Hong Kong has a population of 5.5 million with 1.3 million below the age of 15. Child psychiatry has been very under-developed until recently. The brief history and development of child psychiatry in Hong Kong, and specifically that of the Child and Adolescent Psychiatric Unit at the Prince of Wales Hospital, the teaching hospital of The Chinese University of Hong Kong, are described. Traditionally psychiatric services for children in Hong Kong were heavily skewed towards neuropsychiatric and developmental conditions but in this Unit a full spectrum of child psychiatric conditions are seen. Relevant clinical statistics are used to illustrate these differences as well as to further highlight the philosophy and practice of the Unit. Other aspects, such as undergraduate and postgraduate teaching, and research are also mentioned. The magnitude of child psychiatric morbidity in Hong Kong is briefly illustrated with a three-stage epidemiological study done in a primary school in a lower middle social class area. It was found that 16.3% of the children were psychiatrically disturbed. Emotional disorder, with a prevalence of 8.8%, was the commonest condition. Finally, the future development of child psychiatry in Hong Kong is discussed, addressing the disconcerting facts of a huge population and very limited resources.

The prison is specifically identified by Michel Foucault in his essay, ‘Of Other Spaces’ (1967), as an exemplar of “heterotopias of deviation”. Reified in neo-Victorian production as a hegemonic space to be resisted, within which illicit desire, feminist politics, and alternate narratives, for example, flourish under harsh panoptic conditions, the prison nonetheless emerges as a counter-site to both nineteenth-century and contemporary social life. This article investigates the neo-Victorian prison museum that embodies several of Foucault’s heterotopic principles and traits from heterochronia to the dynamics of illusion, compensation/exclusion and inclusion that structure the relationship of heterotopic space to all space. Specifically, I explore the heritage site of the Central Police Station compound in Hong Kong, recently transformed into “Tai Kwun: the Centre for Heritage and the Arts”. Tai Kwun (“Big Station” in Cantonese) combines Victorian and contemporary architecture, carceral space, contemporary art, and postcolonial history to herald the transformation of Hong Kong into an international arts hub. Tai Kwun is an impressive example of neo-Victorian adaptive reuse, but its current status as a former prison, art museum, and heritage space complicates the celebratory aspects of heterotopia as counter-site. Instead, Tai Kwun’s spatial, historical, and financial arrangements emphasize the challenges that tourism, government funding, heritage, and the art industry pose for Foucault’s original definition of heterotopia and our conception of the politics of neo-Victorianism in the present.

ABSTRACTBackground: This study examined the prevalence and risk factors for intimate partner violence (IPV) among Chinese older couples in Hong Kong.Methods: A population representative sample was surveyed.Results: The prevalence of IPV in older adults was found to be quite high in the present study, with a lifetime prevalence ranging from 1.4% to 53.6%, and a past year prevalence ranging from 0.4% to 36.1% for various forms of aggression. Results of logistic regression analyses showed that older persons who were younger among this “older” group, who were not employed, who had a substance abuse problem, who had witnessed parental violence during their childhood, who had a criminal history, who had a low level of assertiveness, who had an anger management problem, who experienced a low level of social support and/or experienced stressful conditions, were all more likely to fall victims of IPV.Conclusion: It is suggested that IPV in older couples is a complex phenomenon that is closely intertwined with other forms of domestic violence, including spousal violence, child abuse, in-law conflicts, and elderly adult abuse. Thus, before we have more definitive and concrete evidence that IPV in older couples should definitively come under the category of elder abuse or IPV, it is advisable to treat it under its own separate category of family violence.

“Starting a new chapter for Hong Kong together” is the campaign slogan shouted by Mr. John Lee, the new chief executive of Hong Kong, under the new background of Hong Kong’s development. To start a new chapter, the primary goal is to solve various social problems accumulated in Hong Kong in the past, so Hong Kong’s welfare system should be reformed. This paper first analyzes the development history, current characteristics and driving factors of Hong Kong’s welfare system, finds that the progress of Hong Kong’s welfare system has been slow and it is difficult to respond to new social problems such as the large rich-poor gap, aging population, and working poverty, although Hong Kong has relatively comprehensive social welfare as an developed region. Where will Hong Kong’s welfare system go to start the new chapter? Starting from the real situation, this paper believes that Hong Kong will inevitably move towards a “People’s Livelihood-Oriented Active and Moderate Inclusive” welfare system based on the new government’s policy address and budget.

