This collective case study explores second language (L2) training experiences from the perspectives of six Canadian statutory civil servants and examines factors that may have influenced their L2 learning experience. Three instruments were used to collect data: a preliminary questionnaire, an in-depth questionnaire, and an interview protocol. Findings reveal that a language and culture connection, opportunities to use the L2, and a short-term intensive cultural and linguistic immersion experience in particular were all associated with more positive L2 learning experiences. Negative comments regarding L2 learning experiences revolved around the anxiety and stress surrounding the one-shot summative nature of the oral exam, and seemingly no link between instruction and evaluation. This research contributes to the growing literature on factors affecting the L2 learning processes and outcomes. Furthermore, it may be beneficial for future candidates, language teachers, L2 program planners and curriculum designers within the Public Service Commission (PSC) and similar contexts.

Over the period 1792 to 1802 the British state faced the unprecedented situation of fighting a war against France, while simultaneously being challenged on the home front by an upsurge of political radicalism and demands for extensive alterations in the British political system. In the early part of the period, it was the threat posed by domestic radicalism and radical agitation which posed the greatest challenge to the government, but gradually, as radicalism was defeated and the threat of invasion from France increased, the war effort became the main priority and cause of concern for the authorities. This thesis examines Scotland's contribution to the British state's war against Revolutionary France and its struggles against the domestic challenges of the 1790s. with a view to establish how the government of Scotland met and handled the specific challenges it faced over the course of the decade, and the extent to which the Scots rallied to the defence of British state at this time of crisis. Chapter one sets out the main challenges facing the authorities in Scotland in this period, while chapter two addresses the government's overall response and policies. Emphasis has been placed on the relationship between the central government in London and local government officials in Scotland, and the degree of interaction which took place between the two. Chapter three provides more detail on the political trials which followed the government's decision to bring some of the leading radicals before the law courts on a charge of sedition, while chapters four and five address the two crucial aspects of the Scottish contribution to the war effort - the recruitment of men for service in the armed forces, and the financing of military operations. It is argued here that, while Scotland provided more than a proportionate share of men for armed service, the Scottish financial contribution was less than proportionate. The last two chapters examine the support the government received from the Scottish public. Chapter six looks at the various ways in which the Scots demonstrated loyalty to the British state at a time of war, and chapter seven discusses the arguments presented by loyalist writers in Scotland. Sections on naval protection for Scotland. barracks-building and the Scottish whisky-industry were omitted from the final version of the thesis to reduce its length, as were some details on the manager system and Henry Dundas, on the law of sedition in Scotland, and on the causes of the militia riots in 1797.

The Islamic minority in France today is experiencing adversity as the government of France passed legislation stating that all facial coverings will be henceforth illegal, restricting or prohibiting religious symbols in various public spaces. Some Islamic women feel as though this is a pointed attack on women of the Muslim faith for their choice to wear traditional clothing which covers the face and body. There have been outcries that this is a human rights violation and restriction of religious rights. This project is an examination of the effects of France’s “burqa ban” and restrictions on religious symbols on both Islamic men and women who live in France. The goal of this project is to speak directly to those affected by this legislation and to understand the perspective and opinions of French Muslims. Records such as documented personal testimonies, legal archives, and transcriptions of in-person interviews are utilized to study the perspective of this minority in response to the controversial legislation. Neglecting to pursue an understanding of another culture and belief system will only yield disharmony among groups, and this research aims to avoid this phenomenon. In collecting the data, I set a goal to have and later discuss a better understanding of this issue and the people affected by it.

