This article examines the consequences of a “population-as-crisis” theme on the institutional configuration and resource endowments of health care services in an integrated Ministry of Health and Population Control in Bangladesh. The Ministry's focus on women as child bearers and its emphasis on sterilization supported by incentives has contradictory consequences as women become vulnerable to a limited health service and incentives encourage a focus on meeting sterilization targets. Both undermine people's access to and use of primary health care services. Findings from three studies, undertaken between 1978 and 1983, support the argument that despite international concern with preventive and promotive primary health care, simultaneous support for and emphasis on population control inhibits meeting the goals of a broad-based rural primary health care service.

This article provides an overview of EU Common Security and Defence Policy (CSDP) missions’ crisis management achievements and challenges since 2003, in connection with the European External Action Service (EEAS), the Civilian Planning and Conduct Capability (CPCC) Directorate, and their respective roles. The analysis describes and evaluates the changes in the overall political and security context and the EU’s approach, suggesting some of the consequences in the launch and implementation of civilian CSDP Missions. The article also discusses the evolution of the EU’s integrated approach to external conflict and crises, and its cooperation with other security actors. The concluding remarks compare achievements and shortcomings of ongoing missions against their mandates and objectives, outlining some selected EU initiatives which aim at improving the EU’s performance in crisis management situations.

Events in the year 2020 threw human service systems into chaotic states, threatening peoples’ lives and livelihoods. Before 2020, there were many profound challenges to human life that had been well documented by efforts such as the United Nations Sustainable Development Goals. The COVID-19 pandemic seems to be a “last straw” crisis that has destabilized modern human civilization. This article diagnoses various crises of human service systems (e.g., COVID-19, inequality, and climate change) and proposes the metaphor of service ecosystem health for reimagining service science in a postpandemic world. Service ecosystem health is defined as the interdependent state of private, public, and planetary well-being necessary for sustaining life. This article reimagines service science, broadens transformative service research, builds the service ecosystem health metaphor, outlines the Goldilocks Civilization thought experiment, and explores designing for a Goldilocks civilization. Because service is for humans, the ultimate objective is to elevate service science to uplift human well-being.

The International movement of traders, political envoys and soldiers is not new. But the late 20th century has seen an unprecedented growth in the activities of at least the first two groups. Increase in international mobility has been accompanied by growing interest in the psychological problems faced by these temporary migrants. It has prompted the development of specialised services for preparing expatriates before departure, and supporting them during their sojourn. Brussels is an example of an International centre with a huge expatriate population, and a demand for a dedicated telephone crisis service. This is the oldest, and one of the largest, services of this kind in Europe.

Offshoring in Business Services Sector Over the Business Cycle: A Case of Growth of the International Cooperation In this paper I analyze the role of business service offshoring in international cooperation over the recession. In business services - as described in Schumpeterian literature - external restructuring including resource and production relocation is more intensive during recession periods while intensive internal restructuring accompanies expansion periods. As external restructuring encompass business processes fragmentation and offshoring of services, I also argue - taking into account historical evidence - that current economic crisis would result in growing service offshoring in business service sector. I expect that many financial institutions would relocate part of their business processes abroad, where operating costs are lower, as they find that external restructuring via offshoring is the way to survive. This, in turn, will be the most possible result in growth of service offshoring projects located in CEE and Asia, as these two locations were the most attractive ones in recent years for service offshoring. The process is reflected by growth of FDI outflows from developed economies to CEE and Asia as well as growth of business and IT services trade between the mentioned economies. However, I also expect that in short run (one year perspective) we will experience tremendous decrease of FDI flows including investment in service offshoring, nevertheless the share of FDI flows related to service offshoring in total FDI flows will increase.

The losses that are being incurred of the Earth's biological diversity, at all levels, are now staggering. The trend lines for future loss are steeply upward as new adverse drivers of change come into play. The political processes for matching this crisis are now inadequate and the science needs to address this issue are huge and slow to fulfil, even though strong advances have been made. A more integrated approach to evaluating biodiversity in terms that are meaningful to the larger community is needed that can provide understandable metrics of the consequences to society of the losses that are occurring. Greater attention is also needed in forecasting likely diversity-loss scenarios in the near term and strategies for alleviating detrimental consequences. At the international level, the Convention on Biological Diversity must be revisited to make it more powerful to meet the needs that originally motivated its creation. Similarly, at local and regional levels, an ecosystem-service approach to conservation can bring new understanding to the value, and hence the need for protection, of the existing natural capital.

