This research aims to build Geographic Information System (GIS) of Political Region Profiles in West Java using the Overlay Spatial Join method. The study addresses the political complexity in Indonesia, particularly in West Java, which serves as a significant political base. The success of political campaigns requires a profound understanding of voter preferences, demographic dynamics, and local issues. Limited access to accurate location data poses a serious obstacle to the effective design of campaign strategies. This research responds to these challenges by designing a GIS that integrates political and spatial data. The research focuses on West Java, where regional diversity poses unique challenges. Through the Overlay Spatial Join method, the research aims to provide in-depth insights into political region profiles, serving as a foundation for intelligent political campaign strategies. The benefits of the research include an understanding of regional characteristics, performance comparisons of political parties, and in-depth analysis for campaign resource efficiency. The system integrates data from various sources, provides spatial visualization, and enables the analysis of regional profiles for the identification of deep political information. The research's contribution is not only academic but also practical in enhancing the effectiveness of democracy and general elections in West Java.

Анотація:
The purpose of this study was to find out the potential of independent candidates in the midst of a battle for political party support and what are the factors that influence the vote acquisition of independent candidates in the 2020 simultaneous elections in the Konawe Islands Regency. This research method uses a qualitative approach, data sources through interviews, observation and document study. Data analysis used interactive analysis according to Mile Huberman and Saldana (2014). The results of the study show that from the electability and political image of this independent candidate, this is quite good, this is of course seen from the public's response and also seen from the vote acquisition, which is 29%. independent candidates carry out campaigns directly by visiting residents' homes and also to several villages as well as indirect campaigns by using social media to campaign and create the FBW TV Channel to introduce themselves and seek support so that they become strengths and differentiators from other candidates. Factors influencing independent candidates are the existence of a measurable and rational vision and mission, support from community leaders and first-time voters, and the image and reputation of independent candidates as a differentiator from candidates promoted by political parties. A track record in the bureaucracy and a good, intelligent and honest profile are factors of influence in political contestation in the regions.

External Factors The image and reputation of these independent candidates is what differentiates them from the candidates promoted by political parties. Where this independent candidate is known to have good and populist characteristics and is also a former BAPPEDA whose policies are not so controversial in society and also the credibility of the independent candidate that is owned is no longer in doubt. the person is known to be both intelligent and also good at speaking and able to lead the Konawe Islands Regency.

As regulators seek to keep up with the sheer pace of tech change in the AI space, it is likely that we will see a shift from high-level principles to concrete public policy with the public sector first. However, as is to be expected, the idea of self-regulation in technology-by-technology companies poses the obvious issues minimally presenting an earnest conflict of interest within the very process of legislation. Influential tech company voices in discussions related to AI regulations can't be privileged over the rest of society's needs or concerns. AI is revolutionizing various aspects of society, including employment and political campaigns but it does pose certain risks. As a result, policymakers are in a hurry to safeguard the public from AI-related risks while ensuring that innovation remains unhampered. The need to foresee additional regulation in this space is important for deploying AI in operations in all industries. The AI community, specifically, ought to adopt a proactive approach in advocating for the responsible and intelligent utilization of these technologies.

Анотація:
This research aimed to study and analyze the influence and impact of Korean popular culture (K-pop) on Thai society. In this study, we used Social Network Analysis (SNA) to analyze streaming data obtained from a variety of YouTube channels belonging to YouTubers across the world, text analytics to analyze demographic characteristics, YouTuber's presentation techniques, as well as subscriber behavior, and multiple correlations analysis to analyze the relationship between factors affecting YouTube Channels in Thailand. The findings revealed that five Thai YouTube Channels were influencing Thai society. Furthermore, there were robust positive correlations between the number of dislikes and the number of comments (0.79), and the number of likes and comments (0.65). Additionally, there was a positive correlation between the number of views and the number of dislikes and one between the number of likes and dislikes. Future research can supplement the present findings with other social media sources to yield an even more diverse and comprehensive analysis. These analytics can be applied to various situations, including corporate marketing strategies, political campaigns, or disease/symptom analysis in medicine. This research extends to social computing by revealing intelligent trends in social networks.

