Rallying its units for an impending spin-off from General Motors, the Delphi Automotive Systems division cleared the Delphi Delco Electronics (Delphi-D) unit to begin planning for entry into China in 1994. Delphi saw China as ideal for leveraging its technological and innovation capabilities as well as the enormous General Motor heritage and reputation from years of experience delivering quality products to the automotive industry. Delphi-D found a perfect partner in Shanghai Changjiang YiBiao Factory (SCY) (name disguised to protect the firms) that held nearly 50% of the Chinese automobile instrument cluster market. SCY was keen on acquiring new technology to meet increasingly sophisticated customer demands in order to retain market lead as well as to tap into the international market. After rounds of negotiation the two firms formed a fifty-fifty joint venture, Shanghai Delco Electronics Ltd. (SDE) in August 1996. However, SDE started experiencing problems almost immediately. The Delphi-D team at SDE assumed their SCY counterparts would willingly integrate proposed technology and the requisite processes at the joint venture. However, the SCY team resisted prescriptions from the Delphi-D team that they sometimes perceived as "haughty". Broiled in culturally-loaded misunderstanding in a market that was becoming complex by the day as the government legislated new regulations and other manufacturers jostled for a piece of the market, SDE's management sought focus by developing a five-year plan that captured the partners' goals in 1998. However, as the end of 2002 approached, SDE's five-year plan remained largely unrealized. This case shows how implementation challenges can affect the realization of joint venture objectives and illustrates specific challenges that can mar even a well-formulated technology intensive international joint venture strategy.

The authors present a theory of the general enabling conditions for war which predicts that war is possible, though not inevitable, when the conditions of the theory are satisfied. Whether a war will actually occur depends upon the idiosyncratic situational factors that are outside the scope of the theory. Three conditions make war possible: (i) Aspirations do not match achievements: governments only initiate wars when their achieved share of global capabilities differs from their aspired share of capabilities. (2) Salience: governments only initiate wars against other governments when there is a history of substantial interaction. (3) Power: governments never initiate wars against other governments that have a substantially greater military capacity. These conditions may be viewed as a series of three filters that identify pairs of countries between which war is possible. The theory predicts that wars will not occur in any dyad that does not pass through all the filters. In testing this theory for all nations between 1816 and 1980, the authors allowed for the fact that governments may preemptively initiate wars against other governments that meet these conditions.

Also, with the rising disposable incomes of the Indian middle class and their changing tastes and preferences, they were becoming more and more demanding. The case is written at this crucial juncture of the changing economy wherein a mammoth like H. & R. Johnson, with a rich lineage of product and process innovations and international and domestic (Indian) market leadership needed to make the best out of the changing economy. Should HRJIL ride the retail wave by offering different products from its broad range of products, like ready-made kitchens, living rooms and the like; or should the company, given its dreams and present capabilities, utilize the unmet customer service gaps to provide services required of laying tiles, and in the process, develop servicing capabilities to become an end-to-end solution provider to its customers. The purpose of this case is to enable students to practice making decisions for the company at this important point in time with regard to the market opportunities by considering the capabilities and the core competencies of the company, its business model, and the existing distribution network.

In this thesis, we study the problem of large wrench application using robotic systems with limited force or torque actuators. It is shown that such systems may be able to apply a wrench in some configurations only; therefore their useful Force Workspace is limited, and may be smaller than their reachable workspace.
To improve the force capabilities of a system, base mobility or redundancy can be employed. A planning algorithm is proposed which results in proper base positioning relative to large-force quasi-static tasks. Similarly, the Force Workspace can be used to position such tasks relative to a robotic system. An efficient numerical algorithm is proposed to generate the Force Workspace, based on the 2$ sp{n}$-tree decomposition of the Cartesian space. Its efficiency stems from the variable resolution nature of the Cartesian space representation, and also from the use of four test levels that restrict the search to valid regions of the Cartesian space only. Examples of Force Workspaces are given for redundant and non-redundant planar manipulators, and spatial manipulators.
Next, the case of tasks requiring the application of a wrench along a given path is considered. The Task Workspace, the set of Cartesian space locations that are valid starting positions for such tasks, is shown to be a subset of the Force Workspace.
To plan redundant manipulator postures during large force-tasks, a new method based on a mini-max optimization scheme is developed. (Abstract shortened by UMI.)

