Abstract. South Australia is the driest state in the driest inhabited country in the world, Australia. Consequently, water is one of South Australia's highest priorities. Focus on water research and sources of water in the state became more critical during the Millenium drought that occurred between 1997 and 2011. In response to increased concern about water sources the South Australian government established The Goyder Institute for Water Research – a partnership between the South Australian State Government, the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Flinders University, University of Adelaide and University of South Australia. The Goyder Institute undertakes cutting-edge science to inform the development of innovative integrated water management strategies to ensure South Australia's ongoing water security and enhance the South Australian Government's capacity to develop and deliver science-based policy solutions in water management. This paper focuses on the integrated water resource assessment of the northern Adelaide region, including the key research investments in water and climate, and how this information is being utilised by decision makers in the region.

Interest in women’s labour force participation, economic security and pay equity received substantial media and public policy attention throughout 2019, largely attributable to the federal election and the Australian Labor Party platform, which included a comprehensive suite of policies aimed at advancing workplace gender equality. Following the Australian Labor Party’s unexpected loss at the polls, however, workplace gender equality largely faded from the political agenda. In this annual review, we cover key gender equality indicators in Australia, examine key election promises made by both major parties, discuss the implications of the Royal Commission into Aged Care Quality and Safety for the female-dominated aged care workforce, and provide a gendered analysis on recent debates and developments surrounding the ‘future of work’ in Australia.

This article critically analyses the opportunities for Australia to revitalise its strategically important manufacturing sector in the wake of the COVID-19 pandemic. It considers Australia’s industry policy options on the basis of both advances in the theory of industrial policy and recent policy proposals in the Australian context. It draws on recent work from The Australia Institute’s Centre for Future Work examining the prospects for Australian manufacturing renewal in a post-COVID-19 economy, together with other recent work in political economy, economic geography and labour process theory critically evaluating the Fourth Industrial Revolution (i4.0) and its implications for the Australian economy. The aim of the article is to contribute to and further develop the debate about the future of government intervention in manufacturing and industry policy in Australia. Two themes in legislative activity in 2010 were national uniformity and some movement in using law to promote equality, especially gender equality. The Fair Work Act 2009 (Cth) came into full effect with the commencement of the new safety net provisions and the referral to the Commonwealth of industrial relations powers over private-sector workforces in all states except Western Australia. Progress continued on the promised harmonization of Australian occupational health and safety laws with the release of a model Work Health and Safety Bill by Safe Work Australia, although developments in some states threaten to derail the process. An attempt to repeal most of the industry-specific regulation of the building and construction industry failed. The Federal Parliament passed legislation establishing a national paid parental leave scheme, and a number of changes to federal discrimination laws came into effect or were proposed, including the potential consolidation of federal discrimination legislation. This article provides an overview of these developments at federal level and concludes with a discussion of developments in the states including a brief overview of Victoria’s new equal opportunity legislation.

This paper examines the means available to management to establish order within organizations. Three variables, bureaucracy, industrial democracy, and corporate culture, are examined in relation to Australia's largest professional sporting organization, the Australian Football League. The paper traces how the organization of sport in Australia emanated from a pure form of democracy that in the early 1980s impeded the Australian Football League's progress toward a professional competition. Establishing order within the league is complicated by the trichotomy formed between the league, the clubs, and the players.

This article introduces the Journal of Industrial Relations Annual Review of Industrial Relations in 2016. It first discusses key industrial relations developments over the past year in Australia, with a particular focus on the federal election and its aftermath. The article then examines the growing challenges relating to inequality in the Australian labour market and the declining effectiveness of industrial relations actors and institutions in addressing these challenges. It then considers the implications for Australian industrial relations of two seismic international political developments over the past year heralding the ascent of a protectionist policy paradigm: the UK’s ‘Brexit’ referendum and Donald Trump’s election as US President. Finally, the article provides an overview of the articles contained in the Annual Review issue.

Industrial tribunals in Australia have an important arbitral role. The integrity in the carriage of the role is founded on the precept of independence from undue pressure from external forces This paper suggests that actions by executive arms of government in Australia in recent years attacked that independence and that this has serious ramifications. Some of these actions have been overt. The attack on the Australian Industrial Relations Commission after its 1991 national wage decision is one example. Other actions, despite being more fundamental to the principle of independence, have gone largely unremarked. The focus in this paper is on some of these and the implications for a democratic society.

