Luke Pearson’s comic for children, Hilda and the Black Hound (2017), introduces characters who live at the margins of society and who respond to those marginalising forces not with outright resistance but with what Monalesia Earle has called ‘misdirection’. As the characters move around and through the gutters of the comics page, they similarly slip between and around the authority that stands in their way. Literary theories related to formalism, children’s literature and the Gothic illuminate how the movement on the page hints at a form of disobedience.

The prevalence of mobile applications has revived research interest in examining the issue of how commercial information (e.g., adverts) can be displayed to yield click-throughs. Mixed perspectives are proposed over whether or not adverts should be integrated into the primary media content. By anchoring on the load theory of selective attention, this research proposes that user response (attention) to consistent adverts (i.e., adverts that are contextually consistent with the media content) is contingent on how they are displayed (intra- and inter-pages). This study subjected the worldwide users of a location-based mobile social networking application to random manipulations of intra-page and inter-page advert displays. The findings reveal that controlling for the geographical locations of the users, high click-through counts are obtained when consistent adverts are displayed at the early stage of application interaction (top position of the front page), but the effect diminishes as users scroll down to the bottom of front page and navigate to subsequent pages.

Rylands Latin MS 164 is one of over forty manuscript books of hours in the John Rylands Library. It was made in France in the middle of the fifteenth century and its extensive, high quality illumination associates its production with the worshop of the so-called Bedford Master. However, it has not been the subject of any sustained published research and consequently the significance of variations in the mise-en-page of the books pages has not been scrutinised. This article focuses on the variations in two replacement pages, one within the calendar and one beginning the Penitential Psalms, and in the case of the page beginning the Penitential Psalms considers whether the replacement could have been made by Sir Gregory Osborne Page-Turner, the owner of Rylands Latin MS 164 in the early nineteenth century.

Those readers of Polar Record who are familiar with the narratives of Scott, Shackleton and Mawson during the ‘heroic age’ of Antarctic exploration, will have come across a sledging food called ‘plasmon’. Here, therefore, for their amusement is an outside page of an advertisement for that product, probably of the 1890's or early 1900's (Fig. 1). It measures 12 × 9 inches. Only the front and back pages form the advertisement which indicates on the back page that plasmon is available from all groceries and that a teaspoon a day ‘will prove a great aid to health and strength’. The centre pages carry the words and music of a song entitled ‘Humpty and Dumpty’ said to have been sung by Miss Ellaline Terriss (1871–1971), the well known, and long lived, actress and singer.

Since the early 1970s when “virus-like” agents were considered as the cause of two diseases (potato spindle tuber and citrus exocortis), their study and further characterization have been linked to the development and use of molecular biology tools. Sucrose density gradient centrifugation and polyacrylamide gel electrophoresis (PAGE) played a critical role in the pioneering studies of PSTVd and citrus exocortis viroid (CEVd). This was later modified by using other PAGEs (sequential PAGE, return PAGE, two-dimensional PAGE), and/or different staining methods (ethidium bromide, silver nitrate, etc.). Since then, disease-causing agents suspected to be viroids were usually subjected to a number of tests to define their: (i) Molecular nature (RNA or DNA; single stranded or double stranded; circular or linear RNA); (ii) molecular weight; (iii) secondary and tertiary structure. Further biological assays are also essential to establish the relationship of a viroid with plant disease and to fulfill Koch’s postulates.

In February 1992 Don Grimes created Microscopy Today on his computer as a four-page, desktop-published newsletter. By November it had grown to 14 pages (see cover image below) and was delivered to 11,000 microscopists. In this latter issue there were articles on SEM and AFM, a detailed calendar of coming events, a column by Jean-Paul Revel, and an editorial encouraging readers to join MSA and MAS. Stephen Carmichael's review column made its first appearance in April 1994 (see page 8 for his 129th review!). Phil Oshel began Microscopy 101 in February 1997 and subsequently acquired most of the articles, especially those about microscopy methods. But the most unique aspects of those early MT issues were Don's humorous page fillers and his news about people and companies in the microscopy business. Don was able to make his news column work because he knew nearly everyone in the microscopy and microanalysis field: researchers, manufacturers, and salespeople.

