In this paper the history of Canadian Housing R&D programs is reviewed and the strengths and weaknesses of these programs are assessed. Government programs that sought to promote innovation directly, subsidy programs for the private sector, and demonstration programs are looked at. Urban development projects as well as small-scale technological innovation dissemination efforts are considered, and the lessons that program administrators have gained from past programs and present guidelines for program design are presented.

Public housing units are deteriorating while there are insufficient allocations for their renovation or maintenance. In 2012, Congress initiated the Rental Assistance Demonstration (“RAD”) in an attempt to save public housing without the need to apportion additional funds to housing assistance pro- grams. The RAD program converts public housing to mixed-income housing and transfers majority ownership to private developers. Current tenants of these public housing complexes are transferred to mixed-income apartment complexes owned by private landlords and developers who receive a portion of the rent from the tenant and additional rent from the local Public Housing Authority. The success of the RAD program is dependent on landlords and developers voluntarily participating and electing to dedicate units to affordable housing. This Comment discusses the legal exposures these landlords face when participating in RAD, methods of mitigating these risks, and policies to incentivize participation.

The federal Money Follows the Person Rebalancing Demonstration program allows nursing home residents to use Medicaid funds for home and community-based services rather than institutional care. Race, choice in housing, and challenges faced prior to transitioning may impact living arrangements following a discharge into the community. This study examines the influence of these factors on living arrangements for 659 program participants age 65 or older. Unmarried Blacks and people with financial or legal challenges are less likely to live with a live-in caregiver or in supervised housing compared with unmarried Whites. Race did not determine living arrangements among married participants, but housing transition challenges did. Findings inform policies targeting nursing home rebalancing efforts by highlighting racial diversity in living arrangements and emphasizing the need for affordable, accessible housing options for older adults of any race seeking to live in the community rather than remain in an institutional setting.

The present text traces the post war slum clearance program in Sydney, Australia, that saw the construction of modern blocks of flats drawn from international examples of rehousing schemes. This State-funded urban renewal program continued from the late 1940s until the 1980s. Many of the blocks of flats are slated for demolition, yet no overall assessment of their design quality or detailed discussion of the range of building forms or apartment layouts has been undertaken. There is a danger that these well-designed blocks will vanish rather than be retrofitted and that this unparalleled demonstration of modern housing progress by the State of New South Wales will be incomplete.

In 1993, US Congress launched the Urban Revitalization Demonstration program, later to become known as HOPE VI, a national plan whose declared aim was to transform public housing stock into "bridges of opportunities". In the following decade, Hope VI has awarded grants to demolish public housing projects and replace them with "attractive developments that not only blend with but enhance the surrounding community while providing housing for families of all incomes" (HUD, 1999). In 1995, Congress repealed the one-for-one replacement requirement and de facto Hope VI was turned primarily into a demolition program. In 2003, the American Dream Downpayment Act re-authorised the Hope VI program throughout the fiscal year 2006. It now seems that the federal government has no intention to continue its financing. Despite the extensive debate on the program, a comprehensive analysis of the social, economic and political process underlying the transformation of all the specific sites and a systematic overview of the stories behind these projects, from the first decision to build to the decision to raze are not available. An atlas with a description of the sites, based on qualitative secondary sources (planning and architecture magazines, urban history and geographic history journals, local authorities reports), and three maps for each of them - before and after the public housing project and after Hope VI, could prove to be very useful. Such a tool would indeed provide the context for an interdisciplinary reflection of how the city affects and is affected by a multitude of variables with particular emphasis on the political controversies on location, and the role of different players - city council, public housing authorities, developers, community residents, unions, the media. At the end, city is "history condensed". Being impossible for a single researcher to complete such a body of work, this paper intends to make a contribution to the existing literature and focus on the projects built between 1933 and 1949, now demolished or in the way to be demolished in 58 cities, "thanks" to Hope VI (1).

Hydroponics has the concept that water is the main ingredient as a substitute for soil to fulfill nutrients in plants. The purpose of empowering housewives is to help overcome food security and reduce kitchen budgets for housewives in Bukit Mekarwangi Housing, Bogor City cereal sub-district during the Covid-19 Pandemic through hydroponic cultivation training so as to gain new insights and farming skills. With the existence of hydroponic cultivation to produce organic plants as food security during the Covid19 period. This training program uses lecture, demonstration and discussion methods. Implementation in this activity includes planning, implementation, and evaluation. The results of the training program indicated that the group of housewives at Bukit Mekarwangi Housing and its surroundings had begun to understand vegetable hydroponic techniques, from equipment preparation, planting to harvesting. The expected impact of these activities is awareness in managing narrow land and utilizing existing tools in the house and making valuable results. So that later they can produce vegetables through hydroponic techniques as a source of food security and also family economic income.

