Due to the digital transformation of the domestic economy, it becomes necessary to rethink the approaches to the management of the innovative activity of industrial enterprises. In this regard special attention should be paid to the construction of the structure and the content of elements of the new innovative subprocesses. Анотація:
The article identifies areas for improving the activities of modern enterprises in Ukraine. It was found that any industrial enterprise operates in conditions of limited resources, so in market conditions it always faces the acute problem of selecting the most effective combination of different resources, as well as the ability to replace a specific amount of any resource with the required number of any other resources in certain conditions. Changing the efficiency of different resources can be contradictory: so increasing the efficiency of living labor is provided by structural changes, which are accompanied by an increase in the share of fixed capital and in some cases sustainability, or even a decrease in its return, especially in the short term. From this point of view, general changes in efficiency, operating in different directions, can be part of the strategic policy of the enterprise, which takes into account the rotation of resources. It should also be borne in mind that changes in efficiency can be aimed at optimizing the structure of the resources sets. It is determined that the effectiveness of management is based on such internal characteristics of the enterprise as coordination of activities, systems of development, implementation and control of management decisions and, of course, their relationship with the market and institutional costs. Criteria of management efficiency cannot be studied without taking into account the technology by which the company is formed and developed within the external environment. There is a need to find a way to change this environment. Factors of change can be formed not only in the enterprise, but also outside it. This affects not only the relationship between different enterprises, but also between the enterprise and the state. It is concluded that the improvement of management is the most important factor in the modern development of economy, which allows to develop the activities of the enterprise, to increase its competitiveness. In improving the management of the enterprise, understanding its necessity, reflects the nature and features of the professional consciousness of the manager specifically the structure of knowledge, value system, research potential, practical experience, forward thinking. All these signs are in connection, combination and interaction. This characterizes the art of management, its scientific quality and efficiency.

Topicality. This article discloses vital aspects of improvement of state investment policy as the basis of implementation of innovative technologies on domestic enterprises. Each economic entity is obligated to clearly and accurately present its needs in financial, raw material, labor, intellectual resources, production facilities, sources of their obtaining. They must also be able to effectively use existing production and natural resources in the production process. They need to respond in a timely manner, rationally and quickly to the changes that take place in the business environment. It is important to minimize the risks to the environment and make products environmentally friendly. An important component of making managerial decisions to attract innovation and the validity of the implementation of an innovative strategy for the development of an industrial enterprise is the use of innovative methods for assessing the effectiveness of economic activity. The need to assess the effectiveness of the industrial enterprise is justified by the need to form new goals, principles and innovative principles of management, focused on maximum satisfaction of consumer needs and market requirements. Aim and tasks. The purpose of the article is to systematize the views of domestic and foreign scientific society, which will identify key issues and provide recommendations for the formation of methods for evaluating the effectiveness of industrial enterprises. Research results. To assess the effectiveness of the industrial enterprise in the dynamics of reporting periods, it is proposed to use the method of taxonomic analysis with additional consideration of the share of influence of each of the factors on the integrated indicator. Given that the main factors influencing the efficiency of economic activity of industrial enterprises are labor, capital, fixed assets, objects of labor and staff skills, the definition of an integrated indicator by which it is possible to comprehensively assess the efficiency of economic activity of industrial enterprises is proposed to be carried out , average efficiency of use of fixed assets (return on assets), average efficiency of use of objects of labor (material return), average efficiency of use of capital (turnover of assets), level of qualification of personnel. Conclusion. The proposed approach to assessing the efficiency of economic activity of an industrial enterprise will identify key indicators of impact on the level of its competitiveness. Based on the obtained materials, using the method of taxonomic analysis taking into account the share of the proposed factors, you can explore trends in the internal business environment of the enterprise, which will analyze the effectiveness of the chosen strategy of the entity. Also, the calculations will assess the efficiency of economic activity of the enterprise in comparison with the nearest competitors, and determine the place in the ranking in the relevant market segment. The results obtained to assess the effectiveness of economic activity will allow the management of the industrial enterprise to identify weaknesses in the production process and identify priority areas for innovation.