Background and context: The use of radiotherapy in developing countries is slowly gaining momentum but the gains are accompanied by some pitfalls. The breakdown of a teletherapy (cobalt 60) machine in Uganda is an example of the challenges to be considered while expanding access to treatment. It was a major test for the country and the Uganda Cancer Institute the agency of government responsible for provision of cancer services. It attracted a national and international outcry. This unprecedented response was based on the importance a seemingly old equipment in Kampala was playing in the entire region (Kenya, Tanzania, Rwanda, Burundi, Democratic Republic of Congo and southern Sudan). However, the manner in which the crisis was handled demonstrated clearly how to turn a misfortune into an opportunity given the many lessons learnt. Aim: In this paper we aim to highlight how the breakdown of the equipment triggered a major crisis and the response to the crisis resulting in the restoration of services within a reasonable time frame. We also want to show the long-term service modernization and expansion drive this has triggered within Uganda and the entire region. Strategy/Tactics: The restoration process comprised planning, decommissioning, renovation, security and safety systems, procurement of new machine, installation and commissioning. As this was ongoing there was the need for care provision for patient in need. Concurrently undertaken was public reassurance through building confidence and trust in the capacity for speedy restoration of services. Program/Policy process: All these steps were taken collaboratively within country, region and internationally. In the region there was support from the Aga Khan University Hospital Nairobi and internationally, technical support from the IAEA. Outcomes: Service has been fully restored, a new teletherapy cobalt machines installed and commissioned. The machine has modern capabilities compared with the previous. So far more than 200 patients have been treated. The numbers of patients are steadily increasing hence the government has embarked on modernization and expansion of the radiotherapy services in the country. What was learned: The breakdown of Uganda's radiotherapy machines has provided lessons that are important for handling health system operational crisis which may occur as we try to build complex delivery systems. It provided lessons that are important in the drive for expansion of radiotherapy services in developing countries. In particular that benefit of investments in modern equipment transcends national boundaries. Secondly how to limit potential impact of major crisis through regional and international collaboration. Further that the needs of patients is central in crisis management. Finally need to consider pooling infrastructure investments in tackling NCD's such as the East Africa's centre of excellence for skills and tertiary education project of the East African community.

This dissertation produces the first attempt to bring the work of sociologist Pierre Bourdieu and the political theory literature on citizenship into dialogue with the scholarship on American empire in the field of International Relations (IR). It explores how the United States’ quest for global pre-eminence, mirrored by the war in Iraq, reveals and exacerbates the social wounds at the seams of American society. To do this, it introduces three new concepts to the field of International Relations. It builds on historian Christophe Charle’s sociological framework of “imperial society” and “national habitus” (2001, 2004 and 2005) and introduces an original concept, the field of citizenship, to examine social conflict over the distribution of military sacrifice amongst citizens in the United States. Finally, it explores these tensions by looking at multiple documentary sources, including over 200 newspaper articles, 60 testimonies about the war from soldiers and their relatives, congressional documents, and military manpower policies.

