A unique feat of an economically and physically ravaged post-war Britain, the 1951 Festival of Britain produced an ‘autobiography of a nation’ intended to instill a nationalistic sense of recovery after total war. Centrally located on the South Bank, the Festival hosted a series of exhibitions celebrating British achievements in the fields of industry, science, technology, architecture, and the arts. With few exceptions, the vast majority of scholarship assesses the Festival through its national framework, and as an attempt to facilitate post-war economic recovery under the Labour government. This article re-examines the imperial concerns underlying the Festival amidst profound global changes in the post-war era. The ‘centrifugal’ development of the inter- and post-war Commonwealth fatally compromised administrative efforts to cultivate a tonic to the Empire through Festival exhibits. Former colonies and Dominions, emboldened by their independence from the metropole, refused to partake in an event that idealised a modernity that rested only in Britain. Representatives from India, Pakistan, and Ceylon, as new Commonwealth members, dissented against indications of their inferior status. These complications during the Festival's organisation expose the fractures in the transition from an exclusive, British-led Commonwealth to a multiracial Commonwealth.

If Conservative Party leader Winston Churchill fought World War II determined not to be the prime minister who lost the Empire, Clement Attlee, Ernest Bevin, and Herbert Morrison, who as Labour members of the Coalition government served with him, were equally determined to hold on to Empire once peace was won. The Empire/Commonwealth offered both political and economic benefits to Labour. Politically, the Commonwealth provided substance for Britain's pretensions to a world power role equal in stature to the new superpowers of the United States and the Soviet Union. For this claim to be effective, however, the Commonwealth needed to be demographically strong and firmly united under British leadership. Economically, imperial preferences and the sterling area offered a financial buffer against Britain's true plight of accumulated wartime debts and major infrastructural damage and neglect. Receiving over 40 percent of British exports and providing substantial, and in the case of Australia and New Zealand, dollar-free imports of meat, wheat, timber, and dairy produce, the Commonwealth seemed a logical body on which the United Kingdom could draw for financial support. In short, postwar policy makers believed preservation of the Empire/Commonwealth to be a necessary first step in domestic and foreign reconstruction.Yet in 1945, a variety of circumstances combined to make the task of imperial preservation one of reconstitution rather than simple maintenance. First, it seemed that, just at the moment when Britain needed them most, some of the strongest and oldest members of the Commonwealth appeared to be moving away.

The article is devoted to an analysis of the role of the Commonwealth of Nations in British history and politics. Having emerged at the end of the XIX c. as an informal association of Britain and dominions within the British Empire it has developed into an independent institute that includes almost all former British territories. Even though nowadays the Commonwealth is a free association of countries and manifests democratic values, this distinctive representation of imperialists stood at its origins, and at times the term itself signified the empire, though in a more progressive, democratic and human form. The author argues that for many decades the main reason for this evolution was British politicians'desire to deter regions from breaking away from within the British sphere of influence. Indeed, the Commonwealth countries belonged to one of the three most important and traditional circles of British political and economic interests, as formulated by W. Churchill, while its importance has been constantly emphasized in numerous election manifestos and government statements. However, with the weakening of Britain and growing independence within the organization, as well as because of contradictions between British national interests and the Commonwealth's founding ideals and principles, Britain has become less and less capable of impacting the organization, and its significance has declined, while some British leaders have even openly sabotaged it. Nevertheless, voices that appeal to reanimate the institution, as well as Britain's role in it, are still heard in the British political arena.

This essay analyses Alfred Zimmern's scheme for a global British Commonwealth. A prominent British liberal internationalist and leading early scholar of International Relations, Zimmern developed an anti-racial account of empire and international order. In conceptualizing a British Commonwealth, he sought to replace “race” with “nation” as the basic ontological category of world ordering. The idea of cultural Zionism, formulated by Ahad Ha’am, played a key role in Zimmern's attempt. Ahad Ha’am's account of non-statist Jewish nationalism served as a useful ideological device for Zimmern to theorize a multinational Commonwealth without acknowledging colonial demands for self-determination. The essay also shows that Horace Kallen's notion of American cultural pluralism helped Zimmern to consolidate his project for the post-racial empire.

