Extreme climatic events, global warming, biodiversity loss, ozone depletion, water, air and soil pollution, major accidents have made the issues of environmental change in the environment and the impact on environmental insecurity has become the center of security analysis. The notion of energy security is constantly changing, as is the attitude towards the complex strategic activities that they entail. National security strategies did not include environmental security considerations until the end of the Cold War. Population growth, globalization and general technological and economic progress have led to a drastic increase in natural resources, the provision of energy sources to supply the economy and citizens is on the map of the most important geostrategic and geopolitical issues. Climate change and the issue of environmental protection have posed new challenges for the energy sector. Energy is the basis of modern life, from heating the household to driving a car, which is why its provision is vital for any national security.

Abstract National energy security, parallel with the ultimate goal of emissions reductions, is of utmost priority for the Chinese government. In order to comply with the requirements set by the Kyoto Protocol, the Chinese government announced, on 25 November 2009, that 2020’s CO2 emissions would be reduced by 40–45 per cent in accordance with the data collected from 2005. Said goal was met three years ahead of schedule. Even in light of such an accomplishment, however, commentators suggest that the overall nationally determined contributions (NDCs) made by the Parties belonging to the Paris agreement are not enough to reduce global warming by even 2°C. This article focuses on the concept of energy security in assessing whether, and how, the priorities related to climate change are gradually changing. After analysing climate change’s impact on China, conducted via an analysis of the study’s available literature and through the support of international data, this article mainly focuses on the concept of energy security, itself. Under the second section, based on the examination of China’s efforts to transition towards a low-carbon economy, the authors provide a holistic definition of energy security through the lens of three dimensions: energy supply security, energy economy and energy ecological security. The third section, in turn, addresses the relationship between energy security and climate change. The results presented in the conclusion insist that, in order to strengthen environmental protection in China, it is crucial to reform the highly inefficient and strictly regulated national energy market. In doing so, China’s transition to a low-carbon society and economy could prove less painful, as China’s available resources offer the potential for a strengthened ecological dimension and sustained socio-economic development.

Local, state, and federal governments are continuing to design and pass programs and policies to decrease demand for energy. These programs and policies provide social, economic, and environmental benefits. Social and behavioral scientists can inform policymaking and evaluation because of their expertise in behavioral change. Specifically, policies will be more effective if they include a behavioral level analysis to help select behaviors, design behavioral change strategies that target appropriate motives and abilities, and attend to social and environmental contexts. After describing these principles, the article illustrates how they can inform the evaluation of labeling programs designed to encourage energy-efficient behaviors among consumers, manufacturers, and building owners.

Abstract Since the last decade, the energy policies of some countries have changed. The investments in renewable energy sources have significantly increased in developed and developing countries, as the cost of the renewable plants are decreasing, during the same time. Germany, one of the most important country of Europe in terms of energy, has fastened its green energy policy, while Turkey, one of the most important developing countries in terms of energy demand, has showed a huge growth with the help of the agreements and new energy policy according to the European Union acquis. Germany and Turkey has always been in contact with each other because of their background. The problem of controlling energy systems (generation, transmission, storage, investment) introduces a number of optimization problems which need to be solved in the presence of different types of uncertainty. We highlight several of these applications, using a simple energy storage problem as a case application. Using this setting, we describe a modeling framework based around five fundamental dimensions which is more natural than the standard canonical form widely used in the reinforcement learning community. The framework focuses on finding the best policy, where we identify four fundamental classes of policies consisting of policy function approximations (PFAs), cost function approximations (CFAs), policies based on value function approximations (VFAs), and lookahead policies. This organization unifies a number of competing strategies under a common umbrella.

