In 1986, 585 out of 5,686 members of the Association of American Geographers declared their allegiance to the Historical Geography Specialty Group; among 50 AAG specialty groups, the historical geographers ranked 7th. Yet one prominent human geographer regards historical geography as “overdetermined,” an “empty concept” conveying “few (if any) significant analytical distinctions” (Dear 1988: 270). Dear’s argument is that, by definition, all geography should be historical, since “the central object in human geography is to understand the simultaneity of time and space in structuring social process.” So the only subdisciplines of human geography which have any intellectual coherence are those focused on distinct processes—political, economic, social. To me, even this distinction is unrealistic and impracticable for research purposes. But Dear does not go so far as to argue that historical geography or other “overdetermined,” “multidimensional,” or “peripheral” subdisciplines are wrong, merely that they are incidental to geography’s “intellectual identity.”

The article discusses changing research orientations in contemporary human geography. Emphasis is given to diversification of concepts and approches in postpositivistic geography. General tendencies in contemporary orientations in human geography affect strongly current developments in the Czech social geography. Due to dramatic changes in the Czech society after the political changes of 1989, the Czech geography has been confronted with a new great theme of "geography of societal trasformation". In this context, however, some critical remarks must also be made: an one-side "import" of concepts and approaches from social sciences, further weakening of specificity of human geography, and a new emphasis given to differences between physical and human geography.

Military Geography is a subject that has interested many people for centuries. Military professionals, academics and historians have studied the impacts of physical and human landscapes on military operations in great detail. Today, interfacing with geographic information science and technology, applied geospatial research and the follow-on implementations thereof have greatly impacted the full range of military and homeland security operations. Complex uses of geospatial applications across many domains, in both the physical and social sciences, have become increasingly necessary. These include rapid data collection from disparate satellite, aerial, and terrestrial collection platforms, coupled with human intelligence, with follow-on injection into data bases registered to different security levels. Responsive data distribution from which integrated automated and manual geospatial analysis has also been conducted. Products generated from these data, systems and applications have enabled multiple services and agencies to “see” terrain as a common operating picture (COP).

The article reveals the methodological foundations comprehensive study of scientific schools in the Ukrainian human geography. Material research study identifies the main stages of scientific schools in the Ukrainian human geography: identifying complex sources, analysis and synthesis of primary information, ordering data and formulating new laws. The first time the identification of scientific schools in the Ukrainian human geography by identifying their key organizational characteristics, and their experience of studying in Ukrainian scientific schools of human geography allowed the authors to formulate the basic stages of identifying scientific schools, highlighting its key components. Using the proposed method allows to determine the composition of scientific schools identify their founders and current leaders to follow the implementation of the research program of the school, the impact of its work and contribution to the development of Ukrainian human geography. The authors also developed a technique to identify and assess the effectiveness of current scientific schools in the Ukrainian human geography, which is based on the method of expert assessments and method of regional study and personal research schools in the Ukrainian human geography, based on sociological method. The results of the author’s research is to develop methods of scientific research in the public schools of geography, which involves several key steps. Initially, the study collects evidence, inventory, description, formation of aggregate information on the human-geographic research school. Then, the analysis of primary data that reflects the functioning of scientific schools in the national human geography. Based on the findings and results of the analysis of baseline data by their ordering, ordering that the formal genetic, territorial and other aspects, which in turn allows you to identify specific empirical laws. The next step, based on historical and comparative methods is to identify the main patterns of functioning and development of scientific schools in the Ukrainian human geography.

Many tools exist to assist law enforcement agencies in mitigating criminal activity. For centuries, academics used statistics in the study of crime and criminals, and more recently, police departments make use of spatial statistics and geographic information systems in that pursuit. Clustering and hot spot methods of analysis are popular in this application for their relative simplicity of interpretation and ease of process. With recent advancements in geospatial technology, it is easier than ever to publicly share data through visual communication tools like web applications and dashboards. Sharing data and results of analyses boosts transparency and the public image of police agencies, an image important to maintaining public trust in law enforcement and active participation in community safety.

