AbstractHow does rhetoric work in the pursuit of political projects in international relations? This article analyzes how rhetoric-wielding political actors engage in reasoning to bolster their position by drawing upon norms that underwrite interactions, and audiences as scorekeepers evaluate the reasoning by making a series of inferences. I call this mechanism rhetorical reasoning. Building on the existing classification of norms in constructivist international relations (IR) and utilizing three distinct norm types – instrumental, institutional, and moral – I show the different processes through which political actors deploy rhetoric to legitimize and justify political projects and the distinct logics through which scorekeepers make inferences and evaluate the project. This article contributes to IR theories of argumentation by providing a sharp conceptualization of political rhetoric and actor–audience relationships in the game. I illustrate the mechanism of rhetorical reasoning using Brazil's UN peace enforcement operation in Haiti in 2004 to give empirical evidence for the role of institutional norm type in patterns of rhetorical reasoning and contestations in international politics. Paying attention to political rhetoric in the actor–scorekeepers' relationships in this way clarifies important issues regarding the varieties of political projects and the different role of normativity in the game.

When the focus is on meaning making, language, rhetorical argument, and persuasion, there is enormous potential to see how public relations theory and practice in external organizational rhetoric can serve community interests—or not. Rhetoric (as the discourse) and public relations (as the enactment of that discourse) are essential to building and sustaining a society as a good place to live because they create various types of social capital. This article describes the various relationships among international and indigenous NGOs, business organizations, and community activists in facilitating (and, at times, frustrating) dialogue in Jordan. It offers an example of how social capital may be created when rhetors using public relations advocate in ways that enhance the capacity of local governance and make their community a better place to live.

Abstract The rhetoric of any academic discipline can involve epistemic distortions and blind spots, including a tendency to obscure systemic racism. The doctrine of political realism from the discipline of International Relations is an influential example. Realism relies on several rhetorical devices, including a structural distinction between rhetoric and reality, a modality of abstraction, and the trope of anarchy/hierarchy. These provide both a compelling theoretical framework and a discursive program that obscures race and racism. Realist discourse operates further through several dimensions of rhetorical salience that are modulated by changes in context. Foreground, background, ambient, and ontic salience provide multiple registers for inscribing realism. Realism's lack of reflexivity in disciplinary, governmental, and public arenas adds to its power and its defects. Exposing the rhetorical constitution of realism and its architecture of non-knowing raises challenges not only for realism but also for rhetoric. These include avoiding the inscription of realism and racism within rhetorical inquiry and avoiding epistemic hubris in the self-definition of rhetoric as a discipline.

AbstractIn several key passages in Thomas Hobbes's understudied translation of Thucydides's History of the Peloponnesian War, Hobbes's Pericles directs audiences to distrust rhetoric in favor of calculative self-interest, inward-focused affective states, and an epistemic reliance on sovereignty. Hobbes's own intervention via his translation of Thucydides involves similar rhetorical moves. By directing readers to learn from Thucydides, Hobbes conceals his own rhetorical appeals in favor of sovereignty while portraying rhetoric undermining sovereignty as manipulative, self-serving, and representative of the entire category of “rhetoric.” Hobbes's double redescription of rhetoric is an important starting point for an early modern project: appeals that justify a desired political order are characterized as “right reason,” “the law of nature,” or “enlightenment,” while rhetoric constituting solidarities or publics outside the desired order is condemned. Hobbes's contribution to this project theorizes rhetoric as a barrier to individual calculations of interest, placing a novel constraint on political life.

Abstract: The article is an attempt to analyse the features of Georgi Parvanov’s presidential rhetoric. The presidential institution is presented in the context of civil society in Bulgaria as well as in connection with its regulation by the Bulgarian Constitution. The assumption is that the presidential rhetoric has a role on national and international levels. The metho¬dology includes discourse analysis, genres analysis and relations between rhetoric and society, person and roles in accordance with juridical norms and institutional requirements. The hypothesis is that every single presidents’ rhetoric has individualistic features, specific language and approach to present ideas, concepts and proposals. The rhetorical tools have been presented in speeches delivered during President Parvanov’s two man¬dates. The conclusion is that the presidential rhetoric has a connection with the character and experience of the President. Keywords: presidency, president, presidential rhetoric, society, factors, rules.

