Abstract The paper focuses on Canadian Provinces’ role in migrant selection. After an asymmetric approach, that benefited only Quebec, the federal government granted devolutionary powers in migrant selection to the other Provinces as well, moving towards de facto asymmetry. This process has proved to be successful over the years, but recently the federal government has reacted, recentralizing some aspects of immigration policy. This does not apply to Quebec. This policy change may suggest that, although immigration federalism may be grounded on reasons other than the need to accommodate linguistic or ethnic claims, it remains the case that the former are “weaker” than the latter, and are more subject to pressure from the central government. This is also confirmed by looking at the mechanisms through which intergovernmental agreements have been translated into law. Unlike the Quebec case, immigration’s devolution in relation to the other Provinces has occurred through administrative delegation of powers from the federal government. This permits the federal government to exercise some form of political pressure in order to realign the Provinces’ discretionary choices.

The results of the 1998 provincial election in Quebec reveal the existence of six distinct "electoral regions" in the province. The concentration of the vote for the three major political parties, the Parti Quebecois (PQ), the Parti liberal du Quebec (PLQ) and the Action democratique du Quebec (ADQ) defines these regions, in conjunction with information provided by a geographical and statistical database of indicators representing spaces, actors and rationales of action. The portrait of Quebec afforded us by an analysis of such a research database suggests strongly that there are "many Quebecs" rather than a unitary Quebec. A Quebec seeking to remain a political unity must culturally recognise the existence of six distinct regions within it, a number of which differ on basic matters with the majority culture of the province.

Immigration is a significant component of Canada's population growth, and immigration policies are designed to attract and retain qualified immigrants to improve the likelihood of successful integration into Canadian society. However, many professionals who migrate do not fare well in the Canadian labour market, which is problematic because workforce integration is an important aspect of successful resettlement. This dissertation describes the career experiences and career identity evolution of ten Sri Lankan Sinhalese women who immigrated to Quebec, Canada between 1977 and 2007. This qualitative study uses a narrative methodology to explore these women's career identity development in Sri Lanka, their career experiences in Quebec, and their retrospective lifespan career identity development. The findings showed that career identity development in Sri Lanka was encouraged by family and support networks, and propelled by sociocultural and economic factors that encouraged women's education and employment. Participants demonstrated career behaviours that were goal-oriented and self-directed and had career goals that aligned with career values and personality traits. They embarked on their intended career trajectories and several had well-established careers in Sri Lanka. After immigrating to Montreal, Canada, participants experienced significant barriers to career development from immigration, educational, sociocultural and employment systems. The experience of these barriers was associated with profound affective and cognitive changes to career identity and modifications to career behaviours, career aspirations, career values, and career trajectories. Identification with their career and career satisfaction sharply decreased initially, as participants experienced losses associated with their career changes, as well as feeling overwhelmed by the multiple demands of resettlement and the dual burdens of parenting and income-generation. The longest-residing participants attained a modest level of career satisfaction after changing their career goals and identities while others ranged between hopeful expectation and resignation to current occupations. This dissertation makes an initial examination of the career identities and career experiences of a population of South Asian immigrant women which may inform future research. This study concludes with recommendations for theory, practice, and policy related to immigrant employment and resettlement.
L'immigration constitue une composante importante de croissance de la population canadienne. Les politiques d'immigration sont élaborées pour attirer et retenir des immigrants qui réussiront leur intégration au sein de la société canadienne. Pourtant, plusieurs professionnels immigrant au Canada ne vivent pas une intégration professionnelle réussie, ce qui entraîne des conséquences au niveau de l'intégration sociale. De plus, elles étaient accablées par les exigences de l'adaptation et les fardeaux familiaux et financiers. Celles ayant vécu le plus longtemps au Québec ont atteint un niveau de satisfaction professionnelle modeste après avoir modifié leurs objectifs de carrière, tandis que les autres se situent entre l'espoir et la résignation professionnelle. Cette étude se conclut avec des recommandations pour l'amélioration de la recherche, la pratique d'activités de counselling et des politiques reliées à l'emploi et à l'intégration des immigrants.

