Industri 4.0 sudah digaungkan oleh Pemerintah Republik Indonesia. Konsep dalam Industri 4.0 ini membutuhkan perubahan yang fundamental dalam setiap sendi-sendi kegiatan bisnis yang sudah sekian lama dilakukan. Business as usual, sebuah frasa yang tidak lagi berlaku untuk melakukan sebuah perubahan mendasar. Efisiensi dalam konteks digitalisasi proses bisnis EPC (Engineering, Procurement and Construction) sangat diperlukan saat ini. Terlebih jika kondisi perusahaan sedang dalam masa sulit atau resesi akibat pandemi covid-19, perlu penerapan konsep EPC 4.0 dengan penyesuaian terhadap kebutuhan perusahaan secara khusus dan negara secara umum. Banyak hal mendasar yang akan mengalami distraksi dalam industry EPC 4.0, antara lain hubungan antara pemilik proyek, kontraktor, sub-kontraktor dan supplier, kemudian pola rantai suplai barang dan material, organisasi, otomasi dan faktor sumber daya manusia

The EPC Contract is the form of contract that is currently used by the contractors to take over construction work. The EPC Contract having three activities, the engineering design , procurement and construction execution, that are integrated. For the activity EPC Contract is the Single Contractor must be responsible for the design of jobs and accuracy, and requirement of the owner project, until construction. This contract type commonly have a high risk, the finals price, and the accuracy of the period for implementation. Characteristic of EPC Contract is industry building activities that are proces plant and industry plant. The purpose of which are going to achieved in EPC Contract to preset specifications to fulfill the requirements specified in terms of the time, the quality and expenses.The main issues in this legal research are the legal principle that is used in the preparation of EPC Contract and the principle of law in the implementation of EPC Contract in Indonesia. The type of research is the normative study and the approach of this research having four methods approach among others are statute approach, conceptual approach, cases approach, and comparative approach.The result of this research there are four the most important among others are the first is legislation, the second is the implementation of regulation, the third is EPC institution procurement and fourth is the form of EPC Contract.

Purpose Engineering-procurement-construction (EPC) projects in the oil and gas industry are special projects involving diverse cultures, behaviours and complexity in global business. Among these elements, culture is a crucial factor contributing to project performance. Several studies have been conducted on culture and its impact on project performance, especially in construction. However, studies on the cultural factors affecting EPC projects have not yet been carried out, especially for projects in the oil and gas industry. Thus, this study aims to explore and identify the cultural factors that affect the performance of oil and gas EPC projects in Vietnam. Design/methodology/approach In all, 60 people with experience in EPC projects were interviewed for the study. Axial and selective coding were used to build the final grounded theory. Findings The research findings show that the main cultural factors affecting the performance of EPC projects are leadership, organisation, planning, communication, human resources, goal and orientation. Originality/value This study provides empirical evidence for the importance of cultural factors that affect the success of EPC projects. It can serve as a guide on how to manage EPC projects and how to overcome the cultural difficulties in oil and gas EPC projects in Vietnam.

Project development and marketing on large oil and gas projects (LOGPs) by engineering-procurement-construction (EPC) contractors respond to massive capital investment (CAPEX) undertakings by oil and gas industry owners and takes on multi-lateral interactions carried out by a dozen actors proactively participating in the EPC contractors’ business ecosystem created to remain competitive toward owner companies, which form of project marketing is different from a straight forward contractor – owner interaction found in the other branches of contracting industry. Most of such interactions are based on strategic trust among the relevant members built over decades of heavy win-win transactions. This study has found the actors that compose the project development and marketing cycle in LOGPs, explored dominant logics of EPC contractor’s project development and marketing, and analysed how primary actors in LOGP development and implementation co-create strategic values for both the respective corporations and sustainable overall industry growth. The business ecosystem theory posits that a business ecosystem is an economic community supported by interacting organizations; the company holding a leadership role is valued by the community because it enables members to move toward shared visions to align their investments – this refers to the platform services theory and to find mutually supportive roles.

AbstractEngineering, procurement and construction (EPC) business in Europa is increasingly under pressure. Lack of productivity, low or negative profit margins for investors, and the lack of adopting necessary innovations and digitalization—from engineering activities through operations and maintenance to decommissioning—have caused significant deprivation of business and competitiveness compared to emerging providers in Asia. The quest for reducing capital expenditures (CAPEX) in EPC projects is intensifying. In May 2018, a research project was started to analyze the situation and key trends through desk research, to research how the challenges of the business could be tackled and to derive practical guidance for EPC contractors as well as for investors, owners, and operators (O/O). The project aimed to propose innovative ways of improving the EPC business model to reach the next level (“EPC 4.0”). In doing so, lessons learned from the automotive and aviation industry were considered. A key objective of the research project was to challenge statements of international EPC experts to cut CAPEX by 40–50% in EPC projects. With this statement in mind, the research focused on identifying measures with potential in six areas: (1) digitalization, (2) partnering, (3) flat supply chains, (4) flexible organizations, (5) core competences, and (6) the human factor. Summarizing the findings in these areas, the EPC 4.0 project came to a savings potential of up to 50% of the total budgeted project costs.

