ABSTRACT The article reflects on the relationship between the internationalization of higher education and language policies in Brazil. The study provides a review of language policy literature and internationalization policies materialized in national programs, such as the Science without Borders (SwB) and the Languages without Borders (LwB). The analysis of internationalization policies suggests that language policies are at the core of the internationalization agenda, concerning the role of English in this process; however, the role of other foreign/additional languages (L2s) still seems to be disconnected, whereby other languages lack funding and alignment with solid language policies at all educational levels. The analysis of language policies reveals the need to think about the role of L2s at different educational levels as well as in multilingualism in Brazil and in the internationalization of higher education.

The article shows that although internationalization at home is one of the key elements of the internationalization agenda, implementation is challenged by a lack of attention to training of staff in this specific field.

The trend towards internationalization is becoming increasingly important in HEI (higher education institutions ) and universities in many countries. As HEIs become more international, they are increasingly recognized as contributing to the competitiveness of its graduates. Conceptually, internationalization has long been understood as a focus on the transnational movement of individual students and scholars rather than as a strategy to influence higher education institutions and systems. The importance of internationalization in HEIs and universities has increased over the past two decades of globalization .The Internet will continue to play a significant role, opening opportunities to reach a wider global audience. Online and other forms of e-learning approaches continue to play a significant role, especially in the postCOVID_19 era. This calls for adapting some of the higher education policies to new realities of future competitiveness in higher education deliver, and to ensure the demands of the labor market especially towards digitalization trends in the realm of work are realized. This paper discusses the components of internationalizations, the rationale for embracing multiculturism in HEIs, internationalizations forms and drivers of Transnational Education (TNE) across different regions, contribution of collaborations and the Internet and contemporary modes of delivery in the growth of internationalization .

Purpose The main concern of policymakers is to avoid the problems resulting from the economic crisis. One way to avoid these problems is to stimulate economic growth, as well as the economic activity, needed to reduce unemployment and increase well-being. Recent academic literature shows entrepreneurship as a key factor to increase economic growth, so it is important to understand a set of concepts related to this topic and their relevance to the economic growth of these firms. The purpose of this paper is to analyse some concepts about public policies associated with entrepreneurship and the internationalization processes of firms. Design/methodology/approach The findings result from a number of multivariate techniques based on the Global Entrepreneurship Monitor 2012 survey. Findings The data allowed calculating a coherence index that shows that respondents tend to associate the different responses, which suggests that there is a reputation effect when experts evaluate public policies. Research limitations/implications This paper takes advantages of one of the GEM limitations, i.e. data refer to perceptions, rather than on real data, to explore how different countries see a more or less dispersed perception of public policies effectiveness. Practical implications This paper informs policymaking and sheds light into the importance of building on a reputation to make policies more effective. Originality/value The coherence index developed in this paper is an original contribution, based on the dispersion of experts' perceptions on the effectiveness of public policies.

PurposeThe research aims to provide the basis for a better understanding of the internationalization of higher education in Vietnam. First, it examines Vietnam's higher education reforms and policy/ legal frameworks for the promotion of internationalization since the implementation of Doi Moi in 1986. Secondly, it analyzes the internationalization activities at the national and institutional levels. At both levels, the internationalization activities are categorized into internationalization at home and cross borders (Knight, 2012). Finally, the paper discusses the challenges Vietnamese HE is facing and presents policy directions.Design/methodology/approachThis study employs a case study research strategy to examine and gain understanding of internationalization of higher education in Vietnam as a phenomenon. The study collected detailed information using a variety of data collection procedures over a period of time. First, it analyzes Vietnam's higher education reforms as well as policy and legal framework for the promotion of internationalization. Then, using Knight's framework, the study analyzed the internationalization at home and crossborder educational activities at the national and institutional levels. At the national level, strategic policy goals and programs were explored. Then, it chose Vietnam National University- Hanoi as a institutional case to learn its institutional strategies on cross border programs and mobility, reputation building, research cooperation.FindingsVietnam has continuously reformed its legal and policy framework of higher education to better integrate into the global higher education market and also to meet the national demand for economic development. Predominant rationale for Vietnam to engage in crossborder programs is for brain development, specifically in the academics and public sector. Meanwhile internationalization at home is driven by (1) international programs and universities and (2) initiative to enhance competitiveness of its higher education institutes. Vietnam hosts different models of international universities, including classical, satellite and co-founded. However, issues and challenges remain, such as poor lack of systematic cooperation and coordination at the governmental level, retaining talents, and finally finances.Originality/valueWritten for the special edition on Internationalization of Higher Education in the Era of SDGs: Asia–Pacific Perspective, the study aims to provide a basis for understanding the current situation of internationalization higher education in Vietnam and how it compares to its partners in the region. This study is unique as it provides a two-layer analysis, at the national and institutional levels capturing macro and micro perspectives in one scene. In addition, this study includes rich empirical data, which was rare in previous literature due to limited access.

