Series of GNSS receiver tests allowed to determine real accuracy of RTN measurements. Repeated measurements allowed to estimate accuracy in function of used navigation satellite system, duration of measurements and field conditions on measurement site which are related to horizon visibility by obstacles (bushes). Research results indicate no dependency between the technology used and the measurement accuracies obtained and significant impact of the conditions on set-up on the measurement's results.

Abstract Averaging is required for the measurement of ocean surface wave spectra and parameters with any measurement system in order to reduce the variance in the estimates. Sampling theory for buoy measurements is well known. The same theory can be applied to the impact of sampling on the estimation of high-frequency (HF) radar power spectra from which wave measurements are derived. Some work on the impacts on the HF radar wave measurements themselves is reviewed and applied to datasets obtained with three different radar systems, operating at different radio frequencies in different geographical locations. Comparisons with collocated buoy measurements are presented showing qualitative agreement with the sampling impact predictions but indicating that there are more sources of differences than can be explained by sampling. Increased averaging is applied to two of these datasets to demonstrate the improvement in data quality and quantity that can be obtained.

Purpose – This paper aims to discuss the notion of social impact of social impact measurement in social enterprises by supporting the multiple-constituency theory as a contribution to this under-theorised issue. Moreover, the paper proposes the stakeholder-based approach as the most appropriate solution for selection among metrics related to the growing number of social impact measurements. Design/methodology/approach – The paper proposes a review of social impact measurement studies by considering contributions from both academia and practitioners, while providing a reassessment and conceptualisation of this issue in terms of the multiple-constituency theory. Findings – The paper criticises the “golden standard approach” to social impact measurement according to which social enterprises have to find one standardised metric capable of determining an organisation’s real impact. The golden standard approach promotes a more “political view” of social enterprises, according to which multiple stakeholders set performance standards based on their viewpoints regarding the measurement’s purposes. Research limitations/implications – The paper responds to the urgent call to define a theoretical framework that might guide social impact measurement, seeking to avoid the current lack of order and transparency in existing practices that could serve as a vehicle for camouflaging corporate social un-sustainability. Originality/value – The multiple-constituency approach should discourage organisations from opportunistically selecting a social impact measurement with the sole purpose of proving a higher impact, as, within the proposed new perspective, social impact metrics are no longer managed independently by the social enterprises themselves. Instead, these metrics are defined and constructed with the stakeholders. As a result, social enterprises’ manipulative intentions should diminish.

Measurement is the act or the result, of a quantitative comparison between a given quantity and a quantity of the same kind chosen as a unit. It is for observing and testing scientific and technological investigations and generally agreed that all measurements contain errors. In a measuring system where both a measuring instrument and a human being taking the measurement using a preset process, the measurement error could be due to the instrument, the process or human error. This study is devoted to understanding the human errors in measurement. Work and human involvement related factors that could affect measurement errors have been identified. An experimental study has been conducted using different subjects where the factors were changed one at a time and the measurements made by them recorded. Errors in measurement were then calculated and the data so obtained was subject to statistical analysis to draw conclusions regarding the influence of different factors on human errors in measurement. The findings are presented in the paper.

Two methods were developed and tested for the measurement of the mowing machine material feed rate (based on the conditioner power input measured by a torque-meter, and/or on the material change in momentum measured by a curved impact plate). The measurements carried out in the year 2001 proved that a very good linear relationship existed between the conditioner power input, output frequency of the apparatus measuring the impact force by means of the impact plate, and the material feed rate through the mowing machine. The calculated R-Squared values were about 0.95. In the year 2002, the impacts of material and condition (parameters) changes on the mowing machine material feed rate measurement accuracy were measured under laboratory conditions. It was evident from the statistical evaluation that changing crop variety, crop maturity, and intensity of conditioning can have a statistically significant influence on the measurement based on the torque-meter. As concerns the impact plate measurement, it was found that it is not possible on the basis of our measurements to determine statistically the influence of the factors tested.

Abstract Base impedance has a direct effect on mechanical equipment’s properties, and thus its accurate measurement constitutes an important foundation for the evaluation of these properties. Through theoretical deduction and base impedance measurement, we investigated the influences of impact hammer parameters on mechanical impedance measurement using an impact excitation method. By comparing the effects of hammer head softness and hammer size on base’s mechanical impedance measurements, we know that soft and hard hammer heads were suitable for the impedance measurement in low and high frequency regions, respectively, and that hammer size had a little influence on impedance measurements.