While implementing the radical transformations, such as the business processes reengineering in the work of industrial enterprises, there is a need to increase the personnel operating efficiency in the business processes redesign. The urgent increase of control by the top management of companies is demanded for observing the procedure and standards of business processes reengineering at the enterprises in order to increase its cost effectiveness. Therefore, the relevance of the scientific research subject is indisputable. The research works of academic economists concerning the features of staffing for the business processes reengineering of companies are analyzed. The ways to overcome the resistance to organizational changes of industrial enterprises by the staff are developed. The description of the effective members of the reengineering team in the work of the company has been improved by forming special features of each member of the reengineering team. The personal and professional competencies of the personnel are shaped and offered as the most effective ones for successful realization of marketing activity reengineering at the industrial enterprises. A questionnaire was developed as part of the analysis and selection of personnel during the marketing activities reengineering at the industrial enterprises. The resulting component of the questionnaire was developed for making managerial decision on personnel selection in reengineering teams.

The article emphasizes the importance of the enterprise activity production management, the importance of new approaches to the production problems, the need to select such forms and management methods that enhance the efficient functioning of the enterprise. The complex system of production management, its input, output and internal parameters and conditions, the principles, methods and functions of management are described. It was emphasized on the importance of using project analysis in production management to identify, compare and justify alternative management decisions. The main components of management are considered, those are the basis of production activity project analysis optimization. It is indicated that such components are: resources, time and quality. So, the main goal of the project analysis of the enterprise's production activity is the management of resource efficiency, time management and quality. It has been shown that resource efficiency management is the implementation of certain types of work, in particular analysis as a method of production activity research, organization of decisions implementation, enterprises planning and control. The importance of works scheduling, controlling their execution schedules, and adjusting possibilities are emphasized. Planning of quality, quality assurance, quality control take an important place in the project analysis of company production activities. That is, ensuring the best possible use of resources, scheduling and controlling work scheduling, planning and quality control is the key to effective management of production activities. The importance of the information technologies introduction in the process of enterprise management, development and implementation of modern software for solving a basic managerial tasks complex of the industrial enterprise system are emphasized.

Schumpeter and others. In domestic – developments V. Heytsya, J. Bazhala, V. Denisyuk, D. Malitskoho, V. Soloviev, L. Fedulova more. The research objective. To analyze the current state and dynamics of innovative development of industrial enterprises of Ukraine and to propose measures that will improve the efficiency of their innovation. The statement of basic materials. The article stated that Ukraine's economy is not very favorable for implementation of scientific and technological innovation due to lack of funding. Therefore, the state and government is the revitalization of innovation. Conclusions. Innovative activity of industrial enterprises in Ukraine in recent years did not factor in the effective restructuring and growth. Studying the problems associated with dynamism and the volatility of the economic environment require the constant development of the enterprise is a complex and multifaceted phenomenon, marked by many unresolved problems. The choice of other business processes for outsourcing is an important problem, from the decision of which depends the efficiency of the development of industrial enterprises. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. Therefore, business processes in industrial enterprises are closely related to the introduction of new methods, technologies and management tools aimed at adapting business entities to the changing conditions of the external environment and the full realization of their production and potentials, and those that allow an industrial enterprise to obtain other competitive advantages.

The article analyzes the essence and importance of the mechanism of estimation of production activity efficiency in a modern industrial enterprise. The main aggregated indicators of complex evaluation of economic efficiency of enterprises are determined. In accordance with the prevailing instruments and means of public administration, the main mechanisms of state regulation of the analyzed industry are identified. The theoretical principles of the concept of "enterprise efficiency" as a property and ability of the enterprise to formulate and achieve their goals, taking into account the influence of external factors and using internal conditions of functioning, to achieve the set tasks, using all available resources and means for solving social, environmental, budgetary and other problems of both society and enterprise at the established cost-benefit ratio. The basic theoretical and methodological approaches to the estimation of economic efficiency of enterprises are considered. The basic approaches to the estimation of efficiency of production activity of the enterprise are analyzed and systematized. It is proposed to use econometric modeling to improve the reliability of the estimation of the efficiency of production activity. The expediency of carrying out such an assessment by determining the dependence of the production activity efficiency on the partial indicators of the evaluation mechanism in modern industrial enterprises based on traditional and multifactorial approaches is substantiated. The basic elements of estimation of efficiency of production activity of the enterprise are selected and the integral index of estimation of efficiency of production activity is defined. The main approaches to establishing the essence of economic attractiveness and economic efficiency of investment projects are investigated in the article. It is established that the purpose of assessing economic attractiveness is to determine the efficiency of use of public resources within the project, economic efficiency - to assess the feasibility of using scarce (limited) resources of society in the framework of a specific project. The views of scientists on the choice and characteristics of indicators of evaluating the economic efficiency of functioning of enterprises for the purpose of conducting a comprehensive analysis are investigated. Methodical approaches to assessing the economic attractiveness and cost-effectiveness of investment projects are explored. The main stages of evaluating the economic attractiveness and efficiency of the investment project have been established.