Ce mémoire ré-explore la thèse de la centralisation du pouvoir aux niveaux supranational (UE) et national (Allemagne) lors de la crise des migrants de 2015. Cette thèse est largement étudiée et reconnue dans le domaine de la gestion des crises et prend place soit par une approche descendante - les niveaux supérieurs agissent unilatéralement - ou par une approche ascendante - les niveaux inférieurs délèguent aux rangs supérieurs. Au cours de la crise des migrants de 2015, il est attendu que la centralisation aux niveaux national et supranational prenne place avec l’intensification de la crise et par une approche descendante. Le document examine la crise de manière quantitative et présente une analyse de contenu chronologique de 94 déclarations officielles de la Commission Européenne et du gouvernement allemand. Les résultats obtenus confirment la validité de la thèse de la centralisation du pouvoir, son lien à l’intensification de la crise ainsi qu’une approche ascendante.
This research paper assesses the well-known centralization-of-power thesis and analyses it at both the supranational level (European Union) and the national level (Germany) during the 2015 migrant crisis. The centralization-of-power thesis is a widely studied and recognized phenomenon in the field of crisis management building on the subsidiarity principle saying that power tends to be centralized in the hands of the highest ranks of a hierarchy when lower ranks are unable to cope with a crisis. The centralization can either take place through a top-down approach – highest ranks take the lead unilaterally – or a bottom-up approach – lowest ranks deliberately delegate power to the higher ranks. According to this thesis, in the case of the 2015 migrant crisis it is expected that the centralization of power happened at both the national and supranational levels as the context aggravated but also through a top-down approach, due to the complex context of the European Union and the highly decentralized structure of German federalism. The paper first examines the 2015 migrant crisis from a quantitative standpoint, tracing its evolution and aggravation. It also presents a computer-assisted content analysis of 94 official statements issued by the European Commission and the German Federal Government’s officials in response to the 2015 migrant crisis. The paper then provides a detailed analysis of the qualitative and quantitative evidence recovered that led to three main conclusions. Firstly, the centralization of power is observed at both the supranational and national levels during the 2015 migrant crisis, but in significantly different ways. Secondly, the centralization of power can be seen as triggered by the aggravation of the context and to the intensification of the crisis. Lastly, it was put into place as a top-down approach; it was German and European’s high officials that took over the crisis management effort and constrained lower levels of government to act accordingly.

This research advances our theoretical understanding of COO effects, and more specifically their cognitive and emotional/affective influences, in an international services organisation crisis context. This is achieved via decomposing the COO construct into cognitive and affective (positive and negative) country and people image i.e. country image cognitive, country image affective positive, country image affective negative, country person image cognitive, country person image affective positive and country person image affective negative (CIC, CIAP, CIAN, CPIC, CPIAP and CPIAN). Specifically, the study investigated the capacity of these distinct dimensions of COO to shape organisational trust and distrust (OT/OD) following a services crisis event in both a developed and emerging economy. The study also examined the extent to which consumer cultural congruence and country familiarity moderate the proposed relationships between COO effects and OT/OD. Lastly, this research contributes to a better understanding of the flow-on effects to subsequent consumer perceptions of attribution of blame for the event and consumer behavioural outcomes (such as future purchase intention and willingness to pay the same price or more post event). The proposed conceptual framework was tested in two divergent geographical and cultural locations (Australia and India). The research is comprised of both qualitative and quantitative methodologies. Qualitative findings provided stimuli for the quantitative stage employing an experimental study design. The final design (quantitative) employed 16 crisis scenarios based on various stimulus used in this study. Structural equation modelling (SEM) and comparison of means testing were used to analyse the data. The results of this study showed that an organisation’s home country and its people image both cognitive and affective (negative and positive), have the ability to significantly influence OT/OD and their subsequent influence on attribution of blame and consumer behavioural outcomes for a crisis event. Comparison of means testing showed that the service organisation with negative country image (China) consistently and significantly faced greater risk as compare to the organisation with positive CI (England). Subsequently, those organisations suffer lower levels of OT and higher levels of OD which, ultimately, leads to higher attribution of blame and diminished purchase intentions. Moreover, attribution of blame was higher for the intentional crisis with denial as response type tested and lower for the victim crisis along with apology as a response type tested. Additionally, for all crisis type tested, between the English and the Chinese service organisations, the organisation from developed country was strongly preferred each time. Additionally, the results of this study suggest that consumers show more trust towards service providers and their products when they feel a greater level of cultural congruence.

Airlines’ Catering Industry, known as Flight Kitchen, holds an indispensable position for providing cabin service to Airlines. Prepared meals within the kitchen then uploaded the meals to the aircraft galley for flight attendants reheat meals before serving passenger. Quite a few larger food industries have developed their own central kitchens recently. People understand more about how the central kitchen works and you also can find some research papers studied about it, but not about the flight kitchen. The main operation procedures between central kitchen and flight kitchen are basic the same, except for the menu design, preparation, transportation, management, marketing, and customer services are much more simplified for central kitchen. Airline Catering Industry basically is a closed market because you have to acquisition a special permission to be able to operate and it’s highly rely on Airlines. Flight Kitchen has been managed stably with the same marketing method for a long time. Facing the difficult managing situation caused by international financial crisis and high oil price, Airlines’ Catering Industry has to figure out a new managing model and market for survive. This study is based on theoretical perspectives from the resources of Airlines Catering Industry in accordance to measure. And how Airlines’ Catering Industry can use the company''s core resources to develop sustainable competitive edge to make company be a more flexible and competitive enterprise.

