Purpose It might seem plausible to argue that effective monitoring of disaster data loss can help achieve progress in reporting to the Sendai Framework for Disaster Risk Reduction (SFDRR) and the global targets of sustainable development goals and associated indicators. Nevertheless, with the lack of climate change and disaster data losses in the Arab region, the integration of risks associated with socio-economic dimensions at the wider scale of displacement is important to shape a regional understanding of resilience terminology and provides the means of translating it. The purpose of this paper is to identify the means of redefining “Resilience” in the Arab region context of climate change, conflict and displacement in association with the theoretical principles of the “fragile city”. Design/methodology/approach In an attempt to achieve the SFDRR target (E) “substantially increase the number of countries with national and local DRR strategies by 2020,” this study investigates the use of the (United Nations Office for Disaster Risk Reduction) disaster resilience scorecard as a guiding principle for city-to-city (C2C) resilience-building knowledge exchange between Amman (Jordan) and Khartoum (Sudan). Findings Facing similar urban challenges against disaster and violent conflict-protracted displacement, the study findings indicate that the C2C exchange program was useful in understanding the cities’ urban risk profiles, promoting dialogue among local governments and creating a culture of learning organizations for knowledge sharing on DRR governance and beyond. However, the applied resilience assessments overlooked the qualitative and socio-ecological understanding of climate change risk and human security principles among the most vulnerable groups of refugees and internally displaced persons in fragile settings. This is recommended to be integrated into building coherence for resilience across the 2015-2030 Global Agendas reporting and monitoring mechanisms, leaving “no one behind”. Originality/value The C2C exchange program for Amman and Khartoum was an opportunity for understanding the cities’ urban risk profiles, addressing challenges and building “decentralized cooperation” beyond the cities’ institutional boundaries (UN Habitat, 2001), with recommendations for “selecting resilience indicators specific to fragile cities” to quantitatively measure disaster displaced persons’ (DDPs) vulnerabilities and current status of “income and social equality, microeconomic security, provision of basic services and social protection” while providing qualitative evidence on “social cohesion, social networks/social support and local government–community cooperation” (Patel and Nosal, 2016).

‘New urban politics’ in the 1980s coincided largely with a process of intense restructuring and globalisation. Mindful of the specific problems of transposition of American concepts to the European case, this paper revisits the Frankfurt urban regime. Based on interviews with decision-makers in 2008, the paper argues that today’s Frankfurt regime has turned its attention inward. The region, while still important for the structured coherence of the global city, has been depoliticised as problematic issues tend to be sectoralised and cast in technological terms. The global has lost its lustre as a self-explanatory concept for urban development and urban politics has regrouped as a set of functionalist specialty discourses such as that of the creative city. As city politics was re-localised, it also became largely devoid of traditional political conflict. Instead, questions of social justice and diversity were partly integrated into the formal and bureaucratic political process.

Introduction: the article provides a theoretical overview of the “city-region” concept. The analysis of research papers devoted to this concept demonstrates the growing interest to the city studies in the context of economic globalization, spatial and organizational transformations within the countries. Objectives: to reveal the city-region study potential by considering it through the approaches of modern geographical science and the methodology of international relations. Methods: historical-chronological and comparative-descriptive. Results: based on the theory of new regionalism, authors show that regionalization, along with states and regions, is inherent in large cities with adjacent territories (conurbations) as well. The authors highlight some markers, which specify “city-region” concept, and distinguish it from other close concepts such as “world city” and “global city”. An overview of the main interpretations of the city-region is given, resulting in a conclusion about the need for an interdisciplinary approach to its study. Conclusions: a city-region is a city with a population of more than one million people, an agglomeration model of growth and a certain type of zoning. It is capable of becoming a global city in the future, but at the current stage, it does not have all the necessary characteristics. The inclusion of cities-regions into the research field of international relations will increase the range of subnational actors, as well as provide an opportunity to obtain new results in the study of city-regions and strengthen interdisciplinary research of modern cities.