This contribution explores the changing valences of the terms “Commonwealth” and “empire” through the lens of South Asian studies. I first investigate how the idea of the Commonwealth as a political genre for association and comparison was described by Sri Lankan, Pakistani, and Indian leaders. Taking foreign policy rhetoric as literary texts, I show how such political speech reveals competing and ambivalent meanings for the term in the region. I then draw on my experience as a co-editor of the journal South Asia: Journal of South Asian Studies to assess how the keywords “Commonwealth” and “empire” have been used in the pages of this journal. Through a mixture of large data patterns and close textual readings, I track when, where, how, and why these terms have mattered. I suggest that the turn captured by the renamed Literature, Critique, and Empire Today resonates with the organic ways that South Asian studies conceptualizes broader paradigms of transnational power and inequality that have shaped, and continue to inform, the region.

Contributions to this special issue of Irish Historical Studies come under the dedicated theme of ‘Ireland and the British Empire-Commonwealth’. The papers originate from a workshop entitled ‘Ireland and empire’ that took place at the University of Leeds in March 2005. One of the key objectives behind the organisation of this workshop was to bring together specialists in British, Irish and imperial and Commonwealth history with an interest in the wide-ranging debates linked to the issue of ‘Ireland and empire’. At the workshop, the papers presented a range of topics within the context of literature and the arts; agriculture and industry; metropolitan politics and diplomacy. The overarching theme was the ‘Irish experience’ within an ‘interconnected British world’ during the nineteenth and twentieth centuries.

The paper focuses on the initial stage of the formation of the Commonwealth of Australia, and the process of its establishing as an independent State. The international political context for the development of the country, from the period of creation of the Federation to the beginning of the Second World War, is primarily viewed. The Commonwealth’s international position, its place and role in the regional and global geopolitical processes of the early XX century, in particular in the context of its relations with Great Britain, are analyzed. The features of the transformation of British colonial policies on the eve of the First World War are examined. The specifics of the UK system of relations with Australia, as well as other dominions, are being examined. The features of status of the dominions in the British Empire system are shown. The role of the dominions and, in particular, the Commonwealth of Australia in the preparatory process for the First World War, as well as the peculiarities of its participation in hostilities, is analyzed. The significance of the actions of the First World War on the domestic political situation in Australia, as well as its impact on dominions relations with the British Empire, is revealed. The history of the foundation of the Australian-New Zealand Army Corps (ANZAC) and its participation in imperial forces on the frontline of the First World War is analyzed. The success and failure of its fighters, as well as the role of ANZAC, in the process of formation an Australian political nation are analyzed. The economic, humanitarian and international political consequences of the First World War for the Commonwealth of Australia are examined, as well as the influence of these consequences on the structure of relations between the dominions and the British Empire. The socio-economic situation of the Commonwealth of Australia on the eve of World War II, in particular the impact of the Great depression on the development of the country as a whole and its internal political situation in particular, is analyzed. The ideological, military-strategic and international political prerequisites for Australia’s entry into the Second World War are being considered.

This thesis is a reassessment of British foreign policies from the Treaty of Versailles in 1919 until the Treaties of Locarno in 1925. It initially argues that much of the historiography of this period is unbalanced in its judgement of the different governments because it views them from a teleological perspective that fails to differentiate this period from the inter-war years as a whole. The problem with this approach is that the rise of Hitler and the causes of the Second World War became so dominant in such analyses that most issues within these years have only been judged within that wider context. The thesis argues that an assessment of the foreign policies between 1919 and 1925 must take greater account of all the diplomatic, military and economic difficulties in the years after the Great War, and also recognise the degree of stability achieved by the end of 1925. The difficulties included the expansion of the British Empire as a result of Versailles, ongoing financial and economic problems including wartime debts, the complexities of the Irish negotiations, and the major European issues that had not been resolved at Versailles. Britain was still a great power and its foreign policies are analysed both as an imperial power, including the newly acquired territories in the Middle East, and as a major European power. After an analysis of primary and secondary sources, it is argued that despite all the difficulties, and the seeds of long-term decline in imperial matters, British foreign policies contributed to greater stability in international affairs by the end of 1925. This is especially true of the achievements at Locarno in respect of Germany's western borders and in establishing Germany as an equal diplomatic partner. There were also no obvious new diplomatic hostages to fortune. Whether Britain and other powers could build on this greater stability after 1925 is a different issue, but that should not detract from recognition of the achievements during these six years.

