Abstract. The article is focused on finding a new and modification of the existing paradigms of the innovative and investment partnership formation. The article studies the perspective key members of innovative partnership, their roles and possible cooperation effects. The attention is focused on the choice of directions of the innovative process realization depending upon the comparative assessment of approaches and the innovation commercialization expenses. The author outlines the direct and indirect form of the innovative partnership: «enterprise — university» and «enterprise — innovative mediator — university». The analysis of the profit-making channels in each chosen type of cooperation is provided. The globalization and capital concentration platforms preceding the integration partnership agreements are outlined and analyzed. To build up a separate adaptive paradigm of the innovative partnership the factors of the inner and outer environment forming the barriers for the realization of successful innovation partnership models are analyzed. It was found that one more factor to be considered when choosing the forms of innovative partnership between the parties concerned is the payback from the innovation commercialization, Its amount will be impacted by the objective factors of the currency depreciation in time, level of the sci-tech progress development, facilitation of the state policy, selected priorities of the national strategies, etc. Concerning the subjective factors, they fall within the variety of behavioral characteristics of an individual. It is stated that the formation of the innovative partnership is closely connected with the regional peculiarity of the location of enterprises, institutions and organizations. It is suggested to outline the innovative export-oriented and innovative import-dependent regions of the country. This feature will cover the possibilities of acquisition of innovations, knowledge and experience, and resources for their realization from the inner and outer markets. One of the factors of the commercial success achievement with the chosen form of the innovative partnership is the Blue Ocean Strategy which will allow studying the market more in detail and find the market niches in need of such new integrative formations. The incorporation of spin-off and spin-out companies is outlined as an efficient direction of the innovative partnership grounds realization. The article was prepared with the application of the following methods: expert appraisal, analysis and synthesis, economic experiment and scientific abstraction as well as graphic and logical methods. In the current conditions of the world economy, an increasing emphasis on the in- novative direction of development, covering all sectors of the economy, a prerequisite for the development of post-industrial society. A prerequisite for this process is the modern scientific and technological revolution that provides productivity growth, accelerated development of science and education. Scientific and technical progress provides innovative process that is multi-path of development, implementation to the commercialization of science. Innovation activity means innovation and dissemination of scientific and technological progress to meet the changing needs of society. The result of this process is an innovation. Although innovative practice is thousands of years, the subject of special scientific study innovations were only in the XX century. In the evolution of forming a system of knowledge about the development of innovation theory, scientists [18] are the following important steps: the first third of the twentieth century – the formation of the fundamentals of the theory (the period of basic innovation in this area of scientific knowledge); the second third of the twentieth century – the development of basic and detail the innovative ideas of the previous period; since the mid-1970s – a new theoretical breakthrough associated with a wave of epochal and basic innovations in the period of post-industrial society of the late twentieth century – the use of systems analysis, the study of national innovation systems.

This paper analyzes science and technology policy in Latino America. Making use of panel data methods, we test for successful science and technology policy, and sup­porting innovation practices in Argentina, Brazil, Chile and Mexico. There are three paradigms that explain science and technology policy: the market failure paradigm, the mission paradigm, and the cooperative technology paradigm. The market failu­re paradigm assumes that market mechanisms will lead to optimal rates of science production and technical change. The mission technology paradigm assumes that governments may play an important role in the programmatic mission of agencies. The cooperative technology policy paradigm assumes that markets are not always the most efficient route to innovation. The results suggest that there is room for go­vernment involvement when defining a science and technology policy that aims to support the development of innovative capabilities. We conclude that mission and/ or the cooperative technology paradigms are adequate for defining a successful scien­ce and technology policy in Latino America.

The article summarizes the arguments and counterarguments in the scientific debate on the use of a behavioral approach to managing an innovation-oriented organization. The main purpose of the study is to identify typical characteristics of modern innovation organizations that emerge in the process of ontogeny of the organization, have a behavioral nature and contribute to improving the effectiveness of innovation. As a result, the characteristics of modern innovative organizations that determine the effectiveness of their activity are determined. The change of behavior of innovatively active subjects at the subject and polysubjective levels under the influence of administration, routine and violation of integrity of activity is shown. Mentioned set of features can be used as a benchmark in modeling and managing innovation activity and innovation processes in organizations.