Hong Kong has long been regarded as a global city and the regional service provider in the Greater Pearl River Delta (GPRD) region, with the provision of an opened and accountable economic and legal system, support of high-quality infrastructure and policies, and being the gateway to enter the Chinese market. This can be reflected by its consistently high score in different global competitiveness ranking index. A lot of Transnational Corporations (TNCs) are attracted by this reputable global city development of the city, establishing their headquarters and other tertiary services in Hong Kong. Other cities in the GPRD region tend to specialize in factory production with their comparative advantage in lower production cost in terms of labour, looser regulations and industrial agglomeration. The functional division in the GPRD region is well defined spatially which can be explained by the traditional "Front office, back factory" model. However, this settings has been changing as many PRD cities like Shenzhen, Guangzhou and Zhuhai have transformed their city's vision towards a global city currently. These cities have initiated economic restructuring and industrial upgrading towards modern servicing industries, and gradually force out the original factories and production base to less developed PRD cities or other locations beyond the GPRD region. New incentives are offered by the central and municipal government in attracting TNCs to invest in high value-added producer services, establishing Research and Development (R&D) base and headquarters in these PRD cities under urban entrepreneurialism. The dominant role of Hong Kong as a global city and regional service provider is challenged under rapid inter-city competition with these cities. This results in a new spatial dynamics and functional specialization settings for the GPRD region that cannot be explained by the traditional model. This study will examine the existing and potential role of global city development in Hong Kong and other PRD cities with reference to the investment choices of TNCs in the GPRD region. Through a comparative analysis with Guangzhou, the major strengths, weaknesses, and other factors required for global city development of Hong Kong and PRD cities will be identified. In addition, the latest locational settings of different functions will be explored in the case study analysis of TNCs in modern servicing and financing industry, manufacturing industry, and information and high-tech industry. The analysis will assist in identifying potential development opportunities, weaknesses of Hong Kong and PRD cities in attracting further investments from TNCs. Recommendations will be offered at the end of the study to enhance the overall competitiveness of Hong Kong and the GPRD region, through "co-opetition" incentives, fostering the development of GPRD mega-city region under the network city concept, and formulating an updated version of "Front office, back factory" model.