This paper confronts epistemological myopia to decolonize academic knowledge by exposing scholars’ loci of enunciation to localize knowledge that are often taken as universal. In doing so, we reflect about the process of internationalization of higher education (IHE), from two different loci of enunciation--one in the Global South (UFES) and another in the Global North (FAU). Based on the claim that language policies are closely related to internationalization actions/plans, and in the description of internationalization models in terms of the Traditional International Cooperation (TIC) model, characterized by competitive relations, and the Horizontal International Cooperation (HIC) model based on solidarity and international awareness, we analyze language policies and international cooperation agreements at UFES and at FAU as a window for reflecting about the internationalization processes in these institutions. The analysis of language policies and international agreements at UFES suggests a reactive and colonial nature of the internationalization process there, expressed in the number of agreements with institutions from the Global North and in language policies and actions that privilege the use of English. The analysis of international cooperation agreements and language policies at FAU suggest that internationalization strategies are largely designed based on the university’s privileged position as an English-speaking institution located in the Global North. Taken together, overall results of the study suggest that despite the pitfalls, the partnership between UFES and FAU shows potential to forge inroads for more horizontal internationalization models/relationships thus moving form a TIC to a HIC model of internationalization.

The research discusses media utilization and contents for supporting the internationalization, the consistency of internationalization policies at the macro-level (Ministry), mezzo-level (Directorate General), and micro-level (Sebelas Maret University or known as UNS), and the stakeholders' insights of the internationalization of Higher Education. The data were obtained through in-depth interviews and documentation, and a descriptive-qualitative analysis technique was used. The results showed that UNS utilized various media to support internationalization, namely visual media, auditory media, audiovisual media, and other new media. Media contents include academic information, international research collaboration, and intercultural activities. Policy consistency from macro to micro levels took place only at the activity level, whereas there is no consistency in the mission, strategies, policies, and programs. The stakeholders' insights varied from understanding internationalization entirely as a goal, strategies, activities, media, and intra-cultural dimension standardized at the world level until the internationalization dimension. The implication of this research is the need to harmonize policies at all levels of the organization. Besides, the content of the media should be adjusted to the indicators of internationalization.

The purpose of this study is to provide an overview of changing patterns since the mid-1990s in the Korean government’s policies for internationalizing its higher education system. The study examines the driving forces behind the government’s internationalization policies for Korean higher education, how the internationalization process affected Korean higher education, the ways in which the government and higher education institutions responded, and the issues and challenges now arising from the internationalization of the Korean higher education system. The results indicate internationalization is already an integral part of mainstream higher education policies and programs in Korea and is increasingly perceived as a key tool for improving the quality of higher education. The study suggests that for Korea to more effectively cope with internationalization in the future, it must address the following key challenges: (a) establishing an effective quality assurance mechanism for cross-border educational activities; (b) redressing the government’s previous, overriding emphasis on the quantitative aspects of internationalization, at the expense of quality; and (c) maintaining a balance between the conflicting demands of competition and cooperation with other countries.

Education is a tool for collaboration among nations. The emergence of concepts as internationalization of educational policies, students-staff exchange programs, internationalization of curriculum, internationalization at home (IAH) or even the emergence of multinational agencies to expedite global exchanges in the realm of Higher Education lead educational policy-makers to confess that segregation of the educational policies from nations’ foreign affairs policies have no promising results than failure of the nations’ educational goals and priorities. Based on the qualitative and case study research methodologies, we adopted critical policy analysis (CPA) to address the question of “why does a Canadian public university engage in internationalization?”. The study showed that the decision to acknowledge internationalization as a priority at a public university in Ontario is based upon different motives ranging from commercial-economic and socio-political to academic-educational and profile-building components. The study also identified the gradual extension of market-based rationales that have historically been absent from traditional university policies in the Canadian context to educational initiatives and academic rationales.

Employing document analysis and corpus-assisted discourse analysis, this study examines the language ideologies in German higher education internationalization policies and strategies, across European, German federal and university levels. It further investigates how these policies and strategies relate to the English-medium instruction practices in German universities, adopting Spolsky’s (2004, 2009) framework for language policy analysis. Results show that all institutions at the three levels recognize the role of EMI in promoting the higher education internationalization, but their policy documents adopt evasive attitudes towards EMI to varying degrees. The internationalization policies at the European level show the most tendency to evade the language issue, especially English, while the German federal internationalization documents include more contents about language, even EMI, and they are concerned about promoting the German language alongside English. At the university level, the welcoming attitudes towards EMI are displayed most overtly in the internationalization strategies and the rapid development trend and the predominant English-only type of EMI programs. The study underscores the potential benefits of a multilayered analysis of higher education internationalization policies and EMI practices, and the universities’ important role in balancing the English and the national language in the higher education domain.

