The article proves that the importance of foreign economic activity for domestic enterprises and the need to ensure their economic security determine the urgency of the transition to security-oriented management of foreign economic activity. The essence of the concept of «economic security» is analyzed and it is determined that it is a rather broad concept that should be considered as a process of more efficient use of its production and economic resources and entrepreneurial capabilities. set goals and objectives in accordance with his chosen development stra-tegy. The level of economic security of the enterprise is studied and it is determined that it depends on how effectively its management and specialists will be able to avoid possible threats and eliminate the harmful effects of certain negative components of the external and internal environment. It is determined that the purpose of economic security of the enterprise is to guarantee its stable and most efficient operation in the present and high potential for future development. The mechanism of economic security management, which depends on the scope of the enterprise, providing corporate resources and opportunities to implement basic measures to maintain its proper level as a whole and its main structural elements, as well as the mechanism of economic security of foreign economic activity is an effective element of economic security. The list of tools (models) for ensu-ring the economic security of foreign economic activity, which relate to the mechanism of economic security management of foreign economic activity of the enterprise. The place of economic security of entrepreneurship in the security system of the national economy is determined.It should be noted that the universal tools to ensure a high level of economic security of the enterprise include: organizational and managerial measures, technical support, control and systematic monitoring of indicators of its individual structural elements and economic security of the enterprise as a whole. Implementation of business processes in Ukraine has become more structured in recent years. If previously the only goal was to get the most profitable investment and pay-off in the short term, and the attention to drawbacks and considerable riskiness of these projects was given already in case of their occurrence, now there is another management approach. Thus, the decision to attract additional funds involves a detailed analysis of the potential and existing risks of the project. The management focuses on continuous monitoring of the project implementation. Accordingly, it is necessary to develop an effective mechanism to evaluate an investment project, the effectiveness of its implementation, but from the perspective of the company’s economic security aimed at identifying and diversifying risks. As such, the accounting system of the enterprise’s economic safety management is presented as to the investment projects execution based on the convergence of budgeting, management, financial accounting and elements of the economic analysis and control. The proposed system of investment project management is based on the definition of responsibility centers during the investment project implementation. The developed plan of actions and methods is aimed at creating effective tools for identifying risk factors and monitoring the investment projects effectiveness. Such a system provides an opportunity to operate an investment project promptly and flexibly, following clearly defined management tasks within the chosen strategy of enterprise’s economic security. System management of investment project, which is a part of the overall business management, contributes to the achievement of goals set by the company at a given level of risks and financial performance.

The article presents the results of the development of an organizational and economic mechanism for ensuring the economic security of pipe industry enterprises. The influence of representatives of the business environment and state regulation of the economy on the processes of ensuring the economic security of the studied enterprises is determined. Threats to the economic security of enterprises and the possibility of their neutralization are analyzed.

Актуальність питання щодо забезпечення економічної безпеки сьогодні не потребує доведення, що пов’язано з тим, що вона є основоположним фактором для реалізації національних інтересів, а також спрямована на подолання економічної кризи під час агресії ззовні. Поряд з цим, від стану економічної безпеки залежать темпи та перспективи розвитку соціально-економічної складової держави. У зв’язку з цим важливим є теоретико-методологічне та практичне осмислення аспектів стосовно адміністративно-правового механізму забезпечення економічної безпеки України.
Актуальность вопроса по обеспечению экономической безопасности сегодня не требует доказательства, что связано с тем, что она является основополагающим фактором для реализации национальных интересов, а также направлена ​​на преодоление экономического кризиса во время агрессии извне. Наряду с этим, от состояния экономической безопасности зависят темпы и перспективы развития социально-экономической составляющей государства. В связи с этим важным является теоретико-методологическое и практическое осмысление аспектов относительно административно-правового механизма обеспечения экономической безопасности Украины.
The urgency of the issue of ensuring economic security today does not require proof that it is due to the fact that it is a fundamental factor for the realization of national interests, and also aimed at overcoming the economic crisis during aggression from the outside. At the same time, the pace and prospects for the development of the socio-economic component of the state depend on the state of economic security. In this regard, the theoretical and methodological and practical comprehension of aspects concerning the administrative and legal mechanism of providing economic security of Ukraine is important.

