The research papers in this volume highlight some of the major issues in marine conservation and offer some exciting insights into future directions for research and management. It is particularly pleasing that the issue focuses on seagrasses, a component of marine biodiversity that is well recognized and with profound ecological significance, but has suffered widespread decline in its distribution over the past half century. The absence of any accurate inventory of seagrass resources makes it difficult to accurately assess the cumulative impact of human activity on them. However, the need to conserve seagrasses is well recognized and it is exciting to see the significant advances being made in bringing conservation biology techniques to seagrass research. The work of Waycott and Kenworthy (this issue) is clearly showing dramatic differences in the life-history strategies, genetic diversity and population structure of different seagrasses. It suggests that seagrasses are far from the homogenous organism that they seem to have been viewed as up until now. This also supports findings elsewhere which suggest that many of the classic paradigms regarding seagrass biology and ecology are based on inappropriate generalizations from a few species. For example, the work of Paling and others (in this issue) challenges the generally held view that we are unlikely to be able to transplant temperate species of seagrass back into disturbed areas.

The world's handling of marine living resources has been clearly less than successful. In particular our abuse of the natural bounty of fisheries has been disgraceful, with most major stocks overfished, and some of the richest, like the cod on the West Atlantic Grand Banks, virtually destroyed. Greed and politics have played their part, but scientists have also been to blame. Setting "maximum sustainable yields" in highly variable systems has proved impossible. Almost irresistable pressures from fishers in good years and a rapid increase in fishing technology and navigation has set the scene for these disasters. Coral reefs, seagrass beds and mangrove forests, some of the world's most productive ecosystems, have been. degraded, cleared and fragmented as a consequence of growing human populations, over-exploitation, and poor hinterland management. As we have watched and researched the deterioration of our marine world we have learned many of the reasons, but our responses have been extremely slow.

Marine ecosystems comprise transboundary resources which occupy up to 71% of the earth’s surface. Up to 90% of the world’s living marine resources exist within the Exclusive Economic Zone (EEZ). The 1982 UN LOSC confers management and conservation of the EEZ to the coastal State’s jurisdiction. It is, however, argued that since oceans are transboundary, effective conservation of their living resources requires a coordinated approach between neighbouring coastal States. Such approaches would help to avoid a situation where living marine resources of the same ecosystem are possibly conflicting conservation measures. One way through which neighbouring Coastal States can coordinate conservation measures for their living marine resources is through the process of harmonisation of laws. Harmonisation leads to the establishment of common legal structures and institutions to aid with the intended coordination. It is therefore argued that, through harmonisation, Kenya and Tanzania would enhance theirrespective conservation capacities for their living marine resources. The purpose of this research to determine the relationship between indigenous knowledge, attitudes toward the environment, and motivation in keeping marine environment with the participation of youth in the natural resources conservation of marine and coastal. The research was conducted at Cibalong Coastal Village, Garut Selatan, 2009. with n = 170 selected randomly.The research findings are as follow: (1) there is positive correlation between of indigenous knowledge with the participation of youth in the natural resources conservation of marine and coastal, (2) there is positive correlation between attitudes toward the environment with the participation of youth in the natural resources conservation of marine and coastal, (3) there is positive correlation between of motivation in keeping marine environment with the participation of youth in the natural resources conservation of marine and coastal, and (4) there is positive correlation between of indigenous knowledge, attitudes toward the environment, and motivation in keeping marine environment with the participation of youth in the natural resources conservation of marine and coastal.

Анотація:
This paper analyzes the way in which the Lakeside communities which are victims of the transformed fishing industry in Lake Victoria, can also be guardians of the fisheries resources. The study was conducted in Kishanje and Rubafu villages in Bukoba Rural District. The data was collected from 232 individual respondents and two focus group discussions each comprised 10 participants. The results indicated that community members in the Lakeside communities perceived illegal fishing as non-existing phenomenon among them. What they see is their traditional way of fishing and the ongoing conservation campaigns are instituted to infringe upon their life system and alienate them from their bounty Mother Nature. They recognized the fisheries resources management measures as the means to safeguard the interest of the investors. From this understanding, the study revealed that the community members including the leaders entrusted to reinforce the resources management measures were not in a position to stand against illegal fishing as it was intended by the government. This study, therefore, concludes that, the losers cannot be guardians of fisheries resources, unless their socioeconomic needs are taken as part and parcel in the fisheries resources management plan.

