Women?s and feminist periodical press represents a fruitful resource for researchers who explore women?s and gender history, history of women?s and feminist movement(s), women?s writing, and various gender identites which were - and still are - both described and constructed in the periodicals. Women?s and feminist periodical press enables researchers to understand certain historical - and literary - periods from different perspectives from those which dominate in the mainstream histories of culture and literature. In this article, the author argues that women?s and feminist periodical press should be introduced into the literary studies? curriculum, especially within the MA and PhD programs. However, literary studies should be seen as one of the many disciplines and areas which might do the same. Periodical press in general, and women?s and feminist journals in particular, present valuable sources for the researchers and scholars in the social sciences and humanities, because most of the periodicals (journals, weekly reviews, daily news...), in the past and present as well, publish articles which deal with a society and its problems. This article focuses on the concrete examples of using periodical press both in researching and teaching literature, globally and locally.

The topicality and significance of the research are substantiated by the fact that the hemeronyms of the Sakha language periodicals are characterised by stable changes. The novelty of the research consists of the first attempt in the Yakut press and journalism to comprehend and systematise the titles of regional newspapers and periodicals as independent units, considering the functional specificity of the titles in the communicative processes. Nevertheless, we suggest that titles have been overlooked due to their contradictory communicative status. In this article our purpose is to identify the specificity of the titles of Yakut newspapers and periodicals of the Stalinist System (1930-1959), the era of Stagnation (1960-1990) and the post-Soviet transformation (from 1991 to the present day). For this purpose, it is necessary to explain the following main tasks: to review the history of the Yakut periodical press from 1930 to the present period, to explain the relevance of the hemeronyms of Yakut periodicals to the socio-political, economic, sociocultural processes and to analyse the quantitative ratio of the hemeronyms. This research is based on the combination of historical-typological analysis with the main methods of onomastics as a branch of linguistics – structural, comparative and statistical. The use of key meanings and key words allows for a comparison of the evolution of periodical titles throughout history. Therefore, the title of the Sakha language periodical press evolved in the 1930s, 1960s, and 1990s. Basically, these years provided the hemeronyms of the periodical press in Yakutia specific onomastic realities. In these days, the regional periodicals have become available online due to the development of digital technologies, making it of great advantage for the inhabitants of the republic. In our opinion, the identification of specific features of regional periodicals is one of the bases on which the aspects of the research of media hemeronyms are based. Meanwhile, new challenges are bringing new approaches to the solution

The article touches upon the issues of determining the possibilities of periodicals for studying the history of rural settlements on the territory of modern Omsk Region. Based on a frontal analysis of periodical press mate-rials from the pre-revolutionary, Soviet and post-Soviet periods, the authors identify a range of questions, the answers to which can be obtained using newspapers and magazines as a historical source. Particular attention is paid to the problems that a researcher faces when working with periodicals. In the course of the study, the authors come to the conclusion that it is necessary to use periodical press materials as part of the source base to study the process of formation of the rural settlement network of the territory. This will allow us to obtain an objective picture of historical events, take into account the opinions and sentiments of their participants, and introduce rare information into scientific circulation.

Abstract The article explores the kinds of institutions and networks that promoted a reading economy in periodicals in Moscow and Petersburg in the first third of the nineteenth century. The article examines why Petersburg experienced a dramatic growth in periodical publishing during this time period, and what factors constrained Moscow’s periodical publishing market. Looking at official institutions, public social venues, and individual journalists like Nikolai Grech, Faddei Bulgarin, and Osip Senkovskii, the article argues that institutional support and a thickening of public and private networks enabled the rise of a commercial and professional press in the 1820s. To bring the rise of Petersburg journalism into sharper relief, the article also examines the early career of Nikolai Polevoi and the circumstances constraining Moscow publishing in the first third of the nineteenth century. The article draws on recent scholarship examining the press as an “infrastructure” or “network” itself, as well as on theories of the press as part of a “network of means” regulating information and communication.

