Purpose – The purpose of this paper is to critically explore the historical background and current approach of the most common statutory instrument to maintain green landscapes in private residential gardens in cities and townships in suburban New South Wales (NSW), Australia. Design/methodology/approach – The narrative presents a transdisciplinary study. While its emphasis is on law and town planning, it also encompasses local government and legal history while touching upon environmental management and ecological science. This panoply of areas reflects the sheer complexity of the topic. While the presentation is initially descriptive, it moves on to a critique of the NSW Government's recent statutory approach. Findings – The paper demands that further attention must be paid to improving the design and architecture of statutory plans and underlying policies to not only improve urban biodiversity but also retain, as far as practicable, the visual beauty of the suburban landscape. This means reliance on local government to devise their own acceptable approaches. Flexibility rather than rigidity is warranted. Originality/value – The amount of scholarly material on this topic is relatively rare. The majority of information relies on excellent on-ground research and experience on the part of local experts, namely council employees and consultants. Academic and practical material must be drawn together to improve biodiversity conservation at both the local and regional spheres.

Decolonization influenced the rise of environmental activism and thought in Australia and South Africa in ways that have been overlooked by national histories of environmentalism and imperial histories of decolonization. Australia and South Africa’s political and cultural movement away from Britain and the Commonwealth during the 1960s is one important factor explaining why people in both countries created more, and more important, public indigenous botanic gardens than anywhere else in the world during that decade. Effective decolonization from Britain also influenced the rise of indigenous gardening and the growing popularity of native gardens at a critical period in gardening and environmental history. Most facets of contemporary gardening—using plants indigenous to the site or region, planting drought-tolerant species, and seeing gardens as sites to help conserve regional and national flora—can be dated to the 1960s and 1970s. The interpretation advanced here adds to historical research tracing how the former Commonwealth settler colonies experienced effective decolonization in the same era. This article expands the focus of research on decolonization to include environmentalism. The interpretation of the article also augments national environmental histories that have hitherto downplayed the influence of decolonization on the rise of environmentalism. Putting decolonization into the history of the rise of environmental thought and action sheds light on why people in contemporary Australia and South Africa are so passionate about protecting indigenous flora and fauna, and so worried about threats posed by non-native invasive species.

As part of the award-winning Big Anxiety Festival in Australia, an exhibition of mixed-media drawings of plants and seeds was displayed at the University of Sydney, at the same time as two public drawing workshops in the Royal Botanic Garden Sydney. This paper describes and summarizes the various drawing techniques used in these workshops, and discusses the feedback from participants, who self-identified as having anxiety. Drawing using different types of approaches allowed workshop participants to mediate their tacit knowledge of the symptoms and solutions of living with anxiety, and to transition to a lived experience of proactively using drawings to improve their individual cognition, mindsets and mental health. Utilizing the platform afforded by the promotion of Mental Health Month in New South Wales, allowed the drawing exhibitions and workshops to be understood more broadly within an interdisciplinary context, which embedded their impact on other fields of research, including ecopsychology and biophilia, in a salutogenic model of practice. Specific to this approach, a ‘sense of coherence’ was deliberately embedded in both of the workshops’ sequential drawing exercises, which were observational and objective in intent. The exhibitions in 2017 and 2019 also consciously deployed a ‘sense of coherence’ in their design. Documentation drawings have recently been used as a tool to alleviate anxiety and promote wellness in medical staff working in a UK Emergency Department during the COVID-19 pandemic. This demonstrated the widespread potential applications for drawings to provide an antidote and a method of communication to proactively and positively assist mental health. Further research and exploration of the role that drawing plants and nature can play in the construction of learning in the context of individuals struggling with anxiety may offer routes to new knowledge and better understanding and potentially enhance connections between art and health researchers and institutions globally.

It serves as an overview of the subject of ecological planting and its potential applications within public gardens. It also outlines some scientific benefits regarding ecological studies, the impact that this type of planting may have on horticulture (both in gardens and the nursery trade), and the educational benefits for the public and school groups. Abstract The first two public gardens in Bucharest, as well as some of the oldest in the South and East regions of nowadays country of Romania, were designed, built and planted around the mid-nineteenth century by a German-born landscape gardener named Carl Friedrich Wilhelm Meyer. These two public gardens were designed according to modern nineteenth century landscaping concepts and were planted with exotic species of flowers, shrubs and trees not common at that time either in Bucharest or anywhere in the Romanian provinces south or east of the Carpathians. To better understand the design, development, and meaning of these gardens, this paper aims to analyze the specific palette of ornamental species of plants and the planting patterns that were used for the Kiseleff and Cișmigiu gardens in Bucharest and to outline the importance of their use.