The article considers the issues of determining the essence of business diagnostics of industrial and commercial activities of industrial enterprises and the formation of organizational and methodological support for the implementation of the diagnostic process, due to the need to establish content and sequence of preventive measures against internal and external threats effective current activities to achieve the strategic objectives of the entity. The purpose of the study is the formation of organizational and methodological support for business diagnostics of industrial and commercial activities of industrial enterprises. The research methodology includes methods of analysis and synthesis - to study the essence of industrial and commercial activities of industrial enterprises, abstract-logical method - to establish stages of business diagnostics of industrial and commercial activities of industrial enterprises, method of systematic approach - to form principles of diagnostic procedure and diagnostic indicators. , graphic method - for visual presentation of the material. Results. The article stipulates that the purpose of conducting business diagnostics of production and commercial activities of an industrial enterprise is to obtain and apply in practice relevant data on the level of efficiency of the business entity, the reasons for deviations from the strategic direction of development. The algorithm of business diagnostics is substantiated, which provides: coordination of the chosen strategy of the enterprise and current activity, assessment of the actual state of efficiency of production and commercial activity, determination of the gap between actual and planned indicators, development of measures to increase efficiency, control over measures. It is established that the diagnostics of production and commercial activities of an industrial enterprise examines the main business processes. The article summarizes the requirements for the formation of a system of indicators that provides a reasonable conclusion on the effectiveness of production and commercial activities of the enterprise. It is proved that for successful carrying out of diagnostic procedure the methodical basis which provides observance of principles, use of scientific methods of calculation, the analysis and forecasting of the formed set of diagnostic indicators, presence of information maintenance should be formed.

One of the most effective instruments for stabilizing Ukrainian national economy might become increasing the level of competitiveness and profitability of enterprises’ industrial and economic activities, especially in the industrial sector. To demonstrate a positive change, it is advisable to create conditions that could facilitate implementing advanced technologies for rational use of all types of resources at the level of an enterprise, with staff being the key resource. That is why tendencies of accumulating human capital and the prospects of its strategic development will depend on the degree of efficiency with which management organizes work on the implementation of staff formation procedures. At the same time, the effectiveness of personnel formation processes is influenced by a significant number of factors, which may be external and internal by nature, which perform transformational impact on all spheres of the enterprise’s activity, and which may bring both positive and negative consequences. At the same time, companies do not always have at their disposal effective tools for adjusting the consequences, and even less often do they have instruments to cope with these effects so as to benefit from them. Therefore, efficiency and promptness of managerial decisions on preventing negative consequences and increasing the positive impact will depend on the degree of thoroughness and aptness with which the indicated factors can be established, which would further facilitate objectivity, rationality and practical feasibility of the strategy adopted by the enterprise.

In modern conditions of innovative development, the most important resource of production companies and corporations is the innovative susceptibility (IS) of personnel. The key to this is an innovative organization of the personnel management system (HRMS). Accordingly, the task of the study is to analyze the typical HRMS structures of Ukrainian enterprises in comparison with the global ones in order to form an innovative HRMS development strategy and, on this basis, to increase IS of stuff. The goal of this study is to compare the levels of HRMS development in advanced global companies and Ukrainian enterprises in the field of industrial automation. As part of this study, methodological, statistical analysis method of technical and economic characteristics of Ukrainian and world leaders of enterprises in the field of industrial automation are used. As well as, comparative analysis method to characterize the organizational management structures of enterprises; method of expert and analytical assessments of HRMS, including analytical trend analysis to characterize the dynamics of the influence of the HRMS subsystems of industrial automation enterprises on the level of innovative susceptibility of personnel. The result of the study is to obtain an assessment of the impact of HRMS subsystems of industrial automation enterprises on the level of innovation susceptibility of personnel, as well as the formation of the potential field of innovation susceptibility of personnel based on measures to increase the innovation of organizational management systems of an enterprise.

