Анотація:
The main objective of this study was to describe the implementation of virtual debate in teaching speaking and to identify students’ speaking skill improvement after being taught by using virtual debate. To achieve the objective of the study, a qualitative descriptive method was used. The data was gathered through debate speeches given by eight debaters from SMA Muhammadiyah 9 Kualuh Hulu. It includes the Opening Government team (Prime Minister and Deputy Prime Minister), the Opening Opposition team (Leader of the Opposition and Deputy Leader of the Opposition), Closing Government (Government Member and Government Whip), and Closing Opposition (Closing Government and Closing Whip) taken from the practicing debate for 4 meetings. The data in this study were the transcription of debate activities. The steps taken in this analysis were collecting data by transcribing debate speeches into text, identifying improvisation and fluency, and concluding the analysis. The results showed that the improvisation and fluency of the Prime Minister, Deputy Prime Minister, Leader of the Opposition, Deputy Leader of the Opposition, Government Member, Government Whip, Closing Government, and Closing Whip were in medium levels from the beginner level. In both improvisation and fluency levels, debate speeches showed considerable improvisation and fluency.

Post-independence state-building in Africa was hinged on decentralisation reforms aimed at increasing the participation and involvement of the previously disenfranchised black majority in governance and development processes. There was a realisation that the inherited governance and development challenges could only be addressed through decentralisation. The qualitative desktop analysis of the relevant literature that was undertaken in the recent research, however, indicates that decentralisation reforms implemented by most African countries since gaining independence failed to achieve the intended results. Building on this trend, this article is guided by Falleti’s sequential theory of decentralisation and argues that the administrative, fiscal, and political decentralisation reforms implemented in Zimbabwe, rather than empowering the local people, further entrenched the central government’s grip on and control of local governments – centralisation and recentralisation through decentralisation/devolution. Authors argue that the reforms created avenues through which the central government could micromanage, whip, and sometimes, undermine local governments thereby suffocating their capacity to provide basic services. The reforms allowed the central government to deepen its patronage networks. Keywords: Centralisation, Decentralisation, Devolution, Recentralisation, Zimbabwe

Late last year, in a letter to Congressman Tom DeLay, majority whip of the House of Representatives, twelve former high government officials expressed their support for a bill introduced by Senator Jesse Helms in June 2000, entitled "American Servicemembers' Protection Act."1 The bill, if enacted, would prohibit any agency of the U.S. government from cooperating with the international criminal court (ICC), and proscribe U.S. military assistance to any nation that becomes a party to the treaty of Rome,2 with the exception of NATO members and certain other allied countries.

When the Shops Bill was defeated at its Second Reading in the House of Commons in the early hours of 15 April 1986, Mrs Thatcher is believed to have said that a “mercy killing” had been performed. The Bill had run into considerable difficulty under a weight of public opposition, coming at the time of some disarray in the Government, following the Westland and Leyland controversies and the resignation of two Cabinet Ministers. It was only the second time since 1924 that a Government Bill had been defeated at Second Reading, and was caused by 72 Government backbenchers defying a three-line whip and voting with the opposition.

The multi-vector policy of the Serbian leadership makes it possible to maintain a delicate balance of relations with the West and the East — the European Union and Russia. Serbia, as a key country in the Balkan region, is experiencing tremendous pressure from Euro-American "well-wishers" to join the anti-Russian sanctions and sign the peace plan proposed by France and Germany to normalize the situation in Kosovo and Metohija. Serbia is successfully diversifying its relations with Russia and with other countries outside the Western bloc. At the same time, Belgrade in certain areas is forced to follow the policy of the collective West. This is done largely in connection with pragmatic goals — obtaining economic benefi ts from ties with EU countries and the West in general, adhering to such values and actively promoting them. At the same time, in order to speed up the process of subordinating Belgrade to the demands of Washington and Brussels, a hybrid war is already being waged against Serbia today with the threat of unleashing a proxy war and a color revolution. The eff orts of external and internal opponents of the current leadership of Serbia and its political line to preserve the independence, sovereignty and territorial integrity of the country form the necessary and suffi cient conditions for the use of modern strategies and technologies of interstate confrontation. The proxy war strategy provides for the possibility of using the self-proclaimed “Republic of Kosovo” as a proxy agent for the US and NATO for a military attack on Belgrade. At the same time, preparations are underway for a coup d'état in the course of a color revolution in order to bring to power a government manipulated by the West. Practical recommendations are given for organizing a rebuff to hybrid aggression.