L’objectif principal de cette thèse est d’étudier d’abord les problèmes potentiels qui peuvent entraver ou accélérer la diffusion des systèmes énergétiques environnementaux (par exemple, énergies renouvelables), puis l’impact de la pénétration de ces technologies dans le marché de l’énergie sur les équilibres du marché. À cette fin, nous observons le processus de diffusion à partir de différents points de vue tels que les décideurs, les fabricants, les clients et l’opérateur d’un système de transmission. Le premier chapitre de cette thèse fournit introduction et le contexte de la recherche. Le deuxième chapitre examine le rôle des décideurs et des fabricants technologiques sur la diffusion de ces technologies, alors que le troisième chapitre est consacré à l’étude de l’impact des différentes dimensions d’information sur la décision d’adopter une technologie environnementale tout au long du processus de telle adoption. Le chapitre quatre examine l’effet de l’entrée de ces technologies (énergies renouvelables) dans le marché d’électricité sur le prix au comptant d’électricité et sur le déséquilibre offre-demande. Enfin, le chapitre cinq conclut les résultats de cette étude et fournit des orientations pour des recherches futures. Les résultats présentés dans cette thèse offrent un aperçu de gestion précieux pour les décideurs, les fabricants de technologie et aux entreprises opérant dans le secteur de l'énergie
The main goal of this dissertation is to study the potential factors that may hamper or accelerate the diffusion of environmental energy systems (e.g: renewable energies). To this end, using different methods such as game theory, survey data analysis, and time series data analysis we observe the diffusion of these technologies from different perspectives such as policy makers, manufacturers, and customers. This dissertation consists of five chapters. The first chapter provides introduction and background of the research. Second chapter investigates the role of policy makers and technology manufacturers on the diffusion of the environmental energy systems. Chapter three is dedicated to studying the impact of different information dimensions on the different stages of environmental technology adoption process. Chapter four examines effect of the penetration of the environmental energy systems into the electricity market by studying the electricity spot price and electricity supply- demand imbalance. Lastly, chapter five concludes the results of this study and provides directions for future researches. The results reported in this dissertation offer valuable managerial insights to policy makers, technology manufacturers and to firms operating in the energy sector

Sustainable Energy (oil, gas and electricity) plays an important role in advancing productive capacity and increasing economic growth and sustainable development. In order to achieve this, there must be effective trade and investment in energy. Currently, there is relatively low regional and international trade in energy in the East African Community (EAC). Local and foreign direct investment flowing into the EAC is still very low in spite of a number of measures, such as, investment protection guarantees, that have been taken to improve investment. Each of the five countries in the EAC has its own energy policy, as well as a trade and investment policy and strategy. For some the policies are clearly stated
for others they are presumed. However, these policies are not effective. Without effective policies on trade and investment protection and promotion, the EAC will have minimum benefits in terms of terms of trade, investment inflows and sustainable economic development. The EAC is a customs union with an ultimate aim of attaining a political federation. Before this happens, there is need to have effective but also harmonised trade and investment policies and strategies. Adoption of comprehensive harmonised trade and investment policies and strategies shall provide a guideline to the Governments, the trade and investment agencies and other relevant stakeholders to follow in order to attain the ideals, objectives and spirit of the Community. This research, therefore, aims at proposing effective and harmonised trade and investment policies and strategies that Member States should pursue in order to develop the EAC into a viable integrated energy trade and investment zone. The study involves a review of the current policies, strategies, laws, regulations and practices in trade and investment in energy and a discussion of how the situation can be improved. Le marché des systèmes photovoltaïques a connu une forte croissance cette dernière décennie soutenue par des actions politiques favorables dans un contexte de transition énergétique. Pourtant, malgré ces conditions bénéfiques, le marché mondial du PV a paradoxalement traversé une période chaotique rencontrant des problèmes de surproduction, une crise industrielle et des différends commerciaux durable entre pays. Cette thèse part de ces problématiques et tente de comprendre les politiques publiques PV et les impacts sur la dynamique des technologies et des marchés. Afin de préciser ces questions, une approche systémique est utilisée pour fournir une compréhension correcte des mécanismes généraux des politiques publiques PV. Une vue d’ensemble systémique concrète de ces mécanismes est construite sur la base d’analyses théoriques et historiques en définissant les variables clés et le contexte. Une analyse rétrospective utilisant des mappings construits pour l’occasion est conduite afin de cerner les limites et défis critiques du secteur PV ainsi que les facteurs de risque. Cette thèse montre également la façon dont la nature du contexte politique change en liaison avec la dynamique du secteur PV. La thèse met en évidence que la dynamique nationale a été brisée par l’entrée de la Chine sur le secteur PV. La thèse propose au final des orientations stratégiques pour le développement du PV selon deux dimensions, nationale et internationale. Au niveau national, la thèse s’intéresse à l’autoconsommation PV en tant que manière naturelle d’utiliser l’énergie PV dans le système électrique. Cette analyse implique un changement de nature des politiques PV dans le futur. Pour terminer, afin de résoudre la crise industrielle actuelle, la thèse présente des possibilités d’actions internationales en collaboration pour créer une nouvelle demande PV dans le contexte international en recherchant des bénéfices économiques et environnementaux au niveau mondial
Solar PV systems have experienced strong market growth over the last decade supported by favorable political reactions in the energy transition context. However, despite these favorable conditions, paradoxically, the global PV market recently went through a chaotic time encountering the overproduction issue, the industry crisis and the long-lasting trade disputes. This thesis started from these problematics to understand the PV public policies and the impacts on dynamics of technology systems and markets. In order to define those issues, a systemic approach is taken to provide an accurate comprehension of the overall mechanisms of PV public policies. The concrete systemic vision of PV policy mechanisms is constructed based on theoretical and historical analysis by defining key variables and the context. A retrospective analysis using the proposed mapping tools is conducted to understand critical limits and challenges of PV development and to identify risks factors in the sector. This thesis also demonstrates how the nature of policy context changes in combined with the dynamic feature of the PV sector. Our analysis highlights the nationwide PV policy dynamics was broken with the arrival of China in the PV sector. This thesis eventually proposes strategic orientations of PV development at the two dimensions from both national and international perspectives. At the national level, this thesis discusses on PV self-consumption as the natural way of PV power use in the electricity system. This analysis implies a change in the nature of PV policies in the future. Next, as a response to the current global industry crisis, the thesis proposes opportunities of international collaborative actions to create new PV demand in the international context in pursuit of global economic and environmental benefits