Beethoven's sketch leaves are so numerous and at times so impenetrable that they are bound to throw up the occasional surprise when studied in detail. Around ten thousand such pages survive; they are generally difficult to decipher, and often more than one work appears on a single page. Nevertheless, few surprises will have been as unexpected as the identification of a fragment of a little-known Bach cantata amongst Beethoven's early sketches.

In the Federal Elections of August 1943 the United Australia Party(UAP), which had been in office for nearly ten consecutive years suffered a resounding defeat and the result was a landslide for Labor, giving it an absolute majority in both Houses. This thesis traces the course of the disintegration of the United Australia Party to try to fill a gap in the historiography by explaining how and why an apparently popular political party was so categorically rejected by the electorate in 1943 that it subsequently vanished from the political scene as if it had never existed.

This thesis offers a significant reappraisal of the relationship between Hamlet, Othello, Macbeth, and the genre of domestic tragedy. In situating these tragedies in the context of portrayals of disrupted homes in cheap print, I explore social, spatial, ideological, and psychological constructions of the domestic in early modern England. I demonstrate how Shakespeare uses these constructions to stage how societal and familial pressures shape individual agency; how the integrity of the house is associated with the body of the housewife; and how household transgressions render the home permeable. Chapter One examines how the political analogy of the household with the state is negotiated in three shrew-taming plays, in ways that prefigure Shakespeare’s appropriations of domestic tragedy. Chapters Two, Three and Four explore these appropriations: Chapter Two argues that Shakespeare transfigures popular conceptions of adulterous murderesses in creating the figure of Gertrude; Chapter Three traces how Othello stages the relationship between domestic enclosure, female chastity, and illicit privacy; and Chapter Four suggests that Othello and Macbeth borrow dramaturgical tropes from domestic tragedies in staging household murder. Chapter Five compares Macbeth’s use of popular conceptions of withcraft with the later borrowings of The Witch of Edmonton, and argues that Shakespeare and Rowley, Ford, and Dekker use similar sources, to divergent effects. The innovations of domestic tragedy challenge the distinctions of early modern generic theory, showing how the transgressions of those in subordinate gender and class positions can attain tragic stature and threaten the security of the state. This thesis argues that in Hamlet, Othello, and Macbeth, Shakespeare creates new versions of domestic tragedy, using heightened language, foreign settings, and elite spheres to stage familiar domestic worlds. I thus propose a new way of understanding Shakespeare’s tragedies, domestic tragedy, and the significance of the disrupted home in early modern culture.

The Birthday of the Infanta, a ballet that was created by John Alden Carpenter, Adolph Bolm, and Robert Edmond Jones, was performed at the Auditorium Theatre in Chicago on December 23, 1919 and the Lexington Theatre in New York on February 23, 1920. Despite the positive reviews from daily papers and music journals alike the ballet was only revived once and is not a part of a known ballet repertoire. Although musicologist Howard Pollack discusses The Birthday of the Infanta briefly in his biography of John Alden Carpenter my analysis serves, through its exploration of both primary and secondary sources, to create a more complete and thorough dialogue through the examination of the social, economic, political and artistic factors surrounding the ballet. This analysis also helps to create a better understanding of ballet’s place in America in the early twentieth century.

This research examines parents’ perceptions of quality on early childhood services as they support families in the care and education of children. Data were collected from parents of under school-aged children using interviews, questionnaires and focus groups. Data analysis has enabled a determination of: the link between parents’ perceptions of quality and early childhood professionals’ views as expressed in the literature; parents’ satisfaction with services and the evaluation processes used by them; opportunities available to parents to engage with service staff to influence the quality of the services provided; and parents’ knowledge and use of the information services provided by the National Childcare Accreditation Council to assist them in their decision making regarding early childhood services. Results showed that communication between parents and staff is problematic. An accretion model of communication is developed to enhance the quality of early childhood services by promoting shared understanding and values between parents and staff, enabling parents to take part in decision making and minimising perceptions of threat to staff’s professional integrity

The representation of Revolution and revolutionaries develops as one of the main themes in Russian literary texts of the nineteenth and early twentieth centuries. It would not be an overstatement to say that most active writers during this time referred to these themes in their works. These themes developed in consort with the historical and political developments occurring within the country. The literature of the twentieth century led to a culmination in the understanding of this complex topic. This thesis will present an analysis of several types of Revolutionary characters and their concepts of what Revolution is and should be. It will present an overview of Revolution's origin and development as a background of early twentieth century Russian literary works. The close reading of the selected twentieth century works will be discussed within the body of this thesis. In particular we will review Alexander Blok's poem The Twelve, Isaac Babel's collection of stories Red Cavalry, Vladimir Zazubrin's The Chip: A Story about a Chip and About Her, and Boris Savinkov's Pale Horse.