Indonesia experienced a major change after the reformation. Various new religious organizations emerged followed by the movement of formalization and politicization of religion. The regions seem to compete in issuing Shari'a regulations. Even the formalization of the religion is not only applicable at the district level but also in certain areas have reached the village level in the form of Muslim Villages. One of the Muslim Villages in South Sulawesi is the Muslim Village of Padang in Bulukumba District. This village makes a Village Regulation on the Law of Whip. The aim of the research is to understand the existence, sustainability and the supporting factors of the caning law. The research finds the implementation of Whip Law as one of the instruments supporting the implementation of Islamic Shari’a in Padang Village only runs at the beginning of its enactment. Some of the factors causing the failure of the step are changes in leadership and priority program differences by local leaders, political competition at the village government level and lack of cultural support from the local community.

Most countries have defined strategies for e-government. The objectives for implementing e-government are often defined but the means for fuelling the adoption and diffusion of e-government are typically less well clear in the policy statements. The present study assesses the impact of latest Danish initiative implemented to stimulate e-government adoption. The e-Day initiative simply yet powerfully states that ‘one governmental authority has the right to demand that its communication with another authority must be in electronic format’ which is expected to create ripple effects both internally and externally. The e-Day initiative represents a drastic change in the former policy statements concerning IT adoption and diffusion in Danish government. The policy statements had previously been based on voluntary adoption focusing on visions and pedagogical intervention in governmental agencies, but the e-Day initiative marked a departure from that strategy and the carrot has been exchanged by the whip, and the voice is imperative.

This paper will discuss how the implementation of whipping execution continues in Aceh even during the COVID-19 pandemic. This shows how the Aceh government continues to implement Islamic law through the law of caning rather than maintaining health and safety by avoiding crowds, considering that this law has requirements to be carried out in public and displayed. In other words, the caning is still carried out in open spaces even though it is stated that they have complied with health protocols. The hypothesis of this paper is that the Government has a double standard against the crowd prohibition policy. The government issued a ban on the community to congregate, but in the implementation of this whip execution, the government actually attracted the people to assemble in public places through the implementation of the caning law in public spaces. The method used is qualitative with literature studies and interviews. This research will be conducted in Banda Aceh, Aceh.

Aceh is a province in Indonesia that applies Islamic law in law enforcement, not infrequently in law enforcement in East Aceh District by prosecutors experiencing obstacles in applying Aceh Governor Regulation No. 5 of 2018 for the perpetrators of Jarimah, so that the implementation up to now the Prosecutor is guided by the Aceh Qanun Number 7 of 2013 concerning Jinayat Procedural Law. This study aims to find out how the implementation of the Aceh Governor's Regulation No. 5 of 2018 by the Prosecutors in East Aceh District and why the implementation of the Aceh Governor's Regulation is experiencing obstacles. This study uses an empirical juridical approach to the research location in Lapi Class II B Idi, as well as using secondary data and primary data, then collecting data from literature, interviews and observations, and from the results of these data the data are arranged in a descriptive analysis. The conclusion of this study is that Aceh's Governor Regulation Number 5 Year 2018 cannot be implemented in Idi Class II B Prison, so that in carrying out the Prosecutor's whip uqubat based on Article 262 Aceh Qanun Number 7 of 2013, this is due to obstacles encountered by the Prosecutor in implement the Governor Regulation Number 5 of 2018, including the absence of facilities and infrastructure in Class II B Idi prison, the absence of Technical Instructions and Implementing Guidelines related to the implementation of Governor Regulation Number 5 of 2018 from the Aceh High Prosecutor Office and Class II B Idi Prison, the budget which is limited from the local government, will cause a commotion between prisoners, and the community does not know the whip, given the spirit of the whip is to give the effect of shame on the perpetrators and provide lessons for the community.