У дисертаційній роботі вирішено важливе науково-практичне завдання, пов’язане з теоретико-методичним обґрунтуванням положень і розробкою практичних рекомендацій щодо розробки механізму формування потенціалу економічної безпеки підприємства та використання системи оцінювання його складових. Доведено, що проблема визначення особливостей ідентифікації економічної стійкості підприємства як основи його потенціалу економічної безпеки дасть змогу виявити дві номенклатурні групи дослідження, а саме – економічну стійкість і потенціал економічної безпеки, які використовуються як ключ до категоризації основного завдання. Аналізуючи внутрішні та зовнішні процеси підприємства через їхні зв’язки та необхідність їхньої координації з внутрішніми складовими підприємства, створено концептуальний підхід до ідентифікації економічної стійкості підприємства як основи його потенціалу економічної безпеки. Визначені складові можна розвивати та задіювати у формуванні економічної стійкості, що реалізується за рахунок здатності мобілізації ресурсів, а отже, й створює основу для підвищення рівня потенціалу економічної безпеки. Особливістю такого концептуального підходу є система ідентифікації його складових за допомогою узагальнених і обґрунтованих ознак, що сприяє адекватному до зовнішнього і внутрішнього середовищ прийняттю рішення і впровадженню його в діяльність підприємства. Запропоновано визначення фінансового забезпечення потенціалу економічної безпеки як створення структурованих системних шляхів для безперервного спрямування різних оплачених видів ресурсів, які за допомогою переносу своїх якостей підвищують можливості підприємства до протидії загрозам його розвитку та ведення господарської діяльності. Це дозволить на підставі обраної модульної архітектоніки на єдиному підґрунті розробити інші типи забезпечення потенціалу економічної безпеки, таких як інформаційне, організаційне, кадрове та інші. Установлено, що управління підприємством як економічною системою вимагає вирішення багатьох проблем, зумовлених як зовнішніми, так і внутрішніми чинниками. Тому концепція контролінгу виступає одним із ключових факторів управління потенціалом економічної безпеки підприємства, яка дозволяє вирішувати в комплексі низку таких питань, як стабільне функціонування підприємства в довгостроковій перспективі; виявлення і приведення в дію наявних резервів; оперативне та ефективне впровадження стратегії управління потенціалом економічної безпеки підприємства та інше. Запропоновано характеризувати контролінг управління потенціалом економічної безпеки підприємством як системою, яка спрямована на досягнення довгострокових цілей шляхом координування стратегічного і оперативного рівнів управління. Мета стратегічного контролінгу – забезпечення відповідного рівня потенціалу економічної безпеки в довгостроковому періоді, мета оперативного – забезпечення відповідного рівня потенціалу економічної безпеки в короткостроковому періоді шляхом розробки та реалізації відповідних заходів щодо використання наявних ресурсів. Проаналізовано сутність організаційно-економічного механізму управління потенціалом економічної безпеки підприємства, що передбачає досягнення ефективних параметрів функціонування, збереження фінансового, виробничого і кадрового потенціалів, формування умов для надійного та конкурентоздатного функціонування. В запропонованій структурі організаційно-економічного механізму управління потенціалом економічної безпеки підприємства відображено компоненти економічної та організаційної складових, де особливе місце належить контролінгу. Виявлено, що розвиток економіки України супроводжується трансформаційними процесами, які створюють певні небезпеки для суб’єктів господарювання машинобудівної галузі, оскільки вона характеризується тривалим операційно-фінансовим циклом, що впливає на посилення ризику інвестування, не дозволяє здійснювати відтворювальні процеси та підтримувати необхідний науково-технічний рівень підприємств. Доведено необхідність упровадження механізму управління економічною стійкістю підприємств машинобудування до динамічних умов сучасної економіки, який є важливою складовою управління потенціалом економічної безпеки підприємств та однією з найважливіших умов ефективного функціонування та розвитку підприємств в економіці країни, умовою досягнення поточних і перспективних цілей, які певною мірою визначаються рівнем конкуренції на внутрішньому та зовнішньому ринках. Запропоновано теоретико-методичний підхід до оцінювання потенціалу економічної безпеки підприємств на підґрунті визначення локальних показників виробничої, фінансової та кадрової складових, що дає змогу охарактеризувати рівень достатності фінансових, кадрових і виробничих ресурсів для забезпечення розширеного відтворення та економічної безпеки підприємства, підвищити потенціал економічної безпеки у процесі діяльності, виявити основні аспекти діяльності підприємства, що негативно впливають на потенціал економічної безпеки, та забезпечити найбільш прийнятні напрями й форми управління потенціалом економічної безпеки машинобудівних підприємств. Зазначено, що підприємства функціонують як відкрита система, тобто відбувається безперервна взаємодія між компаніями і їх зовнішнім середовищем, для якого характерний надзвичайно високий ступінь складності, невизначеності та взаємопов’язаності. Це визначає кількість факторів, на які підприємство зобов’язано реагувати, а також рівень варіантності кожного з них, що визначає вплив на формування потенціалу економічної безпеки. Обґрунтовано, що з метою ефективного функціонування підприємства необхідно оцінювати вплив зовнішнього середовища на його потенціал економічної безпеки, яке може як негативно впливати на економічну безпеку, так і сприяти подальшому економічному розвитку. Найбільш доцільним підходом до визначення впливу зовнішнього середовища на функціонування машинобудівних підприємств є логістичний підхід, який дає змогу простежити зміни в межах окремих складових системи та її підсистем і взаємний вплив. Запропоновано оцінку впливу зовнішнього середовища на потенціал економічної безпеки підприємства здійснювати з використанням кваліметричного прогнозування шляхом розрахунку інтегрального показника, який характеризує вплив соціально-демографічного середовища, науково-технологічного середовища, економічного середовища, політикоінституціонального середовища на потенціал економічної безпеки. Означене дає змогу підприємству швидко адаптуватися до змін і приймати стратегічні рішення щодо подальшого розвитку. Сформовано систему стратегічного та оперативного контролінгу функціонування підприємства, в основі якої є аналіз і контроль зовнішнього середовища, визначення і контроль потенціалу та зони економічної безпеки, формулювання та контроль стратегічних орієнтирів. Це уможливлює розроблення рекомендацій щодо гармонізації управління потенціалом економічної безпеки