The article analyzes the current state and problems of information and analytical provision of localpublic government activities in Ukraine by means of comparative-critical analysis of, first of all, thestructure of relevant state administrations, and secondly, the presence of information and analytical provisiondepartments in the state administrations structure, their names and quantity, and thirdly, these divisions’functions and tasks, and, fourth, the general problems of formation and validation of the information andanalytical provision of the Ukrainian local public administration activities mechanisms.The study was aimed at comparing the current status of the information and analytical provisiondepartments tasks to their basic theoretical purpose of collecting, generalizing, processing information anddeveloping information and analytical documents which are necessary for the making effective managementdecisions.For comparative analysis of the current state of the information and analytical provision of local publicgovernment activities the two groups of local state administrations of different levels have been selected. Thecontent and trends of the current state of the processes of information and analytical provision of local publicgovernment activities are revealed by the example of eight local state administrations, regional and district levels.Based on the results of the comparative analysis, we identified important trends within the processesof information and analytical provision of local authorities activities in Ukraine: the country lacks holisticinformation and analytical provision system for local public government activities; the country's system ofpublic power needs unification or systematic regulations of structural divisions dealing with informationand analytical provision of local authorities; local state administrations have not yet built and are not evenplanning to create their own information databases covering various areas of public administration, social,political, economic and cultural situation, and databases of the regional development, of sectoral statisticsor other fields; local state administrations pay little attention to information security and protection ofinformation resources of public administration; regional and district state administrations lack separatesubdivisions that would be strictly specialized in information and analytical provision of local authorities(usually, information and analytical provision of local authorities is considered an addition to other roles,ranging from the structural and communication functions to the legal one); on the whole, the overall systemof information and analytical provision of local authorities in this country is still at the concept stage of itsdevelopment.

The provision of information in public procurement is the only way for both society and tenderers to obtain information about the legitimate process of public procurement. Since the exchange of information is regulated by the Public Procurement Law and other laws and regulations, it is not always clear for the involved parties how to apply this regulation in practice. As a result, information that could be accessed and received in a timely manner and could be used to defend tenderers’ interests is not asked for, and the tenderers frequently request information that is of restricted accessibility or is not unclassified. The aim of this research is to analyse the legal regulation of information provision in the public procurement field in Latvia, to detect the most common problems in practice and to give possible solutions to them. Tasks - to study the legal regulation, legal scientists’ views, problems in practice and, gathering the information, to give possible solutions to them. The descriptive, dogmatic, historical, comparative and analytical research methods were used in this research. Results - two important principles can conflict when providing information – the principle of transparency and competition. So the contracting authority should evaluate in each situation, which of them should be more important.