In 1983 when The China Quarterly published a special issue on Hong Kong, I attempted to synthesize the history of its urban social life, coining the term “Hong Kong Man” to describe what I considered to be the emergence of an identifiable unique social animal. Hong Kong Man, I suggested, was neither Chinese nor British. I characterized him as quick-thinking, flexible, tough for survival, excitement-craving, sophisticated in material tastes, and self-made in a strenuously competitive world. He operated in the context of a most uncertain future, control over which was in the hands of others, and for this as well as for historical reasons he lived “life in the short term”.

This paper takes the social unrest in 2019 as a case study and identifies three factors that contributed to the radicalization of social protests in Hong Kong: globalization, digitalization and the U.S. meddling in Hong Kong affairs. First, with the deepening of globalization, the worsening of social-economic conditions had bred populism among the youth. Second, digital technologies and social media platforms also made it easy for young people in Hong Kong to protest in a more covert and radical way. Third, the U.S. support for the Hong Kong opposition leaders added fuel to the radicalization of youth protesters. All these factors finally led to radicalized social protests in Hong Kong. Nevertheless, following the implementation of the National Security Law in Hong Kong SAR, violent activities were largely stopped and social order was gradually restored.

With a focus on research conducted after Hong Kong reunited with China in 1997, this paper documents how the Nepalese immigrants living in Hong Kong processed their decision to either stay in Hong Kong or return to their home country. A review of 40 studies targeting Nepalese immigrants who chose to stay in Hong Kong found that these families were primarily influenced by: 1) their immigration history, including their roles as Gurkhas in the Hong Kong military and their contributions to the local labor force, and 2) their quality of living in Hong Kong versus Nepal. Among these 40 studies, only seven offered statistics with direct input from Nepalese research participants. Their responses show that the three different generations of Nepalese living in Hong Kong, while contributing to the cultural richness in Hong Kong, have experienced profound social exclusion. This article seeks to compile research findings to define issues facing Nepalese in Hong Kong and offers suggested solutions to the question: How can social workers help Nepalese in Hong Kong obtain economic and educational opportunities to enhance their quality of life? Implications for further research and social service interventions are explored with attention to social inclusion and promoting higher education opportunities.

The topic of public art and the role of public art in enhancing the cultural status of the Filipino community in Hong Kong is significant. This paper begins by introducing the Filipino community in Hong Kong, outlining its contributions to the citys economic and social structure as well as the difficulties it has had assimilating into Hong Kong society and dealing with issues like discrimination, cultural identity, poverty, and living conditions. Using specific examples, this article analyzes how public art may be a tool to encourage social and cultural development as well as how it might improve the cultural standing of the Filipino population in Hong Kong. The Filipino community in Hong Kong faces challenges related to cultural identity and social standing. They have made significant contributions to the citys development but have a tenuous social standing, often working in low-wage jobs with limited prospects for growth. And the community also faces difficult living conditions. The article as a whole emphasizes the value of public art in fostering cultural identity and fostering a more inclusive society. Additionally, it makes recommendations for how to change the current situation and the issues facing the Filipino community in Hong Kong, including defending their rights and interests and fostering their assimilation into Hong Kongs social culture.

PurposeThe purpose of this paper is to identify the major political and social effects of the Hong Kong National Security Law on Hong Kong. It is argued that the enactment of this Law allows Hong Kong not only to end its protracted political turmoil since its return to China in 1997, but also will generate the favorable conditions for long-term stability and effective governance in the territory.Design/methodology/approachThis paper is based on the author’s close observation of what had happened in Hong Kong in the year since the Hong Kong National Security Law came into effect on 1 July 2020.FindingsThe Hong Kong National Security Law has brought about significant changes in the political psychology of Hongkongers, the balance of power among different political forces, the ability of external forces to interfere in Hong Kong politics, the way Hong Kong is governed, the relationship between the government and the legislature, the activities in the educational and cultural sectors, and the behavior of the judiciary.Originality/valueThis paper would be of interest to scholars and people who are interested in the implementation of “One Country, Two Systems” in the Hong Kong Special Administrative Region (SAR) as well as Beijing’s new policy towards Hong Kong in the aftermath of Hong Kong’s unprecedented riots and violence.

