Abstract In Italy, over the last decades, both the Left and the Right have repeatedly employed American Indians as political icons. The Left and the Right, that is, both adopted and adapted certain real or often outright invented features of American Indian culture and history to promote their own ideas, values, and political campaigns. The essay explores how well-established stereotypes such as those of the ecological Indian, the Indian as victim, and the Indian as fearless warrior, have often surfaced in Italian political discourse. The “Indiani Metropolitani” student movement resorted to “Indian” imagery and concepts to rejuvenate the languages of the old socialist and communist left, whereas the Right has for the most part preferred to brandish the Indian as an image of a bygone past, threatened by modernization and, especially, by immigration. Indians are thus compared to contemporary Europeans, struggling to resist being invaded by “foreign” peoples. While both the Left and the Right reinvent American Indians for their own purposes, and could be said to practice a form of cultural imperialism, the essay argues that the Leftist appropriations of the image of the Indian were always marked by irony. Moreover, while the Right’s Indians can be seen as instances of what Walter Benjamin (1969) described as Fascism’s aestheticization of politics, groups like the Indiani Metropolitani tried to politicize the aesthetics.

In September-October 1925, there occurred in Panama a tenants' strike that helped define the development of the left and workers' movement in that nation. This article presents an overview of the strike—important because no synthetic English-language account exists—and then analyzes the role of black West Indians in the event. West Indians were prominent among the ranks of workers in Panama, and among the slums of Panama City and Colón. Nonetheless, they were not central to the rent strike. This absence reflects the historic relationship between West Indian and Hispanic workers in the isthmus, the effect of the recent defeat of strikes led by West Indians in the Panama Canal Zone, and the lack of attention paid to attracting West Indian support by the Hispanic leadership of the tenants' strike. This division between the West Indian population and the broader labor movement in Panama had lasting effects in the history of the Panamanian left, reinforcing divisions between the struggle for Panamanian self-determination and the struggle against racist oppression of West Indians and their descendants in Panama.

The spectacular success of BJP in the recent General Elections invited a mixed assessment from different positions. But mostly it was oversimplification and undermining of its success. On the other hand, the victory of AAP in assembly elections was taken as an alternative in making. For example along with other commenter’s in an article (published in The Indian Express, 26 May 2014, op-ed page) renowned lawyer and AAP leader Shri Shanti Bhushan analysed the electoral success of BJP and the future course for AAP that lacks in substance. It tried to under-assessed the BJP’s success and oversimplified the road ahead for AAP. As it like wait till BJP does the same blunders as Congress did. In this paper some light will be thrown on BJP’s success and legacy but will mainly discuss the AAP phenomena in Indian politics with a view to access the recent developments in party and as an emerging alternative that can also be an opportunity to capture the space vacated by the Left movement in India. First of all I would like to argue that considering the BJP after the failed Janta Party Experiment as a ‘faction of Janta Party’ (Shri Bhushan’s views) is not a correct judgment. Actually the Bhartiya Jan Sangha was the last party that remained as Janta Party coalition after the other four parties that came together without merging their distinctive identities to form Janta Party left the coalition at their will to pursue their own ambitions. Hence it was not just a matter of chance that the new party that emerged on the Indian political scene after the failed Janta experiment named Bhartiya Janta Party (Bhartiya Jana Sangha + Janta Party = Bhartiya Janta Party). The then leaders not only launched a new party with inheriting the name but also the legacy. As it was more moderate and reformed on many policy agendas by incorporating Gandhian- JP Legacy to fight against the ruling dispensation. That seed has now grown as a Banyan tree and shadowing the Indian political scene defying all ifs and buts. Although it is still to be tested that how will a full majority BJP will work in coming years as many scholars of Indian politics doubt the BJP’s course of action as a single full majority party (see Christophe Jaffrelot, 2003). It is also because the earlier BJP led government was a crippled and soft BJP as NDA coalition and also Atal Bihari Bajpai as its leader and was not able to pursue its core Hindutwa demands of building Ram temple, Uniform Civil Code and the abolition of Article 370 of the Constitution for the full merger of J&K into Indian Union.

