The article presents the results of breeding work for the creation of new high-yielding varieties of bitter-aromatic hops with a high content of alpha-acids carried out in 2004-2020 in the Chuvash Republic on gray forest soils. The work was done by individual clonal selection of the best hop plants from the collection nursery. Seven high-yielding breeding numbers with a high alpha-acid content were selected from the collection nursery. After passing through all the stages of study in each of the appropriate nurseries from seven numbers, two clones were selected to create new varieties. Data were obtained on the parameters of the initial clonal breeding material, depending on weather conditions and the age of plantings. The selected clones (1-17 bitter-aromatic type and 6-26 bitter type) correspond to the specified indicators: collection of raw hops is not less than 4.0 kg from a bush, the duration of the growing period is 100-120 days, the content of alpha acids is not less than 5.0 %. Documentation on clone 1-17 was sent to the State Variety Commission for registration of a new variety Salampi. The variety is characterized by stable performance and quality indicators. The productivity of the variety is 30.0 c/ha (4.0 kg/bush) with a content of alphaacids of 9.3 %. The Podvyazny standard variety has 26.4 c/ha (3.5 kg/bush), the content of alpha-acids is 8.8 %. Testing of clone 6-26 will be continued to obtain complete and objective data.

In this article, Valerie Patterson employs what she refers to as “lyrical visioning” – a useful tool for garnering support for claims that may or may not be true – to review several successful strategies used by the Bush administration to secure support for the invasion of Iraq. By assessing the utility of “the hook” that in Hip Hop music and Opera is used to “grab” people and make them like or remember the melody, and in President Bush’s political rhetoric was used to reconstruct and repackage tactics that can be perceived as deceptive by some, the author argues that the repetitive utterance of certain words and concepts could explain the acceptance by many Americans that the WMD claim was a truthful assertion and thus validated and legitimized the decision to engage in a preemptive strike against the people of Iraq.

The paper presents the results of 2018-2020 research on the study of 248 Russian and foreign varieties of the collection of common hop (Humulus lupulus L.) in order to identify promising ones with a complex of agronomic traits for developing new varieties adapted to the natural and climatic conditions of the hop-growing regions of the Russian Federation. The research was carried out in the conditions of the Chuvash Republic on dark gray forest heavy loamy soil. Sixty hop varieties in the early-ripening, mid-early and mid-ripening groups with the yields above 26.3 c/ha (weighing more than 3.5 kg of raw cones from one bush) were identified. High-yielding varieties prevailed in the mid-ripening group of the collection (67 %). The adaptability of the collection varieties to natural and climatic conditions was evaluated on the third, fourth and fifth years of the hop plantings (in three tabs). There have been identified six varieties, which in some years of growing exceeded the control variety Podvyazny according to adaptability coefficients (1.23-1.23-1.15): early-ripening English variety Golden Star (1.58-1.37-1.03); mid-early Russian variety Zvenigovsky (1.72-1.16-1.07); mid-ripening Russian variety Serebryanka Kalistovskaya (1.47-1.28-1.17), Guslitsky (1.50-1.26-1.23), Ukrainian Kruglyak-Seryak (1.76-1.44-1.18), Group 4 (1.80-1.80-1.31). The most consistently high results were shown by Group 4, Guslitsky, Kruglyak-Seryak. High-resinous varieties with a high content of alpha acids belonging to different types of hops were noted specifically. According to the complex of agronomic traits and resistance to false powdery mildew, 19 collection varieties have been identified.

