Extant accounts of exploitation typically focus on either an exchange or interaction between persons, or on exploitative systems (i.e., global capitalism). We propose a new account of exploitation that focuses instead on the benefits an exploiter enjoys which are had at the expense of another, the exploited party. This account is developed by considering the benefits enjoyed by consumers (e.g., inexpensive sweatshop-made goods) and the manner in which those benefits are produced (e.g., the loss of dignity suffered by sweatshop workers). On our account, an exploitative relationship need not involve any interaction or exchange between exploiter and exploited. Neither is exploitation a property of systems or institutions. Instead, we argue that a consumer who buys a shirt produced under near slave-like conditions engages in a moral wrong by exploiting the worker who made it even though the two may be far-removed in space and time.

Based on the situation of Chinese migrants in Santiago, Chile, this article shows that labor relationships between Chinese employers and Chinese workers could be exploitative. Thus, we aim to discuss the conditions under which co-ethnic exploitation among Chinese takes place in Chile. In addition, we ask why Chinese workers allow themselves to be exploited by their Chinese employers, and how employers explain the exploitation. We argue that such exploitation starts from the migration route, through which both parties mutually agree to skirt local regulations. Chinese employers hire co-ethnic workers through the use of guanxi (personal connections), which generates the conditions that keep workers under employers’ control and restrict possibilities for change.

ABSTRACT:This paper argues that sweatshop workers’ choices to accept the conditions of their employment are morally significant, both as an exercise of their autonomy and as an expression of their preferences. This fact establishes a moral claim against interference in the conditions of sweatshop labor by third parties such as governments or consumer boycott groups. It should also lead us to doubt those who call for MNEs to voluntarily improve working conditions, at least when their arguments are based on the claim that workers have a moral right to such improvement. These conclusions are defended against three objections: 1) that sweatshop workers’ consent to the conditions of their labor is not fully voluntary, 2) that sweatshops’ offer of additional labor options is part of an overall package that actually harms workers, 3) that even if sweatshop labor benefits workers, it is nevertheless wrongfully exploitative.

The Directive on Seasonal Workers is aimed at combating exploitative practices vis-à-vis seasonal workers from outside the EU. After a thorough analysis of the conditions under which practices can be qualified as exploitative, this article assesses the extent to which the directive is equipped to combat such practices. It concludes that the directive has made progress by addressing situations that are prone to exploitation, using multiple legal approaches. However, it will largely depend on the willingness of the Member States whether the directive will achieve its aim to combat situations of exploitation.

The term ‘modern slavery’ constitutes a broad non-legal umbrella term that refers to a range of abusive practices including, but not limited to, forced labour, bonded labour, human trafficking and child slavery. While the most severe forms of labour exploitation represent instances of modern slavery, focusing on labour abuses more broadly is also important as it is not always clear at what point non-compliance with labour standards seeps into cases of criminal exploitation. This Special Issue focuses on what the large- and small-scale risk factors are that can cause working conditions to deteriorate, on how people can become trapped in exploitative conditions and on what can be done to prevent and remedy labour abuses. It does this by exploring the macro-level, specifically by examining global value chains and the labour exploitation within the global production regime; by exploring the meso-level, by focusing on the market-based character of business and human rights regulation; and by looking at the micro-level by examining labour regimes on factory floors and in private residences.