Aim: The present study was aimed to determine the normal reference values of M-mode echocardiographic measurements in healthy Indian Spitz dogs and evaluate the influence of gender and body weight on these measurements. Materials and Methods: M-mode echocardiography was performed in twenty-four clinically healthy conscious Indian Spitz dogs, aged 3-5 years and weighing 7-18 kg. Measurements were made from the right parasternal long axis left ventricular outflow tract view of the heart. The parameters recorded were: Left ventricular internal dimension, interventricular septal thickness and left ventricular posterior wall thickness during diastole and systole, left atrial diameter, aortic root diameter, left ventricular systolic functional parameters, and indices and mitral valve parameters. Results: M-mode echocardiographic measurements in healthy Indian Spitz dogs were standardized. Gender had no influence on echocardiographic measurements except mitral valve excursion amplitude and time interval between onset and end of mitral valve closure, which were significantly (p<0.05) higher in females than males. Left ventricular internal dimension at end-diastole, left ventricular internal dimension at end-systole, left ventricular posterior wall dimension at end-systole, end-diastolic volume, end-systolic volume, stroke volume, cardiac output, left ventricular ejection time, and mitral valve excursion amplitude correlated significantly (p<0.05) with body weight in Indian Spitz dogs. Conclusion: Data obtained in the present study can be used as breed-specific reference values for cardiac disease diagnosis as well as for future studies in Indian Spitz dogs.

Racial Revolutions comes at a crucial time for indigenist policy in Brazil. Newly elected president Luís Inácio Lula da Silva takes over with several orders for the permanent protection of Indian reserves on his desk, completed but left unsigned by outgoing president Fernando Henrique Cardoso. Lula's party, the Workers Party, has a strongly progressive social platform on issues of racial discrimination but no track record or firm positions on Indian issues. Fundamental changes in Brazilian Indian law have been proposed and may come before Congress early this year. Three fatal attacks on Indians occurred in January 2003, the first month of Lula's presidency. One of these cases, the murder by youths of a seventy-seven year-old Indian man in Porto Alegre, recalls the fatal 1997 immolation of a visiting Pataxó leader while sleeping at a bus stop in Brasília, a well-publicized case with which Jonathan Warren opens his book. Finally, anthropologists who work with Indians in Brazil are still dealing with the repercussions of serious ethical charges involving research among the Yanomami Indians raised against senior Amazonianists by journalist Patrick Tierney in his book Darkness in El Dorado (2000).

After 200 years of bondage, India gained freedom from the British through numerous revolutionary movements in 1947. But, within 20 years of the independence, insurgent movements had started arising against the Indian Government as well. In 1967, the Naxalite insurgency was initiated as a radical protest by the oppressed peasants against the colonial tenancy system retained by the feudal landowners even after the British had left the country for good. The uprising got pinpointed as Naxalism and the rebels as Naxals, as it all started at Naxalbari, a village in the Indian state of West Bengal. Spanning over 50 years, this ongoing movement initially acquired the respect of the general population of India with its radical ideologies of fighting against the oppressor imperialists but soon mutated into a source of terror. A qualitative assessment of the instances taken from secondary sources, such as context-related online journals and blog articles, will help this paper to explain the formation of the contemporary perception of Naxalism as an extreme radical armed revolution and one of the biggest security challenges against the Indian Government.

This article is concerned with the historical construction of communities, cultures and identities in colonial Natal, in this case an Indian grouping that emerged from the heterogeneous collection of indentured workers imported between 1860 and 1911. Despite the difficulties of indenture, Indians set about re-establishing their culture and religion in Durban. The most visible and public expression of ritual was the festival of Muhurram, which played an important role in forging a pan-Indian ‘Indianness’ within a white and African colonial society. This was significant when one considers that the nationalist movement was in its formative stages and there was no national identity when indentured workers had left India.

