Intersection traffic congestion evaluation is essential for effective intelligent transportation system planning, and an objective and precise assessment of traffic congestion is vital to ensure the smooth circulation of traffic. Multiple criteria decision-making is a method for evaluating the degree of traffic congestion. A hybrid multiple criteria decision-making method integrating the fuzzy analytic hierarchy process, techniques for order preference by similarity to an ideal solution, and gray correlation techniques are presented in this work. The proposed method applied fuzzy analytic hierarchy process to determine the weight of the evaluation index; subsequently, gray correlation techniques for order preference by similarity to an ideal solution were integrated to construct the hybrid decision-making method. A case study of traffic congestion at intersections with five evaluation indexes verified the effectiveness of the hybrid method. The evaluation results of the different methods show that the proposed method overcomes the one-sidedness of analytical hierarchy process–techniques for order preference by similarity to an ideal solution and analytical hierarchy process–gray correlation. Thus, the proposed hybrid decision-making model provides a more accurate and reliable method for evaluating the degree of traffic congestion.

Evaluation of educational programs and assessment of learning are essential to maintain high-standard health science education, which includes pain education. Current models of program evaluations applied to the education of the health professions, such as the Kirkpatrick model, are mainly outcome based. More recently, efforts have been made to examine other process-based models such as the Context Input Process Product model. The present article proposes an approach that integrates both outcome- and process-based models with models of clinical performance assessment to provide a deeper understanding of a program function. Because assessment instruments are a critical part of program evaluation, it is suggested that standardization and rigour should be used in their selection, development and adaptation. The present article suggests an alternative to currently used models in pain education evaluation.

This paper presents the findings of second phase of study on physics students’ critical thinking. This study was performed on a cohort of 25 (i.e., 13 females and 12 males) Physics with Electronics students from School of Science and Technology at University Malaysia Sabah. The sample was trained by an integrated Problem-Based Learning (PBL) method for 1 semester (i.e., 14 weeks). Participants’ critical thinking was evaluated using a previously validated instrument, the Watson Glaser Critical Thinking Appraisal (WGCTA) (i.e., inference; assumption; deduction; interpretation; evaluation arguments). The result shows that there is significant different in inference criteria (sig2-tailed, t=5.57, p=.00<*.05) favor to the first post test.

Purpose In the context of sequential multistage utilitarian service processes, the purpose of this study is to develop and validate propositions to study the impact of service quality (SQ) perceptions developed in intermediate stages, along with the impact of service gestalt characteristics, such as peak and end experiences, on quality perception at each stage and on overall service quality (OSQ) perception. The cascade phenomenon (interdependency between process stages) is considered in the evaluation of OSQ perception of customer, who experiences service through a series of planned, distinct and partitioned sequential stages. Design/methodology/approach In this paper, a conceptual framework is used to evolve the propositions. Subsequently, propositions are tested in three different utilitarian service contexts wherein customer survey was conducted for feedback on attributes at each stage, summary perception evaluations of each stage and OSQ evaluation of multistage process. Peak experiences, considered for OSQ evaluation, were defined by a suitable statistical technique. Ordinal logistic regression with nested models is the technique used for analyzing the data. Findings This work reveals significant cascade effect of summary evaluation of intermediate stages on the subsequent stage. Peak customer experience (negative or positive) is observed to be marginally significant on intermediate stage and OSQ evaluation. In addition, OSQ is observed to be influenced by summary perception evaluations of intermediate stages, which leads to better model adequacy. Finally, among all the stages, end stage performance is observed to have a significant impact on the overall multistage SQ. Practical implications The findings suggest that in view of the cascade effect of intermediate stages, managers need to allocate resources to ensure that all stages are performing at an adequate level instead of only focusing on improving peaks and end effects of customer experiences. The proposed approach is easy to implement and suitable for evaluating SQ and OSQ in varied multistage sequential utilitarian service environment. Originality/value An integrated approach for evaluation of SQ in sequential multistage utilitarian service processes is proposed from the perspective of cascade effect of intermediate stages and peak and end effects on OSQ perception.