підприємств. Розроблено та апробовано методичний підхід до оцінки потенціалу економічної безпеки підприємств за виробничою, фінансовою і кадровою складовими на основі відбору найбільш значущих показників шляхом кваліметричного прогнозування та кореляційно-регресійного аналізу. Окреслене забезпечило побудову багатофакторних моделей складових і дозволило визначити напрями підвищення потенціалу економічної безпеки аналізованих підприємств і на зовнішньому, і на внутрішньому ринках. Сформовано визначення рівня потенціалу економічної безпеки підприємств шляхом розрахунку інтегрального показника на основі кваліметричного прогнозування. Це допомагає сформувати стратегічні орієнтири управління потенціалом економічної безпеки підприємств. Запропонована оцінка рівня потенціалу економічної безпеки підприємства дозволяє: адекватно оцінити можливість і готовність підприємства до розвитку і стабільного функціонування; проаналізувати і спрогнозувати тенденції розвитку підприємства, виявити його сильні і слабкі сторони; підготувати рекомендації із підвищення потенціалу економічної безпеки підприємства та механізм їх реалізації. Запропоновано матрицю визначення зони економічної безпеки з урахування чинників зовнішнього середовища функціонування підприємств і наявного потенціалу економічної безпеки, що дозволяє розробити заходи щодо підвищення конкурентоздатності підприємств машинобудування як на зовнішньому, так і на внутрішньому ринках. Обґрунтовано доцільність здійснювати вибір стратегічних орієнтирів управління потенціалом економічної безпеки машинобудівних підприємств шляхом побудови ієрархії, проведення парних порівнянь критеріїв вибору стратегічних орієнтирів щодо фокусу ієрархії. Це дасть змогу забезпечити збалансовані темпи перманентного зростання і безпечного розвитку підприємства з урахуванням його захисту від зміни внутрішніх і зовнішніх загроз на доволі тривалий час. Розроблено модель обґрунтування вибору напрямів підвищення рівня потенціалу економічної безпеки підприємства залежно від його стратегічних орієнтирів, заснованої на визначенні відповідності рівня потенціалу економічної безпеки підприємства рівню впливу зовнішнього середовища та вибору можливих заходів. Розроблено процес формування системи енергоменеджменту машинобудівного підприємства, який ґрунтується на методології функціонального моделювання IDEF0, здійснено деталізацію процесу, ідентифіковано входи і виходи процесу, керуючі впливу і механізми реалізації (персонал, технічні засоби, організаційно-методичне забезпечення і фінанси). Це уможливлює успішну реалізацію будь-якого з вирізнених напрямів і підвищення енергетичної ефективності машинобудівних підприємств. Обґрунтовано стратегічні орієнтири диференційованого зростання і підвищення рівня зони економічної безпеки ПрАТ «Вовчанський агрегатний завод», ДП «Харківський авіаремонтний завод «Тора»», ДП «Одеський авіаційний завод», ДП «Харківський машинобудівний завод» «ФЕД»», ПрАТ «Дніпропетровський агрегатний завод», ДП «Луцький ремонтний завод «Мотор», ПАТ «Мотор Січ». Вибір стратегічних орієнтирів здійснено, спираючись на об’єктивну інформацію про стан їх потенціалу економічної безпеки, а також про фактичний рівень зони їх економічної безпеки. This thesis gives the results of solving an important scientific-practical problem related to the theoretical-methodological substantiation of the provisions and the providing of practical recommendations for the development of the mechanism of formation of the enterprise`s potential of economic security and the use of the system of evaluation of its components. It is proved in the thesis that the problem of detecting the features of identifying the economic stability of an enterprise as the basis of its economic security potential will identify two nomenclature groups of research, namely economic sustainability and economic security potential, which are used as the key to categorization of the main task. Analyzing the internal and external processes of the enterprise through their relationships and the need for their coordination with the internal components of the enterprise, a conceptual approach for identifing the economic stability of the enterprise as the basis of its potential for economic security was created. Certain components can be developed and involved in the formation of economic sustainability, which comes at the expense of the ability to mobilize resources, and therefore creates the basis for increasing the level of economic security potential. The peculiarity of such conceptual approach is the system of identification of its constituents by means of generalized and substantiated features, which contributes to the appropriate decision-making approach according to the conditions of external and internal environment and its implementation in the enterprise. The definition of financial support to the potential of economic security is proposed as creation of structured systematic ways for continuous directing of different paid kinds of resources, which by means of transfer of their qualities increase the ability of the enterprise to counter the threats of its development and conducting economic activity. This will allow, on the basis of the chosen modular architecture, to develop on a single basis other types of providing the potential of economic security such as information, organizational, personnel and other. It is established that the management of the enterprise as an economic system requires solving many problems caused by both external and internal factors, so the concept of controlling is one of the key factors of managing the potential of economic security of the enterprise, which allows to solve a number of issues in the complex, such as : stable operation of the enterprise in the long run; identification and activation of existing reserves; prompt and effective implementation of the enterprise's economic security potential management strategy and other. The author proposes to characterize controlling the management of economic security potential of an enterprise as a system that aims at achieving long-term goals by coordinating the strategic and operational level of management. The purpose of strategic controlling is to ensure an adequate level of economic security potential in the long term, the objective of operational control is to ensure an appropriate level of economic security potential in the short term by developing and implementing appropriate measures to use available resources. The organizational-economic mechanism of managing the potential of economic security of the enterprise, which envisages achievement of effective parameters of functioning, preservation of financial, production and personnel potential, formation of conditions for reliable and competitive functioning is proposed. In the proposed structure of the organizational-economic mechanism