Purpose This paper aims to examine whether balancing exploration and exploitation rather than emphasizing one over the other leads to better performance. This study also examines the effects of different kinds of external collaboration on a firm’s performance in relation to the firm’s current innovative direction that shows firms’ internal weighting of exploration or exploitation. Design/methodology/approach Data on Korean manufacturing firms collected from the Korean Innovation Survey were used to test the hypotheses. This study suggested the concept of innovative direction (θ) to examine current innovation capabilities about how much the firms focused on exploration or exploitation. The directionality of exploration or exploitation has not been reflected in previous measures of ambidexterity. Factor analysis and hierarchical regression were used to test hypotheses. Findings The findings suggest that balancing exploration and exploitation is beneficial for a firm’s performance, and explorative collaboration is more beneficial for firms internally emphasizing exploitation. However, it showed that for exploration-oriented firms, exploitative collaboration does not supplement exploitative activities. Research limitations/implications Inter-organizational collaboration helps to develop ambidexterity that leads to better performance. Because inter-organizational collaboration involves substantial costs and is time-consuming, selecting and maintaining partners has to be conducted carefully. Based on the currently pursuing innovative directions, firms can make more appropriate decision for finding external cooperative partners with much of efficiency. When firms find collaborative partners, it is the first thing to look inside themselves. Originality/value Previous studies mainly focused on the selection and balance of the partnership between exploration and exploitation without considering the role of an internal innovative strategy firms are currently pursuing. Identifying firms’ current states and finding partners that can supplement any deficiencies provides the most efficient option for the ambidextrous organization. Consideration of inter-organizational collaborations based on the analysis of internal conditions will be fruitful for the study of ambidexterity.

Cette these conclut a la necessite de prendre rapidement une decision, mais ne demontre cependant pas que l'exploitation des grands fonds marins est imminente
Seabed mining is no longer considered as feasible. This dssertation is an attempt to challenge this opinion. In roder to give responses to every objection raised, a multi-disciplinary approach was needed, and a joint-venture agreement was set as a final objective in order to test whether the suggested legal and economic responses were "competitive" when compared to land-based exploitations. This dissertation concludes that a decision must be made repidely, but does not demonstrate that seabed mining will soon begin

La forêt classé des monts Kouffé est une formation sèche de transition entre la zone guinéenne au sud et la zone soudanienne au nord. Cette spécificité de mosai͏̈que de forêt et de savanes confère à la région du Centre bénin un écosystème spécial avec une biodiversité dont la gestion constitue un enjeu économique important. Etudier la logique des acteurs d'une forêt, c'est analyser et apprécier la manière dont chaque acteur met en place ses activités technico-économiques et les rapports sociaux engendrés par la mise en place des systèmes de production. La méthode d'observation utilisé est basée sur l'entretien semi-directif et le questionnaire. Ces deux outils sont complétés par des observations forestières, agroforestières et des approches de filières. Les résultats des travaux montrent que l'analyse du rapport entre différents groupes d'acteurs de filières est déterminée par la place des groupes dans le processus technico-économique d'élaboration des produits. De même, les conflits liés à la gestion de forêts procèdent des désaccords et des différents sur l'accès, le contrôle et l'utilisation des ressources naturelles. Ces conflits naissent du fait que les populations utilisent les ressources - forêts, eaux, pâturages et terres - à des fins différentes, ou entendent les gérer de diverses manières. Ainsi l' Etat dans sa politique de gestion des forêts ne tient pas compte des priorités des différents groupes agriculteurs.