This dissertation explores the development of genre in American cinema from its origins to 1914. Genre has long functioned as a structure of communication between artists and their audiences, organizing repetitions and variations among cultural products, but the Second Industrial Revolution, in the latter decades of the nineteenth century, transformed the role that genre played in the production and circulation of cultural goods. My work proposes a history of this "industrialization of genre" in correspondence with the development of practices and strategies for the emergent motion picture trade in America.

Studying the business culture and the business of culture in the era of motion pictures' emergence, I demonstrate that though the technology and the material good of motion pictures were unique to the cinema, its commercial strategies clearly originated within the transformation of the industrial landscape and were already common to the concomitant media and entertainment trades. With this context in place, my analysis shifts to the systematization of genre particular to the American motion picture trade, locating the establishment of genre in relation, first, to transformations in the principal commodity and primary consumer. I then investigate several aspects central to the development of genres and a genre system unique to the medium of motion pictures: the emergence of the nickelodeon as a medium-privileging dispositif; the maturation of a discourse community in the trade press predominantly concerned with films; and the shift toward the horizontal alignment and vertical integration common to contemporaneous industries. The final section studies the institutionalization of genre, looking beyond the industrially determined structures to emphasize the legislation against other forms of duplication and finally to the development of a consciousness of film genres as a new type of foreknowledge for making meaning.

The institutionalization of moving pictures, I conclude, can now be further identified in relation to three genre-specific markers: the coordination of genre practices across the various sectors of the industry; the development of a medium-specific genre system; and the emergence of a motion-picture genre consciousness that helped to determine common protocols of interpretation for the mass audience of the industrially catalyzed cinema.

This thesis analyzes eight specific Swedish medieval ballads that contain supernatural transformation and hybridity for how they depict gender in late medieval and early modern contexts. Using literature as a historical resource and a micro-historical approach, this thesis applies gender theory, intersectional approaches, and monster theory to its reading of these ballads. Through this analysis, this thesis has found that transformation in these ballads highlights what it meant to be human in the late medieval and early modern periods, by contrasting and defining humanness through the tension of being a hybrid. And inevitably, discussions of the body during these periods involved having a gendered body. While these stories define what was human and what was not, they discuss and negotiate late medieval and early modern conceptions of masculinity and femininity. Additionally, the conflicts in these stories introduce real-life issues such as power, violence, and social roles. Characters in these ballads negotiate gender and social roles by subverting and upholding societal power structures. A woman acts independently and marries a snake against her family’s wishes. Wives use magic to upend the social hierarchy usurp their husbands’ authority. Father’s roles as protectors are both questioned and underlined in stories of their failures. This thesis concludes that late medieval and early modern audiences had many different understandings of gender, and these audiences used supernatural transformation ballads as a means of communicating complex and contradictory elements of identity and gender during this period.

[The final form of this paper was published in the journal Issues in Informing Science and Information Technology.] The study involved student teachers enrolled in early childhood teaching at a teacher training institute in Hong Kong Special Administrative Region. Seventy-four students participated in flipped classroom activities during their first semester of study. Students were told to learn from online videos related to using image editing software in their own time and pace prior to the next class. When they met in class, they were asked to apply their recently acquired editing knowledge to edit an image of their own choice related to the theme of their group project. At the end of the activity, students were asked to complete an online questionnaire. It was found that students had rated all five questions relating to generic skills highly, with self-study skills rated the highest. They particularly enjoyed the flexibility of learning on their own time and pace as a benefit of the flipped classroom. Data collected from students’ project pages show they had used average of 3.22 editing features for the theme images for their project. Most groups had inserted text fol-lowed by using the filter function. It is possible that these two functions are more noticeable than other editing functions. In conclusion, students were able to apply their self-learnt knowledge in a real-life situation and they had also developed their generic skills via the flipped classroom pedagogy.