This thesis explores the relationship of collaboration and conflict between France's state-owned oil group, the Societe Nationale Elf Aquitaine, and successive governments during the critical decade, 1976-1986, before wide-scale privatisation was initiated. The group's development reflects the broader trend in government - industry relations away from dirigisme to market economics by both senior managers and politicians alike. Created as an instrument of government with a "national interest" mission, the group was expected to work for and with governments. This partnership was conditioned by the international nature of the oil industry. Directly exposed to the impact of the oil crisis, the group suffered from the switch made in France from oil to nuclear energy as the main source of power. This development accelerated not only the diversification of the group's product range and multinationalisation of its activities but also modified its relations with government. It remained in public ownership, but became financially independent and acted increasingly like a private company. Governments were also affected by the economic crises of the 1970s, and by France's closer integration into Europe. While Elf maximised its profits, governments relied on the oil group's wealth. This confusing combination of dependence and governments' use of their powers of ownership produced many conflicts. Yet Elf's leaders could also exploit the state link through grand corps networks to achieve their own goals. These ambiguities were sharpened during the decade because Elf was shifting between two modes of relationship; an instrument of government enjoying privileged links with the state and an independent private multinational. Partial privatisation in 1986 somewhat resolved the contradictions but heralded new challenges. Under the impact of the Single Market programme and GATT agreements, French governments divested themselves of powers they could no longer exercise, French firms shifted partnership with the state to partnership with foreign firms and the development of each individual firm became subject to its performance in the market.

This thesis concentrates on the cause, structure, location and context (rather than the function) of factions within the French Parti Socialiste, from the Congress of Epinay, in June 1971, until Mitterrand's election as Socialist President of the Republic, on May 10th, 1981. It argues that factionalism results from a complex, interrelated cleavage structure: groups are differentiated according to a number of salient variables, of which the most important are personality (accentuated by the presidentialised Fifth Republic); ideology/policy; strategy/tactics; organisational interests and different historical origins. Factional relations are a product both of the intra-party consequences of the party's external objectives, and the internal dynamic created by factional competition itself. This thesis argues that censorship in eighteenth-century France was highly focused and could be remarkably successful. It considers the way in which the French government attempted to impose its will on authors, journalists and publishers who operated outside France in the years 1770 to 1789. By examining the way French and foreign officials worked together to manage the print industry, this study sheds light on the practicalities of external censorship. The French government developed a relatively effective system for managing the spread of news information about French affairs of state. The Bourbon regime also experienced particular successes in its attempts to keep the book trade in check. It concentrated on curbing the dissemination of defamatory texts or libelles and was often able to stop these kinds of works from circulating in huge numbers. The year 1783 was critical in the French government’s strategy of policing print beyond the borders of the kingdom. It was at this point that the French state shifted its approach by combining a stronger system of inspection for imported books with a more pragmatic outlook abroad. In doing so, it was able to intensify its hold over the print industry. This thesis makes the case for a more nuanced interpretation of censorship in old regime France and underscores the need to appreciate how control fluctuated according to chronology and geography. By pointing to the successes of censorship, it suggests that that forbidden book trade was perhaps weaker than once thought whilst the ancien régime government was considerably stronger.

Over the past 15 years, the French program on deep geologic disposal of high level and long-lived radioactive waste has benefited from a clear legal framework as the result of the December 30, 1991 French Waste Act. To fulfil its obligations stipulated in this law, Andra has submitted the “Dossier 2005 Argile” (clay) and “Dossier 2005 Granite” to the French Government. The first of those reports presents a concept for the underground disposal of nuclear waste at a specific clay site and focuses on a feasibility study. Knowledge of the host rock characteristics is based on the investigations carried out at the Meuse/Haute Marne Underground Research Laboratory. The repository concept addresses various issues, the most important of which relates to the large amount of waste, the clay host rock and the reversibility requirement. This phase has ended upon review and evaluation of the “Dossier 2005” made by different organisations including the National Review Board, the National Safety Authority and the NEA International Review Team. By passing the “new”, June 28, 2006 Planning Act on the sustainable management of radioactive materials and waste, the French parliament has further defined a clear legal framework for future work. This June 28 Planning Act thus sets a schedule and defines the objectives for the next phase of repository design in requesting the submission of a construction authorization application by 2015. The law calls for the repository program to be in a position to commission disposal installations by 2025.