Francophone Native literature from Quebec is a relatively recent phenomenon. Although Native writing started as early as the 18th century with the teaching of missionaries, it is only since the 1970s that Native authors from Quebec began to write fictional works increasingly. Due to their historical past, social and economic situation, Native authors have only recently slightly moved away from political issues. This thesis aims at highlighting the core elements of this literature and at demonstrating its specificities. The main corpus for this research is composed of seventeen works written by nine authors. Poetry and plays tend to be favoured by Native authors over novels and short stories; their closeness to oral tradition can be seen as one of the main reasons for such choices. By way of introduction, I summarise the historical, social and literary evolution of Native people in Quebec. I problematize my research with references to postcolonial theories as the authors’ situation as ex-colonised people echoes the issues raised in this particular field. However, I also refer to other theorists like Doreen Massey or Anthony Giddens when necessary. The focus of the next chapters derives from these considerations. The second chapter examines how they represent themselves and others. The third chapter highlights how their recurrent representations of past events serve to the construction of a Native discourse. The fourth chapter is concerned with their representations of their own environment and demonstrates how they tie in past conceptions of nature with modern needs. The final chapter shows how using the French language can contribute to their repossession of a cultural space within Quebec society.

This thesis is a sociological study of la Fete de la Saint-Jean-Baptiste in Quebec, from its beginnings until the present. It argues that la Fete was a stage for the express-sion and unification of three sets of polarities found within Quebec society: nationalism vs. religion, the elite vs. the masses, and popular religiosity vs. clerical authority. Its five chapters can be divided into three general parts: the historical (Chapters I, II and III), the theoretical (Chapter IV) and the analytical (Chapter V). The Introduction, in addition to summarizing the contents of the thesis, briefly discusses some major theoretical contributions to the sociology of religion and the rapport between religion and the feast. Chapter I is a review of the relationship between the Catholic Church and Quebec society. This is meant to provide the basic foundation for subsequent analyses. The history of Quebec Catholicism is considered in terms of the customary breakdown: New France, post-Conquest, ultramontanism and the Quiet Revolution. Particular attention is paid, in this chapter, to the manner in which the Church had an impact upon structures of belief, both religious and secular. The next two chapters deal specifically with the celebrations and the group with which they are most often associated. Chapter II discusses la Fete itself, both in terms of its history and its symbolic and ritualistic components. The celebrations are analyzed on the basis of three historical periods: the Patriotes, ultramontanism or the period of clerical domination, and the Quiet Revolution and its aftermath. Chapter III takes a look at the Societe Saint-Jean-Baptiste de Montreal, not so much in terms of its detailed history as its ideological profile and influence. Chapter IV concentrates on examining the central theoretical concepts which run throughout the thesis: nationalism, ideology, class, secularization and popular religion. In the last two sections of this chapter, a sociological perspective on the notion of the feast is suggested, and the three sets of polarities are introduced. The concluding chapter, Chapter V, attempts a systematic analysis of the polarities, as these were reflected during each of the three historical periods associated with la Fete. There is a brief discussion of rituals in the opening pages. The formal Conclusion to the thesis summarizes the central arguments, in the context of some of the themes introduced earlier. An appendix discusses three topics in greater detail: participation rates in the public gatherings, other associations spawned by the Societe, and membership figures.