Like any social phenomenon, the press also has its own history and develops according to the objective laws of its development. Prior to the advent of the printing press and book printing, books were distributed through the creation of hand-written copies. At a certain stage of the development of society, there was a need for a printed word, and as a result, the first lithographs and printing presses appear. The origin and formation of the periodical press in the languages of the peoples of Dagestan is the result of the socioeconomic and political development of society. At the beginning of the 20th century, the first prerequisites for the appearance of printed materials in the languages of the peoples of Dagestan were born in Dagestan. Despite the new state system, the peoples of Dagestan still gave preference to the Arabic graphics and with the help of this letters continued to write, and it is no coincidence that the first Dagestani newspapers were published on the basis of this alphabet. The new Soviet state made every effort to create the national Dagestani press. If the Arabic periodicals of the period of the revolution and civil war in other languages of the peoples of Dagestan, in particular, in Kumyk and Lak, have been studied in part, then the publications in the Avar language however, have not been practically studied and introduced into scientific circulation. Moreover, most of them are still not identified, and there is no information on the number of such publications, let alone the content of newspaper articles. In this connection, the paper attempts, for the first time, to introduce into the scientific circulation newly discovered Arabic newspapers in the Avar language. The history of the formation and development of the periodical press in Dagestan is considered, and printed publications in the Avar language are studied through the prism of the Dagestan periodicals. The objective of the study is identification, paleographic characteristics and a general overview of the currently obtained Arabic periodicals in the Avar language.

In the proposed article, an attempt is made to critically study the history of the Mukachevo Greek Catholic Eparchy (MGCE) on the basis of the press. First of all, attention is focused on the regional press. In general, both church and secular publications were used. The period was not chosen by chance, because it is the period of the interwar and wartime periods of the Czechoslovak Republic. The main task of the research is to study not only the subject matter of the publications, but also the views that were covered in each periodical. The fact is that depending on the edition and the publisher, the content of the publications was appropriate. If religious topics and protection of the Church prevailed in church periodicals, then in government or independent periodicals, in addition to general news, there were also critical articles about the Church. Particular attention is paid to historical topics in these periodicals on the history of the Mukachevo Eparchy. In general, information in journals and the press can significantly supplement historical knowledge not only of the history of the Church, but also of the history of state-church relations and the history of Czechoslovakia of the studied period.

Western Russian outskirts in the second half of the 19th century became the fi eld not only and not so much of armed, but more of spiritual struggle, so it was no coincidence that contemporaries called the North-Western Territory the “moral Caucasus”. One of the weapons in the said struggle was the periodical press. M.N. Muravyov perfectly realized the importance of propaganda and skilfully used public and popular support, making local and central journalism of the “Russian trend” one of the most important elements of his “system” of governing the region. It was greatly infl uenced by the “Vilna circle of Russifi ers”, which was formed during the period of Muravyov’s general government, and was headed by the trustee of the Vilna educational district I.P. Kornilov, who became the ideological inspirer of the most signifi cant periodicals in the region. The key local publications were “Vestnik Zapadnoy Rossii”, “Vilensky Vestnik”, and “Litovskie Eparchialnie Vedomosti”. History of the periodical press of the Western Territory in the 1860s.shows that the “Russifi cation” carried out during thфе period was by no means only of administrative-state nature. The “Vilna consensus” was part of the post-reform public upsurge that brought together broad Slavophil and liberal circles, state, public and church leaders of various “parties” and various scales.

In the history of Ukrainian journalism there are yet many names of journalists, publicists, editors and publishers, whose life and work have not been studied. These people include West Ukrainian editor Lev Chubaty. Based on the publications of the Lviv newspaper Dilo, the periodical of the Ukrainian émigrés – Svoboda, as well as scholarly works on the history of the Ukrainian Sich Riflemen and the activities of the Lviv publishing concern Ukrainska Presa, the basic facts of the biography of the editor of the press publications Novyi Chas, Narodnia Sprava, Nash Prapor and Komar. We elucidated here the date and place of his birth (1895, Kolokolyn village, Rohatyn district), retrieved authentic references about the educational institution where he was educated (Ukrainian gymnasium in Rohatyn), ascertained the period when he served in the Ukrainian Sich Riflemen, found some facts about his émigré life, and last, but not least, established date of his death (July 14, 1966, Philadelphia). Additionally, his civic (public) activities both in Ukraine and abroad were studied. In general, this article presents for the first time a biography of the editor Lev Chubaty, who made many efforts to develop the Ukrainian press in Lviv during the 1920s and 1930s. Keywords: Lev Chubaty, editor, public figure, periodical/press publication, publishing concern Ukrainska Presa.