Monitoring the structural health of civil infrastructures with wireless sensor networks aids in detecting failures early, but faces power challenges in ensuring reasonable network lifetimes. Recharging select nodes with Unmanned Aerial Vehicles (UAVs) provides a solution that currently can recharge a single node; however, questions arise on the effectiveness of a limited recharging system, the appropriate node to recharge, and the best sink selection algorithm for improving network lifetime given a limited recharging system. This paper simulates such a network in order to answer those questions. This thesis first determines whether or not recharging with a UAV is an effective method of delivering limited power to the network. It then determines the best way to deliver that power. Finally, this thesis explores five different sink positioning algorithms to find which optimize the network lifetime by load-balancing the energy in the network, all in combination with the added capability of a UAV.

На основі аналізу стану питання у сфері транспортування людей з обмеженими можливостями, визначено, що в розвинутих країнах, існують розробки, що дозволяють покращити умови транспортування, у тому числі оснащених електричними приводами руху. Такі технології вже доступні у більшості країн широкому загалу людей з середніми та високим рівнем достатку. Впроцесі роботи було створено дизайн транспортного засобу, проаналізовано та спроектовано систему задньої підвіски електричної платформи. Для перевірки отриманих результатів, було проведено комп’ютерну симуляцію підвіски. Виготовлений у масштабі 1:4 макет ферми задньої підвіски, та макет дизайну електричної платформи.
Based on the analysis of the state of the issue in the field of transportation of people with disabilities, it is determined that in developed countries there are developments that can improve transportation conditions, including those equipped with electric movement drives. Such technologies are already available in most countries to a wide range of people with medium and high incomes.In the process, a vehicle design was created, the rear suspension system of the electric platform was analyzed and designed. To verify the results, a computer simulation of the suspension was carried out.Made in a 1: 4 scale layout of the rear suspension truss, and the layout design of the electric platform.

This study is an investigation into methods of developing ergonomic guidelines for automotive assembly tasks involving insertion of small parts. The study was conducted in four major parts: 1) a method of determining and evaluating subjective exertion limits was modified and tested, 2) a large dataset was collected from an industrial population in 10 simulated assembly line tasks, 3) a smaller dataset was collected from a student population to assess hand dominance effects, and 4) strength data obtained was compared with a strength prediction model to determine if the model could predict manual insertion forces.

The traditional method of psychophysical data collection requires participants to extrapolate sensations from a relativity short session to judge if the task could be done for a much longer period. Maximum acceptable limits (MALs) are typically derived from having participants adjust a weight, resistance, or frequency to an acceptable level. The present study evaluated a relatively new method of collecting MAL data for simple, single-digit exertions where participants were asked to determine an MAL by self-adjusting and then regulating to maintain the exertion level. Results showed that MAL values obtained from a series of self-regulated exertions were independent of both analysis method and duration (5 minutes vs. 25 minutes) used for evaluation, and that the method was repeatable both within and between sessions.

Ergonomic guidelines are often obtained from the strength capacity for a certain task, as it is important to ensure that workers possess sufficient strength to accomplish a task. As task demands increase, however, a larger percentage of a worker's strength capability in required, and other factors, such as performance and worker comfort, tend to be compromised. In this work, both strength capacity and subjective limits were obtained for a variety of simulated tasks to facilitate development of guidelines for the specific tasks. The relationship between these two measures (maximum force, acceptable force) was determined, and acceptable limits were found to be approximately 55% of population strength capacity, with correlations (R2) ranging from 0.40 to 0.60 depending on the task, suggesting the subjective limits and strength capacity are related in these tasks. Hand dominance was found to have a small (5%), but significant (p = 0.006) effect on strength capability, and no significant effect on subjective limit.

