I artiklen præsenteres et studie af rehabilitering som begreb og praksis, hvor socialt felt forstås som netværk af aktører og institutioner, som over tid former tre delvist overlappende sociale praksisser: revalidering, udvidet revalidering og rehabilitering. Skifte fra revalidering til rehabilitering analyseres som diskursive kampe mellem traditionel og ny viden om, hvordan samfundet håndterer handicappede personer. Denne artikel identificerer tre delvist overlappende sociale praksisser, hvor skifte sker som et produkt af ny læring, nye klientgrupper og nye styreformer. Fysisk genoptræning, social rådgivning og social aktivering er historiske eksempler på det, som her kaldes normaliseringsdiskurser, og de er forbundet med tre historiske integreringsdiskurser: integration i arbejdsliv, i lokalmiljø og i samfundet som helhed.

I løbet af 70'erne opstod der en lokal forvaltningspraksis i rhus kommune, der gjorde det øko nomisk muligt for fysisk handicappede at ansætte private personlige hjælpere, som et alterna tiv til at bo på institution eller have kommunal hjemmehjælp. rhus-ordningen, der siden blev landsdækkende, blev hjulpet frem af handicap-ungdomsoprøret og det samfundsmæssige opgør med den statslige særforsorg og dens mammutinstitutioner. Af-institutionaliseringen var en individualiseringsproces i handicapomsorgen, som indebar en sideløbende individualisering af omsorgsarbejdet. De nye personlige hjælpere blev privatansatte og autoritetsforholdet i omsorgsrelationen blev vendt om. 'Klienter' blev til arbejdsgivere og de offentlige omsorgsarbejdere til private tjenestefolk. Det brugerstyrede omsorgsarbejde indebærer en afkobling af omsorgsarbejderne fra overenskomstbeskyttelse, arbejdsfællesskab og professionsbygning.

Hvilke konsekvenser har Strukturreformen haft for medarbejdere, ledere og borgere på det specialiserede socialområde? Medarbejderne på det specialiserede socialområde er typisk fagprofessionelle: socialrådgivere, (social)pædagoger og andre fagprofessionelle. Lederne på området er typisk også fagprofessionelle med megen videre- og efteruddannelse. Borgerne på det specialiserede socialområde er udsatte børn og unge, handicappede, hjemløse og andre 'svage' borgere, som velfærdsstaten har en særlig forpligtigelse til at hjælpe. Med Strukturreformen overgik det specialiserede socialområde (DDS) fra amterne til kommunerne, hvorved området er et af de velfærdsområder, som Strukturreformen har påvirket mest. Strukturreformen har på DSS skabt en konflikt mellem især det professionelle og det bureaukratiske paradigme, hvor det bureaukratiske dominerer. Nogle centrale konsekvenser heraf for medarbejdere, borgere og ledere analyseres og diskuteres i artiklen.

Abstract This article on the Christian understanding of human existence and the mentally-handicapped gives a survey of the care and advancement of the handicapperl in the former G.D.R. It describes the initial church stance regarding this work after World War II and compares the insuing efforts of both church and state. In spite of political repression this type of care became a primary field of diaconic work. Diaconic efforts consisted of staff training, the construction of special buildings, and the international exchange of ideas and practice. A major concem was the widescale integration of the handicapped.

Artiklen baserer sig på interviews med gravide kvinder og observationer af deres møder med sundhedsvæsenet. Undersøgelsen fokuserer på de normer, der kommer til udtryk i disse møder. Tilsyneladende er der en klar norm om, at man får udført risikovurdering af fostret i den tidlige graviditet. Der er en norm om, at teknologiens svar er sandheden om fostret. Og samtidig er der normer for, hvilke skavanker man kan acceptere ved et foster afhængig af, hvilken social kontekst man er en del af. Det undersøges, hvorledes normer udtrykkes og bliver styrende for de sundhedsprofessionelles rådgivning og for de gravides valg og fravalg af fosterundersøgelser og handicappede børn. Normalitetsbegrebet er til debat i forbindelse med forskellige opfattelser af, hvad der kan henregnes under kategorien ”normal” i sammenhæng med de gravides individuelle livssituation og sociale kontekst og med udgangspunkt i Nikolas Rose og Georges Canguilhems teoretiske betragtninger. ENGELSK ABSTRACT: Grit Niklasson: When the Normal Becomes the Good: Normality, Normativity and Pregnancy This article is based on interviews with pregnant women and observations of their encounters with the health care system, and in particular the norms expressed in these meetings. There is a clear norm saying that one should have a risk assessment of the foetus carried out in the early stages of pregnancy. There is also a norm that what technology tells us about the foetus will be the truth. At the same time, there are norms as to which defects are acceptable in a foetus, depending on one’s social context. The article examines how these norms are expressed, how they guide health professionals’ advice, and the choices and exclusions pregnant women make with regard to foetal examinations and disabled children. The concept of normality is discussed with regard to the different perceptions of what can be included in the category ’normal’ in the context of these women’s individual circumstances and social context, a discussion inspired by Nikolas Rose and Georges Canguilhem’s theoretical considerations. The social integration (sociometric status) of 22 mainstreamed handicapped high school children was compared with that of their non-handicapped peers. Results indicated that in friendship and work oriented situations the handicapped were less socially accepted than their nonhandicapped peers, more frequently identified as stars, and female handicapped students were more popular and accepted than the male handicapped. A limitation of the study was its small sample size.