The Christian Church has since its inception formulated various ways of relating its claims regarding the decisive and universal significance of the Christ-event to the religious traditions and experience of people of other faiths. A common theme that undergirds several of the approaches that have emerged in the history of the Christian engagement with other religions is the fulfilment concept. The fulfilment concept, with its roots in the New Testament and the early church fathers, continues to find prominence and creative theological expression in Roman Catholic circles. Protestant fulfilment theology, however, reached the peak of its development in the early years of the twentieth century, and subsequently fell into decline. This study presents a case for the revitalization of the Protestant fulfilment tradition based on a recovery and assessment of the fulfilment approaches of Indian Christian converts in the pre-independence period, focussing especially on the views of Krishna Mohan Banerjea and Sadhu Sundar Singh. Our analyses of the fulfilment approaches of Indian converts furnish us with a conceptual framework for a cumulative fulfilment proposal which complements the nineteenth century Protestant fulfilment tradition. The experience of Indian converts affords significant evidence to c9nfirm the fulfilment claim that there are elements in the Hindu tradition that can serve as a 'pedagogy' to Christ. It offers empirical verification of a trinitarian scheme of progressive, differentiated and complementary divine revelation for affirming revelational continuity between Christianity and Hinduism. It also provides components for a theologically coherent Christology upon which to base the fulfilment proposal.The fulfilment approaches of Indian converts help authenticate the plausibility of fulfilment theology, confirming its adequacy over alternative explanations, in affirming the particular truth claims of the Christian faith while ascribing genuine value to the religious traditions and experience of people of other faiths. The recovery of Protestant fulfilment theology requires attention to several pending tasks, including the development of a Christian hermeneutic of non-Christian texts, and a careful assessment of the influence of the fulfilment concept among Hindu converts and "non-baptised believers in Christ" today. This study contributes towards that recovery.

The purpose of the study was to determine the impact, if any, of No Child Left Behind (NCLB) on middle level characteristics (e.g. interdisciplinary teams, common planning time, heterogeneous grouping, interdisciplinary curriculum, and advisory programming) in Indiana middle level schools as assessed by building principals, and if those characteristics have increased, decreased, or remained consistent as a result of NCLB. The research also included demographic information (e.g. age of respondents, years in administration, years in current position), university/certification training on the specific needs of young adolescents, current Adequate Yearly Progress status under NCLB, improvement in mathematics and/or language arts as measured by ISTEP, and adjustments to the daily schedule to provide more time for mathematics and/or language arts classes. In addition, respondents were surveyed regarding the increase in remediation classes, both in place of elective and core classes, and the expansion of grade retention.The population for the study included all Indiana public schools that include grade seven as reported by the 2006-2007 Indiana Department of Education School Directory. The sample did not include principals of Indiana Department of Correction schools or alternative schools. The survey instrument was mailed to 420 principals. At the close of the survey window, 274 surveys had been returned for a 65 % return rate.The findings indicate a greater level of implementation of middle level characteristics as a result of No Child Left Behind in all areas with the exception of wide participation in exploratory activities. Data also indicates a narrowing of the curriculum for young adolescent students as more students are removed from core classes and exploratory classes to spend extended time in mathematics and/or language arts classes, There has also been a dramatic increase in schools utilizing grade retention as a result of NCLB.

The Castillo de San Marcos is the oldest stone fortification on the North American mainland, a unique site that integrates Florida’s Spanish colonial past with American Indian narratives. A complete history of this fortification from its origins to its management under the National Park Service has not yet been written. During the Spanish colonial era, the Indian mission system complemented the defensive work of the fort until imperial skirmishes led to the demise of the Florida Indian. During the nineteenth century, Indian prisoners put a new American Empire on display while the fort transformed into a tourist destination. The Castillo became an American site, and eventually a National Monument, where visitors lionized Spanish explorers and often overlooked other players in fort history. This thesis looks at the threads of Spanish and Indian history at the fort and how they have or have not been interpreted into the twenty-first century.