In the wake of the environmental degradation, social inequality and injustice, and the incidents of corporate frauds and mismanagement reported in Australia, domestic business organisations have been asked increasingly by Australian governments and people to pursue sustainable business practices. As prime movers of creating wealth and employment, business organisations have an important and legitimate role to play in sustainable development, which is defined as a notion that meets the needs of present without compromising the ability of future generations. Corporate sustainability, which is a subset of the concept of sustainable development, involves integrating financial, social, and environmental values into business policy, planning, and decision-making requiring changes in organisational values, perspectives, culture, structure, and performance measures. Many Australian businesses are wary of meeting financial, social, and environmental objectives simultaneously claiming the agenda as contradictory and almost unattainable, but the demand for achieving corporate sustainability seems inescapable. Since Australian businesses are facing a fierce competition in domestic market as a result of reducing trade barriers, globalisation, and market deregulation, demanding them to contribute more to sustainable development may appear to be unreasonable. Furthermore, business managers are often wary of any organisational changes, as several of them have failed in creating organisational value. As a consequence, business managers are cautious of engaging in sustainable business practices. In an attempt to unravel the above dilemma, this study mainly examined how to enhance organisational value by sustainable business practices. It examined the two dominant strategic management theories, i.e. Barriers to Entry theory and the Resource-Based View (RBV) theory. It collected the data from 102 Australian business organisations using a survey method. Based on its findings, this study makes a number of contributions to the theory and practice of strategic management. Notable among them are, first, it shows that socially crafted business practices such as knowledge management, customer relationship management, and stakeholder management can have substantial leverage to building business competitiveness. Second, it demonstrates that environment-oriented business practices can provide a number of effective opportunities for increasing the height of entry barriers to new competition. Third, this study concludes that social-oriented business activities are almost ineffective as entry barriers to new competition. Fourth, it substantiates why environment protection measures such as Environmental Management System (EMS) are least contributing to business competitiveness. Finally, this study substantiates its main claim that a business organisation can enhance its competitive advantage by pursuing corporate sustainability principles. This study upholds the view that business organisations have enlightened self-interest in following corporate sustainability.

The aim of this research was to determine the extent of use, by Australian manufacturers, of lean manufacturing techniques, and the current and future implications for industrial designers. A survey was conducted to gather data on organisation demographics, the role of the industrial designer, production techniques and product development. The survey was distributed to 220 manufacturing organisations undertaking product development in Australia. The number of surveys returned was 134, representing a 60.9 percent response rate. The surveyed organisations represented a broad cross-section of Australian manufacturers by size, location and industry. Manufacturing organisations were categorised into three groups: lean manufacturers, emerging users of lean manufacturing and non-lean manufacturers. It was concluded that lean manufacturing is being adopted by Australian manufacturers and that lean manufacturing is impacting on the role of the industrial design. In general, the data obtained in this research confirms views expressed in the literature that describes current changes in the manufacturing industry. This literature suggests that design will become the next competitive 'weapon', and become a central part of organisational strategy. However, the data also suggests the design profession has still some way to go to adequately grasp its full professional potential, particularly in the area of product development management. The results indicate that industrial designers underperformed in five functional areas that could be considered fundamental to the service normally provided by industrial designers and they have not exceeded expectations in any of the functions included in the survey. It was found that overall, industrial designers were not regarded highly by organisations as a source of new product ideas. Another troubling finding was that industrial designers were generally not perceived as being suitable to manage product development groups. The results of this research could be used to guide educational institutions in regard to curricula for industrial design courses so that future graduates may more effectively fulfil industry requirements.

