The head of the higher education institution does not only play the role of administrator, manager, and supervisor of the programs established by the institution. The role of the head of the higher education institution to be a leader of the higher education institution must be able to grow the effectiveness of the planned program, be innovative in making decisions, as well as efficient in terms of time management, especially in terms of empowering educators. All of this must be internalized within the leadership of higher education institutions in building Good University Governance. This study uses qualitative research methods based on literature studies. The role of leadership in empowering educators to build Good University Governance will not be separated from its success in applying discipline, communication, participation, and building a professional work culture. Leaders of higher education institutions not only play roles as administrators, leaders, managers, or supervisors, but are holistically demanded to play an active role in internalizing strong responsibilities, as leadership capital capable of empowering teaching staff, effectively and measurably.

This article aimed to identify the inhibiting factors and the internationalisation strategy of higher education in Indonesia. The study deployed a qualitative based on the case study at Muhammadiyah Higher Education Institutions. Data collected through in-depth interviews with key respondents include the leader of Higher Education, Research and Development Council of Muhammadiyah, university chancellors, and International Affairs Office head. Findings illustrate the factors hindering the internationalisation which are generally not much different from those described by previous research but here found one factor which has not been explained before, the geographical location of the university, which mostly located in small urban areas that depicted a condition in which cooperation with external parties, foreign institutions, is challenging. The finding also suggests that the internationalisation strategies formed in a very structured manner, involving internal and external university parties. Therefore, this is significant as it explores inhibiting factors and internationalisation strategy of higher education in Indonesia, where it still prioritises religious and cultural values in their educational systems. Practically, this result expected to be a useful reference for university leaders in formulating internationalisation strategies so that the quality of graduates produced can be further improved.

The purpose of the paper is to search for arguments to confirm the working hypothesis about the importance of implementing a systemic approach to using the effective means of ensuring economic security of higher education institutions in terms of their further involvement in market relations. It is necessary to adapt the universal concept of a systemic approach to the peculiarities of the participants’ relations in the educational process. Methodology. To solve the problems arising from the purpose of the study, methods of generalization and systematization of primary information obtained during the observation of the practice of domestic higher education centers, as well as data from state statistics have been used. Results. Modern centers of educational services are going through a period of profound transformation. Along with the strengthening of business requirements for the quality of intellectual capital they produce, the competitive confrontation with Ukrainian and, more recently, foreign providers of educational services has significantly intensified. Moreover, the relevant state policy has changed dramatically, accordingly, it is becoming increasingly difficult to rely on budget funding, and the economic security is becoming a daily affair of the whole academic management. Taking care of the future well-being is becoming a matter for everyone: from the rector to the head of the department, even professors and senior lecturers. The scientific work has examples of how this problem is solved in relations with key stakeholders: applicants, educational institutions operating in common market segments, representatives of the business community, state executive authorities. The subject of special attention is the internal system structure, the important characteristics of which are considered to be flexibility, balance, and economy. For this reason, it is proposed to distinguish key activities of the educational institution: operating, research and development of the institution and administration. The vectors for development are determined: digitalization, personalization of education, project approach to the formation of educational content, a combination of its formal and informal forms.

This guide is geared towards university administrators, faculty, and staff who want to join forces with other institutions and make their universities preeminent institutions of the 21st century and beyond. The guide is broken into three sections with the first section being my favorite. The first section highlights King Abdulaziz University (KAU) who is the pioneer institution that created the blueprint for global collaborations. Personally, I have never heard of this university before opening the book. However, King Abdulaziz University collaborated with other academic and research institutions which catapulted them into their success in global ranks. The first section also highlights how institutions could create a climate that will assist in creating global partnerships.