for managing the potential of economic security, the enterprises have reflected the components of the economic and organizational component and special place belongs to controlling. It is revealed that the development of the Ukrainian economy is accompanied by transformation processes that pose certain dangers for the economic entities of the engineering industry, as it is characterized by a long operational-financial cycle, which increases the risk of investment, does not allow to carry out reproduction processes and maintain the necessary scientific-technical level of enterprises. The necessity of introduction of the mechanism of management of economic stability of machine-building enterprises to the dynamic conditions of the modern economy, which is an important component of managing the potential of economic security of enterprises and is one of the most important conditions for effective functioning and development of enterprises in the economy of the country, a condition for achieving current and long-term goals, which are determined by the level of competition in the domestic and foreign markets is proved. The theoretical-methodological approach of estimating the potential of economic security of enterprises on the basis of determination of local indicators of production, financial and personnel components is offered, which allows to characterize the level of sufficiency of financial, human and production resources for ensuring extended reproduction and economic security of the enterprise; to increase the potential of economic security in the process of activity, to identify the main aspects of the activity of the enterprise, which negatively affect the potential of economic security and to provide the most acceptable directions and forms of management of the potential of economic security of machine-building enterprises. It is stated that the enterprises function as an open system, i.e. there is a continuous interaction between the companies and their external environment characterized by an extremely high degree of complexity, uncertainty and interconnection, which determines the number of factors that the enterprise is obliged to respond to, as well as the level of variability, which determines the impact on the formation of economic security potential. It is substantiated that for the effective functioning of the enterprise it is necessary to evaluate the influence of the external environment on its potential of economic security, which can both negatively affect the economic security and promote further economic development. The most appropriate approach to determining the impact of the environment on the functioning of machine-building enterprises is a logistical approach, which allows to trace changes within individual components of the system and its subsystems and mutual influence. It is suggested to assess the impact of the external environment on the potential of economic security of the enterprise using qualitative forecasting by calculating an integral indicator that characterizes the impact of socio-demographic environment, scientific-technological environment, economic environment, political-institutional environment on the potential of economic security, which enables the enterprise quickly adapting to change and making strategic decisions for further development. The system of strategic and operational control of the functioning of the enterprise is formed, based on the analysis and control of the environment, the definition and control of the potential and zone of economic security, formulation and control of strategic guidelines, which allows to develop recommendations for harmonization of the management of the potential of economic security of enterprises. A methodical approach to assessing the economic security potential of enterprises by production, financial and personnel components was developed and tested based on the selection of the most significant indicators through qualitative forecasting and correlation-regression analysis, which ensured the construction of multifactor models of components and allowed to determine the directions of increasing the potential of economic security of enterprises both on the domestic and foreign markets. The definition of the level of potential of economic security of enterprises is formed by calculating the integral indicator on the basis of qualimetric forecasting, which makes it possible to form strategic orientations for managing the potential of economic security of enterprises. The proposed assessment of the level of potential of economic security of the enterprise allows: adequately assess the ability and readiness of the enterprise for development and stable functioning; analyze and forecast trends in the enterprise development, identify its strengths and weaknesses; to prepare recommendations for enhancing the economic security potential of the enterprise and the mechanism for their implementation. The matrix of determination of the economic security zone based on the factors of the external environment of functioning of enterprises and the available potential of economic security is offered, which allows to develop measures to increase the competitiveness of machine-building enterprises both in the external and internal market. The choice of strategic guidelines for managing the potential of economic security of machine-building enterprises is substantiated by constructing a hierarchy, making pairwise comparisons of the criteria for choosing strategic benchmarks with respect to the focus of the hierarchy, that allowing to ensure a balanced rate of permanent growth and safe development of the enterprise, taking into account its protection against changes in internal and external threats for a rather long period of time. The model of substantiation of choice of directions of increase of level of enterprise`s potential of economic safety depending on its strategic orientations based on determination of correspondence of level of potential of economic security of enterprise to the level of influence of external environment and choice of possible measures is developed. The process of forming the energy management system of a machine-building enterprise based on the IDEF0 functional modeling methodology has been developed, the process details have been identified, the process inputs and outputs, control influences and mechanisms of implementation (personnel, technical means, organizational-methodological support and finances) have been carried out, which allows successful implementation of any of the selected areas and increase the energy efficiency of machine-building enterprises. Strategic guidelines were selected based on objective information about the state of their economic security potential as well as the actual level of their economic security zone.