This research aims to reveal and assess the implementation of the integrated islamic school network curriculum at SDIT Harum, North Jakarta. The approach method used in this study is an evaluative approach, where the researcher intends to collect data on policy implementation. The evaluation model chosen in this study is the Discrepancy Evaluation Model (DEM), by collecting and using observations, structured interviews and documentation. The design of the integrated islamic school network curriculum is a combination of the content of the integrated islamic school network curriculum, the content of the national curriculum and local content. the integrated islamic school network curriculum places more emphasis on internalizing Islamic values in every content of the National curriculum. Implementation with good and correct worship habits becomes a reinforcement in the development of student character. Implementation of the JSIT curriculum, but all of this must be a perception of thinking and acting by providing self-development and training or web wins for HR at SDIT Harum. Discrepancy evaluation is one type of evaluation approach in evaluating a integrated islamic school network curriculum program. The results of this evaluation are to find out the gaps that occur between the expected conditions and the reality in the field, the next step in making decisions.

Landscape is regarded as a multifunctional resource: it provides society with goods and services, which are valued differently by stakeholders. In a sustainable planning perspective, such values need to be taken into account if policy makers want to design effective instruments, like incentives, to steer landscape use towards sustainable management practices. Non-market valuation methodologies can prove a valuable support in this task, as long as they manage to represent landscape complex nature and the perception people have of it. Individuals interpret landscape in a holistic way, that is they perceive it as a whole through its single components. These components need to be identified and represented in f he economic models to interpret and understand the mechanisms behind people preferences and choices about landscape. This thesis addresses this problem and suggests a transdisciplinary approach based on landscape ecology and landscape economics methodologies integrated by using Geographic Information Systems (GIS) - based techniques. The case study is the Peninsula of Sorrento (Italy). A landscape ecology GIS-based analysis of the study area provides the spatial information on landscape structure, identifies landscape components and quantifies them through indicators. Using the view on the ground, the indicators are calculated in a three dimensional space to provide a more realistic representation of landscape components and are subsequently used as variables in the monetary valuation of the landscape in a contingent valuation framework. To our knowledge, such an intense integration of landscape ecology methodologies and GIS-based techniques is new in stated preference analysis. Final results are the estimates of economic value of landscape components and of individuals’ welfare changes related to the implementation of landscape preservation programs. Integration of analytical methodologies and information from different disciplines has proved useful in tackling landscape complexity and its representation in economic models by identifying the components of actual landscapes that determine individuals’ choice and quantifying them in variables.

Ecosystem restoration and management seek to repair, improve, or maintain a suite of desired environmental conditions for a specific ecosystem. However, when working on complex ecosystems, where do you start and how can you tell when you are successful? Forecasting ecological effects of restoration scenarios provides a basis for project evaluation and selection of restoration alternatives. Ecological monitoring is essential for assessing ecosystem condition over time. In an integrated approach to adaptive management a forecasting model simulates system response and is validated by monitoring programs to measure actual system response. Monitoring can then feed back as a passive adaptive management tool to modify restoration or management plans. Directed research driven by uncertainties in models and ecosystem response is an active adaptive management strategy for learning and provides a basis to calibrate models. Since all components of an ecosystem cannot be modeled or monitored effectively, scientists and managers rely heavily on ecological indicators to reveal information about ecosystem status and trends. As a result, modeling and monitoring programs focus on indicators that maximize information on ecosystem patterns and processes while minimizing cost and effort. InSouthwest Florida, conceptual ecological models were constructed to support the framework of an applied science strategy by identifying indicators for estuarine ecosystem assessment and evaluation. Forecasting models were created as a set of stressor response (habitat suitability) models for individual species and incorporated into a spatially explicit decision support system to guide selection of the most beneficial restoration alternative.