The article deals with the level of readiness of the manager of the Free Economic Zone to delegate his powers and summarizes the experience of such activities. During the study of the activities of vice-rectors, heads of departments, deans of faculties, directors of institutes, educational and research centers of higher education, it was found that the head (manager), as a subject of management, must be able to analyze the situation, predict strategy, plan tactics to achieve defined goals and organize operational management for their implementation. But most of the respondents approach the solution of this problem at the level of everyday consciousness, do not always understand that management is first of all the ability to organize teamwork. The effectiveness of managerial work in a higher education institution largely depends on the personal characteristics of the head, but a mandatory component of its productivity are competencies that can not be formed without special knowledge. The procedure for election and appointment does not provide for the availability of such knowledge. The manager of an educational institution can hardly influence the level of predictability of tasks that have an external nature, while the professional organization and streamlining of the structure of internal activities provides significant advantages. One of the ways to optimize the structure of the internal activities of the manager and increase its efficiency is the willingness and ability to delegate their powers. This, as part of a well-planned work, gives the manager the greatest reserve of time. Analysis of the practice of successful managers and scientific literature on this issue, allowed to formulate and test recommendations to managers for successful delegation of authority, which involves the use of certain principles of delegation, a clear understanding of the types and scope of work, work that can be delegated; understanding the procedure and procedure for setting goals and setting goals; taking into account the professional capabilities of staff. It is proved that an important condition for effective delegation is the master's mastery of the logic of formulation and the procedure of setting reasonable goals, which should provide a busy rhythm for each employee, taking into account the goals and personal and professional capabilities.

The day-to-day activities of a higher education institution usually involve the implementation of its institutional mandate. The achievement of the organizational objective in the direction of its Roadmap is also a common priority. It is misleading that the administration lies only on the shoulder of the President of the State College as the chief manager and head of the institution. The administration also takes place in the institution, however, as soon as the staff enters the institution. Institutional administration by the President of the State College is also based on guiding principles and philosophical administrative thought. This philosophy will be explored in this paper and will be interpreted through a well-managed higher education institution. This paper will provide an explanation of the philosophical administrative thought of the President of Bulacan Agricultural State College in the field of institutional administration. This paper will also generate a philosophic/theoretical model that will describe the current philosophy as the president, being in the top management of the organization, practicing leadership and management at the state college.

The study examined the level of satisfaction of the administrators, teaching and non-teaching personnel of services rendered by the Administrative Services through Survey in Private Higher Education Institution in Malolos City, Bulacan. An ongoing effort to improve the efficiency and effectiveness of programs and services in the Private Higher Education Institution in Malolos City, Bulacan and specifically to identify needed adjustments to better “facilitate education” through Administrative Services (AS), the Head, University Buildings and Campus Ground Maintenance Unit develop and administer a comprehensive Satisfaction Survey. The purpose of the study is to examine the area of strengths and weaknesses that were identified through the survey questionnaire used by 50 respondents representing the 20% of the Private Higher Education Institution in Malolos City personnel. This study makes use of the descriptive survey method to obtain date and information needed in determining the Administrative Services Satisfaction Survey. All Administrators, faculty, and non-teaching staff in the Private Higher Education Institution in Malolos City were invited by questionnaire and completed the survey. The purpose of this brief is to examine the responses from the fifty valid surveys received. The summary of the study provides recommendations for further research and to produce corrective actions on the area that need improvement.

This study was focused on the Teachers Education Programs in Afghanistan and Pakistan and Prospects of Collaboration between the Two Countries. It examined the impact of teachers education programs on the efficiency of teachers in Afghanistan and Pakistan. The Heads, Teachers and students were taken as study sample through convenient sampling techniques. The study sample was including 600 trainee students i.e. 300 male and 300 female students, 60 teachers- 30 male and 30 female and 12 heads of institutions. From each institution 50 students, 5 teachers and one head were selected for data collection. The majority of the study population were not satisfied with the training, program, educational policy and plan in both countries. The study further provided, that Afghanistan is lacking Teachers Education Programs like B.Ed., M.Ed. and Higher Degrees Programs. So, to improve the Teaching standard and Teachers Education Program, these programs should be also started in Afghanistan.

Guidance and counseling programs are effective in assisting young students in various aspects like academic achievement, study habits and choosing appropriate careers. A study was conducted in a public university in Ethiopia among 605 regular undergraduate students. Its objective was to investigate the students’ awareness and use of Psychological Counseling Service at Higher Education Institutions. The study results show that demographic variables were strongly accounted for the variances in awareness of psychological counseling and use of the service. Majority of the male students (67.8%) had not heard about the presence of psychological counseling service while 24.3% of female students did not know about such a service. More than 60% of the study participants gave top priority for psychological counseling service in higher education institutions. Students’ year of study and place of residence were significantly associated with the students rating of crisis intervention and emergency services, χ2 (9)=23.40, p<.01. The importance given to psychological counseling services also varied based on the place of origin and academic year of the students. Students believed psychological counseling service contributed to their academic success. Implications are discussed.