Few historians have examined the portrayals of China by British writers during the nineteenth century. Although Britain lead all other western powers in the penetration, exploration and exploitation of the Chinese Empire during the nineteenth century, British perceptions of China, particularly during the critical final decades of the century, have only been presented as small parts of larger comprehensive surveys of western images of China. Historians agree that as a result of Britain's active role in China, British writers were the leading transmitters of information about China to the West, especially after the formal 'opening' of China by treaty after 1860. However, no one has adequately addressed the question of what information was available to the British reading public during the period from 1860 to 1900. As source material for their conclusions about British perceptions of the Chinese, historians have relied exclusively on a small number of books about China published in the late nineteenth century. They have overlooked the tremendous amount of source material available in British magazines and newspapers from the late nineteenth century. The periodical and newspaper press was the leading source of information for nineteenth century British readers. Therefore, a complete examination of British perceptions of China requires some examination of this material. A survey of more than 200 articles in British magazines and journals from the period 1860 to 1900, revealed three major themes in the presentation of China to the late nineteenth century reading public. Two of these themes, the alien and incomprehensible nature of China and China' s refusal to modernize, have been discussed by other historians. While the books that they used as source material did reveal the negative aspects of these themes, the periodical press better demonstrates the relentlessly hostile presentation of information about China, the constant repetition of a narrow range of topics dealing with China and further, the subtle shift of writers' attitudes against China on an issue such as modernization. While the character of individual Chinese was not a major issue in the few books that historians of the period have examined, it emerged as a major theme in many articles published in the late nineteenth century. Finally, an examination of news reporting from China in the Times of London revealed the persistence of negative portrayals of China year after year. British hostility toward China was most clearly demonstrated through the course of regular Times coverage of events from China. The negative imagery remained consistent despite improving communications between Britain and China and despite the steadily increasing volume of information reaching Britain from China.

This study examined public perception of the social relevance of Christian churches in the year the New Poor Law was passed. The first two chapters presented historiography concerning the Voluntary crisis which threatened the Anglican establishment, and the relationship of Christian churches to the New Poor Law. Chapters 4, 5, and 6 revealed the recurring image of "true" Christianity in its relation to the church crisis and the New Poor Law in the working men's, political, and religious periodical press. The study demonstrated a particular working class interest in Christianity and the effect of evangelicalism on religious renewal and social concerns. Orthodox Christians, embroiled in religious and political controversy, articulated practical concern for the poor less effectively than secularists.

This thesis examines the processes of writerly and editorial literary production undertaken by women sensation authors in the 1860s and 1870s. This focus represents a shift from the prevailing critical emphasis on the consumption of sensation fiction to the realm of production and therein allows the thesis to analyse the ways in which sensation operates as a set of rhetorical and linguistic strategies for women writers in the changing publishing conditions of mid-to-late Victorian society. I consider the ways in which sensation is an idiom that permeates all aspects of magazine publishing in this period and demonstrate how it could be adapted and become an empowering discourse for women writers and editors. Furthermore, this thesis sees sensation as an important component in the transformation of the press in the 1860s and 1870s. By analysing the specific ways in which sensational strategies were appropriated and transformed, this thesis reassesses the role of sensation in the creation of women’s writing in the second half of the nineteenth century, and consider its legacies in later ‘New Woman’ writers. I achieve this by examining three women editors, who were part of the transformation of magazine publishing in the period. Mary Elizabeth Braddon (1835-1915), Ellen (Mrs. Henry) Wood (1814-1887), and Florence Marryat (1837-1899) all operated as writers and editors in the mid-to-late nineteenth century. They produced varying types of sensational fiction that they serialised in their own monthly magazines, Belgravia, Argosy, and London Society respectively. Sensation provided a dynamic and flexible means for these women author-editors to assert their status in the context of the expansion of the press in the 1860s and 1870s. I argue that their work invites a more fluid and generous critical definition of sensation.