Biomechanical strength prediction models can be used to assess loads placed on the human performing various tasks. One of the more popular models, Three-Dimensional Static Strength Prediction Program, is often used for heavy material handling tasks, such as lifting or pushing. The tasks studied presently, however, are manual insertions, requiring localized force application rather than whole body exertion. The prediction capabilities of this strength prediction model were compared with strength values obtained from the simulated assembly tasks. Results indicated that the model was not successful when predicting localized force, accounting for only 40% of the observed variance in strength (R2 = 0.4)

This research uses the ‘demand-side thesis’ to examine the decline of the Dundee jute industry. In particular, it examines the effect of international competition and the strategic response of the industry during the inter-war (1919-1939) and the post-war (1945-1960s) period to counter this challenge. The strategic response is studied by examining strategies employed at the firm and the industry level. Strategy at the firm level is studied in the form of capability development using the capabilities approach. The thesis also makes an attempt to redress the issue of determinism in the capabilities approach which suggests that the pattern of capability development is governed by path-dependency. By drawing on the techniques employed in the history literature, this research identifies strategic options that were being considered by firms at the time of capability development and examine why certain alternatives were not pursued. This will bring to light aspects other then those associated with path-dependency that played a role in the pattern of capability development. The capabilities developed by firms during the two periods are compared and contrasted in order to understand the pattern over this period. These findings are juxtaposed with the British cotton textile industry, a related sector, to examine the effectiveness of the demand-side thesis in explaining the decline of the jute industry in particular and the textile industry in general. This thesis makes contribution to three areas of literature: First, the thesis helps to further develop the demand-side framework by introducing a new case (Dundee jute industry) and developing a better understanding of strategic response within the jute and textile industry in general. Second, this thesis contributes to the theoretical development of capabilities approach in two specific areas: a) it helps to address the issue of determinism inherent in the capabilities approach through the notion of path-dependency. This was done by also examining the strategic options that were available to firms while developing their capabilities and underlining the reasons for not pursuing them. b) the analysis sheds new light on the nature of branching of capabilities in an industry over a long period. Third, this research makes significant contribution to the existing literature on the business history of the Dundee jute industry, which is sparse. The contributions can be categorised into four key aspects which have not been examined in the current literature: a) period (inter-war and post-war), b) issue (systematic examination of the Dundee jute industry’s decline, strategic response and role of collective strategies), c) method (detailed study of individual firm’s strategies), and d) cross comparison of industry’s experience with related sectors (for example, the cotton industry). Focusing on these issues has helped to throw new light on the challenges, especially technological, facing the industry in developing its strategic response.

We present a concept and implementation on increasing the efficiency of webinar software by a remote control approach using the technology WebRTC. This technology enables strong security and privacy, is crossdevice usable, uses open-source technology and enables a new level of interactiveness to webinars. We used SlideWiki, WebRTC, and browser speech to text engines to provide innovative accessibility features like multilingual presentations and live subtitles. Our solution was rated for real world usage aspects, tested within the SlideWiki project and we determined technological limits. Such measurements are currently not available and show that our approach outperforms open-source market competitors by efficiency and costs.