The dissertation is devoted to the systematic and detailed analysis of the legal essence, content and features of the status of the head of a higher education institution as a subject of labor law, as well as actual problems of practical nature and the search for solutions to them. In the scientific work the legal characterization of the activity of the head of a higher education institution as a form of realization of labor rights for the fulfillment of official duties, as well as a specific kind of labor activity was carried out. Defined the notion and essential features of the labor-legal status of the head of a higher education institution, in particular, the nature of the legal relationships that the composition is established between the head of a higher education institution (as an employee) and the founder of a higher education institution (as an employer). Features of the emergence and termination of labor relations with the head of the higher education institution are highlighted, and the gaps and conflicts in the normative and legal regulation of labor relations with the head of higher education institution are identified. Specific suggestions and recommendations for improving the legal regulation of the status of the head of a higher education institution as a subject of labor law have been formed.

The silo effect in higher education institutions refers to the rigid reporting structures and decentralisation, which have become barriers to providing staff and students with essential information and services. Changing the processes and procedures that support the delivery of student services in higher education would result in improving the experience for everyone, for example, reducing the time spent transferring their calls or making them visit several campus buildings to resolve a query. Connecting cross-functional teams to define problems and design solutions, has proved challenging because of the time-restricted academic calendar and its cycles of demanding administrative processing. This thesis joins a minimal but vibrant conversation on the use of Service Design tools and techniques, to improve the student and staff experience at a higher education institution in Cork, Ireland. Service Design can help to conquer the political and cultural divides in higher education institutions and reshape a traditional organisation, into an innovative, proactive, efficient and user-centred one. This research began in March 2013, using a practice-based action research approach to deliver organisational change. Seven action research cycles, implemented over four years, assessed how a Design Thinking methodology could be used to analyse and improve services at each stage of the Student Lifecycle and embed this approach as a long-term sustainable change enabler. Each cycle of action improved some practice, implemented prototypes and adopted new ideas. The combination of knowledge generated from all cycle’s, presents important questions and delivers valuable lessons, on how to introduce Design Thinking into a higher education institution. Although Service Design can help organisations to design and implement new kinds of value across many sectors, the transition to using its tools and approaches can be difficult. Removing the initial barriers by reducing unfamiliar terminology and using an appropriate toolset, allows Service Design to be placed in the context of the organisation. Involvement of staff at all levels, from management to front-line, ensures that the service is understood in its entirety, and the support is there to xv implement true change, in a collaborative way. In the short term, quick-wins provide incentives to continue on the change journey, while long term evaluation provides feedback on improvements, highlighting those service elements that still require change.

How does the services marketing mix, push-pull factors, and brand reputation influence international student’s choice of a Swedish university?  This study aims to examine the relationship between international student’s choice of a Swedish university and the factors such as services marketing mix, push-pull factors, and brand reputation. The purpose of this paper is to understand how these factors influence international student choices in selecting a Swedish higher education institution. The primary data collected for this study was gathered through qualitative virtual interviews with open-ended questions through quota and snowball sampling. This paper found that the three theories are very interconnected regarding the relation between services marketing mix with push-pull aspects, factors such as price, who influence students' decision, and the physical location mentioned in both theories. In regards to the relation between brand reputation and push-pull aspects, the reputation factor was mentioned in both as not being the main contributing impact on students' final choice.