The article considers the implementation of management functions, which requires effective analytical tools and appropriate information support to provide real and potential investors and creditors, including foreign, true and unbiased information about the financial condition and performance of the entity reporting in our country. The implemented reforms in Ukraine are aimed at ensuring that the information is clear and unambiguously interpreted by each user. The qualitative characteristics of useful financial information provide the types of information that are most useful to current and potential investors, lenders and other creditors in making decisions about the reporting entity based on the information contained in its financial statements. The basic principles of information support of complex analysis and optimization of financial results by segments of activity taking into account specific groups of users of financial reporting on the basis of data of the improved system of internal analytical registers of components of financial result - incomes and expenses are defined. It is proved that it is necessary to provide information in the notes to the financial statements as part of the elements of operating costs for the following activities: production, services, performance of works, management costs, sales costs, other operating activities. Further optimization of the main factors and components of the results of activities provide an opportunity to significantly increase the efficiency of the entity, which reports in subsequent periods, while improving its financial condition. The governance of information technology (IT) service provision entails all those elements of the structure and process of contracting and organisation that are necessary in order to deliver effective and efficient IT services within today's organisations. This thesis develops a framework integrating those elements of governance with a view to explaining actual governance structures and to guiding relevant decisions in practice. Until the late 1980s, the principal concerns with respect to the organisation of IT activities revolved around the issues of centralisation versus decentralisation and end-user computing versus specialist control. Whilst contracts for various systems and services have always been a significant part of the IT department's activity, the issue of structuring such contracts took a prominent position on the management agenda in the beginning of 1990s with the proliferation of large contracts of the 'total outsourcing' kind. IT outsourcing rekindled interest in and reshaped the agenda of the organisation of IT provision. The debate on IT outsourcing provided the motivation and the starting point of this thesis. Thus, chapter 1 reviews this debate and, following on the opinion of others, recasts the question of 'whether to outsource or not' as 'how to set up the governance (i. e. the structure and process of contracting and organisation) of IT service provision'. In order to shed some light on the elements of governance, chapter 2 turns on a range of economic theories of the firm. These theories are critically reviewed and some preliminary suggestions as to how they might inform the governance of IT are put forth. The chapter concludes by setting the theoretical foundations for the rest of the thesis. The notion of a governance continuum between the ideal pure market and the ideal pure hierarchy is introduced. Actual governance structures, it is argued, can be placed on this continuum as individual instances. Before advancing onto more substantive work, chapter 3 pauses to reflect on the epistemological basis of this research project. The main principles of the epistemological position adopted here are taken from the philosophical arguments of transcendental realism. The implications of this epistemological position for the empirical methods and the theoretical claims made in this thesis are also examined. Chapter 4 documents an intensive case study at British Petroleum Plc. The purpose of this case study was to draw lessons from practice and to assess the relevance of the theories of chapter 2. This case study was an interactive learning process through which the researcher sought access to management practice in order to assess economic theories, while the managers at BP sought a broader understanding of IT outsourcing. The outcome of this interaction was the S-CAGE framework which coupled theoretical insights with practical relevance. The S-CAGE (Service Clustering And Governance Establishment) framework is described in detail in chapter 5. It is put forth as both an explanatory and a normative account of the governance of IT service provision. It is based on the notion of governance continuum, it introduces the idea of grouping services into clusters and it provides a classification of the elements of governance that should be customised to the characteristics of each cluster of services. Chapter 6 presents two further case studies aimed at evaluating the usefulness of SCAGE in understanding and explaining alternative outsourcing practices. ICI and Anglian Water have been visited for this purpose. On the basis of these cases, the concluding chapter summarises the strengths and limitations of the proposed framework. An attempt is also made to set forth some preliminary theoretical ideas extending the notions of clustering and governance continuum. The thesis concludes with a final short illustration of the use of the S-CAGE framework.

The literature relating to women's health in Africa focuses on health information seeking needs. It rarely focuses on how women's health information needs link to the development of the continent. The dissertation examines the interrelationships between women's health information needs and development. The study sought to establish the significance of information to women's health and development. In order to validate this link the study employed three data collection techniques - documentary research, interviews and electronic mail questionnaires. In illustrating that there is a relationship between women's health and development, the study argues that women's empowerment can only be achieved where sufficient information is provided for women to make informed independent decisions concerning health issues that affect them. This relates especially to when to have children; how to protect themselves against AIDS, what the early warning signals of breast and cervical cancer are, and how best to look after their children and the community at large. The study further argues that these types of challenges can only be met with an efficient and effective health information service that is both gender sensitive and context specific to the African continent.

This thesis synthesises two previously disparate fields of study by investigating the attitudes and aspirations of dyslexic people regarding travel information provision. One of the first in-depth qualitative studies of its kind is presented, with the findings having significance for academia, professionals and government. There are four main parts to the thesis. Part 1 considers the literature review. Part 2 presents the empirical research strategy adopted (a series of focus groups and a travel ethnography study). Following this, Part 3 presents the empirical research findings. Finally, Part 4 concludes the thesis, introducing discussion of the key findings, the contribution of the research to the fields of study, and avenues for further research in this area. It is clear that the attitude towards disabled people is changing. However, dyslexic people are experiencing the benefits of the social model of disability at a considerably slower rate than other disabled people. This is clearly the case across the transport industry, particularly within travel information provision. At present the distinct needs of dyslexic people are being lost within a 'design-for-all strategy'. Essentially, dyslexic people are facing limited travel horizons and mobility-related exclusion as a result. This thesis effectively supports the drive towards greater recognition and awareness of (and support for) dyslexia within the transport industry. Although the research provides much to consider, it constitutes an important opportunity to positively change this aspect of life for dyslexic people. Dyslexic-friendly travel information can ameliorate the access barriers to transport, which in turn could broaden the travel horizons of these individuals. For Government, the subsequent effects of better information access upon public transport patronage and use of the road network (and the perceptions of the transport industry as a whole) could be extremely positive. It is also certain that the research has the potential to further embed the social model of disability within dyslexia. By changing the fundamental attitudes of the transport industry towards dyslexia would provide a positive step forward in achieving greater social inclusion for dyslexic people. This in turn could provide greater access to opportunities previously unavailable, create better social opportunities, and more positive life experiences.