Le charbon était connu au Vietnam depuis longtemps, mais c’est pendant la période coloniale qu’il fit l’objet d’une exploitation systématique. Les Français s’intéressèrent à ces ressources minières du Vietnam dès avant la conquête coloniale. Après l’établissement du protectorat français au Tonkin et en Annam en 1883-1884, l’exploitation des mines de charbon connut un essor rapide sous l’effet de l’afflux de capitaux et l’introduction de techniques de France et devint l’une des principales activités industrielles du Tonkin. Les autorités coloniales soutinrent fortement la « mise en valeur » de la colonie par le capitalisme français. Néanmoins, il n’était pas toujours facile même pour les plus grandes compagnies françaises d’organiser une nouvelle activité de production dans un pays peu industrialisé Alors que les charbonnages de Hòn Gai parvinrent à surmonter des difficultés d’ordre financier, commercial et industriel et réaliser des profits considérables, la plupart des autres entreprises minières ne rémunèrent jamais suffisamment les capitaux engagés, et même certaines d’entre elles se terminèrent par des échecs complets. En particulier, les compagnies minières rencontrèrent une grande difficulté à recruter des ouvriers et les retenir dans les mines, dont les conditions de travail furent particulièrement dures. La forte mobilité caractérisait la main-d’œuvre des mines et retarda ainsi la formation d’une conscience de classe parmi les ouvriers des mines. La grève générale des ouvriers de Hòn Gai en novembre 1936 témoigne pourtant la naissance d’une nouvelle classe sociale, que les militants communistes vietnamiens visèrent à transformer en avant-garde révolutionnaire contre le colonialisme et le capitalisme
Coal was known in Vietnam from early on, but it was during the colonial period that it was subjected to systematic exploitation. The French were interested in these mineral resources of Vietnam before the colonial conquest. After the establishment of French protectorate in Tonkin and in Annam in 1883-1884, coal mining grew quickly as a result of influx of capital and introduction of technics from France and became one of principal industrial activities in Tonkin. The colonial authorities strongly supported the “mise en valeur” of colony by French capitalism. Nevertheless, it was not easy even for the biggest French companies to organise a new production activity in a country hardly industrialised. Whereas Hòn Gai colliery succeeded in overcoming financial, commercial and industrial difficulties and to make sizeable profits, most other mining enterprises did never provide enough returns to capital employed and even some of them ended in total failure. In particular, mining companies had great difficulty in recruiting workers and retaining them to mines, working conditions of which were particularly harsh. High mobility characterised workforce of mines and delayed thus formation of class consciousness among mine workers. The general strike of Hòn Gai workers in november 1936 witnessed however emergence of a new social class, whom Vietnamese communist activists sought to make revolutionary vanguard against colonialism and capitalism

A partir des sources juridiques et narratives, mais aussi hagiographiques, sigillographiques, jointes aux données de l'archéologie, la présente thèse vise à retracer la mise en valeur de la terre a Byzance. Après un aperçu géographique, l'on a examiné le régime alimentaire et les productions, les techniques et pratiques agraires et rendements obtenus. Mais, l'on s'est intéressé au village : définition, site, situation, type d'habitat, maison et organisation du terroir. Une seconde partie, plus spécialement consacrée aux VIe-VIIIe siècles, examine les rapports entre propriétaires et exploitants au VIe siècle, notamment la mise en valeur et l'état des grandes propriétés. Puis, l'examen de la communauté villageoise - définition, vie et fonctionnement - permet d'affirmer la primauté de l'exploitation individuelle. On a ensuite tenté de décrire la société villageoise du grand seigneur au marginal en passant par le soldat-paysan. La troisième partie examine l'ère des puissants, du IXe au XIe siècles. D'abord, le renouveau des grands propriétaires (église, fortune impériale, grandes familles) organisés en "maisons", avec l'opposition entre puissants et faibles. Puis, on s'est attache au phénomène désertion des terres et à la politique des Macédoniens pour protéger les faibles. La quatrième partie constitue un essai d'interprétation. Elle étudie d'abord les facteurs conjoncturels : évènements politiques, catastrophes naturelles, variation des prix des denrées, de la terre, de la main d'œuvre. Puis l'on a recherché la logique de fonctionnement de la petite exploitation paysanne, à caractère familial et à finalité autarcique. Notre dernier chapitre tente de montrer la faiblesse du prélèvement public et privé sur le travail paysan, malgré l'importance du prélèvement pour l'exploitation paysanne, avec, pour conséquence, la faiblesse des investissements agricoles de l'aristocratie.