The relevance of the innovative development of regional economies is dictated by both an internal factor (balanced development of territories) and an external factor (the country’s competitiveness in the world market). The authors highlight the threats that may arise in different areas of the region’s economic activity. The rating system for assessing the innovation climate in the region has been substantiated and developed. The methodology of the author’s rating assessment of the innovation climate in the region allows a systematic approach to the qualitative and quantitative characteristics of the state of the innovation climate in the region (good, normal, pre-crisis, crisis). On the basis of the developed assessment system, a multi-paradigm model of the formation of an innovation climate in the region is proposed. The proposed author’s model, which reflects the system of factors of the innovation climate in the region, makes it possible to form ways of forming an innovation climate in the context of the selected areas. It seems that the proposed rating system of assessment and the model interconnected with it have applied significance, an integrated approach will allow assessing the level of the innovation climate in the region, and the proposed model will help to develop effective measures to form an innovative climate. The results of the work are the proposed rating system of assessment and a multi-paradigm model interconnected with it. In conclusion, the authors made a number of proposals for the formation of an innovative climate in the region.

The article is devoted to the study of the topical scientific and practical problem of the macroeconomic theory of innovation, which has a significant impact on technological development and the formation of a new paradigm, ensuring the stability of the development of high-tech industries. The purpose of this article is to determine the technology of innovation and the formation of a new technological paradigm. To achieve this goal, the following tasks were completed: scientific approaches to the development of innovation technologies and the formation of a new technological paradigm were analyzed, the role of investments in innovative activities was determined. The scientific discussion is assessed in accordance with the state policy of innovative development, the fundamental differences in the theoretical argumentation of the supporters of neoliberalism, liberalism and classicism are revealed. The position of economists who support the monetarist theory and evaluate it from the point of view of an effective regulator is analyzed. Innovative technological development is determined by qualitative changes in the institutional framework and timely, high-quality transformation processes in the public administration system; depends on the chosen vector of economic theory based on knowledge and practical experience. The definition of the technological paradigm as the foundation of evolutionary transformations based on methodology, methodology, technologies, general strategy of socio-economic development and formed approaches is given. The state policy of innovative and technological development is a methodological basis for economic development using various theories of attracting investment in innovation. The effectiveness of innovation in technological development has been proven throughout the entire historical development of the Russian economy and directly depends on the fundamental prerequisites for the effective use of new knowledge.

This paper discusses the relationship between innovative resources, promotion focus, adaptive governance and responsible innovation. In accordance with the path of “demand—motivation—behavior”, this paper takes adaptive governance as the moderator, and constructs an influence relationship model of “innovative resources—promotion focus (adaptive governance)—responsible innovation”. Then this paper takes 361 managers from above the middle management level and the technical personnel of enterprises as the investigation objects, and conducts empirical research by using the structural equation model. The results show that: (1) innovative resources have a significant positive impact on responsible innovation; (2) promotion focus partially mediates the effect of innovative resources on responsible innovation; (3) adaptive governance has a positive moderating effect on the relationship between innovative resources and responsible innovation. The results enrich the quantitative research of responsible innovation, reveal the internal mechanism of innovative resources affecting responsible innovation, provide a new way for technological innovation governance and provide a new way of thinking for the transformation from the traditional innovation paradigm into a sustainable innovation paradigm.