In addition, changes in technology and the development of infor‑ mation and communication systems directly and drastically impact the shaping and management of modern campaigns. Artificial intelligence, machine learning, and deep learning have been influenc‑ ing the creation of modern political campaigns for a decade. Persuading people to change their opinions is a common practice in online discussion forums on topics ranging from political campaigns to relationship consultation. Enhancing people's ability to write persuasive arguments could not only practice their critical thinking and reasoning but also contribute to the effectiveness and civility in online communication. It is, however, not an easy task in online discussion settings where written words are the primary communication channel. In this paper, we derived four design goals for a tool that helps users improve the persuasiveness of arguments in online discussions through a survey with 123 online forum users and interviews with five debating experts. To satisfy these design goals, we analyzed and built a labeled dataset of fine-grained persuasive strategies (i.e., logos, pathos, ethos, and evidence) in 164 arguments with high ratings on persuasiveness from ChangeMyView, a popular online discussion forum. We then designed an interactive visual system, Persua, which provides example-based guidance on persuasive strategies to enhance the persuasiveness of arguments. In particular, the system constructs portfolios of arguments based on different persuasive strategies applied to a given discussion topic. It then presents concrete examples based on the difference between the portfolios of user input and high-quality arguments in the dataset. A between-subjects study shows suggestive evidence that Persua encourages users to submit more times for feedback and helps users improve more on the persuasiveness of their arguments than a baseline system. Finally, a set of design considerations was summarized to guide future intelligent systems that improve the persuasiveness in text.

The article conducts research and presents some conclusions about the role of generative artificial intelligence in electoral processes. Most of the election campaigns of the heads of state and parliament of the countries of the world involve the use of modern information and communication, digital technologies and artificial intelligence technologies. The use of artificial intelligence in an election campaign can help improve the efficiency and effectiveness of a campaign, but it can also lead to misinformation of the public. Today, destructive attempts to influence people, societies and entire states are no longer new challenges on the Internet, in connection with which outright lies, political propaganda, incitement to hatred, manipulative technologies are firmly rooted in the Internet space and the latest technologies are actively used for this. The use of bots, or automated social media accounts, has greatly facilitated the dissemination of deliberately false information, as well as false rumors and other types of misinformation. However, the bots used earlier in the elections often produced poorly constructed, grammatically incorrect sentences. Now that the creation of large language models (artificial intelligence systems that create text) is becoming more accessible to more people, some researchers fear that automated social media accounts will soon become much more convincing. Disinformation campaigns and online trolls will increasingly use generative AI to spread false information about elections. Thus, new technologies can cause some harm to the social security of society.

This article analyzes the electoral competition strategy adopted by the Brazilian presidential candidate Jair Bolsonaro on Twitter, supported by the saliency theory – where candidates compete by emphasizing different topics and selecting issues from a universal agenda to focus the campaign’s attention and efforts. The salience Bolsonaro’s winning campaign attributed to values during the 2018 presidential election. Values are attitudinal guidelines related to different social, religious, economic, and political concepts, covering various topics on views about what is desirable or undesirable in a society. The study used content analysis to explore and categorize a corpus of 809 tweets posted in the account @jairbolsonaro. The data was mined by applying computational intelligence methods and using the public API and the Python Twint library. Four dimensions of cultural variance found in the World Values Survey were used to establish the categories: traditional values, rational-secular values, survival values, and self-expression values. The results show that the content of Bolsonaro’s electoral competition strategy was based on traditional moral values and the campaign’s format was developed primarily via social media.