This thesis looks at the people of Nueva Vizcaya's history of resistance to incorporation into the state during the colonial age, and how this history is connected to the contemporary context in the Sierra Tarahumara. To do this, I use and frame the concepts of community, resistance, violence, ethnogenesis, territory and history as intertwined in such a way that the Sierra Tarahumara and its inhabitants cannot be completely disassociated one from another. By looking at the engagements between colonizers and native people of the colonial North of the Nueva España –Tarahumara and other native indigenous people of the Sierra Madre Occidental– in history, and frame the narratives about these historical encounters, drawing colonial accounts, modern narratives and other sources, I contest in this work, allows to frame indigenous societies agency in history. In addition, this thesis endeavors to engage with the broader discussion about ethnogenesis, indigenous resistance to colonialism, native community and ecological conflicts in Nueva Vizcaya and in the Sierra Tarahumara. Finally, this research wants to make sense of the contemporary conflicts over land rights that indigenous communities of the Sierra Tarahumara face today, and connect them with the history of the colonial encounters of the people of the Nueva Vizcaya. I propose that these encounters, in the colonial time of the conquest of the Nueva Vizcaya, and in the national period, are largely a consequence of a colonial process of ethnogenesis that taxonomically indexed native people in categories related to colonial labor needs and control over the territory, which I frame as tarahumarizacíon and raramurización.

AbstractAs the country with the world’s largest emigrant population and a long history of international mobility, India has adopted a multi-faceted institutional and policy framework to govern migration and diaspora engagement. This chapter provides a broad overview of initiatives on social protection for Indians abroad, shedding light on specific policy designs to include and exclude different populations in India and abroad. In addition to programmes by the national government, the chapter discusses initiatives at the sub-national level. The chapter shows that India has established a set of policies for various diaspora populations that are largely separate from the rules and policies adopted for nationals at home. Diaspora engagement policies, and especially policies aimed at fostering social protection of Indians abroad, are generally not integrated into national social protection policies. There is a clear distinction between policies that are geared towards the engagement of ethnic Indian populations whose forefathers have left Indian shores many generations ago, Indian communities in OECD countries – mostly US, Canada, Europe and Australia – and migrant workers going on temporary assignments to countries in the Persian Gulf. The chapter offers a discussion of the key differences, drivers, and limitations of existing policies.

Анотація:
In the first half of the twentieth century, many Indians were agitating for their country’s freedom, resisting both British brute force and soft power, especially literature. English novels daunted Indian imaginations by setting ‘civilization’ on an unattainable pinnacle. However, Russian literature had the opposite effect. This essay will focus on how Lev Tolstoy’s writings, in translation, encouraged the Indian spirit. Tolstoy’s name was familiar to the politically conscious public due to his correspondence with Mahatma Gandhi which inspired South Africa’s first anti-apartheid movement. Tolstoy’s Russia, a vast, untamable, agrarian nation crisscrossed by railways and oppressed by its upper classes, mirrored India’s oppressed situation and galvanized its activists. Indian readers were invigorated by Tolstoy’s enduring ideas. Tolstoy’s writings made it clear that great art could stay true to one’s national and cultural experience and find a place within canons. This essay will explore the deep imprint his work left on the Indian consciousness, its pathways of circulation in translation and the implications for literary history in the early twentieth century.

Abstract When the Dutch and English first entered the Indian Ocean, the primary goal of both nations was to gain a monopoly in the spice trade. To do this, they had to militarily push out the Portuguese and prevent the other from gaining a foothold. Ultimately, the VOC came out the big Winner taking control of the clove, nutmeg and mace trade of the Moluccas. It also took a considerable portion of the Indonesian pepper trade by force, but not all. With the loss of the Spice Islands, the British shifted their attention to India and its pepper, saltpetre, cotton and indigo. The VOC also turned its eyes to India, but with far less lasting impact. To gain their foothold in India the English and Dutch were faced with two significant challenges: they would need to gain the favour of the Mughals who now controlled most of North India and they would have to push back the Portuguese who were well entrenched along the west coast. The Mughals had left the Portuguese ports mostly alone, preferring to trade with them rather than fight.

