Purpose: Against a backdrop of Zambia’s continued weak economic conditions and with many local authorities, experiencing declining local revenues and financial performance, this paper presents a synthesis of the local government turnaround findings. It aims to identify the constraints to decentralization and recovery strategies based on the evidence provided by pragmatic research. Design/methodology/approach: The questionnaire survey was carried out over a period of two weeks from sixth to 20 May 2019. 120 questionnaires were distributed via online to all 120 respondents using purposive and critical case sampling. The questionnaire was created and deployed using free online software (kobotoolbox) to the 120 critical case and purposively selected respondents. Out of 120 respondents 103 responded creating a survey response rate of above 85%. Findings: The research found that the major constraints in implementing decentralisation included; Continued delay to release decentralised functions by central government; lack of political will from central government; failure to implement the agreed decentralised structure by central government; failure to relinquish some revenue streams to local authorities; governments unclear policy guidance on decentralization; lack of a standardised system as well as a monitoring mechanism; and failure to generate adequate own revenue by local authorities. Research implications: This research assumes a significant role in formulation of policy for local government tier and could provide a basis for further research in this area as well as designing policies for an improved local government fiscal system. Practical implications: this study adds pragmatic perspectives towards resolving revenue problems faced by Zambia’s local authorities. Originality/value: This paper compiles facts and offers practitioners an evidence-based view through investigating Zambia’s local government economic structure, analyzing forces underlying them and examining their consequential cultural interplay. In 1972, the passing of the British Library Act formally brought to an end an institutional relationship between the British Museum and the British Museum Library, which had lasted for over two hundred years. Since its creation in 1753, the Library had, in its capacity as the national deposit, developed a range of services and an infrastructure, which centred on the acquisition, storage and preservation of material for the national collection. However, in addition to meeting its legislative responsibilities, the Library had, from the very beginning, made itself increasingly responsible for the organisation and provision of the national collection for a growing academic usership. This desire, to fulfill both the function of a secure repository and of an educational resource, had throughout its history, provided the Library with the majority of the practical challenges that it faced in its day-to-day operations. However, between 1972-2000, the internal policy documents of the national library, now renamed the British Library, indicate a period of significant change, in which this study asserts a radical reorganisation of the Library's services and infrastructure was taking place. This thesis sets out by asking what evidence there is to support the assertion of a radical reorganisation of the national library during this period. The reformation of the national library as an autonomous institution in 1972, and the lead up to its subsequent relocation in 1997, naturally enough serve as starting points for this enquiry, which goes on to examine the discursive practices and theoretical issues that accompanied the formation of the new British Library. The changes noted in this study therefore, chart not only the transition from analogue to digital library services, but also the increasing relevance of the central discourses of librarianship - the provision, storage and classification of information - to information science as a whole.

A descriptive analysis of the histories of the Institute of Professional Librarians of Ontario (1960â 1976) reveals not only the circumstances surrounding the creation, growth, and decline of this singular expression of the professionalization of librarianship but also foregrounds the ways in which the historical narration of the profession must look beyond the traditional delineation of intrinsic traits in order to circumscribe librarianship more adequately. To that end, consideration is given to one important factor, the Royal Commission Inquiry into Civil Rights (1964-71). It is evident that historical recovery of this sort is crucial to the profession's self-understanding as it negotiates its contemporary stance with respect to both librarians and the publics that they serve.

The survival of the 1711 sale catalogue of the library of Sir Thomas Browne and his heirs has given scholars of his work a privileged insight into his reading and book owning habits. Browne wrote on an encyclopaedic range of subjects and his prose bears the weight (implicit and explicit) of the many books and authors that contributed to his intellectual projects. As a consequence, his library and the 1711 catalogue have attracted intense interest from scholars, in spite of the absence of any physical trace of his books. This thesis examines the relationship between the catalogue and Browne's library as he knew and used it, striving for a bibliographical reconstruction whilst acknowledging the contingency and incompleteness of the catalogue. It also contributes to the critical study of Browne's works, assessing his book ownership for the elucidation of his texts, and considering his literary remains as an articulation of his reading. Quantitative analysis of the catalogue and a narrative of the life cycle of the library based on archival records are used to describe the library's contents and the practices of its owners. The local contexts of Browne's book ownership are outlined, together with the relationships of his works to his book sources, his museum collecting, and his position in the world of knowledge as articulated through library classification. Browne is described as a book owner who showed little interest in the possession of a 'library' as a discrete, permanent collection, despite his profound engagement with books, and the high numbers of volumes that passed through his hands. Browne's library was also networked, linked to other collections through textual exchange, social relationships, book gifts, and conversations, indicative of a mode of seventeenth-century book ownership defined by fluidity and community.