Resumo: Essa tese procura relacionar os conceitos de eficiência energética, política industrial e inovação tecnológica. O objetivo é apresentar os principais pontos para uma nova política industrial, fundamentada na eficiência energética, que tenha como conseqüências a redução do consumo de energia elétrica e, principalmente, a divulgação do conceito de inovação tecnológica. O uso eficiente de energia elétrica diminui a necessidade de expansão do setor elétrico, postergando investimentos necessários ao atendimento do mercado de energia. Para os consumidores, as principais vantagens são a redução do gasto com energia elétrica, a otimização dos sistemas e marketing associado às idéias de preservação ambiental. Nesse sentido, o Programa Nacional de Conservação de Energia Elétrica (PROCEL), através de inúmeras iniciativas, é uma importante ferramenta governamental para a conservação de energia e o aumento da eficiência energética no país. Para que esses programas obtenham sucesso uma nova política industrial é necessária. Projetos de eficiência devem ter como objetivo a modernização do parque industrial - buscando a capacitação produtiva, gerencial e comercial das empresas. Para tanto, tais projetos, que em muitos casos baseiam-se na substituição de equipamentos antigos por novos, pode ser encarada como uma inovação incremental. Logo é proposta uma nova política industrial na qual o foco é a inovação tecnológica via eficiência energética. A idéia principal é utilizar os recursos destinados à inovação tecnológica em projetos de eficiência, pois esses conceitos são sinônimos. Os principais beneficiados serão as Micros, Pequenas e Médias Empresas (MPMEs) que, normalmente, gastam grande parte do seu faturamento com energia elétrica
Abstract: This thesis tries to relate the concepts of energy efficiency, industrial politics and technological innovation. The goal is to present the main points for a new industrial policy, based on energy efficiency, which has the consequences of reducing energy consumption and, especially, the dissemination of the concept of technological innovation. The efficient use of electric energy diminishes the necessity of expansion of the electric sector, postponing necessary investments to the attendance of the energy market. To consumers, the main advantages are the reduction of electric energy consumption, the optimization of the systems and the marketing linked with the ideas of environment preservation. In this direction, the Programa Nacional de Conservação de Energia Elétrica (PROCEL), through innumerable initiatives, is an important governmental tool for the conservation of energy and the increase of the energy efficiency in the country. Therefore these programs get success a new industrial politics is necessary. Projects of efficiency must have as objective the modernization of the industrial plants - increasing the production, management and commercial qualifications of the companies. To reach these targets, such projects, which in many cases are based on the equipment replacement, can be faced as an incremental innovation. Consequently, it is suggested a new industrial politics, which focus the technological innovation by means of efficiency energy. The main idea is to use the resources destined for the innovation technology in efficiency projects, therefore - in our point of view, these two concepts are synonymous. The main beneficiaries will be the Small and Medium Size Companies that, normally, spend great part of its invoicing with electrical energy

AbstractFor future innovations, complex Industry 4.0-technologies need to improve the interaction of humans and technology. Augmented Reality (AR) has a significant potential for this task by introducing more interactivity into modern technical assistance systems. However, AR systems are usually very expensive and thus unsuitable for small and medium-sized enterprises (SMEs). Furthermore, the machine's reliable data transfer to the AR applications and the user activity indication appear to be problematic. This work proposes a solution to these problems. A simple and scalable data transfer from industrial systems to Android applications has been developed.The suggested prototype demonstrates an AR application for troubleshooting and error correction in real-time, even on mobile or wearable devices, while working in a laboratory unit to simulate and solve various errors. The unit components (small garage doors) are equipped with sensors. The information about the state of the system is available in real-time at any given moment and is transmitted to a mobile or wearable device (tablet or smart glass) equipped with AR application. The operator is enabled to preview the required information in a graphical form (marks and cursors). Potential errors are shown and solved with an interactive manual. The system can be used for training purposes to achieve more efficient error correction and faster repairing.