A field-based project was undertaken to develop and test a mechanism which would allow for the correlation of the health of vegetation surrounding playa lakes in south-west Australia with the natural variation in salinity and waterlogging that occurs spatially and temporally in natural systems. The study was designed to determine threshold ranges of vegetation communities using moderately extensive data over short temporal periods which will guide the design of potential engineering solutions that manipulate hydrological regimes to ultimately conserve and protect native vegetation. A pair of playa lake ecosystems, surrounded by primary production land, was modelled with hydro-geological data collected from March 2006 to March 2007. The data was used to determine the hydroperiods of vegetation communities fringing playa lakes and provide insight into the areas and species that are most affected by extreme rainfall events which are hypothesised to have a significant, rapid deleterious effect on the ecosystems. The methodology was multi-faceted and included; a detailed topographical survey; vegetation surveys; hydrological and hydro-geological monitoring over a 12 month period. 4 The hydro-geological data and vegetation data was linked with the topographical survey at a high resolution for spatial analysis in a Geographic Information System (GIS) to determine the degree of waterlogging experienced by vegetation communities over the monitoring period. The study has found that the spatial and temporal variability of hydroperiods has been reduced by rising groundwater levels, a result of extensive clearing of native vegetation. Consequently populations are becoming extinct locally resulting in a shift in community composition. Extreme summer rainfall events also have a significant impact on the health of vegetation communities by increasing the duration of waterlogging over an annual cycle and in some areas expanding the littoral zone. Vegetation is most degraded at lower positions in the landscape where communities are becoming less diverse and dominated by salt tolerant halophytic species as a result of altered hydrological regimes. Some species appear to be able to tolerate groundwater depths of less than 2.0 m from the surface, however there are thresholds related to the duration at which groundwater is maintained at this depth. Potential engineering solutions include groundwater pumping and diverting water through drains to maintain sustainable hydroperiods for vegetation in areas with conservation value. The effectiveness and efficiency of the engineering solutions can be maximised by quantifying thresholds for vegetation that include sustainable durations of waterlogging. The study has quantified tolerance ranges to salinity and waterlogging with data collected over 12 months but species may be experiencing a transition period where they have 5 sustained irreversible damage that will result in their eventual mortality. With long-term monitoring, the methodology developed and tested in the study can be used to quantify the long-term tolerance ranges that are important for the application of conservation approaches that include engineering solutions.

This thesis focuses specifically on what was taught in schools in South Australia in the context of art and design education. The period covered by the study extends from the 1880s, when a Central Educational Authority was established in South Australia, to the late 1920s, when significant changes to art and design philosophies and course designs became identifiable. The nature and content of the art and design courses designed and used in South Australia is examined against an historical background of influences such as the South Kensington System of drawing and that devised by Walter Smith for the Massachusetts educational system in the United States of America. The significant contribution of Harry Pelling Gill to the teaching of art and design in schools is closely examined. It is posited that his single influence affected the teaching of art and design in South Australian schools until well into the twentieth century. The process of the study looks in detail at the overall philosophies behind the teaching of art and design, the methodologies employed and the classroom practice which pupils and teachers undertook in the pursuit of courses outlined. Issues such as methods of teacher training, correspondence courses, examinations and exhibitions are considered as these relate to the central theme of the study. The study concludes in the late 1920s, with the advent of a revised course of instruction for public elementary schools, which heralded significant changes in both the content and methodology of art and design teaching in South Australian schools.