Impact noise insulation has traditionally been thought of mostly in terms of vertical adjacencies, and ASTM E1007 provides no guidance for performing such a measurement in a lateral, diagonal, or other non-vertical condition. Because lateral impact transmission can be significant, the authors have developed methods and practices for performing this measurement (see papers by the authors at ICSV 2017 and Inter-Noise 2019). ISO 16283-2 also describes procedures and methods for the measurements and analysis of lateral impact noise measurements. The various measurement methods are compared and evaluated. For some assembly types, there is an advantage to maintain a constant distance from tapping machine to the separating partition. Appropriate ratings for categorization of lateral impact isolation are discussed, and changes to E1007 to clarify the measurement method are proposed.

Through objective measurement, subjective measurement, and prioritization methods, this study evaluates the impacts of different shading facilities on the indoor environment of multi-story residential buildings, such as dormitories. The objective measurements mainly include the operative temperature, daylight factor, and sound pressure level. The subjective measurement is obtained from occupant votes regarding their satisfaction with the thermal uniformity, natural lighting, external noise, and the overall indoor environment. The results show that the subjective evaluations were significantly more reliable than the objective measurements for predicting indoor environmental satisfaction. The prioritization method of the ordered logistic regression was then used to evaluate the impact of perceived indoor environmental quality on overall satisfaction. The results show that the impact of the perceived indoor environmental quality on overall satisfaction varied with the shading facilities. In addition, the occupants commented on the function of items affecting their application preferences and provided recommendations for improving balconies and sunshades to provide occupants with better indoor environments.

Esta dissertação tem o objetivo de compreender o que "impacto" significa quando se fala em investimentos de impacto, focando na sua medição e prática através da indústria. Uma breve revisão de literatura permite entender as principais características da indústria, identificar os atores envolvidos e as últimas iniciativas para a medição de impacto. O estudo de caso com a GoParity, uma start-up portuguesa que atua como intermediadora no mercado de investimentos de impacto, oferece uma perspectiva mais próxima do funcionamento da indústria, particularmente nos desafios que existem para avaliar, monitorar e gerir impacto. As conclusões sugerem que, apesar sde desafios acerca da medição do impacto, uma combinação de ferramentas, vontade organizacional e recursos podem fortalecer a qualidade e escala dos investimentos de impacto para solidificar mudanças sustentáveis na sociedade.
This dissertation aims to comprehend what "impact" means within impact investments, focusing on its measurement and its practice throughout the industry. A brief literature review allows us to understand the main features of the industry, the involved actors and to identify the latest initiatives for impact measurement. The case study of GoParity, a Portuguese start-up acting as an intermediary in the impact investment market, is expected to offer a closer insight into the working of the industry, particularly on the challenges it faces to assess, monitor, and manage impact. The conclusions suggest that despite challenges surrounding measurement, a better built combination of tools, organizational will and resources can strengthen the quality and scale of impact investments to solidify lasting changes in society.

Social Entrepreneurship and Social Enterprises are an emerging trend. An increasing number of individuals are finding ways to address a social issue through their entrepreneurial skills. As well as increasing number of corporations and investing organizations are looking for ventures that address a social issue to fulfill their social responsibility. Thus, it is increasingly becoming important for the social entrepreneurs to measure and report their impacts to society in an accurate way. This research seeks to find out the challenges faced by social entrepreneurs while setting up social impact measurements in their ventures and the solutions adopted by them. Through a series of semi‐structured interviews with successful social entrepreneurs, this research collects qualitative data that increases the knowledge in this area and contributes in a better understanding of the challenges faced by social entrepreneurs. This research found that Theory Of Change is the most commonly used method and is preferred by practitioners as it is easy to implement. The research summarises the efforts it takes to implement the measurements, recommends best practices or advice to make impact measurement easier and useful. Also, a framework is developed that can be used in setting up measurements in a social venture.

