But there is a large gap between the supply and demand of high skilled talents. The serious shortage of skilled talents will be the bottleneck to sustainable development of social and economic. Using the method of quadratic functions model and cubic functions model, the supply and demand of the skilled personnel are analyzed quantitatively and the future trend of supply and demand of highly skilled talents are forecasted, in order to find out the supply shortfall of it.

At the end of XX - beginning of XXI century due to accelerating the transition of the world economy to the innovative way of development, "knowledge" has become a direct force of production, significantly increased the role of human capital as the main factor in future economic growth and competitiveness of modern states. In turn, developed and developing countries, faced with a shortage of personnel in high-tech industries and the "brain drain", modernize their immigration policy to attract highly qualified foreign personnel from all over the world and to secure its own intellectual resources. The article examines recent changes in the modern migration policy in Germany, which has become, on the one hand, more selective to different categories of workers, and on the other hand - more open for skilled personnel, especially from developing countries. The purpose of this policy is primarily to cover the shortage of skilled personnel in the national labor market by attracting foreign specialists.

With the rapid development of science and technology, the global network and informatization process is changing people’s lives, and it has also brought profound changes to the management of enterprises. Traditional management still relies heavily on offline management and paper delivery of information. The traditional management model in the past cannot meet the needs of the continuous development of enterprises. The purpose of this article is to design a high-skilled talent information management system to meet the needs of users and enterprises. This paper combines the BP multisensor information fusion algorithm to screen and process the data and designs a multisensor information fusion-based competency evaluation model for highly skilled talents. A high-skilled talent information management system has been established with modules such as basic personnel information, skills identification information, high-skilled talent management, competence, key research teams, common reports, comprehensive query, and system maintenance. In the test of the system’s usability, 156 users rated the system above 3 points, accounting for 78% of the survey population, indicating that the system has a certain ease of use. This system realizes the electronicization of the basic information of skilled personnel, which plays an important role in regulating the professional management of skilled personnel and improving the management efficiency of skilled personnel.

The migration of highly skilled persons is not a new phenomenon in the global economy. International labour migration has significant economic, social, political, and cultural implications in both developing and developed countries. Given this context this study explores the reasons that contribute to highly skilled persons migrating abroad, using the migration of highly skilled Tanzanians to the UK as an example. The study takes a qualitative exploratory approach that employs a subjective ontology to explore reasons that apply in Tanzania that contribute to the decision for highly skilled Tanzanians to migrate to the UK and its effect on brain circulation in Tanzania. Thematic analysis was used together with Nvivo 10 software to analyse the research findings. Data were collected through qualitative interviews that afforded opportunities to gain understanding from participants’ views, experiences and perceptions of the reasons that contribute to migration decisions. Moreover, remittances, diasporas and return migration were major migration issues perceived by participants who discussed these influences on brain circulation. By returning home, even for a short time, highly skilled Tanzanians can impart their knowledge and experience acquired abroad to ‘circulate’ or mobilise the resources and activities in Tanzania so that they can be used in the most efficient way. Lee’s (1966) theory was used to guide this study and the findings led to a modification of the theory that assisted in suggesting ways in which the Tanzanian government can develop policies that influence its highly skilled people to remain and work in the country, and its expatriates to return for brain circulation. Moreover, given the lack of previous qualitative research studies on the influence of migration of highly skilled Tanzanians on brain circulation, this paper contributes a qualitative method that is of value for future research.