Визначені принципи системності, гнучкості і адитивності та їх імплементації в інтеграційному і структурному способах побудови систем економічного захисту інвестиційної діяльності суб'єктів агробізнесу, що дозволяє раціонально використовувати адаптаційний інструментарій дотримання економічних інтересів суб'єктів реального і фінансового інвестування, а також підтримувати економічну ефективність об'єкта інвестування на рівні, який є адекватним для здійснення розширеного відтворення. Розроблено методичні підходи до комплексної оцінки інвестиційної привабливості суб’єктів аграрного бізнесу внутрішніми та зовнішніми, індивідуальними та інституційними інвесторами при здійсненні реальних та фінансових інвестицій, які ґрунтуються на результатах аналізу галузевої та товарної спеціалізації, розмірів та масштабів виробництва, фінансово-економічної стійкості аграрних підприємств та об'єднань, продуктової та ринкової орієнтації інвестиційних проектів, а також порівняльній оцінці вартості бізнесу до та після реалізації проекту з подальшим співвіднесенням її результатів з обсягом залучених інвестиційних ресурсів. Виконана оцінка структурно-динамічних тенденцій залучення інвестицій в розвиток суб’єктів агробізнесу, які демонструють стабільне зростання обсягів інвестиційних ресурсів, які спрямовуються в проекти розвитку виробництва продукції рослинництва та створення переробних виробництв, що створює відповідні структурні зрушення в товарній та галузевій структурі виробництва в аграрних підприємствах та об’єднаннях, а також не сприяють вирішенню екологічних та соціальних завдань відтворення в сільському господарстві. Розвинуто наукове тлумачення пріоритетності інвестиційної діяльності аграрних підприємств та об’єднань в економічному відтворенні на основі ідентифікації інвестицій та інвестиційного процесу як основного джерела розвитку економічного потенціалу, розширення виробничих та збутових можливостей суб’єктів агробізнесу, а також залучення їх до ефективної участі в процесах агропромислової інтеграції.

The typology of tools of economic defense as components of risk management of agrarian enterprises and associations has been improved by systematization of classification features, namely the allocation of instruments and their groups according to their purpose, according to the implications of application, on the diagnostic and analytical basis, on cost characteristics, which allowed to justify the priority of the instruments management of efficiency among the indicated means of managerial influence on compliance with the state of protection of the subject of agribusiness. The identification of the laws of influence of the level of protection of the investor's economic interests on the process of stabilization of the development of agrarian enterprises and associations through the prism of the availability of an appropriate for an expanded reproduction of the level of economic efficiency of the main activity of the investment object in the process and after the realization of the investment project with the subsequent mobilization of organizational-legal and integration instruments for guaranteeing the return of invested resources in the implementation of the project. Methodical approaches to the integrated assessment of the investment attractiveness of agricultural business actors by internal and external, individual and institutional investors in real and financial investments based on the results of the analysis of sectoral and product specialization, size and scale of production, financial and economic stability of agrarian enterprises, and associations, product and market orientation of investment projects, as well as a comparative assessment of the value of business before and after realization her project with subsequent correlation of the results with the amount of attracted investment resources. The estimation of structural and dynamic tendencies of attraction of investments in the development of agribusiness subjects is carried out, which demonstrate the stable growth of volumes of investment resources, which are directed to projects of development of production of crop production and creation of processing industries, which creates the corresponding structural changes in the commodity and branch structure of production in agrarian enterprises and associations, as well as do not contribute to solving the ecological and social problems of reproduction in agriculture. The scientific interpretation of the priority of investment activity of agrarian enterprises and associations in economic reproduction is developed on the basis of identification of investments and investment process as the main source of economic potential development, expansion of production and sales opportunities of agribusiness subjects, as well as their involvement in effective participation in the processes of agro-industrial integration.