The purpose of this study was to: * examine how grantee firms of the Western Australian Innovation Support Scheme (WAISS) have overcome their impediments to commercialisation; * examine how the process of user-producer interaction has enabled grantee firms to commercialise their technologies; * examine the process of user-producer interaction with large and/or small industrial users, and the subsequent benefits derived; * examine the entry barriers faced by grantee firms in forming interactions with large industrial users. The study examined the literature involving the role of small firms in the development and commercialisation of new technologies. The study adopted a multiple, holistic case study design using qualitative methodology, A theoretical pathway constructed from arguments presented within the literature was the basis upon which the cases were analysed. The cases have demonstrated that the adoption of strategies promoting user-producer interaction through a dyadic problem-solving style approach with industrial users have enabled small firms to commercialise their technologies in industry. The cases have found that those firms interacting with large industrial users have experienced extensive product diversification and market expansion opportunities as opposed to those firms interacting with small industrial users. In addition to the product diversification and market expansion opportunities acquired through interactions with these large industrial users, it was clear that the large-scale marketing and distribution resources of these industrial users also enabled small firms to attract other industrial users, both domestically and internationally. This ultimately led to further product diversification and market expansion opportunities. Those firms that interacted with small industrial users experienced either minimal or no product diversification and market expansion opportunities because of the ‘small firm’ characteristics or these users. This meant that as 'small firms' these industrial users also faced constraints with regards to the availability of marketing resources and distribution channels, and were therefore unable to attract the interests of industrial users within large-scale markets. Those firms that experienced either minimal or no product diversification and market expansion opportunities have faced entry barriers typical to small firms when trying to find large industrial users for their technologies. They have been unable to attract the interests of large industrial users as a result of the high risk factors associated with the newness of their technologies and their credibility as a newly established firm. The study's main finding reveals that the commercialisation of small firm technologies, the commercial extent derived for these technologies, and the overcoming of barriers faced by the small firm, was dependent on the social orientation of user-producer interaction in conjunction with the dyadic information exchanges of technological opportunities and user needs.

The nesting demographics of sea turtles using beaches within the Barrow, Lowendal, Montebello (B-L-M) island complex on the North West Shelf of Western Australia were examined in the context of their spatial and temporal distribution and potential for exposure to industrially based artificial light sources. The distribution of overnight turtle tracks throughout the island complex confirmed high density nesting of Chelonia mydas (green turtles) on deep, sandy and high energy beaches and Natator depressus (flatback turtles) on deep, sandy and low energy beaches, while Eretmochelys imbricata (hawksbill turtle) tracks were most visible on shallow, sandy beaches adjacent to near shore coral reef habitat. The three species exhibited a summer nesting peak. Hawksbill turtles commenced nesting in September and continued through to January, green turtles commenced in November and decreased in March. Flatback turtles displayed the most constrained nesting season reported to date in Australia with 86% of the animals visits recorded in December and January only. Nesting population sizes estimated for the three species suggest that on a national scale the B-L-M complex is a moderately large green turtle and a large flatback rookery site. The hawksbill rookery is large on an international scale. While none of the green turtle nesting beaches fell within a 1.5 km radius of industrially based artificial light sources an estimated 42% of nesting flatback turtles and 12% of nesting hawksbill turtles were potentially exposed to these light sources. Testing of green turtle and hawksbill hatchling response to different wavelengths of light indicate that hatchlings from the B-L-M region respond to low wavelength much like hatchlings tested in North America (Witherington 1992a). Flatback hatchlings displayed a similar preference for low wavelength light however their responses to discrete light wavelengths between 400 nm and 700 nm suggest that this species may not discriminate well between wavelengths that lie between 450 nm and 550 nm. This response may be related to the rapid attenuation of visible light that occurs in the turbid near shore habitats favoured by this species. Field based arena studies carried out to investigate hatchling behaviour on nesting beaches with light types commonly used in industrial settings found green turtle and flatback hatchlings are significantly attracted to these lights compared to controls. Lights that emit strongly in the low wavelength range (i.e. metal halide and fluorescent) caused hatchling misorientation at lower intensities than the test light that emitted relatively poorly in this range (high pressure sodium vapour). Hawksbill hatchlings tested in situ under the influence of actual oil and gas onshore and offshore facility based lighting were disrupted from the most direct line to the ocean by these light emissions. Emergence fan mapping methods that measure hatchling orientation on nesting beaches were refined and are proposed as an alternative monitoring tool for use on beaches that are logistically difficult to access for large scale experimental orientation studies. The hatchling behaviour was clearly complicated by beach topography and moon phase. Satellite tracking of post nesting female green and hawksbill turtles from North West Shelf rookeries has identified the Western Australian location of migratory corridors and foraging grounds for these species while Scott Reef turtles migrate from their south Timor Sea rookery to Northern Territory waters. Green turtle nesting on Barrow Island and Sandy Island (Scott Reef) forage at feeding grounds 200 – 1000 km from their nesting beaches. Hawksbill turtles nesting at Varanus Island and Rosemary Islands forage at locations 50 – 450 km from their nesting beaches. While all of the nesting beaches within the B-L-M island complex are protected under the Barrow-Montebello Marine Conservation Reserves, the only foraging ground similarly protected is the Northern Territory foraging ground used by Scott Reef green turtles. None of the foraging grounds used by North West Shelf green or hawksbill turtles is currently protected by conservation reserves.