Reachability analysis is key to the solutions of a variety of Petri net problems including liveness, fairness, controllability, model checking and more. Among various analytical techniques of Petri nets, we feel that the approach based on formal methods is most suitable for flexible manufacturing systems. Model checking is an automatic technique for verifying that a behavior holds for a model of a system. Using the concept of model checking, it becomes feasible to describe and solve many interesting problems in practice. In the thesis, we first investigate augmented marked graphs. Augmented marked graphs (AMGs) can be thought of as extensions of marked graphs that allow resource sharing. It has been shown that AMGs are useful for modeling and analyzing certain types of flexible manufacturing systems. To our knowledge, the techniques developed for analyzing AMGs are mostly based upon checking certain Petri net structures such as siphons. This thesis exploits the integer linear programming approach for the analysis of a subclass of AMGs called decomposable AMGs. We show that reachability between two configurations of a decomposable AMG can be equated with solving an instance of integer linear programming. We further extend our technique to model checking a type of branching time temporal logics and a type of linear time temporal logics. Examples arisen in flexible manufacturing systems are used to demonstrate the application of our technique. Next, we study that the reachability issue of various Petri nets with limited communication capabilities. It is known that the reachability problem for communication-free Petri nets is NP-complete. Lacking the synchronization mechanism, the expressive power of communication-free Petri nets is somewhat limited. It is therefore important and interesting to see whether the power of communication-free Petri nets can be enhanced without sacrificing their analytical capabilities. As a first step towards this line of research, our main concern is to investigate, from the decidability/complexity viewpoint, the reachability problem for a number of variants of communication-free Petri nets, including communication-free Petri nets augmented with ‘static priorities,’‘dynamic priorities,’ ‘states’ ‘inhibitor arcs,’ and ‘timing constraints’. For most of the augmented communication-free Petri nets, the reachability problem becomes undecidable for stateextended communication-free Petri nets augmented with priority or inhibitor arcs. For the basic model of communication-free Petri nets, the reachability problem is also undecidable if a dynamic priority relation is imposed on transition firing.