Récemment, plusieurs tentatives ont été faites afin de quantifier les émissions de CO2 à l'échelle de la ville et ainsi d’améliorer les inventaires existants. Les mesures de concentration de CO2 et autres gaz peuvent ainsi être utilisées dans une approche dite “descendante” afin de contraindre les inventaires d’émission qui sont traditionnellement construits via une approche dite “ascendante” à partir d’une quantification des activités.Dans le cadre de cette thèse, nous avons évalué le potentiel d’une nouvelle technique de surveillance du CO2, référencée sous le nom de sous le nom de GreenLite™ (Green Imaging Tomography Experiment). Le système a été déployé pendant un an dans la ville de Paris. Il permet une mesure en continu de la concentration le long de 30 segments horizontaux, proches de la surface. Il a donc une couverture spatiale beaucoup plus large que l'échantillonnage in situ traditionnel et apporte une information dont la représentativité spatiale est plus cohérente avec celle des modèles de transport atmosphérique à résolution à l'échelle kilométrique utilisés pour l'inversion atmosphérique à l'échelle de la ville.J’ai développé un outil de modélisation complet centré sur le modèle à haute résolution WRF avec un couplage (WRF-Chem), et en utilisant des inventaires d'émissions anthropique de CO2, des estimations des flux par la végétation et des conditions aux limites fournies par une simulation à grande échelle. Ce modèle permet d’interpréter les mesures.Le chapitre 1 est une large introduction au sujet tandis que les chapitres 2-4 sont construits autour de trois articles publiés dans la littérature scientifique.Le chapitre 2 évalue si le modèle WRF à une résolution spatiale de 3 km peut reproduire les champs météorologiques dans la région IdF mieux que ne le fait le modèle Européen CEPMMT à 16 km de résolution. Les comparaisons entre les analyses des deux modèles sont faites avec un focus sur trois variables atmosphériques (température de l'air, vent et hauteur de la couche limite) qui sont les plus pertinentes en ce qui concerne le transport du CO2 atmosphérique dans un environnement urbain. Les résultats ont permis de sélection une version du modèle et une option de nudging qui permet la meilleure adéquation entre les simulations numériques et les observations de terrain, et ces options sont utilisés dans la suite du travail.Le chapitre 3 vise à comprendre les variations temporelles et spatiales des concentrations de CO2 dans Paris et ses environs pendant la période de mesure du système GreenLITE™ (Sep 2015 à dec 2016). Les données permettent de démontrer qu’un schéma de canopée urbaine (BEP) est en bien meilleur accord avec la réalité, par rapport à l'autre (UCM), en particulier pendant l’hiver. Pendant cette période, le mélange vertical est réduit ce qui peut conduire à des accumulations du CO2 dans les basses couches de l’atmosphère, qui sont difficiles à modéliser. Cependant, les mesures GreenLITE™ montrent aussi un bruit important et des indications de biais, ce qui limite leur potentiel d’interprétation. De plus, les inadéquations entre modèles et observations dans ce chapitre soulignent clairement la difficulté de modélisation du CO2 dans les zones urbaines en raison des grandes incertitudes tant dans le transport atmosphérique que dans l'inventaire des émissions.Le chapitre 4 vise à étudier en détail les sources d'erreurs principales qui conduisent aux différences entre mesures et résultats de simulation en ce qui concerne le CO2 atmosphérique au-dessus de Paris. Cities play an important role in tackling climate change as they account for more than 70% of global anthropogenic CO2 emissions. In recent years, several efforts have attempted to quantify city-scale CO2 emissions and establish a high spatially and temporally resolved inventory for supporting urban emission mitigation strategies. The so-called "top-down" inverse estimation of CO2 emissions constrained by independent atmospheric observations could serve to evaluate the consistency of traditional "bottom-up" inventories. A novel CO2 monitoring technique, known as the Greenhouse gas Laser Imaging Tomography Experiment (GreenLITE™) trace gas measurement system, was deployed in central Paris for a 1-year monitoring of near-surface atmospheric CO2 concentrations along 30 horizontal chords. This system has a much wider spatial coverage than traditional in situ sampling and was expected to be more consistent with the spatial representativeness of the kilometer-scale resolution atmospheric transport models used for the city-scale atmospheric inversion.The primary objective of this thesis is to assess the potential contribution of this GreenLITE™ system, in addition to two urban and four peri-urban in situ CO2 measurement stations, for a better understanding of the spatiotemporal variations of CO2 concentrations within Paris and its vicinity. For this objective, I have developed a full modeling framework around the high-resolution Weather Research and Forecasting model (WRF) and its coupling with Chemistry (WRF-Chem), using CO2 emission inventories, estimates of the vegetation fluxes and boundary conditions provided by a large-scale simulation.Chapter 1 is a broad introduction to the subject while chapter 2-4 are built around three separate and publishable papers.Chapter 2 aims at evaluating whether the WRF model running at a 3-km horizontal resolution, with its various configurations, can reproduce the meteorological fields over the IdF region better than the 16-km resolution ECMWF global operational forecasts. The comparisons between WRF and ECMWF forecasts with respect to observations are carried out with a focus on three atmospheric variables (air temperature, wind and PBL height). The results of the sensitivity tests of different physics schemes and nudging options obtained in this chapter are used in subsequent research for the selection of appropriate WRF-Chem model setup in support of atmospheric CO2 transport modeling.Chapter 3 aims at understanding the spatiotemporal variations of CO2 concentrations within Paris and its vicinity during the 1-year GreenLITE™ operating period from September 2015 to December 2016. The analyses are based on CO2 data provided by GreenLITE™ together with six in situ stations and the 1 km-resolution WRF-Chem model coupled with two urban canopy schemes (Urban Canopy Model - UCM; Building Effect Parameterization - BEP). The GreenLITE™ data provide clear information that favors BEP over UCM in the description of vertical mixing and CO2 concentrations during the winter. However, there are indications of measurement noise in summer that limit the usefulness of the data. Furthermore, the model-observation mismatches clearly stress the difficulty of CO2 modeling within urban areas due to the large uncertainties both in the atmospheric transport and the emission inventory.Chapter 4 aims at investigating in detail the critical sources of errors that lead to the model-observation mismatches in the atmospheric CO2 modeling over Paris. These sources of misfit include uncertainties in the assumed distribution of anthropogenic emission, errors in the atmospheric transport, in biogenic CO2 fluxes and in CO2 boundary conditions at the edges of the atmospheric transport model domain. The lessons and insights from this chapter provide requirements and recommendations for the assimilation of CO2 measurements into the atmospheric inversion, when aiming at the quantification of CO2 emissions for the Paris region