The purpose of this study was to determine, record, and interpret the history of the Whig political party in Indiana from 1834 through 1843. Emphasis was placed on the history of the administrations of Whig governors Noah Noble, David Wallace, and Samuel Bigger and the Nineteenth through the Twenty-seventh General Assemblies. Those Whigs who were the elected members of the executive and legislative branches of Indiana government were the principals of the study.These subject Whigs were analyzed and characterized in terms of (1) geographic origin, (2) age, (3) ancestry, (4) formal education, (5) religious preference, (6) military service, and (7) occupation. The philosophical basis for Whiggery in Indiana was considered an important element in the study.Findings1. These Whigs were a comparatively youthful and nomadic group coming from allareas of what was then the United States but principally from Kentucky, Pennsylvania, the Carolinas, and Virginia.2. Virtually all were native to the United States with an ancestry traceable to northern and western Europe.3. Little formal education was found beyond the common school except among those who were professionals.4. Whigs dominated the executive and legislative branches during the period studied and were frequently elected officers in the Indiana Militia.5. Much diversification existed in Whig vocation, occupation, and profession. Whigs universally had undertaken numerous economic pursuits.6. Nearly all were Protestant; however, only a minority were associated with institutionalized religious groups. Religious persuasion was little related to Whig political success.7. Philosophically Whigs stood with national doctrine but, within Indiana, only local and state matters were of concern to them.Conclusions1. The Indiana Whigs differed little from Democrat or other political or economic groups within the state. They were not solely Federalist or neo-Federalist or Jeffersonian in practice.2. They were strivers who were bourgeois in their attitudes, but who gave no indication of having achieved economic or social success before coming to Indiana. They represented no organized social or economic group and were not members of an aristocracy.3. The Whigs were popular individuals who were deemed capable of best implementing an internal improvements program within the state. The Whig party rose and declined on that issue.

In 1846 negotiations between Great Britain and the United States resulted in the end of the Joint Occupancy Agreement and the Pacific Northwest became the property of the United States. Nineteenth Century Oregon represented a new beginning for many citizens of the United States and around the world. The settlers arriving in the Oregon Country consisted of a hardy, self reliant, breed; yet they sought the protection of the United States government from Native Americans living in the region and from Great Britain's Hudson's Bay Company. When Oregon became a territory, in 1848, the pioneers struggled to preserve their independence. They resented federally appointed officials sent to govern them by the United States Government. Governor John Pollard Gaines, the subject of this study, came to Oregon as a federally appointed official. Previous studies of the Oregon Territorial Government have examined in detail the marked conflict between the political parties of the Oregon Territory. Before 1850 Oregon did not have two distinct political parties. Governor Gaines, a Whig, acted as a catalyst for the birth of a strong Democratic party in Oregon. On the federal level the Whig and Democratic parties had been at odds since the time of Andrew Jackson. The Whigs were proponents of economic progress contained within a social and political framework. Whigs promoted individual and national independence; Democrats promoted the dependence cf one class upon another. Whigs believed the pursuit of individual liberty and national prosperity depended upon an active government representative of its citizens' interests. This study examines "home rule" Democrats, their treatment of Governor Gaines, and the ramifications of the Governor's reactions at a local and federal level. As a federally appointed official sent to govern the distant Oregon Territory, Gaines endured abuse from "home rule" citizens. Conclusions drawn from this study demonstrate that Gaines's affiliation with the Whig party is secondary to his being an "outsider." His treatment as governor would not have been much different if he had been a Democrat sent to the Territory by the federal government.

A whip system of the personnel is the special system which continues the China traditional bureaucratic system, furthermore, the dominators in authoritarian period had been conducted it to prevent fraud but not to revive, which causes some scholars think that the current whip system of the personnel management system may affect the head of the department’s personnel power and cause the role conflict of the personnel specialists and dual-leadership system, so that there is even the suggestion to abolish the whip system of the personnel. Only the past dissertations, magazines and special research commissioned by governmental departments will discuss it from the point of view about academic or legal facet but they don’t give us an insight into the heads of the department who influence the personnel appointment and removal, and neither give insight into the view of the personnel specialists in the whip system of the personnel; by the methods of questionnaire and in-depth interview and so on, this study takes one department of the center (department belonged to the center) as example to find out that the personnel who work at central administrative departments identify with a whip system of the personnel mostly and they just expect the future whip system of the personnel will be planed on the way of great authorization and it also will modify the current personnel management decree and adjust the operation model matching the acts concerned about the executive yuan’s organization change. We hope that the achievements of this study got from different points of view will be different decision-making reference to the executive yuan’s organization change for personnel department.

