This paper is part of the doctoral research concerning the places of sites and church towers in the development of urban patterns in the city of Suceava. For this article, we will dwell on the 18th and 19th century, when, in 1755, Suceava became a Habsburg territory, being part of Bucovina, an area that included the North-East of Moldova. This situation was maintained for a century and a half, Suceava also fulfilling the role of an Austro- Hungarian border town. In this period we can also mention an urban development of the city, a period that left numerous institutional buildings representing the new power. This impressive buildings are, as they follow: the Suceava Prefecture and the Suceava County Council (City Administrative Palace, completed in 1903-1904 and which originally housed the city administration, the police, the fire brigade, a savings bank and the history museum), Bucovina Museum (which includes more buildings ) - initially the seat of the District Headquarters, dating from 1902- 1903, Ștefan cel Mare National College (The Greek-Oriental Gymnasium, built between 1893-1895 on the site of the old Wood Market), the Old Hospital (General public home for the sick from Suceava, built in the period 1891-1903), the old Suceava Water Plant and many others. Also in these years, the city is equipped with construction equipment (for example, in 1908, the Electric Plant is commissioned), modernizations specific to modern times. A major interest was the establishment of modern institutions, characteristic of the Habsburg administration.

“From the Heats by Nile to the Fire of Revolution by Vistula”. Izydor Kajetan Wysłouch (1869–1973) and His Social Activity The paper reminds the profile of a respected religious reformer and social activist whose life was also connected to Egypt. From 1902 to 1904, due to ill-health, he visited Egypt twice as he required climatotherapy. At that time he stayed in Helwan, a popular resort near Cairo. During his treatment, he was probably residing in Wanda Bilińska’s guesthouse, where residents from the territories of former-day Poland met. The stay in Egypt made a huge impression on Wysłouch. An ample evidence of his fascination with heritage and monuments of ancient Egypt is the neatly published volume, issued soon after the author’s return to Poland, titled From the Land of Ruins (Warsaw 1906); what is also interesting is its graphic design, using Egyptian motives, created by Franciszek Siedlecki (1867–1934). The volume, containing the author’s reflections on existence and prose poetry, signals the state of his soul, which was filled with loneliness and bitter sadness. Its content also suggests that the author had visited most of the country, from the Giza Pyramid Complex to the city of Aswan. Egypt influenced him to such a great degree that he called the country his second homeland. He also took his pen-name “Szech” (ar. Sheikh) at that time. Having returned to his motherland, Wysłouch became a keen supporter of working-class protests (1905). He also strongly backed the reforms in the Ethical and Social Teachings of the Church; he published numerous brochures in which he described an utopian programme that would connect Christianity with Communism and Polish patriotism; he decided to leave Church in 1908. After Poland regained its independence in 1918, Wysłouch, as a public servant, played a vital role in organising and introducing the system of public disability pensions and retirement insurance in the reborn Poland.

An u.s.-based journalist recently headlined it as the “University of China at Illinois” and the sobriquet has caught fire in China. Actually, the university has a long history of connection and engagement with China that stretches back to 1908–1909, at a time when the United States was not yet a significant global power in the Pacific. This essay looks at the dreams, hopes, and problems in this long history in the changing context of u.s.-China relations, which involved using American education to shape the hearts and minds of young Chinese before the idea of “soft power” became popular.

Abstract. Climate variation and change influence several ecosystem components including forest fires. To examine long-term temporal variations of forest fire danger, a fire danger day (FDD) model was developed. Using mean temperature and total precipitation of the Finnish wildfire season (June–August), the model describes the climatological preconditions of fire occurrence and gives the number of fire danger days during the same time period. The performance of the model varied between different regions in Finland being best in south and west. In the study period 1908–2011, the year-to-year variation of FDD was large and no significant increasing or decreasing tendencies could be found. Negative slopes of linear regression lines for FDD could be explained by the simultaneous, mostly not significant increases in precipitation. Years with the largest wildfires did not stand out from the FDD time series. This indicates that intra-seasonal variations of FDD enable occurrence of large-scale fires, despite the whole season's fire danger is on an average level. Based on available monthly climate data, it is possible to estimate the general fire conditions of a summer. However, more detailed input data about weather conditions, land use, prevailing forestry conventions and socio-economical factors would be needed to gain more specific information about a season's fire risk.