Ces dernières années, les nouvelles technologies ont rendu l'information politique facilement accessible. Dans le même temps, l'information est devenue une matière première stratégique que les acteurs politiques cherchent à maîtriser pour obtenir des avantages compétitifs. En parallèle, les technologies artificielles d'intelligence et de réalité étendue (XR) ont commencé à révolutionner les formes et les modes de communication politique. Dans cette thèse, nous avons étudié comment les candidats et les partis politiques en France et Allemagne utilisent ces technologies lors des campagnes électorales. Nous avons analysé les élections fédérales allemandes de 2021 et les élections présidentielles françaises de 2022, en combinant une recherche qualitative à l'étude des sites Web de la campagne et des données des médias sociaux, évaluant aussi la « modernisation » des campagnes. Nous avons trouvé que les personnalités politiques françaises sont plus dynamiques, agressives et diversifiées que leurs homologues allemands. Nous avons également trouvé que les candidats et les partis politiques en France sont plus innovants dans l'utilisation du Big data, de l'intelligence artificielle et des technologies XR dans leurs campagnes de communication que leurs homologues allemands. Mais malgré les progrès de cette professionnalisation des campagnes en ligne dans les deux pays, l'utilisation de ces technologies dans les campagnes reste faible et imparfaite
In the last few years, new information and communication technology has made information easily accessible. At the same time, information has become a strategic raw material that political actors seek to master in order to gain competitive advantages. In parallel, artificial intelligence and virtual reality have started to revolutionize the forms and the modes of political communication. Therefore, in this thesis, we studied how French and German political candidates and parties use big data, artificial intelligence, and virtual reality during political campaigns. Based on mixed research during the 2021 German federal election and 2022 French presidential elections. We found that political campaigns in France are more dynamic, aggressive and diverse than German political campaigns. We also found that French political candidates and parties are more creative and innovative in terms of using big data, artificial intelligence and virtual reality in political campaigns than German political candidates and parties. Despite the progress of professionalized campaigning in both countries, the use of big data, artificial intelligence and virtual reality in political campaigns until now weak and not perfect

L’esercito italiano e la conquista della Catalogna (1808-1811) Uno studio di Military Effectiveness nell’Europa napoleonica Settori scientifico-disciplinari SPS/03 – M-STO/02 La ricerca ha lo scopo di ricostruire e valutare l’effettività militare dell’esercito italiano al servizio di Napoleone I. In primo luogo attraverso un’analisi statistica e strategica della costruzione, e del successivo impiego, dell’istituzione militare del Regno d’Italia durante gli anni della sua esistenza (1805-14); successivamente, è stato scelto un caso di studi particolarmente significativo, come la campagna di Catalogna (1808-11, nel contesto della guerra di Indipendenza spagnola), per poter valutare il contributo operazionale e tattico dei corpi inviati dal governo di Milano e la loro integrazione con l’apparato militare complessivo del Primo Impero. La tesi ha voluto rispondere alla mancanza di studi sul comportamento in guerra dell’esercito italiano e, allo stesso tempo, introdurre nella storiografia militare italiana la metodologia di studi, d’origine anglosassone e ormai di tradizione trentennale, di Military Effectiveness. La ricerca si è primariamente basata, oltre che sulla copiosa memorialistica a stampa italiana e francese, sulla documentazione d’archivio della Secrétairerie d’état impériale (Archives Nationales di Pierrefitte-sur-Seine, Parigi), del Ministère de la Guerre francese (Service historique de la Défence, di Vincennes, Parigi) e del Ministero della Guerra del Regno d’Italia (Archivio di Stato di Milano). Dal punto di vista dei risultati è stato possibile verificare come l’esercito italiano abbia rappresentato, per Bonaparte, uno strumento duttile e di facile impiego, pur in un contesto di sostanziale marginalità numerica complessiva di fronte alle altre (e cospicue) forze messe in campo da parte dell’Impero e dei suoi altri Stati satellite e alleati. Per quanto riguarda la campagna di conquista della Catalogna è stato invece possibile appurare il fondamentale contributo dato dal contingente italiano, sotto i punti di vista operazionale e tattico, per la buona riuscita dell’invasione; questo primariamente grazie alle elevate caratteristiche generali mostrate dallo stesso, ma anche per peculiarità disciplinari e organizzative che resero i corpi italiani adatti a operazioni particolarmente aggressive.
The Italian Army and the Conquest of Catalonia (1808-1811) A Study of Military Effectiveness in Napoleonic Europe Academic Fields and Disciplines SPS/03 – M-STO/02 The research has the purpose of reconstruct and evaluate the military effectiveness of the Italian Army existed under the reign of Napoleon I. Firstly through a statistic and strategic analysis of the development, and the following deployment, of the military institution of the Kingdom of Italy in the years of its existence (1805-14). Afterwards, a particularly significant case study was chosen, as the campaign of Catalonia (1808-11, in the context of the Peninsular War), in order to assess the operational and tactical contribution of the regiments sent by the Government of Milan and their integration in the overall military apparatus of the First Empire. The thesis wanted to respond to the lack of studies on the Italian army’s behavior in war and, at the same time, to introduce the methodology of the Military Effectiveness Studies (of British and American origin and, by now, enriched by a thirty-year old tradition) in the Italian historiography. The research is primarily based, besides the numerous memoirs of the Italian and French veterans, on the archive documentation of the Secrétairerie d’état impériale (Archives Nationales of Pierrefitte-sur-Seine, Paris), of the French Ministère de la Guerre (Service historique de la Défence, of Vincennes, Paris) and of the Italian Ministero della Guerra (Archivio di Stato di Milano). About the results, it has been verified how the Italian army has become a flexible and suitable instrument for Bonaparte, albeit in a context of substantial overall numerical marginality in comparison to the heterogeneous forces available to the Empire and its others satellites and allied states. Regarding the campaign of Catalonia, instead, it was possible to ascertain the fundamental contribution of the Italian regiments, in an operational and tactical perspective, for the success of the invasion. This was primarily due to the excellent general characteristics shown by the expeditionary force, but also to disciplinary and organizational peculiarities that have made the Italian corps suitable for particularly aggressive operations.