Although the main emphasis of this study is Lane and his part in the Republican Party, another important part to this thesis is the examination of Indiana and national politics in the 1850s. This thesis studies the development of the Hoosier Republican Party and the obstacles the young organization experienced as it transformed into a major political party. Party leaders generally focused on states like New York and Pennsylvania in national elections but Indiana became increasingly significant leading up to the 1860 election. Though Hoosier names like George Julian and Schuyler Colfax might be more recognizable nationally for their role in the Republican Party, this thesis argues that Lane played a guiding role in the development of the new third party in Indiana. Through the study of primary sources, it is clear that Hoosiers turned to Lane to lead the organization of the Republican Party and to lead it to its success in elections. Historians have long acknowledged Lane’s involvement in the 1860 Republican National Convention but fail to fully realize his significance in Indiana throughout the 1850s. This thesis argues that Lane was a vital leader in Hoosier politics and helped transform the Republican Party in Indiana from a grassroots movement into a powerful political party by 1860.

AbstractThe use of technology to respond to the COVID-19 emergency is described. The sudden lockdown imposed by the government with just a four hours’ notice resulted in a paralysis of the healthcare system. World Health Partners (WHP) responded immediately to this crisis. WHP worked in partnership with the state governments of Bihar and Andhra Pradesh. The plan was that the state governments would provide the personnel and WHP would set-up a digitized system for providing health services to the people by using tele-medicine.A quick-to-access dashboard was created to give details in real-time of the number of doctors and assistants who were logged-in, the number of calls received and were attended to, prescriptions issued, and COVID-19 suspects identified. Doctors’ absenteeism proved to be a challenge in Bihar. Consequently, the full potential of the project could not be realized in Bihar. In Andhra Pradesh, however, the project was very successful. Despite receiving less number of calls, more consultations were provided through the tele-medicine project in Andhra Pradesh. The major reason for this success was the high level of political commitment by the state government which led to the availability of trained medical personnel for the project. The entire process of the project was successfully transitioned by WHP to the state government of Andhra Pradesh.

This chapter explores the overlap between corruption and inefficiency. This chapter also evaluates the merits of different accountability mechanisms featured in the existing literature, such as: vertical and horizontal accountability, fire alarm and police patrol oversight, and bottom-up and top-down monitoring. Irrespective of the accountability mechanism that is ultimately preferred, it seems clear that those who wish to promote integrity in government must, first, have the means to uncover wrongdoing, and, second, be in a credible position to threaten wrongdoers with punishment. As shown in Chapter 3, nonelected officials can and often do abuse their power. Hence, the question: under what conditions can anticorruption audits improve government accountability? In order to approach an answer, in this chapter, I describe a field experiment that relied on a unique collaboration with the city government of Querétaro in central Mexico. Fifty building permit applications were randomly assigned to enter into an experimental group. The officials responsible for reviewing the permits were made aware that, as an independent auditor, I was carefully examining all the physical documentation for applications within this group. The same permit reviewers did not realize that another set of fifty randomly selected permit applications were part of a comparison group and, thus, also subject to my scrutiny. This design tests whether permit reviewers improve their behavior when exposed to outside scrutiny. With implications for corruption control, the study’s results reveal that monitoring spurs greater diligence and stringency among officials, but only when they sense the risk of a top-down sanction. The eye is only effective when accompanied by a whip.

This chapter summarizes the book’s central findings, addresses lingering questions, and delivers a conclusion. The chapter begins with a reminder of the corruption risks that are present across Latin America. Given the persistent problem of corruption, I again argue for the eye and whip approach to corruption control. Good things happen when targeted inspections of key government functions are supported by the credible threat of enforcement. The three field experiments featured in this book suggest that the eye and whip approach contributes to improved compliance with existing regulations and results in the more efficient use of public resources. Moreover, these studies do not lend support to concerns that intensified anticorruption efforts will unnecessarily burden the work of public administration.