The history and development of the education and training of library Technicians in Australia is currently recorded in the literature in a piecemeal und uncoordinated manner. The aim of this research is to provide a current and coherent account of the history and development of courses, examine the role of major stakeholders and identify the major issues that have accompanied the evolution of education and training for paraprofessional library staff. A comprehensive chronicle of the education and training of library technicians will contribute to the research and literature of Library and information science in Australia. The research will examine: • why formal education and training courses for library technicians were introduced in Australia; • how education and training courses have developed and evolved in response to library industry workplace changes from 1970 to 2000; • what role the professional organisation, the Library Association of Australia, and its successor, the Australian Library and Information Association, has played in the education and training of library technicians; and • what impact government policy on vocational education and training has had, and continues to have, on the training of library technicians. An extensive examination and analysis of existing primary and secondary information sources, including books, journal articles, conference proceedings, government publications, online and Internet documents and TAFE course documentation was conducted in the course of this study. While the methodology was generally restricted to an examination of documentation available in published sources, it was supplemented with personal communication with relevant individuals and institutions where necessary.

A multidisciplinary approach is utilized to assess the organization and use of ancient and medieval Near Eastern textual deposits. An elaborate survey of the published material in ancient Near Eastern studies and library and archival studies indicates a general and pervasive insensitivity to and misuse of key terminological constructs. The indistinct portrayal of the nature of ancient libraries and archives is identified as of particular concern; as well as a widespread disregard for the recognition of textual collections older than the famed Library of Alexandria. This dissertation endeavours to indicate the presence of distinct textual collective units in the ancient Near Eastern context on equal footing with their much later counterparts and more broadly defined than the traditional library and archive, to include entities such as the geniza, building and foundation deposits, and so forth. Furthermore, the ancient temple library, as a restricted and well-regulated collective entity, is suggested as representative of literary standardization in the Near East, and the canonization process of the Hebrew Bible, in particular. Ancient archives are attested as equally prevalent textual units, clearly distinguishable from adjunct textual deposits, often loosely, but incorrectly, termed "archives" in modern scholarly discourse. In conclusion, this dissertation reconsiders the status of the two traditionally most valued ancient textual entities, the Library of Assurbanipal and the Library of Alexandria, and concludes that these entities are atypical examples of ancient textual collections. As closest claimants to the improbable and often religiously imbued ideal of universal collection of information, these libraries erroneously became the impossible standards by which all ancient collections were measured and found wanting. This thesis investigates the creation of California’s Free County Library System during the Progressive Era. Previous histories of the topic have conveyed a partial picture of those involved in organizing county libraries, focusing on leaders at the state level, such as James L. Gillis and Harriet Eddy. Using Santa Cruz County as a case study, this thesis examines the overall process of organizing a county library system at the local level. Primary source materials consulted include correspondence and publications from the California State Library, newspaper accounts from the time period, California Library Association meeting minutes, News Notes of California Libraries , and local records from Santa Cruz County. This study discusses the Progressive Era’s influence on California county library organizing in general and Santa Cruz County libraries in particular. It also considers how the Progressive Movement affected the rising power of women’s groups and their invaluable work organizing public libraries. In addition, the thesis explores the early development of reading rooms and libraries in Santa Cruz County and the creation of the area’s first county library system. The thesis pays particular attention to the early history of the Watsonville Public Library and its adamant stance against joining the Santa Cruz County library system. Based on comparative histories of the two library systems, the thesis concludes with an analysis of the positive and negative characteristics of a countywide library system versus an independent city library.