The international marketer is challenging new factors in the present globalized world. Such marketer has often to solve conflicts resulting from different laws, cultures and societies, and overcome a variety of constraints when entering or establishing foreign markets. Entering and establishing new markets is a complicated process affected by both, external and internal factors. To be successful in new markets, said marketers must formulate market entry strategy with regard to those factors. This paper was written with the purpose to investigate the relationship between relatedness of core business and business regarding the market in question, government policies and regulations, and entry strategy of companies entering the U.S. renal services market. We have carried out the exploratory research based mainly on secondary data obtained from annual reports from 1995 to 2005. The one case study on the Swedish health care company Gambro was conducted in order to formulate hypotheses, which can be proven in prospective research. The whole paper is written in the context of PSE market entry model developed by Anders Pehrsson. Based on the analysis we suggest that if the perception of barriers is low and the relatedness between core business and business regarding market in question is high, companies prefer a non-organic growth when entering the market.

This thesis addresses the impacts of public policies on outward foreign direct investment, seeking to contribute to a better understanding of the interplay between pro-internationalisation policies and firm behaviour. Home country measures associated with these policies are explored in terms of use and awareness, as determinants of foreign direct investment, as drivers of policy objectives, in terms of perceived importance and impact in different scenarios of internationalisation. Using a comprehensive database of 441 Portuguese firms, being those that had participated at least in one of the 11 types of public support between 1994 and 2009. The empirical papers presented here reveal a moderating effect of firm capabilities and internationalisation conditions on policy objectives. In fact, firms’ resources and capabilities frame the awareness and use of home country support measures, the existence of public policy determinants of foreign direct investment, the decision to carry out more aggressive modes of entry and the choice of more demanding environments, the impact of policy objectives, and the perceived importance of incentives. In practical terms, the findings of this thesis points that firms’ resources and capabilities are negatively associated with the use of public support, contrasting with awareness, which is found to increase with firms’ resources and capabilities. This insight sheds light on a potential problem of incentives allocation. Our results support the established theorizing about the co-evolution of government and firms' policies, home country measures being found as determinants of foreign direct investment. It is also shown that prointernationalization policies reinforce the firms’ resources and capabilities, which seems to have a positive impact on international growth. An evaluation of public policy, from the foreign direct investor's lens, supports the argument that firms involved in more demanding projects tend to attribute more importance to public supports. Behind the specific and concrete contributions identified in each of the empirical papers, as a whole this thesis makes methodological contributions by introducing the evaluation of impacts of public policies to the field of international business through the firm perspective; these contributions are achieved by taking the pro-internationalisation policies of a small open economy to better understand the impacts of public policies, and by shedding light on co-evolution between resource and institutional-based views.
O presente trabalho propõe-se contribuir para a avaliação de políticas públicas com impacto nos investimentos diretos realizados no estrangeiro. Desta forma,esta tese permitirá uma melhor compreensão da ação recíproca entre politicas pro-internacionalização e o comportamento das empresas em presença das mesmas. Um conjunto de medidas implementadas pelo país de origem são exploradas para obter um melhor entendimento relativamente ao seu uso e conhecimento pelas empresas. Estas medidas também são analisadas como determinantes do investimento direto realizado no estrangeiro, como fortificantes de recursos e capacidades das empresas, em termos de importância percebida, e como apoio para os objetivos de política pública. Utilizando uma base de dados com 441 empresas Portuguesas que receberam apoios públicos entre 1994 e 2009 são apresentados quatro artigos empíricos que revelam um efeito considerável das características das empresas e das condições de internacionalização sobre os efeitos das políticas. De facto, as capacidades e os recursos das empresas são fundamentais para o conhecimento e uso dos apoios, para a existência de investimento direto realizado no estrangeiro, para absorver e canalizar os efeitos dos apoios e para a decisão de explorar mercados externos com modos mais agressivos de internacionalização. Para além das contribuições identificadas, em termos genéricos esta tese contribui também com aspetos metodológicos relevantes. Nomeadamente, usando uma perspetiva da empresa, é introduzida a avaliação de políticas com impacto no investimento direto estrangeiro. Estes impactos são analisados para melhor compreender a ação reciproca entre politicas e comportamentos da empresa tomando como pano de fundo uma pequena economia.

The internationalization of Higher Education has caused a sweeping global shift of policies for governments and Higher Education institutions alike. This thesis aims to examine the case of China, and the three-decade evolution of internationalization as an influential norm, guiding the creation of comprehensive policies and plans through a multi-stage process. By examining the actors, motives and mechanisms behind Chinese Higher Education policies between 1990 and 2019, the impact of norm cascade and ultimate internationalization are revealed. The building and diffusion of internationalization as a norm includes the prioritization of global university rankings in addition to the increasing spotlight on research within the Higher Education sector. Constructivist theory was selected as the Theoretical Framework and employs concepts including norm-building and diffusion. This qualitative case study will examine the policies and rationales for the implementation of education initiatives as encouraged by leading actors and agents and the subsequent successes and obstacles from adoption to full implementation.

Анотація:
To integrate the previously disadvantaged population that suffered from the apartheid in South Africa, the government has implemented policies to let them participate in the country’s growing economy. These policies are called the Black Economic Empowerment (BEE) policies and are affecting both local and international businesses. Through a qualitative research method with a deductive approach, the research creates a deeper understanding of how Swedish firms adapt and commit as an effect of the BEE policies. Through already established internationalization theories, we created a theoretical framework as a platform to gather and analyze the empirical data. The theoretical implications show how the BEE policies can disrupt and challenge the commitment that is characterized in different entry modes. It also challenges previous research and brings up Swedish companies’ willingness to adapt with the policies and commit their resources in order to overcome the obstacles of BEE and benefit the growth of South Africa.