Globally individuals and health care systems are facing the burden of chronic illness. The impact of the increasing burden of non-communicable diseases is experienced by individuals and health care systems. Across the globe health care systems are struggling to meet the increasing demands for services within the confines of rising costs and needs for accountability. Beyond costs and treatment allocations, there is an increasing mandate to provide care that is patient centred and appropriate to the needs of the individual. The Innovative Care in Chronic Condition (ICCC) framework has been successful in driving health care reforms to meet the needs of individuals with chronic illness internationally. Deriving metrics that allow monitoring of conditions at the level of the patient, provider and health care system are of increasing importance. Comprising this thesis is a series of studies to investigate outcomes that includes the patient’s perspective in the evaluation of clinical interventions. To achieve this, chronic heart failure, was used as an exemplar of a chronic condition.Chronic heart failure (CHF) is the final common pathway for many cardiac conditions. As a consequence has emerged as a major public health problem and represents as an excellent exemplar of living with a chronic illness. CHF patients commonly experience high levels of ill-health, disability and mortality placing a heavy burden on health care systems. Hospitalisations are frequent and costly to both CHF patients and to society. People with CHF live with a limited quality of life and physical ability and the prognosis for CHF is poor. Given the nature of debilitating symptoms, and their potential impact on physical, social and psychological aspects of life, patient’s perspective in outcome assessment is essential in providing effective care.Specifically this study sought to: •Examine patient reported outcomes in clinical management and in clinical research •Investigate patient important outcomes, their utility, relevance and acceptability amongst patients, clinicians, researchers and administrators •Test composite outcomes model that integrate patient important outcomes in clinical trials researchPatient reported outcomes (PROs) is a strategy to capture the patient perspective and experience on their health status. The use of PROs can be incorporated in clinical assessments, monitoring of clinical progress as well as clinical research. Despite their frequent use in research, evidence suggests that to date they have had a limited influence on clinical practice and policy. As part of this thesis an integrative review was conducted to explore the potential utility of PROs at the policy level. By using the ICCC framework, PROs were indeed essential to improve the management of CHF at the micro, meso and macro levels of decision making.One of the key challenges in using PROs and outcomes important to individuals in CHF is limited methodological and reporting quality. This is cited as a reason why many clinicians are sceptical of the utility of PROs. To explore issues in reporting a review was conducted on RCTs of pharmacological therapy in CHF that reported health related quality of life (HRQoL) as a primary or secondary outcome. Using the Minimum Standard Checklist for evaluating the quality of reporting of HRQoL outcomes resulted in 26 (19.1%) studies being considered ‘very limited’ in terms of methodological and reporting rigour, and 91 (66.9%) were evaluated as ‘limited’ and only 19 (14.0%) studies were considered to be of a ‘probably robust’ quality. In fact, the quality of HRQoL reporting has not improved over time. Some of the issues identified are limited discussions, methodological shortcomings, and poor HRQoL reporting. This review has underscored the importance of standardising of the reporting of HRQoL measures.Although capturing the patient’s perspective via PROs is important, they may not be the only outcome measures important to patients. Currently, no single CHF outcome measure captures all dimensions of the quality of care from the patient’s perspective. To identify outcome measures in CHF deemed important to patients, a structured literature review was undertaken. The conceptual and methodological challenges and opportunities in each outcome measure were identified as important to patients with CHF. That is mortality, hospitalisation and PROs were identified as important to patients but also meaningful and relevant to the provider and health care system as well. These outcome measures were proposed as a core outcome set that represent the minimum set of outcomes that should be measured and reported in CHF.A number of composite outcome measures have been developed to capture the perspective of the patient, clinician as well as including objective measures of health. Three validated composite outcomes, the Packer’s Score, Cleland’s Patient Journey and the composite endpoint used in the African American Heart Failure Trial (A-HeFT) were examined in a secondary analysis of a prospective, multi-center randomized controlled trial of 280 hospitalized CHF patients in the Which Heart failure Intervention is most Cost-effective & Consumer Friendly in Reducing Hospital Care (WHICH?) Trial in order to assess the comparability and interpretability of the measures in a pragmatic clinical trial. Correlation coefficients demonstrated substantial associations amongst all three composite endpoints. Although there was a considerable agreement across the three measures when estimating deteriorating condition, these was less when estimating improvements.This thesis has described both the importance and complexity of including outcome measures that are meaningful to patients in both the assessment of individuals’ needs, testing interventions, monitoring outcomes and assessing process and outcome measures at a health systems level. This thesis has also extended the discussion and debate around PROs to discuss Patient Important Outcomes, which is outcomes that patients notice and for which they would be willing to undergo a treatment with associated risk, cost, or inconvenience for it to be the only thing that changed. Using CHF as an exemplar has provided useful insights into the dimensions and complexities of measuring outcomes in chronic and complex conditions. As the burden of chronic disease continues to increase refining the metrics of outcome measurements will be equally as important as refining novel therapies. This will be critical to develop and implement interventions to meet the growing numbers of people living with chronic illness.

