène du don. Le « fait mondial total » entre en résonnance avec deux pans de la philosophie de la médecine. D’une part, les maladies chroniques et la démocratie sanitaire poussent à penser une approche holistique de la personne malade. Ainsi la notion de « totalité » est réfléchie à partir de la notion de personne humaine et il importe de positionner le « fait mondial total » face à cet autre éclairage de la totalité. D’autre part, les définitions de santé et maladie font débat en philosophie de la médecine. Engelhardt (ENGELHARDT 2012) affirme que santé et maladie sont deux concepts qui évoluent avec l’histoire humaine parce qu’ils reposent sur des jugements de valeur. Cette analyse renvoie directement au terme de pandémie. L’OMS « décrète » que nous vivons une pandémie, au sens où la définition de pandémie ne repose pas uniquement sur des critères biomédicaux mais bel et bien sur une appréciation humaine et collective. Citons le sénat : « L’état de pandémie est défini par l’OMS. Or la définition de ce terme n’est pas neutre » (DOOR et BLANDIN 2010). La question est alors : en quel sens jugeons-nous que cette épidémie est une pandémie ? Et dans quelle mesure les critères qui président au décret de « pandémie » fondent le concept de « fait mondial total » ? Enfin, j’examinerai une hypothèse : le « fait mondial total » émerge pour parler de la pandémie de 2020 parce qu’une épidémie survient au moment même où les êtres humains connaissent une crise de leur conscience du monde. En ce sens, le « fait mondial total » interroge notre humanité. Elle n’est plus en haut ou au-dessus des vivants et non-vivants, mais avec eux. Il faut repenser les liens entre humains et non humains (BENSAUDE- VINCENT 2020). Le « fait mondial total » émerge à l’occasion de la pandémie de 2020 parce que cette épidémie intervient dans une période de prise de conscience des effets de l’action humaine sur la planète et de la dépendance humaine face aux ressources. Notre rapport au monde fait écho à une analyse géologique de notre planète. Le concept d’anthropocène a lui aussi fait une entrée fracassante sur la scène médiatique durant la première vague de la Covid19 en France. L’enjeu est alors de questionner le monde comme un ensemble des liens entre humains et non humains, dans un lieu (la Terre) et dans le temps. Cette prise de conscience ouvre des enjeux scientifiques qu’il s’agira d’esquisser. Dans quelle mesure les débats autour du concept d’anthropocène (LARRÈRE 2015) interviennent dans celui de « fait mondial total » ? L’examen de l’expression « fait mondial total » s’appuiera sur une analyse qualitative de la veille documentaire réalisée dans le cadre de l’Observatoire National de la MSH-Paris-Saclay. Cette veille porte sur la parole des SHS dans cinq médias : Le Monde, Le Figaro, Libération, AOC, The Conversation, du 1er mars au 4 novembre 2020. Ce travail sera largement complété par une littérature philosophique et anthropologique.