This thesis extends the current scholarship of the social impact of the First World War by analysing the influence of the contribution of the Indian soldiers on the Western Front on civilian and military perceptions of Indian people and how this varied between those who encountered Indian soldiers in person and those who did not. The work sits on the historiographical boundary of the First World War, Empire and the social history of Britain in the post war years and makes use of newspapers, first person accounts and manuscript sources. The impact upon the civilian population is analysed by examining the manner in which Indian people were represented in the media in the years before the war and comparing this with later representations in the years during and after the war. The work of Porter and Mackenzie and the ongoing debate about the significance of the Empire to the British people is used to ground the argument. The thesis finds that, despite an increased awareness and interest in India and its people during the war, the public soon settled into a pre-war apathy towards its Empire. The military chapters briefly examine the history of the Indian Army and its time in France and the changes made by the British Army to facilitate the service of the Indian soldiers in Europe. It discusses the negative view of the Indian Corps which has been perpetuated by historians during the twentieth century and provides contradictory arguments against a number of these assertions. The thesis concludes that, while the Indian Corps' time in France positively impacted on British civilian and military opinion of Indian people, those who directly encountered them formed the most favourable views.

The opening of the Commonwealth Institute in London in 1962 was a striking expression of confidence in the emergence of a united and diverse Commonwealth. For its director Kenneth Bradley, the ambition was to create a building that would be “a worthy expression of the Commonwealth of today and tomorrow”.1 For Bradley, the Institute’s hyperbolic paraboloid roof and its displays inside were positive representations of the political and social ideals which marked the emergence of the new Commonwealth. However, despite the such a forward-looking ethos, the building was also a legacy of Britain’s imperial past; many of the exhibits inside were developed by the Commonwealth Institute’s predecessor, the Imperial Institute, where they had long supplied material for the domestic imagination of the British Empire. This thesis is the first diachronic study of the Imperial Institute and the Commonwealth Institute’s exhibition galleries, starting with their establishment in 1887 and ending with their closure in 1997. If the display of Empire depended on the encyclopaedic assemblage of natural resources, then the presentation of the Commonwealth depended on the legibility of distinct national cultures assembled within an equitable framework. It analyses the manner in which such imaginative projections shade from one to the other in order to understand how the transition from Empire to Commonwealth was articulated to the British public. Drawing on a interdisciplinary framework including museum studies and critical postcolonial theory, this design-historical study locates the Institute’s exhibition galleries as significant spaces through which ideas about imperial trade, national identity and belonging were communicated during processes of imperial rule and decolonisation. Paying close attention to the methods by which the concepts of Empire and Commonwealth are ‘imagined’ reveals important clues about how specific techniques of display, not just the things shown, can convey powerful messages. This thesis shows how the Institute specialised in immersive display technologies which engaged visitors through the senses, and argues that such techniques reinforced the sustenance of an imperial political economy. Moreover, it demonstrates how such displays could, nonetheless, be destabilised by the political negotiations that characterised the processes of decolonisation. In doing so, this thesis locates the ambiguities of imperial discourse and investigates how colonial stereotypes continue to resonate long after the end of Empire. As representations of both Empire and Commonwealth, the Institute’s exhibition galleries were simultaneously powerful and unsteady projections of British influence.