The purpose of this study is to establish whether or not Open Federalism contributed to the rise in the Conservative party's vote share in Quebec in the 2006 Canadian federal election. Open Federalism represented a fresh, constructive approach to Quebec-Ottawa relations, which had soured considerably since the 1960s. Given the importance of national unity and intergovernmental relations in Quebec politics, there is reason to believe that this campaign proposal motivated many Quebecers to support the Conservatives in 2006. Using data from the Canadian Election Study and the Observatory on Media and Public Policy, this study provides empirical tests of the effects of Open Federalism on voting behaviour in Quebec. It is demonstrated that the proposal did in fact contribute to the Conservative vote share among Quebecers, even once other relevant factors such as the sponsorship scandal, conservative values, and strategic voting are taken into account.
L'objectif de cette étude est de déterminer si le fédéralisme d'ouverture a contribué à l'augmentation des appuis obtenus par le parti Conservateur à l'élection fédérale canadienne de 2006. Le fédéralisme d'ouverture symbolisait une approche nouvelle et constructive du rapport entre Québec et Ottawa, qui a dégénéré de manière notable depuis les années soixante. Abstract This chapter presents the economic theory of delegation. The delegation of power—from the President to administrators, from citizens to legislators, and so on—is central to public law. This chapter begins with the positive theory of delegation. It analyzes the trade-offs principals face when deciding whether to delegate authority, and it considers whether principals should guide their agents using “rules” or “standards.” Turning to normative theory, the chapter studies the conditions under which delegation benefits principals, agents, and the general public. Finally, the chapter addresses interpretation by courts. Lawyers and judges routinely ask whether a statute grants an agency the power to take a particular action. The chapter develops the “delegation canon” to help answer that question.

By analyzing the case of Turkey as a refugee-receiving country, chapter 5 allows a comparison with the more typical Egyptian case laid out in chapter 4. One of only a handful of countries that retains a geographical limitation to the 1951 Refugee Convention, Turkey has experienced several mass refugee influxes and boasts one of the largest refugee resettlement programs. The conventional wisdom in this “extreme” case emphasizes a dichotomy between European and non-European refugees. This chapter establishes that Turkish policies are more nuanced than this conventional wisdom expects. Once again, it draws on a range of sources to examine how Turkey responded to Bulgarians, Iraqis, Iranians, refugees from the former Yugoslavia, and refugees from Soviet and post-Soviet states. This analysis reveals that even seemingly general policies that exist on the books were applied selectively, a pattern that betrays the influence of foreign policy and ethnic politics on Turkey’s asylum policies.

Abstract The final chapter draws together and reiterates the research findings of the book. The overarching insight framing the conclusion and arising from this monograph as a whole is ‘convergence from divergence’. Despite a wide variety of ways to outsource rulemaking powers and to legally frame such possibilities (divergence), there is a remarkable impetus towards similar techniques, limits, and safeguards (convergence). This chapter illustrates how seeming divergences ultimately converge by comparing for the countries researched the results in the light of the status of their constitutions, their institutional systems of democratic governance, and their approach to international law. Ultimately, the chapter recommends that lawmakers and courts in all of the countries researched treat autonomous public, private, and hybrid actors as a constitutional category. Moreover, nation-states should consider adopting a constitutional or statutory provision which actualizes the findings presented here in relation to both research hypotheses. Finally, the author suggests a good practice approach based on pairing each technique of outsourcing (delegation, referral, and reception) with the appropriate motive for outsourcing (independence, expertise, and stakeholder input).

To extend the life of a CANDU-6 reactor beyond its original design life requires a major investment for the replacement of reactor components (380 pressure and calandria tubes). After a preliminary technical and economical feasibility study [ref 1], Hydro-Quebec, owner of the Gentilly-2 NPP, has decided to perform a more detailed assessment to: • Get assurance that it is technically and economically viable to extend Gentilly-2 for another 20 years beyond the original design life; • Identify the detailed work to be done; • Define the overall cost and the general schedule; • Ensure an adequate licensing strategy to restart after refurbishment; • Complete all the Environmental Impact Studies required to obtain the government authorizations. Two processes have been used to assess the “health” of the station Systems, Structures and Components (SSCs): • The Plant Life Management Studies (PLIM) for approximately 10 critical SSC or families of SSC (PLIM Studies); • The Condition Assessment Studies for other SSC with a lower impact on the Plant production or safety. These two processes are briefly presented in the paper, as they were realized and applied at Gentilly-2 NPP.