Formation of a competitive economy in the age of information technologies is based on the economy digitalization. Activation of Ukraine's European integration progress and the use of the world's leading technologies require economic development acceleration, which is based on the innovations application in all national economy sectors. The telecommunications industry has strategic importance for ensuring sustainable development, stable industrial and social spheres functioning in Ukraine. Progressive development of science, engineering and technologies, innovation and high knowledge intensity of modern production make special demands as for the ways of telecommunication enterprises development. With deepening of globalization and competition constant intensification, the foundation of telecommunication enterprises functioning are innovations which are enabling their innovative development. Formation of innovative development paradigm of telecommunication enterprises development involves: regulatory and legal support of innovative ideas; state support and stimulation of innovative activity (protection and support of domestic companies, financial support of industrial samples patenting, utility models, inventions abroad); giving priority to innovative factors in order to increase competitiveness and to ensure positive financial performance of enterprises; information interaction and coherence of innovation activity; creativity of approaches to ensure the conditions of the enterprise's innovative activity. A inovação é considerada imprescindível nas estratégias de desenvolvimento e na competição internacional. As mudanças climáticas e o aumento da demanda mundial de energia primária acentuam a importância das inovações tecnológicas na área de energia. A implementação de tecnologias de energia limpa não transformou a matriz energética mundial. A transição para as fontes de energias renováveis implica confrontar os subsídios para a produção de combustíveis fósseis. O problema de pesquisa refere-se às inovações relativas às energias renoveveis que visam à sustentabilidade. Avaliou-se como os sistemas de inovação consideram a sustentabilidade como uma plataforma de desenvolvimento científico, tecnológico e de inovação. O agrupamento de tecnologias de energia limpa ou de baixo carbono segue uma trajetória tecnológica que não se coaduna com o modelo energético com base em combustíveis fósseis. A noção da emergência de um paradigma tecnológico com tecnologias que visam à sustentabilidade corrobora a perspectiva de que os sistemas de inovação de ambos os países se orienta para a sustentabilidade. Formulou-se a hipótese de que as inovações relativas às energias renováveis, no Brasil e na China, estão intrinsecamente vinculadas à dimensão da sustentabilidade e da segurança energética. A pesquisa teve como objetivo geral analisar as inovações referentes às energias renováveis para alcançar a sustentabilidade. O procedimento metodológico para a formulação do referencial teórico consistiu em levantamento bibliográfico de livros e artigos relativos à economia evolucionária, à economia regulacionista e à sociologia econômica. Na revisão bibliográfica identificou-se a lacuna nas abordagens econômicas, relacionada à dimensão social, em particular às estratégias de cooperação e de competição entre os agentes sociais, assim como aos indicadores de sustentabilidade. A construção de um quadro analítico foi indispensável para articular as variáveis explicativas já presentes nas teorias econômicas e as variáveis explicativas que se referem ao enfoque da sociologia econômica. A sociologia econômica contribuiu para discernir a cooperação entre os diferentes atores sociais, uma dimensão analítica que raramente constitui outras abordagens da inovação. A comparação dos sistemas de inovação do Brasil e da China teve como parâmetro o desenvolvimento sustentável e a segurança energética. Avaliou-se a perspectiva de transição de um paradigma tecnoeconômico e o processo de mudança que incide sobre ideias, comportamentos, organizações e instituições. Entende-se que a relação entre as inovações e as mudanças sociais e institucionais não pode ser compreendida apenas no contexto da sustentabilidade. As dimensões da segurança energética são cruciais para a análise das inovações, uma vez que também constrangem a direção das mudanças.
Innovation is considered essential in development strategies and in international competition. Climate change and the increase in world primary energy demand stress the importance of technological innovation in the energy sector. The implementation of clean energy technologies has not transformed the world energy matrix. The transition to renewable energy sources means challenging subsidies for fossil fuel production. The research problem refers to innovations concerning renoveveis energies aimed at sustainability. Was evaluated as the innovation systems consider sustainability as a scientific development platform, technology and innovation. The grouping of clean or low-carbon energy technologies follows a technological trajectory that is not consistent with the energy model based on fossil fuels. The notion of emergence of a technological paradigm with technologies aimed at sustainability supports the view that the innovation systems of both countries is oriented towards sustainability. Formulated the hypothesis that the innovations relating to renewable energy, in Brazil and China, are intrinsically linked to the dimension of sustainability and energy security. The research aimed to analyze the innovations relating to renewable energy to achieve sustainability. The methodological approach for the formulation of the theoretical framework consisted of literature books and articles on evolutionary economics, the regulationist economy and economic sociology. In the literature review identified the gap in economic approaches, related to the social dimension, in particular the strategies of cooperation and competition among social actors, as well as the sustainability indicators. The construction of an analytical framework was essential to articulate the explanatory variables already present in economic theories and explanatory variables relating to the focus of economic sociology. The economic sociology contributed to discern the cooperation between the different social actors, an analytical dimension that is rarely other approaches to innovation. The comparison of Brazil and China's innovation system was to parameter sustainable development and energy security. The transition perspective was assessed a techno-economic paradigm and the process of change that focuses on ideas, behaviors, organizations and institutions. It is understood that the relationship between innovations and social and institutional changes can not be understood only in the context of sustainability. The dimensions of energy security is crucial for the analysis of innovation since they also constrain the direction of change.