In the remarkable developments that have occurred recently in all sectors of society, e.g. environmental, social, and governance (ESG) integration, responsible investing, social entrepreneurship, and strategic philanthropy, the measurement of extra-financial (or non- financial or external) information remains a key issue. While 'making a difference' is the goal of such developments, no integrated externality measurement framework (IEMF) has been proposed, recognized as a reasonable candidate, or adopted by practitioners. The overall objective of this thesis is to develop such an IEMF which would facilitate meaningful measurements and interpretations of the 'quantum of difference' (e.g. in the context of ESG information) and applications thereof towards resource allocation strategies. The aim is not so much to develop some putative 'perfectly accurate model of reality' but an epistemic framework which would serve as a communicative and organizational anchor. The overall objective derives to five research imperatives, which are responded to by five core chapters in the thesis. The following key findings emerge: Finding 1. The ESG metric landscape exists in a patchwork. In particular, while social impact metrics have proliferated recently, they constitute an incoherent domain of its own, separate from the environmental and governance metric literatures. In devising an IEMF, the key challenges include aggregating disparate metrics and disaggregating causalities. Once such a framework has been devised and adopted by practitioners, one can innovate various resource allocation strategies. Finding 2. The attitudes and approaches toward measurement and metrics can broadly be typologized as being fetishistic, positivistic, cynical, and pragmatic. Taking the pragmatic stance allows us to ascribe an appropriate epistemic status to metrics and calibrates the philosophical proclivity of the culminating IEMF. Finding 3. A geography of philanthropic governance exists. In particular, there are variegated similarities and differences in the perceptions and usage of ecosocial metrics. Significant overlaps in the domain and geographic foci of giving signify the feasibility of meaningful comparison, competition and collaboration among such organizations with metrics at the centrepiece. Finding 4. While best practice benchmarks in the usage of metrics in driving positive tangible changes are rare, a highly innovative integrated rural development program known as Saemaul Undong serves as a solid example. It is possible to maximize the efficiency in resource-deployment, induce participation and competition, and scale a parochial initiative to a national level through the usage of performance metrics. Finding 5. Calibrating appropriate philosophical stance, aggregating widely disparate measuranda, disaggregating casual attribution are among the key challenges towards developing an IEMF. Identifying and adopting appropriate formalisms facilitate addressing such challenges. For adoption in practice, however, one must factor in human expertise and judgements when making resource deployment decisions along with the numbers calculated through such a framework. The findings above constitute a series of 'firsts' of the kind in each relevant bodies of literature, paving the way for further explorations.

This thesis investigates the relationship between organizational size and the decision of using social impact measurements in Swedish socially entrepreneurial organizations, which include organizations and individuals that aim at solving social problems. Data is collected using an online survey, and three different ways to measure organizational size are used and tested whether they have a positive relation-ship with the use of social impact measurement. Organizational size is measured as the yearly turnover, available personnel and the number of members and participants in the organization. The association was analyzed through three different analytical methods, and we also present detailed descriptive statis-tics for the data sample. The results showed significant relationships between available staff as well as members and participants and the use of social impact measurements, while no significant relationship between the yearly turnover and the use of social impact measurements could be confirmed. We suggest a consideration of impact measurements when addressing sustainable organizational development as well as consideration of organizational size for local governments when introducing policies, funding and other support for socially entrepreneurial organizations.