This article focuses on the value of standards and the industry's work to date on an ePedigree standard, track-and-trace and electronic product code (EPC)/radio frequency identification (RFID). Parallels are drawn between the development of the bar code standard in the 1970s by EPCglobal's parent company, GS1 US, and the activities seen today in the EPC/RFID marketplace. The article also touches on issues such as patient privacy, item identification, sensor technology. Last, the article identifies areas other than counterfeit that may benefit from the standards that are being developed today.

The promotion of the EPC model in public construction projects is a priority for reform in the Chinese construction industry. This study integrates the push–pull–mooring (PPM) model with the stimulus-organism-response (SOR) framework to explore the influencing factors and action mechanisms of adopting the EPC model of the owners of public construction projects in China. An online questionnaire was sent to public construction project owners who have participated in EPC projects. Partial least squares-structural equation modeling (PLS-SEM) was employed to analyze the survey data. The results identified that the push factors for public construction project owners to the adoption of the EPC model include owners’ management ability, owner’s knowledge about EPC, and the matching degree between the owner’s management philosophy and EPC model; the pull factor is the performance pressure of the project; and the mooring factors include subjective norms, the maturity degree of the EPC, and the support environment. In addition, perceived usefulness, cognitive, and adoption attitude play a mediating role in the relationship between external stimuli and adoption behavior. Overall, this study enhances the understanding of Chinese public project owners’ behavior in adopting the EPC model and provides a theoretical basis for policy recommendations to promote the adoption of the EPC model by public construction project owners in China.

Devido às mudanças ocorridas a partir 1993 na legislação que rege o Setor de Energia Elétrica Brasileiro, abrindo o mercado para as empresas privadas, tem-se notado grandes alterações no que se refere ao modo de contratação para implantação de grandes empreendimentos nesse Setor. O presente trabalho visa o estudo de uma nova forma de contratação para empreendimentos de geração de energia elétrica, onde o empreendedor ou contratante transfere, via contrato, todos os riscos de engenharia e construção à contratada. A contratada fica responsável pela realização dos trabalhos de engenharia e projetos, fornecimentos de materiais e equipamentos permanentes e construção do empreendimento, assumindo os riscos inerentes dessas atividades, ou seja, nesse tipo de contrato, o preço é global e está contemplado o fornecimento integral. Essa forma de contratação é chamada de Contrato EPC (Engineering, Procurement and Construction) Turn Key Lump Sum e nesse caso, o objeto da contratação é a entrega do empreendimento, pronto, acabado e operando. Esse trabalho compreende de uma pesquisa bibliográfica onde se procura descrever as características dessa forma de contratação e a identificação dos vários atores envolvidos no processo e partes interessadas, chamados de stakeholders, buscando com isso minimizar as dificuldades encontradas pelos gestores destes contratos.

This thesis addresses the German position in the negotiations on the British proposal for a Europe-wide free trade area, on the acceleration of the tariff schedule of the European Economic Community (EEC) in 1960, the formation of EFTA, and the first British application for membership of the EEC. To do this it analyses the attitudes, interests and lobbying efforts of German industry, West Germany's European policy from 1957 to 1963 after the establishment of the EEC and industrial influence on the respective decisions by the Federal Government. The main focus is on the trade relations with Western European countries outside the EEC. Previous historiography has stressed the overriding German economic interest in and corresponding industrial pressures for avoiding trade discrimination by the EEC vis-a-vis the other European members of the OEEC/OECD. It has however failed to address the problem that, despite an alleged political consensus in line with these economic interests. Chancellor Adenauer was able to deliver a policy precluding the Europe-wide solution demanded by parliament, German business, and Ludwig Erhard, the Minister of Economics. It seems to suggest that this policy outcome was mainly a function of Adenauer's personal authority and his constitutional prerogatives as Chancellor. In order to address this central problem, the thesis examines industrial interests at the sectoral level. These are analysed on the basis of a quantitative study of sectoral foreign trade in manufactured products with the countries of EEC and EFTA respectively in the 1950s and 1960s. From other sources it examines the influence which German industry exerted on government policy towards European economic integration. This reveals that industrial interest at the sectoral level in fact gave rise to lobbying pressures for the policy outcome sought by Adenauer, to prevent the large Europe-wide free trade area and to prevent British accession to the EEC. The quantitative analysis shows that for those sectors in favour of the proposed free trade area and British accession the opportunity costs of the failure of these two projects were practically invisible. For sectors in decline and in structural difficulties, on the other hand, both these projects constituted a major threat. The EEC of the Six, however, offered them not only protection against competition from outside, but at the same time considerable export opportunities, particularly in the French and Italian markets. The intra-governmental power struggle over these issues is analysed first with regard to industrial pressure and second to the international framework and the respective constraints and opportunities it provided for domestic policy makers in West Germany. The eventual policy outcome is explained in three dimensions: first in terms of the particular structure of industrial interest and respective pressures; second an alliance between protectionist interests and the specific political agenda of the head of the executive; third in terms of opportunities for the Federal Chancellor arising from the interplay of policy and power at the international level. It is argued that this is a more convincing interpretation and more securely based on the historical evidence.