A dispersão de organismos é um processo essencial que promove o fluxo genético e contraria a diferenciação das populações. A falta de barreiras aparentes no ambiente marinho significa que os organismls podem alcançar a panmixia em escalas espaciais muito menores do que as que se verificam no meio terrestre. Até recentemente, a genética de populações apoiava-se num conjunto relativamente pequeno de marcadores genéticos para fazer inferências sobre a conectividade de populações em grandes escalas espaciais. No entanto, recentes avanços nas técnicas moleculares produziram um conjunto de novos métodos de sequenciação de DNA, comumente referidos como Sequenciação de Nova Geração (NGS), que permitem a obtenção de milhares de marcadores do genoma, aumentando potencialmente a resolução dos dados. RADseq é um tipo de técnica NGS que emprega enzimas de restrição para cortar o genoma nos locais de restrição, produzindo milhares polimorfismos de nucleotídeo único (SNP, single-nucleotide polymorphism). Buccinum undatum é um neogastropode amplamente distribuído em ambos os lados do Atlântico Norte, desde o Canadá até ao Golfo da Biscaia podendo atingir profundidades de 1000 m. Esta espécie é o maior gastrópode marinho comestível do Atlântico Norte, com um comprimento máximo de concha de 150 mm. Alimenta-se principalmente de bivalves e de pequenss crustáceos. B. undatum constitui uma pescaria relevante no Reino Unido desde 1922, só em 2017 foram desembarcadas 20.800 toneladas, correspondendo à sexta maior pesca de marisco no valor de 22,7 milhões de libras. Apesar de sua importância comercial, apenas três estudos se concentraram no fluxo genético e estrutura populacional de B. undatum. Todos esses estudos concordaram que o B. undatum pode ser geneticamente diferenciado ao longo de dezenas de quilómetros e que as populações são mais divergentes em baías e enseadas do que aquelas mais afastadas da costa. Esses estudos sugeriram um modelo de stepping-stone para uma grande população semi-contínua. No total, 195 indivíduos foram coletados em 13 locais de amostragem do Mar do Norte, Canal da Mancha e Mar da Irlanda de Dezembro de 2018 a Fevereiro de 2019. Destes 191 indivíduos foram escolhidos para prosseguir com a preparação da biblioteca de DNA de dupla digestão (DdRAD) usando ApeKI e BamHI-HF. A sequenciação foi realizada no Illumina HiSeq X Ten. No total, obtiveram-se 1.427.813.991 reads. O controle de qualidade e a desmultiplexação foram realizados com o software STACKS e os parâmetros: m = 3, n = 3 e M = 3. 4. Do total de reads, 19% não tinham código de barras, 0.08% foram removidos devido à baixa qualidade 4.4% não possuíam local de corte RAD, resultando em 1.303.931.081 reads. Depois da remoção dos indivíduos com menos de 20x de cobertura, permaneceram 141 indivíduos, o que corresponde a 6 a 15 indivíduos por local amostrado, representando 92.8% de todas as reads retidas (1.210.090.726). A cobertura obtida variou de 21.41x a 71.52x (média = 48.2x, S.D. = 13.2x). Os SNPS retidos correspondem ao que estavam simultaneamente presentes em 70% dos locais de amostragem, em 80% dos indivíduos, tinham uma frequência alélica menor maior que 5% e não excederam uma heterozigosidade máxima de 50%. Removeram-se ainda todos os SNPS que não estavam em Hardy Weinberg Equilibrium (HWE) e estavem em disequilibrio de ligação (linkage disequilibrium). No final da filtragem foram retidos 885 SNPs. Foram detectados 4 loci outliers sob seleção positiva putativa. No final foram utilizados para análise dois conjuntos de dados; (i) somente loci neutros, correspondendo a 881 loci e (ii) loci outlier - quatro loci outlier identificados como estando sob selecção positiva. Os resultados baseados somente nos loci neutros (i) encontraram evidências de três grupos genéticos distintos com frequências genéticas semelhantes nos locais de amostragem. A comparação entre pares de locais foi significativa em 22% dos pares, que decresceu para 12% após correção para múltiplos testes. A subestrutura detectada foi de amplitude menor do que noutros estudos. No entanto, isso pode ser resultado do esforço de escala na amostragem, pois o presente estudo é de relativamente pequena escala geográfica. Os valores de Fst variaram de 0.0052 a 0.0133, indicando que subestrutura significativa estava presente em todo o âmbito geográfico do estudo. Detectou-se uma significativa tendência de isolamento por distância nos locais de amostragem do Mar do Norte (r = 0.51, p = 0.001) e uma correlação significativa entre a distância genética e geográfica ao usar todos os locais de amostragem (r = 0,54, p = 0,002). Population genomics is important for understanding the degree of genetic connectivity and effective dispersal over geographic distances. Connectivity, or the constraint of it, influences both local and regional biodiversity and thus is of primary interest to both evolutionary and ecological studies. In recent years, previous assumptions regarding dispersal capabilities, and their function as a primary driver of expected genetic structure of populations have been challenged by Next-Generation Sequencing techniques. This study investigated the population connectivity of Buccinum undatum with Single Nucleotide Polymorphisms (SNPs) derived from double-digest Restriction associated DNA sequencing. In total, 191 individuals were sequenced from the Southern North Sea, English Channel, and Irish Sea, a geographic scope of 1165 km. After strict quality control and filtering, 885 biallelic SNPs and 141 individuals were retained. Outlier detection revealed 4 loci under putatively positive selection. Two datasets were analysed; a neutral loci dataset which contained 881 SNPS, and an outlier loci dataset that contained the 4 SNPs identified as outliers. Results from the neutral dataset advocated for a single large population with no overall structure but significant sub-structure. However, sub-structure was much less frequent than previously reported for the species. Individuals sampled within a bay were not more genetically differentiated than those outside of bay, a previously reported trait of B. undatum. There was significant isolation by distance observed across the majority of the geographic range. Outlier analysis did not reveal any hidden population structure, nor any isolation by distance. Overall, results presented within fundamentally agreed with previous studies that B. undatum consists of a single population, that is semi-continuous in nature, with sub-structure present. However, high gene flow and a large effective population size supressed overall population divergence.