The growing consensus among scientists and governments on the need for immediate action to avoid the dangerous impacts of climate change has resulted in many industries starting to prepare for a carbon-constrained world, in order to analyse the effectiveness of industry response, this research has developed a theoretical framework to categorise corporate strategies on climate change in developing and industrialized countries. The framework classifies the corporate response into four sets of strategies based on their operational and management activities. The empirical data was collected from 180 companies trough a questionnaire survey in Pakistan and the UK. Twenty-four interviews with representatives from industries and other stakeholder groups were also conducted to triangulate and complement the survey results. An analysis of the empirical data indicates that corporate responses towards climate change can be characterized in four categories: indifferent, beginner, emerging and active which validates the theoretical framework. The research found that business responses to this international challenge depend on national policies, economic, social, and technological related factors. However, the strength and content of these factors varies between industrialized and developing countries, where corporate environmentalism is a relatively new phenomenon. For Pakistan, the findings suggest that, in the absence of regulatory and societal pressure, the only effective incentive for organizations is cost-savings tlirough energy efficiency projects. However, their response is shaped by the prevalence of obstacles and a lack of external pressure that prevent a different picture to emerge. The situation is different for the UK. Due to regulatory pressure, UK firms are actively involved in GHG management activities. However, climate policies concerning industries for instance, EU ETS, do not provide sufficient incentives to companies to change from 'business as usual' because of its short-term outlook, uncertainty, complexity and the generous allocation of allowances, hence very low carbon price.

The global climate is changing rapidly, which pronounces the need for transforming the energy system. The Swedish municipalities have been identified as key actors in Sweden’s decarbonisation due to their far-reaching responsibilities, which encompass energy planning. The municipalities are required to have a Municipal Energy Plan (MEP) regarding the provision of energy, but have increasingly shown climate awareness. Further, the municipalities are responsible also for the spatial planning, and increased climate efforts will largely be dependent on how this planning is conducted. However, the energy system also affects various other environmental impacts. Strategic Environmental Assessment (SEA) can aid to take these impacts and associated National Environmental Quality Objectives (NEQOs) into account, which is necessary in order to avoid that other negative environmental impacts occur due to a decarbonisation and that synergies between NEQOs instead could be utilised. Thus, this thesis aims to examine current municipal energy planning practice and the integration of energy and climate targets into comprehensive planning (Paper I), as well as to explore the performance of SEA and the consideration of NEQOs in municipal energy planning (Paper II). Further, suggestions for strengthening the practice is developed (Paper I and II).To achieve the aims, a document analysis, statistical analyses, thematic analyses and an interview study has been employed. This thesis shows that the Act on Municipal Energy Planning is not followed and that the municipalities proactively focuses on climate change mitigation instead. Moreover, a link between MEPs and Comprehensive Plans is seen regarding energy and climate-related targets, and a continuous energy planning can thus be one way of achieving a spatial planning in line with the climate objectives. SEA is seldom performed despite legal requirements, due to a deficient screening practice. However, when performed, SEA can increase the consideration of NEQOs, particularly those in which negative environmental impacts of climate efforts can occur. The consideration of NEQOs could thus help enhance synergies between a decarbonisation and other NEQOs, which could mobilise support for the MEP and aid its implementation.