Like other Catholic communities under Protestant jurisdiction, the Irish, initially with Spanish assistance, provided itself with the means of educating at least some of its clergy and a small number of laity. Traditionally, the resulting Irish colleges’ network has been understood almost exclusively as the product of the religious reform of the sixteenth century and of the phased English conquest of the island. Unsurprisingly, this resulted in a narrow view of their significance. It concentrated largely on the priest-producing aspect of their activities, to the neglect of their social, economic and cultural roles. This narrowness of approach has been a concern for a new generation of historians. Conscious of the social function of these institutions, some have tried to reintegrate the colleges into comprehensive, source-based explorations of their originating and target communities. This is now yielding more satisfactory accounts of their significance. Of particular importance has been work on the various roles played by the colleges in facilitating Catholic migration to the continent and in maintaining a Catholic pastoral infrastructure in Ireland in the seventeenth and eighteenth centuries. More recent studies have revealed how the colleges’ role changed over time and varied geographically and socially. It is now becoming clear how much their continued existence depended on their capacity to respond to alterations in the geo-political contexts that originally brought them into being. The relative decline of Spain in the early seventeenth century, the dominance of France from the 1660s and, perhaps most importantly, the growth of the British Empire after the 1690s crucially influenced the nature and role of the colleges. So too did directives from continental hierarchies and from Rome, frequently issued in response to endless collegial infighting. Even more significant, however, was the rapidly changing economic and political status of the Catholic communities in Ireland, to which the colleges had been providing clergy, and other services, since the 1590s. In the second half of the eighteenth century the demands, needs and aspirations of the emergent Catholic interest in Ireland posed a challenge that eventually overawed college administrations. Although European secularization and the French Revolutionary Wars were the occasion for their closure, it was the altered relationship between Irish Catholics and the imperial government that rendered the traditional role of continental colleges redundant. With growing opportunities in the imperial armies, the European connection in general was relatively less important for Irish Catholics. At the same time, the freedom to establish domestic seminaries provided the Irish hierarchy with convenient alternatives to the continental colleges, which, even in their heyday, had often seemed more trouble that they were worth. Few continental colleges re-established themselves in the nineteenth century. Those that did were only shadows of their former selves.

This final chapter opens with Toussaint Louverture in Santo Domingo in 1802, preoccupied with the possibility of a new French invasion. In February, General Leclerc invaded Cape Haitian in the north; Toussaint was captured by French troops and taken to France as prisoner. Although his demise occurred for various reasons, most problematic are the tactics he embraced during the period of 1793-1799, wherein he neglected the interests of the former enslaved people and instead allied himself with the upper class and military interests. The rallying cry of “freedom for all” for the population of the former French colony did not imply that formerly enslaved masses could enjoy autonomy or freely cultivate edible crops on their own properties. While not all rebel leaders fit into the same social category, they did have different interests than the former slaves. Trouillot reminds readers that a true revolution produces profound social changes, inverting the old social order; and thus formerly-enslaved people should have all become property owners. However, the competing revolutionary leaders (including Rigaud, Beauvais, and Toussaint) stunted this possibility, neglecting the needs of the poor majority. It was chiefly the economic aspect of independence that divided Toussaint from the masses. After taking control of the former colony, Toussaint imposed import and export taxes that benefited European countries and the United States instead of Haitians; U.S.-built warehouses popped up on the capital’s wharf, and Saint-Domingue remained economically dependent. The former slaves benefited in no way from growing the sugar, coffee or cotton that they were required to produce during Toussaint’s reign; they were punished for planting food crops. Worse still, Toussaint required that the ex-slaves “respect” the integrity of former plantations by staying and working on them, while he distributed free land to rebel officers. The idea of “freedom” thus lost its resonance amongst the masses. Although members of the State of Saint-Domingue and the ruling class gained economically, it was at the expense of the former enslaved workers. From this point, the behavior of the Haitian State was that of sitting heavily upon the new nation, since their economic and political interests were at odds with one another. A host of contradictions emerged: Dependence/ Independence, Plantations/Small Farms, Commodity/Food crops, White/Black, Mulatto/Black, Mulatto/White, Catholic/Vodou, and French/Creole. Although the Constitution of 1801 abolished slavery and supposedly “guaranteed freedom” to all, it reinforced these fundamental contradictions. The “Moyse Affair” in late 1801 illustrates Trouillot’s understanding of Toussaint’s betrayal of the Haitian people. Moyse, Toussaint’s adopted nephew, had populist political ideas that attracted