Hop Tests (unipodal horizontal jumps) have been recommended as one of the reliable assessment tests when allowing a return to competition for a sportsperson after an anterior cruciate ligament injury1,2,3,4. Currently, comparison is made of the results with the contralateral limb through the symmetry index, a method which might not provide sufficient security upon the return to competitive sport5. Hop tests can be used in preseason to gain reference values prior to a possible injury. The objective of this review is to analise the scientific literature such as the F-Marc6 (reference manual of FIFA) to confirm whether include said tests in preseason for football teams. A search was conducted in the Pubmed y Cochrane databases (17/04/17) with the search terms “Hop Test”, “Football”, “Soccer”, and “Preseason”. Articles in English and Spanish were both accepted. Articles excluded were those that did not make reference to the knee, to football, and those that did not conduct tests during preseason. From a total of 33 articles, 4 with these search criteria were included, 5 articles were added trough the bibliography of other studies, and the F-Marc manual was analised. 4 of the articles used the hop tests in preseason for some type of study, of which 3 were used as part of a prospective assessment for the season. On the other hand, the F-Marc does not consider Hop Tests as an assessment test. Hop tests were not found to be used in preseason as reference values prior to possible future injuries, data which could be beneficial for a safe return to sport. Australian tropical plants have been a rich source of food (bush food) and medicine to the first Australians (Aboriginal people), who are believed to have lived for more than 50,000 years. Plants such as spreading sneezeweed (Centipeda minima), goat’s foot (Ipomoea pes-caprae), and hop bush (Dodonaea viscosa and D. polyandra) are a few popular Aboriginal medicinal plants. Thus far, more than 900 medicinal plants have been recorded in the tropical region alone, and many of them are associated with diverse ethnomedicinal uses that belong to the traditional owners of Aboriginal people. In our effort to find anti-inflammatory lead compounds in collaboration with Aboriginal communities from their medicinal plants, we reviewed 78 medicinal plants used against various inflammation and inflammatory-related conditions by Aboriginal people. Out of those 78 species, we have included only 45 species whose crude extracts or isolated pure compounds showed anti-inflammatory properties. Upon investigating compounds isolated from 40 species (for five species, only crude extracts were studied), 83 compounds were associated with various anti-inflammatory properties. Alphitolic acid, Betulinic acid, Malabaric acid, and Hispidulin reduced proinflammatory cytokines and cyclooxygenase enzymes (COX-1 and 2) with IC50 values ranging from 11.5 to 46.9 uM. Other promising anti-inflammatory compounds are Brevilin A (from Centipeda minima), Eupalestin, and 5′-methoxy nobiletin (from Ageratum conyzoides), Calophyllolide (from Calophyllum inophyllum), and Brusatol (from Brucea javanica). D. polyandra is one example of an Aboriginal medicinal plant from which a novel anti-inflammatory benzoyl ester clerodane diterpenoid compound was obtained (compound name not disclosed), and it is in the development of topical medicines for inflammatory skin diseases. Medicinal plants in the tropics and those associated with indigenous knowledge of Aboriginal people could be a potential alternative source of novel anti-inflammatory therapeutics.

Purpose: The purpose of the paper was to review the growth of sheng language and its effect on media strategies of market targeting in Kenya.Methodology: The paper looks at how sheng is being used by corporate companies to air their advertisements hence change of strategy in order to fit in the youth market. The paper attempted to look how politicians use sheng to reach the public youths during campaigns. The paper also looks at how the sheng can influence the public either positively or negatively by the way they convey the messages or issues especially the messages uttered by the politicians. The paper identified documentary evidence in the form of already completed studies that focused on the growth of sheng language and its effect on media strategies of market targeting in Kenya.Results: The findings indicate that sheng has greatly spread in the urban centers in the country like a bush fire and therefore the company’s need to change their marketing strategies especially if the products they make are used by the youths. Findings also indicate that slang in developed economies is mostly used by peers or people of the same age group because it’s stylish and secretive.Unique contribution to theory, practice and policy: Due to its widespread use, ‘Sheng’ has been in the centre of discourse among scholars and researchers in Kenya. The code has also caught the attention of the print and electronic media especially in advertisements, official health warnings on HIV/AIDS, and other commercials. It is also gaining prominence in music and popular youth culture where popular musicians like GidiGidiMajiMaji and those who specialize in hip hop music like Kalamashaka, Nameless, Mr. Nice and Darling P. often blend the various ethnic languages, Kiswahili and English words in their compositions. The paper recommends that further studies should be done to evaluate if growth of sheng language and its effect on media strategies of market targeting in Kenya has helped in achieving positive results as targeted by different organizations. For example, it may be important to evaluate the effects of using sheng in Safaricom advertisements before the adverts and after the adverts were aired. The case study also recommends that further studies be carried out to determine whether use of sheng has brought unity among the youths and if this language can be useful in fostering national cohesion.