Given the recent recognition that not only physical processes, but social, political and economic aspects of hazards determine vulnerability and impact of an event, the next logical step would seem to be the development of classification systems that address those factors. Classifications for natural disasters, such as the Fujita Scale for tornadoes and the Saffir-Simpson hurricane scale, focus on the physical properties of the event, not the impact on a community. Pre-event vulnerability to a natural hazard is determined by many factors, such as age, race, income and gender, as well as infrastructure such as density of the built environment and health of the industrial base. The behavior of residents in the community, construction quality of shelters and warning system effectiveness also affect vulnerability. If pre-event vulnerability is to be determined by such factors, post-event impact should, at least in part, be as well. The goal of this research was to develop the Tornado Impact-Community Vulnerability Index (TICV) that utilizes variables such as the number of persons killed, economic impacts and social vulnerability to describe to the level of impact a tornado event has on community. As tornadoes that strike unpopulated areas are often difficult to classify, even in the traditional sense, the TICV will take into consideration only events that strike communities with defined political boundaries, or “places” according to the U.S. Census Bureau. By assigning a rating to the impact, this index will allow the severity of the storm to be understood in terms of its effect on a specific community and hence its impact, rather than an physically-based rating that gives only a broad, general indication of its physical strength.

This thesis examines the relationship of labour mobility and socioeconomic transformation in the Solomon Islands, and proposes that one cannot be understood in isolation from the other. Explanation is pursued both at the levels of structure and of agency, and integration of these levels is attempted in some places. This is discussed in the first part of the thesis, within a general discussion of issues of theory and method. The second part of the thesis deals with the structural parameters of labour mobility. Through the twentieth century, the institutions of government, mission and capitalist enterprise have been central in shaping the Solomon Islands social formation. The roles of these formal institutions with implications for labour mobility have ranged from purveyors of ideology to employers of labour. Another major element in the social formation is an original Melanesian mode of production which influences labour mobility through village-level institutions such as the land tenure system, kinship, and household operation. Labour circulation is a major factor in linking village and non-village institutions, and more abstractly in articulating two different modes of production. The third part of the thesis considers the ways in which individual agency operates within structure. The data base are life histories and related information from the Mbambatana language group on the island of Choiseul. This is integrated with national, regional and village-level structural information. Education is important in the way it 'selects' individuals for certain kinds of employment. This selection process occurs within the wage economy generally, but is further refined within institutions of employment. This results in labour mobility 'streams' which have identifiable characteristics related to gender, education, and employment type. Movements within each 'stream' have typical temporal and spatial characteristics. Patterns of labour mobility, especially sequence, are affected by gender and life cycle factors. For men and women the most critical changes take place in the 20s age span, but individual behaviour varies according to marriage and childrearing patterns. From a village perspective, labour circulation is a logical response to the necessity of operating within two different economic systems typified by different modes of production. This process of articulation is manifest in other ways as well, and households or families may adopt different strategies in operating within two different systems. The particular strategy adopted depends on the labour power available, degree of access to land, and employment possibilities of individual members.

The complex interactions between individuals, institutions and information and communications technologies (ICTs) have generated a growing body of research that seeks greater knowledge of the processes at work and their consequences. Situated firmly within this area, this thesis challenges the dominance of the generalised and largely technologically deterministic narratives within the field by seeking to constitute such knowledge in a different way. Geography provides a useful standpoint from which to challenge these narratives owing to its enduring engagement with time and space, concepts implicit in any discussion of ICTs effects. Emerging work on code space, transurbanism and timespace are specifically used to negate the persistent dualistic treatment of time and space which is argued to be hampering geographic research in this field. Methodologically drawing from a non representational style this thesis uses these emerging understandings to access the in between, a mental space of performance; which involves the process of drawing from tacit knowledge, cognitive perceptions of the spatial and temporal environment and emotions, in order to explore the conditions of possibility that individuals are becoming aware of through their interactions with ICTs. Four empirical interventions are used to ground these emerging understandings into the reality of everyday encounters with ICTs in Auckland, New Zealand. The first focuses on the role of local government in the development of Auckland’s ICT infrastructure, a complex and contingent process. The second concentrates on the provision of a Real Time Passenger Information System at Auckland bus stops, exposing individuals to new timespaces while waiting for the bus. The third considers students opinions of the e-learning mechanisms used in two first year geography courses. The final intervention examines the role ICTs play in South Africans and South Koreans imagining, negotiation and mediation of the migration process to Auckland. In conclusion, this thesis contributes to how geography constitutes knowledge about ICTs at three different levels. Empirically, the four interventions contribute grounded findings to the debates in the geographic literature over interactions with ICTs. Methodologically, the conditions of possibility institutional and individual actors are beginning to perceive through their encounters with ICTs are revealed as are the timespaces that may eventuate from these. Theoretically, to understand how the interactions between individuals and ICTs are performed this thesis demonstrates the need to interrogate the in between as a process, not just a gap or blank.