The main purpose of the research paper is to study the strategic management of human resources in industrial enterprises, career development and stimulation in the activity. Labor resources are active elements in the production of goods, the creation of material wealth and the provision of services to society. Human resources are important ones in all areas of the national economy. Human resources act as a creative component in the organization and management using their mental, spiritual and psychological capabilities. Human resources study and analyze technical, technological possibilities and financial sources, make management decisions as a leading resource in any organization. Research methodology is related in personnel policy and the comprehensive study of strategic human resource management. Human resource management in industrial enterprises is the main subsystem management system. This issue affects on the development of the enterprise, increasing the quality of products, economic efficiency and profits. The importance of the research paper - is to apply the results in the management of industrial enterprises. Human resource management contributes to sustainable operation in enterprises and organizations. The scientific novelty of the research is the definition of a successful personnel policy in the enterprise. Thus, the article identifies strategic goals in human resource management, and develops a corporate concept in this area. The article discusses the application of new technologies for career development. The application of innovations and methods in the implementation of management functions is the basis for motivating the workforce in an organization. All functions and management methods are applied in the process of strategic management of human resources. Management methods are social in nature, as well as ensure the direct development of employees, labor resources and actively influence on the outcome. Management methods lead to the expansion of financial and economic activities of the enterprise, the development of economic activities, the growth of labor resources. Management methods allow to increase competitiveness, as well as to attract partners, suppliers, customers and others. In this regard, our research can be commended in terms of the application of innovation in management.

The Occupational Safety and Health Administration (OSHA) in the United States is responsible for the promulgation and enforcement of rules to protect and enhance worker safety in most medium and large commercial enterprises. To that end, the agency has collected and processed more than 240,000 atmospheric samples of chemicals and aerosols in a variety of workplaces in the past 30 years. Though the agency spends more than $500 million per year even in the face of increasing overall employment, there exist only targeted evaluations of OSHA sampling activity for specific issues like formaldehyde or silica in the published literature. This paper presents a comprehensive analysis of this effort including assessment of the hazard potential distribution of sampled workplace atmospheres for all recorded pollutants over the time period from 1984 to 2011, the budgetary requirements of this activity over time in comparison to the assessed risk, and an evaluation of the probable effectiveness of such activity given changes in US industrial employment over that time period. The effectiveness of the sampling program is assessed according to specific criteria including the probability of detecting exceedances of the National Institute of Occupational Safety and Health (NIOSH) recommended exposure limit (REL) for individual pollutants, the trend in the overall hazard level of detected atmospheres, the coverage of industries by worker population, and the cost-efficiency of the program in identifying hazardous atmospheres. Special attention is given to lead, toluene, and various mineral- and metal-based particulate matter, which have all seen new rules implemented in the recent past. Findings show that the number of samples per employed person has decreased markedly since the beginning of the study period and become less aligned with the changes in population distribution among US regions, however the probability of detecting a hazardous level of a chemical or aerosol pollutant has increased. Extrapolations of this information and the associated changes in industrial sector employment indicate that US workplace atmospheres are marginally less hazardous at the end of the study period than they were at the beginning.