Universities in Libya and in other North African and Middle Easter countries have experienced massive expansion in terms of quantitative growth and geographic distribution in recent years (Al-Badri, 2006; El-Hawat, 2007; Mogassbi, 1984). The labour markets in these countries, on the other hand, traditionally suffer from a shortage of skilled manpower (ILO, 2007). Thus, the main questions of this research are formulated as: In what ways could higher education (HE) skills and changing labour market (LM) needs in Libya be better aligned? The research was conducted by collecting and analysing primary and secondary sources of documented material on the case study of Libya, in particular the second city of Benghazi. The secondary data collection largely focused on the generation of continuous datasets on students and graduate numbers in Libya, a country in which the state controls such sectors as HE, but does not make data on the sectors easily available in the public domain. The empirical data collection comprised semi-structured interviews and the application of the Delphi Technique (DT) to develop future scenarios using a panel of experts. The latter activity generated a final key research question: How can the DT be adapted and applied to the understanding of the relationship between HE skills and LM needs in the context of Libya? This research focused specifically on the graduate skills and attributes of job commitment, competitiveness, desire for excellence and teamwork and problem-solving, due to factors relating to the internal and external environment. The DT has been applied effectively on this topic and has developed the analysis from primary data collection research resulting in four potential strategies for both HE and LM, as follows: 1. Survival strategy: to reduce negative effects of external threats. 2. Defensive strategy: to face threats and strengths as a support. 3. Reorientation strategy: to take advantage of opportunities to decrease weaknesses. 4. Radical strategy: to benefit from opportunities by exploiting strengths. In the light of all that has been said about the strategies for Libyan HE and Libyan LM, three kinds of scenarios - optimistic, possible and pessimistic - have been built for HE and three others for LM.

This thesis examines the perceptions of lecturers, graduates and employers of personal and interpersonal skills development in an accounting degree at Victoria University. The development of personal and interpersonal skills in students in higher education has been the focus of discussion amongst accounting educators, accounting practitioners and the accounting profession for many years. There is a general consensus on what skills are necessarily sought to ensure success within the accountancy profession but very few previous studies on how those personal and interpersonal skills are being developed. This research study presents a research framework which emphasises the complex interrelationships between an accounting curriculum, accounting lecturers, accounting graduates and employers of graduate accountants and their perceptions of how personal and interpersonal skills are developed. A case study approach, combining archival, qualitative and quantitative methods, is used to investigate how a Bachelor of Business Accounting degree in one Australian university facilitates personal and interpersonal skills development. The case study results indicate that the curriculum, as the vector for skills development, has both explicit and implicit references to skills outcomes. Graduates� perceptions of many of the personal and interpersonal skills considered in this study are closely related to the curriculum findings. However, there appears to be a lack of convergence between lecturers� perceptions, the curriculum and graduates� perceptions. Employers generally agree that graduates display most of the personal and interpersonal skills, albeit at a low level, in the workplace. There are curriculum implications arising from the results of this research for accounting academics who design and develop accounting programs where the value of graduates� personal and interpersonal skills are acknowledged. As a first step, academics need to improve accounting curricula by explicitly integrating personal and interpersonal skills in their subjects. Communicating to students the explicit nature of personal and interpersonal skills development and making them aware is the next step.

This study examined academic administrators from Arizona community colleges to determine whether those with different personal (age, sex, administrative experience, office automation experience) and demographic (job title, geographic location) characteristics differed in their office automation attitudes and their perceptions of knowledge and skills. Three subsidiary interests of the study were to examine whether administrators with different (1) perceptions of the importance of--and comfort with--automation skills and knowledge differ in their automation attitudes, knowledge, skill, and geographic location, (2) different demographic variables differ in their amount of--and skill with--automation equipment and software, and (3) different attitudes, knowledge, and skill characteristics differ in their use of automation equipment and software. The literature review discussed the evolution and impact of office automation, office automation in educational settings, and the nature of skills and knowledge in office automation. Research questions focused on the differences in office automation attitudes and perceptions of office automation knowledge and skill of administrators with different (1) personal and demographic characteristics, (2) perceptions of the importance (professionally and to their office) of--and comfort with--office automation, and (3) amounts of, skill with, and use of office automation equipment and software. Results suggest that academic administrators generally (1) have positive office automation attitudes, (2) view office automation as professionally important and important to their offices, (3) show deficiencies in their office automation knowledge and skill. In addition, younger administrators (25-46 years), with the job titles of Dean/Associate Dean, who have experience with office automation (9-15 years) and are employed by urban community colleges are more likely to implement office automation in their offices than older administrators (over 46 years), with the titles of Division Chair or Vice President, who have worked with office automation less than 9 years or more than 16 years, and who are employed by rural community colleges. Recommendations are suggested for continued study in evaluation and assessment of academic administrators' office automation attitudes, knowledge, and skill.