The tool uses augmented reality activated through a marker to pop-up interactive 3D numbers. With the application children in their early childhood and/or children with mental or learning disabilities are able to direct the camera of their device to a 2-D number on a page (i.e. marker) and revive a 3-D augmented image. The application also speaks out that number. The ultimate goal of the application is to speed up the learning process in an enjoyable manner.

In response to the global trend towards implementing sustainable manufacturing practices, we put forth an exploratory approach that uses energy monitoring as a means to introduce sustainability criteria early into manufacturing process planning. Typically cost, quality and time are the indices for manufacturability assessment in generating manufacturing process plans. In this paper, we propose the idea of introducing sustainability to complement cost, quality and time to arrive at alternative sustainable plans in identified manufacturing processes. To be sustainable, it is pertinent that manufacturing firms understand the energy consumption of different manufacturing equipment used to produce products. This will enable industry to implement energy reduction processes in a more effective manner and pave the way for improved and alternate manufacturing solutions. The paper presents the potential utility of energy usage readings in the interest of continuing dialogue and collaboration.

In this paper we will discuss how International New Ventures or Born Globals can increase their internationalization pace with the selection of resource scarce strategies. Our underlying assumption is that with the selection of suitable strategy, the Born Global can contribute to a decreased liability of foreignness and resource scarcity, and to an increased speed of internationalization. Based on the literature we are reviewing resource acquisition strategies, and three different resource scarce strategies, 1) an externalization strategy, including a co-option strategy, 2) a low entry mode strategy, and 3) an Internet strategy.

Configuration Management (CM) has been traced back to the early 1950s where the principles were first applied as change management for computer hardware. CM was later expanded to early software development which has continued to the modern age. While the mantra has not changed in 60+ years — to define and manage change — updated techniques have streamlined the process making it easier to implement and more responsive in utilization in order to keep pace with changes for both micro (software) and macro (large-scale infrastructure project) applications. In order to advance the state of good repair (SGR) for rail and transit assets in the United States, CM has become an essential tool and must coordinate with Project Integration and Asset Management so that an organized process for change control with accurate record keeping can be established and maintained long term. The importance of CM has also been mandated at the Federal level for rail assets under 49 CFR 236. To bring wider understanding of CM to the industry, this paper will present Configuration Management and Project Integration techniques as applied to rail transportation infrastructure including assets that must meet Federal regulations, and it will discuss the coordination between CM, Integration and Asset Management under the SGR initiative. This is the final paper in a series that began in 2012, presented at the Joint Rail Conferences, and featured Denver Transit Partners (DTP) and the Denver Eagle P3.

Abstract Carbon dioxide (CO2) flooding has a high microscopic displacement efficiency above the minimum miscibility pressure (MMP), but a low sweep efficiency due to gravity segregation and bypassing. In many fields, water-alternating-gas (WAG) is used to improve sweep efficiency, but early breakthrough and low sweep efficiency are common. The objective of this research is to evaluate the performance of polymer-alternating-gas (PAG) floods experimentally in the lab-scale. Continuous gas (CG), WAG and PAG flood experiments were performed in homogeneous and heterogeneous cores. Experiments conducted in homogeneous Berea cores showed that tertiary CG flooding and tertiary WAG flooding had similar incremental oil recovery and the tertiary PAG flooding had a lower incremental oil recovery. Heterogeneous core flood experiments showed that WAG flooding and PAG flooding had similar incremental oil recovery, which were slightly higher than that in the CG flooding. In linear cores, the gravity segregation effect is limited due to the small diameter of cores; so, the extent of bypassing is small. In heterogeneous cores, there is bypassing in CG floods due to permeability contrast and WAG / PAG floods help improve oil recovery. However, PAG oil recovery was no better than WAG oil recovery in these laboratory-scale core floods.