The ‘global city’ (and the related concept of global city-regions) is presently hegemonic in South Africa’s urban reconstruction discourse. It has come to constitute, especially for cities like Johannesburg and its urban region of Gauteng, a prototypical image of city-ness; the ultimate barometer for advanced development. This is so even as its origins can be traced to a small sample of cities in the North (most prominently New York, and London), and its applicability to, relevance or usefulness for cities in developing countries has been questioned. City Development Strategies anchored on this discourse, and their related economic policies, promote an economic development trajectory in which finance and services are the main drivers. This research adopts the Kaldorian proposition that manufacturing is the sector better positioned to drive economic growth and development. It argues that developing countries, and their cities and urban regions, are riddled with the catch-up problem; which requires the deliberate reallocation of resources from low-productivity diminishing returns activity sectors (e.g. agriculture and other extractive activities) to higher productivity, increasing returns activity sectors (especially manufacture). It argues that this change in the dynamics of production structures of these economies will be brought about by technology capability building whose realisation might require a developmental state that drives selective industrial policy. As such, neither a swift shift to finance and services (which in most of developing country economy cases entails a degree of premature deindustrialisation), nor mere clustering and agglomeration as envisaged in the global city and new regionalism literature respectively suffices in such contexts. Reviewing a select set of policy documents and strategies (of both the Gauteng Provincial Government and of its three metropolitan municipalities) adopted between 2006 and 2011; the research assesses how manufacturing is accounted for in the global city region agenda proposed for the Gauteng urban region, and the implications of such for that region’s future economic trajectory. It finds that at inception, the City Region Strategy was premised on an uncritical acceptance of neoliberal globalisation as a given, necessitating the adoption of an entrepreneurial approach to governance, and of finance and services as the most strategic sectors for connectivity and competitiveness in the global economy. These assumptions continue to dominate thinking in later years, despite the fact that manufacturing remains the most critical sector in international trade, output and productivity growth, and gross domestic fixed investment. This even as reference is made to the importance of manufacturing for the Gauteng economy, and interventions such as the automotive industry development in areas like Tshwane are being rolled out.

This paper tried to discuss the functions and role of the traders in Taiwan’s production system; at the same time, the author also took a perspective of space to explain why the traders cluster in Taipei Metropolitan region. In the research, the author assumes that the production sector in Taiwan has been restructuring since 1980s. Some Small and Medium Enterprises (SMEs) had moved offshore for lower cost location, but those high-technology and capital-intensive enterprises remain manufacture in Taiwan. In the manufacturing sector, the producer has formed some long-term advantages by up-grading the technologies, thus the trader are embedded in this production structure consisting of manufacturing sector. When Taiwan’s manufacturing industries have been reintegrated into global production system, the role of OEM/ODM manufactories, as a new coordinator in the production system , is to take the orders, do research and development(R&D) and direct the mass production plans(including itself and subcontractors). The subcontracting system consists of the SMEs’ manufactories and the traders, who always cooperate with these OEM/ODM manufactories’ producing plans. Under the relation of labor division, the traders provide high-end specialized materials bought from the foreign suppliers to the SMEs in Taiwan who are subcontractors of those OEM/ODM manufactories; hence the traders promote the whole production system in Taiwan to produce better quality products and speed up the producing rate to fulfill the demands from oversea markets. As a result, Taiwan’s production system always takes more advantages in the global economic competitions. Taking the perspective of space, the specialized material import trader cluster in Taipei metropolitan region because of the spatial proximity to those high-technology manufactories, thus to intensify the interaction in the supply-demand networks and the create opportunities to learn from the formal institutions. Traders in Taipei transformed their business models to articulate with high-end specialized material foreign suppliers. They became more advantageous than traders in other industrial districts.

This book on Trans-Mediterranean Francospheres offers an examination of cultural production and the flows between urban capitals and “capital” in and of a selection of Mediterranean cities and sites. In three parts, the book covers both familiar and overlooked terrain, in chapters which examine writing the city, the transit between different poles, film and EU-designated cultural capitals. The book brings together texts and their critical readings in new comparative ways. Following Jacques Derrida's peregrinations in L'Autre Cap, the book interrogates the what of Europe; the when or where of Paris; the who of the Mediterranean. Or might the Mediterranean fall under the rubric of paleonomy, that is, as Michael Naas recalls Derrida's words in Positions: “the ‘strategic’ necessity that requires the occasional maintenance of an old name in order to launch a new concept.” Taking this forward, we understand the Mediterranean as an old name to launch a new concept and the chapters in the book each reflect on this in different ways. Issues concerning identity are challenged. As borders become reinforced in the region, trans-Mediterranean bridging narratives may be thwarted, especially by those who write across Europe, Africa and the Middle East, in the face of the contemporary refugee crisis. Finally, chapters explore what it means to define a Mediterranean city—such as Marseille as European Capital of Culture—and interrogate how this feeds into the cultural production of a city whose multi-ethnic identities are as outward-looking towards North Africa as they are inward towards the French capital.