Single-hop broadcasting is a basic information dissemination method. For broadcasting method, wireless channel reservation and channel state indication are two factors effecting information dissemination performance. In this paper, existing channel reservation and channel state indication mechanisms were studied, the limitations of them were analyzed, and a single–hop broadcasting method based on busy tone is proposed. With OPNET network simulation platform, the proposed broadcasting method is modeled and implemented. Experimental results show that the proposed method performs well.

This thesis explores how the United States identified Iraq as a threat to its national interest from 1990 to 1998. The international relations literature is heavily skewed toward exploring the question of why states engage in conflict and neglecting how a country identifies a threat. Therefore, this thesis focuses on the threat identification policy process. This thesis examines two security moves – the Gulf War and the Iraq Liberation Act – and uses primary documents to reveal how the foreign policy apparatus concluded that Iraq was a threat. Through the two cases, I found that foreign policy decisions were made on an ad-hoc basis and government officials were much more likely to inflate the Iraqi threat. Future international relation scholars can use my thesis as a guideline when constructing studies on the threat identification process.

This thesis investigates distributed medium access control (MAC) protocols custom tailored to both impulse-based ultra wideband (I-UWB) radios and to large ad hoc and sensor networks. I-UWB is an attractive radio technology for large ad hoc and sensor networks due to its robustness to multipath fading effects, sub-centimeter ranging ability, and low-cost, low-power hardware. Current medium access control (MAC) protocols for I-UWB target small wireless personal area networks (WPANs) and cellular networks, but they are not suitable for large, multihop ad hoc and sensor networks. Therefore, this paper proposes a new type of MAC protocol that enables ad hoc and sensor networks to realize the benefits of I-UWB radios. First, we propose a method to overcome the challenges of quickly, reliably, and efficiently sensing medium activity in an ultra wideband network. This provides a base MAC protocol similar to carrier sense multiple access (CSMA) in narrowband systems. Next, we propose to exploit the unique signaling of I-UWB to improve performance over the base MAC protocol without the associated overhead of similar improvements in narrowband systems. I-UWB enables a distributed multichannel MAC protocol, which improves throughput. I-UWB also facilitates a busy signal MAC protocol, which reduces wasted energy from corrupt packets. Finally, because the I-UWB Physical Layer and MAC Layer affect the network and application layers, we propose a cross-layer adaptive system that optimizes performance. Physical Layer simulations show that both the base protocol and the improvements are practical for an I-UWB radio. Networks level simulations characterize the performance of the proposed MAC protocols and compare them to existing MAC protocols.

Today, the main research field for the automotive industry is to find solutions for active safety. In order to perceive the surrounding environment, tracking nearby traffic objects plays an important role. Validation of the tracking performance is often done in staged traffic scenarios, where additional sensors, mounted on the vehicles, are used to obtain their true positions and velocities. The difficulty of evaluating the tracking performance complicates its development. An alternative approach studied in this thesis, is to record sequences and use non-causal algorithms, such as smoothing, instead of filtering to estimate the true target states. With this method, validation data for online, causal, target tracking algorithms can be obtained for all traffic scenarios without the need of extra sensors. We investigate how non-causal algorithms affects the target tracking performance using multiple sensors and dynamic models of different complexity. This is done to evaluate real-time methods against estimates obtained from non-causal filtering. Two different measurement units, a monocular camera and a LIDAR sensor, and two dynamic models are evaluated and compared using both causal and non-causal methods. The system is tested in two single object scenarios where ground truth is available and in three multi object scenarios without ground truth. Results from the two single object scenarios shows that tracking using only a monocular camera performs poorly since it is unable to measure the distance to objects. Here, a complementary LIDAR sensor improves the tracking performance significantly. The dynamic models are shown to have a small impact on the tracking performance, while the non-causal application gives a distinct improvement when tracking objects at large distances. Since the sequence can be reversed, the non-causal estimates are propagated from more certain states when the target is closer to the ego vehicle. For multiple object tracking, we find that correct associations between measurements and tracks are crucial for improving the tracking performance with non-causal algorithms.