Abstract The world is fast changing and so is the energy mix. A global clarion call by scientists inspires an immediate action to circumvent the visible effects of climate change or face the damning consequences in the coming few years. Scientists and environmental lobbyist are campaigning against the consumption of fossil-based fuel and mounting more and more pressure on the international financial bodies including calling on government around the world to refrain from further financing of fossil fuel projects. This is surprisingly gathering momentum on regular basis, thereby posing existential threat to third-world oil producers, which are largely dependent on royalties and tax revenues from crude oil and other natural resources in order to sustain their economies. The future trends warn of a looming dooms day when these remaining reserves may no longer be able to attract the requisite funding necessary to develop them, let alone explore them. Besides Niger Delta, most other petroleum basins in Nigeria are highly under-explored but presumed to have significant hydrocarbon resources, albeit mainly gas. For that reason, these basins and their resources do not yet count in the nation's wealth of booked resources. It is believed the country can also benefit from significant amounts of oil discoveries that are invisible to conventional technologies or intentionally bypassed in natural recovery methods. These could present less costly alternatives to uplift the nation's reserves booking and in so doing minimize uncertainty involved in deep water or frontier explorations. Nigeria should therefore aim to ramp up its capital investment to boost oil & gas production in the next couple of years so as to harness th abundant discovered resources whilst there is still time to do so. To take advantage of Nigeria's vast portfolio of hydrocarbon resources, the nation must explore strategic policies aimed to enhancing exploration and production interests while simultaneously expanding other value chains and promoting the investment in alternative or renewable energy. It must expediently exploit the remaining reserves so as to make the most of what it has. Then the wind fall from that exploitation can be ploughed back into the economy to facilitate the implementation of large-scale alternative energy projects as it plans to eventually substitute the fossil fuel energy. This paper presents some thought-provoking but radical ideas of how this can be achieved in the near term.

European Union Commission declared its vision on European Energy Association EEA including comprehensive changes on energy strategy about energy cooperation and climate changes, as well as conversion and its multi-dimensional cooperation objectives with its report European Commission, Energy Union Package, COM 2015-80. Current cost of energy to the European Union damages its competitiveness in the international market due to its high dependence on energy supply. EU will play an active role in the international energy market with EEA on both energy dependence and on energy supply security. Only four countries are listed on the EEA vision document among alternative producers, cooperation with transit countries and strategic partners: Algeria, Azerbaijan, Turkmenistan and Turkey. Due to its geo-strategic location Turkey is the most affordable and reliable energy transit route between Central Asia and Europe. In this study Turkey’s place as a strategic transit country and its partnership in TAP/TANAP projects as well as its possibility to become a regional energy hub and an oil corridor in the East-West route will be discussed in detail as it is stated in EEA vision document. In this context, possibilities, challenges and related macro-economic policies will be evaluated.

Abstract In the wake of increasing proliferation of renewable energy and distributed energy resources (DERs), grid designers and operators alike are faced with several emerging challenges in curbing allocative grid inefficiencies and maintaining operational stability. One such challenge relates to the increased price volatility within real-time electricity markets, a result of the inherent intermittency of renewable energy. With this challenge, however, comes heightened economic interest in exploiting the arbitrage potential of price volatility towards demand-side energy cost savings. To this end, this paper aims to maximize the arbitrage value of electricity through the optimal design of control strategies for DERs. Formulated as an arbitrage maximization problem using design optimization, and solved using reinforcement learning, the proposed approach is applied towards shared DERs within multi-building residential clusters. We demonstrate its feasibility across three unique building cluster demand profiles, observing notable energy cost reductions over baseline values. This highlights a capability for generalized learning across multiple building clusters and the ability to design efficient arbitrage policies towards energy cost minimization. Finally, the approach is shown to be computationally tractable, designing efficient strategies in approximately 5 hours of training over a simulation time horizon of 1 month.

