In this paper, we focus on the economic integration of black African immigrants settling in Queensland by examining their experiences and views on employment within Australia's labor market. The paper draws on findings from a qualitative study conducted in Southeast Queensland. The study examines how black African immigrants define their identity, socio-economic wellbeing and sense of belonging in white majority Australia. The findings suggest that settlement and integration policies in Australia need to be informed by immigrants' employment experiences. The paper contributes to the literature on the role of employment in the settlement and integration processes of racially and culturally different immigrants.

Drawing on the findings from a qualitative study conducted in South East Queensland, the paper identifies several barriers and challenges faced by Africans to meaningful employment and labor market success. The paper indicates the need to develop targeted policies to eliminate employment discrimination, reduce barriers to meaningful employment for good settlement and successful integration of African immigrants to Australia.

Background: Immigration to Australia pre 1995 was largely low skilled. Recessions led to competition between low-skilled domestic workers and new immigrants and subsequent cuts in migration intakes. Historical changes in birth rates, increased participation in tertiary education, increasing numbers retiring and the relatively rapid restructuring of the skill level of labour demand combined to produce a skilled labour supply crisis in Australia from the mid-1990s. The permanent and temporary skilled migration policies established by the Australian Government from 1995 played an important role in meeting that labour demand, especially in the boom years of the first decade of the 21st century. Aims: This paper examines the impact of immigration on employment in Australia subsequent to the global financial crisis (GFC) for the five-year period from July 2011 to July 2016. Data and methods: Data for the paper are sourced from the Australian Bureau of Statistics. The paper uses survival methods to decompose the growth in employment in Australia in the five-year period from 2011 to 2016: (1) change in age and sex distribution in the absence of migration; (2) changes in employment participation rates by age and sex; (3) net migration by age and sex. Results: Immigration in response to strong labour demand has continued post GFC. From July 2011 to July 2016, employment in Australia increased by 738,800. Immigrants accounted for 613,400 of the total increase, population growth 98,900 and changes in employment participation only 26,500. Migration has had a very large effect on the age structure of employment with most new immigrant workers (595,300) being under 55 years. Conclusions: Research indicates that immigration provides major benefits to the Australian economy. However, as strong labour demand is likely to sustain migration at relatively high levels in coming years, it is incumbent upon governments to plan for the effects of rapid population growth on infrastructure and resources.

This article applies both single cross-section and dual cross-section approaches to modeling the propensity to be self-employed among the foreign born in the Australian labor market. The results from a single cross-section regression indicate that educational attainment, Australian labor market experience, the availability of capital, marital status and job related characteristics are important influences on self-employment outcomes. The propensity to be self-employed among immigrants is shown to be enhanced by the existence of enclave markets. Ethnic enclaves created via a common language provide more relevant prospects for self-employment than does the concentration of immigrants by birthplace. However, enclave markets do not have a significant impact on the self-employment outcomes of the Australian-born children of immigrants. The dual cross-section approach shows that the cross-section self-employment growth among immigrants is predominantly an adjustment effect rather than a cohort effect.

This article examines the role of a number of factors, including migration category, birthplace, period of arrival, age, gender, educational background and employment status, in explaining immigrants’ dependence on government pensions and benefits. Significant differences in welfare dependency were observed by birthplace and migration category even after controlling for age, education and employment status. Immigrants from Vietnam, Lebanon and Turkey were more likely than others to be dependent on welfare. Refugees were also more likely than other immigrants to be dependent on welfare; however the effect of refugee status on welfare dependency diminished with duration of residence in Australia.

Public and political claims about the employment of people from a refugee background in Australia do not always reflect the research findings in this area. For example, recent claims by a senior Coalition Government Minister about people seeking asylum who arrived to Australia by boat during the previous Labor Government’s terms in office (2007-13) posit that many have limited employment prospects. However, given there is little research or government reporting on the experiences of asylum seekers who arrived during this time, and none that focuses specifically on their employment, there is no evidence to support this. A review of research on the employment experiences of people from a refugee background, and Australian policies, suggests a more nuanced picture. This includes research that found while initially people from a refugee background are more likely to be unemployed, have temporary jobs and lower incomes than other newly arrived immigrants, over the longer term second-generation refugees have higher levels of labour market participation than the general population and refugees and their families make significant economic and community contributions to Australia. Research also highlights that refugees may experience a range of barriers to accessing employment, including discrimination, and a review of Australian policies indicates these are likely to have exacerbated some of these barriers for asylum seekers who arrived to Australia by boat. In addition, given previous findings that public attitudes can be influenced by representations made in public and political discourses, the public statements of senior Ministers may be further deepening barriers to accessing employment faced by asylum seekers who arrived by boat.