A dissertação discorre sobre o Programa Ciência sem Fronteiras (CsF), um programa do Governo Federal Brasileiro que busca “[...] promover a consolidação, expansão e internacionalização da ciência e tecnologia, da inovação e da competitividade brasileira por meio do intercâmbio e da mobilidade internacional.” (BRASIL, 2014). O objetivo da pesquisa é analisar a concepção e a implementação do Programa CsF, no contexto da política de internacionalização da educação superior no Brasil. Trata-se de um estudo exploratório e de caráter qualitativo, que utiliza entrevista semiestruturada com três representantes das instituições idealizadoras e gestoras do CsF. A análise de dados, focalizando a idealização, criação, objetivos, fomentos e adaptações do CsF, tendo em perspectiva a política de internacionalização da educação superior, teve por base as seguintes categorias, a luz do método dialético: concepção, contemplando formulação e criação, e a implementação, abrangendo características e perspectivas. A pesquisa mostra que a política de internacionalização da educação superior no Brasil, conforme o que se apresenta no Programa CsF, tende a negligenciar a solidariedade mútua para se constituir em estratégia para o fortalecimento do modelo político-econômico vigente.
This Master’s thesis is about the Science without Borders Program (CsF), a program created by the Brazilian Federal Government to “consolidate, expand and internationalize Brazilian science, technology, innovation and competitiveness by means of interchange and international mobility” (BRAZIL, 2014). The objective of this research is to analyze the conception and implementation of CsF within the internationalizing policies of Brazilian higher education. This is an exploratory qualitative study, using semi-structured interviews of 3 representatives of the institutions that created and now manage CsF. Data analysis focuses on CsF idealization, creation, objectives, foments and adaptations, according to the perspective of internationalizing policies of higher education. The following categories were analyzed, through the lens of the dialectical method: conception, encompassing idealization and creation; and implementation, encompassing characteristics and perspectives. The research shows that the internationalizing policies of higher education in Brazil, according to data from CsF, tend to neglect mutual solidarity so as to reinforce the current political and economical model.

The objective of the survey resided in understanding the extent to which public policies in Brazil, in the last 10 years, have influenced the processes of democratization of access and internationalization of Higher Education. From a historical perspective, one sought to understand the limitations of the Brazilian educational system, focusing on its institutional dynamics and the context of the expanding access and internationalization as key elements, from the point of view of the contemporary society, based on information and knowledge. The deployed methodological resources involved the qualitative approach, the adoption of the comprehensive method and the exploration of bibliographic sources, documentary and field. In line with the approach and the method chosen, the field research was conducted through interviews, granted by professors-researchers with qualified experience in higher education. The treatment of the resulting data from the interviews respected the procedures recommended by the technique of content analysis. The results showed that the public policies adopted in the course of the last democratic Governments, especially the Governments of Presidents Lula and Dilma, generated some programs - Fies, Prouni and Reuni - directly responsible for the significant growth in registration in Higher Education from young people and adults, from different social economic categories. Despite the expansion of access to Higher Education, one found that the increase in the number of vacancies occurred predominantly in the private sector. Moreover, just recently, it was accompanied by measures that sought to balance the growth of registration and the quality of teaching and learning. Aligned to the policies of democratization, in the field of internationalization of higher education, the federal Government has invested considerable sums in both the creation and consolidation of two federal universities that started internationally (Unila and Unilab), as in the opening of the program Science Without Borders. Without disregard to the relevance of these initiatives, it is worth noting that the implementation of these policies still lacks studies whose results are capable of revealing the results achieved in terms of the desired impacts, i.e. What are the gains given to the Brazilian society?
O objetivo da pesquisa realizada residiu em compreender até que ponto as políticas públicas formuladas no Brasil, nos últimos 10 anos, têm influenciado os processos de democratização do acesso e a internacionalização do Ensino Superior (ES) brasileiro. A partir de uma perspectiva histórica, buscou-se compreender as limitações do sistema educacional brasileiro, enfocando a sua dinâmica institucional e contextualizando a expansão do acesso e a internacionalização como elementos fundamentais, sob o ponto de vista da sociedade contemporânea, baseada na informação e no conhecimento. Os recursos metodológicos mobilizados envolveram a abordagem qualitativa, a adoção do método compreensivo e a exploração de fontes bibliográficas, documentais e de campo. Em consonância com a abordagem e o método escolhidos, a pesquisa de campo foi conduzida por meio de entrevistas, concedidas por professores-pesquisadores com qualificada experiência no Ensino Superior. O tratamento dos dados resultantes das entrevistas respeitou os procedimentos preconizados pela técnica de análise de conteúdo. Os resultados revelaram que as políticas públicas adotadas no curso dos últimos governos democráticos, sobretudo dos governos dos presidentes Lula e Dilma, geraram programas – Fies, Prouni e Reuni – diretamente responsáveis pelo expressivo crescimento da matrícula no ES de jovens e adultos, de diferentes categorias socioeconômicas. Apesar da expansão do acesso ao ES, constatou-se que o aumento do número vagas ocorreu predominantemente no setor privado. E apenas recentemente, ele foi acompanhado por medidas que buscaram equilibrar o crescimento da matrícula e a qualidade de ensino e aprendizagem. Alinhadas às políticas de democratização, no campo da internacionalização do Ensino Superior, o Governo federal investiu somas consideráveis, tanto na criação e consolidação de duas universidades federais que nasceram internacionais (Unila e Unilab), quanto na inauguração do programa Ciência sem Fronteiras. Sem desconsiderar a relevância das referidas iniciativas, vale destacar que a implantação dessas políticas ainda carece de estudos cujos resultados sejam capazes de revelar os resultados alcançados em termos dos impactos desejados, ou seja, quais seriam os ganhos conferidos a sociedade brasileira?