This study analyses the application of a community based intervention, the Care Group (CG) model, in relief work in Somalia and South Sudan. On the basis of expert interviews and a variety of documents it was researched whether the CG model is applicable to the context mentioned or if adaptations would be necessary. An increase in prolonged crises challenges humanitarian action to adapt relief work to longer-term interventions. The concept of combining the strengths of development cooperation and humanitarian action - Linking Relief, Rehabilitation and Development - is looked at in this study. Furthermore, for example, the asset-based community development approach, humanitarian work and characteristics of a protracted crisis were explored as the theoretical back-ground. The findings and the conclusion of this research may provide inputs for other humanitarian NGOs that are working in chronic conflict situations and being confronted with the need to introduce a long-term method for Behaviour Change Communication.

AbstractIn this chapter, I reflect upon the theoretical and political implications of the so-called ‘refugee crisis’ both in terms of governance and sovereignty. The analysis that follows is based on empirical material, namely in-depth semi-structured interviews with different relevant stakeholders, i.e. representatives of authorities, such as the former Ministry of Migration Policy and the Asylum Service, representatives of EU agencies, such as Frontex and DG ECHO, as well as volunteers and activists from Greece and other countries, like Turkey, Spain and the United States of America. I focus on pre-existing and emerging internal contradictions between different actors who have been dealing with refugees. In other words, I try to capture the contingent character of new geographies of control that occurred with the establishment of the ‘hotspot approach,’ in correlation with the shifts in state sovereignty as it has been repositioned through the active involvement of non-state actors – from non-governmental organisations to international organisations and EU agencies – in the refugee/migration management.

AbstractWith the unveiling of the 2019 National Strategy for Integration, Greece entered its third decade as a host country for immigrants, applicants and beneficiaries of international protection. Even though inflows of immigrants are recorded since the early 1990s, it took more than a decade for the issue of immigrant integration to be raised in the political agenda. This contribution provides for an assessment of the past 30 years, in terms of analysing the evolving legal and policy framework. In addition, it evaluates the proposed and implemented measures that aimed into facilitating immigrant integration. Historically, the 1991–2000 period was characterised by a repressive approach towards immigration and strict control measures, without any provisions for integration. During the years that followed (2001–2008), the first comprehensive immigration laws were presented, as did two Actions Plans on the social integration of immigrants. The 2008–2015 period was marked by the severe economic crisis that affected Greece, and resulted in dis-integrating part of the immigrant population. Finally, the current period is defined by the long-lasting effects of the 2015–2016 refugee crisis. As such, the latest in a long series of National Strategies for Integration was unveiled, while the HELIOS programme was launched, aiming to facilitate the integration of beneficiaries of international protection. Summarising, this chapter argues that even though lip service is paid to the concept of immigrant integration, a coherent and proactive policy for immigrants’ integration in the Greek society was almost never a Greek state’s priority.

AbstractGlobally there is a care crisis in terms of the quantity of care needed for an aging population and the quality of both the care provided and work conditions of those providing this care. The COVID-19 pandemic has exposed and heighted this crisis of care. In this chapter we review the issue with a particular focus on long-term care (LTC) facilities and the type and skill mix of labour, including the degree to which immigrant workers are over-represented in this sector. We offer some conceptual reflections on elder care as a matter of social justice and ethics in terms of those needing and providing care. These concerns take on a specific global dimension when we understand the transnationalisation of care, or the care provisioning function of what are termed global care chains. We contextualise how this migrant labour is positioned within this sector through international comparisons of funding models for LTC, which also allows us to understand the structural conditions within which this globally-sourced workforce is positioned. We then highlight two significant contributing factors to the current LTC crisis that were intensified and exposed during the COVID-19 pandemic using Ontario, Canada, as an example: the role of the private sector and the unsustainable extraction of profits from this service, and the gendered and racialised devaluing of migrant labour so essential to the sector.