Technological and structural changes in the Australian economy have led to a decline in unskilled and semi-skilled employment and this has had a marked effect on labor market opportunities for immigrants. Educational qualifications and English language skills have become increasingly important factors influencing labor market success. With absorptive capacity for the overall immigration program defined more in economic terms, changes have been made to the selection criteria for immigrants. Greater priority is currently given to those with skills and English language proficiency. No such emphasis has been given to the selection criteria for settlers admitted under Australia's humanitarian program. This paper reviews the labor market experience of humanitarian program arrivals and considers the policy implications of high levels of unemployment among this group. It is suggested that humanitarian obligations do not end with entry to Australia, and it is in the interests of the receiving society and humanitarian program arrivals for greater public investment in skills development to help improve labor market outcomes among this group.

This research was conducted in response to one of the most pressing and challenging questions on the agenda of many government offices around the world - “What can be done to better integrate and assimilate immigrants into host communities?” The qualitative study employed ethnographic methods of gathering data, where 170 Russian-speaking immigrants were observed by the insider in their natural settings, for eight months, and at different locations in Brisbane region of Australia; informal, unstructured interviews were conducted with 27 individuals. During observations, it was noticed that many immigrants had experienced one or another sort of difficulties that prevent them from smooth integration into the host society. The further analysis of data derived from immigrants narratives revealed emerging themes, which allowed identifying five factors that, perceived by immigrants as obstacles to integration: (1) employment, (2) education, (3) healthcare, (4) government assistance, and (5) discrimination. Following the logic of inductive reasoning and assumptions of grounded theory, that is seen as a research method in which the theory is developed from the data, the researcher uses research findings to build behavioral Model of Assimilation/ Integration of immigrants. Developed model not only accurately explains why immigrants resist integration but also offers the pathway to further quantification for the measurement of assimilation.

This article studies whether migration policy is a suitable tool to improve the inefficient use of immigrants’ human capital. This line of investigation complements the traditional analysis of migration policy as a tool to manage labor supply. The effect of migration policy is studied, using a policy change that occurred in Australia in the late 1990s that tightened the selection applied to certain economic immigrants. The empirical analysis, based on data collected by the Longitudinal Survey of Migrants to Australia, confirms that the policy change raised, on average, the human capital of the affected group. It also, however, consistently reveals that the change had no detectable impact on indicators measuring immigrants’ skill utilization. This result suggests that migration policy, by itself, may not be best suited to address issues related to the efficient use of foreign talent in the labor market. Better coordination with employment policy may alleviate this problem. Additional research on migration policy’s effect on efficiency-related issues is also called for.

This thesis examines access to managerial jobs in the Australian labor market by immigrant women and men from five continents and five individual countries. Comparisons were not made only among both continent and country groups, but also between the women and men within each group, as a measure of occupational gender inequality. An index of managerial representation in the Australian labor market (MORI) was computed and nine independent variables were applied to measure immigrant representation in managerial occupations. Rank order correlates were used to calculate relationships between variables. Results indicate that women (with the exception of Vietnamese) from all countries were disproportionately underrepresented in managerial jobs and that the more dissimilar immigrant men are to native born Australians, the less likely they are to hold managerial jobs.

The aim of this thesis is to examine the employment situation of recent Sri Lankan skilled immigrants in Victoria and whether they need further education and re-training in order to face emerging technological changes or to update their skills. The underemployment and unemployment problem faced by the Sri Lankan skilled immigrants is an issue for both the Australian economy and the migrants. The following set of premises has been used for the study; a) the migrants' educational qualifications, training and skills are recognised by the Department of Immigration Multicultural & Indigenous Affairs (DIMIA) of Australia, b) they are having difficulties in finding and keeping suitable jobs, although some have found employment commensurate with their qualifications, and c) the reason for their difficulties are many and complex. The essential format of the research is to identify and explain the many and complex reasons for such unemployment or underemployment. This study is based upon a survey of three contrasting Sri Lankan immigrant groups: a) trade persons and related workers with certificates or no qualifications b) technical or associate professionals with diploma or associate diploma level qualifications and c) professionals (engineers) with university degrees or their equivalent. Subjects for the surveys were through three relevant alumni organisations based in Melbourne, and through personal contact. The survey was supplemented with some applying qualitative methods that involved unstructured interviews, and small case studies. Recommendations have been proposed to assist in solving the issues that were identified through the study. Although the recommendations mentioned in the study provide a starting point, it is stressed that further research is needed to be undertaken before implementing such suggested solutions. Therefore, this thesis serves as a foundation in highlighting the loss of services of skilled immigrants within the labour market in Australia, particularly among the Sri Lankan community, and proposing recommendations to address this issue.