This thesis studies information provision in two contexts: online rating systems and traffic information systems. In the first part of the thesis, we develop a model of Bayesian learning from online reviews and investigate the conditions for asymptotic learning of the quality of a product. Moreover, we characterize the speed of learning under different rating systems and characterize the impact of information provision on the speed of learning. In the model, a sequence of potential customers after observing the ratings of the product, and based on their ex ante valuation, decide whether to purchase. If they purchase, the true quality of the product, their ex ante valuation and ex post valuation determine their overall satisfaction. Given the rating system of the platform, they decide to leave a review as a function of their overall satisfaction. We study learning dynamics under two classes of rating systems: full history, where customers see the full history of reviews, and summary statistics, where the platform reports some summary statistics of past reviews. In both cases, we characterize the asymptotic speed of learning and show that the incentivizes of the platform is aligned with maximizing the speed of learning. We then study the design of rating systems in terms of information collection and information provision schemes. In particular, we identify situations in which providing more information leads to slower learning. In the second part of the thesis, we develop a framework for systematically analyzing how changes in the information sets of users in a traffic network (e.g., due to route guidance systems) impact the traffic equilibrium, and show the conditions under which even those with access to additional information may suffer greater congestion. To this regard, we first introduce a new class of congestion games in which users have differing information sets about the available edges and can only use routes consisting of edges in their information set. We then define the notion of information constrained Wardrop equilibrium for this class of congestion games and establish its existence and uniqueness. Finally, we turn to our main question formulated in the forms of Informational Braess' Paradox (IBP), which extends the classic Braess' Paradox in traffic equilibria. IBP asks whether users receiving additional information can become worse off. We provide a comprehensive answer to this question by providing a tight characterization of network topologies under which IBP emerges.

The computing paradigm called Internet of Things (IoT) will connect billions of devices deployed around the world together in a near future. In the last years, IoT is gaining more attention. This paradigm has become popular by embedding mobile network and processing power into a wide range of physical computing devices used in everyday life of many people. An important element of the IoT is a middleware, which is a system able to abstract the management of physical devices and to provide services based on the information from these devices. The services provided are used by application clients to perform queries and obtain environmental information. In this way, it is already a subject in literature studies that address middleware systems not only interoperability of devices, but also context awareness feature. Context-aware is an important feature of IoT systems. This feature makes easy to discover, understand, and store relevant information related to devices. This information can be used for a refined provision of services based on the environment context and also for decision making. This work aims to present the Context-Aware System (CONASYS), that is a system to provide services of contextualized information about IoT devices in heterogeneous environments. The system is attached to COMPaaS IoT middleware and is able to act accordingly to the environment that it is inserted. We present in details the architecture of CONASYS, the technical issues related to the implementation of the system and perform some tests based in a real-world scenario. We also present some related work. Our objective is to provide a well-defined range of contextualized services that meet the users needs without specific knowledge of the environment, improving users Quality of Experience (QoE).

Searching for and selecting among design solutions is not an effortless task. The principle of least effort suggests people seek to minimize the amount of effort they apply towards completing their tasks. In the context of engineering design, it is conceivable that expending more effort on the design problem yields a design solution with greater performance. In this paper, we investigate the impact of incentives on motivating engineering designers to increase the amount of effort they apply to solving design problems. Specifically, we formulate an analytical model of effort provision towards design tasks to compare two incentive structures: a probabilistic incentive and a deterministic incentive. With the probabilistic incentive, a designer’s final reward or penalty is uncertain, e.g. it is uncertain if a proposed design solution will meet requirements. With the deterministic incentive, a designer’s final reward or penalty is tied directly to the quality of the design solution as it is presented, e.g. a proposed design solution meets requirements with a certain probability as the figure of merit and the designer is directly rewarded or penalized on producing a design solution with that figure of merit. We parameterize the proposed analytical model and perform a parameter study to determine which incentive produces a more optimal design solution in the parameter space. Results show that there is no one dominant incentive structure, and the preferred incentive structure depends on how intense the reward or penalty is and how a designer subjectively valuates his effort.