Since the mid-1980s, both Shanghai and Hong Kong have implemented health insurance reform to contain healthcare costs. But the reform result in these two places represents polar extremes. While Shanghai witnessed a revolution in healthcare financing in 2000, Hong Kong remains status quo on healthcare financing. Using the theory of historical institutionalism, this study examines how the complex interplay of forces affects health insurance reform implementation in these two places. It finds that Shanghai succeeded in implementing health insurance reform because of contextual influences, ideological shift, policy feedback, the authoritative political institutions, the dominance of key bureaucratic stakeholders in health insurance reform process, the endorsement of new ideas, and the decentralization power given to local governments. On the other hand, it finds that Hong Kong failed to implement any health insurance reforms in 1993 because of a more democratic political system, policy feedback, the persistence of old ideas, and a robust economy. Besides, it finds that the government failed to implement healthcare financing reforms in 1999 and 2000 because of a disjointed political system, difficult economic circumstances, the new idea lacking public acceptance, policy feedback, and the institutionalization of old ideas.

Rapid growth in the number and proportion of older people in Hong Kong is shown to have taken place since the late nineties. The substantial increase in the number of older people (particularly the old-olds) and their declining ability levels accelerated the need for long-term care, including residential care. This has exerted heavy financial pressure on the government. Subsequently a new policy - the ‘Standardised Care Need Assessment Mechanism’ (SCNAM) - for elderly services was introduced in November 2000; giving rise to both intended and unintended consequences. In this cross-sectional and longitudinal study of the populations of two older peoples residential homes, the focus is on evaluating the outcome of the policy (SCNAM), which intended to target care on older people ‘in greatest need’. It explores how the profile of residents in long-term care has changed since this policy implementation. Specifically, the dependency characteristics of residents (including their physical health, functional status, cognitive levels, and degree of frailty) in two care homes of the Helping Hand charity in Hong Kong between 1990 and 2006 are compared. Moreover, the study explores whether the changed populations in these homes suggest greater efficiency and effectiveness in the allocation of residential care. It examines impacts on the costs of care, particularly relating to staffing and funding across a 16-year interval. Furthermore, the outcomes of residential care are assessed in terms of the quality of interaction between staff and residents, and participation in various kinds of social activities within the home. Efficiency is judged not by cost per person alone, but by the ratios of costs to outcomes. Findings in the study show that the quality of publicly-funded residential care in Hong Kong fell over the period, and this evidence puts any suggestion of greater efficiency in doubt. Most importantly, the quality of life of residents has been adversely affected and this is an ‘unintended consequence’ that needs to be taken into account by the policy-makers. Throughout its recent history Hong Kong has adopted a residual model of welfare, in which the government’s paramount focus has been on economic development. This is clearly reflected in the provision and financing of long-term residential care homes as operated under ‘a mixed economy of welfare’ system, in which the government only assumes a role as a funder. Other crucial issues such as the quality of care by front-line personal care staff as well as the quality of life of residents are largely outside of its policy concerns. Current evidence shows that better targeting and lower unit costs have been achieved in the two Care Homes of the Helping Hand, but at the expense of the effectiveness of care. The policy shift has produced new winners and losers. A focus on controlling the costs of public support for older people amounts to what Titmuss (1968, p.133) called a price that some pay ‘for the costs of other people’s progress’.

Family support is the central pillar of old-age income security in Hong Kong and Singapore. But demographic ageing, among the fastest internationally, implies fewer adult children to provide support, while the public pension systems remain lean even by East Asian standards. Future elderly cohorts therefore face growing risks of financial hardship. This study examines the current extent of this problem, its prospects in the coming decades, and the possibilities of pension reform. It is unique in combining historical and prospective approaches towards policy causes and effects within a comparative framework. First, it analyses work, incomes, and living arrangements among elderly persons in 1995/1996 and 2005/2006 using microdata from national surveys. Next, it models possible living arrangements, income sources, and pension outcomes for future elderly cohorts using a macrosimulation model and illustrative cases. Finally, it examines the historical factors affecting pension policy development and assesses the potential for reform. Elderly poverty is more serious than often acknowledged—three quarters of elderly persons have incomes below 40% of the median wage, including a quarter of those in work in Singapore. Children‘s transfers are prevalent and large, while co-residence boosts elderly incomes on a household basis. But co-residence is already falling. By 2030, half of elderly persons may not live with their children. Almost a third may have access to neither market income nor children‘s contributions. Pensions are estimated to replace less than a third of men‘s final wage and are equivalent to a quarter or less of the median wage for women. Although developmental policy paradigms disfavour generous public pension systems in both places, explicit policy demands by the public keep up the pressure on policymakers in Hong Kong. In Singapore, reform prospects may depend on the growth of ideational competition and the availability of policy proposals to focus public concerns and rejuvenate policy thinking.