In this thesis I use a range of genomic tools in order to investigate aspects of the evolutionary history of the hopbush, Dodonaea viscosa (L.) Jacq. (hopbush). Understanding the past evolutionary processes that have led to the distribution and adaptation of contemporary populations can help to inform on how populations may continue to adapt into the future. A changing climate is altering selection pressures and populations will need to adapt to these if they are to persist. I pay consideration to how plant populations may adapt to a changing climate, as well as what constrains adaptive responses and how an understanding of these constraints can inform conservation management, in a review article (Chapter 2). Dodonaea viscosa is globally widespread and distributed across the Australian continent where it originated. Within Australia there are seven taxonomically identified subspecies, but subspecies boundaries are not clear. Here, I analysed genome-wide single nucleotide polymorphic (SNP) markers for each of the seven subspecies using genetic structure analysis as well as network-based and Bayesian-based methods to assess phylogenetic relationships and show that defining subspecies for D. viscosa based on morphology is not wholly accurate or useful (chapter three). A consideration of a population’s geographic location, environment and Pleistocene history appears to better explain the distribution of genetic variation across this species, rather than the presence of distinct gene pools corresponding to morphologically defined subspecies. The thesis then moves onto an examination of the population history and signatures of selection in the narrow-leaf hopbush, Dodonaea viscosa ssp. angustissima along an environmental gradient within South Australia. Firstly, I generated a transcriptome reference genome by sequencing RNA from several individuals and used a range of bioinformatic tools to assemble and annotate it (chapter four). This transcriptome was then used to selectively target a subset of 970 genes via ‘hybrid-capture target enrichment’ in order to develop a set of SNP markers present within putatively functional genes distributed throughout the genome. The SNP markers were used to characterise population genomic metrics of the target populations, such as genetic diversity and structure (chapter five). A range of analytical methods was used, including Principal Component Analysis, Mantel tests, AMOVA, and an FST outlier analysis algorithm. The data demonstrates there to be three distinct genetic clusters across the study region with low gene flow among them. The potential origins of these clusters are discussed, along with the implications for restoration practice using germplasm derived from these distinct gene pools. SNP markers within the sequenced target genes were also analysed for signatures of selection, providing evidence for local adaptation driven by climatic factors (chapter six). A combination of FST outlier analysis and genotype-environment association analyses found 74 SNPs showing strong evidence for selection. Genes containing these SNPs under environmental selection were diverse, including aquaporin and abscisic acid (ABA) genes, as well as genes with ontologies relating to environmental responses, such as ‘response to water deprivation’. Selection acting on these populations has led to clines in allele frequencies in a number of functional genes, including some genes associated with leaf shape and stomatal characteristics, the phenotypes for which have been observed previously to vary along this environmental gradient. The implications for conservation and restoration practice using such data are further discussed. The thesis concludes with a consideration of the future directions of research that can be informed by and further strengthen the findings of this thesis. Confirmation of adaptive significance of the genomic variation identified here is required. The use of common garden and reciprocal transplant experiments in order to provide evidence for links between genotype and phenotype and to asses the relative roles of genetic adaptation and plasticity in this species are discussed.

Unlike bus or metro systeem, hop-on hop-off bus is generally planned according to the needs of tourists. They connect all the must-see attractions in the city, so that tourists can visit them easily. Taipei is the capital city of Taiwan and has hight tourism competitiveness in Taiwan. Therefore, Taipei Was chosen to be the study area in this study. Taipei Double Decker Bus Tours was started to operate at January 2017. Currently, there are two routes and 20 stops. However, the bus tours are currently in an unstable stage, they often do not reach the expected number of passengers. Consequently, the main purpose of this study is to evaluate Taipei’s tourism resources from a spatial and non-spatial perspective and proposes new routes as the alternatives to the existing routes. Six criteria for the selection of attractions had been established in this study, including the attractiveness of attractions, distance to the median center point of attraction, and four space syntax index-Connect, Control, MeanDepth, Global Integration and Local Integration. Then the guidelines are applied to Taipei to assess the attractions of Taipei City. 17 attractions have been selected as the spots where the sightseeing bus should travel through. Finally, through path analysis in GIS, A set of road networks consisting of three routes was proposed as an alternative to the existing sightseeing bus network. As a result, this study proposes a set of three new routes as the alternatives to the existing bus routes of taipei double deck bus service. With the new routes, duration of a single full route tour can be reduced. Moreover, the new routes covering a total of 75% of Taipei's top-level attractions, 74% of second-level attractions, and 30% of third-level attractions, which are 25%, 42%, and 20% higher than the original route.