In many ‘Third World’ societies tourism is seen as a force for economic development and socie-tal change. Employment in tourism has increased, new destinations have been drawn into tour-ism circuits, and many ‘Third World’ governments have adopted ‘pro-poor’ tourism policies as part of their poverty reduction strategies. However, the tourism sector appears to be particularly volatile and can be subject to dramatic fluctuations, both in terms of volumes and tourists’ des-tination choices, which means that people working in tourism are exposed to globalising forces and preferences far beyond their control.

The aim of this study is to explore the contents and meanings of work within tourism as narrated by formal and informal tourism workers in an urban backpacker enclave in Yogyakarta, Indonesia. The study is concerned with the ‘receiving end’ of international tourism, and specifi-cally with the experiences of people who make their livelihoods within the low-budget tourism sector, in which ‘Western’ backpackers are key actors.

In this study the tourism phenomenon is seen from the context of global asymmetrical power relations, but social relations at the local level in Yogyakarta city are given centre stage. The social relations that constitute the Sosrowijayan area as a place are complex. While back-packers come to Sosrowijayan in search of cheap tourism facilities, the general public in Yogya-karta construct the area as the centre of prostitution in the city. However, the inhabitants of Sosrowijayan draw boundaries between people and places in very refined ways.

These boundaries are gendered in the sense that above all female sex workers are blamed for the negative perceptions of the area. They are constructed as ‘outsiders’ because of their ‘deviant’ lifestyle and ‘choice’ of occupation (social class) and because they are said to be migrants from other areas in Indonesia. In Sosrowijayan boundary constructions also take place between male tourism workers who claim allegiance to different groups and categories within their profession or livelihood niche. They make distinctions between ‘insiders’ and ‘outsiders’; the ‘insiders’ are born in the area, while the ‘outsiders’ are narrated as being from other parts of the city, or the country, and/or engage in sexual relations with Western tourists.

The study shows that relations of class, gender, and colonial and/or ‘race’ stereotypes come into play in encounters between tourists and tourist workers. Tourism workers consider themselves to be ‘providers of fun’ which means that they are supposed to meet the needs of the tourists, whatever those needs might be, such as material or sexual. In this relationship the Indonesian tourism workers might be interpreted as the racialised service class that make the backpacker-consumer possible. The study also shows that tourism workers in Sosrowijayan are not only immobile in comparison to the highly mobile backpackers from whom they earn their livelihoods, but also that they are at the receiving end of a type of mobility which is initiated and performed far beyond their control.

This dissertation focuses on the key role that big data can play in minimizing the perceived disconnect between social theory and quantitative methods in the discipline of geography. It takes as its starting point the geographic concept of space, which is conceptualized very differently in social theory versus quantitative methodology. Contrary to this disparity, an examination of the disciplinary history reveals a number of historic precedents and potential pathways for a rapprochement, especially when combined with some of the new possibilities of big data. This dissertation also proposes solutions to two common barriers to the adoption of big data in the social sciences: accessing and collecting such data and, subsequently, meaningful analysis. These methods and the theoretical foundation are combined in three case studies that show the successful integration of a quantitative research methodology with social theories on space. The case studies demonstrate how such an approach can create new and alternative understandings of urban space. In doing so it answers three specific research questions: (1) How can big data facilitate the integration of social theory on space with quantitative research methodology? (2) What are the practical challenges and solutions to moving “beyond the geotag” when utilizing big data in geographical research? (3) How can the quantitative analysis of big data provide new and useful insight in the complex character of social space? More specifically, what insights does such an analysis of relational social space provide about urban mobility and cognitive neighborhoods?