(Uncorrected OCR) Abstract of thesis entitled Beauty Myth in Hong Kong submitted by Lai Hoi Van for the degree of Master of Philosophy at the University of Hong Kong in February 2000 After the first and second waves of feminism, women in Western societies have the right to vote and work in public. However, in late capitalism, many scholars proclaim images of female beauty are used as a new political weapon against women's advancement. This weapon is the beauty myth. The general popularity of feminine culture of beauty and the abundance of related beauty consumption can be observed in Hong Kong. In order to find out how the beauty myth is operating in Hong Kong and whether women are the victims being hindered from social advancement because of the beauty myth, the case of Hong Kong is investigated. There are two parts of the research. The first part makes use of secondary and primary data on the positions of women in Hong Kong to construct the dominant standard of beauty. It is found that the positions of women in Hong Kong are not as advanced as women in Western developed countries in terms of work, education and family. In addition, the existence of a dominant standard of beauty can also be found in Hong Kong from analysis of beauty parlors, magazines and beauty guidebook contents. The second part of the research is an ethnography of 13 respondents who are supposed to be the victims of the beauty myth. It is discovered that they generally accept the dominant standard of beauty but negotiations and personal politics are detected in their daily encounters with the myth. They are not "cultural dopes" but express certain degrees of agency. They actively make choices under the circumstances not of their own making. In their beauty practices, they find the specific women's community and knowledge, in which pleasure is intertwined. Combining the macroscopic and the microscopic parts of research, women's pursuits of beauty should not be narrowed down to a totalitarian statement. For the advancement of women in Hong Kong, the present forms of beauty need not be abandoned. More perspectives and options in terms of beauty and other aspects of life such as work and education, have to be provided for women, as well as for men. The positions of women in education, work and family can only be advanced with the general political awareness of women and the struggle to change the structure. To advance the structure, the present ideologies of femininity and masculinity based on dualism have to be changed. Education, mass media and the present feminine communities of beauty can be viewed as the sites promoting a new political awareness.

AbstractTarget 16.5 of SDGs aims to “Substantially reduce corruptionand bribery in all their forms.” It is widely accepted in economics that corruption aggravates the overall economic performance of a society. However, previous studies have also shown that firms providing bribes to public officials are likely to record higher sales growth, while public officials undoubtedly enjoy extra income or entertainment. Domestic and international actors have fought against corruption for long, but most of these efforts have failed, mainly due to the reluctance of public officials who benefit from the entangled networks of corruption. Corruption has become an equilibrium of the interactions of a variety of societal actors, which is thus considered a social institution. Historically, all societies were corrupt by today’s standards, but some of them have successfully overcome the hardship of escaping the equilibrium of corruption, achieving a more transparent society. The examples of such societies include Britain, the United States, Hong Kong and Singapore. These cases indicate that the strong political will of powerful elites is necessary for successful transitions. Many developing countries do not meet such conditions, which is a strait gate for a fair and transparent society.

Physical symbols are not to be changed arbitrarily, but empires have related to subject populations with political notions quite different from and rather differently than those of modern nation-states. Sovereignty often means something different at the political center than in the margins, and the cultural kaleidoscope we call Hong Kong is a result of numerous historical landmarks on these notions. We are all too familiar with these events and how their political history is told today. Therefore, I would rather explore the social and cultural meanings of people’s lives on the ground; we may find interesting stories there that do not fit into any standard political categories.