Comparing to the traditional sequential design approach, the integrated structure and control design approach integrates the mechanical structure design and the control system design by formulating the design as an optimization problem. This paper investigates two important questions pertaining to the integrated structure and control design approach: Why and when should the integrated design approach be used rather than the traditional sequential design approach? In this paper, we have formulated both approaches as optimization problems. The benefit of the integrated design approach over the sequential design approach is proved in this paper. The conditions for when the integrated design approach will result in better closed-loop system performances are also given. A simple example is given to illustrate the theoretical results derived. The conclusion is given following this example and the simulation results are shown at the end of the paper.

Riprap rock and aggregates are extensively used in structural, transportation, geotechnical, and hydraulic engineering applications. Field determination of morphological properties of aggregates such as size and shape can greatly facilitate the quality assurance/quality control (QA/QC) process for proper aggregate material selection and engineering use. Many aggregate imaging approaches have been developed to characterize the size and morphology of individual aggregates by computer vision. However, 3D field characterization of aggregate particle morphology is challenging both during the quarry production process and at construction sites, particularly for aggregates in stockpile form. This research study presents a 3D reconstruction-segmentation-completion approach based on deep learning techniques by combining three developed research components: field 3D reconstruction procedures, 3D stockpile instance segmentation, and 3D shape completion. The approach was designed to reconstruct aggregate stockpiles from multi-view images, segment the stockpile into individual instances, and predict the unseen side of each instance (particle) based on the partial visible shapes. Based on the dataset constructed from individual aggregate models, a state-of-the-art 3D instance segmentation network and a 3D shape completion network were implemented and trained, respectively. The application of the integrated approach was demonstrated on re-engineered stockpiles and field stockpiles. The validation of results using ground-truth measurements showed satisfactory algorithm performance in capturing and predicting the unseen sides of aggregates. The algorithms are integrated into a software application with a user-friendly graphical user interface. Based on the findings of this study, this stockpile aggregate analysis approach is envisioned to provide efficient field evaluation of aggregate stockpiles by offering convenient and reliable solutions for on-site QA/QC tasks of riprap rock and aggregate stockpiles.