AbstractCyber security research is quintessential to secure computerized systems against cyber threats. Likewise, cyber security training and exercises are instrumental in ensuring that the professionals protecting the systems have the right set of skills to do the job. Cyber ranges provide platforms for testing, experimentation and training, but developing and executing experiments and training sessions are labour intensive and require highly skilled personnel. Several cyber range operators are developing automated tools to speed up the creation of emulated environments and scenarios as well as to increase the number and quality of the executed events. In this paper we investigate automated tools used in cyber ranges and research initiatives designated to augment cyber ranges automation. We also investigate the automation features in CRATE (Cyber Range And Training Environment) operated by the Swedish Defence Research Agency (FOI).

AbstractSeveral words repeatedly crop up when you ask a seafarer working in the international cargo fleet to describe a life at sea: ‘boring’, is one; ‘lonely’ is another; and the word ‘sacrifice’ is used very frequently as well. Most contemporary seafarers are recruited from developing economies where well-paid opportunities for work ashore are scarce and, if they can be found at all, are only available to highly skilled or qualified personnel. As a result, the money that can be earned at sea by both officers and ratings is often unparalleled and this encourages people to seek work as a seafarer when they are young. It also keeps many of them coming back to sea as they get older (as described so vividly by Baum-Talmor in Chap. 10.1007/978-3-030-49825-2_5) despite having come to grips with some of the rather unglamorous aspects of the job.

Recent changes in the regulation of foster care illustrate the formation and operation of a carefare regime: the transformation of state policies and services and the integration of foster parents into the “deserving” female working and caring underclass. Relying on two years of participant observations and interviews with foster parents, experts, guardians, social workers and foster parent agency personnel, I describe the highly skilled care work most foster parents provide in demanding circumstances for a practically endless number of work hours. I explain how their status has been transformed from being volunteers to being contracted employees who work in increasingly precarious circumstances for extremely low wages. I argue that sentimentalization of care work is used by policy makers to discipline foster mothers into accepting the new terms of their relationship and by foster parents too to rationalize their compliance.

AbstractHigher education institutions have in the digital transformation an opportunity to facilitate access to education for individuals of different social backgrounds. At the same time, it will provide them with the necessary tools and skills to face current global problems (poverty, health quality, income disparities, environmental crises, among others) from a transdisciplinary perspective. Progress in the digitalization of higher education has been significantly accelerated by the onset of a pandemics in early 2020 (in European conditions). Such a rapid and massive transition to distance (online) education with comprehensive support for digital technologies is unparalleled. The survey conducted reflects the consequences of this change. Results shows that digital transformation improves some of the most demanded skills in the new knowledge society (searching and processing information, digital communication and socialization or working with text). Likewise, it has an important role in reducing costs related to education, but also in degradation of abilities in personal communication.

AbstractThis chapter is a description of collaborative action research on teacher competence in the context of inclusive education and universal design for learning (UDL). Our goal was to analyse what kinds of professional competencies teachers need when they are implementing UDL in heterogeneous classes. The action research was carried out as a case study together with two co-teachers and a class teacher, who implemented UDL in their heterogeneous classes. As a theoretical framework for teacher competence, we used the multidimensional adapted process (MAP) model of teaching, developed by Finnish researchers and teacher educators. We identified several teacher skills that are needed when the UDL approach is applied. According to our results, the most overarching necessary competence was the teachers’ cognitive skills. Applying UDL required the ability to flexibly transform one’s own teaching and learning situations. Furthermore, the teachers’ social skills appeared as an important attribute as their pupils were highly heterogeneous with diverse needs, and the teachers needed to collaborate with many other professionals and parents. Also, each teacher’s personal orientation, such as values, beliefs and ethics, played a crucial role in UDL while the teachers shared a common set of values, striving towards inclusive education.