Анотація:

Abstract Chen Kui was a scholar-official of the Southern Song dynasty. He published the Wen Ze (here translated as The Rules of Writing) in 1170. This book is commonly described by Chinese scholars as China’s first systematic account of Chinese rhetoric. The book comprises ten chapters, covering aspects of rhetoric and composition, including the use of rhetorical devices, the functions and methods of citation, and the importance of using everyday language. Despite its acknowledged importance by Chinese scholars, The Rules of Writing’ remains comparatively unknown, even within China. This article will focus on three topics discussed by Chen Kui that I hope will be of interest to applied linguists and to teachers of academic writing, especially those involved in the teaching of academic discourse to international students of Chinese background. The three topics are: the appropriate use of language; the sequencing of argument when writing discursive texts; and the methods and uses of citation. It will be argued that writing styles are a product of the age in which they develop, and that these styles change significantly over time, no matter in which culture they may be set. Principles of Chinese rhetoric as discussed here have their counterparts in other rhetorics. They are not uniquely Chinese.

In this dissertation, I study the process of gaining public consent about a security threat, or threat legitimation. Threats require legitimation because they are social facts and not objective truths or subjective perceptions. I argue rhetorical resources and strategies affect threat legitimation. Political actors deploy rhetorical resources and strategies in order to generate consent. The rhetorical resources connect together the rhetorical resources to construct a threat narrative used in the public debates. Moreover, I argue that the media environment influences how rhetorical strategies affect threat legitimation, acting as a conditional variable. Therefore I trace the threat narratives in six episodes in the history of United States foreign policy. Through process tracing, I highlight how rhetorical resources and strategies changed the public debates and level of consent about a threat, and how the media environment influenced these rhetorical strategies.

Following 9/11, U.S. immigration law and policy toward international students in the U.S. dramatically changed. Post-9/11, the government instilled restrictive policies, including a tracking program (SEVIS), to closely monitor international students because these students were viewed as possible terrorists. Additionally, the government replaced the Immigration and Naturalization Service (INS) with a new enforcement agency, Immigration and Customs Enforcement (ICE). The elimination of INS was part of a major reorganization of the executive branch, which consolidated Federal departments and agencies into a single Department of Homeland Security, whose mission is to prevent terrorist attacks within the U.S. and reduce U.S. vulnerability to terrorism. This dissertation examines the interactive nature of a transformative event, such as 9/11, discursive strategies, and organizational design in promoting these changes. This project further explores the effect of such changes in law, policy, and government structures on language and meaning. To probe the interrelationship between material events, discourse, and organizational structure, I used three theories of rhetorical analysis: kairos, frame theory, and genre analysis. Each theory provided a different level of analysis to examine the narrative of international students in the post-9/11 United States. Collectively, these three methods offered a systematic and sustained way to examine the story of international students in a time of transition. These three methods expose a process in which material events and discursive practices led to organizational change that then acted as a rhetorical device to replace discursive practices. The new organization created new understandings of social and cultural situations and influenced language and the ability of individuals to promote and curtail argument. This study reveals that rhetoric is not confined to discourse and language. Discourse and organizational change can become so intertwined that organizational change seamlessly replaces discourse and therefore must be considered in rhetorical analysis. While my work has focused particularly on legal institutions and on how institutional change within the executive branch of the United States affected the meaning associated with “international student,” this work has implications for the study of institutions and organizations generally. Furthermore, this work demonstrates the need to consider organizational change in rhetorical analysis.

The dissertation traces the trope of the incomplete character in four twentieth-century cosmopolitan novels that reflect European colonialism in a global context. I argue that, by creating characters sharply aware of the insufficiency of the Self and thus constantly seeking the constitutive participation of the Other, the four authors E. M. Forster, Samuel Beckett, J. M. Coetzee, and Congwen Shen all dramatize the incomplete character as an agent of postcolonial resistance to Western humanism that, tending to enforce the divide between the Self and the Other, provided the epistemological basis for the emergence of European colonialism. For example, Fielding's good-willed aspiration to forge cross-cultural friendship in A Passage to India; Murphy's dogged search for recognition of his Irish identity in Murphy; Susan's unfailing compassion to restore Friday's lost speech in Foe; and Changshun Teng, the Chinese orange-grower's warm-hearted generosity toward his customers in Long River--all these textual occasions dramatize the incomplete character's anxiety over the Other's rejection that will impair the fullness of his or her being, rendering it solitary and empty. I relate this anxiety to the theory of "posthumanism" advanced by such thinkers as Marx, Bakhtin, Sartre, and Lacan; in their texts the humanist view of the individual as an autonomous constitution has undergone a transformation marked by the emphasis on locating selfhood not in the insular and static Self but in the mutable middle space connecting the Self and the Other.