Physical-layer cooperation has been demonstrated to vastly improve wireless link reliability and end-to-end throughput by exploiting spatial diversity. Nevertheless, its performance in operational networking environments is uncertain. Cooperative link gains can be potentially diminished by factors such as i) increased transmission footprint due to the activity of the cooperative relay, ii) non-ideal node location due to the structure of a planned network, or iii) the inability of cooperation protocols to recognize the channel's global state, hence leading to increased congestion. In this work, we identify and evaluate these key factors affecting the performance of cooperative techniques in small- and large-scale topologies. Our evaluation reveals that throughput gains from cooperation achieved in atomic, isolated topologies, decrease significantly when implemented at network-scale scenarios. Furthermore, our study provides a deeper understanding of the regimes in which cooperation performs poorly, and can help in the design of effective protocol solutions for such cases.

Through the prism of post-cold-war air campaigns, differing national positions of contributing European air forces, as well as their relative weights and evolving capabilities, are gauged. Since major Western air campaigns have occurred only with substantial US involvement, American capabilities offer natural benchmarks. The issue of breadth versus depth has affected all European air forces. Maintaining a coherent set of aerospace capabilities has proven a challenge even for larger European countries. Smaller countries can pursue only limited ambitions and maintain segments of aerospace power. Nonetheless, selected smaller air forces with the right equipment, training, and attitude have managed to make visible contributions to multinational air campaigns. Air campaigns also spurred Europe’s military space ambitions. Space assets have become indispensable enablers of modern warfare, and selected European countries have deployed important capabilities into orbit.

Despite much progress in women’s capabilities in the seventies and eighties, their participation in economic and political opportunities remained very limited. Such a wide gap between capabilities and opportunities leads to a considerable waste of women’s potential and, naturally, to a rising level of frustration. For Haq, the main challenge for the Beijing Conference is to improve women’s economic and political participation. He lays out concrete proposals to achieve this to include commitment to eliminate the remaining gender gaps in education and health, setting up financial institutions for the provision of credit, and pledging of the nation states to extend equal legal rights to women. He also suggested the setting up of a UN Agency for the Advancement of Women.

AbstractHuman and artificial agents are both intelligent problem solvers. Therefore, problem-solving will be central to their collaboration. Among notable developments in this domain is the capability for artificial agents to sample and search in a very farsighted fashion, or to be hyperopic, which is the technical term for farsighted vision, the opposite of myopia. This inverts the dominant concern of prior theory, which focuses on limited, bounded capabilities in problem-solving and decision-making. This shift poses significant opportunities and risks for augmented agents. Human processing will likely remain naturally myopic and limited, while artificial processing is increasingly hyperopic and powerful. Given these differences, digitally augmented problem-solving could be extremely divergent and dysfunctional, for example, by sampling and searching in a hyperopic fashion, while guided by persistent human myopia. Alternatively, one agent might dominate the other, leading to extreme convergence and possibly the digital domination of problem-solving.

AbstractThe advancement of cyber physical information has led to the pervasive use of smart vehicles while enabling various types of powerful mobile applications, which usually require high-intensity processing under strict delay constraints. Given their limited on-board computing capabilities, smart vehicles can offload these processing tasks to edge servers for execution. However, a highly dynamic topology, a complex vehicular communication environment, and edge node heterogeneity pose significant challenges in vehicular edge computing management. To address these challenges, in this chapter we investigate the characteristics of edge computing from both the application and service perspectives and introduce a hierarchical edge computing framework. Moreover, we leverage artificial intelligence technology to propose efficient task offloading and resource scheduling schemes.