L'évocation de l'Île Maurice fait rêver : ses couleurs « arc-en-ciel », ses plages paradisiaques et sa population accueillante sont bien connues dans le monde. L'île a été tour à tour colonie hollandaise, colonie française et colonie britannique. Aujourd'hui, elle fait toujours partie du Commonwealth, au même titre que d'autres ex-colonies, notamment l'Inde. Après presqu'un siècle et demi de domination britannique (1810-1968), Maurice est aujourd'hui une république indépendante qui souffre des maux typiques de la décolonisation et de l'ère postcoloniale. On y observe les problèmes liés à la construction identitaire, comme dans les sociétés multiethniques, sur lesquels se greffent des dysfonctionnements liés aux inégalités entre les groupes qui composent le pays. Cette thèse se propose de dépasser l'image idyllique que nous avons de cette île, pour nous concentrer sur la vie quotidienne de ses habitants, plus spécifiquement sur les relations sociales qu'entretiennent les « Créoles » avec les autres groupes en présence. Nous tentons d'identifier et d'expliquer les raisons pour lesquelles une certaine catégorie de Créoles est particulièrement touchée par la pauvreté et les discriminations, ce qui entraîne des fléaux tels que la prostitution, la drogue, l'alcoolisme, la violence domestique, le viol, les enfants des rues et les grossesses précoces. Après avoir rappelé les différentes phases de peuplement de l'Île Maurice, nous nous penchons sur les notions, parfois controversées, de « race », couleur, mondialisation, regard et perception, pour essayer de comprendre les relations assez conflictuelles entre les différentes communautés, notamment entre les Créoles et les Hindous. Nous émettons l'hypothèse selon laquelle le passé historique lié à l'esclavage, avec la déshumanisation dont ont été victimes les ancêtres d'un certain nombre de Créoles, pèse encore aujourd'hui sur leurs descendants. À travers des études de cas, des interviews et des observations, nous analysons les limites dans les relations interethniques, intergroupes et intercommunautaires, prenant en compte les particularités de chaque groupe afin de savoir dans quelle mesure certains peuvent être qualifiés d'ethnies, de communauté ou simplement de groupe. Le résultat de nos recherches sur le terrain nous montre que différentes formes de discrimination sont exercées contre les Créoles et qu'elles sont dues essentiellement au verrouillage exercé par les Hindous, les seuls véritables détenteurs des rênes politiques locales, en plus, bien entendu des riches Blancs et des riches Chinois. Nous observons cependant que les Créoles semblent enfin commencer à accepter leur identité, dans un monde postcolonial où ils s'autonomisent et se distancient d'un passé esclavagiste
The image conveyed by Mauritius is full of fantasy with pretty rainbow colours everywhere, beaches of white sand and friendly people. The island was alternately a Dutch, a French and a British colony. It is still a member of the Commonwealth, like other former British colonies, including India. After almost one and a half century under British rules (1810-1968), Mauritius is now an independent Republic, which suffers from the typical trauma linked to decolonisation and the post-colonial era. As a result, we can spot problems linked to identity construction in multiethnic societies along with the dysfunctions related to inequalities among the groups in this country. This thesis proposes to go beyond the idyllic image that we have of this island, to focus on the daily life of its inhabitants, more specifically on the social relationships among the Creoles and between the Creoles and other groups. We try to identify and explain the reasons why a certain class of Creoles is particularly affected by poverty and discrimination, which lead to evils such as prostitution, drugs, alcoholism, domestic violence, rape, street children and teenage pregnancy. After recalling the different phases of settlement in Mauritius, we focus on some controversial concepts such as, "race", colour, globalisation, gaze and perception, to understand the rather conflicting relations among the different communities, especially between Creoles and Hindus. We hypothesise that the historical past and slavery – as well as the dehumanisation affecting Creole ancestors – are still weighing on their descendants. Through case studies, interviews and observations, we analyse the limits in inter-ethnic and inter-community relations, and attempt to define the specificities of each group to determine whether it can be considered as an ethnic group, a community or a simple social group. The results of our field research show that different forms of discrimination are exercised against the Creoles, and that they are mainly due to obstruction by the Hindus, the only true ‘owners' of local political power along with the wealthy Whites and the wealthy Chinese. However, we observe that the Creoles finally seem to accept their identity in a postcolonial world where they find empowerment and are able to distance themselves from their ancestors' slave past

This final thesis examines the influence of the British Empire on the spread of democracy over the world. The British Empire is not considered to be just the exploiter but mainly as an Empire, which enforced the free trade, freedom and building the democratic institutions in the world. Thesis compares the British Empire with other European colonial powers focusing on advantages of British government and on impact of this government on former colonies. In spite of the fact that democracy was not accepted in all former British colonies, the British Empire made a great contribution to the support and expansion of the democracy and freedom in the world.