AbstractThis paper documents the experiences of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) in developing, and implementing, its fisheries conservation and management measures. Examples are given to show how the provisions of Article II of the Convention on the Conservation of Antarctic Marine Living Resources (CAMLR Convention) have been applied in practice. Generally, these provisions strive for an ecosystem-based and precautionary approach to the management of harvested and non-harvested species. Emphasis is given to the development of management measures to deal with: (a) uncertainty associated with new and exploratory fisheries, (b) reduction and elimination (i.e.minimisation) of seabird bycatch in longline fisheries, (c) trade-related measures to combat illegal, unreported and unregulated (IUU) fishing on CCAMLR species, and (d) general environmental protection. CCAMLR's achievements are evaluated, potential threats to its future effectiveness are identified and some possible counteractions are offered.

This thesis adopts an interdisciplinary approach. It examines the development of marine and coastal policy in Indonesia and explores how well Indonesia is governing its marine and coastal space and resources and with what effects and consequences. This thesis uses a policy analysis framework, with legislative and institutional activity as the basic unit of analysis. Three factors are identified as having been the major influences on the evolution of marine and coastal policy in Indonesia. These are international law, marine science and “state of the art” marine and coastal management. The role of these factors in the management of the coastal zone, living and non-living marine resources, marine science and technology, the marine environment and relevant international relations are analysed and discussed in the Indonesian case. This thesis concludes that Indonesia’s major challenges in terms of sustainable marine and coastal development are (a) to establish an appropriate management regime, and (b) to formulate and implement a combination of measures in order to attain the objectives of sustainable development. The basic problem is the fact that currently, Indonesia is not a “marine oriented” nation. Therefore, marine and coastal affairs are not at the top of the public policy agenda. Principles of international instruments have influenced the establishment of marine and coastal policy and management in Indonesia. However, in the implementation of sound management practices, Indonesia faces many challenges. The distinctive characteristics of Indonesia as an archipelagic nation underpin the basic philosophy of marine and coastal policy and management. With the increasing priority of marine and coastal policy in national development, science and environmental aspects have been able to play a greater role in policy development. ii A number of lessons can be taken from the Australian experience that may have some relevance to how Indonesia meets the challenges of implementing its new marine and coastal policy. For example, Indonesia needs to follow the lead of Australia, establishing national principles, goals and objectives for the sustainable of Indonesia’s marine and coastal resources and the conservation, protection and restoration of the marine and coastal environment. The solution for major marine and coastal management problems between federal and states, such as Offshore Constitutional Settlement (OCS) and Intergovernmental Agreement on the Environment (IGAE), offer an attractive alternative for the implementation of regional autonomy in Indonesia. Also, there is a need for multi-stakeholder involvement throughout the policy development process. In readiness for the 21st Century, the Guidelines of State Policy (GBHN) 1999 stated a shift of paradigm from ‘terrestrial oriented’ towards ‘marine oriented’ development. Indonesia started to give more priority to marine and coastal development and now faces the challenges posed by the transition from issue analysis and planning to the implementation of policies. One way or the other, it is reasonable to conclude that new forces and new needs are likely to bring change and improvement to marine and coastal governance in Indonesia over the next decade or so. iii

Marine populations are increasingly subjected to changing conditions whether through harvest or through broad-scale habitat change. Historically, few models have accounted for such trends over time, and even fewer have been used to study how trends affect optimal harvests. I developed and analyzed several models that explore, first, endogenous change caused by harvest and, second, exogenous change from factors (such as rising ocean temperatures) outside harvesters' control. In these models, I characterized the profit-or yield-maximizing strategy when harvesting damages habitat in a multispecies fishery, when harvest creates a selective pressure on dispersal, and when rising temperatures cause changes in vital rates. I explore this last case in both deterministic and stochastic environments, and also allow the harvester to learn about unknown parameters of the stock recruitment model while harvesting. I also develop an unambiguous definition of and describe a statistical test for a shift in a species' spatial distribution. My results demonstrate that optimal harvesting strategies in a changing environment differ in important ways from optimal strategies in a constant environment.