Neste estudo foi adoptada a definição proposta por Choy, et al. (2003) e Shaw (1999) onde o Customer Relationship Management é definido como o processo pelo qual uma empresa envereda por uma estratégia de procura de maximização da informação sobre os seus clientes num esforço para aumentar a sua lealdade e pronlogar a relação comercial. A Web 2.0 é o termo geralmente usado para descrever a chamada segunda geração da World Wide Web e está intimamente relacionado com o fenómeno da interacção e partilha de informação online (Barsky & Purdon, 2006). Com a evolução das tecnologias e da Web 2.0 começaram a haver mudanças no comportamento dos consumidores e na sua adopção a estas novas tecnologias tais como redes sociais, foruns, wikis, blogs, entre outros, tendo a Internet como base. Isto é importante, pois permite ás empresas juntar os seus dados sociais, ás informações já existentes nos seus sistemas de CRM, a isto chama-se CRM Social. Define-se como uma filosofia e uma estratégia de negócio, suportada por uma plataforma tecnológica, regras de negócio e caracteristicas sociais, desenhada de forma a empreender conversas colaborativas com os seus clientes (Greenberg, 2010). Neste estudo discute-se a adopção de uma instituição de ensino superior ao CRM Social. Para desenvolver este estudo foi efectuado um método de case study para perceber quais os grandes objectivos inerentes à sua adopção, e se estão de acordo com o estudado por (Greenberg, 2010).
In this study, we adopted the definition proposed by Choy, et al (2003) and Shaw (1999) where Customer Relationship Management is defined has the process which a company decides to invest in a strategy to maximize the information search about their customers in order to increase customer loyalty and to prolong their commercial relationship. Web 2.0 is the term generally used to describe the second generation from the World Wide Web and it is related to the phenomenon of interacting and sharing information online (Barsky & Purdon, 2006). With the evolution of technologies and the Web 2.0, there were changes in customer behavior and people?s adoption to these new technologies, such as social networks, forums, wikis, blogs and others having the internet as its base. This is important for companies to understand in order to add their social information to their CRM information, this is called Social CRM. It is defined as a philosophy and a business strategy, supported by technology platform, business rules, processes and social characteristics, designed to engage customers in collaborative conversations (Greenberg, 2010). This study discusses the adoption of a higher education institution to Social CRM. To develop this study, a case study method was adopted to investigate what were the main objectives behind this adoption and if they are aligned with the definitions studied by (Greenberg, 2010).

Females in academia remain concentrated in lower level positions, with limited and often no decision-making power. However, this is not only a South African phenomenon but it is also evident in the position of female academics in the United Kingdom, the United States and New Zealand. Within the South African context, higher education institutions are in a process of transformation and change in order to integrate with social transformation and change. Therefore, the Department of Education mandated certain higher education institutions to transform and merge, with implications for their human resource management. Universities are regarded as complex organisations and this complicates the management and leadership of such institutions. Moreover, South Africa has passed legislation (e.g. the Higher Education Act) that impacts its human resource management and the manner in which higher education institutions are transformed and managed. Higher education institutions employ the principles of corporate management and therefore the distinction between management and leadership is highlighted. Communication is discussed as a tool thereof and the differences of males and females in this regard are emphasised. The status of female academics in South Africa is discussed and the perceptions of female academics with regard to the dimensions used in the empirical inquiry are highlighted. The empirical inquiry gauged how females occupying academic positions at a South African distance education university perceived the management process of institutional transformation. The perceptions of female academics with regard to five dimensions: management and leadership; communication; diversity and employment equity; and transformation and change were gauged and compared to the perceptions of male academics and that of female professional/administrative personnel. It was found that female and male academics were relatively positive with only one significant difference: their perceptions of communication at the institution. There were also significant differences in the perceptions of white and of black female academics. Furthermore, when female academics were compared to female professional/administrative personnel, there were significant differences: female academics held generally more positive perceptions than those of female professional/administrative personnel. In addition, there was evidence of an ageing workforce.

AbstractThis chapter provides a narrative of the key policies, initiatives and actions that have transformed both the landscape of gender equality in Higher Education in Ireland, and the role of gender equality in research policy and public engagement in STEM over the last decade. It aims to provide leaders committed to gender equality with examples of good practice within the EU-Irish context. The first part of the chapter focuses on the EU gender equality strategies for Higher Education. It explains the review of gender equality undertaken by the Irish Higher Education Authority (HEA), the significant findings, and the National Gender Action Plan designed to address the issues identified. It contains examples of high-level initiatives implemented to deliver on key actions. These include centres of excellence for Gender Equality, and affirmative actions taken to address imbalance at senior levels in the Irish Higher Education system. It also provides an account of Irish participation in the UK Advance Higher Education (Advance HE) gender supports including the women’s leadership programme ‘Aurora’, and the ‘Athena SWAN’ charter that provides an accreditation framework for auditing, supporting and transforming gender equality in Higher Education Institutions. For context, some examples of implementing these in an Irish Institution are provided. The chapter then reviews the gender equality strategies and policies of the main research funding organisations in Ireland, namely Science Foundation Ireland (SFI), and the Irish Research Council (IRC). It indicates how gender equality manifests in achieving gender balance in the Irish research community; and in funding applications and consequently in research design to embed the gender element. It also provides an overview of recent national studies carried out to analyse the Irish public’s perceptions and awareness of STEM in society, and factors leading to career and study choices by young Irish people. It signposts to the recent actions to address gender equality provided under SFI’s remit for public engagement in STEM.