Organizations make large investments in Information Systems (IS) expecting positive impacts to the organisation and its functions. Yet, there exists much controversy surrounding the 'potential' impacts of these systems, with some studies reporting broadly positive impacts of IS across organizations (Barua, Kriebel and Mukhopadhyay 1995; Barua and Lee 1997; Brynjolfsson and Hitt 1996; Lehr and Lichtenberg 1999; Mukherjee, Ray and Miller 2001), while others have shown nil or detrimental impacts (Attewell and Rule 1984; Brynjolfsson and Yang 1996; Cameron and Quinn 1988; Wilson 1993). Various authors have suggested that these conflicting results may be due to poor measurement - E.g. incomplete or inappropriate measures of success (DeLone and McLean 1992; Gable 1996; Melone 1990), lack of theoretical grounding and hence agreement on appropriate measures of success (Bonner 1995; Myers, Kappelman and Prybutok 1998), myopic focus on financial performance indicators (Ballantine, Bonner, Levy, Martin, Munro and Powell 1996; Kaplan and Norton 1996), weaknesses in survey instruments employed (Gable, Sedera and Chan 2003) (e.g., constructs lacking in validity), or (5) inappropriate data collection approach (Seddon, Staples, Patnayakuni and Bowtell 1999; Sedera and Gable 2004) (e.g., asking the wrong people, unrepresentative sample). Enterprise Systems (ES) have over the past decade emerged to be one of the most important developments in the corporate use of information technology. Anecdotal evidence reveals discontent with these large application software packages. Yet Enterprise System investments are seldom systematically evaluated post-implementation; the review process and measures typically being idiosyncratic and lacking credibility. Impacts resulting from 'Enterprise Systems' are particularly difficult to measure, with an Enterprise System entailing many users ranging from top executives to data entry operators; many applications that span the organization; and a diversity of capabilities and functionality. Despite the substantial investments made by organizations and the anecdotal evidence of discontent, systematic attempts to measure their success have been few. The primary objective of this research is to develop and test a standardized instrument for measuring ES-Success. Other related objectives of this research include: (1) to identify the dimensions and measures of ES-Success, (2) to validate a maximally generalizable measurement model and survey instrument for gauging ES-Success; (3) to develop an understanding of the state of Enterprise Systems using descriptive/comparative statistics, and (4) to identify and test an antecedent of ES-Success. With the above objectives, and in attention to the weaknesses identified in past IS-success research, this study follows and extends the 'research cycle' guidelines of Mackenzie and House (1979) and McGrath (1979). The research cycle entails two main phases: (1) an exploratory phase to develop the hypothesized measurement model, and (2) a confirmatory phase, to test the hypothesized measurement model against new data. The two surveys (termed as identification-survey and specification-survey) conducted in the exploratory phase of this research go beyond the activities recommended by Mackenzie and House (1979) and McGrath (1979). A third "confirmation-survey" was completed in the confirmatory phase of the research cycle. The three surveys gathered and analyzed data from six hundred (600) respondents. The purpose of the identification-survey was to discover the salient ES-Success dimensions and measures to include in an a-priori ES-Success model. Data from 137 respondents representing 27 Australian State Government Agencies that had implemented SAP R/3 in the late 1990s were analyzed. The analysis of identification-survey data yielded an a-priori model with 41 measures of 5 dimensions of ES-Success that provide a holistic view across the organization from strategic to operational levels. The specification-survey was employed to validate the a-priori ES-Success measurement model derived in the preceding identification-survey. Employing 310 responses from the same 27 public sector organizations, exploratory data analysis validated 27 measures of success pertaining to the 4 dimensions: information quality, system quality, individual impact and organizational impact. Data for testing the influence of an antecedent of ES-Success was simultaneously gathered during the specification-survey. This analysis, based on the Adaptive Structuration Theory (AST), investigated the influence of Knowledge Management Structures Adequacy (KMSA) on ES-Success. Preliminary results indicate a strong relationship between the Knowledge Management Structures Adequacy and ES-Success. The purpose of the confirmation-survey was to further validate the dimensions and measures of the ES-Success model, using new data, employing confirmatory statistical techniques. Data was gathered from 153 respondents across a large University that had implemented the Oracle Enterprise System, which facilitated further construct validity of the ES-Success measurement instrument was further established using Structural Equation Modeling (SEM).