This study focuses on communities in conservation in central Philippines, with reference to marine protected areas. It analyzes communities as intersections of multiple actors with stratified interests and power, involving complex processes of place-making, ecological knowledge, tenure, governance, markets, and negotiation with domestic and international non-governmental organisations (NGOs). As rights to places are fundamentally at issue with protected areas, matters of tenure are central for the study. And because marine protected areas (MPAs) are community-based, questions of local empowerment have equal centrality.
The ownership of rights to marine resources by village members is a necessary if not sufficient condition for the political empowerment of communities in conservation. The issue of property rights in the Philippines is irrevocably linked to issues of equity, as social actors confront prevailing unequal relations of power. The development of community commitment to the reconfigured arrangements of marine protected area establishment depends on substantial economic gains for marginalized villagers, an equitable distribution of those gain, the ecologically sound management of resources over which rights are negotiated and gains generated, and a socially meaningful realignment of relations of power among nested sources of authority.
My analysis points to the advantages of a reinforced community property regime that would call for measures by the national government to enhance villagers' tenure over their settlements and community waters (katubigang barangay). Such a regime is no panacea for the manifold social and environmental challenges faced by communities, but it would enable them to engage more confidently and constructively with state, NGO and other interests in conservation, and to address the real or perceived threats of dislocation by externally proposed schemes.
Two villages with MPAs in the province of Bohol in central Philippines serve as case study sites to explore intertwined social, economic and political variables that influence issues of conservation, equity and empowerment.

The NPRP9-394-1-090 project “Pearl Oyster: from national icon to guardian of Qatar's marine environment” had as main aim to develop and apply an integrated suite of chemical and biological methods as early warning tools to assess the “health” of Qatar’s marine environment. The central theme consisted in an investigative monitoring program around the use of the pearl oyster, Pictada imbricata radiata, as a sentinel or guardian species. We have characterized the main environmental contaminants of concern at a selected number of sites around the Qatari coast (UmmBab, Al Khor, Al Wakra and Simaisma), during 2 years, in summer and winter. Potential ecological effects of contaminants (targeted and untargeted) were investigated at different biological organization levels (gene, chromosome, cell, individual, population), through a multidisciplinary approach, using classical and genotoxicological endpoints, integrative histopathology and transcriptomic responses to the different environmental stresses. To our knowledge, this is the first time an integrated approach connecting all these disciplines has been applied in the Qatari marine environment. We present here the main results, of this 3 years project, obtained in all different disciplinary approaches. The results of this project will leave a legacy of resources for future Qatari researchers, including an open access transcriptome data base and the first description of common pathologies observed in the pearl oyster P. i. radiata. Moreover, they will also represent a sound science-based baseline data essential for conservation and management planning, by integration of the data from all the different disciplines applied in the project to assess the potential ecological effects of contaminants at different biological levels.

Russian Arctic shelf - rich larder of the hydrocarbons, at the same time Northern Sea Route (NSR) - a strategically important route for transporting them. The extraction and the transportation of the hydrocarbons along the NSR requires the solution of a number of ecological and economic problems in the first place to ensure environmental and technogenic safety. For the solving of these problems on the continental shelf it is required a system of comprehensive measures: - the development of the regulatory framework for environmental support oil and gas projects; - the introduction and use of integrated methods for monitoring environmental conditions at the sites of technogenic loads on the shelf of the Arctic seas, including the use of drones; - creating different models for assessing the marginal stability of ecosystems to technogenic loads during production and transportation of hydrocarbons on the continental shelf based on systems of dynamic simulations; - the development and use of sensitivity maps of coastal areas of the Arctic seas during oil spill response; - accounting of the results of the analysis of the total environmental benefit in the development of oil spill response plans; - application of the principle of "zero" resetting, due to the high fishery valuation in Barents and Kara seas and the conservation of marine biological resources.