Improving the performance of the wireless multihop ad hoc networks faces several challenges. In omni-directional antenna based solutions, the use of the RTS/CTS mechanism does not completely eliminate the hidden-terminal and exposed-terminal problems. Deafness is an additional challenge to the directional antenna based solutions. This dissertation, first develops analytical models for quantifying the throughput and delay in wireless multihop ad hoc networks. The models consider the impact of hidden terminals using the realistic signal to interference and noise ratio model and consider random node distribution. The proposed analysis is applicable to many wireless MAC protocols and applications. The analytical results reveal several important issues. The first issue is quantifying the impact of adjusting the transmission range on the throughput and delay in wireless multihop ad hoc networks. The other issue is the hidden terminal region is closely related to the distance between the transmitter and the receiver. Thus, it is possible to adjust the transmission range to optimize the whole network performance. These results provide important guidelines for network planning and protocol optimization in wireless multihop ad hoc networks. Second, it proposes a new Enhanced Busy-tone Multiple Access (EBTMA) medium access control (MAC) protocol for minimizing the negative impact of both the hidden-terminal and the exposed-terminal problems. The new protocol can also enhance the reliability of packet broadcasts and multicasts which are important for many network control functions such as routing. Different from other busy-tone assisted MAC protocols, the protocol uses a non-interfering busy-tone signal in a short period of time, in order to notify all hidden terminals without blocking a large number of nodes for a long time. In addition, the proposed EBTMA protocol can co-exist with the existing 802.11 MAC protocol, so it can be incrementally deployed. Third, it investigates how to support the directional antennas in ad hoc multihop networks for achieving higher spatial multiplexing gain and thus higher network throughput. A new MAC protocol called Dual Sensing Directional MAC (DSDMAC) protocol for wireless ad hoc networks with directional antennas is proposed. The proposed protocol differs from the existing protocols by relying on a dual sensing strategy to identify deafness, resolve the hidden-terminal problem and to avoid unnecessary blocking. Finally, this dissertation provides important results that help for network planning and protocol optimization in wireless multihop ad hoc networks in quantifying the impact of transmission range on the throughput and the delay. The accuracy of these results has been verified with extensive discrete event simulations.

Connected cities use pervasive information and communication technologies, especially sensing and data analysis, to offer new decision support tools and services. One of the key use cases of connected cities is smart mobility, which addresses the use of computational tools to enhance transportation systems and private mobility. In this context, reliable information systems concerning bus arrival times provide useful services for end-users. Porto is often presented as a smart city, which has deployed a Vehicular Ad-Hoc Network with more than 600 vehicles (buses, taxis and garbage trucks) generating data regarding the GPS location of the (moving) nodes. Traces of buses location offer new possibilities to understand the city mobility patterns. The goal of this work is to develop a system for estimating bus arrival times, using Machine Learning techniques in the data available from the existing vehicular network. The developed system has three main modules: (1) line detection, responsible for inferring possible lines on which a bus may be operating; (2) machine learning model capable of predicting travel times between two bus stops and (3) service linking the current context of buses’ locations with the historical prediction model that returns predictions for a given destination stop. The prediction results obtained are in line with those reported in the literature. A proof-of-concept mobile application for the citizen was also developed, demonstrating the real-life applicability of the system.
As cidades inteligentes utilizam informação pervasiva e tecnologias de comunicação, nomeadamente a detecção e a análise de dados, para fornecer novas ferramentas e serviços de apoio à decisão. Um dos principais casos de uso é a mobilidade inteligente, que aborda o uso de ferramentas computacionais para melhorar os sistemas de transporte e a mobilidade privada. Neste contexto, os sistemas de informação fiáveis relativos a tempos de chegada dos autocarros proporcionam serviços úteis para os utilizadores finais. A cidade do Porto é frequentemente apresentada como uma cidade inteligente, que tem implementada uma rede veicular que incorpora mais de 600 veículos (autocarros, táxis e camiões do lixo) gerando dados sobre a localização GPS dos nós (móveis). Os registos de localização dos autocarros oferecem novas possibilidades para compreender os padrões de mobilidade da cidade. O objetivo desta dissertação é o desenvolvimento de um sistema capaz de estimar o tempo de chegada dos autocarros, utilizando técnicas de aprendizagem automática sobre os dados disponíveis da rede veicular existente. O sistema desenvolvido tem três módulos principais: (1) deteção de linhas, responsável por inferir possíveis linhas que um autocarro possa estar a operar; (2) modelo de aprendizagem automática capaz de prever o tempo de viagem de um autocarro entre duas paragens e (3) serviço que liga o contexto atual da localização dos autocarros com o modelo de previsão histórica que devolve as previsões para uma dada paragem de destino. Os resultados de previsão obtidos estão em linha com os relatados na literatura. Como prova de conceito, também foi desenvolvida uma aplicação móvel para os passageiros, demonstrando a aplicabilidade prática do sistema.