In this model dentists receive higher third party payments from a private health insurance fund for delivering an agreed range of preventive and diagnostic benefits at no out-ofpocket cost to insured patients. Data source/Study setting: Hospitals Contribution Fund of Australia (HCF) dental claims for all members resident in New South Wales over the six financial years from l99811999 to 200312004. Study design: This cohort study involves before and after analyses of dental claims experience over a six year period for approximately 81,000 individuals in the intervention group (HCF members resident in regional and rural New South Wales, Australia) and 267,000 in the control group (HCF members resident in the Sydney area). Only claims for individuals who were members of HCF at 31 December 1997 were included. The analysis groups claims into the three years prior to the establishment of the RROHP and the three years subsequent to implementation. Data collection/Extraction methods: The analysis is based on all claims submitted by users of services for visits between 1 July 1988 and 30 June 2004. In these data approximately 1,000,000 services were provided to the intervention group and approximately 4,900,000 in the control group. Principal findings: Using Statistical Process Control (SPC) charts, special cause variation was identified in total utilisation rate of private dental services in the intervention group post implementation. No such variation was present in the control group. On average in the three years after implementation of the program the utilisation rate of dental services by regional and rural residents of New South Wales who where members of HCF grew by 12.6%, over eight times the growth rate of 1.5% observed in the control group (HCF members who were Sydney residents). The differences were even more pronounced in the areas of service that were the focus of the program: diagnostic and preventive services. Conclusion: The implementation of a benefit design change, a participating provider scheme, that involved the removal of CO-payments on a defined range of preventive and diagnostic dental services combined with the establishment and promotion of a network of dentists, appears to have had a marked impact on HCF members' utilisation of dental services in regional and rural New South Wales, Australia.

The National Research Foundation has recognized the zoo as a critical player towards the conservation of animal heritage in southern Africa. Yet, as we have seen, tantamount to having outstanding research methods, is having the needed facilities to deploy them effectively. In order for this to come to bare, the zoo requires a careful assessment of architectural concerns. This thesis presents exactly those. The wildlife medical centre here proposed precipitates out of a comprehensive study engaging the following issues of concern; zoo healthcare and rehabilitation, sub-nature and animal architecture. The proposed site location currently supports the out-dated hospital (built in 1969), which is on the zoo's south-eastern corner along Boom Street. Its facilities include a veterinary hospital, research laboratories, a bio-bank, temporary wards, and rehabilitation wards whose design derives not only from traditional matters of architectural concern but also the informed, first-hand knowledge of the animals' needs and preferences as understood by the zoo's staff. Additionally, the proposed design exposes and showcases the zoo's research facilities along its public interface in order to better serve its educational efforts. Thus, this proposal presents the means for promoting conservation awareness and, at the same time, empowers its dedicated staff.

Community gardens have been shown to have positive social, nutritional and educational benefits for their users, and improve the amenity, safety and patronage of the surrounding area. They also tie into wider themes of sustainability and food security. Despite these benefits, urban planners, as the keepers of land and determiners of land use, have had little to do with community gardens. This thesis will explain the benefits of community gardens, and detail planning policies throughout the world that support community gardens. Lastly, recommendations will be made on how the South Australian planning system can better support community gardens.

North America’s earliest traditional gardens were influenced by the settlers from Spain, France, the Netherlands, and England. After independence, garden design was transformed by designers such as Frederick Law Olmsted, the Colonial Revival movement, the Prairie School, and the California Style. The most important gardens in Central America are in Mexico and, in South America, the move away from European styles was led by the Brazilian plantsman and designer Roberto Burle Marx. Australia’s most important and influential garden designers have been William Guilfoyle and Edna Walling.

Designers and engineers seem finally to be awakening to the challenge that sustainable development presents. Educators and students alike are keenly aware of the need to become more effective in the training and practice of their specific disciplines with respect to sustainability (Mulder, Segalas-Coral, & Ferrer- Balas, 2010). This chapter illustrates and animates a number of critical themes in education for sustainable design that have been developed within the Irish context. However, these are scalable within the international context for training and ‘up skilling' of product designers, engineers and other design professionals. The chapter focuses on the co-design, development, validation and piloting over two years of a CPD (Continuing Professional Development) course for Design Professionals in Sustainable Design. The research outlined in this work also qualitatively assesses appropriate models for educating for sustainable design thinking with design professionals, small to medium enterprise (SME) employees and undergraduate design students. The educational methodologies that were developed were evaluated over an eight year period with case study groups including: Industrial and Product Design undergraduate students at the Institute of Technology, Carlow (IT Carlow) and Professional designers taking the SDI (Sustainable Design Innovation) Certificate at IT Carlow. A parallel program (Winnovate) which aimed to up skill SME's in the South East of Ireland was also developed as a separate case study. All the case studies were benchmarked against initiatives in the Netherlands, Germany, Spain, Wales and Australia as well as collaboration with the University of Limerick, Ireland as a means of establishing current best practice.