This work intents to analise the political transformations occured in Rio de Janeiro and Buenos Aires, through a comparative and historical point of view. Starting in 1808, this transformations completaly changed the ancient iberical world, giving birth to a political emancipation. Therefore, such changes allowed the elaboration of constitutional projects that legitimazed these events. These situation had a breakthrough at 1824, as the Constituição Outorgada in Rio de Janeiro, seat of the brazilian empire, and with the constitutional project from Buenos Aires, wich was the baseline of the future constitution. During the elaboration of this study, we priorized as fonts, the constitutional projects from 1813 up to 1824, and also laws, decrees and newspapers of this period of time, specially the Gazeta de Buenos Aires. To the process occurred in Rio de Janeiro, we emphasized the debates held at 1823 assembly, its constitutional project, the constitution of 1824, and newspapers such as Revérbero Constitucional Fluminense and Sentinella da Liberdade na Guarita de Pernambuco. Considering the social and political issues, we intended to study the political path traced and the life of two important characters to the construction of the national policy: Mariano Moreno and Antonio Carlos R. Andrada Machado Silva e Araújo. They played a main role during the constitutional debate. At last, we seeked to compreended the questions that allowed the elaboration of a constitutional monarchy and a republic to these societies that sustained their status quo although they drifted apart from their projects.

This thesis examines the use of photographs in surrealist publications in Paris between 1924 and 1969, analysing how images functioned both in relation to surrealism and a wider cultural, social and political context. The thesis contends that developments in the illustrated press had a substantial impact on surrealist publications and that commercial photographic practices were both exploited and subverted by the group. I defend this assertion by demonstrating how photographers associated with the surrealist movement in its formative years, were closely involved in the process by which the photographic image became a major means of communication. I argue that the surrealists were conscious that photography was central to the circulation of ideas and developed a radical notion of the illustration of text. The thesis examines how photographs used in surrealist publications were integrated into the complex surrealist project and how due to the currency in images in society, the medium offered opportunities for disruption. In each of the five chapters I examine the surrealist deployment of photographic images to articulate cultural and political radicalism. The thesis argues that the photographs published by the surrealists made an important contribution to contemporary discourse on sexuality This thesis makes an original contribution to knowledge as it expands the understanding of photographs published by the surrealist group by exploring their relationship to contemporary commercial images circulating in the press. It analyses works that have been marginalised, many of the images in the first two journals in the inter war period, the images in the illustrated books 1929, Banalité, Le septième face du dé and the images in the post war journals have been neglected as subjects of study.

The Church of Jesus Christ of Latter-day Saints has continued to receive exposure in national periodicals. This thesis will explore that image from 1982 to 1990. During those years, the church continued to grow in membership and expand its existing programs. National periodicals can assist in assessing the public image of the Church because they help "mould public attitudes by presenting facts and views on issues in exactly the same way at the same time throughout the entire country." In this manner, they help to form the public opinion about the Church. They also reflect existing opinions because magazine publishers cater to what the public is interested in. This study will enhance the reader's understanding of this image by discussing the topics that received the greatest emphasis during that time period. This study is preceded by two theses, one by Adam H. Nielson covering the Church's image from 1970-1981, and the other by Dale P. Pelo, which studied the image of the Church from 1961-1970. Richard O. Cowan presented a doctoral dissertation which covered 1850-1961. This thesis is a continuation of those studies, and implements the same research procedures and methods.

The monograph examines the evolution of American public opinion in the key period of the history of the creation of the United States as an independent state, the ratification of the Constitution and the formation of federal power. It is shown what methods were used by the mass media of the XVIII century. to mobilize the masses, how the work with information took place, how the news agenda was formed. The growing influence of the press in American society is presented as a natural part of the political and cultural transformations associated with the War of Independence and the difficult international situation of the 1790s. It is intended for American historians, researchers, teachers of higher and secondary schools, students, bachelors, masters and postgraduates, as well as anyone interested in the problems of US history.