Определены влияние защищенности экономических интересов инвестора на процесс стабилизации развития субъектов агробизнеса. Обоснованно методологические основы управления затратами и доходами в системе экономической защиты результатов инвестиционной деятельности аграрных предприятий и объединений. Определены методы, подходы и приемы оценки инвестиционной привлекательности субъектов агробизнеса. Определены направления интеграции организационно-экономических и организационно-правовых средств экономической защиты результатов инвестиционной деятельности. The subject of the study is financial and economic security as the ability of a business entity to carry out its business activities efficiently and stably over an indefinite period of time. The object of the study is the relationship regarding the assessment and management of financial and economic security of LLC "Silhouette-LTD". The purpose of the master's work is to determine the nature and importance of financial and economic security for enterprises, approaches to evaluation, as well as analysis of the current state of a particular enterprise and develop ways to improve the mechanism of financial and economic security of the enterprise. The task is to: determine the economic essence of financial and economic security of the enterprise; to investigate the mechanism of financial and economic security management of the enterprise; to analyze the approaches to assessing the level of financial and economic security that exist at the enterprise level; determine the level of financial and economic security of a particular enterprise; develop measures to further improve the management of financial and economic security at the enterprise level.

The dissertation consists of three studies that seek to identify school caterer and women farmer constraints that have hindered the buy-local policy mandate of the Ghana School Lunch program, and to explore gendered agricultural technology adoption and contract participation strategies that could facilitate the policy mandate. The first study documents the constraints that have minimized caterer purchases of school food items from local farmers. The study presents an overview of the Ghana School Lunch Program and the buy-local policy mandate issued to school caterers. Survey data and descriptive analysis are employed to document and discuss the constraints that prevent school caters from purchasing from local farmers as well as the constraints faced by smallholder women farmers in supplying to school caters. The study subsequently discusses school caterers’ compensating variation of a hypothetical policy that requires them to firstly provide recommended portions of vegetables and protein, and secondly include fruits in the lunch of the schoolchildren. The second study analyses the factors underlying the probability that women smallholder farmers - compared to male farmers - adopt less a) improved seeds, b) fertilizer, c) herbicides and d) pesticides. The study further examines the sensitivity of gender differences in technology adoption to crop choice, particularly maize and legume, as well as the possible heterogeneity of technology adoption differences within rural and peri-urban communities. The adoption of these improved technologies is modeled using multivariate probit regressions. A gender gap is observed among legume farmers for improved seed and pesticide adoption. Moreover, the findings indicate that female maize farmers who have input into all cash crop production decisions are more likely to adopt improved seeds and pesticides. Among legume farmers, the results indicate that female farmers who are educated and have access to credit are more likely to adopt fertilizer, while female legume farmers who have a say in what the use of income generated from cash crop farming are more likely to adopt pesticides. These results imply that policy-makers and development practitioners in sub-Saharan Africa should consider strategies to target and increase educational, financial and productive assets of female farmers in order to close the gender technology gap and increase multiple technology adoption. The third study examines the use of farm-to-school contracts as a means to provide access to credit for women farmers in rural and peri-urban areas and facilitate the buy-local policy mandate. In particular, the study examines the factors influencing male and female smallholder farmers’ minimum willingness to accept (WTA) farm-to-school-lunch contracts for maize and cowpea beans. The minimum WTA simultaneously measures the decision to participate as well as the minimum price at which the smallholder farmer accepts the contract. Using sex-disaggregated data from a field experiment, a Tobit model is applied to explain the underlying factors influencing male and female smallholder farmer’s minimum WTA for a set of hypothetical maize and cowpea beans contracts. The results for the pooled sample indicate that the delivery at harvest option increases farmers’ minimum willingness to accept both the maize and beans contracts. The study further examines heterogeneity in the minimum WTA among smallholder farmers. The results in the female specification indicate that, the advance pay option lowers the minimum WTA for maize contracts. Additionally, women farmers who own non-farm business, compared to a male with a non-farm business, have a lower minimum WTA for the maize and beans contracts. The results suggest that if the government considers contractual arrangements between school caterers and local farmers to facilitate the buy-local policy mandate, an advance pay option to women farmers may yield lower premiums for contracted food items.