Dans la province du napo (ne de l'equateur), la decouverte de gisements petroliers dans les annees 60 est a l'origine de la construction d'une route reliant quito a la zone d'exploitation. Celle-ci s'etend sur des sols bien draines, a 300 metres d'altitude. L'acces depuis les andes et les voies de desserte locales favorisent la venue de migrants a la recherche de terres libres. Le peuplement et la mise en valeur agricole repondent aux objectifs geopolitiques des gouvernements en place mais beneficient de l'assistance et des infrastructures minimales. Les groupes autochtones s'adaptent plus ou moins bien au nouveau contexte. Une douzaine d'annees apres les premieres routes, l'exploitation petroliere se poursuit et le front pionnier avance, mais la colonisation ne semble pas en mesure de creer une "region" organisee autour d'un reseau urbain
In the napo province (ne of ecuador), the discovery of oil fields in the 60's has led to the construction of a highway from quito to working zone. It is located around 300m over sea level, on well drained soils. Access from the andean regions and local roads induce the arrival of migrants looking for free land. Settlement and agriculturial development meet geopolitical aims of the country's governements, but very little assistance nor understructure is given. The native groups adapt more or less to the new context. A dozen years after the first roads, oil exploitation goes on as the pionneers do. But colonization does not seem able to create an organized region with its urban network

ynamical analysis of the boiler room behaviour will be conducted by using state of the art software packages and available libraries for modelling and simulation of the HVAC systems. Mathematical model for transient analysis of the one dimensional fluid flow in pipes will be presented, and special attention will be given to modelling of the heating equipment such as: boiler, pumps, valves and fittings as well as the standard control elements of the heating systems.Object oriented symbolic Modelica language for industrial applications will be used within Dymola software environment with extensive utilisation of the Buildings library* for HVAC components modelling, developed by Simulation and Research group at Lawrence Berkeley National Laboratory (http://www.lbl.gov/). Consumption side is not the primary subject of the current work and will be modelled as a simplified object/volume which is heated uniformly. Consumption side modelling will take into consideration the thermal capacity of the building as well as the thermal conductivity which will cover transmission and ventilation losses. Simplified model will be realised as a combination of measurements data reading and Finite Volume Model (FVM) of the Mechanical Engineering building. Fine tuning of the consumption side model will be done by using linear regression method.Numerical results of the boiler room model as well as the simplified consumption side model will be verified by comparison with available measurements data for predefined month in 2012/2013 heating season. Available data will be readings from hourly measurements of supply and return water temperatures from the boiler room, outside temperatures, boiler gas consumption and representative room temperature readings. Special attention will be given to highly transient situations, like after weekend days or similar.

Sous la terminologie pressions de terrains se regroupent les principaux soucis des exploitants. Les mines de plus en plus profondes et les conditions d'exploitation de plus en plus difficiles. De plus, afin d'améliorer la productivité imposée par les contraintes économiques, la largeur des tailles est augmentée. Pour pouvoir agir et prévoir le comportement des terrains dans de telles conditions, les aspects pratique et méthodologique de la question sont abordés. Un panorama complet a été présenté en rappelant les résultats des études et les règles précédentes. Deux approches de modélisation sont employées: la modélisation classique et une modélisation évolutive. La modélisation porte sur le mode de traitement taille remblayée ou foudroyée, largeur importante, tenseur des contraintes initiales et stratification. Une modélisation par phases a été développée pour tenir compte de l'évolution de chantier, et a été appliquée pour connaitre le comportement d'un pilier. La méthode des éléments distincts est employée pour modéliser le comportement du foudroyage, une validation du modèle est établie entre l'affaissement calculé par le modèle et les mesures d'affaissement réalisées in situ. Enfin, des études de cas réels des houillères du bassin de lorraine et des houillères de Provence ont été réalisées. La modélisation numérique s'avère être un outil indispensable pour la planification des chantiers et pour l'établissement des règles de pressions de terrains adaptées