May some definition be given of the word “militant”? (Chelsea delegate Cicely Hamilton)Scholarship on the women's suffrage movement in Britain has reached a curious juncture. No longer content to chronicle the activities or document the contributions of single organizations, historians have begun to analyze the movement's strategies of self-advertisement and to disentangle its racial, imperial, and gendered ideologies. Perhaps the most striking development in recent scholarship on suffrage, however, has been the proliferating discourse on militancy among literary critics, a development with which few historians have engaged. Yet, while militancy has spawned a veritable subfield in literary studies, continually generating new articles and books, these accounts portray the phenomenon in similarly reductive terms. After 1903 the Women's Social and Political Union (WSPU), under the leadership of Emmeline and Christabel Pankhurst, revitalized a genteel and moribund women's suffrage movement. The WSPU introduced the use of militancy, first interrupting Liberal Party meetings and heckling political speakers, then moving to the use of street theater, such as large-scale demonstrations, and ultimately to the destruction of government and private property, including smashing windows, slashing paintings in public galleries, and setting fire to buildings and pillar-boxes. Once the Liberal government introduced forcible feeding as an antidote to the suffragette hunger strike, militants created a visual activism, dependent upon the exhibition of women's tortured bodies as spectacle. By this account, the activities of the WSPU became exemplary of what critic Barbara Green has called “performative activism” and “visibility politics” in early twentieth-century feminist praxis, creating “almost entirely feminine communities where women celebrated, suffered, spoke with, and wrote for other women,” and that “allowed women to put themselves on display for other women.”

Limno-terrestrial tardigrades of Argentina had been studied starting in 1908 and for a long time by European researchers, most frequently in the Patagonian region (incl. the Land of Fire). Starting during the 1980s, Claps, Rossi and collaborators published many surveys, studying other regions also, but with taxonomic criteria at that time. Since the 2000s, methodical and continuous studies using more modern criteria, have been carried out at the National University of La Pampa, contributing to the faunistic, taxonomic and ecological knowledge (including new species descriptions). This paper provides a comprehensive list of the limno-terrestrial tardigrade fauna reported from Argentina, with pertinent evaluations, owing to a careful study of every pertinent piece of literature since 1908, also solving some problems of discordance between the main past checklists. Summarizing, 39 genera and 119 species are present; of these, 72 represent records accepted by the literature, while 47 are records questioned in the literature but which represent distinct taxa surely present in Argentina; 14 additional taxa, instead, are clearly dubious. The authors also report the correct genus assignment to Viridiscus rufoviridis (du Bois-Reymond Marcus, 1944), which now becomes Barbaria rufoviridis comb. nov.

The ‘Old English Vision of Leofric, Earl of Mercia’ was first printed in a philological journal in 1908. It contains extremely interesting information about the arrangement and furnishings of two major Anglo-Saxon churches, Christ Church, Canterbury, and St Clement's Church, Sandwich. The Visio Leofrici is the only testimony, written or (apparently) archaeological, to the existence of St Clement's before the Conquest; it confirms and deepens aspects of our exclusively documentary knowledge of the Anglo-Saxon cathedral at Canterbury, which was destroyed by fire in 1067. Thus, it is particularly unfortunate that the Vision of Leofric, which has had but slight attention from students of language, literature or religious visions, has attracted even less notice from archaeologists, art historians and students of medieval liturgy.

More than a century after Edward Gordon Craig published “The Actor and the Über-Marionette” (1908), the core of his conception of acting still poses a hermeneutical challenge to the theatre scholar. Many intriguing interpretations have stemmed from his statements on acting: from Denis Bablet's or Christopher Innes's argument that the Über-marionette is a metaphor for the perfect performer, to Irène Eynat-Confino's thesis that it is a real, oversized puppet; from the idea (Lindsay Mary Newman's or Cesare Molinari's, for instance) that the concept evolved with time along with the details of Craig's acting theory, to Patrick Le Boeuf's recent hypothesis that the Über-marionette is a full-body puppet. Le Boeuf's interpretation is somehow a telling example of the puzzling quality of Craig's acting theory: his studies originally led him to believe that the Über-marionette was a technically perfect gymnast, in perfect control of his own body, but he was induced to reconsider his hypothesis only a couple of years later, in the light of newly recovered documents. The same ineffable quality Jane Goodall detects in “stage presence” seems to be an inherent feature of Craig's ideal performer, and as with presence, the Über-marionette appears to be best definable by approximation.