Appropriate housing for the aging American population is a timely topic of research in both housing and gerontology. Universal design is an innovation in housing design that is gaining interest from both industries. This research examines the effectiveness of universal design features that have been identified by experts in the field of aging, housing, and universal design as important to resident and caregiver participants of the ECHO demonstration housing program. A national survey was conducted that included all available current residents of the HUD ECHO houses and their caregivers. The relationships between age, effectiveness of universal design features, health and dependency were investigated. Quantitative results include some confounding relationships, and plausible explanations. A qualitative analysis, based on on-site and telephone interviews, and tape recordings of those interviews with residents and their caregivers, as well as architectural drawings, observation, and photographs of the ECHO houses provided additional details. The qualitative approach indicated that many of the universal design features recommended by the experts consulted satisfactorily met the needs of residents and/or their caregivers. It also revealed, however that some features were not considered important by residents and caregivers, some were not reported as present (when they were documented by the researcher as present), and at least one HUD-specified universal design feature was not provided by ECHO houses. Another aspect of the qualitative perspective addressed the health of the residents. Health characteristics are presented in the context of their effect on dependency. Phase II dependency task information was compared to that reported in phase I, and improvement and decline was noted. Conclusions, and Implications that elaborate on findings, and future research is recommended for taking this research to the next level.

This chapter highlights the expanding use of Medicaid to address social determinants of health, particularly housing instability and opioid addiction. Medicaid today is a core component of the nation's health care system, providing health coverage to more than 66 million people. With one in five Americans participating in Medicaid, the program has the reach and influence to play a key role in promoting health and health equity, especially through research and demonstration waivers that allow states to experiment. The chapter then offers examples of innovative programming and service delivery in three states and looks at a major insurer’s commitment to address the root causes of homelessness among its Medicaid beneficiaries. However, the significant infrastructure and start-up costs involved in implementing Medicaid reforms loom as potential barriers. Health care and social service providers will need to develop new information systems, recruit and retrain providers, and establish data-exchange protocols in order to realize the benefits from the federal infusion of new money into Medicaid.

This chapter examines the Chinese Nationalist government’s hostel program for US forces. It argues that Chiang Kai-shek sought to prove his commitment to the alliance by housing, feeding, and providing cultural outreach to all American servicemen in China. Equally important, the Chinese Nationalists envisioned the program as a nation-building initiative. By insulating American soldiers from China’s poverty, demonstrating their capacity for adhering to American dietary, hygienic, and comfort norms while also showcasing China’s cultural achievements, the Nationalists believed they could reshape American perceptions of China and convince their allies to treat them as equals. The program succeeded operationally by keeping US forces housed and feed at the Chinese government’s expense, but it fell short at the alliance- and state-building levels. Hostels failed to insulate American personnel from China’s offenses and affronts to the five senses. Americans interpreted these sensory encounters and other hostel program shortcomings as evidence of Chinese incapacity, corruption, and untrustworthiness. The hostel program thus became grounds for the Americans to deny the Chinese the equal relationship they wanted.

Relying upon Hurricane Katrina as a natural experiment, Chapter 4 provides quantitative evidence on the extent to which residential change lessens the likelihood of criminal recidivism during the first eight years following prison release. Analyses reveal that formerly incarcerated individuals who moved away from their old parish after release had substantially lower rates of reincarceration than those who returned to their previous parish of residence. An estimated 59 percent of parolees who returned to their home parish were reincarcerated within eight years of release. In contrast, an estimated 46 percent of parolees who moved to a new parish were reincarcerated. Findings presented in the chapter also reveal that short-distance moves are insufficient to separate someone from his or her criminal past. Moving from one metropolitan area to another can provide the type of separation from one’s past that can be crucial to desistance from crime. The chapter also considers evidence on the effects of residential change from government-funded housing mobility programs, including the Moving to Opportunity (MTO) demonstration. These programs offer important lessons about how residential mobility programs for the formerly incarcerated might be designed.

The Mississippi Freedom Labor Union (MFLU) and related efforts were part of the larger evolution of black activism and of the maturing and varied philosophy of Black Power in the mid- and later 1960s. The MFLU and its offshoots embodied this mutation; first, in strategy, from a focus on demonstrations to capture the attention of a national white audience to awakening and organizing the poor black community in the South; and second, a shift in goals from requesting civil rights from the country's lawmakers to demanding a share of political and economic power. After a series of plantation strikes in the summer of 1965, MFLU members and other black Mississippians tried to gain a voice in the local application of War on Poverty programs and to establish Freedom City as communal housing for displaced workers.