This dissertation seeks to improve our understanding of the process by which emotions enable citizens to learn about public affairs and engage in political activities during electoral campaigns. It advances a theoretical model that incorporates the dynamics of emotions, various forms of media use, interpersonal communication and political involvement. This affective citizen communication model integrates into a single framework the insights of affective intelligence theory (Marcus, Neuman, & MacKuen, 2000) and the work on communication mediation (McLeod et al., 1999, 2001) and its two iterations, cognitive mediation (Eveland, 2001) and citizen communication mediation (Cho et al., 2009; Shah et al., 2005, 2007). More specifically, it suggests that the effects of emotions triggered by political candidates (e.g., enthusiasm, anxiety, anger) on knowledge of the candidates’ stands on issues and on political participation are largely mediated by communication variables, including news media use, political discussion and debate viewing. By positing emotions as an antecedent of both mediated and interpersonal communication, the study extends current research based on affective intelligence theory. At the same time, the study adds emotions to communication mediation processes, which to date have been studied from a mostly cognitive perspective. To test the relationships between the variables identified in the affective citizen communication model, I rely on panel survey data collected for the 2008 and 2004 U.S. presidential elections by the American National Election Studies (ANES) and the National Annenberg Election Surveys (NAES), respectively. Two types of structural equation models are tested, cross sectional (to relate individual differences) and auto-regressive (to relate aggregate change across waves). Results suggest that positive emotions spark media use, whereas negative emotions spark political discussions, and both types of communication behavior influence issue knowledge and participation in campaign activities. Furthermore, the theorized structure is found to perform better than an alternative structure where communication variables cause positive and negative emotions. Thus, results provide strong support for the proposed affective citizen communication model. Refinements to the proposed model, connections with existing theories of political communication, such as agenda setting and partisan selective exposure, and directions for future research are also discussed.

EN : Thesis consists of 86 pages, 117 items in the references list. The aim of the research is to study the use of Big Data technology in political processes. The research object of our master’s degree thesis are political processes. The research subject are the aspects of using the Big Data technology in modern policy processes. The research methods are comparative, historical, systemic and structuralfunctional. The main hypothesis is that the use of Big Data technology makes it possible to carry out research and implement certain policy measures more efficiently and at a lower cost. An additional hypothesis: Big Data will eventually become the basis for research in the political sphere, but at the same time, the approach to the use of certain data sets may change significantly. Conclusions: - The Big Data technologies are constantly and dynamically developing in parallel with the amount of information that humanity creates. - Their use is becoming more economical and technical every day. - Taking into account the Ukrainian and the world experience, it is possible to underline that the use of Big Data in political and other spheres will increase, as well as the results of its influence.