O alvorecer de uma nova realidade econômica global revolucionou as determinantes da competitividade, compelindo empresas e governos a reverem as suas estratégias a partir de ambiente marcado pela dinâmica de uma competição internacionalmente constituída. Por conseguinte, observa-se na virada do século XX para o XXI a formulação de uma nova agenda de desenvolvimento, em que empresas e governos reformulam as suas interações em nova pauta de cooperação, tendo como fenômeno relevante e mediador a internacionalização. Diante desta nova realidade, a pesquisa realizada nesta tese foi voltada a inferir sobre o papel das políticas governamentais específicas e direcionadas à internacionalização no processo de envolvimento internacional de empresas nacionais. Para consecução de seus fins, foram desenvolvidos dois referenciais teóricos, um para interpretação da internacionalização das empresas, que foi tomada como um comportamento empresarial de natureza estratégica, e outro para as políticas governamentais específicas para apoio e suporte deste fenômeno, que foi tipificada em torno de seis dimensões. Como objeto de análise, foi considerado o setor brasileiro de bens de capital mecânicos e os instrumentos de política governamental ora disponibilizados no país para apoiar e dar suporte à internacionalização de empresas. Como estratégia de investigação, optou-se por uma abordagem quantitativa, conduzida por meio da construção de um survey específico para pesquisa, aplicado a 104 empresas do setor, com seus dados analisados pelas técnicas de regressão logística, regressão linear e test-t. Os resultados descortinaram questões pertinentes nas relações entre empresas e governo no Brasil, sugerindo que a política governamental brasileira de apoio e suporte à internacionalização, se ainda não determinante, é em certa medida relevante às empresas estudadas, principalmente quando da análise da diversificação geográfica de mercados na exportação. Como principal conclusão, defendeu-se que os governos devem ser analisados como potenciais recursos que, capazes de serem internalizados pelas empresas, podem promover vantagens indutoras e facilitadoras da internacionalização e tomados como fatores de vantagens associados à origem.
The rising of a new global economic reality revolutionized the determinants of competitiveness, compelling enterprises and governments to review its strategies as from the environment well marked by the dynamic of a competition internationally built. Therefore, at the turn of the twentieth century it is noted the formulation of a new development agenda, where enterprises and governments reformulate its interactions at a new cooperation guideline, having as a relevant and mediator phenomenon the internationalization. Before this new reality, the research realized in this thesis was conducted in order to infer about the role of specific governmental policies towards to internationalization at the international involving process of national enterprises. To achieve its purposes two theoretical frameworks were developed one of them for the interpretation of enterprises internationalization, and the other for the specific governmental policies in order to support this phenomenon, which was typified around six dimensions. As an object of analysis, it was considered the Brazilian market for mechanical capital goods and instruments of government policy currently available in the country to support the internationalization of enterprises. As an investigation strategy, a quantitative approach was chosen, driven by the construction of a specific survey for research, applied to 104 enterprises in the sector with its data analyzed by logistic regression techniques, linear regression and test-t. The results revealed relevant issues in relations between enterprises and Brazilian government, suggesting that Brazilian government policy of support to internationalization, if not determinant, is relevant, in some extent, to the studied enterprises, especially when analyzing the geographical diversification of exporting markets. As a main conclusion, it was argued that governments should be analyzed as potential resources which, capable of being internalized by enterprises, can promote internationalization inducing and facilitator ownership\'s advantages and taken as location\'s advantages factors associated with the origin.