Development literature has not accorded sufficient attention to culture as a positive aspect of development until recently. Hence, in terms of using culture as a protective mechanism against gender-based violence, not much has been investigated or reported, since most studies on gender-based violence have focused more on cultural influences as the cause or effect of violence against women. However, in the case of Papua New Guinea (PNG) culture has always been the focus in regards to genderbased violence, portrayed as the cause of violence against women. Occasionally sources state there are traditional customs or beliefs that protect women from violence, but further explanation is not provided. Hence, this research investigated the question, “How can culture address gender-based violence in contemporary, rural Papua New Guinea?” This study offers an opportunity to view PNG culture as a solution to a problem, instead of as merely a problem to be solved. To investigate how culture can be used positively as a strategy to address genderbased violence, a case study was conducted among the Sulamesi people of Mt Bosavi in the Southern highlands province of PNG. This research was conducted in a rural area because in general Papua New Guineans perceive people living in the villages as the ones living a traditional lifestyle, where established cultural norms and behaviours prevail. Using a qualitative research approach, the research investigated whether there were any traditional protective mechanisms in PNG used to address gender-based violence. This thesis concludes that through the identification of culture-driven protective mechanisms, it can be demonstrated that culture can be used as a strategy to address gender based violence. However, caution must be applied, since not all the protective mechanisms identified are desirable or constructive.

Although rates of tuberculosis (TB) in much of the western world have steadily declined since the Second World War, this infectious disease remains a leading cause of death among those living in impoverished circumstances. Social science perspectives have argued that TB is as much a reflection of socio-economic inequality and the uneven distribution of power and resources as it is about biological processes. In this thesis I explore the lived experience of TB within the Somali refugee community in Auckland, New Zealand. While migrants and refugees are frequently blamed for the resurgence in TB in Western countries, very little is known about the determinants that underlie this manifestation of the disease. The present research addresses this gap in the literature by employing a transdisciplinary social science approach that considers the determinants of health and illness that range across the social, cultural economic and political domains of human experience. The geographical underpinnings of the work are borne out in the fundamental goal: to (literally and metaphorically) place the lived experience of health, disease (and particularly TB) within the Somali refugee community in the wider context of migration and resettlement. Employing qualitative methods I draw upon participants’ narratives to highlight the different ways in which Somali health beliefs and experiences have been shaped by wider structural forces. I demonstrate that within Auckland, Somalis encounter multiple and overlapping layers of disadvantage. The combined impacts of this disadvantage have a profound influence on their health and illness experience, particularly in terms of the development and ongoing occurrence of TB. Respondents with TB recounted widespread stigma that exacerbated the harm incurred by the illness itself. Although Somalis are highly marginalised, the thesis acknowledges the agency and creativity exerted by people in fashioning the course of their life within the context of considerable structural constraints.

Within the development of new regional geography, the role of human geographic research in the study of regions is emphasized. Regional uniqueness, a consciousness of belonging to a particular region and regional identity also play an important role in the definition of regions. However, physical geography disciplines, e.g. geomorphology, can also contribute to the knowledge of these aspects with regard to the definition of regions. Currently, within the framework of geomorphology, attention is paid to the diversity of anthropogenic landforms. The knowledge and evaluation of these anthropogenic landforms, which are an important part of the historical elements of the landscape and are also referred to as cultural artefacts of the landscape, enables to supplement the cultural-historical values of the region and to specify the cultural identity of the region. On the example of sites – Staré Hradisko and Hostýn – we will present the specifics of secondary geodiversity with respect to the cultural identity of the sites.

This article is the result of a scientific initiation research. The theoretical analysis was based on a bibliographical review and the empirical analysis was based on fieldwork with the application of interviews and the collection of statistical data on employment in the database of the Brazilian Institute of Geography and Statistics and in the Human Development Atlas of 2000 and 2013. Its objective is to analyze and evaluate the dynamics of employment, evolution and human development in Porto Nacional - TO. The empirical investigation was developed based on statistical data collected in the database of IBGE and UNDP and interviews with union leaders. The results of this research are presented in the form of tables and graphs in the text.