Six out of every ten children in South Africa are living in poverty. This situation is aggravated by the AlDS pandemic. The pandemic is also the cause of a generation of AlDS orphans and as a consequence a lot of pressure is put on society's resources. Although the fundamental rights of children are entrenched in the Constitution of the Republic of South Africa, 1996, the current legal and administrative framework is not being implemented effectively in order to realise these rights. The Constitutional Court has adjudicated upon several matters regarding the realisation of socio-economic rights, thereby confirming that socio-economic rights are indeed justiciable. This research is specifically concerned with the realisation of children's right to have access to health care as entrenched in sections 27 and 28(l)(c) of the Constitution. Read with section 7(2) of the Constitution, this right places negative as well as positive obligations on the state to respect, protect, promote and fulfil children's right to have access to health care. Children's right to health care are however dependent on the internal limitations contained in section 27(2) of the Constitution which states that the state must take reasonable legislative and other measures, within its available resources, to achieve the progressive realisation of these rights. Having ratified the UN Convention on the Rights of the Child (CRC), the state is further bound to recognize the right of the child to the enjoyment of the highest attainable standard of health and to facilities for the treatment of illness and rehabilitation of health. Parties to the CRC shall also strive to ensure that no child is deprived of his or her right of access to such health care services. Good health is dependent on more than a mere right to have access to health care. In order to ensure the highest attainable standard of health for all children, it is necessary that the available services are affordable and accessible on an equitable basis. Access to health care should be seen as part of a more comprehensive social protection package to ensure a minimum standard of living, consistent with the value of human dignity in our Constitution. In order to achieve this, the fragmented health care system which existed before 1994 and which was mainly a result of the previous dispensation of oppression and racial discrimination, had to be transformed in order to reach the ideal of improving the quality of life of all citizens as contained in the preamble of the Constitution. Ten years after the inception of the new constitutional dispensation, it can be said that the government is making progress with the transformation of the health system and making it accessible to all people, including children. After extensive research on the legislative and other measures that the government has implemented in order to realise children's right to access to health care, the following conclusions has been reached: State policies regarding health care are taking account of the needs of children as a vulnerable group of society and it can be said to be reasonable in the formulation thereof. Regarding the implementation of these policies, much remains to be done to ensure that the benefits thereof reach the children, especially more vulnerable groups such as street children and child-headed households - a common occurrence with the high prevalence of HIVIAIDS in South Africa. The enactment of the National Health Act 61 of 2003 is still awaited although it has already been signed. This legislation provides a national framework of norms and standards regarding the health care system and it is mainly based on the rights of patients. A new Children's Bill [B32 - 20031 has been introduced to parliament. The bill deals extensively with the rights of children as contained in the Constitution and also aims to give effect to governments' obligations in terms of the CRC. The enactment of the bill should be given priority, although measures should be implemented to ensure that health care services are also accessible to children who are not assisted by adults such as child-headed households. The allocation of public funds should be considered in order to provide better social assistance to families in dire need but mechanisms to ensure that children benefit from social grants must be implemented. Many of these grants are being abused by parents which means that although the grants are available, the money is not always spent to better the plight of the children. This is especially important in the light of the fact that the primary obligation to take care of children vests in the parents. The courts and especially the Constitutional Court, has taken their role in realising socio-economic rights seriously and very important guidelines has been formulated regarding the reasonableness of legislative and other measures in this regard. After the Khosa-case it should be said that although the courts are allowed to overstep the boundaries of separation of powers, they should not rewrite these boundaries by not taking appropriate account of the availability of financial resources. This also applies to the executive and legislature which should act more effectively to implement the court's decisions. The Human Rights Commission is playing an important role with regard to the realisation of socio-economic rights by monitoring and evaluating the implementation of government programmes and legislation. The Commission also provides valuable guidelines with regard to the realisation of socio-economic rights in the form of annual reports submitted to parliament. It is submitted that the Commission should however consider to define minimum core obligations of socio-economic rights since the Commission is better equipped to do this than the courts are.

This research examines the form of economic insecurity generated in China in recent years, and how the state’s response to this can be characterised, particularly focusing on how the problem is addressed at the local level. The research begins with a broad discussion explaining the background and reviewing the existing literature on economic security in a global context. It then takes a broad look at the general economic security context and related literature in China. It found that China is shifting away from the old types of economic and social structure, which are merging into a new system. However, during the transition period, neoliberalism has influenced the welfare system in China, and welfare provision by the state has been dramatically reduced. This thesis further explores and examines the characteristics of recent social security system reforms in China by exploring developments in both the social and economic systems from a historical perspective. It argues that social security should not only aim to prevent and alleviate poverty, but should also take into account a wider perspective that accepts that all citizens, not only those who are impoverished, need a certain degree of security. A case study was undertaken based on data from interviews and a questionnaire collected in a local secondary city in China. The thesis makes an important contribution to the study of welfare policy development and implementation in China. It finds that one of the main reasons for economic insecurity is China’s welfare development contains a large degree of informality. This informality not only generates economic insecurity in the labour market, but also in the way government institutions provide services. Local government has failed to take enough responsibility for implementing social policies and guaranteeing basic income security. Based on the discussions of welfare state models in Esping-Andersen (1996, 1999) and Ringen and Ngok (2013) merged with the characteristics of social development in China, this study also proposes a new dimension for the classification of the welfare state in China as a decentralised socialist-market liberal-conservative welfare model.