One might argue real estate is entering a period where technological innovations have greater impact on investment returns than conventional metrics related to the overall economy. While this has already been demonstrated by e-commerce disrupting the retail and logistics landscape, industry leaders are now starting to become more and more attentive to mobility related implications, resulting from the recent advent of ride-hailing providers like Uber, Lyft, and Didi. Broad literature, generated over the past decades and applying widely recognized econometric concepts, emphasizes the significance of public transport access for residential real estate values. More recently, claims arose that the value of proximity to public transport is being challenged by ride-hailing, serving as a substitute for rail and bus services. While the existence of a certain substitution effect is supported and documented by academic studies, research about its impact on real estate is rare. This thesis analyzes the value change of public transport access over time, by applying a hedonic regression model to a sample of 257,100 residential real estate transactions which have taken place in New York City between January 2005 and June 2018. The distance between each individual home and the closest of 550 heavy rail transit stops is used to determine the value of proximity to public transport in these transactions. Contrary to anecdotal claims and economic theory, the results of this analysis suggest that the value of proximity, i.e. rent gradients towards heavy rail transit stops, increases over the observed time period, especially since the emergence of Uber and within walking distance (0.5 miles) from transit access points. Since mobility innovation's long-term effects might not be in line with short-term implications and notable regional variances might exist, the thesis recommends ongoing analysis of the subject matter and expanding the research from New York City to various markets with different urban shapes, transportation modes, and demographics.

Background - Lean paradigm has been successfully employed in the manufacturing sector in past decades, however in the engineering services sector its application has unfortunately not received the same attention both from academia and industry.   Problem Discussion – The negligence of Lean in the engineering services sector rendered this sector deprived from Lean’s proven benefits in the manufacturing sector. The reason for this negligence can be traced back to the fact that Lean’s implementation is not a straightforward task and additionally its direct translation from the manufacturing sector into the engineering services sector may impede innovative capabilities of the engineering services sector that are crucial for its sustainable growth.   Problem Formulation - In addressing the aforementioned issues, this thesis investigates the following key research question: “Whether and how Lean Innovation can be implemented in the engineering services sector?”   Purpose - This work explores and employs different modern theoretical concepts from literature to promote Lean Innovation in the engineering services sector by first developing a theoretical framework in terms of nine propositions and then examining them through a qualitative empirical research.   Methodology - The qualitative empirical research is conducted by first gathering empirical data through expert interviews and then analysing it employing the directed content analysis technique in order to examine the nine propositions promoting Lean Innovation.    Findings - This study concludes that Lean Innovation in the engineering services sector is achievable by employing modern theoretical concepts like open innovation, the systems approach to problem solving and transformational leadership in a thoughtful and planned manner.   Limitations - The lack of depth of the theoretical as well as empirical research focus in terms of the sample size and quality stemming from the challenge of finding enough experts with versatile knowledge in the thesis’ timeframe can be considered as limitations on the quality of this research.

This thesis explores the emergence of transformative innovation policy, which can be understood as a reframing of the political agenda of innovation policy to address societal challenges such as climate change. This thesis conceptualises transformative innovation policy as an emerging policy paradigm, layered upon but not fully replacing earlier paradigms of Science & Technology Policy and Innovation Systems Policy. Grounded in argumentative discourse analysis, this thesis assesses the discourse institutionalisation of this emerging policy paradigm. The four empirical chapters focus on international policy organisations operating in a European context, namely the European Commission, Climate-KIC, the OECD and the European Environment Agency. The chapters are framed around three common questions, namely how transformative innovation policy is expressed in practice, to what extent it is institutionalised, and why events unfolded the way they did. The cases demonstrate that a paradigm shift in innovation policy is underway. There is a widespread recognition that existing ideas about innovation policy and its goals and instruments are failing to address current crises and that alternative solutions should be pursued. However, there is still much ambiguity about how exactly these new goals need to be addressed. This leads to clearly identifiable discursive struggles between broad and narrow articulations of transformative innovation policy. As a result, different directions of policy travel can be identified. This process is messy, and characteristic of the more evolutionary nature of policy change. The thesis also presents a closer assessment of the so-called ‘administrative battle of ideas’ representative of this broader paradigm shift. They display that organisational legacy and path dependency matter but that agency and path creation also play a crucial role. The presence of assumption surfacing and institutional entrepreneurship seem vital in achieving organisational change, which may well underlie any significant change in policy paradigm. This thesis contributes to knowledge by providing a conceptually and empirically informed framework to compare and contrast consecutive paradigms in innovation policy, and to identify and discuss different groups currently occupying this newly created discursive space. Furthermore, it makes some modest methodological and conceptual elaborations to the study of policy paradigms and policy paradigm change. In addition, this thesis shows that participant observation has potential to form a valuable contribution to STI policy studies.