A rehabilitation programme may initially appear expensive, resulting in a lack of enthusiasm to develop them by funding bodies and commissioners. Therefore, demonstrating the long-term cost-effectiveness of rehabilitation is extremely important. Many people with long-term neurological conditions will live for many years and investment in their physical and psychological functioning early in the course of the condition will, over the lifetime of the patient, potentially result in substantial savings.However, calculating economic evaluations can be complicated and the correct measure must be chosen to identify the change produced by the rehabilitation intervention. These data must then be handled appropriately and all ancillary costs included. The economics are wider than this and will include potential earnings and reduced costs to social care. The economic analyses will also include housing, education, and vocational outcomes and the impact on family members who may have a caring role.

The development of social housing In Mexico during the last decade has been supported by the different levels of government (federal, state, and municipal) in order to assist low-income families. The accelerated construction that takes place in order to address the housing deficit causes a reduction in the quality of design and construction, which is also affected by rising building costs. Environmental comfort conditions inside the dwellings are reduced drastically when houses are constructed without considering climate conditions, especially in hot arid regions. This situation generates uncomfortable thermal conditions for users and high-energy costs due to the unavoidable need of air conditioning. User profiles, architectural program, comfort preferences and guidelines for design and construction of future dwellings in the city of Hermosillo, in northwest Mexico, were determined by surveying beneficiaries of government affordable housing programs. One survey measured the degree of satisfaction of inhabitants in a sample of over 370 households; a second survey sampled 200 households and was aimed at determining aspects of comfort. This paper describes the results of thermal simulations carried out on two housing models. The first model represents the type usually constructed by commercial developers, and the second is a proposal developed by the research team according to guidelines based on the results of the research project described before. This study is a preliminary step in the construction of a physical model for experimental research and demonstration.

Abstract Air-conditioning (A/C) is an important sector for Kuwait. It is not only the single largest consumer of electricity, its yearly import accounts for well over 200 million US dollars. Energy conservation measures have been in practice in Kuwait since 1983 through a well defined code of practice enforced by the Ministry of Electricity and Water (MEW). Additional energy efficient products and techniques developed thereafter, however, have not been introduced as the electricity is highly subsidized and the MEW code has not been modified. Applications of some of the cost effective energy conservation measures and use of cool storage for peak power shaving have been carried out as a demonstration project in a two-story building, housing the Center for Speech and Audio Therapy having 3,180 m2 of air-conditioned space. As a first step, the building cooling load was re-estimated using an energy simulation computer program and proper design specifications. It was found to be 31.4% lower than the original estimated load of 161.3 tons of refrigeration (RT). Use of energy-efficient windows and cooling recovery units that were found to be cost-effective resulted in a final building load of 64.5 RT. Finally, ice storage was incorporated to meet 50% of the peak cooling load. This paper presents the complete design details including the impact of a building load simulation program and cost benefit analysis of important energy conservation measures. It also presents a design and operation scheme for a cool storage, assisted A/C system and its performance results collected during the summer of 1998.

Este trabalho trata da produção do Programa Minha, Minha Vida Rural (PMCMVR) no distrito administrativo de Mosqueiro, Pará, estuda os empreendimentos “Terra e Liberdade I e II”, dispostos no Assentamento Mártires de Abril (AMA). Nos últimos vinte anos, o distrito apresentou uma reconfiguração de seu espaço urbano, destacando, principalmente, o crescimento de assentamentos precários. Estuda-se a atuação do Movimento Sem Terra (MST), organizador do assentamento beneficiado pelo PMCMVR, analisam-se modificações da agenda do movimento causadas pela relação entre a política de habitação e a atuação do Estado como agente regularizador fundiário e promotor de assistência técnica através de um projeto de Agricultura Familiar desenvolvido no AMA. Incursões etnográficas em campo revelam o papel das lideranças comunitárias na expansão do PMCMVR em face de práticas urbanas caracterizadas pela implantação de unidades habitacionais esparsas demonstrando o papel do Programa em um contexto de conversão de terra rural em urbana. This paper assesses the production of the program Minha Casa Minha Vida Rural (My House My Life Rural, PMCMVR) in the administrative district of Mosqueiro, Pará, studying the projects "Land and Freedom I and II", arranged in the Settlement Martyrs April (AMA). In the last twenty years, the district presented a reconfiguration of its urban space, highlighting mainly the growth of slums. It analyses the role of the Landless Movement (MST), organizer of the settlement benefited by PMCMVR, analyzes the agenda of movement and changes caused by the relationship between housing policy and the state's role as a landregulating agent and technical assistance promoter ténica through a Family Farming project developed in the AMA. Ethnographic incursions in the field unveil the role of the community leaders in expanding PMCMVR in the face of urban practices characterized by the implementation of sparse housing units demonstrating the role of the program in a rural land conversion in urban context.