The development of bilateral relations between the Kingdom of Serbs, Croats and Slovenes (known as the Kingdom of Yugoslavia since 1929) and the Republic of Türkiye during the second half of the 20s and 30s of the 20th century was characterized by intensive rapprochement within all spheres – politics, economy, defense, education, culture etc. Owing to that very rapprochement diplomatic societies and the wider Yugoslav public carefully followed the events in Türkiye, considering internal as well as internal aspects. Atatürk's extensive reform activities as well as those performed by Turkish authorities concerning the establishment of neighbor relations with the surrounding, regarding pacific external politics that was promoted by the "Father of Turks", made Yugoslav daily papers and periodical publications full of written columns on this matter. "The Hatay Question" (the Sanjak of Iskenderun) together with "The Mosul Question" was one of the most important challenges of the young Turkish Republic's external politics in the constructive consideration of which the creators of the Yugoslav external politics were interested since it was the obstacle between France, the main Yugoslav external political support and Türkiye, its close ally with which it has been bound by contractual relation within Balkan Agreement since 1934. Therefore the reports of the Yugoslav Embassy in Ankara and the general consulate in Constantinople written to the superiors in the Ministry of Foreign Affairs in Belgrade very often consisted of information on "the Hatay Question". Yugoslav press also wrote on this matter, particularly those papers that had reporters in Türkiye. According to the unpublished archives of Yugoslav origin and articles in journals, the most important moments and processes regarding "the Hatay Question" will be analyzed chronologically as it is mentioned in the title, till 1940, namely its final solution, the realized demarcation of Türkiye and Syria in the region of the Sanjak of Iskenderun, while they regard the circumstances and the situation in Hatay, the relationship of Turks and Arabs, French-Turkish diplomatic complicated situations and tensions, the role of the League of Nations and other important international political factors (Great Britain, USSR, Italy, Germany) etc.

Act. no. 265/2022 Coll. on Press Publishers and the Register in the Field of Media and Audiovisual and on Amendments and addition of certain Acts (Publications Act) with effect from August, 1 2022 constitutes a long-awaited shift in the legislation in the field of periodicals in the Slovak Republic. While for a long time only printed matter of periodicals or other press, i.e., media in printed form, was considered periodicals, the Publications Act changed it. The aim of the article was to analyze the most fundamental shift in the field of periodicals in the Slovak Republic which occurred with the adoption of the Publications Act. The article directed attention exclusively to periodicals which understood press in its literal meaning i.e., in the Slovak republic periodical press or other press were for a long-time considered periodicals only if printed. In connection with the adoption of the Publications Act, there was a significant shift, as the Publications Act no longer defines periodical press but introduces new terms such as publication, periodical publication including scientific and professional periodical publication. The basic goal was to analyze the most fundamental shift in the field of periodicals according to the Press Act and to introduce a new legal regulation of periodical publications according to the Publications Act.

In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. But indisputable is a fact of forming of conceptions of newspapers and magazines, which it follows to study, doslidzhuvati and adjust them to present Ukrainian realities. Here not superfluous will be an example of a few editions on the thematic range of which the names – «Plastun» specify, «Skob», «Mali druzi», «Sonechko», «Yunackiy shliah», «Iyzhak», «Lys Mykyta» (satire, humour), «Literaturna gazeta», «Ukraina і svit», «Ridne slovo», «Hrystyianskyi shliah», «Golos derzhavnyka», «Ukrainskyi samostiynyk», «Gart», «Zmag» (sport), «Litopys politviaznia», «Ukrains’ka shkola», «Torgivlia i promysel», «Gospodars’ko-kooperatyvne zhyttia», «Ukrainskyi gospodar», «Ukrainskyi esperantist», «Radiotehnik», «Politviazen’», «Ukrainskyi selianyn» Considering three riznovektorni magazines «Teatr» (edition of Association Mistciv the Ukrainian Stage), «Studentskyi prapor» (a magazine of the Ukrainian academic young people is in Austria), «Yuni druzi» (a plastoviy magazine is for senior children and youth) assert that maintenance all three magazines directed on creation of different on age and by the professional orientation of national associations for achievement of the unique purpose – cherishing and maintainance of environments of ukrainstva, identity, in the conditions of strange land. Without regard to unfavorable publisher-polydiene possibilities, absence of financial support and proper encouragement, release, followed the intensive necessity of concentration of efforts for achievement of primary purpose – receipt and re-erecting of the Ukrainian State.