Este trabajo realiza un análisis de los índices de accidentabilidad presentados por contratistas de construcción, durante la ejecución de proyectos EPCM para la minería, a lo largo de un periodo de estudio de cinco años. Para contextualizar este análisis, se describe primero el proceso conducido por el contratista general a lo largo de un proyecto de este tipo y la influencia que tiene sobre el desempeño en seguridad durante su construcción. Así mismo, se presentan normativas aplicables, tanto nacional como internacionalmente, para definir los índices de accidentabilidad a utilizar en el estudio y sus relaciones. El análisis de los índices de accidentabilidad se realiza a través de la búsqueda de relaciones de dependencia con algunas características propias de los proyectos estudiados. Estas características incluyen ubicación geográfica, tanto por región como por país, el tipo de obras, la magnitud del proyecto en base a la cantidad de horas hombre empleadas y la condición de uso del terreno. Los resultados indican que el desempeño en seguridad durante la construcción de proyectos EPCM depende mayoritariamente de la ubicación geográfica de éstos. Esto, debido a las importantes diferencias observadas entre las cifras alcanzadas en distintas regiones y países, mostrando un desempeño bastante deficiente en lugares con alto desarrollo económico, en contraste al buen resultado en naciones en vías de desarrollo. Las cifras también evidencian que los índices disminuyen durante períodos de menor actividad económica y mayor desempleo, por el contrario la gran demanda de trabajadores es una de las causas más probables de los bajos desempeños en períodos de abundancia de proyectos. Finalmente se incluyen algunas recomendaciones, para mejorar el desempeño general en materia de seguridad y su diagnóstico, a través del diseño enfocado a la seguridad en construcción y en operación, la utilización de índices de desempeño positivo y otras.

The author evaluated the applicability of the Environmental Protection Agency's Organic Leachate Model to wastes containing organic solvents and other organic compounds ("non-solvents"), and determined that the model tends to overestimate the leaching of organic solvents and other organic compounds. Furthermore, when evaluated for its ability to predict leaching of organic compounds, the model was found to predict the leaching of organic solvent compounds with some accuracy, with a correlation coefficient (R2) of 0.671 for this subset of the data. The model's ability to predict the leaching of non-solvent organic compounds, however, was found to be poor, yielding an R2 of 0.388 for this subset of the data. The author also investigated the effect that organic solvents have on the leaching of other organic compounds in a waste and found that the presence of solvents increases the potential for leaching among the non-solvent compounds. This conclusion was drawn when the average "leachability ratio", or the ratio of leachate concentration to waste concentration for non-solvent compounds in solvent-bearing waste was found to be nearly four times the average leachability ratio for non-solvent compounds in wastes that did not contain organic solvents. Finally, the author modified the Organic Leachate Model to account for the unique properties of organic solvents in an effort to improve the model's accuracy in predicting the leaching of solvents and other compounds in solvent-bearing wastes. The results of this modelling effort produced an improvement in the predictive ability of the model for both solvents and non·solvents, yielding correlation coefficients (R2) of 0.678 for the subset of data represented by organic solvents, and 0.431 for non-solvents) but the improvement was still not sufficient to justify applying the model to non-solvent compounds.