Abstract Modern-day Hong Kong is a territory of the People’s Republic of China (PRC) which has undergone a quite extraordinary development in its recent history, from being a small fishing port in the early nineteenth century to becoming one of the most high profile, cosmopolitan, and economically successful cities in Asia during the last forty years. Having functioned as a British colony from 1842 until 1997, Hong Kong is now (once again) an integral part of ‘mainland China’, where it currently enjoys the status of ‘Special Administrative Region’ (SAR) and the opportunity to continue with its pre-hand-over economic and social systems for a fifty-year period following 1997, the Chinese government in Beijing having pledged not to interfere in the internal a fairs of the territory during this time. Because Hong Kong is therefore now a component part of the PRC, an examination of language and national identity issues in Hong Kong could have been included as a section within this volume’s chapter 7 on mainland China. However, due to the special complexity of Hong Kong’s past and present circumstances, there are good reasons for deciding to devote an independent chapter to the study of Hong Kong here. First of all, what is commonly characterized as the basic identity of Hong Kong and its inhabitants was formed during a period when Hong Kong was largely isolated from mainland China due to twentieth-century political developments in China and Hong Kong’s status as a British colony. Secondly, Hong Kong currently functions with a socio-economic system which is significantly different from that of the rest of China, as part of the Chinese government’s promise of ‘One Country, Two Systems’; constraints on life in Hong Kong are therefore markedly different from those further north in the rest of the PRC. Thirdly, the level of post-industrial economic development present in Hong Kong is greater than that in most areas of mainland China, as is the degree with which Hong Kong maintains regular international connections with other countries in the rest of Asia and the West.

The essays in this volume show that poverty, near-poverty, and inequality are multi- faceted conditions. They have coalesced into a growing economic and social condition in Hong Kong, which is also developing into a difficult political problem. The origins can be traced to the effects of economic globalization and China’s opening in the 1980s. It then grew during the late 1990s and worsened in the early 21st century. Many rich cities in the world have experienced similar phenomena. First, a small fraction of the population is in poverty; some may even be destitute. Second, the middle class begins sinking as growing numbers of its members become less able to afford a comfortable life in the manner they are used to. Third, income inequality and inequality in the ownership of wealth rise, especially as a result of escalating property prices. Unlike in other places, in Hong Kong these conditions are developing at a faster pace and with greater severity.

This paper examines a range of grassroots protest memorials erected over the past 60 years within public spaces in the capital cities of three ‘Asian Tigers’: Taiwan, Hong Kong and South Korea. These cities grew quickly as their polities rapidly democratized in the 1980s after long periods of foreign and local authoritarian rule. The paper explores the complex relationships between these memorials and their various urban settings, and how these reflect the wider evolution of political authority, social history and values in each host territory. Drawing on documentary research, interviews, discourse analysis and site analysis of over 20 projects, the paper examines two key aspects of the planning and design of grassroots memorials in Taipei, Hong Kong and Seoul. Firstly, it discusses how these memorials’ designs communicate and critique the struggles of civil society against the cities’ authoritarian rulers. Secondly, it analyses the kinds of sites where these grassroots memorials have been erected, which contrast with the cities’ more prominent, government-endorsed commemorative sites. The paper identifies key formal types, commonalities and differences, and historical changes in the ways that citizens in each capital city have developed a post-colonial, post-authoritarian representation of local history through protest memorials in urban spaces.

From Europe to China, while biennial infrastructure allows global curators, architects, and urban designers to use exhibition tactics for disciplinary promotion, the quick in-and- out exhibition practices nevertheless risk overlooking local complexities and differences. How does expanding forms of architectural collaborative or activism through international architecture biennales reclaim “the right to the city” and contribute to the multiplicity and heterogeneity in the city? This paper addresses this question in a Chinese context, by closely examining the 2017 Shenzhen/Hong Kong Bi-City Biennale of Architecture and Urbanism (UABB) hosted in contested urban villages. In particular, this paper investigates an exhibition/ renovation project House 17 within the main site -the Nantou Old Town. This study employs mixed research methods, including archival research, ethnographic research, and spatial analysis, to unravel the mechanisms in initiating, negotiating, and implementing of this international architectural collaborative project in the urban village. By situating the UABB and House 17 in the long history of the socio-spatial transformation of Shenzhen, this paper argues that the international UABB has expanded the capacities of the field of architecture and urban design to mobilize economic and social forces in making urban changes at a new scale. However, architect- curators’ partnership with the local government has put them in a new position that appears close to real estate developers in the process of urban renewal. The in-depth investigation into the exhibition project House 17 further reveals that local politics and complexities tend to be compromised in globalized architectural imagination and collaborative. Through the case study, this paper problematizes the globalization of architectural activism and calls for alternative design pedagogy.