L’objet de cette étude est d’identifier une constitution « britannique » distincte de la constitution anglaise. Si le langage commun tend trop souvent à confondre une partie pour le tout, l’Angleterre pour le Royaume-Uni, cet écueil n’épargne pas les juristes. La notion de constitution britannique vise précisément à rendre compte de la manière dont le droit constitutionnel a pu appréhender et saisir la tension fondamentale qui l’anime entre deux exigences en apparence contraires, l’unité et la diversité. Depuis les lois de dévolution adoptées à la fin du XXe siècle, l’Ecosse, le Pays de Galles et l’Irlande du Nord disposent d’institutions de gouvernement autonomes, soumises théoriquement à la souveraineté du Parlement de Westminster. Le corps de lois, règles et principes qui régissent cet arrangement institutionnel permettent d’identifier un cadre constitutionnel spécifiquement britannique. Mais celui-ci n’est pas pour autant né à la fin du XXe siècle. Il nous semble en effet que cette constitution britannique trouve ses sources et son origine dans les relations qui ont pu s’établir entre le Royaume-Uni et certaines de ses colonies dotées d’un statut particulier et d’un gouvernement autonome, les Dominions. C’est dans ce cadre historique et intellectuel qu’a pu apparaître une manière spécifiquement britannique d’organiser cette tension entre l’unité et la diversité. Celle-ci puise d’ailleurs dans les ressources propres du constitutionnalisme britannique, qui résulte d’un entrelacement ingénieux de règles et principes juridiques et de pratiques institutionnalisées, les conventions de la constitution. This study aims at identifying a « British » constitution distinct from the English constitution. If popular language tends to confuse one part with the whole, England with the United Kingdom, so do jurists. The concept of a British constitution aims at capturing the way in which constitutional law may have grasped the fundamental tension between two seemingly antagonist ideas, unity and diversity. Since the devolution Acts have been enacted in the end of the XXth century, Scotland, Wales and Northern Ireland enjoy responsible government, under the asserted sovereignty of the Parliament of Westminster. The body of statutes, rules and principles that govern this institutional arrangement thus form a specifically British constitutional framework. But this framework was not necessarily born in the end of the XXth century. We intend to show that this British constitution can be traced back to the constitutional relations established between the United Kingdom and some of her colonies, the Dominions. It is within this historical and intellectual framework that may have appeared a specifically British way of dealing with this tension between unity and diversity. Analogamente, la struttura della ricerca ha prodotto altresì una ricostruzione, nei secoli, del ruolo geopolitico della stessa Ucraina nelle più ampie dinamiche interstatali dell’Europa centro-orientale. Lo studio in questione esplora nella loro profondità - e lungo oltre quattrocento pagine - gli aspetti più profondi di questa crisi nelle sue diverse, articolate e interconnesse dimensioni. L’approccio impiegato prende le mosse dalla matrice d’analisi tipica del Renouvin e delle sue forces profondes, ampliando perciò l’indagine sul piano storico, geopolitico, diplomatico, economico, giuridico, culturale e religioso. Sostenuta da una cospicua bibliografia e da un notevole apparato di note, la presente tesi non si è tuttavia limitata ad una ricostruzione delle dinamiche contemporanee del XX e del XIX secolo. L’autore ha infatti voluto procedere - nell’obbiettivo di costruire uno studio di riferimento sulla geopolitica dell’Ucraina nel sistema internazionale - dall’antichità di Erodoto e dal crollo dell’Impero Romano, per poi proseguire lungo le più importanti fasi della nascita della Rus’ di Kiev, giungendo sino ad Euromajdan.
The thesis analyzes the root causes of the current Ukrainian crisis triggered by the Euromajdan revolts of 2014 and the consequent international crisis directly involving the Russian Federation, and indirectly the whole international community. The thesis also reconstructs the secular geopolitical role of Ukraine in the broader dynamics of interstate relations of Central and Eastern Europe. The present research is an in-depth, four hundred page exploration of the many aspects of this crisis with all the complexities of its intertwined dimensions. The research employed inputs from the classical Renouvin’s forces profondes imprint; thus exploring and accounting for historical, geopolitical, diplomatic, economic, juridical, cultural and religious aspects. With the aim to produce a reference study of the historiography of Ukraine and its relationship with Moscow and the wider regional context, aided by a sound bibliography and a valuable source of notes, the author decided to begin from the ancient times of Herodotus and the collapse of the Roman Empire and work his way forward through the genesis of the Kievan Rus', up to the most recent XXI century’s geopolitics.