The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

At their most basic level taxes carry, in the words of Schumpeter ([1918] 1991), “the thunder of history” (p. 101). They say something about the ever-changing structures of social, economic, and political life. Taxes offer a blueprint, in both symbolic and concrete terms, for uncovering the most fundamental arrangements in society – stratification included. The historical retellings captured within these data highlight the politics of taxation in Alabama from 1856 to 1901, including conflicts over whom money is expended upon as well as struggles over who carries their fair share of the tax burden. The selected timeline overlaps with the formation of five of six constitutions adopted in the State of Alabama, including 1861, 1865, 1868, 1875, and 1901. Having these years as the focal point makes for an especially meaningful case study, given how much these constitutional formations made the state a site for much political debate. These data contain 5,121 pages of periodicals from newspapers throughout the state, including: Alabama Sentinel, Alabama State Intelligencer, Alabama State Journal, Athens Herald, Daily Alabama Journal, Daily Confederation, Elyton Herald, Mobile Daily Tribune, Mobile Tribune, Mobile Weekly Tribune, Morning Herald, Nationalist, New Era, Observer, Tuscaloosa Observer, Tuskegee News, Universalist Herald, and Wilcox News and Pacificator. The contemporary relevance of these historical debates manifests in Alabama’s current constitution which was adopted in 1901. This constitution departs from well-established conventions of treating the document as a legal framework that specifies a general role of governance but is firm enough to protect the civil rights and liberties of the population. Instead, it stands more as a legislative document, or procedural straightjacket, that preempts through statutory material what regulatory action is possible by the state. These barriers included a refusal to establish a state board of education and enact a tax structure for local education in addition to debt and tax limitations that constrained government capacity more broadly. Prohibitive features like these are among the reasons that, by 2020, the 1901 Constitution has been amended nearly 1,000 times since its adoption. However, similar procedural barriers have been duplicated across the U.S. since (e.g., California’s Proposition 13 of 1978). Reference: Schumpeter, Joseph. [1918] 1991. “The Crisis of the Tax State.” Pp. 99-140 in The Economics and Sociology of Capitalism, edited by Richard Swedberg. Princeton University Press.

"In late December 2019, a large number of patients with unknown causes of pneumonia were reported by press from a seafood market in Wuhan, Hubei province, China. This coronavirus was originally named the 2019 new coronavirus (2019-nCoV) by the World Health Organization (WHO) on January 12, 2020. The Coronavirus Working Group (CSG) of the WHO and International Committee proposed to call the new virus SARS-CoV-2 on February 11, 2020. As a result of the samples taken from the patient, the whole genome sequence of the SARS-CoV-2 was isolated on January 7, 2020, by Chinese scientists in a short time. WHO announced on February 11, 2020; that “COVID-19” will become the official name of the disease. Tedros Adhanom Ghebreyesus, director of the WHO, said the epidemic meant “ko”, “corona”, “vi” for “virus” and “d” for “disease” as first described on December 31, 2019. Such a name has been preferred to avoid stigmatizing a particular region, animal species or human. The infection, which started to spread first in China and then in nearby countries, spread to most countries later on. The epidemic soon reached an international dimension, affecting the whole world. As a result, the WHO considered COVID-19 as an international public health problem and declared it as a pandemic on January 30, 2020. In humans, coronaviruses cause some cases of colds and respiratory infections that can be fatal, such as Severe Acute Respiratory Syndrome (SARS), Middle East Respiratory Syndrome (MERS), and Coronavirus disease 2019 (COVID-19). In recent years, new viral infections have been detected periodically in various countries. The first epidemic; was observed in 2002-2003 as a result of the crossing of a new coronavirus from bat origin to humans through palm civet cats in Guangdong Province, China. This virus, called SARS, affected a total of 8422 people in China and caused 916 deaths (11% mortality, however different rates are given in different literatures). The second epidemic event occurred approximately 10 years later. In 2012, the MERS coronavirus (MERS-CoV) emerged from bat origin through a dromedary camel in Saudi Arabia. It affected a total of 2494 people and caused 858 deaths (mortality rate of 34%). WHO has declared it as a pandemic after the outbreak and scientists are doing great efforts to identify the characterization of the new coronavirus and to develop antiviral therapies and vaccines. Clinical studies and vaccination studies are still ongoing fastly. Also, the pathogenesis of the virus is still not fully known, and new studies are needed in this regard. Currently, effective infection control intervention is the only way to prevent the spread of SARS-CoV-2. The most appropriate prophylactic regimen for patients under observation due to COVID-19 related disease is unknown. For this reason, treatment protocols should be planned by following the current guidelines. This study consists of evaluating the opinions about the history of pandemics associated with COVID-19, related definitions and the projects being carried out with the compilation of available resources, the development stages of the pandemic and the projection of postpandemic interaction so far."