This study engaged in pushing the current political limitations created by the political impasse of the Palestinian-Israeli conflict, by imagining new possibilities for radical political change, agency, and subjectivity for both the international activists volunteering with the International Solidarity Movement as well as Palestinians enduring the brutality of life under occupation. The role of the witness and testimony is brought to bear on activism and rhetoric the social movement ISM in Palestine. Approaches the past studies of the rhetoric of social movements arguing that rhetorical studies often disassociated 'social' from social movements, rendering invisible questions of the social and subjectivity from their frames for evaluation. Using the testimonies of these witnesses, Palestinians and activists, as the rhetorical production of the social movement, this study provides an effort to put the social body back into rhetorical studies of social movements. The relationships of subjectivity and desubjectification, as well as, possession of subjects by agency and the role of the witness with each of these is discussed in terms of Palestinian and activist potential for subjectification and desubjectifiation.

Анотація:

Within political discourse, tropes of ability and disability are rhetorically applied in a way that stigmatizes particular individuals or groups by associating the targets of such rhetoric with preexisting normative perspectives framing able-bodiedness as valuable, and disability as undesirable. By analyzing Brenda Connors’ diagnosis of Putin as having Asperger’s syndrome, I argue the language used in her Pentagon funded report constitutes a form of dis/ableist polemical rhetoric. Incorporating Michel Foucault’s scholarship concerning biopolitics, governmentality, and madness, as well as relevant critical disability studies scholarship, I outline how an instance of polemical discourse can invoke disablist and ablest discourses for polemical rhetoric. Ultimately, I argue that dis/ableist polemical rhetoric outlines the role that categories of ability and disability play in international relations and domestic political discourse, which I suggest has important theoretical implications for political communication, critical disability studies, and Foucault scholarship.

Is anti-China rhetoric an effective strategy in U.S. presidential campaigns? If the answer is Yes, then to what extent does anti-China rhetoric affect them? If the answer is No, then why have so many presidential candidates used anti-China rhetoric in recent campaigns? Is anti-China rhetoric only election-driven? Is it also policy-driven? Do presidential candidates use anti-China rhetoric to seek voter support, as well as propose changes in U.S. foreign policy towards China?

Conventional wisdom and scholars like Robert Sutter suggest that foreign policy has little effect on American presidential elections and anti-foreign rhetoric by presidential candidates does not matter to American foreign policy and foreign relations. In this dissertation, however, I argue the opposite that anti-China rhetoric exercises significant influence on American presidential elections and foreign policy towards China. The dissertation addresses two fundamental questions: 1) what is the effect of anti-China rhetoric on American presidential elections? And 2) what is the effect of anti-China rhetoric on American foreign policy towards China, American public opinion towards China, and U.S.-China relationship? To answer the first question about elections, I focus on televised campaign commercials and statistically estimate the effect of anti-China rhetoric on seeking voter support in the presidential election. The data I examine come from the “Wisconsin Advertising Project” and various election polls in 2008. I answer the second question about foreign policy by exploring the contents of anti-China rhetoric in campaign activities including ads, candidates’ speeches and debates, and public statements about policy towards China and how that rhetoric affects subsequent American foreign policy towards China, as well as public opinion of China and U.S.-China relations. My statistical and qualitative analyses find that airing ads using anti-China rhetoric increases the presidential candidate’s voter support in target states; that the administration is more likely to make tough foreign policies towards China when there is more anti-China rhetoric by presidential candidates; and thirdly, that anti-China rhetoric during the election year negatively affects American opinions of China but produces a positive impact on U.S.-China relations.

Анотація:

Rhetorical theorist Sonja Foss introduced a theory of visual rhetoric in 1971 (Foss,2004). Aligning Applied Human Factors Engineering (AHFE) with visual rhetoric can provide the field of UX with a deeper understanding of how a design can impact the effective performance and usability of products. According to Foss, visual objects are not inherently rhetorical, but when they are organized to express symbolic action, allow for human intervention, and target a specific audience, these visual systems gain rhetorical significance (Foss, 2004). All the various user interfaces (UI) that humans interact with day to day include attempts by a user experience (UX) designer to "guide" the user to the proven, most effective, lowest-risk means of accomplishing a specific goal. Aligning user experience (UX) with the principles of rhetorical theory establishes an important facet through which the designer can understand why a UI design fails or succeeds. Aristotle taught that the speaker accomplishes persuasion accomplished by appealing to the three pillars of rhetoric: logos (appealing to logic), pathos (appealing to emotions), and ethos (appealing from authority).Similarly, Don Norman stated (2013), "Cognition provides understanding, and emotion provides value judgement." Norman also discussed (2003) that trust in the UI is damaged when UI doesn't meet these cognitive and emotional expectations. Consider an experience many Americans have in common, staying overnight in a hotel. Every hotel works similarly, understood through the hotel business's well-established practices and expectations built on previous experiences. But imagine what transpires when the experience breaks convention and the unexpected happens. Incorporating rhetorical principles in design considers how users identify and communicate to others in their user group. Appealing to the users through logos, pathos, and ethos helps the designer communicate more effectively, meeting the user's needs. When these pillars work together to communicate with the user more accurately, it improves a user’s discoverability of product features, and system affordances become a pleasant, straightforward experience to enhance the usability of products. Анотація:

The paper presents a corpus study of the discourse features in the corpus of blogs. It is based on the data of Ru-RSTreebank annotated within the framework of the Rhetorical Structure theory [Mann, Thompson 1988]. The Ru-RSTreebank represents genres of news and popular science, scientific papers, and blogs texts. Blog subcorpus contains such topics as travelling, cosmetics, sports and health, psychology, IT and tech and some others. Blogs texts constitute a specific genre as they combine properties of written and spoken discourse. The purpose of the paper is to investigate discourse features of blogs in comparison with other genres. We analyze the variation in rhetoric relations distribution among genres, and single out the differences in discourse connectives usage. Furthermore, we check the distribution of other discourse features reported in different studies for spoken discourse and for social media in the Ru-RSTreebank blogs subcorpus. The general frequency analysis and the experiments on RandomForest classifier application to genre recognition have shown that the most important rhetoric relations specific to blogs are Evaluation and Contrast, that there is a tendency to use shorter discourse units and not to express the discourse relations overtly via subordinative conjunctions.

Анотація:

The article examines the linguistic particularities of defense in judicial rhetoric that have not considerably changed since Antiquity. As at present the interest in judicial rhetoric has increased, it is necessary to carry out its comprehensive analysis with the consideration of its modern modifications. In the course of history, judicial rhetoric has preserved its main rules to be used in Modern Times by Western culture advocates for defense purposes. Special attention is paid to stylistic devices, phonetic means and linguistic features to discern that are most frequently used by the advocates in their defense speeches. As stylistic devices are the best means of persuasion of the jurors and public in court, they are indispensable in advocates’ defense speeches and are the focus of the given paper. As the advocates’ defense speeches concentrate mainly on persuasion and thus with emotions rather than reason the author focuses on the expressive language means.

The war in Ukraine is a defining historical moment that demonstrates the limitations of contemporary politics. Even the most pessimistic scholars did not conceive of a direct military conflict in the heart of the Eurasian landmass. Moreover, this conflict has exposed the limitations of populism in foreign policy. Despite rare instances of rhetorical cooperation with Russia, the populist politicians of Europe remained committed to Atlanticist foreign policies. Turkey, a textbook example of populist governance, offers a superb illustration of how the international zeitgeist constrains populist politicians’ goals. The “balanced” approach of Turkey’s foreign policy, which is dictated by its asymmetrical interdependence with Russia, aims to strengthen Turkey’s role as a regional force through mediation. In the meantime, the pressure of upcoming presidential elections and the country’s economic position are additional obstacles. An examination of Erdoğan’s speeches over the past year reveals that he has replicated this balanced approach in his discourse as the leader of Turkey. In Lithuania, centrist populist parties have been challenging the stability of the party system since 2000. Yet Far Right populist parties have not yet managed to enter the parliament. As Russia’s war against Ukraine has unfolded, the Far Right has had to reorient itself in a changing political landscape. On the one hand, the economic and energy crisis resulting from the war seems to provide the perfect conditions for populist mobilization in a low-trust and low-participation society. On the other, the Lithuanian government has benefited from a rally-around-the-flag effect. Lithuanian society has been particularly active in supporting Kyiv and welcoming refugees from Ukraine. In this article, we analyse the rhetoric of the Lithuanian populist Far Right, focusing on how these parties position themselves in light of changing circumstances due to the war and how they reframe criticism of national and international elites.

Overall, the analysis in this report concerns a total of 37 populist Radical Right parties across 12 West European and 10 East European countries, plus Turkey. This report is divided into 23 country chapters. Their principal findings are discussed comparatively in the conclusion. Our findings suggest substantial variability in the international agenda of populist Radical Right parties in Europe. Such heterogeneity is found in their foreign policy positions towards NATO, the EU, and Russia before the war, but we also find variation in those parties’ performances during the Ukraine crisis after the outbreak of the war. Moreover, the cross-national analysis shows that radical right-wing populist parties have varied in the set of arguments and rhetoric that they have used since the beginning of the Russian invasion to try and sustain their electoral appeal and maintain credibility with voters by evading accusations of sympathy for Russia or, in some cases, by showcasing their support for Russia. Such variability is observed across countries but also within them and, in some cases, within the populist Radical Right parties themselves, which suggests that they should not necessarily be considered unitary actors despite what is often deemed a highly centralized organization and strong leadership.