Alfred Haunold’s hybrid hops saved the Oregon hop industry by appealing to macro brewers such as Anheuser Busch, Miller, and Coors. But, at the same time, a craft beer revolution unfolded on the Pacific Coast. This chapter explains that, while the big brewers helped sponsor the hop breeding efforts, they did not always want the end result. In fact, the big brewers used only a handful of the two dozen hop varieties that Haunold released until his retirement in 1996. The hops we have in our microbrews today are the result of newfound collaborations resulting from the craft brewers of the 1980s and 1990s. And, unlike the 1950s and 1960s, the hop has become a visible component of beer marketing.

This chapter discusses the Bush Doctrine, which proved to be very controversial, not only in the United States but also among America's allies and friends worldwide. In the United States, the Bush Doctrine was criticized by Democrats in Congress as a violation of traditional American norms, which called for responding firmly to provocations but not for striking the first blow. Within the Atlantic Alliance, the Bush Doctrine was likewise attacked — most prominently by the French and German governments — as reckless and provocative. The chapter recasts the Bush Doctrine as a theory of victory, that is, a coherent strategic view that tells a state how best to transform the scarce resources available to it into useful military assets, and how to employ those assets in conflicts with other states or nonstate actors. It then compares and contrasts these prescriptions derived from the Bush Doctrine with an alternative theory of victory — namely, one based on containment and deterrence.

Obtaining timely information across the state roadway network is important for monitoring the condition of the roads and operating characteristics of traffic. One of the most significant challenges in winter roadway maintenance is identifying emerging or deteriorating conditions before significant crashes occur. For instance, almost all modern vehicles have accelerometers, anti-lock brake (ABS) and traction control systems. This data can be read from the Controller Area Network (CAN) of the vehicle, and combined with GPS coordinates and cellular connectivity, can provide valuable on-the-ground sampling of vehicle dynamics at the onset of a storm. We are rapidly entering an era where this vehicle data can provide an agency with opportunities to more effectively manage their systems than traditional procedures that rely on fixed infrastructure sensors and telephone reports. This data could also reduce the density of roadway weather information systems (RWIS), similar to how probe vehicle data has reduced the need for micro loop or side fire sensors for collecting traffic speeds.

The working paper examines how government take, which is the ratio of fiscal resource revenue to resource output, is an important determinant of internal and external balance in resource-rich developing countries (RRDCs). In the study, a simple theoretical model of internal and external balance incorporates the key features of RRDCs. It predicts that a fall in government take depreciates the equilibrium real exchange rate and lowers equilibrium absorption. The study looks into the need for RRDCs to convert vast natural resources into sustainable economic development, considering the impact of macroeconomic instability due to recurrent commodity boom-and-bust cycles.

The purpose of this study is to present a factual picture of the multiple groundwater governance frameworks that cover the same transboundary aquifers on the Texas-Mexico border. The study can then serve as a foundation to support future research and as a reference for those sharing groundwater resources on the border to use in considering whether and how to coordinate management. Currently, Texas A&M School of Law, the Bush School of Government and Public Service at Texas A&M University, and the Texas Water Resources Institute are collaboratively pursuing a larger interdisciplinary project, and the study presented in this report is part of that concerted endeavor. First, the project establishes a study area, then identifies who are the stakeholders in the area, and finally summarizes the various rules each entity applies to groundwater. The study area selected is based on the aquifers identified in the 2016 study noted above (see Figure 1). Although there is currently no formal agreement between governments or users in Mexico and Texas for managing the reservoirs that cross underneath the international border, this survey represents a preliminary step in addressing the larger problems that the absence of a cooperative groundwater management framework presents. All of the institutional approaches employed in the various jurisdictions surveyed here model features from which developing management approaches could draw. Equally, noting gaps in the institutional approaches themselves and the ad hoc groundwater withdrawals occurring outside the reach of those institutions illustrates potential value in engaging local users in Texas’ and Mexico’s respective groundwater governance arrangements.