Wildland fires have always been undesired and dangerous events. The danger includes the destruction of a renewable natural resource, damage of the atmospheric environment through the emissions of pollutant gases, which contribute to the greenhouse effect, and threat to the lives of people living in the areas surrounding the place where fire occurs and of the members of firefighting teams. To cope with all this, it is necessary to know the behaviour of the fire in order to be able to make adequate and proper decisions that will assist activities implemented in fire suppression and prevention. In this context, fire behaviour modelling is utilized to determine these characteristics and to simulate fire propagation in a variety of vegetations, under diverse climatic and topographic conditions. In this context, the aim of the thesis work was to study and describe the fire propagation under different fuel features and boundary conditions with particular attention to terrain configurations where fire propagation may be characterized by abrupt variations in intensity and propagation rate. These areas include double-slope domain and canyons where such a phenomena (commonly identified as eruptive behaviour) occurs without any change in the main factors governing the fire propagation (i.e. atmospheric condition, vegetative fuel, domain topography). This work aims to provide an increase of knowledge in the fire spreading, currently still limited, thanks to the adoption of a physically-based code (WFDS) to model flame propagation; in fact, through the numerical resolution of the fundamental balance equation describing the fire phenomenon, it offers a way to analyze the fire behaviour on a scientific basis. To purse this target different aspects, reported in different chapters, were considered in this work. The first part examines shortly the social, economical and ecological impact of wildland fires on a global scale and for the countries of the Euro–Mediterranean region. The role of fire behaviour modelling as a tool for fire fighting activities and prevention management is put in evidence and discussed. The second part endeavours a short review of the main surface fire spread models developed since 1990 with particular attention to physically-based codes. These models are alternative to empirical or quasi-empirical models, which do not have physical basis and are only statistical in nature or make use of some form of physical framework upon which to base the statistical modelling chosen. A comparison between the most frequently used simulation codes is accomplished and the advantages to consider a physical code - for instance WFDS - rather than an empirical or quasi-empirical one is highlighted. This study traces the development of the East End’s artists’ agglomeration from its origins in 1968 until 1998 through a geographical history of the studio blocks in which those artists have worked. The thesis concentrates on visual artists and the ways in which they have commandeered space in which to work. The thesis argues that the agglomeration may be conceptualised as a complex adaptive system which has evolved in the “edge of chaos” urban environment which arose in the East End as it made the transition from an industrial to a post-industrial district. The core methodology draws largely on ethnographic techniques. Information was gathered from fieldwork, which in this project comprised semi-structured tape-recorded interviews and semi-participant observation in the form of my involvement with a project “ViA” which is developing an information service for the East End’s artists. The qualitative approach is Grounded Theory. Interview transcripts were “coded” for themes, and these themes explored further in subsequent fieldwork, from which further coding was carried out in an iterative process. The themes which emerged were then combined with the archival research and the findings of the social network analysis, forming the foundations of a theoretical model. The quantitative approach is social network analysis at an organisational level, which establishes that the organisational networks are weak, from which it is inferred, in combination with the qualitative evidence, that the significant networks are informal, a sort of “grapevine”. These foundations are developed into a unified theory which draws on existing models concerning the development of such “creative milieux” and then carries these forward using concepts more commonly found in chaos theory and complexity theory such as inherent unpredictability, sensitive dependence on initial conditions, adaptive topographies and fitness landscapes, and emergence. I argue in conclusion that the artists’ agglomeration in the East End is an emergent phenomenon arising from the actions and interactions of individual artists in search of studio space. It can thus be conceptualised as a “complex adaptive system”, capable of learning, growing and spontaneously developing new properties, and finding new directions which cannot be predicted simply by looking at the system’s constituent parts in isolation.

