Повний текст джерелаThis research, of exploratory nature, aims at understanding the role of the controller and the impact of his decisions, on the level of the risk management, in a hybrid network with public mandate. This role was apprehended starting from the analysis of food crises. Into final, it was proposed an exploratory model of epidemioprevention. The case-study method (six) was used. The bibliography related to control, the rule, and the risk. The results highlighted failures and internal deviances of internal control of the company, not highlighted by official controls. Failures were observed on the level of the external control exerted by the controller on the company. The regulation was observed inequitable, contradictory, derogatory and hypertrophic. The controllers resulting from the same Corps are characterized by a monoculture, a corporatism, and a situation of quasi-monopoly on the food control

While the number of international passengers around the world is increasing, the airport has introduced various automated equipment in order to shorten the operating time before passengers boarding. However, setting up new equipment at airports requires a lot of costs. For investors, the most important thing is whether the cost of inputs can bring the expected benefits. Therefore, the purpose of this study is to use the cost and benefit model for automatic clearance and manual inspections to assess the differences in the use of automatic clearance or manual inspections, and to further analyze the trend of the next ten years and reduce the sensitivity to changes in salary levels. The 105-year manual inspection and automatic clearance of Kaohsiung International Airport was the case study. The results show that the cost of personnel inspections had the highest proportion of personnel costs, and that auto-clearance was cheaper. Overall, the total cost of manual inspections is more than Automatic clearance equipment. In terms of efficiency, the benefits of automatic customs clearance are greater than manual inspections. In the analysis of the trend over the next ten years, the increase in manual inspections will be greater than the automatic clearance; in terms of salary changes, if the country’s salary level is only 8%, the total cost of using automatic customs clearance equipment will be higher than manual inspection. The above findings will provide airport operators and equipment investors as reference points for decision making.

Pretende-se criar uma ferramenta, no âmbito da evolução do Estado e da modernização da administração pública, que permita aos dirigentes da Inspeção Tributária e Aduaneira implementar novas formas de trabalho sup ortadas na evolução tecnológica e que possibilite aos inspetores tributários usufruir de uma nova forma de exercerem as suas funções. Este trabalho será desenvolvido em três capítulos. No primeiro capítulo iremos abordar a evolução do Estado e da Administração Pública. No segundo capítulo será desenvolvido o Manual para implementar projetos piloto de teletrabalho na Inspeção Tributária e Aduaneira, sendo feita a introdução com uma breve abordagem sobre a gestão dos recursos humanos na administração pública e sobre alguns conceitos importantes de flexibilidade no trabalho. É apresentada a Inspeção Tributária e Aduaneira na orgânica da Autoridade Tributária e Aduaneira e é desenvolvido o Manual com a apresentação de todos os seus componentes. No terceiro capítulo serão apresentados os potenciais efeitos esperados pela utilização do Manual para implementar projetos piloto de Teletrabalho na Inspeção Tributária e Aduaneira. Finalmente serão apresentadas as conclusões onde serão abordadas as questões principais do projeto e eventuais desenvolvimentos futuros.
This project aims to present, within the development of work in the information society and knowledge, a Handbook with the methodologies to implement telework pilot projects on Customs and Tax Inspection. It is intended to create a tool, in the framework of development and modernization of the State Public Administration, enabling leaders of Inspection Customs and Tax implement new ways of working supported in technological evolution and enabling tax examiners to enjoy a new way to perform their task. This work will be developed in three chapters. In the first chapter we will address the evolution of the State and Public Administration. In the second chapter will be developed the handbook to implement telework pilot projects in Customs and Tax Inspection, being done a brief introduction on the management of human resources in public administration and on a few important concepts of flexibility at work . It is presented the Customs and Tax Inspection in the Customs and Tax Authority, and the Handbook is developed with the presentation of all its components. The third chapter will present the potential effects expected from the use of the Handbook to implement pilot projects Telework in Customs and Tax Inspection. Finally the conclusions will be presented and will address the main issues of the project and possible future developments.