In the busy world of academic research library assessment work, can simple and easy-to-use outcome-based assessment tools contribute in meaningful and actionable ways to library decision-making? This was the question at the center of a project conducted by staff in the Iowa State University (ISU) Library’s Assessment and Planning unit as part of the library’s participation in the ARL Research Library Impact Framework initiative. The ISU project was done in support of the ARL research question, “How do library spaces facilitate innovative research, creative thinking, and problem-solving?” The ISU research project was based on the use of the Association of College and Research Libraries (ACRL) Project Outcome for Academic Libraries survey tool. In the ISU project, data was collected and analyzed using the Project Outcome spaces survey, once every semester, from the fall of 2018 through the fall of 2021. The ISU project was designed to identify benefits of the Project Outcome survey through the hands-on use of the Project Outcome tool kit and to share those findings. This practice brief also provides information on how to use Project Outcome. A goal of the project was to support and encourage other ARL libraries in their own use of the Project Outcome resources.

Nonprofit organizations are responsible for providing a significant level of human services across the United States, often in collaboration with government agencies. In this work, they address some of the most pressing social issues in society – including homelessness, poverty, health care and education. While many of these organizations consider location and accessibility crucial to supporting their clients – often locating services near bus or train stops, for example – little is known about the impact of new technologies, including ride hail services like Lyft and Uber, on nonprofit accessibility. These technologies, which are re-shaping transportation in both urban and suburban communities, are expected to dramatically shift how people move around and the accessibility of services they seek. Public transit ridership in California declined in the five years before the pandemic of 2020–21 and dropped significantly further after the pandemic began. A sharp downward step in the level of transit boarding occurred after February 2020, and continues to the date of this report as a result of the public-health guidance on social distancing, expanded work-at-home, and a travel mode shift from public transit to private cars. A critical issue has come to the foreground of public transportation policy, namely, how to increase the quality and geographic reach of transit service to better serve the essential trips of mobility disadvantaged citizens who do not have access to private vehicle travel. The research focus of this report is an examination of the circumstances where fixed route bus route service could cost-effectively be replaced by on-demand microtransit, with equivalent overall zone-level efficiency and a higher quality of complete trip service. Research methods were reviews of documented agency experience, execution of simple simulations, and sketch-level analysis of 2019 performance reported in the National Transit Database. Available evidence is encouraging and suggestive, but not conclusive. The research found that substitutions of flexible microtransit for fixed route buses are already being piloted across the U.S., with promising performance results. The findings imply that action steps could be taken in California to expand and refine an emphasis on general purpose microtransit in corridors and zones with a relatively high fraction of potential travelers who are mobility disadvantaged, and where traditional bus routes are capturing fewer than 15 boardings per vehicle hour. To be sufficiently productive as fixed route replacements, microtransit service technologies in the same or larger zones need to be capable of achieving vehicle boardings of five per hour, a challenge worth addressing with technology applications. Delivery of microtransit service can be undertaken through contracts with a growing set of private sector firms, which are developing processes to merge general purpose customers with those now assigned to ADA-required paratransit and Medi-Cal-supported non-emergency medical transport.

During the COVID-19 pandemic, LA Metro has encouraged social distancing among passengers—especially at stations of high-demand routes—and has increased fixed-route transit (FRT) services. However, potential impacts of social distancing on the performance of FRT services remain mostly unknown. This research evaluates the accessibility of FRT buses with social distancing using the ridership data collected on four FRT routes: 105, 108, 111, and 115 of the LA Metro's A Line stations located in low-income neighborhoods. This research shows that social distancing of six feet can impact FRT's accessibility to destination stations, and maximum accessibility is achieved only for a certain number of stops served—which is less than the current number of stops served. The FRT routes 105, 108, 111 and 115 have maximum accessibility with social distancing for the number of stops served equal to 65, 52, 52 and 50, respectively. The methodology used in this research can help decision-makers understand how FRT bus frequencies are impacted by social distancing measures, and the results can guide the transit authorities developing FRT service among low-income commuters during and after the pandemic.