Mythology is called the myths, which are about the seemingly real events to explain the beliefs, practices, institutions, or natural phenomena of a particular civilization or religious tradition, but are often associated with rituals and ceremonies, mostly unknown origin. Rumors tell the events that are outside of human life but which are the basis of it, what the gods or extraordinary beings do. This situation is generally included in folk narratives. The Turkish tribes who live in different parts of the world have their own folk narratives. Some of these folk narratives, such as Koroglu and Alpamys, have exceeded the difficulties of geography and history and have belonged to the whole of the nation. Er-Tostuk narrative is one of them.

For this paper, the community is as a synergy between group of individuals, institutions, and a government that live and (or) operate within geographical, political, social, and economic boundaries. This article focuses on banks, as a link between individuals and government in the development process. In particular, the supply and retention of financial and human capital. The authors try to prove financial companies and banks play a key role in the community and economic development because they deliver financial capital to individuals and businesses. This research allows concluding that the Finance & Insurance industry contributes toward the development of both national and local levels with the high share and positive mix and competitive components.

The effect of the time and space on people and the knowledge production is examined with various methods and approaches in different disciplines as economics, geography, development studies, planning and the like. From the socio-spatial perspective, regional development is related in one dimension of how the individual links to one’s environment, both individually and within a community. This research is a part of a wider research project, called REGINNO 1 delves into the regional innovation capacity in Slovakia, specifically explores the interrelation of human agency and local development from the socio-spatial perspective specific to capital city of Bratislava. Human agency refers to the individuals’ capacity and perspective to be involved in the creation of novel ideas and contribution to local knowledge. The socio-spatial perspective acknowledges the interplay between social structures and spatial arrangements, exploring the role of physical environments shape social relations and opportunities for the aforementioned individuals. Human capital capacity fosters a favourable setting for innovation by enabling the sharing of knowledge and resources, and facilitating the formation of networks and partnerships. Based on the findings of this research, there are a number of recommendations of this research for policymakers, and practitioners to foster environments, spaces and planning strategies that empower individuals, promote inclusion, and address socio-spatial diversities in local context.

Variable climate conditions affect the environment both globally and locally, impacting considerably on human settlements. Location in the respective climate zone is therefore an important characteristic that largely determines the development or decline of a settlement unit. The lack of an empirical typology of settlements in terms of climate geography thus appears to be a factor limiting further research of the issue. The present paper sets out to outline the existing approaches to urban typology through the prism of climatic influences and changes. The study draws on available sources, summarizing observational data and examples from a geographical-historical perspective.

This work arises as a reflection on what it means to be a designer of the future and their greater need for influence and collaboration with the team throughout the product creation cycle. The renewal of a culture of design and business innovation in the area of fashion and textile design is based on the establishment of bridges with different realities that, increasingly dynamic, change the landscape of different products and their creation processes, blurring the boundaries and limits of each area of intervention and its actors. From the small to the big industry we find new needs and professions that project themselves into the future reaching from the past, as in the case of new craft productions that value the identity, artistic and cultural heritage of each geography, supported by new materials and technologies of Industry 5.0. This new dynamic of integrated work, where everyone contributes to enhance the knowledge of each participant, enabling the renewal of knowledge and the development of innovation and social, cultural, and economic inclusion, needs greater support and connection between academia and the creative and productive reality on the ground. The present research group, sustained by the interpretation of the paths of work innovation in the coming decades, intended to provide a contribution to the industry and the culture of national or international design innovation, through research based on the identification of the knowledge and skills necessary for the future training of fashion designers.The adoption of a qualitative and quantitative methodology should allow the collection of data that can indicate trends of needs of future designers and the need to adapt the academy to these new realities. With this study we intend to establish a network of relationships between the different actors in the process of creation and innovation, as well as promote a greater connection between the different forms of creation and production that allow to satisfy the final consumer and their needs around fashion and textiles.

Framework Incorporating Complex Uncertain Systems (FICUS) provides geographic risk analysis capabilities that will dramatically improve military intelligence in locations with the Engineer Research and Development’s (ERDC) demographic and infrastructure models built and calibrated. When completed, FICUS would improve intelligence products by incorporating existing tools from the National Geospatial Intelligence Agency, ERDC, and FICUS prototype models, even in places without demographic or infrastructure capabilities. FICUS would support higher-fidelity intelligence analysis of population, environmental, and infrastructure interaction in areas with Human Infrastructure System Assessment (HISA) and urban security models built and calibrated. This technical report will demonstrate FICUS prototype tools that allow Civil Affairs Soldiers to provide situational awareness information via a browser interface.