Quantitative measures show that the higher education system in South Africa remains inefficient and this reality poses significant challenges to all universities. The Faculty of Humanities at the Tshwane University of Technology has added a Student Support Programme to the existing institutional student support structures. In this article, the author reflects on the experiences of student supporters who were appointe in 2014 and 2015 for the enhancement of students' living and learnining to improve success in the Faculty of Huanities. The findings indicated that this programme has indeed improved the academic performance and personal circumstances of hundreds of students. The under-preparedness of students entering South African higher education institutions was highlighted as a major obstacle in academic performances. The majority of students who are supported by this programme experience intense personal and social challenges that are by and large brought about by and as the result of severe financial needs. The student supprters were adamant in their departing statement that much more had to be done over and beyond the general and existing approach and support structures at the Tshwane University of Technology to support these students.Keywords: Student support; Student living; Student learning; Social challenges

This paper illustrates the use of design of experiments in an active learning environment in a new Master course in Quality and Environmental Engineering at a higher education institution in Portugal. The study took place in the unit of Advanced Techniques for Quality. The aim of this work is to explain how in an active learning environment the students worked on projects designed to use fractional factorial designs in order to improve a system including the impact that the approach had on students. Twelve master students took part of the classroom projects. Three groups of students worked on projects, created and developed by them contributing to increase their commitment and enthusiasm. In a classroom session the students made a presentation and the results were discussed. Each group also produced a video with the planning and execution of the fractional factorial designs which was helpful to start the debate. The active learning approach required that the students developed their own projects and decide when and how to do the experiments. Taking the responsibility of their activities was very enriching forcing the students to think about the things they did and questioning some of their own decisions.

The aim of the study (poster) is primarily to present assumptions, current results and possible directions for further research and practices related to project implementation titled “Career guidance open to ecological awareness development of a society” [in Polish: Poradnictwo zawodowe otwarte na kształtowanie świadomości ekologicznej społeczeństwa] (FSS/2014/HEI/W/0032), financed with the Norwegian funds and domestic funds under the Polish Higher Education Development Programme [Program Rozwój Polskich Uczelni], Scholarship and Training Fund [Fundusz Stypendialny i Szkoleniowy], realized (1/1/2015 – 5/31/2016) at the Department of Pedagogical Sciences of the Cardinal Stefan Wyszyński University (UKSW). The analysis both literature and the currently undertaken research activities, among others, leads to the conclusions that there are at least three important tasks which modern higher education has to face. 1. The promotion of solutions, including educational ones, which aim at limiting the possible risks to human life (deterioration of its quality) resulting from the type of profession and work organization; 2. Active participation of vocational guidance consultants (present and future) in building sustainable and environmentally friendly societies. 3. The necessity of cooperation among local entities (including universities) involved in lifelong vocational guidance. In this context and with reference to the concept of ​​“green” universities and the engaged university concept, the following question also becomes important: What is the role of higher education institutions in shaping pro-environmental attitudes and their capabilities in this respect?

In recent years there has been a significant growth in online learning and the delivery of joint programmes of education involving collaborative partnerships between higher education institutions in different jurisdictions. This paper details a case-study of the pilot delivery and assessment of a new online learning programme ‘Certificate in the Management of Work-Related Stress’. This programme was developed as part of an innovative partnership between four European Higher Education Institutions (HEIs) located in Austria, Ireland, Switzerland and the United Kingdom to develop and deliver an accredited online learning programme, as part of a wider EU funded project called DELAROSE, on the management of work-related stress for workers in the health and social care sector across Europe. It describes the nature of the online course, with particular attention given to, the assessment activities undertaken by learners throughout the course, and the collection and analysis of learner feedback as this relates to feasibility and impact of the programme of learning. This case-study highlights the positive benefits to learners of embedding course content and assessment experiences within a real-life workplace context