O presente trabalho consiste no estabelecimento de inter-relações entre variáveis distintas, compostas por ações estratégicas e indicadores de desempenhos, que compõem as áreas econômicas e ambientais das empresas. A pesquisa utilizou como base os indicadores das dimensões econômica e ambiental do modelo Estrutura - Conduta - performance Triplo (ECP - Triplo), os quais tem como objetivo refletir as estratégias das companhias sob pressão de um determinado mercado, e seu conseqüente desempenho, dando um mesmo peso para os resultados econômicos e ambientais. Identificou-se uma série de posturas estratégicas e indicadores refletindo os desempenhos econômicos e ambientais, no conjunto de empresas pesquisadas, realizando um posterior cruzamento entre os dados ambientais e econômicos, ligando as condutas de dimensões contrárias, performances de esferas distintas e as relações cruzadas entre as condutas de um lado com indicadores de desempenho do outro. Os dados dos cruzamentos foram relacionados de duas formas, onde a primeira coloca como as ações estratégicas gerais, agrupadas por suas funções empresariais, ambientais e econômicas, e cada ação individualmente, estão se relacionando com a esfera contrária do modelo. Para tal, utilizou-se alguns índices que procuram refletir o grau de relação, classificados em abaixo, médio baixo, médio alto e alto. O segundo formato dos resultados, utiliza-se de gráficos, onde é correlacionado para cada empresa, os lados econômicos e ambientais, individual refletido permitindo ter uma noção do comportamento da indústria. As 9 empresas analisadas pertencem ao grupo das 30 maiores companhias de óleo & gás do mundo, mercado o qual a análise de sua estrutura também fez parte desta pesquisa.

First generation nuclear power plants were built onsite with large construction forces over a number of years using a design that was being revised during construction. Vendor supplied equipment skids were the closest thing to modular building techniques at that time. Modularization techniques are available today as a tool for performing parallel construction activities such as fabrication and assembly of components offsite to support the construction cost and schedule goals of a project. Accordingly, extensive planning and coordination is required by engineering, procurement, fabricators, and construction to support modularization. The importance of developing a strategy for the utilization of modularization to the Nuclear Industry, Owners, and Engineering Procurement and Construction (EPC) entities, cannot be over emphasized, ensuring the development of a Corporate Modularization Fabrication Strategy, which incorporates and addresses the following, various elements: • Project Modularization Plan • Definitions and terms for module, modularization, and on-off-site fabrication • Module types • Modularization boundaries • Work processes for interface between Engineering, Procurement, Fabricator, and Quality to allow good communication between entities • Constructability reviews • Modularization schedule linked to integrated project schedule • Compliance with approved procedures and Quality Program requirements • Commitment from management This paper and presentation will discuss and highlight the following for a typical Advanced Boiling Water Reactor (ABWR) application: • Typical Corporate Modularization Fabrication Strategy; • Typical Modularization Concepts; • Modularization: Friend or Foe.

Abstract Human error is recognized as the most common factor that causes maritime accidents. Human Error Assessment and Reduction Technique (HEART) as a Human Reliability Assessment (HRA) has been widely applied in various industries. However, in the maritime industry, machine, media, and management are also considered as factors that can strongly affect human behavior, judgment, and other human elements. These factors are particularly relevant for bridge resource management that perform the task of maintaining a proper look-out. Therefore, this study considers the effect of those factors integrated with 4M (man, machine, media, management) factors. The study was conducted with 37 collisions accident reports from 2007–2017, using data from the NTSB and TSB-Canada. There are 229 Error Producing Condition (EPC) found in this study. The classification of the EPC to the 4M conducted in this study.

Since passage of the 1990 Clean Air Act Amendments (CAAA), continuous emission monitoring system (CEMS) vendors, manufacturers, research organizations, parametric emissions monitoring system (PEMS) vendors, consultants, and source owner/operators have been developing strategies to satisfy compliance monitoring requirements that may eventually apply to many gas turbines and engines. A variety of CEMS and PEMS approaches have been developed, and evaluated to determine overall performance and cost. In addition, a few natural gas transmission companies have been required to install and operate CEMS on specific engines and turbines in order to comply with existing State permitting requirements or emissions trading programs.Within the next five years, the Environmental Protection Agency (EPA) is expected to promulgate a series of stationary source, air emission regulations that will have a significant impact on many industrial sources. In addition, EPA will be issuing regulatory revisions, policy manuals and guidance documents to further clarify the implementation and enforcement of rules recently promulgated - e.g., Title V Permitting, Compliance Assurance Monitoring (CAM) and Credible Evidence rules. As a part of each of these anticipated rules, revisions, and supporting documents, EPA will require and continue to refine corresponding compliance monitoring procedures and performance specifications. For the natural gas transmission industry, the anticipated regulatory changes could result in substantial increases in the cost of environmental compliance. Costs associated with pollution control (including reductions in engine/turbine efficiency), compliance monitoring, emissions reporting and recordkeeping may all increase as a result of pending regulatory requirements. This report has been prepared to document the natural gas transmission industry's experience operating continuous emission monitoring systems (CEMS) on reciprocating engines and stationary gas turbines and to discuss some of the more critical, technical issues that will have to be addressed if pending regulatory changes require the use of CEMS. In particular, this report provides technical discussions regarding the performance, operation, maintenance and costs of a CEMS program for compliance monitoring of nitrogen oxides emissions.