Domestic and family violence (DFV) is a significant social problem that is found in all societies, cultures, and socio-economic backgrounds. Australian-Muslims are under-researched on DFV issues. Drawing on a body of research examining the economic and social effects of downturns and major manufacturing plant closures in Australia and South Australia in particular, this chapter investigates how industrial rejuvenation strategies can help to minimise the negative impacts on the workforce and supply chains affected. The chapter identifies key lessons from the national and international literature on industrial rejuvenation and the management of major closures. Industrial rejuvenation is a multi-faceted strategy that seeks to manage pressures and complex change in response to local, national, and global conditions. The chapter focuses on the evidence about the strategic options for industrial rejuvenation available to government in partnership with industry, trade union, and community stakeholders. The chapter concludes by drawing out some broad strategic implications for the design of more integrated rejuvenation and regeneration policies.

13 uranium mines operated in the South Alligator Valley of Australia’s Northern Territory between 1953 and 1963. At the end of operations the mines, and associated infrastructure, were simply abandoned. As this activity preceded environmental legislation by about 15 years there was neither any obligation, nor attempt, at remediation. In the 1980s it was decided that the whole area should become an extension of the adjacent World Heritage, Kakadu National Park. As a result the Commonwealth Government made an inventory of the abandoned mines and associated facilities in 1986. This established the size and scope of the liability and formed the framework for a possible future remediation project. The initial program for the reduction of physical and radiological hazards at each of the identified sites was formulated in 1989 and the works took place from 1990 to 1992. But even at this time, as throughout much of the valley’s history, little attention was being paid to the long term aspirations of traditional land owners. The traditional Aboriginal owners, the Gunlom Land Trust, were granted freehold Native Title to the area in 1996. They immediately leased the land back to the Commonwealth Government so it would remain a part of Kakadu National Park, but under joint management. One condition of the lease required that all evidence of former mining activity be remediated by 2015. The consultation, and subsequent planning processes, for a final remediation program began in 1997. A plan was agreed in 2003 and, after funding was granted in 2005, works implementation commenced in 2007. An earlier paper described the planning and consultation stages, experience involving the cleaning up of remant uranium mill tailings and other mining residues; and the successful implementation of the initial remediation works. This paper deals with the final planning and design processes to complete the remediation programme, which is due to occur in 2009. The issues of final containment design and long term stewardship are addressed in the paper as well as some comments on lessons learned through the life of the project.

Abstract Historically in Australia, mixed Construction and Demolition waste, and Commercial and Industrial waste has been traditionally landfilled. As environmental impacts of landfilling is becoming more evident New South Wales policy makers and innovators have begun exploring an incineration strategy to use such waste to generate electricity. The objective of this study is to utilise life cycle assessment to evaluate GHG emissions from this waste treatment strategy and the environmental impact of a case study facility, in Sydney Australia. The system boundary includes the thermal treatment of waste through incineration, the electricity generation from the steam turbine and air pollution control processes involved within. The functional unit is based on 1 tonne of input mixed Construction and Demolition waste and Commercial and Industrial waste. GHG emissions are calculated and the result shows that the facility generates 0.994 MWh/tonne waste and 1.16 tCO2e/MWh electricity. This emission is lower than a brown coal fired powerplant emission factor 1.31 tCO2e/MWh. The results from this study assists understanding and policy making for the future of Energy-from-Waste as part of the generation mix in New South Wales, Australia.

<p>The Darlington Upgrade Project (DUP) consists of the upgrade of approximately 3.3 kilometres of the existing Main South Road forming part of the Adelaide North-South Transport Corridor.</p><p>This paper focusses on the design of the project’s three composite steel box girder bridges and challenges employing the Design for Manufacture and Assembly (DfMA) principles on the bridge superstructures which were constructed on temporary towers in an assembly yard approximately 500 metres from the final bridge position and transported using the Self-Propelled Modular Transporter (SPMT) technology. SPMTs, a first in Australia for bridge application, allows pre- fabrication of the bridge superstructure improving safety for both construction crews and motorists.</p><p>Evaluation of stresses imposed on the superstructure obtained from the real time monitoring instrumentation during installation is also presented.</p>

In January 1996, Cogito, the U.S. challenger, defeated the Australian defender, Yellow Pages Edge, by the score of 4-0 in the twenty-second running of the International Catamaran Challenge Trophy. This brought the trophy better known as the Little America's Cup, back to the United States after an eleven year stay in Australia. The Cogito project was three years in length and encompassed the design/construction phase, initial sailing and tuning at her home the Bristol Yacht Club in Bristol, Rhode Island, and the final training and competition at the race venue, McCrae Yacht Club on Port Philip Bay south of Melbourne, Australia. This paper will cover all phases of the project from the design through the racing.