There is widespread acceptance of the need for professional learning opportunities and support for teachers and for academics transitioning into the higher education workforce. In Australia and globally, social networking sites (SNS) provide teachers with formal and informal networking opportunities. While higher education institutions are responding to an ever-changing digital environment, scholarly work aimed at understanding optimal use of, and interaction with new Web 2.0 capabilities is a pressing area of concern among academics. Limited studies are available on how and why teachers in higher education employ social networking tools to create learning networks, share professional ideas and build creative collegiality. This scoping review article investigates motivations for the adoption of SNS in higher education and the benefits and opportunities presented by social networking tools such as blogs and Twitter in teacher professional learning and practice. Results show that academics are interested in connecting with peers, sharing knowledge and networking in open participatory forums as means of building community and accessing resources. The findings indicate that the affordances of microblogging and SNS are valued by academics and that they appreciate the immediacy, relational aspects and interactions that expand their professional networks.

This paper analyzes recent changes in teacher assessment policies in higher education institutions in Mexico. Procedures for faculty assessment in a typical Mexican state University are analyzed with the purpose of generating insights helpful to construct a fair, pertinent and expedite assessment system. We review guidelines to assess teachers, specifically those with the purpose of keeping or firing the teacher even after tenure is achieved. These new regulations are seen as a key policy to improve quality in higher education. However, implications to faculty moral, organization climate and conflict with existing labor laws have not been fully considered. It is argued that excessive federal and local regulations are, in fact, unable to ponder the complexities of academic life. We conclude that instead of more regulations and complicated normative, focus on qualitative peer assessment should be considered as means of effective faculty assessment.

This paper aims to map the supply of MOOCs in Brazil, starting from the Godwin-Jones’ assumption that "MOOCs are neither open nor massive, but often regular online simply courses that have been re-branded" (Godwin-Jones, 2014). At the same time, it approaches the Brazilian context, through an exploratory and descriptive study, based on a qualitative and inductive research strategy, divided into two main phases: the first step maps the MOOCS offered by Coursera and Veduca portals, and the ones delivered by the higher education institutions (HEIs). In contrast, the second phase compares the evolution of a different category of online courses, other than MOOCS: the accredited online undergraduate courses offered by HEIs, through the longitudinal analysis of data from the Census of Higher Education, between the years 2008 and 2013. It concludes that the courses offered are not regular online simply re-branded ones, as there are different provisions, but they are subject to the Brazilian particular regulatory conditions.

The author of the study analyzes and determines the features of the introduction of new forms of education in the highest historical pedagogical institutions of Ukraine in the early twentieth century. In particular: colloquiums, excursions, rehearsals, the organization of scientific sections of students and societies. Colloquiums were held to discuss the creative work of students. Proseminars prepared students for participation in seminars. Excursions prepared students for scientific work and taught them to collect information about historical monuments. Interviews and rehearsals took an important place in the revitalization of academic activity of students in universities. During the interviews, students learned to express their thoughts freely. Rehearsals were used as a means of monitoring the progress of students. An important component of the preparation of the future teacher of history was the organization of scientific student sections and societies. The main forms of their work were: the discussion of scientific reports, the publication of periodicals, the creation of libraries, museums, etc. The most talented students took part in scientific sections and societies. Thus, higher education institutions created prerequisites for the education of gifted young people. The publication also reveals the specifics of the practical training of students. The practical component included not only pedagogical, but also museum practice. In addition, pedagogical institutions of higher education conducted educational excursions, literary and musical evenings, organized social, sanitary and charitable activities. The author of the publication not only explores the features of various forms of education, but also the possibility of using them in the practice of the modern higher pedagogical institution in Ukraine.