Energy storage using organic phase change materials (PCMs) has attracted significant attention in recent years for renewable energy utilization in building materials. PCMs are capable of storing and releasing a large amount of latent heat during their phase transitions. Paraffin (PA), a eutectic mixture (EM) of capric acid (CA) and lauric acid (LA) and butyl stearate (BS) have been selected as PCMs for this work due to their melting temperatures being close to human comfort temperature, 17 - 28 oC. Plaster (PL) as a building material is chosen due to its ease of construction into plaster boards and also because it is a good insulator against heat and sound. The most significant concern when using an organic PCM is its flammability. This research sets out to determine the effect of using PCMs in PL on the product’s flammability, and whether it is possible to use carrier materials and/or flame retardants to reduce their flammability while maintaining the thermal energy storage properties. Three techniques of incorporation of PCMs into PL are used to address this question. The first one is to immerse PL into hot melted PCMs using a vacuum impregnation method. The PCM however, could easily leak to the surface of PL, particularly when the temperature is above the melting temperature of PCM and also their high flammability evaluated using cone calorimetry was a limiting factor to pursuance of this route. The second method is a direct incorporation technique, i.e. adding PCM directly to PL. With this method also the leakage of PCMs was observed and all samples ignited, though the flammability parameters were less intense than those observed when the immersion method was used. To prevent the leakage of PCM and to improve the consistency of organic PCM with building materials, form-stable PCMs composites are used in the third method. Carrier materials, namely nanoclay (NC), diatomaceous earth (DE), expanded perlite (EP), fly ash (FA) and brick dust (BD) were selected to adsorb and retain the PCMs in their pores. SEM (scanning electron microscope) demonstrated that PCMs were uniformly adsorbed in most of the carrier materials. DSC (differential scanning calorimeter) used to measure the thermal properties of PCMs showed that when these form stable composites were added to PL, they acted as PCMs, although the latent heat values were reduced. Thermal gravimetric analysis (TGA) results demonstrates that the PCMs’ decomposition was not affected by the presence of carrier materials or PL. Cone calorimetry showed that the use of carrier materials had minimal effect on the flammability of PCMs. To evaluate the thermal energy storage performance, a small environmental chamber was used, i.e. a small test “room” of PL with dimensions of 100 mm x 100 mm x 100 mm and thickness 10 mm was set up using 6 pieces of PL. The top board of the cubic room contained PCM, and the temperature differences between the surfaces of control PL and modified PL were recorded during heating and cooling of the room. The results from heating and cooling cycles showed that the PCMs and form stable-PCM composites reduced the peak temperature and delayed the time taken to release the stored energy, the values depending on the percentage of PCMs used. To reduce the flammability of PCMs while maintaining their energy storage performance, two approaches have been undertaken: (i) use of expanded graphite (EG) as a flame retardant carrier- material and (ii) use of a liquid flame-retardant, resorcinol bis(diphenyl phosphate) (RDP). The results demonstrated that the flame retardant did not affect the energy storage performance of the PCM. While RDP was not effective on a PA containing PL sample, the flammability of a PL+BS sample was significantly reduced with the addition of EG and RDP.

Based on archival and data of Russian historiography, the article analyzes the course and main results of the cantonment of the 20th East Siberian Regiment of the 2nd Army Corps of the Russian Imperial Army in Troitskosavsk (now Kyakhta) in 1908–1909, XX century. The main problems associated with the deployment of this military unit, the consequences of this event for the economy of Troitskosavsk and the county of the same name are analyzed. For the first time, data on the number of rank-and-file and regiment officers placed at the time of the study (1908–1909) in Troitskosavsk are being put into scientific circulation.

Electric Energy Inc.’s Joppa generating station has six 181 MW coal-fired units located on the bank of the Ohio river in Massac county, Illinois. The original GE turbine-generators were installed in the early 1950’s without any fire protection for the bearings. In 1998, Securiplex watermist systems were installed on units 5 & 6 to protect the bearing areas of those turbine-generators from fires. The fire detection was done using VESDA air sampling technology. In subsequent years, Securiplex watermist – VESDA systems were installed on the remaining four units to protect the bearing areas of those turbine-generators. This paper explains the factors that went into the decision to install this type of fire suppression technology as opposed to conventional sprinkler or deluge systems. Operating and maintenance experience with the Securiplex watermist systems and the VESDA fire detection systems will be discussed with reference made to real life events.

Abstract In structural fires, flashover is characterized by the rapid transition in fire behavior from localized burning of fuel to the involvement of all combustibles in the enclosure. Major parameters affecting flashover are fire growth rate, ventilation opening area, and room area. A comparison of flashover theories is undertaken using the Thomas, Babrauskas and the FASTLite theories, concentrating on the similarities and differences between the theories in their assessment of the major parameters affecting flashover.