The purpose of this research is to examine in detail provision of signs for ensuring smooth movement, conducted by transportation companies at traffic nodes, and to identify future issues to be solved for maintenance of marine-based traffic nodes. To this end, as the study site, we selected the City of Hiroshima in Japan, where a wide variety of traffic nodes, such as railroads, streetcars, buses, and ferries, are available. In particular, as main facilities to be studied, we focused on Ujina Terminal, which is a marine traffic node, and Hiroshima Station, which is an onshore traffic node. We examined the current status of and problems with facility plans and sign plans at traffic nodes through field exploration of the City of Hiroshima and questionnaires with tourists. As a result, it was found that in order to formulate a sign plan that can ensure security, cooperation with not only land traffic nodes but also marine traffic nodes will be an important issue in future when providing signs at marine traffic nodes for ensuring smooth movement.

The experience of scientific and technical cooperation of Belarus Agricultural Library and the Institute of Experimental Veterinary Medicine named after S.N. Vyshelessky is presented. The article describes the library’s activities in information support of scientific research (provision of bibliographic and analytical information on scientific publications, delivery of full texts, patent search) and promotion of research results in the international information space (creation of author profiles in author identification systems, source selection for publishing the results of scientific research, paper processing submission support). Conclusion about the effectiveness of such cooperation for scientists, libraries and Belarusian science in general is noted.

Implementation of alternative service delivery arrangements contributed to a rethinking of the public sector’s capacity as the public service provider. The public-private partnerships became part of the life of modern economics as the tool which enables the state or local government to carry their competences in a time that is ambitious to increase public need and decrease public expenditure. The goal of our paper (case study) is to present a set of analytical data comparing of public private partnership and traditional public procurement of public lighting reconstruction projects at the municipal level in Slovakia. This study uses a quantitative approach to investigate the research question. The study analyzes the original collected survey data from our own research in 14 Slovak municipalities. The analysis does not allow drawing normative conclusions about the desirability of PPP as a procurement method as it focuses only on construction costs, without being able to quantify its impact on life-cycle costs and benefits. Ideally, the relative costs and benefits of PPPs should be evaluated over the entire project lifecycle, from start of construction through operations and maintenance to the end of the contract period. However, most projects are either still under construction or in the early stages of operation and most available information relates to the construction phase.

A critical task in product design is mapping information from consumer space to design space. Currently, this process is largely dependent on the designer to identify and map how psychological and consumer level factors relate to engineered product attributes. In this way, current methodologies lack provision to test a designer’s cognitive reasoning, which could introduce bias while mapping from consumer to design space. Cyber-Empathic Design is a novel framework where user-product interaction data is acquired using embedded sensors. To understand consumer perceptions about a particular product, a network of latent psychological constructs is used to form a causal model allowing designers to better understand user preferences. In this work, we extend this framework by integrating choice-based preference modeling to develop a Discrete Choice Analysis integrated Cyber-Empathic design framework (DCA-CED). We model user preferences and ultimately consumer choice by considering perceptions estimated by psychological latent variables and user-product interaction data. To demonstrate the effectiveness of the framework, a case study using a sensor integrated shoe design is presented where data to represent user demographics, sensor readings, and product choice is simulated. Using the DCA-CED method, the model parameters are recovered and compared with the original parameter values in the simulator. In addition, the ability of the framework to predict choice based on user product-interaction data is tested. The results show that the analytical method effectively captures the underlying data generation process thereby validating the proposed framework and the analytical method.