This joint report from the American Educational Research Association (AERA) and the Spencer Foundation explores the impact of the COVID-19 pandemic on early career scholars and doctoral students in education research. The report presents findings and recommendations based on a focus group study held in May and June of 2020. The purpose of the study was to listen to and learn from the experiences of education researchers. The study included separate groups of scholars of color, women of color, and doctoral students of color, given that the COVID-19 crisis was highly racialized and having a disproportionate impact on communities of color. The aim of the report is to provide information that higher education institutions, agencies funding research, professional associations, and other research organizations can use to support the next generation of researchers and help buffer or contain adverse impacts to them. The report offers seven recommendations that could help to foster institutional and organizational responses to COVID-19 that are equitable and enriching. It is part of an ongoing initiative by AERA and Spencer to survey and assess the pressing needs of early career scholars and doctoral students at this pernicious time of a national pandemic.

The article is devoted to the organization of modern learning process, namely the use of innovative technologies – computerized adaptive testing in educational electronic environment of maritime higher education institutions. The example of educational electronic environment is presented in the article on LMS Moodle. The provided new technological and methodological opportunities are a priority in the developed methods of control and testing of knowledge, skills and abilities of students. Comparative characteristic of using computerized adaptive testing in educational electronic environment is given in the article according to different criteria: the role of tests in the learning process; methods of training; equipment; presence of the problems in educational process; level of its control and learning outcomes. The paper also presents examples of activities to form communicative competency of future maritime professionals. Types of adaptive tests are listed in the paper. The research activities were done by second year cadets of ship engineering department of Maritime College of Kherson State Maritime Academy. The experiment was devoted to the formation of communicative competence with the help of electronic environment of maritime higher education institution. The results of experiment proved positive impact of computerized adaptive testing on communicative competence of future ship engineers. Further investigation of adaptive testing can also be done for learning system of maritime education establishments using simulation technologies of virtual, augmented and mixed realities.

After analysis of scientific literature, we defined that concept of “augmented reality” has following synonyms: “advanced reality”, “improved reality”, “enriched reality”, “mixed reality” and “hybrid reality”. Analysis of scientific literature and own practical experience of the use of augmented reality technologies application in educational practices allowed to state next: augmented reality technologies have a great potential for application in education; there are some cases of augmented reality use for school education; positive aspects of augmented reality technologies application in higher education institutions are confirmed by experiments (isolated cases); only few universities in Ukraine apply augmented reality technologies to educate students; only few universities in Ukraine have special subjects or modules in schedule to teach students to develop augmented reality technologies; various scientific events, mass events, competitions are held in Ukraine, and specialized training on the augmentation of augmented reality technologies is carried out, but this is non-systematic and does not have special state orientation and support. Features of introduction of virtual and augmented reality technologies at Sumy State University (Ukraine) are identified: “e-learning ecosystems” was created; in 2019, augmented and virtual reality research laboratory was established. Advantages and disadvantages of project activity in education are described: project activity is one of the most important components of educational process; it promotes creative self-development and self-realization of project implementers and forms various life competencies. It is determined that augmented reality application for implementation of educational projects will help: to increase students’ interest for educational material; formation of new competences; increase of students’ motivation for independent educational and cognitive activity; activation of educational activities; formation of positive motivation for personal and professional growth; conditions creation for development of personal qualities (creativity, teamwork, etc.). Current trends in implementation of educational projects were identified: most of the winner projects were implemented using augmented reality technology; augmented reality technologies were used in projects to teach different disciplines in higher education institutions. Augmented reality technology application for project activity has positive impact on learning outcomes and competitiveness of the national workforce; it will enhance the country’s position in the global economic space.

Анотація:
The paper deals with the urgent problem of application of virtual reality in foreign language training. Statistical data confirms that the number of smartphone users, Internet users, including wireless Internet users, has been increasing for recent years in Ukraine and tends to grow. The coherence of quick mobile Internet access and presence of supplementary equipment enables to get trained or to self-dependently advance due to usage of virtual reality possibilities for education in the stationary classrooms, at home and in motion. Several important features of virtual reality, its advantages for education are discussed. It is noted that virtual reality is remaining a relatively new technology in language learning. Benefits from virtual reality implementation into foreign language learning and teaching are given. The aspects of immersion and gamification in foreign language learning are considered. It is emphasized that virtual reality creates necessary preconditions for motivation increasing. The results of the survey at two higher education institution as to personal experience in using VR applications for learning foreign languages are presented. Most students at both universities have indicated quite a low virtual reality application usage. Six popular virtual reality applications for foreign language learning (Mondly, VRSpeech, VR Learn English, Gold Lotus, AltSpaceVR and VirtualSpeech) are analyzed. It is stated that the most preferred VR application for foreign language learning includes detailed virtual environment for maximal immersion, high- level visual effects similar to video games, simple avatar control, thorough material selection and complete complicity level accordance of every element and aspect, affordability, helpful and unobtrusive following up.