It affected a total of 2494 people and caused 858 deaths (mortality rate of 34%). WHO has declared it as a pandemic after the outbreak and scientists are doing great efforts to identify the characterization of the new coronavirus and to develop antiviral therapies and vaccines. Clinical studies and vaccination studies are still ongo- ing fastly. Also, the pathogenesis of the virus is still not fully known, and new studies are needed in this regard. Currently, effective infection control intervention is the only way to prevent the spread of SARS-CoV-2. The most appropriate prophylactic regimen for patients under observa- tion due to COVID-19 related disease is unknown. For this reason, treatment protocols should be planned by following the current guidelines. This study consists of evaluating the opinions about the history of pandemics associated with COVID-19, related definitions and the projects being carried out with the compilation of avai- lable resources, the development stages of the pandemic and the projection of postpandemic interaction."

In the article of Professor Maryan Zhytaryuk, it is implemented the systematization of publications in the international press of 1930 about Ukraine on the materials of the Lviv newspaper «Dilo». Important political issues, in particular: Bolshevism in Soviet Ukraine, the massacre of the Ukrainian intelligentsia (Union for the Liberation of Ukraine), the interpretation of the «Ukrainian political problem» in European countries were singled out and generalized. The topicality of the article subject follows from the need to supplement the materials on the study of the «Ukrainian question», from the understanding that the interwar period, mainly in the 30s of the twentieth century, is a concentrated historical and political period, that is represented on newspaper and magazine columns. During the decade (30s of the twentieth century) – there were thousands of them. For example, in the newspaper «Dilo» only in the first three months of 1930 we can find more than 100 publications on international subjects. Therefore, the author narrowed the research materials to translated materials in the genres of press round-up, review, digest of publications in the foreign press. The purpose of the article is to focus on Ukrainian issues in the international press based on translations and comments on foreign publications in the newspaper «Dilo» in 1930. The task of the publication is to comprehend the identified texts in the context of geopolitical construction on the eve of World War II; to supplement the history of Ukrainian and foreign journalism and its source base. In the article the author uses the method of scientific study of primary sources found in the special funds of the Scientific Library of LNU. I. Franko, in particular, the bundles of the newspaper «Dilo» for 1930. 252 publications were processed, some of which - in several submissions. Based on scientific summarizing, 15 publications on political issues with the keyword «Ukraine» were selected on the basis of translated sources from foreign media (scientific research method). Actually with the purpose of understanding the raised issues (conceptual analysis) and of preparing some certain conclusions and generalizations (methods of synthesis, induction and deduction) the problem-thematic analysis was used.

Professor M. Zhytaryuk’s review is about a book scientific novelty – a monograph by Professor M. Tymoshyk «Ukrainian journalism in the diaspora: Great Britain. Monograph. K.: Our culture and science, 2020. 500 p. – il., Them. pok., resume English, German, Polish.». Well-known scientist and journalism critic, Professor M. S. Tymoshyk, wrote a thorough work, which, in terms of content, is a combination of a monograph, a textbook and a scientific essay. This book can be useful for both students and practicing journalists or anyone interested in the history of the Ukrainian diaspora, Ukrainian journalism and Ukrainian culture. The author dedicated his work to Stepan Yarmus from Winnipeg, Canada – archpriest, journalist, editor, professor. As the epigraph to the book were taken the words of Ivan Bagryany: «Our press, born under the sword of Damocles of repatriation», not only survived and survived to this day, but also showed a brilliant ability to grow and develop. It was shown that beggars that had come to the West without money at heart can and know how to act so organized. It was also an example of how a modern «enbolshevist» and «denationalized» by the occupier man person is capable of a combined mass action».