Functional vision evaluations are appropriate components of the special assessments for visually handicapped children and youth. The best procedures are sometimes difficult to select, however, because of the wide range in age, ability, and visual status of the subjects. This paper offers an organized approach to performing functional vision evaluations by clarifying the types of data collection and by suggesting protocols for three broad categories of subjects: “normal” visually handicapped students of school age, “normal” preschool visually handicapped children, and multiply handicapped/visually handicapped pupils. Infants with visual impairments are classified with multiply handicapped children, since the procedures for evaluation are similar.

The research is about the manner sportsmen and non sportsmen represent themselves the mentally handicapped sportsman with regard to the sportsman on one hand and to the mentally handicapped on the other hand. Experimental results show that, as for features's personality, the mentally handicapped sportman is at midway between the sportsman and the mentally handicapped. At the level of psychological organisation, we can see that sportsmen answers differ from those of non sportsmen. According to sportsmen, the profit that mentally handicapped person can get from practising sports only influences secondary areas of the sportman's personality wich in represented by a general dynamism, both psychological and physical. For the non sportsmen, when mentally handicapped practise a sport, this one seems to be exempt from the failings which are often the causes why they are no interested in sport. Therefore, the mentlly handicapped sportsman's representation allows sportsmen to categorize the mentally handicapped and non sportsmen to categorize the sportman.

Currently there is a lack of assistance in automobile usage for the older people of our society. In an attempt to combat this problem, this thesis designs and builds a working conceptual model of a handicapped car lifting seat. An initial cost analysis is performed, an apparatus is designed, all necessary materials are gathered, an apparatus is constructed, and the device is tested. The result was the successful completion of a device that successfully assists in the lifting of up to a 300 lb. person out of their car. With some further development, this handicapped car lifting seat could hopefully be used in real life.

In 1980 Jackson and Knowles presented a paper at the Australian Group for the Study of Mental Deficiency [A.G.S.O.M.D.] conference in Launceston, Tasmania. The paper, titled "Primary School Children's Perceptions and Understandings of Mental Retardation", reported in detail responses on twenty questions from the sixty-three item questionnaire instrument used in their study. These twenty questions reflected stereotyped responses of an alarming nature. If these responses were a reflection of how Australian children generally thought, then integration of the intellectually handicapped child into mainstream classes would be counter productive. The current study was initiated to help assess the attitudes of Australian Capital Territory children to the Intellectually Handicapped. The twenty significant questions from the Tasmanian study were formed into a questionnaire and administered to 769 children in Years 3 and 6 from six Government and two Catholic schools in the Australian Capital Territory. In most cases the results were in direct contrast to those obtained in Tasmania. At first glance this meant that the attitudes of Australian Capital Territory children towards the Intellectually Handicapped were much less stereotyped than those of Tasmanian children. Further investigation, however, led to the discovery that the results from the Tasmanian study were spurious. The date had not been accurately computerized, giving a result that was probably the reverse of what Tasmanian children actually thought. Four supplementary hypotheses, comparing the responses of Years 3 and 6 girls and boys, Government and Private schools, exposed and unexposed schools, were tested. The analysis of the data for these hypotheses supported, to some degree, past findings that older children and girls have less stereotyped attitudes towards the Intellectually Handicapped than younger children and boys. The responses of Government schools versus Private schools were varied. Three of the five significantly different responses indicated a less stereotyped view was held by Government school children, while two of these significant questions indicated a less stereotyped view was held by Private school children. With regard to exposed and unexposed schools, the two significantly different responses indicated less stereotyped views were held by the nonexposed children. Future directions are indicated in the sections dealing with Limitations and Future Directions.

Ten students were mailed postcards inviting them to participate in the study. The student's demographic data and background data were completed on-site by the researcher. The purpose of this study was to recognize the nonhandicapped sibling, and to examine stress as a factor influencing expressed attitudes towards the handicapped sibling. The research question for this study was: (1) Is there a difference in the levels of stress in siblings of handicapped children as indicated on the Child Anxiety Scale? The Null Hypothesis was: There is no difference in the level of stress as measured by the Child Anxiety Scale. Results of this research study indicate that siblings of the handicapped show a significantly high level of stress as indicated on the Child Anxiety Scale.