A growing body of research argues that early adverse experiences have lasting effects not only on later health outcomes, but also on human capital accumulation. This paper investigates the persistent effect of negative shocks early in life on children's health and cognitive outcomes, and explores whether shocks at certain periods matter more than others. The paper exploits the geographic intensity of extreme floods during the 1997-1998 El Niño phenomenon in Ecuador as a source of exogenous variation in children's exposure to a negative shock at different periods early in life. It is shown that children exposed to severe floods in utero, especially during the third trimester, are shorter in stature five and seven years later. Also, children affected by the floods in the first trimester of pregnancy score lower on cognitive tests. Potential mechanisms are explored by studying how exposure to the El Niño shock affected key inputs to the production of children's human capital: birth weight and family inputs (income, consumption, and breastfeeding). Children exposed to El Niño floods, especially during the third trimester in utero, were more likely to be born with low birth weight. Furthermore, households affected by El Niño 1997-98 suffered a decline in income, total consumption, and food consumption in the aftermath of the shock. Moreover, exposure to El Niño floods decreased the duration of exclusive breastfeeding and increased the duration of non-exclusive breastfeeding. Falsification exercises suggest that selection concerns such as selective fertility, mobility, and infant mortality do not drive these results.

The Changes in Nature Visitation and the Potential of Mobile Big Data for Visitor Monitoring workshop was held in Helsinki on 28.9.2023. We organized the workshop as part of the five-year MOBICON research project (Mobile Big Data for Understanding People in Nature - Detecting short- and long-term changes and their implications for biodiversity conservation) funded by Kone Foundation. The aim of the workshop was to collect expert opinions related to the changes in the recreational use of nature, the monitoring needs related to the changing visitations, and to discuss the possibilities of various new data sources to meet managerial information needs. Eight experts from different organisations (Metsähallitus, City of Helsinki, Uusimaa Recreation Area Association Uuvi and Suomen Latu r.y.) participated in the event. Prior to the workshop, the participants had answered a survey about their experiences and information needs related to the changing visitations. The discussion progressed from the results of the survey to more in-depth discussions. Below we summarize the key results from the discussions. The recreational use of nature was seen to be changing. Recreational use is increasing and its temporal rhythms are changing. At the same time, the visitor base becomes more diverse because of the general diversification of society and the fact that new user-groups have started to explore nature. Activities and ways of being in nature are also diversifying. Approaching the changes through four megatrends (social, environmental, political and technological changes). The social and environmental drivers of change were seen as the most important. social changes were identified to be related to the ageing of the population and the diversification of nature visitors. Climate change, as an environmental factor, was identified as the most important driver of change, impacting both nature but also human behaviour. Among the political drivers of change, particularly the increasing polarisation of society emerged in the discussion. In addition, political decisions relating to everyone's rights, biodiversity protection and resources directed for the management of recreational areas were seen as important. Technological changes were identified as important and this change taking place as part of the broader technologization of society. On the one hand, this general technologization increases the opportunities for access to and sharing of information. On the other hand, the increased ‘measurement culture’ also affects the amounts of recreational use, as people are aiming to reach their kilometer or step targets. The information needs of organisations were recognized to include 1) planning of management actions, 2) justifying one's own activities for securing funding and 3) informing visitors. Information is needed on visitor flows and their spatial and temporal distribution. In addition, information about the visitors themselves was considered necessary, especially as the visitor base is becoming more diverse. The workshop participants also expressed concern about those who do not visit recreational areas: how get more information about them and the factors that limit nature visits. Collecting visitor data was seen as expensive and time-consuming, which is why finding new kinds of data sources has potential. Mobile data was evaluated as an interesting source of information and its various aspects were discussed through a SWOT analysis. However, it was clear that in operational use, information must be reliable and easily accessible and some doubts were raised on the potential of mobile big data from this aspect. The event was organised by Aina Brias Guinart, Matti Hästbacka, Tatu Leppämäki, Jussi Torkko and Tuuli Toivonen. Johanna Eklund participated in the workshop from maternity leave. Harmful and toxic algal blooms (HABs) are a well-established and severe threat to human health, economies, and marine and freshwater ecosystems on all coasts of the United States and its inland waters. HABs can comprise microalgae, cyanobacteria, and macroalgae (seaweeds). Their impacts, intensity, and geographic range have increased over past decades due to both human-induced and natural changes. In this report, HABs refers to both marine algal and freshwater cyanobacterial events. This Harmful Algal Research and Response: A National Environmental Science Strategy (HARRNESS) 2024-2034 plan builds on major accomplishments from past efforts, provides a state of the science update since the