This report critically examines, for the first time, the capacity of Canada’s water sector with respect to meeting and helping other countries meet the water-related targets of the UN’s global sustainable development agenda. Several components of this capacity are examined, including water education and research, investment in water projects that Canada makes internally and externally, and experiences in water technology and governance. Analysis of the water education system suggests that there is a broad capability in institutions of higher learning in Canada to offer training in the diverse subject areas important in water. In most cases, however, this has not led to the establishment of specific water study programmes. Only a few universities provide integrated water education. There is a need for a comprehensive listing of water-related educational activities in universities and colleges — a useful resource for potential students and employers. A review of recent Canadian water research directions and highlights reveals strong and diverse water research capacity and placed the country among global leaders in this field. Canada appears to be within the top 10 countries in terms of water research productivity (publications) and research impact (citations). Research capacity has been traditionally strong in the restoration and protection of the lakes, prediction of changes in climate, water and cryosphere (areas where water is in solid forms such as ice and snow), prediction and management of floods and droughts. There is also a range of other strong water research directions. Canada is not among the top 10 global water aid donors in absolute dollar numbers; the forerunners are, as a rule, the countries with higher GDP per capita. Canadian investments in Africa water development were consistently higher over the years than investments in other regions of the global South. The contributions dropped significantly in recent years overall, also with a decline in aid flow to Africa. Given government support for the right business model and access to resources, there is significant capacity within the Canadian water sector to deliver water technology projects with effective sustainable outcomes for the developing world. The report recommends several potential avenues to elevate Canada’s role on the global water stage, i.e. innovative, diverse and specific approaches such as developing a national inventory of available water professional capacity, and ranking Universities on the strength of their water programmes coordinating national contributions to global sustainability processes around the largest ever university-led water research programme in the world – the 7-year Global Water Futures program targeting specific developmental or regional challenges through overseas development aid to achieve quick wins that may require only modest investments resolving such chronic internal water challenges as water supply and sanitation of First Nations, and illustrating how this can be achieved within a limited period with good will strengthening and expanding links with UN-Water and other UN organisations involved in global water policy work To improve water management at home, and to promote water Canadian competence abroad, the diverse efforts of the country’s water sector need better coordination. There is a significant role for government at all levels, but especially federally, in this process.

The lessons of the COVID-19 crisis highlighted the challenges of managing a global pandemic response due to the difference in regional and local resources, culture, and political systems. Although there may not be a uniform crisis management strategy that the world can agree on, next-generation vertical flight vehicles could be used to distribute limited medical equipment, supplies, and personnel to hot spots faster than conventional aircraft or ground vehicles. This report provides methodologies and processes of data enrichment and enhanced accessibility of Waterborne Commerce and Statistics Center (WCSC) maintained databases. These databases house tabular and statistical data that reports on The U.S. Army Corps of Engineers (USACE) Civil Works Division National Waterway Network (NWN), which geospatially represents approximately 1,000 harbors and 25,000 miles of channels and waterways. WCSC is a division of The Institute for Water Resources (IWR). They have been tasked with the international collection, maintenance, and archival of all records involving commercial movements and commerce that occur on federal waterways. The current records structure is a large, tabular dataset and limited to the systems and processes put in place prior to the computing standards and capabilities available today. Methods have been tested and utilized to bring the tabular datasets into an optimized, modern geospatial network and expanded upon to create a higher resolution than previously maintained by the WCSC. This report will expand upon the applied methodologies to optimize data queries and the overall enhancement of the data system to allow for linkages to various other sources of information for commerce data enhancement for decision support assistance.

Prognostics and health management (PHM) frameworks are widely used in engineered systems, such as manufacturing equipment, aircraft, and vehicles, to improve reliability, maintainability, and safety. Prognostic information for impending failures and remaining useful life is essential to inform decision-making by enabling cost versus risk estimates of maintenance actions. These estimates are generally provided by physics-based or data-driven models developed on historical information. Although current models provide some predictive capabilities, the ability to represent individualized dynamic factors that affect system health is limited. To address these shortcomings, we examine the biological phenomenon of epigenetics. Epigenetics provides insight into how environmental factors affect genetic expression in an organism, providing system health information that can be useful for predictions of future state. The means by which environmental factors influence epigenetic modifications leading to observable traits can be correlated to circumstances affecting system health. In this paper, we investigate the general parallels between the biological effects of epigenetic changes on cellular DNA to the influences leading to either system degradation and compromise, or improved system health. We also review a variety of epigenetic computational models and concepts, and present a general modeling framework to support adaptive system prognostics.