It is urgent to train a group of highly skilled compound talents who can adapt to the development of artificial intelligence and intelligent manufacturing and can engage in the field of intelligent control technology. In this background, this paper takes Binzhou Polytechnic as an example, which is a high level vocational college with Chinese characteristics. We investigate the current situation and development prospect of artificial intelligence and intelligent manufacturing and analyze the problems and development opportunities of mechatronics technology specialty under the background of artificial intelligence development. This paper describes a program that groups gas turbines from one or more sites for the purpose of efficient monitoring and performance evaluation. Cost-improved gas turbine and power plant operation is achieved by a new, unified-yet-flexible service approach which combines state-of-the-art microprocessor-based monitoring with routine and emergency evaluation by a core of highly skilled personnel many miles from the operating site. This unique approach delivers expertise which supplements the gas turbine owner’s in-house resources. It is based on a modular concept of condition health monitoring and performance evaluation, including scheduled as well as on-line services. Portable condition health monitoring equipment provides the capability for scheduled plant performance evaluation by service engineers without investment in additional equipment. On-line monitoring includes a PC-based software system and a computer link to the service engineer’s headquarters. Both scheduled and on-line monitoring services include trend evaluation, projected maintenance requirements, maintenance planning assistance and suggestions for performance enhancement.

Southern Natural Gas Company (Southern), an El Paso Company, used BioMonitors to ensure full environmental compliance with the regulatory conditions associated with the construction of the Cypress Pipeline Project. The 167-mile Cypress Pipeline originates near Savannah, Georgia, and terminates west of Jacksonville, Florida. In preparation for construction of this project, Southern engaged in extensive consultation and negotiation with numerous federal, state, and local regulatory agencies. It became apparent during the consultation process that Southern would need a highly skilled biologist on-site during construction to fulfill the onerous conditions required by these agencies. Furthermore, specific state water quality permit conditions contained frequent sampling and reporting requirements that required specially-certified personnel. For these reasons, Southern used two BioMonitors (qualified on-site biologists with construction expertise) during construction who were dedicated to uphold the specialized environmental compliance program for the project. Herein, we illustrate this creative method for successfully negotiating contentious environmental issues and fully complying with the specialized environmental compliance conditions that frequently stem from sensitive agency consultation and intricate permit stipulations.

Human resource is the most important asset that organizations require in the 21st century and employees who constitute the human resource must be satisfied to drive organization performance and success on a sustainable basis. Talent management refers to the process of integrating new worker, developing, and retaining the current workers and attracting highly skilled personnel to work for your company. This study examined the effect of talent management on employee performance. The study examines the impact of talent management process such as talent attraction, retention, and development on employee performance. The study adopted a survey research design. The study population comprises of staffs of Vista Bank (Former First International Bank) Plc within Kanifing Municipal Council (KMC) Metropolis in The Gambia. Primary data was collected through a structured questionnaire. Out of 30 copies administered to the respondents, 27 copies were completed and returned. Data were analyzed and hypotheses were tested at 5% level of significance. Findings revealed that talent attraction significantly influences employee performance. Also, talent retention significant impacts on employee performance. Talent development significantly influences employee performance. Based on the findings of this study, the study concludes that talent management significantly impacts employee performance. The study recommends that talent management programs and strategies must also be enshrined into the organizations philosophy to improve employee satisfaction and performance. Abstract This paper will highlight the advantages of multi-skilling intervention personnel on offshore installations. Crew members are from different service lines including Wireline, Slickline, Coiled Tubing and Gas Lift (completions). It will discuss how a multi-skilled crew is formed, specific scenarios on how they are utilized and how to develop and maintain the competencies of these personnel. Through Multi-skilling personnel there is a potential to reduce crew sizes up to 50% for some standard intervention operations. Multi-skilling personnel during the 2020/2021 global pandemic has become critical as personnel movements across regions have become limited or nonexistent in some cases. Reducing personnel on board has several benefits including lower personnel and logistics costs, lower carbon footprint of transportation of personnel, higher utilization of personnel, and motivating and retaining high skilled personnel as they learn new skills. It also allows for local personnel to be used for multiple operations permitting lower cost interventions to continue during a major global crisis.