The LaRonde Zone 5 (LZ5) mine is part of the Doyon-Bousquet-LaRonde mining camp and is located in the southern part of the Abitibi greenstone belt in northwestern Quebec. The LZ5 deposit consists of three stacked mineralized corridors: Zone 4, Zone 4.1, and Zone 5. Zones 4 and 4.1 are discontinuous satellite mineralized corridors, whereas Zone 5 represents the main mineralized body. The mineralized zones of the LZ5 deposit and adjacent Ellison property (Ellison A and B zones) are hosted in the strongly-deformed, 2699-2695 Ma transitional to calcalkaline, intermediate to felsic, volcanic and volcaniclastic rocks of the Bousquet Formation upper member, which is part of the Blake River Group (2704-2695 Ma). Zones 4, 4.1, and 5 at the LZ5 mine are hosted in intermediate volcanic and volcaniclastic rocks of the Westwood andesitic to rhyodacitic unit (unit 5.1a), which forms the base of the upper member of the Bousquet Formation. The Ellison Zone A is hosted higher up in the stratigraphic sequence within a newly described intermediate volcanic unit. The Ellison Zone B is hosted in felsic volcanic and volcaniclastic rocks of the Westwood feldsparphyric rhyolite dome (subunit 5.3a-(b)). Mineralization in all three zones of the LZ5 deposit consists of discordant networks of millimeter- to centimeter-thick pyrite ±chalcopyrite ±sphalerite ±pyrrhotite veins and veinlets (10-20 % of the volume of the rock) and, to a lesser extent, very finely disseminated pyrite and boudinaged veins (less than or equal to 5 vol. % each) in strongly altered host rocks. Gold commonly occurs as microscopic inclusions in granoblastic pyrite and at the triple junction between recrystallized grains. The veins, stockworks, and disseminations were intensely folded and transposed in the steeply south-dipping, east-west trending S2 foliation. The vein network is at least partly discordant to the stratigraphy. A distal alteration halo envelops the LZ5 mineralized corridors and consists of a sericite-carbonate-chlorite- feldspar ±biotite assemblage. A proximal sericite-carbonate-chlorite-pyrite-quartz- feldspar-biotite ±epidote alteration assemblage is present within the LZ5 mineralized zones. A local proximal alteration assemblage of sericite-quartz-pyrite is also locally developed within Zone 4 and Zone 5 of the LZ5 deposit. Mass gains in Fe2O3 (t) and K2O, and mass losses in CaO, MgO, Na2O, and locally SiO2, are characteristic of the LZ5 alteration zones. The Ellison zone A and B are similar to LZ5 in terms of style of mineralization, but thin (10-20 cm) veins or bands of semi-massive to massive, finely recrystallized disseminated pyrite (0.1-1 mm) are distinctive. Chalcopyrite and sphalerite are also slightly more abundant in the mineralized corridors of the Ellison property and are usually associated with elevated gold grades. The zones are also slightly richer than at LZ5 in terms of gold and silver content, but narrower and less continuous in general. The Ellison Zone A is characterized by gains in Fe2O3 (t) and K2O and losses in CaO, MgO, Na2O, and SiO2. Gains in Fe2O3 (t) and local gains in K2O, MgO, and MnO, and losses in CO2, Na2O, P2O5, and SiO2, characterize the felsic host rocks of the Zone B corridor. The style of mineralization at LZ5 (pyrite ±chalcopyrite veins and veinlets, ±disseminated pyrite with low base metal content), its setting (i.e. in rocks of intermediate composition at the base of the upper member of the Bousquet Formation), and the geometry of its ore zones (stacked lenses of sulfide veins and veinlets, without massive sulfide lenses) differ from the other major deposits of the Doyon-Bousquet-LaRonde mining camp. Despite these differences, this study indicates that the LZ5 and Ellison mineralized corridors are of synvolcanic hydrothermal origin and have most likely been formed by convective circulation of seawater below the seafloor. An influx of magmatic fluids from the Mooshla synvolcanic intrusive complex or its parent magma chamber could explain the Au enrichment at LZ5, as has been suggested for other deposits of the camp. Evidence for a pre-deformation synvolcanic mineralization at LZ5 includes ductile deformation and recrystallization of the sulfides, the stacked nature of its ore zones, subconcordant alteration halos that envelop the mineralized corridors, evidence that the mineralized system was already active when the LZ5 lenses were deposited and control on mineralization by primary volcanic features such as the permeability and porosity of the volcanic rocks.