AbstractRandom thoughts on immigration, religion, and home is a journey into the past that transpires with a trip to the country of my origin, Guyana, which I had left in 1982 to immigrate to Canada. In this story, I revisit the schools I attended as a child to reflect on how religion was intertwined with education in a colonised British state and used to exercise control over the people. On immigration, I draw on my grandfather’s transatlantic trip as an Indentured Servant from India; and I reflect on my own journey of immigration and belonging to Canada through the lens of my relationship with religion. My final stop in the story is my childhood home where I take time to consider the meaning of home that emerges from my heritage and personal experiences as a Muslim woman of Indian heritage, growing up in Guyana, and living my adult life in Canada.

The rigorous demands of the indenture system left Indians very little time, energy, or opportunity for anything other than concentration on survival, and allowed almost no scope for organization amongst the scattered Indian communities or for the emergence of leaders. Also, the franchise and political representation were not concepts familiar to the Indians for the first generation of Indian immigrants had had no experience of these in India itself.1

India, a country now known as one of the world’s fastest-growing economy, continues to be inhabited by 40 per cent of the global population of open defecators. Nearly 536 million people in India defecate in the open every day. To rectify this multifaceted issue, Government of India launched the Clean India Mission, famously known as the Swachh Bharat Abhiyaan, in 2014. Sanitation became a national political priority for the first time in India. The Mission renewed a hope to address a myriad of issues associated with open defecation. But this hope has only been fulfilled partially in the past five years. The paper highlights the issue of open defecation with a case of the National Capital Territory of Delhi (NCTD), finding answers to one question: what is the role of an urban planner in liberating Indian cities, especially Delhi, from sanitation deprivation and open defecation. National Capital Territory (NCT) of Delhi is identified as the case area for the project for two prime reasons: one, the extent of sanitation deprivation in the city; and second, the administrative capital of India often forms a precedent for the rest of the nation. The paper is structured into three broad sections: first, the extent of sanitation deprivation in urban India and analysis of policies- planning and non-planning, formulated in response to the issue, is highlighted. Second, the extent of the issue is investigated for the case of Delhi in context of policy frameworks; third, urban narratives of sanitation deprivation captured across select six clusters of jhuggi jhompri1 in the National Capital Territory are highlighted to exhibit differences in access and use of sanitation facilities, in context of the pan-India Clean India Mission. The paper concludes at a note of hope- envisioning a city and a country where no one is deprived of their basic human right to improved sanitation, or has to defecate in the open, and also details out implementable strategies and policies for Delhi and urban India.

Virtual classes have become a norm with the advent of the COVID-19 induced pandemic and subsequent global lockdown. Vast segments of populations have had to adjust to the new normal, which involved adapting to technologically aided human interaction. Fields like teaching where one-to-one interaction has been coveted by academicians worldwide also switched to virtual tools and platforms. // Different researchers delving into the field of education have explored the idea of varying Technological Adaptation vis-a-vis gender. Few fields, such as STEM, have traditionally been seen as male bastions, while softer pursuits like teaching were left for the women. But online education has brought both male and female academicians and instructors on the same ground. // This research explores the gender gap in adapting to new technologies and tries to evaluate if the attitude towards virtual interaction focused on teaching and learning is dependent on the sex of the individual. Surveying instructors from higher education institutes all over India, the paper utilizes quantitative data to ascertain the attitudes of both genders towards online teaching and learning. Lastly, the researchers try to estimate the sociological reasons behind the growth and decline patterns in the interest of various segments of the population.