Background PHS (pulmonary hypertension syndrome, ascites syndrome) is a serious cause of loss in the broiler industry, and is a prime example of an undesirable side effect of successful genetic development that may be deleteriously manifested by factors in the environment of growing broilers. Basically, continuous and pinpointed selection for rapid growth in broilers has led to higher oxygen demand and consequently to more frequent manifestation of an inherent potential cardiopulmonary incapability to sufficiently oxygenate the arterial blood. The multifaceted causes and modifiers of PHS make research into finding solutions to the syndrome a complex and multi threaded challenge. This research used several directions to better understand the development of PHS and to probe possible means of achieving a goal of monitoring and increasing resistance to the syndrome. Research Objectives (1) To evaluate the growth dynamics of individuals within breeding stocks and their correlation with individual susceptibility or resistance to PHS; (2) To compile data on diagnostic indices found in this work to be predictive for PHS, during exposure to experimental protocols known to trigger PHS; (3) To conduct detailed physiological evaluations of cardiopulmonary function in broilers; (4) To compile data on growth dynamics and other diagnostic indices in existing lines selected for susceptibility or resistance to PHS; (5) To integrate growth dynamics and other diagnostic data within appropriate statistical procedures to provide geneticists with predictive indices that characterize resistance or susceptibility to PHS. Revisions In the first year, the US team acquired the costly Peckode weigh platform / individual bird I.D. system that was to provide the continuous (several times each day), automated weighing of birds, for a comprehensive monitoring of growth dynamics. However, data generated were found to be inaccurate and irreproducible, so making its use implausible. Henceforth, weighing was manual, this highly labor intensive work precluding some of the original objectives of using such a strategy of growth dynamics in selection procedures involving thousands of birds. Major conclusions, solutions, achievements 1. Healthy broilers were found to have greater oscillations in growth velocity and acceleration than PHS susceptible birds. This proved the scientific validity of our original hypothesis that such differences occur. 2. Growth rate in the first week is higher in PHS-susceptible than in PHS-resistant chicks. Artificial neural network accurately distinguished differences between the two groups based on growth patterns in this period. 3. In the US, the unilateral pulmonary occlusion technique was used in collaboration with a major broiler breeding company to create a commercial broiler line that is highly resistant to PHS induced by fast growth and low ambient temperatures. 4. In Israel, lines were obtained by genetic selection on PHS mortality after cold exposure in a dam-line population comprising of 85 sire families. The wide range of PHS incidence per family (0-50%), high heritability (about 0.6), and the results in cold challenged progeny, suggested a highly effective and relatively easy means for selection for PHS resistance 5. The best minimally-invasive diagnostic indices for prediction of PHS resistance were found to be oximetry, hematocrit values, heart rate and electrocardiographic (ECG) lead II waves. Some differences in results were found between the US and Israeli teams, probably reflecting genetic differences in the broiler strains used in the two countries. For instance the US team found the S wave amplitude to predict PHS susceptibility well, whereas the Israeli team found the P wave amplitude to be a better valid predictor. 6. Comprehensive physiological studies further increased knowledge on the development of PHS cardiopulmonary characteristics of pre-ascitic birds, pulmonary arterial wedge pressures, hypotension/kidney response, pulmonary hemodynamic responses to vasoactive mediators were all examined in depth. Implications, scientific and agricultural Substantial progress has been made in understanding the genetic and environmental factors involved in PHS, and their interaction. The two teams each successfully developed different selection programs, by surgical means and by divergent selection under cold challenge. Monitoring of the progress and success of the programs was done be using the in-depth estimations that this research engendered on the reliability and value of non-invasive predictive parameters. These findings helped corroborate the validity of practical means to improve PHT resistance by research-based programs of selection.

The current safety management program in Indiana uses a method based on aggregate crash data for conditions averaged over several-year periods with consideration of only major roadway features. This approach does not analyze the risk of crashes potentially affected by time-dependent conditions such as traffic control, operations, weather and their interaction with road geometry. With the rapid development of data collection techniques, time-dependent data have emerged, some of which have become available for safety management. This project investigated the feasibility of using emerging and existing data sources to supplement the current safety management practices in Indiana and performed a comprehensive evaluation of the quality of the new data sources and their relevance to traffic safety analysis. In two case studies, time-dependent data were acquired and integrated to estimate their effects on the hourly probability of crash and its severity on two selected types of roads: (1) rural freeways and (2) signalized intersections. The results indicate a considerable connection between hourly traffic volume, average speeds, and weather conditions on the hourly probability of crash and its severity. Although some roadway geometric features were found to affect safety, the lack of turning volume data at intersections led to some counterintuitive results. Improvements have been identified to be implemented in the next phase of the project to eliminate these undesirable results.