AbstractSwiss tourism relies heavily on international clientele to book rooms and purchase goods and services. However, from March to June 2020, due to the COVID-19 pandemic, travel and subsequent bookings slowed and, in some cases, stopped altogether. Based predominantly on Situational Crisis Communication Theory (SCCT), this paper investigates Swiss hotels’ messages on their official Facebook pages and the SCCT strategies they employed during this crisis. The findings from 48 independent four- and five-star hotels show that the Victimage strategy was the most often employed when communicating about the COVID-19 pandemic in general. Further, most hotels published positive messages during this period (68%) and strongly emphasized their roles as victims at this time. Only 5% of the messages posted were negative messages. Hotels ‘blamed’ the government and the sanitary measures for their closing or reduced services. The findings presented here contribute to the literature by offering a pattern of crisis responses from Swiss hotels in the early period of the pandemic. These results are currently being updated with the messages communicated in the 12 months since the beginning of this study. The findings of this crisis communication during an early stage of the pandemic will be used to make concrete recommendations for the strategies that should be implemented in the future if the COVID-19 crisis continues or when faced with other crises.

Globalization movements around the word caused countries to be faced with crisises successive. The financial sector has seen major losses from economic crises. Developments in the aftermath of the economic crisis has led to some changes especially in the banking sector, furthermore leading to the growth of the financial sector. In recent years, after the international economic, financial, technological and social developments, activities of banks have increased. Banks, in line with improving economic conditions and changing customer demands have been restructured in order to provide the best service to customers. First, banks increased product, service, quality, variety, technological advances, demand for advertising expenditures, customer satisfaction and efforts on risk management. After 1980, the Turkish banking sector entered a rapid change period in technology, by taking advantage of the facilities to be brought. However, when crises in November 2000 and February 2001 have been added to the previous problems in the banking system, sector has become more fragile. After the 2001 crisis the banking sector has entered the configuration process. The aim of this study is to investigate in detail the process of rapid change after the 2001 crisis, by comparing with the pre-crisis and after the crisis of Turkish banking sector in 2001. In this study, banks in the market will be examined within the framework of a lot of different topics. The changing face of the banking sector after the 2001 crisis in Turkey will form the basis of the study.

Remittances constitute a significant safety net for millions of households in Latin America and the Caribbean (LAC). Consequently, changes in international transfers can be a crucial agent of transmission of the COVID-19 induced economic crisis from richer to poorer nations and from urban to rural areas. Relying on data on queries to the search engine Google between December 2018 and July 2021, this study looks at the evolution of demand for in-person versus digital international transfer services and evaluates if take-up rates of different types of service providers trace the initial drop and subsequent rebound of remittances. The recovery of remittances was accompanied by a modest and temporary increase in the interest in digital mechanisms for sending money to home countries, which is accompanied by lower demand for brick-and-mortar service providers.

This rapid literature review explores how to maintain essential state functions and basic service delivery during escalating conflict situations. It draws on literature and ideas from various overlapping agendas including development and humanitarian nexus; development, humanitarian and peacebuilding nexus (the “triple nexus”); fragile states; state-building; conflict sensitivity; resilience; and conflict prevention and early warning. There has been an extensive exploration of these ideas over the past decades: as the international development agenda has increasingly focussed on the needs of fragile and conflict-affected contexts (FCAS); as violent conflicts have become more complex and protracted; as the global share of poverty has become increasingly concentrated in FCAS highlighting the need to combine humanitarian crisis strategies with longer-term development strategies; as threats emanating from FCAS increasingly affect countries beyond those states and regions e.g. through serious and organised crime (SOC) networks, migration, terrorism, etc; and as global trends like climate change and demographic shifts create new stresses, opportunities, and risks.