As countries across the globe pursue economic development, the improvement of individual and societal well-being has increasingly become an overarching goal. In the global South, in particular, high levels of poverty, inequality and deteriorating social fabrics remain significant challenges. Programmes and projects for addressing these challenges have had some, but limited, impact. This occasional paper analyses well-being in Gauteng province from a capability perspective, using a standard ‘capability approach’ consistent with Amartya Sen’s first conceptualisation, which was then operationalised by Martha Nussbaum. Earlier research on poverty and inequality in the Gauteng City-Region was mainly based on objective characteristics of well-being such as income, employment, housing and schooling. Using data from the Gauteng City-Region Observatory’s Quality of Life Survey IV for 2015/16, our capability approach provides a more holistic view of well-being by focusing on both objective and subjective aspects simultaneously. The results confirm the well-known heterogeneity in human conditions among South African demographic groups, namely that capability achievements vary across race, age, gender, income level and location. However, we observe broader (in both subjective and objective dimensions) levels of deprivation that are otherwise masked in the earlier studies. In light of these findings, the paper recommends that policies are directly targeted towards improving those capability indicators where historically disadvantaged and vulnerable groups show marked deprivation. In addition, given the spatial heterogeneities in capability achievements, we recommend localised interventions in capabilities that are lagging in certain areas of the province.

The goal of this study was to review the available literature to develop a quantitative description of the thermal conditions firefighters and their equipment are exposed to in a structural fire environment. The thermal exposure from the modern fire environment was characterized through the review of fire research studies and fire-ground incidents that provided insight and data to develop a range of quantification. This information was compared with existing standards for firefighting protective equipment to generate a sense of the gap between known information and the need for improved understanding. The comparison of fire conditions with the thermal performance requirements of firefighter protective gear and equipment demonstrates that a fire in a compartment can generate conditions that can fail the equipment that a firefighter wears or uses. The review pointed out the following: 1. The accepted pairing of gas temperature ranges with a corresponding range of heat fluxes does not reflect all compartment fire conditions. There are cases in which the heat flux exceeds the hazard level of the surrounding gas temperature. 2. Thermal conditions can change within seconds. Experimental conditions and incidents were identified in which firefighters would be operating in thermal conditions that were safe for operation based on the temperature and heat flux, but then due to a change in the environment the firefighters would be exposed to conditions that could exceed the protective capabilities of their PPE. 3. Gas velocity is not explicitly considered within the thermal performance requirements. Clothing and equipment tested with a hot air circulating (convection) oven are exposed to gas velocities that measure approximately 1.5 m/s (3 mph). In contrast, the convected hot gas flows within a structure fire could range from 2.3 m/s (5 mph) to 7.0 m/s (15 mph). In cases where the firefighter or equipment would be located in the exhaust portion of a flow path, while operating above the level of the fire, the hot gas velocity could be even higher. This increased hot gas velocity would serve to increase the convective heat transfer rate to the equipment and the firefighter, thereby reducing the safe operating time within the structure. 4. Based on the limited data available, it appears currently available protective clothing enables firefighters to routinely operate in conditions above and beyond the "routine" conditions measured in the fire-ground exposure studies conducted during the 1970s. The fire service and fire standards communities could benefit from an improved understanding of: • real world fire-ground conditions, including temperatures, heat flux, pressure, and chemical exposures; • the impact of convection on the thermal resistance capabilities of firefighting PPE and equipment; and • the benefits of balancing the thermal exposures (thermal performance requirements) across different components of firefighter protective clothing and safety equipment. Because it is unlikely due to trade offs in weight, breathe-ability, usability, cost, etc., that fireproof PPE and equipment will ever be a reality, fire officers and fire chiefs need to consider the capabilities of the protection that their firefighters have when determining fire attack strategies and tactics to ensure that the PPE and equipment is kept within its design operating environment, and that the safety buffer it provides is maintained.