Emanating from the mainstream accounting and managerial thinking, which hinges upon the “command and control” assumption, a firm’s Intellectual Capital (IC) is understood as an objective reality. Influenced by this understanding, advocates of the measuring paradigm attempt to posit IC under parsimonious conditions within a reporting system. This thesis contributes to an emerging critical trend that seeks to counterbalance the limitations of the measuring paradigm and explores the possibilities of constructing a learning paradigm. A series of high-level questions that confront both paradigms, including their ontological assumptions, methodological considerations, foci of practice, and criteria for ICinformation disclosure, are considered. Whilst the measuring paradigm prioritises the activities of assessing and reporting individual IC elements, a learning paradigm is concerned with nurturing a learning motive in IC practice for organisational change and innovation. The analysis of a learning paradigm draws on the works of three processphilosophers: Habermas, Vygotsky and Deleuze. This thesis engages with the case study of “InCaS”: a project combined IC research and practice, involving researchers and 25 SMEs from 5 European countries. Data were collected through qualitative survey and administrative documents, interviews, and group discussions over a 30-month-period. Thematic analysis and reconstructed stories analysis were applied where suitable. The findings reveal that a learning paradigm does not stand against the measuring paradigm, but transforms it by enabling a flowing process of IC in SMEs. This flowing process contributes to the generation and development of new knowledge, new practice, and a new sense of positive energy. Based on this, the thesis suggests that the future of IC practice should focus on “IC flow management”, i.e. activate a non-linear process of learning-by-reflection, learning-by-participation, and learning-by-affection. In doing so, IC would not be perceived as a lifeless commodity, but as a metaphor of life that accommodates different pathways to value.

De plus, ils devront faire face à une part croissante de véhicules électriques. Ces tendances induisent le besoin de nouveaux paradigmes et architectures d’exploitation du réseau de distribution, afin de fiabiliser les réseaux et d'assurer la qualité de fourniture d’électricité. Dans cette thèse nous proposons une nouvelle architecture capable de favoriser la collaboration entre les acteurs du marché de gros, les gestionnaires de réseau de distribution et les clients finaux, afin de tirer parti des ressources énergétiques distribuées tout en prenant en compte les contraintes des réseaux de distribution. L’architecture est conçue pour fournir des services innovants de gestion de la demande résidentielle, dans le cadre de l'autoconsommation individuelle et collective (à l'échelle d'un quartier). La thèse apporte trois contributions principales. D'abord, sur la base de l'internet des objets et de la technologie blockchain, la thèse fournit les éléments de base pour les futures architectures de gestion de l'énergie au niveau du réseau de distribution. Ensuite, en focalisant sur les services rendus par de telles architectures, nous proposons un marché intra-journalier au pas horaire pour l'échange local de l'énergie renouvelable entre maisons, associé à un mécanisme d'allocation dynamique des phases afin d'améliorer la qualité de fourniture. Future electricity distribution grids will host an important and growing share of variable renewable energy sources and local storage resources. Moreover, they will face new load structures due for example to the growth of the electric vehicle market. These trends raise the need for new distribution grid architecture and operation paradigms to keep the grid stable and to ensure quality of supply. In addition, these new paradigms will enable the provision of advanced new services. In this thesis we propose a novel architecture capable of fostering collaboration among wholesale market actors, distribution system operators and end customers, to leverage flexible distributed energy resources while respecting distribution system constrains. The architecture is designed for providing innovative residential demand side management services, with a special focus on services enabled by self-consumption at the household and neighborhood level. Following these general objectives, the thesis provides three main contributions. First, based on internet of things and blockchain technology, we propose the building blocks for future distribution grid energy management architectures. Then, focusing on the services enabled by such architectures, we propose hour-ahead markets for the local exchange of renewable energy among households together with dynamic phase allocation mechanism to improve the quality of electricity supply. Finally, we propose a real time control mechanism for the adjustment of market decisions to satisfy distribution system operator constraints