Hydrocarbons are the major source of energy in the world. While the global energy demand continues to rise, the shallow water hydrocarbon reserves currently under production are getting exhausted. This has encouraged all major E&P (Exploration & Production) companies around the world to look towards exploration and development of newer deepwater offshore reserves, hitherto largely left untouched. Furthermore, gas reserves-rich nations are also showing a keen interest in exploring new gas markets to boost their exports and, in the process, provide a solution to the energy scarcity of other parts of the world. The two factors mentioned above — the need for newer energy reserves and the urge to tap new energy markets — coupled with the safety, reliability, and cost-effectiveness of pipelines have contributed to the growing number of deepwater gas pipeline projects being executed around the world. “Deepwater Pipelines” per se is not a new concept. Many deepwater pipelines have already been installed in different parts of the world. However, for the Indian energy sector, this is a relatively new development, with the exception of KG basin deepwater pipelines. The Indian government’s HELP (Hydrocarbon Exploration and Leasing Policy) and proposed trans-national submarine gas pipelines are likely to serve as the harbingers of future deepwater pipeline projects in Indian oil & gas sector. Although the technical and codal requirements for deepwater pipelines are the same as that applicable for any shallow water offshore pipeline, there are a few nuances that must be considered extremely important to successfully implement any deepwater pipeline project. This paper elucidates the deepwater pipeline considerations such as pipeline route selection, flow assurance, line pipe material & wall thickness selection, pipeline installation analysis, seabed intervention techniques, alternative integrity validation (AIV) etc.

In 2020, WSSCC’s India Support Unit (now UNOPS) piloted a new participatory approach called Community Leave No One Behind (CLNOB) to support the Swachh Bharat Mission Grameen (SBM-G) Phase II. The pilot took place in five districts in India (Mirzapur in Uttar Pradesh, Ranchi in Jharkhand, Kamrup in Assam, South 24 Paragnas in West Bengal and Purnea in Bihar). A Prerak (facilitator) was appointed in each district to support this process and work within villages at community level. The Sanitation Learning Hub supported an accompanying learning component of the pilot, facilitating learning sessions between the preraks and the development of a Handbook based on the experience. This learning brief outlines the purpose of CLNOB, the actions generated by the pilot and our reflections of the CLNOB approach. The CLNOB Handbook, a handbook on Community Leave No One Behind, accompanies this Learning Brief. CLNOB was designed to ensure a participatory method to enable sustained access to safely managed sanitation facilities for people who have been ‘left behind’ or left out of the first phase of India’s national sanitation campaign.

Since February 2021, countless lives have been lost in India, which has compounded the social and economic devastation caused by the second wave of COVID-19. The sharp surge in cases across the country overwhelmed the health infrastructure, with people left scrambling for hospital beds, critical drugs, and oxygen. As of May 2021, infections began to come down in urban areas. However, the effects of the second wave continued to be felt in rural areas. This is the worst humanitarian and public health crisis the country has witnessed since independence; while the continued spread of COVID-19 variants will have regional and global implications. With a slow vaccine rollout and overwhelmed health infrastructure, there is a critical need to examine India's response and recommend measures to further arrest the current spread of infection and to prevent and prepare against future waves. This brief is a rapid social science review and analysis of the second wave of COVID-19 in India. It draws on emerging reports, literature, and regional social science expertise to examine reasons for the second wave, explain its impact, and highlight the systemic issues that hindered the response. This brief puts forth vital considerations for local and national government, civil society, and humanitarian actors at global and national levels, with implications for future waves of COVID-19 in low- and middle-income countries. This review is part of the Social Science in Humanitarian Action Platform (SSHAP) series on the COVID-19 response in India. It was developed for SSHAP by Mihir R. In 2022, FINISH Mondial and the Sanitation Learning Hub conducted a participatory and immersive research study to understand ground realities and lived experiences of sanitation and hygiene access in Nandurbar district, Maharashtra and Darbhanga district, Bihar in India. The main objectives for the immersion were to identify challenges and barriers towards access to and use of sanitation and hygiene services within challenging contexts, capture community voices and find contextually rooted ways to identify enablers towards safe and equitable access to and use of sanitation and hygiene services in these areas; and inform FINISH programme design and support the development of human-centric strategies for improving access to sanitation hygiene services for marginalised and left-out communities, while strengthening gender equality and social inclusion (GESI). Key lessons learnt from the study included universal access to and use of toilets has not yet been achieved, and people affected by poverty and marginalisation remain excluded; existing toilets need retrofitting and maintenance to become usable; we need to consider context specific adaptations for programming for tough physical conditions such as flooding and drought; and caste-based inequality is prevalent with major implications for access to sanitation and hygiene services; and behaviour change programming remains relevant for these contexts.