previous decadal HARRNESS plan (2005-2015), identifies key information gaps, and presents forward-thinking solutions. Major achievements on many fronts since the last HARRNESS are detailed in this report. They include improved understanding of bloom dynamics of large-scale regional HABs such as those of Pseudo-nitzschia on the west coast, Alexandrium on the east coast, Karenia brevis on the west Florida shelf, and Microcystis in Lake Erie, and advances in HAB sensor technology, allowing deployment on fixed and mobile platforms for long-term, continuous, remote HAB cell and toxin observations. New HABs and impacts have emerged. Freshwater HABs now occur in many inland waterways and their public health impacts through drinking and recreational water contamination have been characterized and new monitoring efforts have been initiated. Freshwater HAB toxins are finding their way into marine environments and contaminating seafood with unknown consequences. Blooms of Dinophysis spp., which can cause diarrhetic shellfish poisoning, have appeared around the US coast, but the causes are not understood. Similarly, blooms of fish- and shellfish-killing HABs are occurring in many regions and are especially threatening to aquaculture. The science, management, and decision-making necessary to manage the threat of HABs continue to involve a multidisciplinary group of scientists, managers, and agencies at various levels. The initial HARRNESS framework and the resulting National HAB Committee (NHC) have proven effective means to coordinate the academic, management, and stakeholder communities interested in national HAB issues and provide these entities with a collective voice, in part through this updated HARRNESS report. Congress and the Executive Branch have supported most of the advances achieved under HARRNESS (2005-2015) and continue to make HABs a priority. Congress has reauthorized the Harmful Algal Bloom and Hypoxia Research and Control Act (HABHRCA) multiple times and continues to authorize the National Oceanic and Atmospheric Administration (NOAA) to fund and conduct HAB research and response, has given new roles to the US Environmental Protection Agency (EPA), and required an Interagency Working Group on HABHRCA (IWG HABHRCA). These efforts have been instrumental in coordinating HAB responses by federal and state agencies. Initial appropriations for NOAA HAB research and response decreased after 2005, but have increased substantially in the last few years, leading to many advances in HAB management in marine coastal and Great Lakes regions. With no specific funding for HABs, the US EPA has provided funding to states through existing laws, such as the Clean Water Act, Safe Drinking Water Act, and to members of the Great Lakes Interagency Task Force through the Great Lakes Restoration Initiative, to assist states and tribes in addressing issues related to HAB toxins and hypoxia. The US EPA has also worked towards fulfilling its mandate by providing tools and resources to states, territories, and local governments to help manage HABs and cyanotoxins, to effectively communicate the risks of cyanotoxins and to assist public water systems and water managers to manage HABs. These tools and resources include documents to assist with adopting recommended recreational criteria and/or swimming advisories, recommendations for public water systems to choose to apply health advisories for cyanotoxins, risk communication templates, videos and toolkits, monitoring guidance, and drinking water treatment optimization documents. Beginning in 2018, Congress has directed the U.S. Army Corps of Engineers (USACE) to develop a HAB research initiative to deliver scalable HAB prevention, detection, and management technologies intended to reduce the frequency and severity of HAB impacts to our Nation’s freshwater resources. Since the initial HARRNESS report, other federal agencies have become increasingly engaged in addressing HABs, a trend likely to continue given the evolution of regulations(e.g., US EPA drinking water health advisories and recreational water quality criteria for two cyanotoxins), and new understanding of risks associated with freshwater HABs. The NSF/NIEHS Oceans and Human Health Program has contributed substantially to our understanding of HABs. The US Geological Survey, Centers for Disease Control and Prevention, and the National Aeronautics Space Administration also contribute to HAB-related activities. In the preparation of this report, input was sought early on from a wide range of stakeholders, including participants from academia, industry, and government. The aim of this interdisciplinary effort is to provide summary information that will guide future research and management of HABs and inform policy development at the agency and congressional levels. As a result of this information gathering effort, four major HAB focus/programmatic areas were identified: 1) Observing systems, modeling, and forecasting; 2) Detection and ecological impacts, including genetics and bloom ecology; 3) HAB management including prevention, control, and mitigation, and 4) Human dimensions, including public health, socio-economics, outreach, and education. Focus groups were tasked with addressing a) our current understanding based on advances since HARRNESS 2005-2015, b) identification of critical information gaps and opportunities, and c) proposed recommendations for the future. The vision statement for HARRNESS 2024-2034 has been updated, as follows: “Over the next decade, in the context of global climate change projections, HARRNESS will define the magnitude, scope, and diversity of the HAB problem in US marine, brackish and freshwaters; strengthen coordination among agencies, stakeholders, and partners; advance the development of effective research and management solutions; and build resilience to address the broad range of US HAB problems impacting vulnerable communities and ecosystems.” This will guide federal, state, local and tribal agencies and nations, researchers, industry, and other organizations over the next decade to collectively work to address HAB problems in the United States.