Optimizing the use of available resources is one of the key challenges in activities that consist of interactions with a large number of “target individuals”, with the ultimate goal of affecting as many of them as possible, such as in marketing, service provision and political campaigns. Typically, the cost of interactions is monotonically increasing such that a method for maximizing the performance of these campaigns is required. This chapter proposes a mathematical model to compute an optimized campaign by automatically determining the number of interacting units and their type, and how they should be allocated to different geographical regions in order to maximize the campaign's performance. The proposed model is validated using real world mobility data.

This chapter focuses on Ricardo Canese and Fernando Lugo's respective teams, their negotiating goals and tactics, and their pressure points and publics. It examines how two parts of the left turn envisioned state power and just where energy fit into it. It draws practical and theorized understandings of state power from two of Paraguay's leading political thinkers. Both were extremely intelligent, well-read, and conscious of the historical importance of the changes they were proposing as they used Itaipú and integration with Brazil to implement theories of statecraft. Importantly, they are both members of the New Democrat class Hetherington that are described as a key liberalizing group in the democratic transition post-Stroessner. This chapter also counterposes campaigns by the Ministry of Foreign Relations and by the Itaipú technocratic team, highlighting intellectual groundwork. Both Ricardo Canese and Fernando Lugo's teams sought to change the public imagination regarding state and power, how government operated, what electricity was for and, ultimately, they argued for a new kind of regional integration.

The objective of this chapter is to investigate the complex relationship between political advertising and AI, stressing both its potential advantages and moral dilemmas. This chapter explores the complex interaction between political advertising and machine learning, revealing how algorithms and data-driven insights are transforming political campaigns. In this chapter, the ethical ramifications of AI in political advertising are also covered. The chapter underlines the moral issues related to data security, privacy, and manipulation risk. It also examines the moral conundrums raised by deep fake technologies, microtargeting, and the potential bias present in AI systems. The study also looks into the necessity for accountability and openness in AI-powered political advertising to protect the integrity of democratic processes. In the research, the impact of political strategies is explored, and 150 respondents participated in the primary study.

Moral repugnance inflected the scientific judgments of Oppenheimer's General Advisory Committee, triggering discussion of the relative moral significance of thermonuclear bombing, the use of the atomic bomb, and the mass urban bombing campaigns of 1942–1945. More immediate concerns centered on the impact a decision to develop thermonuclear weapons might have on the pattern of international relations. Given a paucity of intelligence, the effects on the Soviet Union's own weapons program, and thereby on the United States' vulnerability, could only be guessed at. The chapter thus considers if the development of the Super would restore the status quo ante-1949 or lead to a thermonuclear arms race and ultimate stalemate—or even the end of the world.

It really ended in 1897, when the inauguration of William McKinley as president of the United States—after an unpleasant dalliance with the Democrats under Grover Cleveland—resumed the nearly unbroken tradition of Republican presidents that had begun with Abraham Lincoln. A fast-growing America, welcoming each year thousands of sturdy, intelligent, industrious immigrants to her shores, went back to work with gusto, and soon a wave of prosperity and self-renewing optimism swept through the land. William Jennings Bryan spoke Populist cant out of one side of his mouth as he rode the campaign trail in 1896, but a majority preferred the philosophy of McKinley’s front-porch campaign, which emphasized more for everybody. The Republican view of human nature won the day. The middle class, which included the skilled workers and affluent farmers (in both cases they were the ones who voted) wanted their youthful industries and expanding farm frontiers protected by the tariff and they wanted “good hard mun,” as one Swede put it, in the form of the honest gold dollar.