Hawksbill hatchlings tested in situ under the influence of actual oil and gas onshore and offshore facility based lighting were disrupted from the most direct line to the ocean by these light emissions. Emergence fan mapping methods that measure hatchling orientation on nesting beaches were refined and are proposed as an alternative monitoring tool for use on beaches that are logistically difficult to access for large scale experimental orientation studies. The hatchling behaviour was clearly complicated by beach topography and moon phase. Satellite tracking of post nesting female green and hawksbill turtles from North West Shelf rookeries has identified the Western Australian location of migratory corridors and foraging grounds for these species while Scott Reef turtles migrate from their south Timor Sea rookery to Northern Territory waters. Green turtle nesting on Barrow Island and Sandy Island (Scott Reef) forage at feeding grounds 200 - 1000 km from their nesting beaches. Hawksbill turtles nesting at Varanus Island and Rosemary Islands forage at locations 50 - 450 km from their nesting beaches. While all of the nesting beaches within the B-L-M island complex are protected under the Barrow-Montebello Marine Conservation Reserves, the only foraging ground similarly protected is the Northern Territory foraging ground used by Scott Reef green turtles. None of the foraging grounds used by North West Shelf green or hawksbill turtles is currently protected by conservation reserves.

Given the increasing high social and economic costs of occupational injury and illness to the Australian community, identification of initiatives to reduce the burden is urgently required. Paramount to reversing this trend is the need to identify and address the causes of the injury and illness. Employee involvement in occupational health and safety has for some time been espoused as an essential element in any occupational health and safety program, but its relationship with safety performance still remains unexplored. Although various theories suggest that the involvement of employees will increase their sense of ownership, there is little research to suggest that employees have the ability to develop a valid and reliable tool to measure safe practices in the workplace. The primary purpose of this study was to provide preliminary evidence of content and construct validity of an employee developed checklist in measuring compliance with safe behaviours. The second objective was to compare behaviours at two workplaces, one with an incentive scheme to promote safe behaviour and one without. The third objective was to determine the relationships between demographic characteristics of participants and compliance with safe behaviour. The study was conducted in two distinct phases. The first phase was an instrument development phase while the second was an implementation phase. Phase I involved the design of an employee developed checklist (EDC) and a theoretically developed checklist (TDC). Content validity testing was conducted by a panel of five experts in the field of instrument design and occupational health and safety. Phase II involved the observation of a sample of 44 ride on lift truck operators from two large manufacturing and logistics companies based in Victoria, over a three month period to measure compliance with safe work practices. Data was analysed to establish whether the EDC is a valid and reliable tool when compared against the TDC. The results provide preliminary evidence to suggest that employees possess the necessary skill and knowledge to develop a valid observational checklist. A Wilcoxon signed-ranks test for dependent samples indicates that there was no significant difference between the compliance scores recorded on the EDC and the scores recorded on the TDC. Further analysis of scores obtained for three items on the EDC were analysed against similar items on the TDC with no significant deficiencies found. Additionally, analysis of the correlation between the scores obtained on the TDC and EDC revealed a moderately strong positive relationship between the two checklists (r, = 0.414, p=.032). Inter rater reliability testing by intra class correlation and percentage agreement revealed problems with both the EDC and TDC, which may be partially explained by the relatively high level of compliance with safe behaviour at both sites and the method of testing. In this sample, age, gender and the presence of safety incentive schemes had no significant effect on the level of compliance. The level of experience did, however, show a positive relationship with compliance levels (r, = 0.32, p=.048). The results of this study present a number of potential benefits for workplaces including the justification of employee involvement in occupational health and safety measurement, employee involvement in goal setting and the feasibility of developing a proactive, inexpensive and flexible measure of occupational health and safety performance.