Изучение структурных изменений в промышленных центрах предполагает анализ её состава и выявление взаимосвязей между элементами структуры. Особенно важно изучение региональных особенностей формирования и развития территориальноотраслевой структуры промышленных центров, которые происходят под влиянием совокупности экономикогеографических и социальноэкономических факторов. Необходимо изучить основные факторы и свойства формирования структуры промышленных центров, механизмы процессов включения новых производств в существующие структуры промышленных центров на Дальнем Востоке России. Используемая в хозяйственном обороте территория Дальнего Востока объективно располагает динамичной совокупностью факторов, которые оказывают более или менее благоприятное воздействие на формирование структуры промышленных центров (природные условия и ресурсы, экономикогеографическое положение, трудовые ресурсы, топливноэнергетические ресурсы и др.). Реализация такой совокупности наиболее благоприятных факторов приводит к формированию в структуре промышленных центров различных видов экономической деятельности (добывающие, обрабатывающие, производство и распределение электроэнергии, строительство, объекты производственной инфраструктуры и др.). Органы государственной власти могут успешно применять налоговые льготы и преференции, например, для создания территорий опережающего развития, что стимулирует процессы включения новых производств в структуру промышленных центров и обновление производственного потенциала существующих предприятий. Такое регулирование процесса структурной трансформации территориальнопроизводственных систем со стороны федеральных и региональных органов власти может существенно повысить эффективность производственного потенциала не только отдельных предприятий, но и целых регионов. Целью подобных изменений является повышение уровня жизни населения в регионах за счет роста эффективности производства, развития производственной и социальной инфраструктуры, создания благоприятных условий жизнедеятельности в Дальневосточном регионе. В работе рассматриваются структурные различия основных промышленных центров Дальневосточного федерального округа Российской Федерации. Приводятся расчеты обобщенной характеристики различий в структуре промышленности (добыча полезных ископаемых, обрабатывающие производства и производство и распределение электроэнергии, газа и воды) крупных городов с помощью индекса В. Рябцева. Отмечена прямая зависимость между уровнем развития обрабатывающих производств и доходами населения в крупных городах. The studies of structural changes in industrial centers involve the analysis of its composition and identification of relationships between the elements of the structure. It is especially important to study the regional features of the formation and development of the territorial and sectoral structure of industrial centers, which occur under the influence of a set of economicgeographical and socioeconomic factors. It is necessary to study the main factors and properties of the formation of the structure of industrial centers, the mechanisms of the processes of inclusion of new industries in the existing structures of industrial centers in the Russian Far East. The territory of the Far East used in economic turnover has a dynamic set of factors that have a more or less favorable impact on the formation of the structure of industrial centers (natural conditions and resources, an economic geographical position, labor resources, fuel and energy resources, and others). Realization of such a set of the most favorable factors leads to the formation of various types of economic activity (mining, processing, production and distribution of electricity, construction, an industrial infrastructure, and others) in the structure of industrial centers. Public authorities can apply tax benefits and preferences successfully, for example, in order to create the territories of advanced development that stimulates the processes of inclusion of new industries in the structure of industrial centers and the renewal of the production potential of existing enterprises. Such regulation of the process of structural transformation of the territorial production systems by the Federal and regional authorities can improve significantly efficiency of the production potential of both separate enterprises and entire regions. The purpose of such changes is to improve the living standards of the population in the regions by increasing the efficiency of production, development of production and a social infrastructure, creating the living conditions in the Far East. The paper deals with the structural differences between the main industrial centers of the Far Eastern Federal district of the Russian Federation. The calculations of the generalized characteristics of differences in the structure of industry (mining, processing industries and production and distribution of electricity, gas, and water) of large cities are assumed using V. Ryabtsev index, A direct relationship between the level of development of processing industries and incomes in large cities is revealed.

In recent years, the oil and gas industry of Uzbekistan has been developing very fast, and oil and gas production has grown significantly. Uzbekistan achieved oil independence. Natural gas fields in the Republic are being exported to foreign countries as well as satisfying the needs of all types of industrial enterprises and population. Growth of oil and gas extraction is achieved by opening up of new oil and gas constructions and fields, increasing the efficiency of mining operations, and applying new methods of increasing the level of resource utilization. Determining the ultimate goal of socio-economic transformations in our country is the starting point of the current reform strategy. At the same time, the focus is on ensuring the dynamic development of the fuel and energy complex, increasing oil and gas extraction and processing, and gaining energy independence of the republic. LUKOIL is one of the world's largest vertically -Integrated companies engaged in the extraction and processing of oil and gas, manufacturing of petroleum products and petrochemicals. The main areas of its activity, the Company holds a leading position in the Russian and global markets.

Demand Side Management (DSM) has been recognized for its potential to counteract the intermittent nature of renewable energy, increase system efficiency, and reduce system costs. While the popular approach among academia adopts a social welfare maximization formulation, the industrial practice in the United States electricity market compensates customers according to their load reduction from a predefined electricity consumption baseline that would have occurred without DSM. This paper is an extension of a previous paper studying the differences between the industrial & academic approach to dispatching demands. In the previous paper, the comparison of the two models showed that while the social welfare model uses a stochastic net load composed of two terms, the industrial DSM model uses a stochastic net load composed of three terms including the additional baseline term. That work showed that the academic and industrial optimization method have the same dispatch result in the absence of baseline errors given the proper reconciliation of their respective cost functions. DSM participants, however, and very much unfortunately, are likely to manipulate the baseline in order to receive greater financial compensation. This paper now seeks to study the impacts of erroneous industrial baselines in a day-ahead wholesale market context. Using the same system configuration and mathematical formalism, the industrial model is compared to the social welfare model. The erroneous baseline is shown to result in a different and more importantly costlier dispatch. It is also likely to require more control activity in subsequent layers of enterprise control. Thus an erroneous baseline is likely to increase system costs and overestimate the potential for social welfare improvements.