Indonesia is facing a learning crisis. While schooling has increased dramatically in the last 30 years, the quality of education has remained mediocre (Rosser et al., 2022). Teacher capability is an often cited weakness of the system, along with policies and system governance. Approaches focused primarily on adding resources to education have not yielded expected outcomes of increased quality. “It is a tragedy that in the second decade of the twenty-first century, some children in Indonesia are not completing primary school and are turned out into the workforce as functional illiterates.” (Suryadarma and Jones, 2013; Nihayah et al., 2020). In the early 2000s, Indonesia began a process of decentralising service delivery, including education, to the district level. Many responsibilities were transferred from the central government to districts, but some key authorities, such as hiring of civil service teachers, remained with the central government. The Indonesian system is complex and challenging to manage, with more than 300 ethnic groups and networks of authority spread over more than 500 administrative districts (Suryadarma and Jones, 2013). Niken Rarasati and Daniel Suryadarma researchers at SMERU, an Indonesian think tank and NGO, understood this context well. Their prior experience working in the education sector had shown them that improving the quality of education within the classroom required addressing issues at the systems level (Kleden, 2020). Rarasati noted the difference in knowledge between in-classroom teaching and the systems of education: “There are known-technologies, pedagogical theories, practices, etc. for teaching in the classroom. The context [for systems of education] is different for teacher development, recruitment, and student enrollment. Here, there is less known in the public and education sector.” Looking for ways to bring changes to policy implementation and develop capabilities at the district level, SMERU researchers began to apply a new approach they had learned in a free online course offered by the Building State Capability programme at the Center for International Development at Harvard University titled, “The Practice of PDIA: Building Capability by Delivering Results”. The course offered insights on how to implement public policy in complex settings, focused on using Problem Driven Iterative Adaptation (PDIA). The researchers were interested in putting PDIA into practice and seeing if it could be an effective approach for their colleagues in government. This case study reviews Rarasati and Suryadarma’s journey and showcases how they used PDIA to foster relationships between local government and stakeholders, and bring positive changes to the education sector.

As the needs of people affected by conflict, natural disasters and other crises grow year-on-year and become increasingly complex, the need for adapted service delivery has become ever more pressing. There is widespread recognition that top-down, externally driven support to service delivery is ineffective in reaching vulnerable populations in need of humanitarian support. Increasing strategic engagement by and with local actors is now an accepted norm for effective international humanitarian action (Metcalfe-Hough et al., 2021). International commitments have been made to improve the provision of services in protracted crises. A body of literature indicates that engaging local actors in service delivery is one of the main ways to achieve improved service delivery. Despite the general acceptance of this principle, progress in achieving more localised responses to protracted crises has been slow. Evidence on how services can most effectively reach those in need is limited.This report reviews available guidance and evidence on the role of local actors in delivering services to those in need of humanitarian support in protracted crises. The report begins with a brief overview of the evolving discourse on the need for better strategies to incorporate local actors in the delivery of services. The following sections review the available evidence on the different ways local actors have been involved in the delivery of basic services in protracted crises. Section 3 examines local actors’ role in identifying the needs of affected communities. Section 4 examines the role of local actors in the effective coordination of service delivery. Section 5 discusses their role in transparency and accountability, and section 6 considers how local actors’ engagement can contribute to the mitigation of further conflict. Much of the literature in this area takes the form of guidance documents produced by international organisations working in humanitarian action. Some of this guidance refers to case study evidence. Still, most appear to refer to stakeholders’ experiences and conceptual approaches to how service delivery happens in protracted crises. There are a range of instruments that have been deployed to improve service delivery in protracted crises – some of which are referred to in this report – which could be formally evaluated to contribute to the evidence base on how such programmes effectively address the needs of vulnerable groups in need for humanitarian support.

Restrictions on the banking sector are having a growing adverse impact on the flow of funds to humanitarian agencies and assisting communities affected by humanitarian crises has also become much more difficult and costly. Delays, refusals of transactions by financial institutions and outright bank account closures worsen humanitarian crises by delaying aid distribution response times. The inability to channel funds and critical financial services into countries in humanitarian crisis prevents life-saving humanitarian assistance from reaching those who need it most. The absence of legal transfer channels means the financing vacuum is often filled by illicit means, which can facilitate the spread of crime and corruption (ODI, 2021). Humanitarian organisations have turned to a variety of transaction channels due to disruptions in legitimate transfer mechanisms. Without these alternative money transfer channels humanitarian organisations have been unable to run some parts of their programming. Countries around the world have endured over a year of extreme uncertainty in the context of the COVID-19 crisis, and economies in the Caribbean have suffered more than most. But with the increasing availability of vaccines and prospects for a resumption of international travel, light is emerging at the end of the Pandemic tunnel. With this in mind, The Inter-American Development Bank Caribbean1 Departments most recent Quarterly Bulletin reviews the latest available information regarding the crisis impacts on citizens, their economies, and key factors that will determine the speed and depth of recovery. As also discussed in previous editions, prospects for tourism-dependent economies will depend heavily on vaccine penetration and border normalization in source countries particularly the United States and Western Europe, while commodity-intensive economies could benefit from upward revisions to global demand growth estimates. All countries in the region can do much to support a rapid recovery through forward-looking policies aimed at ensuring they are well positioned to take advantage of post-Pandemic preferences with respect to travel and tourism, services trade, and investment. Our latest report considers these issues, what may lie ahead, and how counties can best position themselves for a recovery in 2021 and beyond.