L’objectif de cette recherche est d’évaluer l’impact de la mine d’or de Meadowbank sur la relation entre la communauté inuit de Qamani’tuaq, au Nunavut, et son territoire. Ce dernier est défini comme un espace socialement et historiquement construit et dont le sens émerge de l’expérience quotidienne et de la mémoire collective. Mon étude démontre une multitude d’impacts socioéconomiques, positifs comme négatifs, découlant notamment des nouveaux emplois et des répercussions sur le caribou. La construction d’une route privée et l’imposition d’une régulation quant à son utilisation impliquent par ailleurs une contradiction entre deux formes de territorialité. Cependant, le rapport au territoire, propre aux Inuit, demeure manifeste. Une majorité d’Inuit démontre en effet la capacité à tirer avantage du nouveau contexte dans le but de supporter leurs activités sur le territoire. Aussi, les expériences particulières des travailleurs au camp minier témoignent du lien étroit entre le lieu, la communauté et son histoire.
The goal of this research is to evaluate the effects of the Meadowbank goldmine on the relationship occurring between the Inuit community of Qamani’tuaq, in Nunavut, and its territory. Territory is the social and historical construction of a space which derives meaning through the everyday experience and the collective memory. The results show the existence of various socioeconomic impacts, both positive and negative, resulting among others from new jobs and from impact on caribou. The construction of a private road and the imposition of rules of usage present a contradiction between two kinds of territoriality. However, the specific Inuit way of being connected to the land continues to be expressed. Most Inuit show their ability to take advantage of the new situation in order to maintain their activities on the land. Also, the specific experiments of workers at the mining camp testify the close link between place, community and history.

AbstractIn this final chapter, we summarize the DataBio learnings about how to exploit big data and AI in bioeconomy. The development platform for the software used in the 27 pilots was a central tool. The Enterprise Architecture model Archimate laid a solid basis for the complex software in the pilots. Handling data from sensors and earth observation were shown in numerous pilots. Genomic data from crop species allows us to significantly speed up plant breeding by predicting plant properties in-silico. Data integration is crucial and we show how linked data enables searches over multiple datasets. Real-time processing of events provides insights for fast decision-making, for example about ship engine conditions. We show how sensitive bioeconomy data can be analysed in a privacy-preserving way. The agriculture pilots show with clear numbers the impact of big data and AI on precision agriculture, insurance and subsidies control. In forestry, DataBio developed several big data tools for forest monitoring. In fishery, we demonstrate how to reduce maintenance cost and time as well as fuel consumption in the operation of fishing vessels as well as how to accurately predict fish catches. The chapter ends with perspectives on earth observation, machine learning, data sharing and crowdsourcing.

West Africa is widely cited as a hotspot of climate change and insecurity. This SIPRI Insights uses a systematic literature review of academic research to build a better understanding of the relationship between climate change and violent conflict in the region. Its findings are structured around four established ‘pathways’ of climate insecurity: (a) worsening livelihood conditions; (b) increasing migration and changing pastoral mobility patterns; (c) tactical considerations by armed groups; and (d) elite exploitation of local grievances. The literature review highlights a number of important variables in the relationship between climate change and violent conflict in West Africa: maladaptation to livelihood insecurity; migration away from climate-exposed areas; escalating farmer–herder conflicts; and sometimes weak, sometimes divisive, sometimes exploitative governance. Despite these findings, the literature review reveals current research and policy discussions on climate change and violent conflict in West Africa are informed by a very limited amount of academic research.

Environmental justice (EJ) activists have long worked with abolitionists in their communities, critiquing the ways policing, prisons, and pollution are entangled and racially constituted (Braz and Gilmore 2006). Yet, much EJ scholarship reflects a liberal Western focus on a more equal distribution of harms, rather than challenging the underlying systems of exploitation these harms rest upon (Álvarez and Coolsaet 2020). This article argues that policing facilitates environmentally unjust developments that are inherently harmful to nature and society. Policing helps enforce a social order rooted in the ‘securing’ of property, hierarchy, and human-nature exploitation. Examining the colonial continuities of policing, we argue that EJ must challenge the assumed necessity of policing, overcome the mythology of the state as ‘arbiter of justice’, and work to create social conditions in which policing is unnecessary. This will help open space to question other related harmful hegemonic principles. Policing drives environmental injustice, so EJ must embrace abolition.