Abstract A concurrent fibre winding and low pressure plasma spraying (LPPS) process has been developed to manufacture multiple fibre reinforced titanium matrix composite (TMC) rings in a single spraying operation. Optimisation of the LPPS parameters has been successively performed for two different sizes of Ti-6Al-4V powders by experimental design and statistical analysis, which provided minimum porosity and surface roughness for both powders. The most important LPPS parameters affecting porosity and surface roughness of deposits were Ar gas flow rate and chamber pressure. During TMC manufacture, the coarse Ti-6Al-4V powder spraying provided enhanced infiltration between fibres but caused degradation of fibre tensile strength, as well as a rough ring surface. The fine Ti-6Al-4V powder gave no significant degradation of fibre strength and a relatively smooth ring surface. Four-ply SiC fibre reinforced TMCs manufactured by the spray-wind process have also been evaluated in terms of porosity, fibre distribution and fibre damage.

The paper presents the results of geoinformation mapping of burned areas in zonal landscapes of the Astrakhan, Volgograd regions and the Republic of Kalmykia for 1998-2019. In total, over the studied period, more than 6 million hectares were covered by fire, more than 15 thousand fires were identified. The total burnt area, excluding recurrence, is more than 15 million hectares. Some areas have burned out up to 11-14 times in 20 years.

Abstract The unusual effects of plasma sprayed coating on the fire-side of evaporator tubes located in an oil-fired steam generating boiler are discussed. The main heat transfer surfaces are constructed by heat exchanger tubes, evaporator tubes and superheaters. Maintenance to prevent of the boiler failure or the preserve heat exchanger effectiveness is a very important factor in the operation of boiler facilities. In a boiler which employs heavy gravity oil as a fuel, plasma sprayed Ni-Cr alloy has often been applied to boiler tubes for the relief of hot corrosion by combustion gas. However, the circulation of boiler water causes an internal deposit to form on the inner wall of evaporator tubes. The internal deposit generates excess heat load against the tubes. As the overheating of the tubes often causes the evaporator tubes to fail, they are chemically cleaned periodically. In this paper, the influence of Ni-Cr plasma sprayed coating for the heat flux, which dominates the formation of the internal deposit, is investigated. Ni-Cr plasma sprayed coating is substitutionally hot corrosion resistant and is a composite coating into which the fuel ash containing a vanadium or sulfur compound are interstitially penetrated and solidified. It is derived that the existence of the coating on the fire-side of the evaporator tubes normalizes the heat load in their inner walls. Moreover, the suppression of internal deposit formation decreases the frequency of chemical cleaning for tubes. The dual effects of plasma sprayed coating for hot corrosion resistance in the fire side and the suppression of internal deposit on the water side of the tubes are reported.

At their most basic level taxes carry, in the words of Schumpeter ([1918] 1991), “the thunder of history” (p. 101). They say something about the ever-changing structures of social, economic, and political life. Taxes offer a blueprint, in both symbolic and concrete terms, for uncovering the most fundamental arrangements in society – stratification included. The historical retellings captured within these data highlight the politics of taxation in Alabama from 1856 to 1901, including conflicts over whom money is expended upon as well as struggles over who carries their fair share of the tax burden. The selected timeline overlaps with the formation of five of six constitutions adopted in the State of Alabama, including 1861, 1865, 1868, 1875, and 1901. Having these years as the focal point makes for an especially meaningful case study, given how much these constitutional formations made the state a site for much political debate. These data contain 5,121 pages of periodicals from newspapers throughout the state, including: Alabama Sentinel, Alabama State Intelligencer, Alabama State Journal, Athens Herald, Daily Alabama Journal, Daily Confederation, Elyton Herald, Mobile Daily Tribune, Mobile Tribune, Mobile Weekly Tribune, Morning Herald, Nationalist, New Era, Observer, Tuscaloosa Observer, Tuskegee News, Universalist Herald, and Wilcox News and Pacificator. The contemporary relevance of these historical debates manifests in Alabama’s current constitution which was adopted in 1901. This constitution departs from well-established conventions of treating the document as a legal framework that specifies a general role of governance but is firm enough to protect the civil rights and liberties of the population. Instead, it stands more as a legislative document, or procedural straightjacket, that preempts through statutory material what regulatory action is possible by the state. These barriers included a refusal to establish a state board of education and enact a tax structure for local education in addition to debt and tax limitations that constrained government capacity more broadly. Prohibitive features like these are among the reasons that, by 2020, the 1901 Constitution has been amended nearly 1,000 times since its adoption. However, similar procedural barriers have been duplicated across the U.S. since (e.g., California’s Proposition 13 of 1978). Reference: Schumpeter, Joseph.