How can corruption control achieve a lasting impact? That is the question that my coauthor Yanying Hao and I seek to answer in this chapter. New York City relies on the revenue it collects from property taxes. However, local tax assessors have been known to accept bribes in exchange for reducing properties’ tax burden. Given this risk of corruption, we describe a field experiment that builds on a formal collaboration with the local government in order to test for the systematic undervaluing of properties in the city. Out of 211 properties, one-third was randomly assigned to a control group. The other two-thirds were randomly assigned to receive anticorruption audits. If there was widespread corruption in the city’s property tax system, then properties in the control group would tend to be assessed at a lower value compared to the properties that received added scrutiny because of the experimental treatments. However, the empirical results do not bear this out—there is no statistical difference in how properties were assessed across the three study groups. From these results, my co-author and I conclude that New York City is at a vantage point when compared with other places that seemingly suffer from endemic corruption in their built environment. This chapter theorizes as to why this might be the case.

This chapter evaluates anti-jewish violence in the Białystok district during the opening weeks of Operation Barbarossa. By employing agitators to whip up anti-Jewish sentiment to the point of explosion, German propagandists were able to depict the massacres among the Lithuanian, Polish, and Ukrainian civilian populations in the regions adjacent to East Prussia and the General Government as spontaneous outbursts of popular violence. Citing outbursts of ‘spontaneous’ violence as evidence that Jews were exploiting and terrorizing the non-Jewish population, the SS was then able to justify its own murderous attacks on Jewish communities. This dynamic of German agitation, Polish ‘pogrom’, and SS killing action was integral to the anti-Jewish policy implemented by the SS in the Białystok district and elsewhere in eastern Poland during the first eight weeks of Operation Barbarossa. The elimination of Jews in regions of Lithuania and eastern Poland along the frontier of East Prussia and the General Government was also central to the progressive radicalization of SS anti-Jewish policy in the summer of 1941 that ultimately resulted in genocide.

В статье рассматривается роль ирландского фактора в борьбе политических элит в Великобритании начала XIX в. В качестве основного вопроса для раскрытия темы выбрана проблема введения военного положения в Ирландии в ходе восстания 1803 г. Автором исследованы позиции представителей торийского кабинета, вигской оппозиции, а также «третьей партии». Проблема военного положения была важным инструментом в руках британского правительства. Поэтому вопрос о его применении на территории зависимой страны мог отразиться на правовом положении самих англичан как жителей метрополии. Дебаты по данному вопросу можно понимать как составную часть общей полемики о полномочиях центральной власти. Проанализированы точки зрения на данный вопрос государственных деятелей, офицеров и других коммонеров, среди которых – известные личности своего времени: У. Уиндхэм, Г. Аддингтон, У. Уилберфорс, С. Персиваль. Рассмотрена также предыстория взаимоотношений Англии и Ирландии в XII–XVIII вв. в контексте складывания «островной империи». На основании материалов британского парламента сделаны выводы о том, что характерный для консервативного сознания «образ врага» оказался важнейшим аргументом в ходе принятия решения о военном положении. «Третья партия» У. Уиндхэма имела при этом особую позицию. Защищая гражданские права и свободы, она тем не менее не вполне вторила своим коллегам из партии вигов. Их аргументация скорее отталкивалась от принципа сохранения целостности государства, укладывалась в логику стратегии уступок и в целом была прагматичной. The article examines the role of the Irish factor in the struggle of political elites in the UK at the beginning of the XIX century. The problem of the adopting of martial law in Ireland during the uprising of 1803 was chosen as the main issue for the disclosure of the topic. The author investigated the positions of representatives of the Tory cabinet, the Whig opposition, as well as the “third party”. The issue of martial law was an important tool in the hands of the British Government. Therefore, the question of its application on the territory of a dependent country could affect the legal position of the British themselves as residents of the metropolis. The debate on this issue can be considered as an integral part of the general debate about the powers of the central government. The points of view of statesmen, officers and other members of parliament on this issue are analyzed, among which are famous personalities of their time: W. Windham, H. Addington, W. Wilberforce, S. Percival. The prehistory of the relationship between England and Ireland in the XII–XVIII centuries is also considered in the context of the forming of the “island empire”. Based on the materials of the British Parliament, conclusions were drawn that the “image of the enemy” which is characteristic of the conservative mind turned out to be the most important argument during the decision on martial law. The “third party” of W. Windham at the same time had a special position. Defending civil rights and freedoms, however, it did not fully echo her colleagues from the Whig Party. Their argumentation was rather based on the principle of preserving the integrity of the state, fit into the logic of the strategy of concessions and was generally pragmatic.