AbstractIncome inequality in the United States has been growing since the 1980s and is particularly noticeable in large urban areas like the Chicago metro region. While not as high as New York or Los Angeles, the Gini Coefficient for the Chicago metro area (.48) was the same as the United States in 2015 but rising at a faster rate, suggesting it will surpass the US national level in 2020. This chapter examines the Chicago region’s growing income inequality since 1980 using US Census data collected in 1990, 2000, 2010, and 2015, focusing on where people live based on occupation as well as income. When mapped out, the data shows a city and region that is becoming more segregated by occupation and income as it becomes both richer and poorer. A result is a shrinking number of middle-class and mixed neighbourhoods. The resulting patterns of socioeconomic spatial segregation also align with patterns of racial/ethnic segregation attributed to historical housing development and market segmentation, as well as recent efforts to advance Chicago as a global city through tourism and real estate development.

AbstractThe book “Urban Socio-Economic Segregation and Income Inequality: a Global Perspective” investigates the link between income inequality and residential segregation between socio-economic groups in 24 large cities and their urban regions in Africa, Asia, Australia, Europe, North America, and South America. Author teams with in-depth local knowledge provide an extensive analysis of each case study city. Based on their findings, the main results of the book can be summarised as follows. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries, which leads to a convergence of global trends. In many cities the workforce is professionalising, with an increasing share of the top socio-economic groups. In most cities the high-income workers are moving to the centre or to attractive coastal areas, and low-income workers are moving to the edges of the urban region. In some cities, mainly in lower income countries, high-income workers are also concentrating in out-of-centre enclaves or gated communities. The urban geography of inequality changes faster and is more pronounced than city-wide single-number segregation indices reveal. Taken together, these findings have resulted in the formulation of a Global Segregation Thesis.

Reducing carbon emissions to mitigate global warming is a major problem facing mankind. Since city is the main region of global carbon emission, it is of great significance to promote low-carbon development and build low-carbon city. The urban block scale is the key aspect of the construction of low-carbon city, thus the scientifically compiled urban design guidelines have a kind of quite essential practical guiding value for the construction of low-carbon cities. For this reason, the shortcomings of the methods are summarized in this paper through combing, comparing and analyzing the relevant literature from four aspects of calculation and evaluation of carbon emission in block scale, carbon emission and block shape, optimization design method of low carbon block shape, scientific guidance and control of low carbon block form. Furthermore, the key issues, main problems to be solved and aims of future study are discussed.

Recent developments in the Weather Research and Forecasting (WRF) Model have made it possible to accurately approximate solar power through the implementation of WRF-Solar. This study couples the WRF-Solar module with a multilayer urban canopy and building energy model in New York City (NYC) to create a unified WRF forecasting model called uWRF-Solar. Hourly time resolution forecasts are validated against ground station data collected at eight different sites. The validation is carried out independently for two different sky conditions: clear and cloudy. Results indicate that the uWRF-Solar model can forecast solar irradiance considerably well for the global horizontal irradiance (GHI) with an R squared value of 0.93 for clear sky conditions and 0.76 for cloudy sky conditions. Results are further used to directly forecast solar power production in the NYC region, where a power evaluation is done at a city scale. The outputs show a gradient of power generation produced by the potential available solar energy on the entire uWRF-Solar grid. In total, for the month of July 2016, NYC had a city PV potential of 233 kW/day/m2 and 7.25 MWh/month/m2.