the black masses. Fearing his potentially subversive ambitions, Toussaint had Moyse judged by a military commission that included Christophe, Vernet, and Pageaux. Moyse was condemned to death and executed, effectively crushing the interests of the masses. Throughout the Revolution Toussaint maintained power by crafting coalitions amongst a wide variety of social classes and competing interests. The dominance of the new military class was a social contradiction that had to be masked, and Toussaint’s actions showed a will to conceal it. Aspects of this problematic behavior and ideology have reappeared in Haiti under Dessalines, Christophe, Salomon, Estimé, Duvalier and others. Official discourse is grounded in several central notions that are easily manipulated by Haitian leaders: first, the notion of “family,” allowing the concealed dominance of one group and the privileging the organized Catholic religion; second, the idea that Haitians should “respect property”; and, the myth of nèg kapab (“capable people”) who possess an inherent right to govern and oppress the people. The political concept of “family,” common throughout Africa and countries with African descendants, was employed by Toussaint as a form of social control: throughout the revolution Toussaint refers to the new Haitian society as a family in order to advance his own “paternal” political objectives and conceal its many contradictions. The state—which his ideology came to epitomize—began to take advantage of the people; it was akin to a vèvè, a matrix holding society together, and a Gordian knot, where complex and twisted socio-economic contradictions favoring a certain class were inscribed. Although Toussaint was kidnapped by the invasion of Leclerc in 1802, this motivated the Haitian masses to stand up and fight for independence from France, which ultimately led to freedom. Thus, living up to the surname of “Louverture” that was given him, Toussaint indeed opened the barrier to independence and warrants appreciation for that. When one revisits the ideology of Toussaint Louverture, and concurrently that of the state of Saint-Domingue, one must not forget that, in spite of all its weaknesses, libèté jénéral (“freedom for all”, or “universal freedom” in today’s terms) was originally a powerful unifying factor, which merits recognition: it helped Toussaint’s troops defeat the British, crush Hédouville, etc. Toussaint was betrayed by plantation owners and French and American commissioners alike, and he always maintained some faith in France, even if the masses did not. Trouillot implies that Toussaint understood the direction in which he wanted to go, but he got lost on the way. To his credit, Toussaint’s experience demonstrated that liberty without political independence was a senseless notion, and others (such as Dessalines) were able to break with his approach and capitalize on this lesson. The book closes with Grinn Prominnin declaring that he is exhausted and that everyone must return to discuss the situation tomorrow to reach a conclusion. The scene remains peaceful, the people complacent. Trouillot suggests that, more than 170 years after the revolution, the task of bringing about real social change in Haiti—and seeing the ambitions of the Revolution fulfilled—remains starkly inert. Readers easily infer that Haiti’s stagnant socio-economic and political situation (in 1977) is due not only to the as yet unfulfilled promises of the Revolution and War for Independence, but also to the escalating damages wreaked upon the Haitian nation by the Duvalier regime and its manipulative cronyism coupled with its totalitarian indigenist ideology.

There are two new persons born each and every second on Earth, persons that will need space to live, just as we do. Should we build new cities, then, without question? The “population of a single day” is going to require territory, which, according to today’s standards, equals the area of France or Ukraine (Zipser). Therefore villages, cities and especially metropolises require much more space for expansion. Things become problematic when metropolises are faced with a lack of space to expand Metropolises behave like cancerous tumors – they try to possess or occupy any urban structure within their reach, including agricultural lands and forests. Is it even possible to plan such a rapid growth? Certain cases point to the fact that it is indeed possible, while others – that it is not possible at all. Thus, we are faced with the question of what should we do when the development of metropolises outpaces even the fastest planning processes? In these cases, metropolitan authorities need to anticipate problems related to infrastructure, transportation, as well as unemployment and rising crime rates. The metropolitan way of life causes not only spatial, but also social problems as well. The subdivisions within the social structures of metropolises are transformed in accordance with the quality of their spatial structures and vice versa. The question as to who “owns” the public spaces of metropolises is more important than the real ownership of the land they are built upon. Public spaces become an expression of their respective metropolises through the image of their urban and architectural forms. The inhabitants and people “that are coming in” can only identify themselves with and respect the rules of the space that they live, work and relax in only under the condition of the existence of spatial order. Contrary to those metropolitan areas that have been abandoned or are underused, the social aspect of reusing land that has once been converted from an agricultural form of use, or any other for that matter, plays an important part in the appropriate creation of social and spatial balance in the development of public spaces, as well as modern metropolises, oriented towards innovative technologies.