This thesis explores working and learning practices in the context of safety within the Civil Construction Industry (CC Industry) of Western Australia (WA) and specifically focuses on the relations between organisational safety values and current working practices, primarily focusing on the instrumental power of managers in organisations to produce safety. The thesis examines the values in action that permeate the workplace culture and mediate the daily practices of people working in this industry, and ultimately how they impact upon the minds and bodies of employees. The study provides insight into the working practices and discourses within this industry by exploring the space between rhetoric and reality. specifically in terms of managing actions. Patterns in the data illuminate particular relations between values and practices that can mediate improved regimes of occupational, safety and health (OS&H) practices within organisations in the CC Industry. This study was supported by the Civil Contractors Federation WA (CCF) enabling high-level access and reciprocal practical outcomes for the CC Industry.

Safety culture has risen to prominence over the past two decades as a means by which organisations may enhance their safety performance. Safety culture may be conceptualised as an interpretive device that mediates between organisational safety rhetoric and safety programs on the one hand, and local workplace cultures on the other. More recently, risk-awareness has emerged as a cultural approach to safety. Front line workers are encouraged to become risk-aware through programs designed to prompt them to undertake mental or informal risk assessments before commencing work. The problem is that risk-awareness programs have not been the subject of systematic research and the impact of these programs on the culture of safety and the resultant level of risk is unknown. Therefore, this ethnographic study of two sites within a large contract maintenance organisation in Australia explored what impact risk-awareness programs have upon the culture of safety and the resultant level of risk. The researcher spent two months in the field and data was collected through participant observation, semistructured interviews and through a review of organisational documents. This study found that managers focused upon collecting the paperwork associated with the program as proof that workers had a safer workplace, whereas workers preferred to rely upon their common sense rather than the paperwork to keep them safe. As a consequence, the riskawareness program resulted in a culture of paperwork and varying levels of risk reduction because the paperwork associated with the program created an illusion of safety for managers as much as common sense did for workers. The results of this study have implications for safety culture, risk-awareness programs and for organisational learning. They also have implications for organisations wishing to improve their safety culture by encouraging risk-awareness in front-line workers.

The meat industries in the United States and in Australia share a number of common features, including similar economic and industrial development, overlapping ownership patterns, the nature of the work, a trend toward relying on a migrant workforce, and similar management union-avoidance strategies. There are industry differences between the two countries due primarily to the unique labor-relations regulatory system in each country. Australian legislation since the mid-1990s has enabled industry employers to follow more closely the pattern of union avoidance established in the United States, but protections are still found in Australian industry awards and the industrial tribunal. Both countries have witnessed a deunionization of the industry at the cost of declines in workers’ wages and conditions, and worker exploitation is increasingly common due to the neoliberal ideology that influences government policy and legislation and encourages employers to individualize the employment relationship.

Drawing on a body of research examining the economic and social effects of downturns and major manufacturing plant closures in Australia and South Australia in particular, this chapter investigates how industrial rejuvenation strategies can help to minimise the negative impacts on the workforce and supply chains affected. The chapter identifies key lessons from the national and international literature on industrial rejuvenation and the management of major closures. Industrial rejuvenation is a multi-faceted strategy that seeks to manage pressures and complex change in response to local, national, and global conditions. The chapter focuses on the evidence about the strategic options for industrial rejuvenation available to government in partnership with industry, trade union, and community stakeholders. The chapter concludes by drawing out some broad strategic implications for the design of more integrated rejuvenation and regeneration policies.

Sustainable crop production is a way of growing or raising food in an ecologically and ethically responsible manner. Sustainable crop production is in contrast to industrial crop production, which generally relies upon monocropping (growing only one crop in a large area of land), intensive application of commercial fertilizers, heavy use of pesticides, and other inputs that are damaging to the environment, to communities, and to farm workers. Organic farming is one of the several approaches found to meet the objectives of sustainable agriculture. Organic vegetable cultivation offers one of the most sustainable farming systems with the recurring benefits to long term soil health and provide a lasting stability in production by importing better resistance against various biotic and abiotic stresses. Most of organic products are growing at a faster rate (20%) as compared to conventional ones (5%). This growth rate is highest in Japan, USA, Australia, and EU.