The report recommends that: 1) Policymakers should conduct holistic assessments of social, economic, and cultural factors before AI adoption in the water sector, as prospective applications of AI are case- specific. It is also important to conduct baseline studies to measure the implementation capacity, return on investment, and impact of intervention. 2) To ensure positive development outcomes, policies regarding the use of AI for water-related challenges should be coupled with capacity and infrastructure development policies. Capacity development policies need to address the AI and Information and Communications Technology (ICT) needs for the AI-related skill development of all water-related stakeholders. Infrastructure development policies should address the underlying requirements of computation, energy, data generation, and storage. The sequencing of these policies is critical. 3) To mitigate the predicted job displacement that will accompany AI-led innovation in the water sector, policies should direct investments towards enabling a skilled workforce by developing water sector-related education at all levels. This skilled workforce should be strategically placed to offset dependency on the private sector. 4) Water-related challenges are cross-cutting running from grassroots to the global level and require an understanding of the water ecosystem. It is important for countries connected by major rivers and watersheds to collaborate in developing policies that advance the use of AI to address common water-related challenges. 5) A council or agency with representation from all stakeholders should be constituted at the national level, to allow for the successful adoption of AI by water agencies. This council or agency should be tasked with the development of policies, guidelines, and codes of conduct for the adoption of AI in the water-sector. These key policy recommendations can be used as primary guidelines for the development of strategies and plans to use AI to help achieve water-related SDGs.

Despite the significant challenges in mobilizing investors resources towards sustainable infrasctrure investments in Latin America and the Carribbean, an investment opportunity in low carbon and resilient assets exists and represents a critical step towards a sustainable economic recovery from the financial duress due to the COVID-19 pandemic and its impacts on health and economic systems of the region. This papers contribuition is two-fold: it attempts to estimate and size an ideal sustainable investable pipeline accross the region generated by several policies promoting public-private-partnerships (PPP) in the transport and energy sectors. Then it identifies and details different investment strategies and financial instruments available to institutional investors to invest in the region while mitigating the risks they perceived and hinder the mobilization of their resources. Such strategies discussed in the paper include: joint ventures with local counterparties, direct and active investments in the national markets, and/or access to markets via partnerships with development financial institutions.

The agriculture sector in Asia and the Pacific region contributes massively to climate change, as the region has the largest share of greenhouse gas (GHG) emissions from agriculture. The region is the largest producer of rice, a major source of methane emissions. Further, to achieve food security for the increasing population, there has been a massive increase in the use of synthetic fertilizer and energy in agricultural production in the region over the last few decades. This has led to an enormous rise in nitrous oxide (N2O; mostly from fertilizer-N use) and carbon dioxide (mostly from energy use for irrigation) emissions from agriculture. Besides this, a substantial increase in livestock production for meat and dairy products has increased methane emissions, along with other environmental problems. In this context, this study conducts a systematic review of strategies that can reduce emissions from the agriculture sector using a multidimensional approach, looking at supply-side, demand-side, and cross-cutting measures. The review found that though there are huge potentials to reduce GHG emissions from agriculture, significant challenges exist in monitoring and verification of GHG emissions from supply-side measures, shifting to sustainable consumption behavior with regard to food consumption and use, and the design and implementation of regulatory and incentive mechanisms. On the supply side, policies should focus on the upscaling of climate-smart agriculture primarily through expanding knowledge and improving input use efficiency in agriculture, while on the demand side, there is a need to launch a drive to reduce food loss and waste and also to move towards sustainable consumption. Therefore, appropriate integration of policies at multiple levels, as well as application of multiple measures simultaneously, can increase mitigation potential as desired by the Paris Agreement and also help to achieve several of the United Nations’ SDGs.