In annual summer monsoon, geo-hazard is common. Monsoon-caused casualties and economic losses throughout the year accounted for 70% ∼ 80% of the total annual losses. Also, geo-hazard is a serious threat for pipeline operators to manage. Over 12,000 kilometers of pipelines with crude oil, gas, and refined oil are operated by PetroChina Pipeline Company. The pipelines, through sixteen provinces and cities, have been operated for over forty years. Geographic Information System (GIS) technology, as an effective spatial analysis tool, provides advanced analysis for pipeline geo-hazard prediction and early warning during summer monsoon based on field data and historical precipitation records. After many years of research and applicaton of our prediction model of pipeline geo-hazard, an important link between geo-hazard and rainfall is understood. Rainfall is the main triggering factor of geo-hazards such as landslide and debris flow leading to heavy losses, especially rainstorm and heavy rainstorm. We use GIS technology to perform spatial analysis with predicted rainfall data the next twenty-four hours and the data of pipeline geo-hazard susceptibility, and predict the severity of pipeline impacts caused by geo-hazards during the next twenty-four hours. Finally, the result is modified by existed geo-hazards data. The pipeline geo-hazard early warning is divided into five ranks which are displayed by different colors, and pipelines damaged by geo-hazards and protection measures are also proposed. During July 16 and 17 of 2009 years, we released geo-hazard early warning four rank of Lanzhou-Chengdu-Chongqing Oil Pipeline through PetroChina Pipeline Company web page (http://www.gdgs.petrochina) and the communication software of IM. The Lanzhou-Chengdu-Chongqing Oil Pipeline Company acted promptly with a detailed deployment and emergency plan to ensure pipeline safety.

In broilers, the immediate post-hatch handling period exposes chicks to cold or hot thermal stress, with potentially harmful consequences to product quantity and quality that could threaten poultry meat marketability as a healthy, low-fat food. This lower performance includes adverse effects on muscle growth and damage to muscle structure (e.g., less protein and more fat deposition). A leading candidate for mediating the effects of thermal stress on muscle growth and development is a unique group of skeletal muscle cells known as adult myoblasts (satellite cells). Satellite cells are multipotential stem cells that can be stimulated to follow other developmental pathways, especially adipogenesis in lieu of muscle formation. They are most active during the first week of age in broilers and have been shown to be sensitive to environmental conditions and nutritional status. The hypothesis of the present study was that immediate post-hatch thermal stress would harm broiler growth and performance. In particular, growth characteristics and gene expression of muscle progenitor cells (i.e., satellite cells) will be affected, leading to increased fat deposition, resulting in long-term changes in muscle structure and a reduction in meat yield. The in vitro studies on cultured satellite cells derived from different muscle, have demonstrated that, anaerobic pectoralis major satellite cells are more predisposed to adipogenic conversion and more sensitive during myogenic proliferation and differentiation than aerobic biceps femoris cells when challenged to both hot and cold thermal stress. These results corroborated the in vivo studies, establishing that chronic heat exposure of broiler chicks at their first two week of life leads to impaired myogenicity of the satellite cells, and increased fat deposition in the muscle. Moreover, chronic exposure of chicks to inaccurate temperature, in particular to heat vs. cold, during their early posthatch periods has long-term effects of BW, absolute muscle growth and muscle morphology and meat quality. The latter is manifested by higher lipid and collagen deposition and may lead to the white striping occurrence. The results of this study emphasize the high sensitivity of muscle progenitor cells in the early posthatch period at a time when they are highly active and therefore the importance of rearing broiler chicks under accurate ambient temperatures. From an agricultural point of view, this research clearly demonstrates the immediate and long-term adverse effects on broiler muscling and fat formation due to chronic exposure to hot stress vs. cold temperatures at early age posthatch. These findings will aid in developing management strategies to improve broiler performance in Israel and the USA. BARD Report - Project4592 Page 2 of 29