Recent research developments have indicated that asphalt mixture durability and pavement life can be increased by modifying the Superpave asphalt mixture design method to achieve an in-place density of 95%, approximately 2% higher than the density requirements of conventionally designed Superpave mixtures. Doing so requires increasing the design air voids content to 5% and making changes to the mixture aggregate gradation so that effective binder content is not lowered. After successful laboratory testing of this modified mixture design method, known as Superpave 5, two controlled field trials and one full scale demonstration project, the Indiana Department of Transportation (INDOT) let 12 trial projects across the six INDOT districts based on the design method. The Purdue University research team was tasked with observing the implementation of the Superpave 5 mixture design method, documenting the construction and completing an in-depth analysis of the quality control and quality assurance (QC/QA) data obtained from the projects. QC and QA data for each construction project were examined using various statistical metrics to determine construction performance with respect to INDOT Superpave 5 specifications. The data indicate that, on average, the contractors achieved 5% laboratory air voids, which coincides with the Superpave 5 recommendation of 5%. However, on average, the as-constructed mat density of 93.8% is roughly 1% less than the INDOT Superpave 5 specification. It is recommended that INDOT monitor performance of the Superpave 5 mixtures and implement some type of additional training for contractor personnel, in order to help them increase their understanding of Superpave 5 concepts and how best to implement the design method in their operation.

Community-Leave No One Behind (CLNOB) is a new participatory approach to identify both challenges and solutions in community's journeys towards ODF-S. It has been designed to be integrated into Phase II of the Swachh Bharat Mission-Grameen (SBM-G). The government of India has issued the guidelines for Phase II of SBM-G, of which one of the guiding principles is ensuring that no one is left behind. CLNOB demonstrates a way to achieve this goal. It encourages communities to identify gaps in sanitation coverage and use and promote actions they can take themselves. The purposes of this handbook are two-fold: first to inform policymakers and stakeholders at all levels about this new initiative, and second to provide guidance to facilitators and practitioners for CLNOB implementation. This handbook is a living document and will be updated and refined after more field experiences are conducted. It is based on limited experience from a small pilot carried out between June and October 2020 during the challenging environment of the COVID-19 pandemic.

Under the current legal paradigm, the rights to privacy and data protection provide natural persons with subjective rights to protect their private interests, such as related to human dignity, individual autonomy and personal freedom. In principle, when data processing is based on non-personal or aggregated data or when such data pro- cesses have an impact on societal, rather than individual interests, citizens cannot rely on these rights. Although this legal paradigm has worked well for decades, it is increasingly put under pressure because Big Data processes are typically based indis- criminate rather than targeted data collection, because the high volumes of data are processed on an aggregated rather than a personal level and because the policies and decisions based on the statistical correlations found through algorithmic analytics are mostly addressed at large groups or society as a whole rather than specific individuals. This means that large parts of the data-driven environment are currently left unregu- lated and that individuals are often unable to rely on their fundamental rights when addressing the more systemic effects of Big Data processes. This article will discuss how this tension might be relieved by turning to the notion ‘quality of life’, which has the potential of becoming the new standard for the European Court of Human Rights (ECtHR) when dealing with privacy related cases.

As part of a Population Council program of research on unwanted pregnancy and induced abortion in Rajasthan, the Council and Ibtada conducted a qualitative exploration of attitudes and behaviors regarding unwanted pregnancy and induced abortion in Alwar district. The study was intended to lay the groundwork for two quantitative studies on abortion undertaken subsequently in six districts of Rajasthan. The qualitative exploration shows that women, particularly those who are poor, turn to largely untrained community-level providers for abortion services. Additionally, women use home remedies in an often unsuccessful attempt to terminate unwanted pregnancies. Women with greater financial means obtain surgical services from a private gynecologist. The remaining women are left with little choice but to avail of services from informal providers that they often recognize to be unsafe and/or to carry unwanted pregnancies to term. This report encourages innovative means to improve access to legal, safe, and effective abortion services at lower levels of the public health system, and suggests that the feasibility of training certain informal providers to offer safe abortion services, particularly at early gestations, should be explored at the policy, program, and research levels.