The article describes a WEB-system developed by the authors that implements services related to the formation and provision of multifaceted information about the results of scientific activities (publications, copyright certificates and reports at scientific events) of employees of an organization or a group of organizations. The system is focused both on the end user interested in obtaining specific data, and on the administrative staff, who generates reporting materials for the parent organization. The information base of the system contains metadata on the following classes of objects: persons (authors), organizations and their subdivisions; publications at analytical, monographic and summary levels; copyright certificates; scientific events (conferences, symposia, seminars); reports. The system includes two modules - an administrative one (intended for entering and editing data) and a user one, which is a special search engine that searches for information, visualizes it, provides navigation among related resources and exports data. A distinctive feature of the system is the introduced concept of "equivalent" objects. Objects are considered equivalent if they are represented in the system by different metadata, but referring to the same physical entity. Such objects are "persons" corresponding to one author with different spellings of the surname in the bibliographic descriptions of publications; organizations with different variants of names; articles published unchanged in various languages. In accordance with modern requirements for reporting on publications, the system reflects the sources of research funding, as well as the affiliations indicated in the articles for each author.

Finding engineering applications for a new class of smart material, magnetorheological elastomer (MRE), has been a major task for researchers in this field. Novel MRE devices, such as vibration absorbers and vibration isolators, have been proposed and fabricated to pioneer its engineering applications. In civil engineering, the author has proposed a novel MRE based isolator to be used in the base isolation system for mitigating the devastating effects of earthquakes on civil structures. For any MRE-based device, electromagnetic coil is evitable involved to provide magnetic field for the MRE materials. Comparing with magnetic circuit design in magnetorheological fluid (MRF) device, i.e. MR damper, MRE devices normally need a larger coil to energize the MRE materials, particularly for a large-scale MRE device. Therefore, investigation of the solenoid on the magnetic field distribution is of great importance for the design and development of MRE based device. In particular, provision of sufficient and uniform magnetic field is essential towards the success in designing MRF/MRE devices. To understand the mechanism of magnetic field generation in a solenoid is the key for device design and optimization. The main objective of this paper is to analytically investigate and experimentally validate the magnetic field distribution in a solenoid. The theoretical investigation starts from the analysis on an ideally thin cylindrical solenoid in order to obtain analytical results. To stimulate the coil which can be used in the design of MRE device, theoretical investigation is to conduct on a thick-wall cylindrical solenoid. Finite element analysis is also used to examine the magnetic field distribution in the solenoid. In order to verify the theoretical findings, experimental testing is conducted to acquire the magnetic field distribution in a sample solenoid. Results from analytical solution, finite element analysis and experimental testing agree very well. The findings provide valuable information for the design and optimization of the MRE device in which a solenoid is inevitably involved.

Air pollution is one of the primary causes of premature death worldwide. This paper examines the cost-effectiveness of two different air quality information programs that were implemented as part of randomized control trials. In the case of the SMS air quality alerts in Mexico City, we find that the program was not cost-effective in the experimental sample, but it would likely be cost-effective if the program were extended to all of Mexico City. In the case of real-time feedback on wood stove emissions in Valdivia, we find that the program was cost-effective in both the experimental sample and at scale.

The article presents the implementation of future agricultural engineers’ training technology in the informational and educational environment. To train future agricultural engineers, it is advisable to form tutorials for the study of each discipline in the conditions of informational and educational environment. Such tutorials are an assistance in mastering both theoretical material and course navigation, where interactive electronic learning tools are presented to perform tasks in the informational and educational environment. Higher education applicants perform such tasks directly in the classroom with the help of gadgets or personal computers. The final grade is formed from the scores obtained in the classroom and the rating of higher education applicants while studying in the informational and educational environment. The outlined approach is able to help in the quality of learning content. The use of interactive audiovisual online tools allows to get acquainted with the theoretical, practical and experimental provisions clearly, it is important for the training of future agricultural engineers. At the end of the experiment, it can be argued that the developed technology increases the level of motivation and self-incentive to work in the informational and educational environment. The application of the presented technology provides an opportunity to combine the educational process in the classroom with learning in the informational and educational environment, forms analytical abilities and competencies in professional activity. The reliability of the obtained results was checked using the λ Kolmogorov-Smirnov criterion. It is determined that when using this technology in the educational process, the indicators in the experimental group increased, which displays the effectiveness of training bachelors in agricultural engineering in the conditions of informational and educational environment.