This article proposes an interdisciplinary approach to the discourses surrounding the arrival and settlement of Caribbean immigrants in London. The theoretical approach draws on the interplay between theories on migrant memory (Derrida), discourse (Foucault) and spatial literary studies (Bhabha, Moslund) to examine the role of migration in the creation of the modern multicultural, cosmopolitan city against the racism encoded in the public discourse and the migration crisis reinforced by the British press. The research objective is to investigate the confluence of media representations, life narratives and fictional depictions of Caribbean immigrants in post-war London, as well as the ensuing changes and exchanges within the urban landscape caused by the flow of immigrants, in particular by the arrival of the first generation of Commonwealth immigrants on board the Empire Windrush, which marked the inception of a multicultural London and a superimposition of the cultural and spatial arrangement of the colonizer and the colonized. In addition to the ensuing hybrid spaces of modernity, it is argued that the discursive space generates cognitive maps and geographies of memory that offer an insight into the post-World War II spatial intersections and cultural disruptions, from the �hypermnesia� (Derrida) of the immigrants to their crossing of �landguage� (Moslund) borders. The narrative design rendered through a spatial lens advances an innovative portrayal of the modern city both as a geographical location and as a set of relations anchored in a socio-political reality.

The Caribbean and Latin America is the second most disaster-prone region globally. Between 2000 and 2019, the Caribbean region faced over 170 hurricanes, 148 tropical storms, eight earthquakes, and several floods. Generally, disasters have an adverse economic, social and psychological impact; however, it should be possible to reduce the severity through planning, preparation, and appropriate, timely action. Some natural hazards, such as hurricanes, are cyclical and should only become disasters when there is damage or loss of resources, lives and livelihood. Game-based blended learning focused on prevention and preparation can build knowledge and awareness, contributing to building resilience, specifically, the ability to withstand and recover from natural hazards. This article postulates that resilience should be encouraged from a young age because resilient children can become resilient adults and contributors to a society capable of functioning during crises or difficult situations, including natural hazards and disasters. // The proposed strategy involves a Be Alert Game (BAG) piloted in small groups, with children ages seven to ten, in four countries in the Caribbean (Barbados, Grenada, Jamaica and the Republic of Trinidad and Tobago). Surveys were administered before and after the game was tested. The feedback from these surveys were used to determine learners’ knowledge and approach before and after playing the game. // The game focuses on four natural hazards (hurricanes, tsunamis, earthquakes and volcanoes), their key features, pre-emptive and preparatory steps, and the potential impact of inaction. Gamers are encouraged to learn about natural events and disaster prevention by participating in interactive quizzes, drag-and-drop activities, researching and engaging with their teachers, family, and friends. The final component of each of the four levels in the game uses a blended approach and is mindful of the local context; thus, the location of the nearest emergency shelters will differ. Multimedia components include images, voice-over, music, sound effects, interactive buttons, animated characters and closed captioning. The developers will use the feedback from the participants to improve on the levels and interactive elements, which are all geared toward building resilience and preparing for natural hazards through game-based open learning.