Abstract The 2005 decision by Judge John E. Jones in Kitzmiller v. Dover Area School District was celebrated by all red-blooded American liberals as a victory over the forces of darkness. The result was probably inevitable, in view of the reckless expression by some members of the Dover School Board of their desire to put religion into the classroom and the clumsiness of their prescribed statement in trying to dissimulate that aim.1 But the conflicts aired in this trial—over the status of evolutionary theory, the arguments for intelligent design, and the nature of science—reveal an intellectually unhealthy situation. The political urge to defend science education against the threats of religious orthodoxy, understandable though it is, has resulted in a counterorthodoxy, supported by bad arguments, and a tendency to overstate the legitimate scientifi c claims of evolutionary theory. Skeptics about the theory are seen as so dangerous, and so disreputably motivated, that they must be denied any shred of legitimate interest. Most important, the campaign of the scientifi c establishment to rule out intelligent design as beyond discussion because it is not science results in the avoidance of signifi cant questions about the relation between evolutionary theory and religious belief, questions that must be faced in order to understand the theory and evaluate the scientifi c evidence for it.

Abstract In the following article, written in May 1975, Roy Wilkins discusses the harm done to black children by so-called intelligence tests. These imperfect conclusions by scholars, he writes, allow politicians and society at large to perpetuate myths and lies about a race and ultimately act on their negative views. Among the crosses a black child has to bear are tests of various kinds, particularly so-called intelligence tests. These prove little, if anything, about intelligence, but the harm to a race can be measured in the use which the political system makes of them. And scholars, too, permit their imperfect conclusions to be cited by politicians and schools of thought to support some restrictive measure against a whole race. Dr. Robert L. Williams, a black psychologist on the faculty of Washington Uni versity in St. Louis, is pictured in a feature article as conducting a lone campaign against the use of tests to set limits on minorities. Dr. Williams would be the first to acknowledge that the black community. far from just becoming aware of these tests, has been inveighing against them certainly since before World War II. Dr. Williams had the experience common to thousands of black kids of passing an intelligence test, but by a margin insufficient in his counselor’s mind. His mark was an eighty-two and the counselor “advised me not to go to college, but to take up a trade because I was good with my hands.” He ignored the advice and went on to college.

Political debates are the means used by political candidates to put forward and justify their positions in front of the electors with respect to the issues at stake. Argument mining is a novel research area in Artificial Intelligence, aiming at analyzing discourse on the pragmatics level and applying a certain argumentation theory to model and automatically analyze textual data. In this paper, we present DISPUTool, a tool designed to ease the work of historians and social science scholars in analyzing the argumentative content of political speeches. More precisely, DISPUTool allows to explore and automatically identify argumentative components over the 39 political debates from the last 50 years of US presidential campaigns (1960-2016).

Fallacies play a prominent role in argumentation since antiquity due to their contribution to argumentation in critical thinking education. Their role is even more crucial nowadays as contemporary argumentation technologies face challenging tasks as misleading and manipulative information detection in news articles and political discourse, and counter-narrative generation. Despite some work in this direction, the issue of classifying arguments as being fallacious largely remains a challenging and an unsolved task. Our contribution is twofold: first, we present a novel annotated resource of 31 political debates from the U.S. Presidential Campaigns, where we annotated six main categories of fallacious arguments (i.e., ad hominem, appeal to authority, appeal to emotion, false cause, slogan, slippery slope) leading to 1628 annotated fallacious arguments; second, we tackle this novel task of fallacious argument classification and we define a neural architecture based on transformers outperforming state-of-the-art results and standard baselines. Our results show the important role played by argument components and relations in this task.

Poker has been a challenge problem in AI and game theory for decades. As a game of imperfect information it involves obstacles not present in games like chess and Go, and requires totally different techniques. No program had been able to beat top players in large poker games. Until now! In January 2017, our AI, Libratus, beat a team of four top specialist professionals in heads-up no-limit Texas hold'em, which has 10^161 decision points. This game is the main benchmark challenge for imperfect-information game solving. Libratus is the only AI that has beat top humans at this game. Libratus is powered by new algorithms in each of its three main modules: 1. computing blueprint (approximate Nash equilibrium) strategies before the event, 2. novel nested endgame solving during play, and 3. fixing its own strategy to play even closer to equilibrium based on what holes the opponents have been able to identify and exploit. These domain-independent algorithms have potential applicability to a variety of real-world imperfect-information games such as negotiation, business strategy, cybersecurity, physical security, military applications, strategic pricing, product portfolio planning, certain areas of finance, auctions, political campaigns, and steering biological adaptation and evolution, for example, for medical treatment planning.