Success in achieving environmental goals is intrinsically dependent on policy decisions, firm decisions, and consumer decisions. Understanding how consumer product adoption jointly depends on policy incentives and firm design decisions is necessary for both firms and governments to make optimal decisions. This paper demonstrates a methodology for assessing the linkage between policy incentives and firm decisions on the level of consumer adoption of a particular technology. A policy optimization is formulated and technology-adoption indifference curves are constructed to allow firms to identify the most profitable direction for product development given the policy environment, and similarly to allow government organizations to set policies that maximize technology adoption given firm decisions. As an example we use the residential solar electricity industry in New South Wales, Australia. Consumer choice is modeled using a mixed logit choice model estimated with hierarchical Bayes techniques from stated preference experiment data.

Abstract This paper investigates the impact on the availability, uptime, and design conditions of offshore facilities and operations due to climate change. As the physical processes that generate ocean waves are intrinsically linked to atmospheric conditions, the ocean wave climate will change as global temperatures increase and global winds change. The impacts on offshore facilities have been investigated by studying and comparing wave climate predictions for a range of climate change scenarios, considering both the magnitude of temperature increase and the time horizon of the scenario. This paper relies on the scenarios generated in multiple revisions of the Coupled Model Intercomparison Project (CMIP). This paper presents the impacts of climate change in a series of case studies: • Changing design wave conditions for several potential offshore wind farm developments around Australia. • The predicted change in the availability and uptime of five Single Point Mooring (SPM) terminals around South America. • The predicted change in durations of offshore platform decommissioning activities and the duration of operations to install new floating facilities.

Puerto Rico, while a U.S. territory, lacked the education, health, and sanitation infrastructure found in the continental United States. Neutra’s task was to design facilities to improve the infrastructure. While the aesthetic of the buildings is considered Modernist architecture, Neutra was very sensitive to the structures of local communities. His school designs were didactic in the way people engaged the architecture by learning about fluid mechanics and sanitation through passive designs and planning. Gardens and agricultural practices were introduced to improve food and nutrition. Education and food reforms required local knowledge even though there is a broader scientific knowledge that understands how these conditions can thrive in a particular locality. Architecturally, Neutra adjusted the Modernist style to perform in tropical Puerto Rico. Having contributed to the development of Puerto Rico and anticipating the economic boom in the U.S., Neutra’s proposal for the American community is one that was developed from the global south meant to conserve local values, and yet it was conceived as a model plan that was independent of a particular location.

It was only in the early 20th century that the concept of ‘architect’, as defined in Europe, was introduced in Iran. During the nineteenth century, Iranian architects were traditional master builders (me’mars) who would learn architecture after years of working with a master. This unique change in the conception of architecture in Iran took place during the interwar period. In 1926, when Reza Shah founded the Pahlavi dynasty, his policies toward rapid modernisation transformed the way architectural design and practice was performed in Iran. Among Reza Shah’s earliest programs was the construction of numerous railway stations, extended from north to south, and for that, he invited Western-educated architects and European companies to Iran. The architecture of railway stations became one among the earliest examples of Iranian modern architecture, leading to the introduction of modern materials such as reinforced concrete to Iran. By considering Reza Shah’s nationalist policies and progressive agenda, this article investigates the architecture of railway stations, illuminating how their construction paved the way for the arrival of modern architecture and the development of construction technology in 1930s Iran.

Natural resources are an important source for development, and Latin America is one of the regions with the highest endowment. This calls for a reconsideration of resource-based development. Ambitious countries are moving toward high-value activities and more diversified economies to continue moving up the development ladder. In this sense, the resurgence of industrial policy can correct market failures and lead to the implementation of mission-oriented policies. This document analyzes opportunities to design and implement integrated policies through a revised taxonomy of mining-related policies, applying it to Australia, South Africa, and Chile. The mining sector has been a fertile field, characterized by high technology niches, growth, and innovation. Demand and supply policies can shape the path for development within the sector and across the economy due to the potential of vertical and horizontal linkages.