With the above objectives, and in attention to the weaknesses identified in past IS-success research, this study follows and extends the 'research cycle' guidelines of Mackenzie and House (1979) and McGrath (1979). The research cycle entails two main phases: (1) an exploratory phase to develop the hypothesized measurement model, and (2) a confirmatory phase, to test the hypothesized measurement model against new data. The two surveys (termed as identification-survey and specification-survey) conducted in the exploratory phase of this research go beyond the activities recommended by Mackenzie and House (1979) and McGrath (1979). A third "confirmation-survey" was completed in the confirmatory phase of the research cycle. The three surveys gathered and analyzed data from six hundred (600) respondents. The purpose of the identification-survey was to discover the salient ES-Success dimensions and measures to include in an a-priori ES-Success model. Data from 137 respondents representing 27 Australian State Government Agencies that had implemented SAP R/3 in the late 1990s were analyzed. The analysis of identification-survey data yielded an a-priori model with 41 measures of 5 dimensions of ES-Success that provide a holistic view across the organization from strategic to operational levels. The specification-survey was employed to validate the a-priori ES-Success measurement model derived in the preceding identification-survey. Employing 310 responses from the same 27 public sector organizations, exploratory data analysis validated 27 measures of success pertaining to the 4 dimensions: information quality, system quality, individual impact and organizational impact. Data for testing the influence of an antecedent of ES-Success was simultaneously gathered during the specification-survey. This analysis, based on the Adaptive Structuration Theory (AST), investigated the influence of Knowledge Management Structures Adequacy (KMSA) on ES-Success. Preliminary results indicate a strong relationship between the Knowledge Management Structures Adequacy and ES-Success. The purpose of the confirmation-survey was to further validate the dimensions and measures of the ES-Success model, using new data, employing confirmatory statistical techniques. Data was gathered from 153 respondents across a large University that had implemented the Oracle Enterprise System, which facilitated further construct validity of the ES-Success measurement instrument was further established using Structural Equation Modeling (SEM).

Current assessments of research impact have been criticised for capturing what can be easily counted, not what counts. This thesis examines research impact and use in multiple ways, using childhood obesity prevention research and policy conducted and developed in New South Wales (NSW), Australia, between 2000 and 2015, as a case example. A broad systems lens is applied, with sub-studies examining specific aspects of this research-policy system in detail. A mix of quantitative and qualitative methods are used, including: systematic review; bibliometric analysis; citation analysis; document analysis; semi-structured interviews; and case studies. Firstly, the literature on research impact assessment is compared to that measuring policy utilisation of research. Secondly, the knowledge production context, including how and why research was conducted is investigated. Finally, research impact and use are assessed tracing forwards from research and backwards from policy, using a mix of narrow (research projects; policy documents) and broad (policy cases) units of analysis. The comparative approach used, empirically demonstrates how some methods of measuring impact restrict what can be defined and assessed as impact and therefore downplay the diverse ways in which research can influence policy processes. Different methods provide different perspectives of the relationship between research and policy, in terms of causation versus contribution. In addition, they give a different view of what is transferred, knowledge or research. Ultimately assessment needs to go beyond an understanding of research use as instrumental. This view determines the type of research that will be identified as impactful at the expense of other types of research. Looking beyond the efforts of individual researchers and research groups, to examine how systems support policy relevant knowledge production and use, may offer a way forward.

This paper presents experimental measurements of the response of woven composite laminates to multiple low-velocity impacts. Damage initiation and progression occur at multiple physical and temporal scales in heterogeneous materials, including fiber breakage, matrix cracking, delamination and matrix relaxation. The sensor networks/interrogators were therefore chosen specifically to provide insight into the order and progression of different failure modes. Measurements of the contact force between the impactor and composite are measured throughout impact. Additionally, the dissipated energy per impact event is also calculated from the impactor velocity. Surface mounted and embedded fiber Bragg grating sensors are used for the measurement of the laminate response. Peak wavelength measurements are performed during impact at 1 kHz, while full-spectral scanning is performed at 5 Hz during relaxation period of the laminate immediately after impact and quasi-statically to measure post-impact residual strain states within the laminate. The results highlight the depth of information embedded within the FBG full-spectral data sensors, as well as the added insight to be gained from combined global-local measurements.

The impact of ice on a propeller is a complex process, which most likely results into a milling or crushing process, or a combination. The highly dynamic forces during an impact can change rapidly in amplitude as well as direction. Little information can be deducted from classic test setups with rigid propellers, especially forces on the individual blades are seldom successfully measured. The presented paper will outline the challenges which need to be overcome to measure these impacts more accurately and elaborate on a measurement setup which has proven to capture the impact loads of actual ice impacts in great detail. Classic designs for propeller testing involve rigid propellers with force measurements located at the base of the propeller. From this type of setup, immediately two problems arise. First of all, when impacting relatively large ice blocks, it will be hard to derive which part of the measured forces contributes to one blade and which part to the other. Secondly, in practical test situations the natural frequency of the entire propeller mounted on a force transducer can be relatively low. Impacts are suspected to contain forces with high frequency components, causing the entire propeller assembly to vibrate and thereby obscuring a correct measurement of the impact loads. A measurement setup has been designed to overcome both problems. Rather than measuring the forces on a complete propeller, only a single blade is mounted on a force transducer. This particular transducer is capable of measuring forces in x-, y- and z-directions as well as moments around the x-, y- and z-axis. The other propeller blades are mounted directly on the shaft drive. This measurement setup reduces the first problem, any impact visible in the measurements signals are solely due to forces on the instrumented ‘key-blade’.