The dual nature of water as a finite resource and as a basic human right creates a tension that presents important implications for water pricing. Water tariffs are a key tool used by policymakers to create incentive structures that promote efficient use; at the same time, they can create barriers to access and ignore waters socio-cultural value if not calibrated properly. This conflict between pricing as to reduce over-consumption and to guarantee accessibility exposes the difficulty of optimizing residential water pricing, and the importance of progressive tariff structures in building more resilient communities.Water policymakers view tariffs as an instrument to balance various objectives, such as efficiency, equity, cost recovery, and environmental preservation. However, these competing objectives mean that effective water tariff structures must be acutely customized to local contexts, a reality that is especially pertinent to Latin America and the Caribbean (LAC) due to its geographic and temporal heterogeneity in terms of water availability and demand. Prices can also be influenced by other factors. Four primary factor categories were identified as influential to water prices based on a comprehensive review of the price determination literature: (1) environmental factors, (2) urban factors, (3) political and ideological factors, and (4) management and institutional factors. The present brief examines how these factors theoretically impact pricing and what their status is throughout LAC, with the ultimate goal of providing a framework for future research.

A systematic approach to tree planting and management globally is hindered by the limited synthesis of information sources on tree uses and species priorities. To help address this, the authors ‘mined’ information from 23 online global and regional databases to assemble a list of the most frequent tree species deemed useful for planting according to database mentions, with a focus on tropical regions. Using a simple vote count approach for ranking species, we obtained a shortlist of 100 trees mentioned in at least 10 of our data sources (the ‘top-100’ species). A longer list of 830 trees that were mentioned at least five times was also compiled. Our ‘top-100’ list indicated that the family Fabaceae (syn. Leguminosae) was most common. The information associated with our mined data sources indicated that the ‘top-100’ list consisted of a complementary group of species of differing uses. These included the following: for wood (mostly for timber) and fuel production, human nutrition, animal fodder supply, and environmental service provision (varied services). Of these uses, wood was most frequently specified, with fuel and food use also highly important. Many of the ‘top-100’ species were assigned multiple uses. The majority of the ‘top-100’ species had weediness characteristics according to ‘attribute’ invasiveness databases that were also reviewed, thereby demonstrating potential environmental concerns associated with tree planting that need to be balanced against environmental and livelihood benefits. Less than half of the ‘top-100’ species were included in the OECD Scheme for the Certification of Forest Reproductive Material, thus supporting a view that lack of germplasm access is a common concern for trees. A comparison of the ‘top-100’ species with regionally-defined tree inventories indicated their diverse continental origins, as would be anticipated from a global analysis. However, compared to baseline expectations, some geographic regions were better represented than others. Our analysis assists in priority-setting for research and serves as a guide to practical tree planting initiatives. We stress that this ‘top-100’ list does not necessarily represent tree priorities for the future, but provides a starting point for also addressing representation gaps. Indeed, our primary concern going forward is with the latter.