Abstract Supercritical CO2 [sCO2] power cycles designed for thermodynamic efficiencies above 50% push component designs into pressure and temperature combinations that approach the limits of American Society of Mechanical Engineers [ASME] Boiler and Pressure Vessel Code and ASME Piping Design Codes with Turbine inlet conditions near 250 bar and 715°C. These design conditions which limit available materials to high nickel alloys are compounded by the high fluid densities of sCO2 at these conditions which result in very compact machinery at the 10 MWe class which are currently being developed for the DOE Supercritical Transformational Electric Power [STEP] program1. Design of the STEP Turbine is complete with integrated lessons learned from a previous 1 MWth sub-scale demonstration of a high temperature 10 MWe Turbine designed under the DOE SunShot Program2. Fabrication of the STEP Turbine is nearing completion with all housings and pressure containing components in hand. This paper provides a detailed look at design intentions and limitations for the pressurized sections of the main pressure casing and the fabrication of key turbine components. Additional discussion is provided regarding post-fabrication inspection and acceptance of the casing for use after issues with casing welds were identified late in the fabrication process.

Practitioners, local leaders and agencies in Texas are working together with the undergraduate architecture students at Prairie View A&M University (Historic Black College and University) through a unique service learning program to explore and propose architectural design solutions for the looming push of climate gentrification in historically segregated neighborhoods. Several projects are on the boards to be built as small footprint, scalable, design-build demonstrations. The student designs showcase sustainable building strategies informed through the U.S. Department of Energy, Race to Zero student competition, building science and sustainable building courses, and research of Federal Emergency Management Agency (FEMA) and Fortified Home construction standards. The integrated design studio, Living Lab for Climate Justice, at the School of Architecture, Prairie View A&M University, is rooted in environmental justice and service learning, as a framework for weaving culture, climate and ecology into long-term housing solutions for post-disaster communities facing sustained environmental injustice in the Gulf Coast.

The consensus to a study phase for an IXV (Intermediate eXperimental Vehicle) successor, a preoperational vehicle called PRIDE (Programme for Reusable In-orbit Demonstrator in Europe), has been recently enlarged, as approved during last EU Ministerial Council. One of the main project task consists in developing PRIDE to conduct on orbit servicing activity with no docking. PRIDE would be provided with a robotic manipulator system (arm and gripper) able to transfer payloads, such as scientific payloads, from low Earth orbiting platforms to PRIDE payload bay. The platform is a part of a space tug designed to move small satellites and other payloads from Low Earth Orbits (LEO) to Geostationary orbit (GEO) and viceversa. A study on this robotic technology is here presented. This research is carried out by Politecnico di Torino and Thales Alenia Space Italy (Grasping Manipulator Design), and by Thales Alenia Space Italy and Amet (PRIDE Robotics System Design). The system configuration of the robotic manipulator is first described in terms of volumes and masses. The assumed housing payload bay requirements in terms of volume (<100 l) and mass (<50 kg) combined with the required overall arm dimensions (4 m length), as defined following the stated mission scenario, and mass of the payload (5–30 kg) force to developing an innovative robotic manipulator with the task-oriented end effector. It results in a 7 degree-of-freedom arm to ensure a high degree of dexterity and a dedicate end-effector designed to grasp the payload interface. The gripper concept here developed consists in a multi-finger hand able to lock both translational and rotational payload degrees of freedom through an innovative under actuation strategy to limit its mass and volume. While in the literature in usual actuation architectures, underactuated systems have been realized where the first (nearest) phalanx closure led afterwards to the closure of the second (distal) one using the loading of a torsional springs and mechanical linkages, this system presents a new underactuation strategy. In this case the distal phalanx closes before the nearest one, allowing to grasp the handle side and limiting the handle length and volume. This concept will allow the distal phalanx to move independently from the nearest one. A configuration study on the payload handle interface has also been performed. Moreover, trade-off studies, computer aided design models, multibody and structural analysis of the whole system are shown to prove its feasibility. Finally, the concept of system control architecture, organized in three main blocks is defined: the Control Overall System Block, the Control Arm Block and the Control Robotic Hand Block.