Post-conflict elections can pave the way for democratisation and peacebuilding, but can also lead to renewed conflict. Minimum conditions for ensuring that elections promote the former and reduce conflict and instability include: peace and demilitarisation; international involvement; not holding post-conflict elections too early; holding national and local elections separately – ideally, local before national; election systems (notably proportional representation) that distribute rather than concentrate power; independent, permanent and well-resourced election management bodies; and media that promote voter education, messaging by parties and candidates, and election transparency. However, it is important to stress that specific criteria needed for successful post-conflict elections will be context-dependent.Post-conflict elections have the potential to establish legitimate government and can pave the way for democratisation and sustained peace. However, because they determine the distribution of power, they can also trigger renewed conflict. The risk of this is exacerbated by the difficult circumstances in which post-conflict elections are typically held (e.g. damaged infrastructure, weak institutions). The challenge is how to achieve the potential benefits while avoiding the risks. What are the conditions or criteria needed to ensure that post-conflict elections do not lead to conflict and instability?This review looks at the conditions needed to ensure that post-conflict election reduce conflict and instability. It draws on a mixture of academic and grey literature. While there was substantial literature on the various criteria, notably international involvement and election administration, it was largely gender-blind, as well as disability-blind.

Since first appearing at the end of 2019, the novel coronavirus disease (COVID-19) has spread at a pace and scale not seen before. On 11 March 2020, the World Health Organization (WHO) declared COVID-19 a pandemic. A rapid response was called for, and actors across the globe worked quickly to develop sets of preventative measures to contain the disease. One mode of transmission identified early on in the crisis was via surfaces and objects (fomites) (Howard et al. 2020). To combat this, hand hygiene was put forward as a key preventative measure and heralded as ‘the first line of defence against the disease’ (World Bank 2020). What followed was an unprecedented global focus on handwashing with soap. Health messages on how germs spread, the critical times at which hands should be washed, and methods for correct handwashing were shared (Centers for Disease Control and Prevention 2020). Political leaders around the world promoted handwashing and urged people to adopt the practice to protect against the coronavirus. The primary and secondary impacts of COVID-19 have affected people and industries in a variety of different ways. For the WASH sector, the centring of handwashing in the pandemic response has led to a sudden spike in hygiene activity. This SLH Rapid Topic Review takes stock of some of the cross-cutting challenges the sector has been facing during this period and explores the adaptations that have been made in response. It then looks forwards, thinking through what lies ahead for the sector, and considers the learning priorities for the next steps.

Incontinence is the medical term used to describe the involuntary loss of urine or faeces. Women, men, girls, boys and people of all genders, at any age, can experience incontinence. A person with incontinence can experience leakage occasionally, regularly or constantly; and leakage can happen at any time, day or night. A person may also experience leakage of urinary or faecal matter due to not being able to get to the toilet in time or not wanting to use the toilet facilities available. This is known as social, or functional, incontinence. In many low- and middle-income countries (LMICs) understanding of incontinence is still in its early stages: the term ‘incontinence’ may not be known, knowledge of the condition is rare, and the provision of support is lacking. Those who experience incontinence may face stigma due to having the condition, and this may affect their willingness or confidence to talk about it. There is a need to better understand incontinence in LMICs, and how best to support people living with the condition to improve their quality of life. This requires having conversations with individuals that experience the condition, and with individuals who care for those who do: they will have the lived experiences of what it means to live with incontinence practically, emotionally and socially for them and their families. Living with incontinence can have a range of impacts on the people living with it and their carers. These include increased stress and distress; additional needs for water and soap; and restricted ability to join in community activities, school or work. Living with incontinence can also lead to a range of protection issues. The potential challenges that people face may be quite diverse and may vary between people and households. The checklist below, and corresponding page references to ‘Incontinence: We Need to Talk About Leaks’ can be used to increase your understanding of incontinence and the options available to support people living with the condition; and provide guidance on how to have conversations to understand how best to support people living with incontinence in your area.