A hybrid experimental and 3-D dynamic nonlinear finite element approach was used to study damage in 101.6mm × 101.6mm composite panels subject to drop-weight impact up to 50 J. The specimens tested were made of hybrid woven S2-glass-IM7 graphite fibers/toughened epoxy (cured at 177°C). The composite panels were damaged by impacts using a pressure-assisted Instron-Dynatup 8520 instrumented drop-weight impact tester. During the low velocity impact tests, the time-histories of impact-induced dynamic strains and impact forces were recorded. Two types of drop-weight impact tests were conducted. The first focused on the effect of different shapes of the impactor and the second involved progression of the damage in the composite when impacted repeatedly. The commercially available 3-D dynamic nonlinear finite element software, DYNA, was then used to simulate the experimental results of drop-weight tests using different shapes of the impactor. Good agreement between experimental and FEM results has been achieved when comparing dynamic force, strain histories and damage patterns from experimental measurements and finite element simulations.

There are several ways in which evaluations can go beyond traditional outcome measurement and explore the underlying drivers of impact and the behaviours of beneficiaries and non-beneficiaries. - Measurement goes hand in hand with developing a theory of change, and the two work best when they evolve jointly: new (and better) measurements could allow the consideration of more flexible and realistic theories, while theory informs the construction and design of new measures. - Linking measurement to human behaviour and decision-making processes offers useful angles for identifying the underlying drivers of an intervention’s impacts. - Measurement innovation and improvements—including the construction of new measures—are an important endeavour requiring cross-disciplinary input. This endeavour should be promoted.

SIPRI and the World Food Programme (WFP) launched a Knowledge Partnership in 2018 to help strengthen WFP’s contribution to improving the prospects for peace in the countries where it operates. This paper contributes to the thematic deep dive on measurement, which assesses current empirical methods of measurement and possible areas for improvement as part of the SIPRI–WFP Knowledge Partnership. The Peace Evidence Expert Research (PEER) Group was established in 2020 by institutions and experts that convened to explore ongoing initiatives and build expertise in measuring peace impact in fragile, conflict and post-conflict settings. The report provides an overview of the 40 meetings convened by the group. Based on these discussions, lessons learned and ways forward are proposed for practitioners and researchers.

After the financial-economic crisis of 2008 there has been an increasing diffusion of discourses by international institutions stressing the necessity towards the adoption of impact evaluation methods both by for profit and SSE organizations. This craze for impact measurement is generally led by the need of the stock exchange to find new financial markets (demand) for an increasing offer of socially or environmentally oriented financial products (such as the Social Impact Bond). This pressure had the effect to spread terms and concept typically of the financial world to other domains, such as the welfare policy (Social Investment State) and the traditional philanthropic sector (Social Return on Investment). Even the SSE has not been immune from this “epidemic” of measurement, standardization, quantification of its activities’ effects (Salathé-Beaulieu, G. in collaboration with M. J. Bouchard and M. Mendell, 2019). The paper’s main aim is to argue in favour of the adoption of a broader conceptualization of the SSE contribution to the local community (and to the society as a whole) that the one implied by the term “impact”. It proposes a conceptual framework based on the “social value” notion, which requires to consider the worth (Bouchard, M. J. ed., 2009) linked to the presence of the organization itself and not only of its activities/ programs/services. The paper will illustrate and comment the main results from an empirical research on the Social Added Value Evaluation of an umbrella recreation association in the Emilia-Romagna Region. The inquire adopts an experimental design based on qualitative methods such as: focus groups, face to face interviews and on site observations, in order to build a consensual system of social value/impact evaluation to be adopted by the local branches of the regional association.