As information resources of all types and disciplines are being stored and retrieved in digital form, libraries are responding to the demands for more effective retrieval of such documents and to provide even more digital access to scholarly and recreational library materials. This has led schools of library and information science to develop special programs, degrees, and certificates in digital librarianship. These programs vary from one school to another, but they all demonstrate the multidisciplinarity of education for librarians who will work specifically with digital librarianship. Library and Information Science education has always had a multidiscipline orientation, with traditional faculty consisting of those with degrees in the fields of sociology, communications, history, public administration, education, engineering, and computer science, as well as advanced degrees in library and information science. But with the advent of special programs in digital librarianship, the curriculum has begun to switch to a multidiscipline curriculum content which may be evolving into a sub-specialization in the field. These trends are examined in this paper and recommendations are made regarding future research needed to determine the advisability and sustainability of this trend.

Russian National Public Library for Science and Technology publishes electronic terminological dictionaries. The history of this activity line and the publications are discussed, e. g.: The English-Russian Dictionary in Machine-readable Cataloguing, SIBID Electronic Terminological Dictionary (1-st and 2-nd editions), and Electronic Dictionary of Standardized Abbreviations in the Russian and 25 Foreign European Languages for Bibliographic Records. Links to purchase the dictionaries are given. Plans for the future are discussed. The paper is prepared within the framework of the State Order to RNPLS&T for 2021 No. 730000F.99.1.BV09АА00006.

As the popularity of video game playing has increased, educators have sought to co-opt video games as an instructional tool. However, educational games have made little impact in either the commercial market place or the average game player’s home library. The modification, or modding, of video games using in-game editors may be used by instructors to introduce educational content to professionally designed video games. This paper examines the effectiveness of a modified video game, Civilization IV, in improving the comprehension and retention of historical knowledge of 10th, 11th, and 12th grade students. Students exposed to the modified video game significantly improved their immediate recall of knowledge level history items. Students expressed interest in future educational game playing and felt that they had a better understanding of application level history items. While these results are encouraging, the small sample size of this experiment prevents generalization and necessitates further study.

Review question / Objective: This study searched PubMed, Cochrane Library, Web of Science, Embase Electronics, and other databases to collect healthy adults aged 16 and older, subjects with no previous history of COVID-19 infection, A randomized controlled trial of Pfizer's vaccine BNT162b2 versus placebo. Using RevMan5.4 software, meta-analysis was conducted to compare the effects of injection of BNT162b2 and placebo on the incidence of adverse reactions in healthy adults over 16 years of age. Main indexes include total incidence of adverse reactions, the incidence of local adverse reactions at the injection site (including red hot accessories), the incidence of systemic adverse reactions, including fever, headache, rash, urticaria, joint pain, muscle pain, gastrointestinal tract reaction, fatigue, cough, etc.), death rate, so as to provide a reference for clinical practice. Information sources: The following electronic databases will be searched from January 2020 to November 2021: PubMed, the Cochrane Library, Web of Science, Embase Electronics. In addition, reference lists of the included studies were manually searched to identify additional relevant studies.

Анотація:
The aim of the article. Establishment and development of the USSR rocket weapons for the period of the New Economic Policy and industrialization is one of the most interesting and poorly researched problem of the USSR military industry. The USSR first researches in the field of rocket weapons and ammunition creation, their features and results are poorly investigated by national historical science and just they are observed in the paper. Methodology. General principles of historism and objectivity are the theoretical-methodological base of this work. Author also use special historical methods: logic, systematic, chronological, actualisation and periodizing. Results. The paper is written by using the declassified documents for Official Use Only, by military technical documents, stored in the Russian National Library, little known memories of direct participants and some published researches. By considering these documents and materials it become clear that in the USSR before the Great Patriotic War a complex of problems on rocket weapon implementation were conditioned by objective and subjective reasons. The consequence of this was the adoption of some unfounded species of reactive weapons before the Great Patriotic War, who received an overestimated assessment and not justified all expectations and hopes assigned to them during the fighting. As a result, only by the end of the war these systems began to be used for their true purpose. Practical application. Practical significance of this work is as follows: facts shown in the article and conclusions drawn on them can be used for further research of USSR rocket weapon establishment and development in 20-40th years of XX century and also for Soviet history in general.