Анотація:
The purpose of the paper is to improve methodology of teaching Mathematics via the use of digital technologies. The task of the paper is to identify the issues that require a theoretical and experimental solution. The objective of the paper is the educational process in the higher education institution, the subject of the paper is modern ICT. The result of the study is the learning tools of pedagogically considered and adequate bending of conventional and modern learning environment implemented into the educational process. The possibilities of using cloud technologies and Dynamic Mathematics system GeoGebra in the educational process through Stereometry specialized training have been revealed. The use of GeoGebra Dynamic Mathematics in Stereometry teaching will favourably influence the formation of students’ STEM competencies. In order to encourage Mathematics and Computer Science teachers to implement effectively the elements of STEM education, it is suggested that cloud-based learning tools such as GeoGebra be used in the teaching process.

Nearly all science and technology research in Brazil is conducted within a national system of graduate education. Since the 1970s, a graduate program assessment has been an integral part of such a system, and it is currently held on a quadrennial basis. The evaluation model is dynamic, evolving from the experiences of evaluators, policymakers, and the scientific community during each four-year cycle. This study analyses policy initiatives from the 2017-2021 evolving effort, focusing on strategies and recommendations to implement multidimensionality and self-evaluation as integral components of Brazilian evaluation. The paper traces how the idea for a multidimensional assessment was introduced in the country and how U-Multirank, an international ranking of higher education institutions (HEI), has come to inspire an evaluation that is not institutional but of graduate programs instead. The study identified some benefits and limitations of the chosen inspiration and analysed how the Brazilian proposal aligned with the U-Multirank principles. Furthermore, the investigation shows there is little concrete difference from the proposed new model to the one Brazil has already in place. Finally, the last section of this study looks into the once pivotal idea to pursue a self-evaluation component, now relegated to a minor role in the model, but that could be raised to a position supporting the design of an actual multidimensional assessment model.

The article is devoted to creating and development of the cloud based educational and scientific environment of higher education institutions, using modern approaches to the ICT infrastructure design, based on the different types of service models, including public, corporate or hybrid clouds. Object of the study: to conduct the theoretical analysis of the research trends of the cloud based higher education institution ICT infrastructure modeling in the context of the tendencies of the ICT development and standardization. Object of the study: the process of formation and development of the educational and research environment in the higher education institution. The purpose of the article: to reveal the current trends of the cloud-based service models of the learning environment design and implementation. The methods of the study: The analysis of scientific and educational literature on pro-research problems; domestic and foreign experience on the emerging ICT implementation in the learning process. Results: The main types of the service models of design and deploy the cloud-based infrastructure of the educational institution are revealed; the advantages and disadvantages of the cloud-based approach are considered; the promising ways of implementation are considered. Conclusions: there are promising ways of the learning environment cloud-based service models design and application, taking into consideration its preferences and disadvantages for the certain case study.

The urgency of application of technologies and means of distance learning in educational process of higher educational institutions is designated. The growing frequency of using cloud services and electronic textbooks in mobile and distance learning is noted. The importance of building educational environment is highlighted, where the key element is e-learning resources in digital form, including structure, subject content and metadata about the course. For higher educational institutions, the need for methodical support for the preparation of educational content on the basis of distance education platforms is determined. The experience of using the free distance education platform Moodle within the framework of the higher educational institution Donbass State Engineering Academy is considered. Methodical aspects of training content preparation on the basis of distance education platforms on the example of MoodleDDMA system are given. The General structure of the distance course and an example of evaluation of test tasks of the distance course (module) on topics are considered. An example of the presentation of the course on the basis of distance education platform MoodleDDMA is given. Conclusions about the experience of using the Moodle distance education system at the Donbass State Engineering Academy from the point of view of teachers and students are drawn. The perspective directions of researches and development of the Moodle distance education platform in completion and expansion of educational materials by multimedia elements and links, and also creation of the application for mobile devices for possibility of more effective use of the platform are allocated.