This paper presents a novel approach for the configuration and runtime usage of user interfaces or Human Machine Interface (HMI) systems based on research being conducted at the Distributed Systems Group, Loughborough University. This research is investigating the replacement of conventional PLC/PC systems with a Component Based control approach suitable for the automotive engine manufacturing industry. HMI (operator interface) systems for production machines must effectively fully support an increasingly complex machine lifecycle involving engineering input from many globally distributed engineering partners. Current HMI Systems are standalone offering poor connectivity and requiring highly specialist skilled personnel to develop and maintain the systems. The goal of Component Based (C-B) systems is to compose machines from modular units with embedded intelligence. The “intelligence” has different functional domains, e.g. sequencing and interlocking logic, 3D virtual modeling, visualization, diagnostics, service and operating interfaces, etc. The underlying framework of the C-B paradigm is a common model system repository where all components are stored. This facilitates visibility of the system common model to all the globally distributed engineering partners involved in a given project. Within the C-B framework, HMI systems are composed from instances of reusable software templates that are targeted at specific user types. User targeted operator interfaces offer a common look and feel that improves usability. The machine’s configuration is achieved by populating a series of HMI templates to produce a complete machine HMI system. A thin-client architecture is used based on server/ client internet technologies that allow the machine HMI to be executed on any internet enabled computer using a standard web browser. It is possible to drive both the real machine and a simulated 3D virtual machine model via the HMI, enabling engineers to be trained on the operation of the HMI prior to the real machine being completed.

The availability of technologies for supporting personal, productivity, communications, and business tasks is ubiquitous and expected. Educational systems have a significant responsibility to ensure future generations are skilled to assume job duties involving the pervasive use of digital assets. Schools and higher education institutions, being at the epicenter of preparing the workforce for the adoption of technologies for learning and productivity, are increasingly making significant investments to develop digital skills among students. Given the increased adoption of technologies for instruction in U.S. classrooms, the digital divide as a concept may be shifting from lack of access, to a deeper context referred to understanding how to purposefully utilize technology to develop literacy, support academic growth, conduct research, and enhance productivity. There is evidence of significant skill gaps between students coming from high versus low socio-economic households, therefore, it is imperative to prioritize investments in technologies for learning and robust digital pedagogy practices in schools serving low socio-economic status students. This paper provides an updated definition of the digital divide and the importance of providing effective technology-based pedagogy to students from poverty to prevent skill gaps from becoming a competitive disadvantage as they strive to be successful in college and careers.

The paper considers psychological adaptation in the conditions of military service. The author argues that adaptation to a new social role, a new professional environment, and military relations requires a person to mobilize all his adaptive resources and developed self-regulation skills. As the main indicators of readiness for psychological adaptation, the adaptation experience of a serviceman in the pre-conscription period and psychological resistance to adaptation processes are considered. An indicator of psychological adaptation in the narrow sense of the word is the quality of the military personnel’s development of a military accounting specialty. As a result of psychological diagnostics and analysis of adaptive indicators of the subjects, all participants of the study were divided into three groups. The first group of military personnel needs additional time to fully master the military accounting specialty, because they have problems with psychological readiness to learn new types of activities, and they perceive the service situation as stressful and impossible for them. The second group includes military personnel who have shown a high level of development of military accounting specialty, but have insufficient psychological ability to adapt and have not had extensive experience of social adaptation in civilian life. The third group includes military personnel who demonstrate a high level of development of military accounting specialty in the initial period of military service. Recommendations on adaptation have been developed for each group, which are presented as a threelevel model of psychological adaptation of military personnel to the conditions of military service. The model is a complex of organizational, psychological, educational and professional activities aimed at the development of personal qualities of military personnel that contribute to improving the level of adaptive development. The implementation of the proposed model allows you to build working relationships in the military team; to form a belief in the need to improve the quality of knowledge for successful military professional activities; to successfully perform their professional military duties; to implement personal adaptation resources.

Nurse educators have acknowledged that eportfolios provide a means through which nurses can record and provide evidence of skills, achievements, experience, professional development and, on-going learning, not only for themselves, but for the information and scrutiny of registration boards, employers, managers and peers. Recognising that practices to support these activities that foster 21st century learning should ideally start during their student years, the authors explored eportfolios as a valuable learning device for on-going personal and professional development for fostering students’lifelong learning and enhancing continuous personal and professional development. This paper describes the critical success factors for successful implementation of the Google Sites Practice eportfolio embedded in the three-year BSc(Hons) Nursing Programme in Malta. Evidence-based practice of successful eportfolio implementors was examined and their methods adapted to ensure the initiative had a sound foundation and fit for purpose.The authors argue that to be successful, eportfolio implementation must primarily be strategic, holistic, supported and have senior management buy-in and secondarily, have a robust tool, good pedagogy, and skilled and enthusiastic staff. Large diameter long distance gas pipelines are high value assets which have to be kept operating. When damage occurs, or the pipeline fails, a rapid repair is critical to allow full operation to re-start. Suitable equipment and skilled personnel are required to ensure a repair can be completed for the range of damage that can occur. Many locations around the world can be remote or hostile creating an absence of both available skills (such as welders) and equipment for emergency repairs. Consequently, some operators need comprehensive repair systems and skills that can be mobilised quickly and easily. This paper presents an overview of the options for the emergency repair of different types of pipeline damage, and provides a strategy, and a case study of the process used to define the equipment and support contracts needed by the operator of a gas pipeline in a remote area to ensure that they could complete a repair to any credible damage or failure within just 7 days.