This mapping of children in the worst forms of child labour (WFCL) in the leather sector of Bangladesh was conducted in May–August 2020. WFCL are not always obvious and, without better understanding of where, why and how it is happening, the exploitation and abuse of children in the workforce in Bangladesh will continue. This mapping provides a detailed assessment of where children are working in the leather supply chain in Bangladesh, what they are doing, how they came to be doing it and what their conditions of work and experiences are. Furthermore, and critically, it evidences the children’s perceptions of themselves and others as child labourers – the jobs and areas of the sector that they feel comprise WFCL, and the jobs they feel are the most difficult or dangerous to do and that children should not have to do.

Our original objectives were to assess the unexplored dimension of alternative splicing as a source of genetic variation. In particular, we sought to initially establish an alternative splicing database for Arabidopsis, the only plant for which a near-complete genome has been assembled. Our goal was to then use the database, in part, to advance plant gene prediction programs that are currently a limiting factor in annotating genomic sequence data and thus will facilitate the exploitation of the ever increasing quantity of raw genomic data accumulating for plants. Additionally, the database was to be used to generate probes for establishing high-throughput alternative transcriptome analysis in the form of a splicing-specific oligonucleotide microarray. We achieved the first goal and established a database and web site termed Alternative Splicing In Plants (ASIP, http://www.plantgdb.org/ASIP/). We also thoroughly reviewed the extent of alternative splicing in plants (Arabidopsis and rice) and proposed mechanisms for transcript processing. We noted that the repertoire of plant alternative splicing differs from that encountered in animals. For example, intron retention turned out to be the major type. This surprising development was proven by direct RNA isolation techniques. We further analyzed EST databases available from many plants and developed a process to assess their alternative splicing rate. Our results show that the lager genome-sized plant species have enhanced rates of alternative splicing. We did advance gene prediction accuracy in plants by incorporating scoring for non-canonical introns. Our data and programs are now being used in the continuing annotation of plant genomes of agronomic importance, including corn, soybean, and tomato. Based on the gene annotation data developed in the early part of the project, it turned out that specific probes for different exons could not be scaled up to a large array because no uniform hybridization conditions could be found. Therefore, we modified our original objective to design and produce an oligonucleotide microarray for probing alternative splicing and realized that it may be reasonable to investigate the extent of alternative splicing using novel commercial whole genome arrays. This possibility was directly examined by establishing algorithms for the analysis of such arrays. The predictive value of the algorithms was then shown by isolation and verification of alternative splicing predictions from the published whole genome array databases. The BARD-funded work provides a significant advance in understanding the extent and possible roles of alternative splicing in plants as well as a foundation for advances in computational gene prediction.

Non-state actors’ role extends beyond provision of schooling to interventions at various education levels and influence spheres. Alongside its review of progress towards SDG 4, including emerging evidence on the COVID-19 pandemic’s impact, the 2021/2 Global Education Monitoring Report urges governments to see all institutions, students and teachers as part of a single system. Standards, information, incentives and accountability should help governments protect, respect and fulfil the right to education of all, without turning their eyes away from privilege or exploitation. Publicly funded education does not have to be publicly provided but disparity in education processes, student outcomes and teacher working conditions must be addressed. Efficiency and innovation, rather than being commercial secrets, should be diffused and practised by all. To that end, transparency and integrity in the public education policy process need to be maintained to block vested interests. The report’s rallying call – Who chooses? Who loses? – invites policymakers to question relationships with non-state actors in terms of fundamental choices: between equity and freedom of choice; between encouraging initiative and setting standards; between groups of varying means and needs; between immediate commitments under SDG 4 and those to be progressively realized (e.g. post-secondary education); and between education and other social sectors. Supporting the fifth Global Education Monitoring Report are two online tools: PEER, a policy dialogue resource describing non-state activity and regulations in the world’s education systems; and VIEW, a new website consolidating sources and providing new completion rate estimates over time.