In this research we dealt with the aspects of the presidential system and the semi-presidential system, and he problematic of the political system in the Kurdistan Region. Mainly The presidential system has stabilized in many important countries, and the semi-presidential concept is a new concept that can be considered a mixture of parliamentary and presidential principles. One of the features of a semi-presidential system is that the elected president is accountable to parliament. The main player is the president who is elected in direct or indirect general elections. And the United States is a model for the presidential system, and France is the most realistic model for implementing the semi-presidential system. The French political system, which lived a long period under the traditional parliamentary system, introduced new adjustments in the power structure by strengthening the powers of the executive authority vis-à-vis Parliament, and expanding the powers of the President of the Republic. In exchange for the government while remaining far from bearing political responsibility, and therefore it can be said that the French system has overcome the elements of the presidential system in terms of objectivity and retains the elements of the parliamentary system in terms of formality, so it deserves to be called the semi-presidential system. Then the political system in the Kurdistan Region is not a complete parliamentary system, and it is not a presidential system in light of the presence of a parliament with powers. Therefore, the semi-presidential system is the most appropriate political system for this region, where disputes are resolved over the authority of both the parliament and the regional president, and a political system is built stable. And that because The presence of a parliamentary majority, which supports a government based on a strategic and stable party coalition, which is one of the current problems in the Kurdistan region. This dilemma can be solved through the semi-presidential system. And in another hand The impartiality of the head of state in the relationship with the government and parliament. The head of state, with some relations with the government, can participate in legislative competencies with Parliament.

Digital Democracy tools such as e-consultation, e-petitions or internet voting play an increasing role and are part of the digitalisation process in politics and government. Digital life styles in general and during the pandemic in particular might have pushed for an increasing demand for so called civic tech tools. Digital democracy search terms were monitored across multiple digital channels for several months in the year 2021 and contrasted to the offer for such tools in the German, French and Italian speaking part of the country. To measure the offer for digital participation tools an index per canton established in 2021 is being used.

El objetivo es reivindicar el papel de la arquitectura, el urbanismo y el paisajismo como instrumentos básicos para afrontar el desarrollo turístico de la costa francesa, puesto que la evaluación y la crítica que el proyecto de Languedoc-Rousillon recibió, así como de la influencia que ejerció en el mundo del turismo se están olvidando. Se profundizará en el contenido de los proyectos a partir del análisis de la documentación original de los mismos y se apuntarán algunas consideraciones generales para el futuro. This work presents an overall review of the “Racine operation” which started in 1963 as a touristic project of the French Government for the economic development in the South coast. It was in charge of the Délégation à l’aménagement du territoire et à l’action régionale (DATAR). In order to assert Architecture, Urbanism and Landscaping as elemental instruments in the tourist development in the French coast, we will deepen into de analysis of the original documents, since the published critics and the evaluation of the Languedoc-Roussillon project received, along with its known influence in the tourist world are being forgotten. We will, as well, point some considerations for the future.

A “parterre” is a word originating from the French, with the meaning interpreted as “on the ground”. Nowadays, this term is widely used in landscape architecture terminology and depicts a groundlevel space covered by ornamental plant material. The designing parterres are generally limited to the central city zones and entrances to the valuable architectonic objects, such as government buildings, courts, museums, castles, villas, etc. There are several main types of parterres set up in France, during the period of baroque, and the most famous one is the parterre type “broderie” with the most advanced styling pattern. Nowadays, French baroque parterres are adapted and communicate with contemporary landscape design styles, but some traits and characteristics of originals are still easily recognizable. In this paper, apart from presenting a short overview of designing parterres in general, the main focus is based on designing a new parterre on the main city square in the city of Bijeljina in the Republic of Srpska. The design concept relies on principles known in the history of landscape art but is, at the same time, adjusted to local conditions and space purposes. The paper presents the current design of the selected zone – parterre on the main city square in Bijeljina and proposes a new design strongly influenced by the “broderie” type of parterre. For creating a new design proposal we have used the following software AutoCad (for 2D drawings) and Realtime Landscaping Architect (for more advanced presentations and 3D previews). The paper provides detailed graphical representations for a new design proposal and explains the main design ideas and guidelines which can be applied even when designing parterres in the other urban space. Besides that, the paper lists the plant material that is suitable for establishing and maintaining parterres in the urban environment.