Abstract In the decommissioning phase of oilfield facility lifecycles, focus pivots from positive net present value to executing the care and preservation, then decommissioning in the safest and most environmentally sensitive manor, and at the lowest total cost of ownership. Asset Retirement Obligation (ARO) is a long-term liability carried on the balance sheet, as a provision for the cost to return a wellsite to pre-exploration condition. The reduction of abandonment and decommissioning expenditure (ABEX) in executing compliant operations is a key business performance factor, and critical in executing higher volumes of wells earlier than planned. In doing so maximizing value to company shareholders, residents, industries and government level stakeholders. In the case study, an offline pre-abandonment and Phase I primary reservoir isolation project is presented, which seeks to maximize net project efficiency via offline wellbore intervention, executing the primary reservoir isolation of the wellbore via rigless techniques. This approach contributed to ABEX reductions by up to 40% per well vs the planned approval for expenditure (AFE) provisions taken for the operations. The project execution structure utilized offline intervention and Phase I primary reservoir isolation of 81 wellbores, across 5 wellhead platforms and 47 days continuous operations. Operations were part of a simultaneous operation (SIMOPS) project, as an offline work front located on the wellhead platform (WHP) weather deck. A second work front for Phase II and Phase III well abandonment operations, is executed concurrently, from the jack-up rig cantilever above the WHP. Live well operations are conducted concurrently by both work fronts, through the Christmas Tree (XT) and pressure control equipment in Phase I, and through the drilling riser and blowout preventor for Phase II and Phase III, to maximize productivity when the rig is on location. The scope of operations included wellhead qualification, wellbore access and preparation, well kill, injectivity testing, various wellbore preparation and cement placement techniques, pressure testing and lubrication of the wellbore. The operator's system engineering, design of operations and planning agility are key to its success. Acute focus was given to the batching of operations and delivery of these in a phased approach to increase productivity and maintain high service delivery through repetition of tasks. The project successfully executed Incident Free Operations (IFO) with 100% productive time and facilitated combined project performance, which delivered wells up to 44% ahead of the planned AFE. To enable this, over 4.19 million feet of slickline was run, conveying 428 bottom hole assemblies (BHAs), preparing the wellbores to isolate 804 primary reservoirs, and 2 intermediate reservoirs.

В статье автор обращается к дискуссионной в исторической науке проблеме – возникнове-нию ранних политических партий в Англии во второй половине XVII века и становлению двух-партийной системы на рубеже XVII–XVIII веков. На основе анализа произведений современников эпохи – известных деятелей просветительского движения Г. Болингброка, Дж. Свифта, Д. Дефо, Р. Стиля, Дж. Аддисона, маркиза Галифакса делается вывод о существовании в указанный период партий тори и вигов и их борьбе за власть. Ранние политические партии заметно разнились с теми, которые существуют в современном мире. В то же время нельзя сбрасывать со счетов атрибуты, одинаково присущие ранним и современным партиям (партийная пресса, клубы, партийная пропа-ганда во время избирательных кампаний, деятельность идеологов и партийных лидеров). В пользу существования двухпартийной системы в ту пору говорит и наличие как однопартийных, так и смешанных кабинетов министров. К началу XVIII века политические партии заняли прочное ме-сто в структуре государственного правления, а двухпартийная система сделалась неотъемлемой частью конституционного устройства Англии. In the article, the author addresses the problem discussed in historical science – the emergence of early political parties in England in the second half of the XVIIth century and the formation of a two-party sys-tem at the turn of the XVII–XVIIIth centuries. Basing on the analysis of the works of contemporaries of the era – famous figures of the Enlightenment H. Bolingbroke, J. Swift, D. Defoe, R. Style, J. Addison, the Marquis of Halifax, author concludes that the Tory and Whig parties existed in this period and struggled for power. The early political parties were noticeably different from those that exist in the modern world. At the same time, it is impossible to discount the attributes that are equally inherent in early and modern parties (the party press, clubs, party propaganda during election campaigns, the activities of ideologists and party leaders). In favor of the existence of a two-party system at that time, the presence of both single-party and mixed cabinet ministers also speaks. By the beginning of the XVIIIth century, political gained a firm place in the structure of state government, and the two-party system became an integral part of the constitutional structure of England.