This research seeks to portray and analyze the process of internationalization and the international cooperation of higher education in Brazil, since 2010 mainly, when it is inaugurated the Federal University of Latin American Integration (UNILA) in the city Foz do IguaÃu-PR, with regional integration proposal, through the teaching of Latin American countries and the Caribbean, and also that year it was founded the University of International Integration of African Brazilian Lusophone (UNILAB) having an integrative proposal between the nations that make up the Community of Portuguese Language Countries (CPLC), comprising Angola, Cape Verde, Guinea Bissau, Mozambique, Portugal, Sao Tome and Principe, East Timor, Equatorial Guinea and Brazil in the city of RedenÃÃo-CE. With these universities Brazil presents to the world, an internationalization project by higher education, through a cooperation project called South, with a promise to ensure the humanistic, scientific and technological knowledge and the partnership in South Atlantic area, which appears as an area of political interest to Brazil for some time. The main aim of this research is to understand the strategies for internationalization of higher education in a globalized world, and to know how Brazil has been acting in this process. In this study we used as methodological basis, a descriptive exploratory survey on the perception of internationalization of higher education, from international universities in Brazil, and geopolitical and economic interests in Latin America and Africa. We interviewed teachers, administrative staff, students and people from the society, to get a sense of social actors involved and we based on literary scholars authors on the subject. We seek to understand in this study, how educational policies may interfere with power relations and local arrangements, allowing greater regional role in a globalized world. We obtained as results that the challenges are many, internally and externally, in the institution and in the municipalities involved, but it is geographically feasible and relevant for educational policies in the South Atlantic zone.
Essa pesquisa procura apresentar e analisar o processo de internacionalizaÃÃo e a cooperaÃÃo internacional do ensino superior no Brasil a partir principalmente do ano de 2010, quando à inaugurada a Universidade Federal da IntegraÃÃo Latino Americana (UNILA) na cidade de Foz do IguaÃu-PR, com a proposta de integraÃÃo regional, atravÃs do ensino dos paÃses da AmÃrica Latina e Caribe e tambÃm nesse ano foi fundada a Universidade da IntegraÃÃo Internacional da Lusofonia Afro-Brasileira (UNILAB) possuindo uma proposta integradora, entre as naÃÃes que compÃem a Comunidade dos PaÃses de LÃngua Portuguesa (CPLP), formada por: Angola, Cabo Verde, GuinÃ-Bissau, MoÃambique, Portugal, SÃo Tomà e PrÃncipe, Timor-Leste, Guinà Equatorial e Brasil na cidade de RedenÃÃo-CE. Entrevistamos professores, tÃcnicos administrativos, alunos e pessoas da prÃpria sociedade, para obter uma visÃo dos atores sociais envolvidos e nos embasamos na literatura de autores estudiosos no assunto. Procuramos entender nesse estudo, como polÃticas educacionais podem interferir nas relaÃÃes de poder e nos arranjos locais, possibilitando uma maior atuaÃÃo regional em um mundo globalizado. A formação de professores é uma temática que ocupa um papel central na implementação de políticas públicas relacionadas à educação. A Capes é uma agência reconhecida internacionalmente pelo seu trabalho referente à internacionalização da pós-graduação do Brasil. Desde 2007, ela passou a atuar na formação de professores da educação básica e, portanto, investigar como vem sendo sua atuação na promoção do processo de internacionalização de professores da educação básica é uma tarefa importante e, de certa forma, inédita. Para tanto, elaborou-se um formulário on-line em que os professores da educação básica que participaram de algum processo de capacitação no exterior promovido pela agência responderam a 21 perguntas relacionadas ao desenvolvimento dos programas. A partir das respostas obtidas, foi possível traçar o perfil dos professores que participaram dos programas de internacionalização da educação básica; sugerir diretrizes para políticas públicas na área, como a adoção da formação continuada no plano de carreira dos professores e ampliação do investimento nesse processo por ter se mostrado um grande multiplicador de conhecimento; e, por fim, foi possível avaliar como positivo o impacto da internacionalização promovida pela Capes na educação básica do país, em que 90% dos professores se mostraram satisfeitos com a qualidade dos cursos e dos programas.
Teacher training is a theme that occupies a central role in implementing public policies related to education. Capes is an agency internationally recognized for its work regarding the internationalization of graduate studies in Brazil. Since 2007 it started to work in the basic education teacher training and therefore investigate how has been your performance in promoting the basic education teachers internationalization process is an important task and, in some ways, unprecedented. Therefore, it elaborated an online form where the basic education teachers who participated in a training process abroad promoted by the agency answered 21 questions related to the development of the programs. From the answers obtained, it was possible to draw a profile of teachers who participated in the programs of international cooperation of basic education; suggest guidelines for public policies in the area, such as the adoption of continuing training in the career path of teachers and increase the investment in this process have shown a great multiplier of knowledge; and finally, it was possible to evaluate how positive the impact of internationalization promoted by Capes in basic education in the country, where 90% of teachers were satisfied with the quality of courses and programs.