Integration of ICT significantly increases the possibilities of the educational process and extends the boundaries of the educational sphere as a whole. Publicly available resources, such as e-mail, blogs, forums, online applications, video hosting sites, can serve as the basis for building open learning and education. Informational educational technologies of learning foreign languages are in the focus of this study. The article represents the results of theoretical analysis of content on the subject of its personal- and didactic-definite orientation, as well as some aspects of the practical use of commonly used YouTube video materials in the process of teaching German as the first or second foreign language in higher education, namely at the pedagogical university. Taking into account the practical experience of using the materials of several relevant thematic YouTube channels with a fairly wide constant audience, a concise didactic analysis of their product is presented and recommendations on converting video content into methodological material in the framework of practical course of German language by future teachers are offered. Due to the suggested recommendations, the following tasks can be solved: enrichment of the vocabulary; semantization of phraseological units, constant figures of speech, cliché; development of pronunciation skills; expansion of linguistic competence; improving listening and speaking skills; increasing motivation to learn, etc.

An analysis of the experience of professional training bachelors of electromechanics in Ukraine and abroad made it possible to determine that one of the leading trends in its modernization is the synergistic integration of various engineering branches (mechanical, electrical, electronic engineering and automation) in mechatronics for the purpose of design, manufacture, operation and maintenance electromechanical equipment. Teaching mechatronics provides for the meaningful integration of various disciplines of professional and practical training bachelors of electromechanics based on the concept of modeling and technological integration of various organizational forms and teaching methods based on the concept of mobility. Within this approach, the leading learning tools of bachelors of electromechanics are mobile Internet devices (MID) – a multimedia mobile devices that provide wireless access to information and communication Internet services for collecting, organizing, storing, processing, transmitting, presenting all kinds of messages and data. The authors reveals the main possibilities of using MID in learning to ensure equal access to education, personalized learning, instant feedback and evaluating learning outcomes, mobile learning, productive use of time spent in classrooms, creating mobile learning communities, support situated learning, development of continuous seamless learning, ensuring the gap between formal and informal learning, minimize educational disruption in conflict and disaster areas, assist learners with disabilities, improve the quality of the communication and the management of institution, and maximize the cost-efficiency. Bachelor of electromechanics competency in modeling of technical objects is a personal and vocational ability, which includes a system of knowledge, skills, experience in learning and research activities on modeling mechatronic systems and a positive value attitude towards it; bachelor of electromechanics should be ready and able to use methods and software/hardware modeling tools for processes analyzes, systems synthesis, evaluating their reliability and effectiveness for solving practical problems in professional field. The competency structure of the bachelor of electromechanics in the modeling of technical objects is reflected in three groups of competencies: general scientific, general professional and specialized professional. The implementation of the technique of using MID in learning bachelors of electromechanics in modeling of technical objects is the appropriate methodic of using, the component of which is partial methods for using MID in the formation of the general scientific component of the bachelor of electromechanics competency in modeling of technical objects, are disclosed by example academic disciplines “Higher mathematics”, “Computers and programming”, “Engineering mechanics”, “Electrical machines”. The leading tools of formation of the general scientific component of bachelor in electromechanics competency in modeling of technical objects are augmented reality mobile tools (to visualize the objects’ structure and modeling results), mobile computer mathematical systems (universal tools used at all stages of modeling learning), cloud based spreadsheets (as modeling tools) and text editors (to make the program description of model), mobile computer-aided design systems (to create and view the physical properties of models of technical objects) and mobile communication tools (to organize a joint activity in modeling).