Maintenance management is an important function under Facilities Management (FM). Industries moved to preventive maintenance models to counteract the inefficiencies of reactive maintenance and further evolved into predictive maintenance (PdM) models. The demand for Industry 4.0 enabled PdM for FM has risen as a result of the industrial revolution and the dynamic nature of the FM functions. Thus, the study aimed to investigate the applicability, benefits, and challenges of applying Industry 4.0 concept for effective PdM in FM. The qualitative research approach was undertaken to accomplish the aim. A comprehensive literature review followed by 15 semi-structured interviews was carried out with experts in the maintenance sector who have Industry 4.0 knowledge. The data was collected from experts in Australia, Qatar, Dubai, Singapore, and Sri Lanka, and analysed through code-based content analysis using NVivo 12. The results demonstrate that there is a huge potential for using Industry 4.0 smart technologies such as big data analytics, Cyber-Physical Systems (CPS), autonomous robots, Cloud Computing, Industrial Internet of Things (IIoT), cybersecurity, Machine Learning (ML), Augmented Reality (AR), Data Mining (DM), system integration, and simulation for PdM under FM. Applying Industry 4.0 concept for effective PdM under FM provides significant benefits such as the deployment of a zero-failure strategy, establishment of machine-to-machine communication and interaction, detection of early anomalies and extended equipment lifetime. Lack of technological knowledge, capital, data management, employees’ interest, integration between systems, standardized procedures, and internet access are identified key challenges.

Underground Coal Gasification (UCG) is a gasification process carried on in non-mined coal seams using injection and production wells drilled from the surface, converting coal in situ into a product gas usable for chemical processes and power generation. The UCG process developed, refined and practiced by Ergo Exergy Technologies is called the Exergy UCG Technology or εUCG® Technology. The εUCG technology is being applied in numerous power generation and chemical projects worldwide. These include power projects in South Africa (1,200 MWe), India (750 MWe), Pakistan, and Canada, as well as chemical projects in Australia and Canada. A number of εUCG based industrial projects are now at a feasibility stage in New Zealand, USA, and Europe. An example of εUCG application is the Chinchilla Project in Australia where the technology demonstrated continuous, consistent production of commercial quantities of quality fuel gas for over 30 months. The project is currently targeting a 24,000 barrel per day synthetic diesel plant based on εUCG syngas supply. The εUCG technology has demonstrated exceptional environmental performance. The εUCG methods and techniques of environmental management are an effective tool to ensure environmental protection during an industrial application. A εUCG-IGCC power plant will generate electricity at a much lower cost than existing or proposed fossil fuel power plants. CO2 emissions of the plant can be reduced to a level 55% less than those of a supercritical coal-fired plant and 25% less than the emissions of NG CC.

It is common to find final or near final year undergraduate Information Technology students undertaking a substantial development project; a project where the students have the opportunity to be fully involved in the analysis, design, and development of an information technology service or product. This involvement has been catalyzed and prepared for during their previous studies where the students have been told and shown how to develop similar systems. It is the belief that only through this ‘real’ project do they get the chance to experience something similar to what is expected of them when they embark on their chosen profession; that is, as an information technology professional. The high value of ‘near real life’ educational experience is recognized by many universities across the globe. The aim of this paper is to present examples from three countries - Australia, United Kingdom and South Africa, of the delivery of these team, capstone or industrial experience projects; their curricula and management processes. Academics from institutions in each of the countries share experiences, challenges and pitfalls encountered during the delivery of these information technology projects within their institutions. An overview of each institution’s strategies is provided and highlights specific issues such as the selection of projects, allocation of teams to projects, legal requirements, assessment methods, challenges and benefits.

Its striking architecture owes much to its Gold Rush past which has also given it a diverse cultural heritage. The creative industries, while not well recognised as such, contribute well to the local economy. The many festivals, museums and library exhibitions attract visitors from the metropolitan centre of Victoria especially. The Bendigo Creative Industries Hub was a local council initiative while the Ulumbarra Theatre is located within the City’s 1860’s Sandhurst Gaol. Many festivals keep the city culturally active and are supported by organisations such as Bendigo Bank.