Australia is home for immigrants from more than a hundred countries and in total almost a quarter of all Australians are overseas-born. A high proportion of immigrants in a society raises question about socioeconomic equality. The purpose of the thesis is to study the differences in socioeconomic attainments between immigrants and native-born workers. Using data collected from the Issues in Multicultural Australia Survey, conducted in 1988, and the ABS Census of Population and Housing, 1986 and 1991, the study finds that human capital variables such as education, language proficiency and experience largely explain the socioeconomic attainments of Australian-born workers. Among immigrant workers, however, these human capital variables have little or no effect on status attainments. The data also show that the lower socioeconomic status of immigrants may not be due only to the lower investment in human capital. Even second generation NESB immigrants are unable to obtain comparable rewards compared to longer established Australians with similar education and skills. The study indicates that there may be barriers in the Australian labour market operating against NESB immigrants. The study concludes that there are birthplace variations in workers??? socioeconomic attainments. When employers can hire Australian-born workers from a large pool of unemployed workers, immigrant workers will be excluded from employment. Immigrant workers will only be hired if the rewards for these workers are lower compared to Australian-born workers. In situations of high unemployment, especially, immigrant workers will find it difficult to be treated equally in the labour market.

Language has been of interest to numerous economists since the late 20th century, with the majority of the studies focusing on its effects on immigrants’ labour market outcomes; earnings in particular. However, language is an endogenous variable, which along with its susceptibility to measurement error causes biases in ordinary-least-squares estimates. The instrumental variables method overcomes the shortcomings of ordinary least squares in modelling endogenous explanatory variables. In this dissertation, age at arrival combined with country of origin form an instrument creating a difference-in-difference scenario, to address the issue of endogeneity and attenuation error in language proficiency. The first half of the study aims to investigate the extent to which English speaking ability of immigrants improves their labour market outcomes and social assimilation in Australia, with the use of the 2006 Census. The findings have provided evidence that support the earlier studies. As expected, immigrants in Australia with better language proficiency are able to earn higher income, attain higher level of education, have higher probability of completing tertiary studies, and have more hours of work per week. Language proficiency also improves social integration, leading to higher probability of marriage to a native and higher probability of obtaining citizenship. The second half of the study further investigates whether language proficiency has similar effects on a migrant’s physical and mental wellbeing, health care access and lifestyle choices, with the use of three National Health Surveys. However, only limited evidence has been found with respect to the hypothesised causal relationship between language and health for Australian immigrants.

There has been a resurgence of immigrants in western countries over the past few decades. Although most immigrants choose a "traditional" destination, such as Australia, Canada and the United States, many other countries are receiving relatively large immigrant flows. According to the Organisation for Economic Co-operation and Development (OECD) International Migration Outlook 2009, 10 per cent of the population in the United Kingdom (UK) was foreign-born in 2007. As a result, the impact of immigration on the host economy has always been a contentious topic in the host countries. The political debate is centered on three substantive topics. First, how do immigrants perform in the host country's labour market? Second, what impact do immigrants have on the labour outcomes of natives? Finally, which immigration policy most benefits the host country? This thesis embarks on the first topic with respect to Australia and the UK. Chapter 2 explores the impact of English proficiency on the labour supply of recent immigrants in Australia. While previous research has shown that English ability is important for participation and employment, almost no research, and none in Australia, has been done with respect to hours worked by immigrants. This study uses the second cohort of the Longitudinal Survey of Immigrants to Australia (LSIA) data to estimate a Chamberlain-style Tobit random effects estimator. The results suggest that English ability is positively related to hours worked by immigrants. Chapter 3 investigates the impact of social security payments on the labour supply of recent immigrants to Australia after the policy change. This research uses the first wave of two sets of LSIA data as treatment group and Survey of Income and Housing (SIH) as control group to analyse the short-term immigrant labour market outcomes before and after the policy change. Employing difference-in-differences estimators and propensity score matching procedures, this study suggests that welfare reform caused a substantial increase in the employment of immigrants. This might imply that restricted access to welfare produced a higher proportion of new immigrants who more actively looked for jobs. Chapter 4 examines some aspects of the labour market outcomes of Muslim immigrants in the United Kingdom after the terrorist attacks. Research found that the terrorist attack of September 11th was associated with a temporary decline in US Arab and Muslim men's weekly earnings and real wages of around 9 to 11 per cent. This has been interpreted as an increase in discrimination against those groups following the attack. However, other evidence shows that in Sweden the terrorist attack did not change Middle East immigrants' job-searching behaviour because of increased discrimination from employers. A possible explanation is that, since September 11th occurred in the US, the reaction against Arab and Muslim men was more severe there than elsewhere, even though nationals from 90 other countries were also killed. Against this background, the purpose of this chapter is to examine the labour market experiences of UK-based Arab and Muslim immigrants. They could have been affected by either September 11" (that killed 67 UK nationals) or the London bombings of 7th July 2005 (that killed 52 UK nationals), or both. The labour market outcomes of UK-based Arab and Muslim immigrants following both September 11th and the London bombings are explored, using the Quarterly UK Labour Force Survey data. Two difference-in-differences models are estimated - one for September 11th, and the other for the London Bombings and the analysis is carried out separately for men and women. The results suggest that, while September 11th had a lesser impact on the labour market outcomes of UK Arab and Muslim women, the London bombings had a statistically significant negative impact. These findings suggest that physical distance does matter for reaction to terrorist attacks.