The overall goal of this project was to elucidate the role of dissolved organic matter (DOM) in soil retention, bioavailability and plant uptake of silver and cerium oxide NPs. The environmental risks of manufactured nanoparticles (NPs) are attracting increasing attention from both industrial and scientific communities. These NPs have shown to be taken-up, translocated and bio- accumulated in plant edible parts. However, very little is known about the behavior of NPs in soil-plant system as affected by dissolved organic matter (DOM). Thus DOM effect on NPs behavior is critical to assessing the environmental fate and risks related to NP exposure. Carbon-based nanomaterials embedded with metal NPs demonstrate a great potential to serve as catalyst and disinfectors. Hence, synthesis of novel carbon-based nanocomposites and testing them in the environmentally relevant conditions (particularly in the DOM presence) is important for their implementation in water purification. Sorption of DOM on Ag-Ag₂S NPs, CeO₂ NPs and synthesized Ag-Fe₃O₄-carbon nanotubebifunctional composite has been studied. High DOM concentration (50mg/L) decreased the adsorptive and catalytic efficiencies of all synthesized NPs. Recyclable Ag-Fe₃O₄-carbon nanotube composite exhibited excellent catalytic and anti-bacterial action, providing complete reduction of common pollutants and inactivating gram-negative and gram-positive bacteria at environmentally relevant DOM concentrations (5-10 mg/L). Our composite material may be suitable for water purification ranging from natural to the industrial waste effluents. We also examined the role of maize (Zeamays L.)-derived root exudates (a form of DOM) and their components on the aggregation and dissolution of CuONPs in the rhizosphere. Root exudates (RE) significantly inhibited the aggregation of CuONPs regardless of ionic strength and electrolyte type. With RE, the critical coagulation concentration of CuONPs in NaCl shifted from 30 to 125 mM and the value in CaCl₂ shifted from 4 to 20 mM. This inhibition was correlated with molecular weight (MW) of RE fractions. Higher MW fraction (> 10 kDa) reduced the aggregation most. RE also significantly promoted the dissolution of CuONPs and lower MW fraction (< 3 kDa) RE mainly contributed to this process. Also, Cu accumulation in plant root tissues was significantly enhanced by RE. This study provides useful insights into the interactions between RE and CuONPs, which is of significance for the safe use of CuONPs-based antimicrobial products in agricultural production. Wheat root exudates (RE) had high reducing ability to convert Ag+ to nAg under light exposure. Photo-induced reduction of Ag+ to nAg in pristine RE was mainly attributed to the 0-3 kDa fraction. Quantification of the silver species change over time suggested that Cl⁻ played an important role in photoconversion of Ag+ to nAg through the formation and redox cycling of photoreactiveAgCl. Potential electron donors for the photoreduction of Ag+ were identified to be reducing sugars and organic acids of low MW. Meanwhile, the stabilization of the formed particles was controlled by both low (0-3 kDa) and high (>3 kDa) MW molecules. This work provides new information for the formation mechanism of metal nanoparticles mediated by RE, which may further our understanding of the biogeochemical cycling and toxicity of heavy metal ions in agricultural and environmental systems. Copper sulfide nanoparticles (CuSNPs) at 1:1 and 1:4 ratios of Cu and S were synthesized, and their respective antifungal efficacy was evaluated against the pathogenic activity of Gibberellafujikuroi(Bakanae disease) in rice (Oryza sativa). In a 2-d in vitro study, CuS decreased G. fujikuroiColony- Forming Units (CFU) compared to controls. In a greenhouse study, treating with CuSNPs at 50 mg/L at the seed stage significantly decreased disease incidence on rice while the commercial Cu-based pesticide Kocide 3000 had no impact on disease. Foliar-applied CuONPs and CuS (1:1) NPs decreased disease incidence by 30.0 and 32.5%, respectively, which outperformed CuS (1:4) NPs (15%) and Kocide 3000 (12.5%). CuS (1:4) NPs also modulated the shoot salicylic acid (SA) and Jasmonic acid (JA) production to enhance the plant defense mechanisms against G. fujikuroiinfection. These results are useful for improving the delivery efficiency of agrichemicals via nano-enabled strategies while minimizing their environmental impact, and advance our understanding of the defense mechanisms triggered by the NPs presence in plants.