Анотація:
The 21st century has witnessed several transformations in international structure. The state-building process in the aftermath of the Iraq Invasion in 2003 was a cornerstone in the transformation of sovereignty as it implied the internationalized state form in the periphery of the capitalist international division of labor. However, the Western agenda of transforming the region and beyond with economic as well as military interventions faced a challenge from the Russia-China axis. These two countries became the focal point of resistance within the capitalist system, forcing Western capitalism to address this challenge. During the last decade, Russia was involved in military conflicts in Eurasian territories, where formerly Western powers had the upper hand. On the other hand, China became a hub for an alternative source of capital to Western institutions such as the IMF and WB, with its highly centralized and condensed financial power. These two countries offered an alternative to the Western type of articulation to the international markets, emphasizing the ‘old’ understanding of sovereignty. This study firstly aims to examine the transformation (thus, internationalization) of sovereignty as an agenda of Western capitalism by looking at Western powers’ policies during and after the Iraq invasion. Then, it will scrutinize the challenge to this transformation by the Eurasian axis with its persistence on the ‘national’ sovereignty of the peripheral countries they are exporting capital and establishing new political and military affairs with. Lastly, the study concludes with the possible prospects of these two rival sovereignty claims and the consequences they evoke.

The development, dissemination and implementation of high technologies in Lithuanian market is a complex process within national innovation system. The comprehension of trends in the global market requires investigation of implications of regionalization, globalization and internationalization phenomena. EU policies significantly support R&D though the efficiency of innovation commercialization is not far reaching comparing with the leading countries in high technologies development, dissemination and implementation. To overcome this European paradox and social, environmental challenges, EU Commission ascertained Innovation Union 2020 Strategy. The objective of this article is to explore the EU regionalization impact on Lithuanian high technology development, dissemination and implementation performance, therefore the value chain theories relevant for the global markets aspect are reflected.

Given the rapid globalisation since the 1990s and the rising support of a culture of internationalisation in higher education across Europe, the position of national languages in academia deserves more attention. The “Strategy for the Internationalization of Estonian Higher Education 2006–2015” has diminished the role of Estonian by removing the requirement of the existence of Estonian-medium education from doctoral education. In 2011–2012 we surveyed Estonian doctoral students’ opinions and stances about their usage of academic languages. Only a minority of doctoral students claimed to be always unrestricted in their language choice, and many veered towards using primarily English. Recent strategies in education, research and language aim to advance Estonian-medium HE, and in 2022 we conducted a re-survey to see how the situation has changed. This paper presents some results and implications of our two studies, discussing the current academic language situation and policies.

Although economic theory has not fully agreed whether the growth and consolidation of the SME sector causes, or is a result of economic growth, there are consistent arguments that certain characteristics of the business environment can positively influence the entrepreneurial business sector, enhancing its contribution to economic growth, employment and innovation. In the process of economic integration, the European Union (EU) recognizes the importance of SMEs for economic development, and supports this sector through numerous policies, funds and strategies to create a friendly business environment, enabling them to perform at the highest standards. As a member of the EU since 2007, Romania has made significant efforts to adjust its policies and strategies to the single market, to create a better framework for starting and developing new businesses, facilitating companies’ access to financial and human resources, to market opportunities and internationalization. In this paper, by using a series of data from various business surveys and statistics, we attempt to identify a relation between the dynamics of the SME sector and the quality of the business environment (reducing bureaucracy and administrative burden, business freedom etc.). The findings are mixed: despite strong opinions in favour of a positive relationship, there is only a moderate correlation between the quantitative growth of the SME sector, the creation of new firms, and the business environment improvements.

Reflecting larger trends in business, economics, and communications, the field of higher education has undergone a rapid period of globalization and internationalization over the last half century. While much scholarship has been devoted to the policies and practices of cross-border higher education work, little research has examined the mechanisms by which educational practices and approaches are modified and adapted when moved across cultural contexts. This paper addresses this gap by examining the processes by which foreign and local partners adapted and modified American educational approaches to fit the needs of Singaporean students in a large-scale cross-border higher education partnership. Developed based on a year of immersive ethnographic fieldwork at the Singapore University of Technology and Design – a new university established in collaboration with the Massachusetts Institute of Technology – the findings of this paper show that local and foreign partners utilized three distinct strategies to modify American pedagogical and curricular approaches to fit the needs of the Singaporean context: collaborative mentorship and guidance, incremental modification of content and practice, and enabling and facilitating student-driven change. This paper presents an overview of these findings, as well as their implications for future work.

The aim of the paper is to examine the emergence of transnational higher education (TNHE) and international branch campuses (IBCs) in the Gulf Cooperation Council (GCC) countries and the United Arab Emirates (UAE). The findings demonstrate that the emergence of TNHE and IBCs has been the result of interrelated political, economic, social, and academic factors. First, the formation of the GCC was a key moment during which member states sought to stimulate scientific progress through the development of higher education as part of a strategy to meet labor demands and economic development. Second, the commodification of education and the drive to increasing profits in educational institutions combined with decreases in government funding to Western universities during the neo-liberal era of capitalism have been an impetus for Western universities to seek ‘new markets’ beyond their borders. Third, the liberating of regional trade policies in services, including education, combined with the internationalization of education has enabled the cross-border movement of students, educators, and institutions. Fourth, the UAE’s unique demographic group mix, which consists of a majority of international expatriates, combined with significant government funding in the education sector and international partnerships has resulted in the rapid expansion of TNHE and IBCs.