In particular, mitigation of climate change requires sustainable solutions for new as well as existing structures. Taking from both practice and research, this book provides engineers with applicable, timely, and innovative information on the state-of-the-art in sustainable structural design. <p>This Structural Engineering Document addresses safety and regulations, integration concepts, and a sustainable approach to structural design. Life-cycle assessment is presented as a critical tool to quantify design options, and the importance of existing structures–in particular cultural heritage structures–is critically reviewed. Consideration is also given to bridge design and maintenance, structural reassessment, and disaster risk reduction. Finally, the importance of environmentally friendly concrete is examined. Consequently, structural engineers are shown to have the technical proficiency, as well as ethical imperative, to lead in designing a sustainable future.

AbstractThis chapter introduces the “sublinear computation paradigm.” A sublinear-time algorithm is an algorithm that runs in time sublinear in the size of the instance (input data). In other words, the running time is o(n), where n is the size of the instance. This century marks the start of the era of big data. In order to manage big data, polynomial-time algorithms, which are considered to be efficient, may sometimes be inadequate because they may require too much time or computational resources. In such cases, sublinear-time algorithms are expected to work well. We call this idea the “sublinear computation paradigm.” A research project named “Foundations on Innovative Algorithms for Big Data (ABD),” in which this paradigm is the central concept, was started under the CREST program of the Japan Science and Technology Agency (JST) in October 2014 and concluded in September 2021. This book mainly introduces the results of this project.

Effective appropriation of new technology has long been considered essential for innovation. Yet, the role of patents and other Intellectual Property tools has been questioned, both for rewarding innovators and serving societal needs. Simultaneously, there is ample empirical evidence of technological advance accelerating under conditions of loose appropriability, for example, when patents expire and cases of innovations based on shared technology and diverse motivations. This paper explores the case of the 3D printing technology, which appears to have found successful commercialization and dynamic market growth after key patents expired. We analyze the role of commons-based peer production practices in forging synergies among different factors and effectuating an alternative innovation pathway and the challenges and contradictions in the process. Finally, we critically assess recent developments of 3D printing technology and draw lessons for innovation policy by incorporating aspects of emerging commons-based innovation paradigms.

In response to the Paris Agreement and the Sustainable Development Goals (SDGs), the IDB Group Board of Governors endorsed the target of increasing climate-related financing in Latin America and the Caribbean (LAC) from 15% in 2015 to 30% of the IDB Groups combined total approvals by 2020. Currently, the IDB Group is on track to meet this commitment, as in 2018, it financed nearly US$5 billion in climate-change-related activities benefiting LAC, which accounted for 27% of total IDB Groups annual approvals. In 2019, the overall volume and proportion of climate finance in new IDBG approvals have increased to 29%. As the IDB continues to strive towards this goal by using its funds to ramp-up climate action, it also acknowledges that tackling climate change is an objective shared with the rest of the international community. For the past ten years, strategic partnerships have been forged with external sources of finance that are also looking to invest in low-carbon and climate-resilient development. Doing this has contributed to the Banks objective of mobilizing additional resources for climate action while also strengthening its position as a leading partner to accelerate climate innovation in many fields. From climate-smart technologies and resilient infrastructure to institutional reform and financial mechanisms, IDB's use of external sources of finance is helping countries in LAC advance toward meeting their international climate change commitments. This report collects a series of insights and lessons learned by the IDB in the preparation and implementation of projects with climate finance from four external sources: the Climate Investment Funds (CIF), the Forest Carbon Partnership Facility (FCPF), the Green Climate Fund (GCF) and the Global Environment Facility (GEF). It includes a systematic revision of their design and their progress on delivery, an assessment of broader impacts (scale-up, replication, and contributions to transformational change/paradigm shift), and a set of recommendations to optimize the access and use of these funds in future rounds of climate investment. The insights and lessons learned collected in this publication can inform the design of short and medium-term actions that support “green recovery” through the mobilization of investments that promote decarbonization.