This thesis provides an empirical investigation of the employment status of Non-English-Speaking Background (NESB) and Australia-born women. The analysis adds to the work of Australian authors who have found that NESB women are underrepresented in occupations that have relatively high pay and congenial working conditions, and are over-represented amongst the unemployed. This study develops a definition of primary sector employment from the occupation categories in the 1996 Census, and uses the ANU2 occupational prestige scale and earnings data from the Census.

Small and Medium Sized Enterprises (SMEs) play a substantial role in the Australian economy. They are the key generators of employment and income, and drivers of innovation and growth (OECD 2009). In Australia, the growing participation of ethnic minorities in self-employment has been a noticeable feature of the small business arena, and has remained a topic of considerable contemporary relevance. In the context of migrant entrepreneurship, several scholars have highlighted the impact of different migrant group cultures on entrepreneurship. They emphasise the importance of values such as social or business attitudes, close family and religious ties and trust, all of which enable some immigrant groups to compete successfully in business. A substantial literature of ethnic business involvement exists, but comparable literature of Croatian migrants and their role in local community business development is very sparse. The objective of this research is to analyse the phenomenon of ethnic business creation amongst the Croatian ethnic community in Australia. The main emphasis is on finding the motives for the actual process of starting a business, focusing on differences between two different arrival groups, which I have called the early arrival and later arrival groups (pre-90s and post-90s). Furthermore, the study explores the migration experience of these two groups in Australia, concentrating on the fact that the two groups are from different socio-economic backgrounds and are thus affected in different ways.

This thesis arose from a series of questions about a group of retrenched non-English speaking background (NESB) workers whom 1 interviewed in 1994-95 and again in 2002. NESB workers lost jobs in large numbers in the 1990-92 recession, but in the recovery period and as employment improved over the 1990s, the employment figures for particular groups remained comparatively poor. Yet there was little public and policy debate about the fate of these people as a group. The reason, I argue, lies in a discursive transformation that has occurred since the 1980s through the formation and implementation of policy in the areas of work; education and training; English language and literacy, race and ethnicity; and the role of the state. Through dominant .discourses that shape what it is possible to say, do and even think, NESB workers as a group have been constructed as 'other' and thereby marginalised and problematised. Through this process their exclusion from social citizenship - entitlements to employment, education and welfare - has been normalised.

Анотація:
Aim/Purpose: This research paper reports on the evaluation of a mental health self-management program provided to immigrant nurses working at various rural South Australian aged care services. Background: The residential aged care staffing crisis is severe in rural areas. To improve immigrant nurses’ employment experiences, a mental health self-management program was developed and conducted in rural and regional health care services in South Australia. Methodology: A mixed approach of pre- and post-surveys and post workshop focus groups was utilized with the objectives of exploring the experiences of 25 immigrant nurses and the impact of the mental health program. Feminist standpoint theory was used to interpret the qualitative data. Contribution: A new learning environment was created for immigrant nurses to learn about the theory and practice of maintaining and promoting mental health. Findings: Statistical tests showed a marked difference in responses before and after the intervention, especially regarding knowledge of mental health. The results of this study indicated that a change in thinking was triggered, followed by a change in behaviour enabling participants to undertake self-management strategies. Recommendations for Practitioners: Include expanding the workshops to cover more health care practitioners. Recommendations for Researchers: Feminist researchers must actively listen and examine their own beliefs and those of others to create knowledge. Extending the program to metropolitan areas and examining differences in data. E technology such as zoom, skype or virtual classrooms could be used. Impact on Society: The new awareness and knowledge would be beneficial in the family and community because issues at work can impact on the ability to care for the family, and there are often problems around family separation. Future Research: Extending the research to include men and staff of metropolitan aged care facilities.