Natural Resource Condition Assessments (NRCAs) evaluate current conditions of natural resources and resource indicators in national park units (parks). NRCAs are meant to complement—not replace—traditional issue- and threat-based resource assessments. NRCAs employ a multi-disciplinary, hierarchical framework within which reference conditions for natural resource indicators are developed for comparison against current conditions. NRCAs do not set management targets for study indicators, and reference conditions are not necessarily ideal or target conditions. The goal of a NRCA is to deliver science-based information that will assist park managers in their efforts to describe and quantify a park’s desired resource conditions and management targets, and inform management practices related to natural resource stewardship. The resources and indicators emphasized in a given NRCA depend on the park’s resource setting, status of resource stewardship planning and science in identifying high-priority indicators, and availability of data and expertise to assess current conditions for a variety of potential study resources and indicators. Puʻuhonua o Hōnaunau National Historical Park (hereafter Puʻuhonua o Hōnaunau NHP) encompasses 1.7 km2 (0.7 mi2) at the base of the Mauna Loa Volcano on the Kona coast of the island of Hawaiʻi. The Kona coast of Hawaiʻi Island is characterized by calm winds that increase in the late morning to evening hours, especially in the summer when there is also a high frequency of late afternoon or early evening showers. The climate is mild, with mean high temperature of 26.2° C (79.2° F) and a mean low temperature of 16.6° C (61.9° F) and receiving on average 66 cm (26 in) of rainfall per year. The Kona coast is the only region in Hawaiʻi where more precipitation falls in the summer than in the winter. There is limited surface water runoff or stream development at Puʻuhonua o Hōnaunau NHP due to the relatively recent lava flows (less than 1,500 years old) overlaying much of the park. Kiʻilae Stream is the only watercourse within the park. Kiʻilae Stream is ephemeral, with occasional flows and a poorly characterized channel within the park. A stream gauge was located uphill from the park, but no measurements have been taken since 1982. Floods in Kiʻilae Stream do occur, resulting in transport of fluvial sediment to the ocean, but there are no data documenting this phenomenon. There are a small number of naturally occurring anchialine pools occupying cracks and small depressions in the lava flows, including the Royal Fishponds; an anchialine pool modified for the purpose of holding fish. Although the park’s legal boundaries end at the high tide mark, the sense of place, story, and visitor experience would be completely different without the marine waters adjacent to the park. Six resource elements were chosen for evaluation: air and night sky, water-related processes, terrestrial vegetation, vertebrates, anchialine pools, and marine resources. Resource conditions were determined through reviewing existing literature, meta-analysis, and where appropriate, analysis of unpublished short- and long-term datasets. However, in a number of cases, data were unavailable or insufficient to either establish a quantitative reference condition or conduct a formal statistical comparison of the status of a resource within the park to a quantitative reference condition. In those cases, data gaps are noted, and comparisons were made based on qualitative descriptions. Overall, the condition of natural resources within Puʻuhonua o Hōnaunau NHP reflects the surrounding landscape. The coastal lands immediately surrounding Puʻuhonua o Hōnaunau NHP are zoned for conservation, while adjacent lands away from the coast are agricultural. The condition of most natural resources at Puʻuhonua o Hōnaunau NHP reflect the overall condition of ecological communities on the west Hawai‘i coast. Although little of the park’s vegetation...

The Tripletail, Lobotes surinamensis, is a pelagic fish found in tropical and sub-tropical waters of all oceans. Tripletails are often associated with floating debris and make frequent incursions in bays and estuaries where they are targeted by recreational fishermen. In Mississippi waters the species is typically present during the late spring and summer season that also correspond to the period of sexual maturation and spawning (Brown-Peterson and Franks 2001). Tripletail is appreciated as a gamefish but is also prized for its flesh of superior quality. The fast growth rate of juveniles in captivity documented by Franks et al. (2001) and the excellent quality of Tripletail flesh both contribute to the potential of this species for marine aquaculture. In addition, the production of cultured juveniles would be precious to develop a better understanding of the biology, early life history and habitat use of Tripletail larvae and juveniles, a topic largely undocumented to date, through experimental releases and controlled studies. The culture of tripletail thus supports the Tidelands Trust Fund Program through improved conservation of natural resources, potential enhancement of fisheries productivity and potential development of a new economic activity on the Gulf coast producing tripletail via aquaculture. The Objective of this project was to initiate development of methods and techniques needed to spawn captive held tripletail broodfish and raise their offspring to evaluate their growth and development in captivity. In this report we will present the results of studies aiming to develop methods and protocols for captive spawning of tripletail and the first data obtained on the early development of tripletail larvae. A major issue that was encountered with tripletail broodstock development during the project lied in the difficulties associated with identifying the sex of adults caught in the wild and candidates for being incorporated in mating sets for spawning. This issue was addressed during the course of the project by examining the potential of a non-lethal method of hormonal sexing. The results of these preliminary investigations are presented in the third part of this report. All protocols used in the project were determined with the guidance of the Institutional Animal Care and Use Committee (IACUC) of the University of Southern Mississippi (USM IACUC protocol number 10100108).