There is increasing impetus for stronger cooperation between the US, EU and UK on digital technology governance. Drivers of this trend include the economic incentives arising from opportunities for digital trade; the ambition for digital technology governance to be underpinned by shared values, including support for a democratic, open and global internet; and the need to respond to geopolitical competition, especially from China. Two specific areas of governance in which there is concrete potential to collaborate, and in which policymakers have indicated significant ambitions to do so, are digital trade and digital technical standards. - To leverage strategic opportunities for digital trade, the US, EU and UK need to continue identifying and promoting principles based on shared values and agendas, and demonstrate joint leadership at the global level, including in the World Trade Organization (WTO) on e-commerce. - Policy actors in the US, EU and UK should work individually and collectively to build on the latest generation of digital trade agreements. This will help to promote closer alignment on digital rules and standards, and support the establishment of more up-to-date models for innovation and governance. - Collaborating on digital technical standards, particularly those underlying internet governance and emerging technologies, offers the US, EU and UK strategic opportunities to build a vision of digital technology governance rooted in multi-stakeholder participation and democratic values. This can provide a strong alternative to standards proposals such as China’s ‘New IP’ system. - Policy actors should seek to expand strategic cooperation on standards development among the US, EU and UK, among like-minded countries, and among states that are undecided on the direction of their technology governance, including in the Global South. They should also take practical steps to incorporate the views and expertise of the technology industry, the broader private sector, academia and civil society. By promoting best-practice governance models that are anticipatory, dynamic and flexible, transatlantic efforts for cooperation on digital regulation can better account for the rapid pace of technological change. Early evidence of this more forward-looking approach is emerging through the EU’s proposed regulation of digital services and artificial intelligence (AI), and in the UK’s proposed legislation to tackle online harms. The recently launched EU-US Trade and Technology Council is a particularly valuable platform for strengthening cooperation in this arena. But transatlantic efforts to promote a model of digital governance predicated on democratic values would stand an even greater chance of success if the council’s work were more connected to efforts by the UK and other leading democracies

Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations. Question 2 (related to barriers and enablers) Key enablers of performing skin cancer prevention activities in primary care settings included: • Easy access and availability of guidelines and point-of-care tools and resources • A fit with existing workflows and systems, so there is minimal disruption to flow of care • Easy-to-understand patient information • Using the waiting room for collection of risk assessment information on an electronic device such as an iPad/tablet where possible • Pairing with early detection activities • Sharing of successful programs across jurisdictions. Key barriers to performing skin cancer prevention activities in primary care settings included: • Unclear requirements and lack of confidence (self-efficacy) about prevention counselling • Limited availability of GP services especially in regional and remote areas • Competing demands, low priority, lack of time • Lack of incentives.

The Report provides an overview of the current state of knowledge on the ageing of large dams –an emerging global development issue as tens of thousands of existing large dams have reached or exceeded an “alert” age threshold of 50 years, and many others will soon approach 100 years. These aged structures incur rapidly rising maintenance needs and costs while simultaneously declining their effectiveness and posing potential threats to human safety and the environment. The Report analyzes large dam construction trends across major geographical regions and primary dam functions, such as water supply, irrigation, flood control, hydropower, and recreation. Analysis of existing global datasets indicates that despite plans in some regions and countries to build more water storage dams, particularly for hydropower generation, there will not be another “dam revolution” to match the scale of the high-intensity dam construction experienced in the early to middle, 20th century. At the same time, many of the large dams constructed then are aging, and hence we are already experiencing a “mass ageing” of water storage infrastructure. The Report further explores the emerging practice of decommissioning ageing dams, which can be removal or re-operation, to address issues of ensuring public safety, escalating maintenance costs, reservoir sedimentation, and restoration of a natural river ecosystem. Decommissioning becomes the option if economic and practical limitations prevent a dam from being upgraded or if its original use has become obsolete. The cost of dam removal is estimated to be an order of magnitude less than that of repairing. The Report also gives an overview of dam decommissioning’s socio-economic impacts, including those on local livelihoods, heritage, property value, recreation, and aesthetics. Notably, the nature of these impacts varies significantly between low- and high-income countries. The Report shows that while dam decommissioning is a relatively recent phenomenon, it is gaining pace in the USA and Europe, where many dams are older. However, it is primarily small dams that have been removed to date, and the decommissioning of large dams is still in its infancy, with only a few known cases in the last decade. A few case studies of ageing and decommissioned large dams illustrate the complexity and length of the process that is often necessary to orchestrate the dam removal safely. Even removing a small dam requires years (often decades), continuous expert and public involvement, and lengthy regulatory reviews. With the mass ageing of dams well underway, it is important to develop a framework of protocols that will guide and accelerate the process of dam removal. Overall, the Report aims to attract global attention to the creeping issue of ageing water storage infrastructure and stimulate international efforts to deal with this emerging water risk.