On December 1991, the French National Assembly passed the French Waste Management Research Act, authorizing a 15 year research program of three options for HLW: separation and/or transmutation, long-term storage, and geologic disposal. On June 2006, the “Planning Act on the sustainable management of radioactive materials and waste” sets a new framework and new aims to the above mentioned options. This paper deals only with the geologic disposal research program. In a step by step approach, this program has been broken down into three phases having intermediate goals (objectives): site selection for an Underground research Laboratory (URL), potential disposal feasibility, potential reversible disposal design. The first step of the research program aimed at URL site selection. From 1994 to 1996, Andra carried out geological-characterization work in four districts. This enabled to make the Request for Licensing and Operation of the laboratory facility on three sites. During this phase, wells, 2D seismic campaigns and land studies of geologic outcrops were the essential activities. The result was the selection of the most suitable site for the implementation of an underground laboratory. Main results on Bure URL will be presented in the paper. In the second phase the research program targeted the safety and technical feasibility of a potential reversible disposal somewhere in Meuse and Haute Marne districts site, chosen by the government in 1998. Andra conducted geologic survey during the URL shaft construction and experiments in drifts at depths of 445 and 490 m. This program allowed consolidating the knowledge already acquired: geological environment, stability of the rock, containment properties and it confirms that the rock will maintain its qualities. The 2005 Progress Report presents the results of this phase. The main conclusion is that a potential disposal facility may be safely constructed over a zone around the URL, called transposition zone (about 250 km2). The paper will present the most important results in this phase. From 2006, the third phase of the program, the activities were oriented, inside the transposition zone, to determine a smaller zone in which a potential disposal facility could be designed. In 2009, Andra issued a proposal describing such a zone to the French authorities. In this paper, the main results of this phase will be presented. Finally, the next steps towards a final implementation will be given.

Abstract: In 1936, immediately after the Italian conquest of the Ethiopian territories, the Fascist government initiated a competition to prepare the plan of Addis Ababa. Shortly, the new capital of the Italian empire in East Africa became the center of the Fascist debate on colonial planning and the core of the architectural discussion on the design for the control of African people. Taking into consideration the proposal for Addis Ababa designed by Le Corbusier, this paper reveals his perception of Europe’s role of supremacy in the colonial history of the 1930s. Le Corbusier admired the achievements of European colonialism in North Africa, especially the work of Prost and Lyautey, and appreciated the results of French domination in the continent. As architect and planner, he shared the Eurocentric assumption that considered overseas colonies as natural extension of European countries, and believed that the separation of indigenous and European quarters led to a more efficient control of the colonial city. In Addis Ababa he worked within the limit of the Italian colonial framework and, in the urgencies of the construction of the Fascist colonial empire, he participated in the coercive construction of imperial identities. The year 1960 is often presented as a break year in the economic history of Quebec and Canada. It is used to mark the beginning of the “Quiet Revolution” during which Canada’s French-speaking province of Quebec under rapid socio-economic change in the form of rapid economic convergence with the rest of Canada and the emergence of a more expansive state. Using synthetic control methods, we analyze whether 1960 is associated with a departure from previous developments. With regards to GDP per capita, GDP per worker, household-size adjusted income, life expectancy at birth, and enrollment rates in primary and secondary schools, we find that 1960 was not an important date. For most of these measures, the counterfactual scenario is slightly better than the actual data but not by significant margins. Only with respect to the size of government do we find sign of a break.