To leverage the new opportunities, there is a need for preparation as well as learning and developing new skills for those new jobs. It is in this regard that Academic City is taking the AI agenda into the forefront, nurturing and empowering the African student to lead the continent into the new AI era. Academic City University College (ACity) is set to lead the sub-region in technology and innovation education with the introduction of an undergraduate degree in Artificial Intelligence (AI). The university becomes the first in Africa to offer a degree in AI. The program, which has commenced already forms part of the university’s short-term effort to develop a cadence of new programs that will invariably push the boundaries of knowledge while establishing a foothold for successful graduates in the jobs of the future. This paper projects the innovative attempt at addressing the manpower challenges in Artificial Intelligence by ACity, Accra, Ghana and her pioneering efforts in the West African sub-region that led to the launch of a new Bachelors Programme in Artificial Intelligence. The programme style and curriculum are presented while also providing perspectives on how the programme fits into the global and African quest to develop skills and strategies to upscale technological advancement as we face an intelligence-driven future. To design the city of the future, we have to stop extrapolating the problems of today. This is why team Stadsvrijheid developed a new conceptual framework, a new paradigm for the future. On the basis of this paradigm, the team argues back to the here and now. This approach requires different ordering principles and new design tools, in short: the development of a completely new vocabulary. Current ordering principles such as density and functions will no longer be applicable in the future, which will centre on length of residence, production potential and the intricacy of the urban fabric. Combinations of these factors determine the DNA of an area. The team’s conceptual framework for the future sketches a new world in which everything is connected to everything; people as well as things. Technology plays an important role in this. In the resulting circular economy, everything is productive. The test site for this new paradigm was Utrecht’s eastern fringe. This promising location allows the interweaving of landscape and city in the context of today’s urbanization pressure. It is precisely in the monofunctional and fragmented urban fringes that a new type of urban character can emerge by connecting new developments in the field of mobility and technology. Anyone who wants the city to be liveable and healthy has to move towards a city in which walking is the norm and therefore away from ‘radial thinking’ of the traditional city. The outskirts of Utrecht will become gateways to the city or even the Randstad, with the Sciencepark as the global attractor and the Lunetten hub as the global connector. The team translated the contours of the conceptual framework into ordering principles and balanced these using a ‘mixing console’. Important principles are: the intricacy of the urban fabric (everything is connected), travel time (everything is proximate), length of residence (everything takes its own time) and varied production (everything is productive). The mixing console allows an alternative method of organizing areas according to functions or density. A specific mix determines the DNA of a region. The team devised new design tools to create the city of the future. The 'armature’, for example, is a tool that can be used to redefine the current road infrastructure. Development along the Z axis, for example, is based on the principles of urban stratigraphy and builds on the strata of the existing city. This allows densification and the current physical barriers such as the motorways will transform into layered landscapes that will act as hubs connecting future centres. In 2040, city dwellers travel by foot and motorized transport between cities will be connected collectively or individually. The resulting city is a continuous city for pedestrians that not only allows more density, but in which there is more room for greenery as well. Functions such as roads and housing are layered, stackable, connectable entities linked to new energy and transport networks. They create a productive and endlessly connected urban landscape. In this layered city everything, including waste, produces something. Everything is designed to last a certain period of time, for example based on length of residence. In this city, the cost of space is the driving force behind change. This comes with new investment models in which the relationship between interest and involvement play a part.

As countries across the globe pursue economic development, the improvement of individual and societal well-being has increasingly become an overarching goal. In the global South, in particular, high levels of poverty, inequality and deteriorating social fabrics remain significant challenges. Programmes and projects for addressing these challenges have had some, but limited, impact. This occasional paper analyses well-being in Gauteng province from a capability perspective, using a standard ‘capability approach’ consistent with Amartya Sen’s first conceptualisation, which was then operationalised by Martha Nussbaum. Earlier research on poverty and inequality in the Gauteng City-Region was mainly based on objective characteristics of well-being such as income, employment, housing and schooling. Using data from the Gauteng City-Region Observatory’s Quality of Life Survey IV for 2015/16, our capability approach provides a more holistic view of well-being by focusing on both objective and subjective aspects simultaneously. The results confirm the well-known heterogeneity in human conditions among South African demographic groups, namely that capability achievements vary across race, age, gender, income level and location. However, we observe broader (in both subjective and objective dimensions) levels of deprivation that are otherwise masked in the earlier studies. In light of these findings, the paper recommends that policies are directly targeted towards improving those capability indicators where historically disadvantaged and vulnerable groups show marked deprivation. In addition, given the spatial heterogeneities in capability achievements, we recommend localised interventions in capabilities that are lagging in certain areas of the province.

The Social Protection and Health (SPH) Division of the Inter-American Development Bank (IDB) held its annual Regional Policy Dialogue (RPD) Digital Health for All: Latin America and the Caribbeans golden opportunity to improve the efficiency, quality and equity of sector on September 12-14th 2022 in Panama City, Panama. The RPD brought together over 120 participants, including leaders from over 20 countries, vice-ministers of health and directors of technology and communications, and regional and global experts in digital health. The meeting sought to provide a setting to discuss what the IDB and different countries have learned in the past four years of implementation of digital health, structural challenges to scale digital health, and the measures needed to ensure that decisions made today are both sustainable and transformational. The meetings objectives broadly included discussing three topics: 1) how to ensure that digital health adds value in terms of improved efficiency, quality, and equity;2) policy considerations for linking digital health to health outcomes; and3) the future state of our region in terms of digital transformation of the health sector.This report provides an overview of the meeting, its main findings, and the steps that lie ahead on this journey.