In the 21st century, the universities are evolving to have new functions including entrepreneurship, innovation, value creation, to contribute to the Industrial Revolution 4.0 with the new patents. R&D is a sine qua non for the universities. R&D and design supports the production processes through information technology and the knowledge production based on technology contributes to a faster sustainable development. This explains the mutual benefit for both sides to establish regional cooperation among the universities. The Bologna Process supports such cooperation. R&D and innovation cooperation among the universities can further the development of Eurasian economies. This type of cooperation will universalize entrepreneurship and creativity based on an increased number of scientific research and innovation in agriculture, industry and service sectors. Developing R&D and innovation cooperation, utilizing the application opportunities, initiating common projects would also contribute to the internationalization and recognition of the universities. The Eurasian economies can increase their GDP and the level of welfare using their existing natural resources and the increasingly qualified human resources. The R&D and innovation activities of the universities will give them the leading role for producing qualified human resource and visionary leaders. This study discusses the opportunities for R&D and innovation cooperation among the potential universities in Turkey, Kazakhstan, Kyrgyzstan, Azerbaijan and Turkmenistan and the possible effects of such cooperation on the sustainable development. This research is a review of the possible sectors and the disciplines for R&D and innovation cooperation in the universities of these countries. The study develops common objectives, policies and strategy suggestions for possible cooperation and the projects.

Анотація:
The paper investigates the effect of prudential policies on sovereign bond vulnerability to global spillover risk in ASEAN-4 countries (Indonesia, Malaysia, the Philippines, and Thailand). Using a risk network among sovereign bonds, the direct effect is that markets with tighter prudential policies have significantly smaller spillovers from the Treasury yield shocks of other regional and global economies. Combining with indirect effects, prudential policies reduce sovereign spillover risks in the long term. These findings suggest prudential policies have dual efficiency in sovereign risk regulation and Treasury internationalization.

Why do the new economy and welfare societies recommend a new station on the long journey towards competitiveness initiated within the framework of “The Competitive Advantage of Nations”, published as long as 25 years ago? A little more than twenty-five years ago, the Basque Country decided to equip itself with its own development strategy, undertaking to meet the challenge of designing its own future. The Basque Country aspired to give itself the maximum degree of self-government as a nation without a State, following its release from a long dictatorship which had plunged it into autarchy and isolation from the Western democracies around it, limiting its ability and responsibility to shape its own destiny and to offer its Society the highest standards of welfare, facing one of the greatest economic, political and social crises of its history and suffering from the ravages of terrorism within an economy castigated by soaring unemployment above 25%, a drop in its GDP, the fall, like dominoes, of its key industrial sectors, locked into the monoculture of the steel and metal working industry, outside the Europe which was being constructed by the then Economic Community of the Six, marginalized as a peripheral area from the future axis and development of the so-called “blue banana” of the London-Milan backbone and with an incipient and inexperienced administration, full of youth and enthusiasm, and a business world undergoing conversion, learning to live with a trade union phenomenon that the former dictatorship had bypassed. Faced with this complex and exciting challenge, those of us who had the privilege of addressing the aforementioned proposal, interpreting (by means of our analyses, as well as the wish to make our desires and dreams come true) the main keys to explain the state of the world economy, the main trends of change and their foreseeable impact on the Basque economy (“What the world economy taught us”), began the task of defining what we call “A strategy for the modernization and internationalization of our economy and our Country” trying to give some meaning to the role expected of the new players (States, city-regions, provinces, etc.), a role in which our small Country, with features of a City-Region, a sub-national entity, an invertebrate area on the two sides of the Pyrenees, could assume the figure of co-protagonist and provide society with a prosperous future. We also needed the framework and tools desirable for tackling the success strategy. We identified the gap between the needs that would be generated by the new paradigms and the tools offered by the existing political-economic framework (contents, skills, potential developments), accompanied by our own Country-strategy, with special emphasis on the initiatives, factors and critical vectors our society would demand and its aspirations for well-being and development. Within this context, the Basque Government approached Michael E. Porter, his ideas and concepts of the moment, and we began a collaborative process (which lasts until this day), constructing much more than our “Competitive Advantage of the Basque Country” in a thrilling and unfinished “Journey towards Competitiveness and Prosperity”. The Basque Country enjoys the privilege of having been the first nation to apply, in a strategic and comprehensive manner, the concepts which, a few years later, came to light in the prestigious publication we celebrate today, titled “The Competitive Advantage of Nations”, which has inspired the design of numerous policies and strategies throughout the world, which has brought about a proliferation of followers, which has trained instructors and which has generated a large number of new researchers and academics, new policy makers, new instruments for competitiveness and extraordinary levels of prosperity throughout the world. Since then, we have shared our own particular project which, alive and changing, responds to the new economic and social challenges and conflicts by constructing and applying a Country strategy with distinctive achievements and results beyond our economic environment. It lies within the conceptual framework inspired by the complementary tripod of Michael E. Porter's conceptual movement in his Competitive Advantage (Competitiveness, Shared Value Initiative and Social Progress) and our contributions learned from day to day in keeping with our vocation, identity, will and commitment. It is a never-ending process based on a model and a way of understanding the former pledge to give ourselves a single strategy designed by and for people.