У роботі констатутується, що в Україні відсутні необхідні та ефективні соціально-економічні механізми, нормативно-правові акти, в яких були б визначені параметри продовольчої безпеки в умовах розвитку євроінтеграційних процесів. Сучасне розвинуте європейське суспільство повинно мати можливість споживати безпечне для здоров’я та достатньо дешеві продукти харчування. З цих позицій проведений аналіз тенденцій розвитку міжнародних ринків сільськогосподарських товарів та послуг довів, що урахування екологічної складової в системі забезпечення продовольчої безпеки потребує застосування ринково-орієнтованих організаційно-економічних механізмів ефективного агрогосподарювання. У роботі сформовано визначення організаційно-економічного механізму продовольчого забезпечення у контексті розвитку міжнародних торгівельних відносин.
В работе констатируется, что в Украине отсутствуют необходимые и эффективные социально-экономические механизмы, нормативно-правовые акты, в которых были бы определены параметры продовольственной безопасности в условиях развития интеграционных процессов. Современное развитое европейское общество должно иметь возможность потреблять безопасное для здоровья и достаточно дешевые продукты питания. С этих позиций проведенный анализ тенденций развития международных рынков сельскохозяйственных товаров и услуг доказал, что учет экологической составляющей в системе обеспечения продовольственной безопасности требует применения рыночно-ориентированных и организационно-экономических механизмов эффективного агрохозяйствования. В работе сформировано понятие организационно-экономического механизма продовольственного обеспечения в контексте развития международных торговых отношений.
The paper states that in Ukraine there are no necessary and effective socio-economic mechanisms, regulations, which would determine the parameters of food security in the development of European integration processes. Today's developed European society must be able to consume safe and fairly cheap food. From these positions, the analysis of trends in international markets for agricultural goods and services proved that taking into account the environmental component in the food security system requires the use of market-oriented organizational and economic mechanisms of efficient agriculture. The definition of organizational and economic mechanism of food supply in the context of development of international trade relations is formed in the work.

In this article, the place of insurance in the system of economic security is determined, its advantages in comparison with others are revealed, the mechanism of formation of insurance protection, in the system of economic security of the economic entity is considered.

Currently, the problem of ensuring the economic security of the country is quite relevant, as economic security is closely linked to national security, one category complements the other. This article will consider the features of the legal regulation of economic security in the Russian Federation, as well as concepts such as the economic security of the country and the mechanism of legal regulation.

The agricultural sector of the economy is system-forming for Ukraine, guarantees the provision of food security of the state, forms the basis for the development of rural territories, influences environmental security, stimulates the development of other sectors of the economy. The level of financial security of the agrarian sector of the Ukrainian economy is caused by a number of factors, such as seasonal nature of production, limited shelf life of products, price disparity, low profitability, etc. Therefore, the purpose of the article is to analyze the development of the agro-industrial complex of Ukraine and the activities of the leading agroholdings of Ukraine, as well as to develop proposals for strengthening the financial security of the agricultural sector based on the results obtained. The goal of the study is based on a systematic approach and comparative economic analysis. The methodological basis is the general scientific methods and mechanisms for ensuring the financial security of enterprises. The conducted research has made it possible to establish that in recent years the financial security of the agricultural sector in Ukraine is carried out mainly through a set of programs, each of which is aimed at improving production efficiency. Over the past five years, capital investment and credit in agriculture have increased significantly. The article substantiates the need to manage the financial security of agro-industrial enterprises at the present stage of socio-economic development of Ukraine. The practical significance of the obtained results is determined by the fact that the conclusions and proposals can be used in the formation of the financial security strategy of the agricultural sector and the development of a mechanism for its implementation.

The Heisenberg uncertainty principle is one of the cornerstones of quantum mechanics. The modern version of the uncertainty principle, deals not with the precision of a measurement and the disturbance it introduces, but with the intrinsic uncertainty any quantum state must possess, regardless of what measurement is performed. Recently, the study of uncertainty relations in general has been a topic of growing interest, specifically in the setting of quantum information and quantum cryptography, where it is fundamental to the security of certain protocols. The aim of this study is to analyze the concepts and fundamental physical constants in terms of achievements of modern theoretical physics, they search for adequate and useful analogues in the socio-economic phenomena and processes, and their possible use in early warning of adverse crisis in financial markets. The instability of global financial systems depending on ordinary and natural disturbances in modern markets and highly undesirable financial crises are the evidence of methodological crisis in modelling, predicting and interpretation of current socio-economic conditions.