This thesis is an evaluation of mental handicap registers as planning tools and is based on a national postal survey and semi-structured interviews with register-operators. Registers have emerged from pressure for greater rationality in planning the health and social services, a co-ordinated approach to priority groups, and a radical change in attitude to mental handicap. Mental handicap registers are found to be organisationally, financially and morally feasible. Moreover they can develop naturally as by-products of Community Mental Handicap Teams, thereby significantly reducing the costs of data-collection. Registers provide a basis for service-planning which is more objective and takes account of more of the users of the service than the opinions of experienced professionals. Names, addresses, dates of birth and details of services used can make a considerable contribution to planning. In addition, some indicator of the services that subjects need is required. Register-operators tend to regard the widely-used Wessex Behaviour Rating System as a crude measure and hanker after a more direct assessment of need such as might be made at a multi-disciplinary review. Most registers hold identifying and service-details of their subjects; however there are a number of registers holding in addition a large amount of information for which there is little demand in planning. The data which registers have held have not been fully exploited partly because they have not been sufficiently closely linked to the planning process and the methods of planning have not been sufficiently receptive to quantitative data. Other statistical client-based data-bases for service-planning run the risk of similar neglect by decision-makers unless vigorous efforts are made to promote their use.

Some Main Findings: Under 25% of the eligible sample group were registered as blind or partially sighted. This under representation of the problem makes planning for the future difficult. There were communication difficulties between many professionals and clients with associated differences in the perceptions of need. Professionals tend to work within their own "ivory towers" and do not communicate with professionals of other disciplines. This leads to patchy and uneven services. Low ratings of satisfaction were awarded to some groups of professionals, and these low ratings were often associated with communication difficulties. High ratings of satisfaction on the other hand tended to be awarded where the client had: an on-going relationship, with the same named person, who is an expert in the field, all three of these inter-linked factors being necessary for client satisfaction. The dynamics of family life are disturbed and disrupted by the diagnosis of blindness and the rearing of a severely visually impaired child in the majority of instances. Passage through crisis, however, does not inevitably lead to family breakdown and it is worthy of note that a number of the families studied, although severely tested, appeared to emerge from the crisis, not merely intact but actually strengthened.

Abstract This paper describes the product design and development process for an electrically operated residential waste removal system. The objective of the project is to provide an alternative method for elderly or handicapped persons to remove household trash, without the difficulties of lifting, tying, and disposing or the cost of complicated trash compacting systems. The ultimate goal of the system is to increase the quality of life for the physically handicapped. Automatically removing household trash from the home will increase the self-sufficiency of the handicapped, and decrease the chance of injury associated with everyday tasks.

The primary application area for above ground coating evaluation (AGCES) methods is for unpiggable pipelines. For several reasons, however, AGCES methods are not necessarily limited along these narrow lines. For instance, most ILI tools are incapable of identifying external corrosion (which resulted from coating damage overtime) until the wall loss damage has reached the measurable detection threshold of the ILI tool. Thus, even for piggable pipelines, AGCES methods still come in handy for pipeline integrity. In fact, the most proactive approach for pipeline corrosion integrity management for the future will include complementary surveys, such as ECDA and ICDA, all super-imposed and integrated on a common GIS framework for comparative and comprehensive data analysis. Within the pipeline industry there exist divergent views about the AGCES methods, their principles of operation, and limitations. An important defining point about AGCES methods is simple this: they are indirect inspection methods for identifying and classifying external coating damage; they are not - and should not be - tied to the functionalities of any specific proprietary tools or hardware manufactures. The second statement requires further qualification. Confusion is often created among users of AGCES methods when the names of certain coating survey tool are interchanged with the specific survey methods in question. For instance, company A manufactures a device C for detecting coating anomalies. The tendency within the industry is to call the coating survey method such names as "C Survey" or "C Coating Survey". The problem created in this instance is to limit AGCES methods to what device C can capture; the quality of the data become handicapped by that of device C. Industry standards have been created to avoid the fore-going pitfalls. Hence, rather than limit survey methods to the specifications of a given proprietary tool, attempts should be made to manufacture and design tools to meet industry standards. The result will be uniformity of methodology, the only distinctions being speed of data acquisition, methods of data analysis, and possibly, other subtle differences in technological advancements. Included in this distinction is the use of analog versus digital data acquisition methods. Of course, all that has been described so far assumes that the industry standards referenced captures all the details of an effective coating evaluation survey method, including known and even perceived limitations.