Despite the significant impact of the pandemic’s fourth wave, Vietnam’s overall strategy was seen as well planned with one of the lowest infection rates globally in 2020–2021. In June 2019, an estimated 540,000 Vietnamese migrant workers were recorded working legally in 40 countries and territories, making Vietnam a major labour exporter and one of the top ten countries to receive international remittances. Our research shows how Vietnam’s Covid-19 policy response has influenced Vietnamese migrant workers and counter-trafficking work, particularly in border areas. The research discussed four main findings. Firstly, border closures left many overseas migrant workers vulnerable and led them to rely on people smugglers. Secondly, the suspension of commercial international flights and a lack of transparency and favouritism in allocating seats on repatriation flights left many stranded. Thirdly, the national pandemic response plan suffered from limitations. Lastly, Covid-19 policies have led to new trafficking trends and challenges. Based on this evidence, the research suggests that digitalising and modernising social services could strengthen the inclusion of vulnerable groups, simplify the administrative and management process, save costs, and reduce corruption. Participation of vulnerable groups, especially ethnic minorities and overseas migrant workers, including fishers, should be ensured in national policy design and local implementation. Additionally, improving transparency and accountability of support systems could help gain citizens’ trust in the government, which would be beneficial for future crisis responses.

In August 1992, the International Rescue Committee (IRC) at the request of the United Nations, the United Nations High Commission for Refugees, and the Kenyan Government, initiated a primary health care program in the Kakuma Refugee Camp. Since then, the population of the camp has continued to grow, and activities have moved from a crisis to a maintenance phase. In January 1997, IRC assumed the additional responsibility of the camp hospital, bringing the entire health sector under their management. IRC's programs focus on maintaining and improving public health and promoting self-reliance, particularly of the most vulnerable communities. This project focuses on emergency contraception as an aspect of the reproductive health (RH) needs of refugee women and men of reproductive age. The project will especially target the large adolescent community currently resident in the camp. The objective is to contribute to the improved quality of RH services for refugees and the local Turkana population in Kakuma through operations research on the introduction of emergency contraception. This report presents findings from the baseline survey.

The growing scope, frequency, and complexity of forced displacement, both inside and outside of countries, has pushed donors and other development groups to rethink their approaches to humanitarian crises, particularly on refugee response. Financial inclusion is widely regarded as a particularly critical tool that development organisations can employ to mitigate the catastrophic impact of humanitarian crises on refugees. Financial inclusion would provide a wide range of financial products – such as savings, remittances, loans, and insurance – to both refugees and citizens of host countries, which are critical for disadvantaged populations seeking to mitigate shocks, acquire assets, and support local economic development. Changes in how humanitarian aid is distributed are opening the path for greater financial inclusion. Donors and humanitarian organisations are shifting away from emergency cash transfers and toward digital payments via electronic cards. This opens new opportunities to connect refugees and displaced people to a bigger pool of financial services. This rapid literature review summarises the available evidence on toolkits that assist the response by humanitarian and development agencies to financial inclusion of refugees. In addition to the documents defined explicitly as “toolkits”, it also includes reports and online articles which contain useful guidance, since there were few “toolkits” available. Generally, there is lack of resources that directly address the query, i.e., “financial inclusion” in a “refugee response” context. Although there is a growing literature and evidence on the financial inclusion theme, much of it does not directly relate to refugees. Furthermore, most guidance notes and toolkits prepared for refugee response by humanitarian/development agencies do not directly and explicitly deal with financial inclusion, but rather focus on operational and programming issues of wider relief responses. The review is presented as an annotated bibliography format and includes toolkits, guidance notes, technical reports, and online articles by humanitarian and international development agencies.