Emergency Relief (ER) is a Department of Social Services (DSS) funded program, delivered by 197 community organisations (ER Providers) across Australia, to assist people facing a financial crisis with financial/material aid and referrals to other support programs. ER has been playing this important role in Australian communities since 1979. Without ER, more people living in Australia who experience a financial crisis might face further harm such as crippling debt or homelessness. The Emergency Relief National Coordination Group (NCG) was established in April 2020 at the start of the COVID-19 pandemic to advise the Minister for Families and Social Services on the implementation of ER. To inform its advice to the Minister, the NCG partnered with the Institute for Governance at the University of Canberra to conduct research to understand the issues and challenges faced by ER Providers and Service Users in local contexts across Australia. The research involved a desktop review of the existing literature on ER service provision, a large survey which all Commonwealth ER Providers were invited to participate in (and 122 responses were received), interviews with a purposive sample of 18 ER Providers, and the development of a program logic and theory of change for the Commonwealth ER program to assess progress. The surveys and interviews focussed on ER Provider perceptions of the strengths, weaknesses, future challenges, and areas of improvement for current ER provision. The trend of increasing case complexity, the effectiveness of ER service delivery models in achieving outcomes for Service Users, and the significance of volunteering in the sector were investigated. Separately, an evaluation of the performance of the NCG was conducted and a summary of the evaluation is provided as an appendix to this report. Several themes emerged from the review of the existing literature such as service delivery shortcomings in dealing with case complexity, the effectiveness of case management, and repeat requests for service. Interviews with ER workers and Service Users found that an uplift in workforce capability was required to deal with increasing case complexity, leading to recommendations for more training and service standards. Several service evaluations found that ER delivered with case management led to high Service User satisfaction, played an integral role in transforming the lives of people with complex needs, and lowered repeat requests for service. A large longitudinal quantitative study revealed that more time spent with participants substantially decreased the number of repeat requests for service; and, given that repeat requests for service can be an indicator of entrenched poverty, not accessing further services is likely to suggest improvement. The interviews identified the main strengths of ER to be the rapid response and flexible use of funds to stabilise crisis situations and connect people to other supports through strong local networks. Service Users trusted the system because of these strengths, and ER was often an access point to holistic support. There were three main weaknesses identified. First, funding contracts were too short and did not cover the full costs of the program—in particular, case management for complex cases. Second, many Service Users were dependent on ER which was inconsistent with the definition and intent of the program. Third, there was inconsistency in the level of service received by Service Users in different geographic locations. These weaknesses can be improved upon with a joined-up approach featuring co-design and collaborative governance, leading to the successful commissioning of social services. The survey confirmed that volunteers were significant for ER, making up 92% of all workers and 51% of all hours worked in respondent ER programs. Of the 122 respondents, volunteers amounted to 554 full-time equivalents, a contribution valued at $39.4 million. In total there were 8,316 volunteers working in the 122 respondent ER programs. The sector can support and upskill these volunteers (and employees in addition) by developing scalable training solutions such as online training modules, updating ER service standards, and engaging in collaborative learning arrangements where large and small ER Providers share resources. More engagement with peak bodies such as Volunteering Australia might also assist the sector to improve the focus on volunteer engagement. Integrated services achieve better outcomes for complex ER cases—97% of survey respondents either agreed or strongly agreed this was the case. The research identified the dimensions of service integration most relevant to ER Providers to be case management, referrals, the breadth of services offered internally, co-location with interrelated service providers, an established network of support, workforce capability, and Service User engagement. Providers can individually focus on increasing the level of service integration for their ER program to improve their ability to deal with complex cases, which are clearly on the rise. At the system level, a more joined-up approach can also improve service integration across Australia. The key dimensions of this finding are discussed next in more detail. Case management is key for achieving Service User outcomes for complex cases—89% of survey respondents either agreed or strongly agreed this was the case. Interviewees most frequently said they would provide more case management if they could change their service model. Case management allows for more time spent with the Service User, follow up with referral partners, and a higher level of expertise in service delivery to support complex cases. Of course, it is a costly model and not currently funded for all Service Users through ER. Where case management is not available as part of ER, it might be available through a related service that is part of a network of support. Where possible, ER Providers should facilitate access to case management for Service Users who would benefit. At a system level, ER models with a greater component of case management could be implemented as test cases. Referral systems are also key for achieving Service User outcomes, which is reflected in the ER Program Logic presented on page 31. The survey and interview data show that referrals within an integrated service (internal) or in a service hub (co-located) are most effective. Where this is not possible, warm referrals within a trusted network of support are more effective than cold referrals leading to higher take-up and beneficial Service User outcomes. However, cold referrals are most common, pointing to a weakness in ER referral systems. This is because ER Providers do not operate or co-locate with interrelated services in many cases, nor do they have the case management capacity to provide warm referrals in many other cases. For mental illness support, which interviewees identified as one of the most difficult issues to deal with, ER Providers offer an integrated service only 23% of the time, warm referrals 34% of the time, and cold referrals 43% of the time. A focus on referral systems at the individual ER Provider level, and system level through a joined-up approach, might lead to better outcomes for Service Users. The program logic and theory of change for ER have been documented with input from the research findings and included in Section 4.3 on page 31. These show that ER helps people facing a financial crisis to meet their immediate needs, avoid further harm, and access a path to recovery. The research demonstrates that ER is fundamental to supporting vulnerable people in Australia and should therefore continue to be funded by government.
